The police set up barbed wires and fencings to block protesters and farmers from reaching AP Secretariat in Amaravati Capital City where Jagan Cabinet is holding its most controversial meeting today. Almost, an unannounced curfew atmosphere is prevailing in Capital villages. Protesters pelted stones and broke window panes of SRM University bus. Police made mike announcements in Capital villages warning of serious action for violations. Only Section 144 is imposed but the police went around and enforced closure of all shops and offices in the capital area. Vegetables, milk and medical shops were also closed in nearby villages of Secretariat. Police asked the shoppers only after further announcement. Anti-Naxal squad and Special Police forces came to Amaravati in huge numbers.

Indications are that police will ease restrictions only the Cabinet meeting is over and CM Jagan Reddy leaves Amaravati Capital. Water cannons and tear gas squads are also made ready. Jagan is holding Cabinet meet at Secretariat boldly to make an impression that his government is not afraid of farmers agitation. Despite prohibitory orders, farmers are gathering on the roads. BJP AP President Kanna Laxminarayana is staging a silent deeksha at Uddandarayunipalem where PM Modi laid foundation stone for Amaravati Capital City. There is a rising support to Amaravati farmers. Capital JAC is holding protests in Vijayawada, Guntur, Mangalagiri and other towns in South Coastal Andhra.

Hindu leaders meet Amit Shah: Save Amaravati

Technically speaking, the Central government has no powers to interfere with shifting of Capital by a state government. Probably because of this, the Modi government has not reacted on the Capital shifting in Andhra Pradesh. But now, the scene is dramatically changing. Save Amaravati sentiment is rising among Hindu religious leaders. Hindu Maha Sabha president Chakrapani Maharaj met Union Home Minister Amit Shah and complained against CM Jaganmohan Reddy. He demanded immediate interference of the Centre to stop Capital shifting from Amaravati. Maharaj told Amit Shah that the ongoing attack on Amaravati capital is nothing but an attack on Hinduism. Jagan family is directly behind religious conversions to destroy other religions in the state.

The Hindu leaders preferred to meet Amit Shah but not Modi to ask for action against AP government. Political circles say that as of now, it is Amit Shah who can give an immediate blow to Jagan Reddy. Shah can order speeding up of court trials in Jagan’s Rs. 43,000 cr CBI illegal assets cases. Such a process may get CM bail cancelled. The Prime Minister’s Office can also act but its role is very limited as of now. PM may obstruct shifting of Principal High Court and order a bench in Kurnool instead. Right now, Amaravati sentiment is rising in Hindu leaders in North India. Political circles are keenly watching how Amit Shah will respond and when.

BJP backs Amaravati farmers, says AP needs decentralized development!

The Andhra Pradesh unit of BJP has backed the agitations conducted by Amaravati farmers agains AP CM YS Jagan’s move to shift government administration from Amaravati to Vizag and create three capitals for AP.

Farmers of capital development region on Tuesday called on BJP state president Kanna Lakshmi Narayana and urged him to convey their problems to Prime Minister Narendra Modi and Union Home Minister Amit Shah.

Addressing the farmers, Kanna Lakshmi Narayana dubbed the Amaravati problem is not that of farmers, but that of the state capital.

He said that if state capital gets changed with the change of government the credibility of the state would be at stake.

Farmers parted with their lands believing in the state government, while the Center gave funds to the state capital, he said adding that the Center did not give funds because of the face value of Chandrababu or Jagan.

There was no precedent for change of capital with the change of the CM, he said accusing Chief Minister YS Jagan Mohan Reddy of resorting to such a mindless taks out of sheer immaturity.

The BJP favours decentralised development but not decentralised administration, he clarified.

Let alone the law and order situation in the state, the credit of making the people spend sleepless nights for the past six months goes to the CM, he said.

The BJP pledged its support to the cause of the farmers of the capital region, he said.

The previous regime had spent Rs 10,000 crore public money for development of the state capital. Now, if the present regime wants to do as it liked with the state capital people would not keep mum, he warned.

He remarked that Amaravati is not the own company of YS Jaganmohan Reddy.

Further, development of the state would take backseat if the capital is relocated to elsewhere, he cautioned advising Jagan against nursing vindictive attitude towards others.

Jagan Cabinet to meet at Vizag on Dec 27?

It all looks like the December 27 AP Cabinet meeting will be held in Visakhapatnam. Jagan Circar is not interested any more in functioning from Amaravati effectively. Moreover, all political parties activists are revolting against the government in the 29 Capital City villages. At such a time, it is not considered safe to hold the most significant Cabinet meeting there. The December 27 meeting will be historic as it will take a final decision on Three Capitals. It will discuss the recommendations of GN Rao Experts Committee. If Cabinet meets at Vizag, then there is no doubt that majority functions of the government will immediately start in North Coastal city itself. Ever since the Three Capitals announcement, the administration has come to a halt in Amaravati and Vijayawada cities.

Jagan Reddy’s move is badly crippling almost all sections of society in Vijayawada, Amaravati and Guntur cities. Already, construction workers committed suicides for loss of livelihoods. Now, others will also feel the same suffering. Even IAS and IPS officers have bought housing plots on loans through EMIs. They are in deep shock over the unilateral Capital shifting. The pro-Jagan Reddy bureaucrats are also shocked at the oppressive decisions. Senior bureaucrats have no courage even to tell Jagan Reddy how government employees will also suffer badly. The general comment is that the people gave brute majority to Jagan Reddy and nobody can stop him from doing what he is doing.

Naidu says ‘Jai Amaravati’: Is it a political risk?

After six days of farmers’ agitation, TDP National President N Chandrababu Naidu visited and announced his support for pro-Amaravati protests in Core Capital region villages. He joined farmers and shouted ‘Jai Amaravati’. This is what CM Jaganmohan Reddy has been waiting eagerly to brand Naidu as an enemy of backward regions of North Coastal Andhra and Rayalaseema. Jagan Reddy has already branded Amaravati as a massive real estate venture of Naidu to promote one particular caste. Now, Naidu has to do a lot of explaining on how he ensured decentralisation of economic development in remote corners of the state. He recalled how Vizag was developed as Financial Capital during his regime and how industrial development was spread in backward regions.

Chandrababu said that he had lot of hopes on Amaravati developing as a future global scale city because of its inherent advantages. But now, the scene has dramatically reversed on account of oppressive policies of the YCP government. Naidu said that it would be a total lie to say that there is no money to construct Amaravati. It is a self-financing city which will have 10,000 acres of highly-priced commercial space once Capital City takes shape. Without spending a single rupee of the government, Amaravati has potential to become an international city. But Jagan is crushing it for political revenge.

Mangalagiri MLA missing: Farmers’ police complaint

The protests of Amaravati residents and farmers are reaching a peak level. But the ruling YCP MLAs in Core Capital are nowhere to be seen. The locals are demanding explanations from Mangalagiri MLA Alla Ramakrishna Reddy and Tadikonda MLA Vundavalli Sridevi. They say that they voted for the two MLAs only because CM Jagan Reddy supported Amaravati before elections. YCP farmers and dalit activists in Amaravati villages are also protesting. But, the MLAs are not caring to respond to them. Having lost their patience, the farmers made a complaint at Mangalagiri police station stating that MLA Alla Ramakrishna Reddy is missing since Three Capitals announcement.

Interestingly, farmers are asking why Alla is not daring to come before the local people unlike before. Till recently, Alla Ramakrishna Reddy gave total confidence to his voters that Capital would not be shifted out of Amaravati. He used to come near Chandrababu Naidu’s riverside house frequently and make cheap comments. Now, Alla is not able to show his face. His close supporters are also unhappy. Even Tadikonda MLA is not daring to visit her constituency. YCP second-rung leaders are also protesting against Capital shifting. They are expressing sadness that Jagan Reddy is not people-friendly like his father YSR.

AP advocates to fight against Jagan’s move on Amaravati!

Advocates in six districts in Andhra Pradesh have joined hand to launch a united fight against AP CM YS Jaganmohan Reddy’s move to reduce the significance of Amaravati capital by setting up two more capitals in Vizag and Kurnool.

On Sunday, the advocates announced their plan of action to resist relocating Secretariat and High Court from Amaravati to Vizag and Kurnool.

The advocates met at the Bar Association Hall and a Joint Action Committee of the Bar Association has been formed with Chalasani Ajay as its Chairman.

The meeting resolved to press the government to retain the state capital in Amaravati and also the High Court.

The meeting chalked out various agitational programmes to achieve the JAC’s goals.

Protest rallies would be organized on Dec 23, a Chalo High court rally would be taken out on Dec 24, laying siege to the Prakasam Barrage would be organized with the participation of farmers of the capital region, elected people’s representatives on Dec 26.

On Dec 27, the JAC would approach the ministers taking part in the Cabinet meeting to apprise them of the JAC’s demands and would not hesitate to stall the Cabinet meeting. On Dec 27, they also meet at Nelapadu in the high court region and review the decisions taken at the Cabinet meeting and declare future course of action.

The government should understand the sacrifices made by farmers, the JAC said and opined that change of state capital with the change of ruler is not justified.

The JAC felt that the GN Rao committee report has no legal validity. The JAC of Bar Association assured farmers to argue the cases registered against farmers free of cost and lend their support to the farmers.

Police Rajyam suppressing farmers protests: Amaravati

General life is totally paralysed in the Amaravati Capital City villages for the fifth day continuously. Farmers are coming out on the roads to continue their protests against Capital shifting. Their family members, women, students and children are also actively participating in the protests. Because of police harassment, the farmers have decided to continue dharnas on the roads under the sun. The police are not allowing shamianas. The farmers say that the police are acting like YCP activists. The police are even threatening the tent house owners not to give shamianas to farmers. Large police force is deployed in villages.

Vanta Vaarpu (cooking and eating on the road) is being held at Uddandarayunipalem where PM Narendra Modi laid the foundation stone for Amaravati Capital City. Some farmers are making half-naked protests. They are protesting with garlands made of chappals and torn clothes. Farmers have decided to continue their agitation till CM Jaganmohan Reddy withdraws his 3 Capitals statement. They say that they will not be frightened by the police cases against protesting farmers. The farmers say that they have unitedly removed the YCP colours from their Panchayat offices. They dared the police to file cases against all the 35,000 farmers in Amaravati villages and also their families.

The farmers in AP Capital City are asking why CM Jaganmohan Reddy supported Amaravati Capital proposal when he was the opposition leader. They recalled how Jagan welcomed Amaravati project on the floor of the Assembly when the then Chief Minister Chandrababu Naidu made the proposal. At that time, Jagan supported pooling of 30,000 acres to build a grand Capital for AP. Farmers say that it’s because of such statements that they got confident and gave 33,000 acres for Capital construction. But now after becoming CM, Jagan has taken a U-turn and started talking about Amaravati unfit as Capital.

Farmers are recalling how Jagan told them all sweet lies during his Padayatra in Amaravati area. Jagan told them that he would bring in more development there after coming to power. Before elections, Jagan mother Vijayamma visited the area and prayed for One Chance. She also promised more development in Amaravati. But now, she is nowhere to be seen. Farmers are recalling how they innocently believed Jagan family and voted for the YCP candidates.

Farmers are saying that if Jagan Reddy opposed Amaravati Capital before elections, they would not have given their lands to the government. The farmers are expressing fears that Jagan Reddy will not give back their lands in proper condition once he takes capital to Vizag.

AP Chief Minister YS Jaganmohan Reddy only gives advice, never takes it. He may be having dozens of private advisors getting Rs. 4 lakh monthly salary from the government. But none of them dares to advise him on any issue including Capital City shifting. No advisor is daring to raise Amaravati farmers’ problems before Jagan Reddy. No IAS or IPS officer is daring to tell CM about the future complications of his decision. Both Tadikonda and Mangalagiri assembly segments, located in Capital city limits, are won by YCP. But still, Jagan hates the word Amaravati just because it brings back memories of Chandrababu Naidu forever. Now, YSR son is completing his mission to erase Amaravati from AP administrative and legislative map forever.

Now, Visakhapatnam is selected for holding summer Assembly. It means sessions will be held there for over 35 out of total 40 days there every year. Amaravati may be winter capital. So, session will be held here for four to five days. Jagan’s one-time supporter and ex Chief Secretary IYR Krishna Rao says that going by Jagan Reddy’s attitude and temperament, he may not hold Amaravati assembly sessions at all. Once Capital is shifted to Vizag, CM will totally ignore Amaravati. Just like Praja Vedika, whose debris is not cleared yet, the other buildings in Amaravati will be left incomplete. No doubt, the deathless city will truly become a burial ground as per the wishes of YCP Ministers.

Amaravati farmers erupt in anger over panel’s report

Protest by farmers erupted in Amaravati on Friday after experts’ panel submitted its report to the Andhra Pradesh government, recommending that some functions of the capital be moved to Visakhapatnam and Kurnool.

Tension prevailed near the state Secretariat as hundreds of farmers gathered. The protestors removed the police barricades and tried to barge into the Secretariat.

Farmers, who had given 33,000 acres of land for the development of Amaravati as state capital during the Telugu Desam Party (TDP) rule, were furious over YSR Congress Party (YSRCP) government’s move to have three state capitals.

Nearly 30 villages in Amaravati erupted in protests soon after the six-member panel submitted its report to the government.

The farmers were angry over the committee’s recommendation to move the Secretariat and CM’s camp office to Visakhapatnam and the High Court to Kurnool. It also suggested that the Assembly should have its summer session in Visakhapatnam.

The protestors alleged that Jagan Mohan Reddy was doing this just because Amaravati was the brainchild of his predecessor and TDP President N. Chandrababu Naidu. They said the panel gave the report as per the direction of the Chief Minister.

What has further angered the farmers is the suggestion by the panel that within Amaravati, the capital should be developed in Mangalgiri and not in Thullur, where most of the development was carried out during last four years. The panel termed Thullur as flood-prone.

The panel has recommended that the government return the lands to farmers wherever there is no need of them.

AP Capital Experts Committee has no legality?

In its over-confidence, the YCP government has not followed due constitutional procedures while setting up the GN Rao Experts Committee. As a result, CM Jagan Reddy may face serious hurdles in the shifting of AP Capital from Amaravati to Visakhapatnam. The terms of reference given to Experts Committee are just taking public opinion on how to develop Capital City and all 13 districts. Going by this, the Committee has no power to suggest Capital shifting. Moreover, the Committee is not formally formed under the Enquiries Act. Then how can CM refer to such an unconstitutional committee’s report to change Capital altogether? This is being raised before the court. Already, the Amaravati farmers have filed a petition in the High Court.

TDP is getting increasingly confident of hitting back Jagan Reddy in all his careless but cruel decisions. TDP MP K Ravindra Kumar says that they have gathered all the required documents to prove how AP CM is violating all established democratic norms in Capital shifting. He says that Jagan Reddy’s statement in the Assembly is the most irresponsible and anti-constitutional. The court will definitely take serious note of CM’s statement which is sure to influence the Experts’ Committee report. It is unfortunate that the ruling YCP Ministers are complicating the issue rather than solving it.

AP High Court admits plea against Jagan’s three capitals proposal

A petition seeking withdrawal of the decision to set up three Capitals was filed by farmers in the Andhra Pradesh High Court on Thursday. The petition prayed for continuation of the Capital construction at Amaravati.

Admitting the petition, the High Court adjourned hearing in the case for four weeks. The High Court issued notices to the government and the CRDA asking them to file counters,according to sources.

In their petition, the farmers strongly opposed Jagan’s move to set up three capitals for AP saying that it’s detrimental to the interests of AP.

Farmers urged the court to direct Jagan to continue Amaravati as the only capital.

They said thousands of farmers had given their valuable fertile lands for construction of Amaravati capital city keeping in view the interests and future of AP and AP people. They alleged that Jagan was deliberately diluting Amaravati capital city for political reasons by creating two more capitals.

They said Amaravati will lose its relevance as AP capital if Secretariat and High Court are moved out of Amaravati to Vizag and Kurnool.

There’s no enough land in Amaravati: Minister Kodali

Opposition leaders are accusing CM Jaganmohan Reddy of double standards on the land pooling for Amaravati Capital. Before elections, Jagan favoured 30,000 acres but after coming to power, he said that so much land is not necessary. Amid this, Minister Kodali Nani came out with an interesting argument of his own. He says that Jagan actually talked about availability of 30,000 acres government land. But instead, Chandrababu acquired 33,000 acres of private lands from the Amaravati farmers. Most of this land has gone under roads. Naidu has given some land to private institutions. Some land is to be given to farmers towards their share in the form of plots.

Kodali says that now, far less land is available now in Amaravati to build the capital there. At the same time, he asked why the TDP leaders are making such big fuss out of the chief minister’s statement. No final decision is taken yet. But Chandrababu Naidu and his party leaders are raising needless hue and cry. The Minister said that opposition leaders have no useful work to do which is why they are making controversy out of nothing. The farmers need not worry as CM has talked about the development of Amaravati as well.

Shutdown, protests rock Amaravati over 3-capital plan

A shutdown was underway on Thursday as huge protests rocked the region against the Andhra Pradesh government’s proposal to develop three state capitals here.

Farmers and other villagers, who had given their lands for development of Amaravati as the state capital, took to the streets in 29 villages, demanding YSR Congress Party government to drop its proposal to develop Visakhapatnam and Kurnool as two other state capitals.

Protestors including, women blocked the roads including the road leading towards State Secretariat in Velagapudi. The Secretariat employees had to use an alternate route to reach their offices.

Holding placards and raising anti-government slogans, the villagers took out rallies since early morning, demanding that Amaravati be developed as the only capital. Shops and business establishments remained closed.

Additional police forces were deployed in all villages to prevent any untoward incident. Opposition Telugu Desam Party (TDP) leaders also joined the protestors at several places.

Farmers, who had given 33,000 acres of land for Amaravati, fear that the development of three state capitals would hit hard their interests. “We had given our lands, hoping for a better future for our children. The government had promised to develop our lands and give them back. Now all our hopes had dashed by this decision,” said a protestor.

Chief Minister Y. S. Jagan Mohan Reddy had told the State Assembly on Tuesday that the state may have three capitals. He said while Amaravati could serve as legislative capital, Visakahpatnam could be developed as executive capital and Kurnool as judicial capital.

Section 144 imposed in Amaravati Capital

The farmers’ bandh began in Amaravati villages in protest against the government move to shift Secretariat and Ministers’ offices to Visakhapatnam. Jagan Circar imposed Section 144 and 30 Police Act in the Capital City area. The police mobilised huge force in the 29 villages. The farmers, who contributed lands to Capital construction, are seething with anger. They came onto the roads early in the morning hours and enforced the bandh. The traders, banks and offices remained shut down. The farmers gathered in large numbers and blocked the roads leading to Secretariat, Assembly, High Court, etc. They are also launching relay hunger strikes in Mandadam, Velagapudi, Tulluru and other villages.

Holding pesticide bottles, the farmers are threatening to commit suicides if Jagan does not withdraw his statement. The farmers defied the Section 144 and sat in protest on the middle of the roads. Farmers blocked roads with their tractors, vehicles, etc. They told the police that they would conduct their protests peacefully till the government gives its assurance.

The mood is very hostile and anti-government in Capital villages. Farmers are demanding return of their lands in fitting condition to cultivate crops. But this is not possible. All the lands are already levelled with buildings coming up. They are also divided into plots.

Amaravathi farmers to observe bandh tomorrow

Farmers in the Amaravathi capital region, who are up in the arms against AP CM YS Jaganmohan Reddy for his plans to create three capital cities in AP, have decided to intensify their agitation demanding to continue only Amaravathi as the capital city.

As part of this, the farmers in the villages of Capital Region Development Authority (CRDA),have decided to observe bandh on Thursday in all 29 villages of the region.

If the state government did not withdraw its decision, the farmers threatened to step up the agitation further.

The farmers have decided to observe relay indefinite fast at the Secretariat in Velagapudi and continue with the protest programmes like dharnas. The farmers called upon the locals also to take part in the protest programme along with the farmers.

They are appealing to political leaders not to play with their lives for the sake of playing politics.

Farmers protested in CRDA villages of Mandadam, Velagapudi, Rayapudi, Kistayapalem and also at Uddandarayapalem where Prime Minister Narendra Modi laid the foundation stone for Amaravati.

A wave of protests by farmers who have pooled their lands for Amaravati were reported on Wednesday from villages in the capital region demanding Chief Minister YS Jaganmohan Reddy to withdraw his three state capitals statement.

Protests were reported from Velagapudi, Rayapudi, Kistayapalem and Mandadam villages of the region.

In Mandadam, the farmers staged a sit-in the road. The government deployed the police in strength to prevent any untoward incidents.

In Venkatayapalem, the farmers resorted to relay hunger strike. At the main junction in Velagapudi, the farmers staged dharna.

Stating that they have pooled their lands for the bright future of their children, they demanded the CM to withdraw his statement.

At Tullur, the farmers armed with pesticide bottle hit the streets to lodge their protest against the CM’s statement.

They vowed to lay siege to the main roads, affecting the movement of traffic, till their problem is resolved. As a result, movement of traffic on Vijayawada-Amaravati road has been affected.

The TDP leaders staged demonstration at Guntur Lodge junction against the CM’s statement.

No change in AP Capital: Botsa tells AP Council

Confusion Minister Botsa Satyanarayana gave a written reply in the AP Legislative Council that their government is not going to change AP Capital from Amaravati. He gave this reply to a question asked by a TDP MLC on whether the government is shifting Capital. Botsa’s official statement came as a big surprise to the opposition members as well as Andhra the political parties. Can the Minister be believed? He is always known for creating lots of confusion on issues especially Amaravati. But now, he told Council with clarity that capital city will not be changed. However, in this brief reply, Botsa did not talk about the retired IAS GN Rao Committee which is currently gathering public opinion on Capital shifting.

In the past, YCP Ministers have repeatedly said that Capital shifting would be decided based on the report of GN Rao Experts Committee. Now, Botsa made a different statement. It is not clear yet when the experts committee would submit its report. Political analysts say that Jagan Reddy Circar has been changing its stand from time to time on Amaravati. CM is still considering Amaravati as real estate project of a particular caste. Moreover, Jagan is treating Capital city as a far lesser priority compared to his election manifesto’s Navaratnalu promises which require thousands and thousands of crores.

The YCP government is not talking about the aspirations of the people for having a Capital City with resources similar to Hyderabad and Chennai. From day one of his rule, CM Jaganmohan Reddy is just focusing on only one aspect which is to defame Chandrababu Naidu and Amaravati Capital simultaneously. Within three days of his swearing-in, CM got the Rs. 9-cr worth ‘Praja Vedika’ government building demolished. That was just the beginning phase of the bigger plan to cripple Amaravati indeed. Then, the government started using the Krishna river floods to defame Capital City as flood-prone. Why did Chandrababu Naidu select a low-lying, riverside region for AP Capital?

The next phase of the YCP attack was on the social aspects of the local people. The Ministers themselves started playing caste card to divide Capital City people. They accused Naidu of choosing Amaravati only to benefit his own caste. After some time, Jagan Reddy Team questioned the need for spending thousands of crores on Capital. Later, they raised the issue of very poor financial situation of AP to meet the cost of global standard buildings for Secretariat, Assembly, etc.

The latest phase is whether the YCP honours India Political Map or will it give a silent burial to Amaravati by ignoring constructions on some pretext.

YCP leaders pelt stones at Naidu bus: Amaravati tour

The ruling YCP leaders attacked the TDP leaders’ tour in Amaravati Capital. They pelted stones and broke window panes of Chandrababu Naidu bus. Following this, mild tension prevailed at the four-lane seed axis highway that connects Amaravati to the Chennai-Kolkata national highway. Wearing black flags, the YCP leaders raised slogans like ‘Naidu Go Back’. The local police officers remainde mute spectators to the whole YCP protest show. YCP leaders left the place after TDP followers and local villagers gathered there in larger numbers.

Amaravati Capital farmers also joined the TDP leaders in protesting against the YCP. Naidu condemned the violent attitude of YCP leaders. Speaking to the media, Naidu said that the narrow mindedness of CM Jaganmohan Reddy has destroyed not just Amaravati but the whole financial situation in Andhra Pradesh. The ruling party is wickedly insulting the very farmers who have sacrificed their ancestral properties for the sake of constructing AP Capital.
