The Modi government at the Centre has also nullified the most controversial Article 35A that gives special permanent resident status and ownership rights only to Kashmiris. It was brought in prior to Indian independence as the then Muslim rulers wanted to prevent the Britishers and Hindus from buying property to settle down in the Kashmir valley which was considered heaven on earth for its wonderful weather.

This particular Article eventually gave special powers to the J&K Assembly to make laws and amendments on the permanent resident and ownership status of Kashmiris. This article was included in the Constitution on May 14, 1954. It never came before the Parliament but was brought in through the Presidential Order. It defines who is the permanent resident of Kashmir who is eligible for owning property there.

Now, allegations are there that Jihadi terrorist groups are using the Article 35A as a cover for perpetuating their anti-India activities. They are recruiting local youths and training them in terror activities. Only permanent residents can make use of any government facilities and benefits like government jobs, scholarships, etc. Article 35A had to be scrapped simultaneously along with Article 370 to complete the process of integration of the Jammu and Kashmir state with the rest of India.
