Telangana Chief Minister K Chandrasekhar Rao is steadfast about taking over the buildings in the State Secretariat located in the joint capital Hyderabad. KCR who wants to construct the new secretariat in the same location is trying to mount pressure on Andhra Pradesh government with the service of Governor E S L Narasimhan. If reports are to be believed, the TRS leader alleged informed the governor – to extend mutual co-operation way forward, the buildings have to be handed over. The governor in his recent visit to Delhi apparently mentioned to Rajnath Singh that, the states should give up the stubbornness and become more flexible to resolve the reorganisation issues. The governor who took opinions and complaints from both the CMs, drafted report to solve the issues amicably. He discussed the matter with the center and requested precision on issues that are creating friction between the two states.
AP Chief Minister N Chandrababu Naidu has not yet taken a final decision on handing over the premises to Telangana government. Even the institutions under schedule 9 and 10 of the AP Reorganisation Act are being debated. Institutions like National Academy of Construction (NAC) have crores of funds which have to be shared between the two states for ten years as per the act. TS government made futile attempts to take over the buildings. AP govt has taken a strong stand on diving the institutions in schedule 9 and 10 based on population. The meetings of three-member committees of Telangana and Andhra Pradesh held in the presence of the Governor at Raj Bhavan so far have been heavy-handed.
Despite three years into bifurcation, the shortcomings and loopholes of the AP reorganisation act are unchanging and will likely remain the same for over a period of time. Central Government is unable to make progress as both the Telugu states are unwavering on their stance.
