AP Govt GO ordering licenses mandatory for dogs, pigs

3

The Jaganmohan Reddy Government in Andhra Pradesh is already facing allegations of increasing taxes, charges and fines on the general public. Now, the Government issued a curious GO making it mandatory for getting licenses for dogs and pigs in the State.

Henceforth, no dog or pig can roam the streets and lanes anywhere in the State without a license. No pet owner can take their dogs out without having this license. If caught without a license, the local officials would slap a fine of Rs. 500 fine on the violators. The GO was already issued by the panchayat raj department. The GO was issued by Principal Secretary Gopala Krishna Dwivedi.

What more, the Government said that it would collect Rs. 250 additional fine per day besides collecting the original penalty. When taking licenses, the owners should bring health fitness certificates for their pets from the veterinary officers concerned. Once the licenses expire, the owners should necessarily get new licenses within 10 days.

The panchayat raj department has issued orders to the villages to issue tokens to all those who are owning dogs and pigs. These token numbers should hang around the necks of pets all the time.

Dry run of Covid vaccination concludes in Andhra’s Krishna district

0

The administration in Andhra Pradesh’s Krishna district successfully completed the two-day dry run of Covid-19 vaccination on Tuesday.

A day after conducting various activities as part of the process, the state health authorities submitted a report on the dry run to the Union Ministry of Health and Family Welfare, listing the issues involved for necessary action

The feedback on the dry run was provided by the District Task Force and the State Task Force via video conferencing conducted by the Joint Secretary (Public Health) with officials of Andhra Pradesh and three other states where the process was conducted on Monday.

The feedback is expected to provide insights on any gaps or bottle-necks during actual conduct of vaccination.

The officials expressed satisfaction in terms of the operational approach and use of IT platform to ensure transparency and effective monitoring of vaccination processes. They made suggestions on improvements for Co-WIN, the IT platform for vaccination.

The dry run exercise was aimed at end-to-end testing of Covid-19 vaccination process and included planning and preparations as per the operational guidelines; creation of facilities and users on Co-WIN application, session site creation and mapping of sites, Health Care Workers (HCW) data upload, receipt of vaccines and vaccine allocation by the district, session planning, deployment of vaccination team, logistics mobilization at session site, mock drill of conducting vaccination and reporting and review meetings at block, districts and state level.

The objective of dry run was also to undertake and confirm field implementation of Co-WIN and guide way forward prior to actual implementation.

Earlier, District Collector A. Md. Imtiaz, who supervised the dry run, took feedback from field level officials and express his satisfaction over the successful conduct of the process.

The dry run was conducted under the supervision of the District Collector at five centres – GGH Vijayawada , Poorna heart hospital, Uppaluru Primary Health Centre (PHC), Penamalluru PHC and Prakash Nagar eUPHC.

Identified beneficiaries from among healthcare workers participated at each session site where the process was conducted as per the guidelines of Ministry of Health and Family Welfare with all the Covid appropriate behaviour measures.

For each of the five session sites, 25 test beneficiaries were identified for the dry run. The test beneficiaries were present at the session sites for session site simulation. Officials said that 95 per cent of total beneficiaries attended the process.

The beneficiaries were sent dummy SMSes informing them about the time and place of Covid vaccination under a mock drill to administer the shots at designated centres.

At all the sites, the recipients were subjected to temperature check. Sanitation was done and physical distancing was maintained.

The dummy beneficiaries visited session site in two-hour time slot. Vaccinating Officer-1 matched beneficiary names from list while VO-2 verified beneficiary using Co-WIN application.

Dummy vaccination was given by VO-2, who also reported vaccination in the Co-WIN app. VO-3 and 4 managed crowd, IPC (Inter process Communication) messaging, support vaccinator.

The beneficiaries were briefed on the potential side-effects of the vaccine and what they have to monitor on the health front for the next three months.

The dummy beneficiaries waited for 30 minutes following vaccination. Adverse Event Following Immunization (AEFI) treatment facility was also set up at each centre with 10 beds e by appointing a general medicine doctor as the in-charge.

“The process of creation of session site, allotting beneficiaries and allotting time slots as well as sending SMSes to beneficiaries worked well. Allocation of vaccine from store to session site also worked well,” said state Health Commissioner Katamaneni Bhaskar.

He also expressed satisfaction over the working of AEFI management

According to the District Collector, dummy vaccine was transported from the central storage facility to cold chain points at various places.

“We recorded this in the Co-WIN app and sent SMSes to the identified patients. We have monitored the time taken for different processes and the logistics involved. This will be used in real-time simulation,” he said.

The district administration is planning to use all primary health centres, hospitals, educational institutions and village secretariats as vaccination centres when the actual vaccination process is rolled out.

Warning bells ring for CM Jagan amid rising criticism

6

AP people’s expectations are rising but the delivery of services is falling short. Amid this, warning bells started ringing already for the ruling YCP leaders. No Opposition leader has addressed a roadside public meeting in recent times in Andhra Pradesh. But, as part of his road show, Jana Senani Pawan Kalyan addressed a public meeting in the heart of Gudivada town. Without any great mobilizat on the part of the Jana Sena, a large number of people attend the meeting. Pawan’s show turned out to be a huge success going by how the crowd kept giving a cheering, good response to his aggressive speech.

Also, Nara Lokesh took out a low profile ‘Rythu Kosam’ tour which also got a good response. The success of meetings of Opposition leaders has come as a rude shock to the ruling YCP leaders and cadres.

That too, Pawan’s meet took place in an assembly segment which is represented by Minister Kodali Nani, who has emerged the strongest YCP leader in Coastal Andhra. Pawan had made lots of sarcastic remarks against Kodali that were well received by the crowd. Senani has gone to the extent of mockingly saying that Kodali Nani should stop playing second fiddle to CM Jagan Reddy regardless of his Government’s misdeeds.

Analysts say that the rival leaders’ shows had certainly set the warning bells ringing for the YCP. In just 19 months of its rule, the ruling YCP was facing public heartburn in different aspects. From the farmers’ problems to ration cards to students’ issues, the Government is under huge stress to satisfy all these sections. Clearly, YSR Jagananna cash transfer programmes would not be solely enough to satisfy the people.

‘ Ala Jaganmohanpuramu lo ‘ colonies all over AP

5

The TDP social media wing has given a filmy, mocking touch to the Jagan Reddy Government’s naming of a colony coming up under its house sites programme. Minister Kanna Babu has given the title ‘YS Jaganmohanapuram’ to the new colony coming up in 103 acres at Nemam in Kakinada rural mandal. Over 3,317 house sites are being given to poor people in this colony. A huge arch with the title has already come up. Jagan and YS photos are also being installed on the arch.

Now, the TDP has started passing funny comments on this. Usually, the Jagan Reddy regime’s all programmes are named in the Kadapa style. ‘Jagananna’ or ‘YSR Jagananna’ titles are normally used. ‘Anna’ is the catchword for CM Jagan who even addresses senior IAS and IPS officers like this. Here, the colony title was given following the film title of Allu Arjun which is ‘Ala Vykuntapuramulo’. The TDP has started making mocking comments on the new title ‘Ala YS Jaganmohanapuram’.

Hailing from the Kapu community, it is but natural for Minister Kanna Babu to give Allu Arjun film title to the project. But it has raised doubts whether this title has gone down well with the beneficiaries of the house sites. Most of these residents would be from SC, ST and BC sections. Mostly, they prefer the ‘Jagananna’ title for their colonies.

Whatever, thousands of such new colonies are going to come up in the 30 lakh house sites being given by the Jagan regime. All these colonies would obviously get either ‘Jagananna’ or ‘YSR Jagananna’ or ‘YS Jaganmohanapuram’ titles.

Andhra CM orders stringent action against app-based lenders

1

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Tuesday directed officials to take stringent action against app-based money lenders, who charge exorbitant interest rates.

“Take stringent action against those lending money through online apps at exorbitant interest rates and harassing borrowers,” Reddy said.

These apps have rocked the Telugu states of late, driving a few borrowers to commit suicide as they were harassed to repay the loans.

In Telangana, police rounded up some people suspected to have been operating these apps.

Reddy also announced ex-gratia to the families of two girls who committed suicide in Guntur and Prakasam districts.

He announced Rs 10 lakh ex-gratia to the family of Sowmya, a Class 10 student who committed suicide in Korrapadu. A video has emerged in which Sowmya said she committed suicide due to sexual harassment.

He also announced Rs 5 lakh ex-gratia to the family of Bhuvaneswari, a specially-abled village volunteer, found to have committed suicide at Dasarajupalle in Prakasam district.

SEC new twist to local body polls shocks AP Govt

1

All along, the Jagan Reddy Government has been arguing in the High Court of Andhra Pradesh that the local body elections cannot be held in view of the Coronavirus vaccination in February. The State Election Commission, on its part, is saying that the Central Government has not yet approved any vaccine as yet. There is no schedule issued by the Union Health Ministry for taking up the vaccination programme as of now.

Now, in his latest arguments, SEC lawyer Aswini Kumar told the High Court that if the Central Government issues any guidelines for vaccination, then the Election Commission would stick to it. So, there should be no hurdle for the SEC to go ahead with its preparations for the February local body polls.

The Government lawyer continued his arguments asking the court to hear its case challenging the SEC decision to hold the polls in February.

The Judge commented that the issue has to be studied in depth since there is no clarity on when the vaccination schedule would be released by the Centre. He postponed the hearing in the case till after Sankranti holidays. The legal battles between the Jagan regime and SEC N. Ramesh Kumar are turning out to be more sensational than even the local body polls itself.

Murder or suicide? Burnt body of physically challenged woman found in Andhra

0

In a horrific incident, a 24-year-old physically challenged woman’s burnt body was found in Andhra Pradesh’s Prakasam district.

Even 36 hours after Ummaneni Bhuvaneswari’s body was found lying near a pond on the Dasarajupalli Road on Ongole town outskirts on Friday night, police has not been able to reach a conclusion whether she had committed suicide or was murdered.

After the charred body was lying on a tricycle the woman moved about on, police identified her with the help of a few documents found in a handbag lying besides it.

A resident of Kammapalem area of Ongole, Ummaneni was pursuing her MBA from Narayana University while working as a village volunteer.

Police initially suspected it was a case of suicide, on the basis of a WhatsApp message sent from her mobile phone to all her contacts, allegedly saying her app won’t work anymore and requested them not to try to contact her.

However, police did not find any kerosene or petrol can near the body.

Police has since registered a case of death under suspicious circumstances and probing accordingly.

The investigators have not ruled out murder and setting the body afire on her tricycle as there were no signs of any movement of limbs prior to her death.

Ummaneni’s family suspected foul play. Her mother Janaki told the police that she had last spoken to her daughter at 6.49 pm. But when she didn’t return by 7.30 pm, Janaki frantically searched for her but her phone was found switched off.

Ummaneni was reportedly in her ward office till Friday afternoon but there was no clarity as to where she went to from there.

Police investigations revealed that she was last seen around 6.30 pm when a person helped her cross a bridge on her tricycle.

Circle Inspector Sivaramakrishna Reddy said the autopsy was conducted at a hospital in Ongole and that Ummaneni’s phone call data was getting analysed.

State Women’s Commission member Ramadevi spoke to the family members of the young woman.

Leaders of an organisation working for the rights of physically challenged claimed that it was a murder and demanded immediate steps to arrest the accused.

Meanwhile, former Chief Minister and Telugu Desam Party President N Chandrababu Naidu expressed shock over the death and demanded a thorough probe. “The state has so far witnessed attacks on Dalits, tribals, Muslims and backward classes and this incident show that even physical challenged have no protection.”

He said that the facts of the case would come out only if the police made her call list public. Naidu also questioned the delay in the conduct of the autopsy.

Chittoor accounted for the highest number of infections, 98, followed by Krishna (78), East Godavari (54), Guntur (41), West Godavari (35) and Anantapur (29).

Among other places, Visakhapatnam (28), Nellore (26), Vizianagaram (19), Kurnool and Srikakulam (13 each) and Prakasam (6).

With the new cases, East Godavari continues to be the district which has seen the highest number of infections at 1.23 lakh.

AP government turned BCs in backbone classes: CM

1

Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy said the state government turned backward classes (BCs) into backbone classes, with the empowerment of weaker sections socially, economically and politically.

He said a movement like this was not taken up anywhere else in the country as he spoke at the BC Sankranti Sabha, which saw hundreds of community leaders converge at one place on Thursday.

All the directors and chairpersons of the newly created 56 BC corporations were sworn in on the occasion as Reddy said that Sankranti festival has set in early.

To all the newly sworn in leaders, he advised them that position is not power but responsibility, asking them to strive to uplift those people left out of welfare programmes.

“Setting up 56 BC corporations and appointing 728 BC leaders, from 139 castes in the posts of directors and chairmen is history which was initiated by only AP government,” highlighted Reddy.

Out of the new appointees, the CM noted 29 chairmen and 336 directors were women.

Andhra Pradesh had made laws in implementing 50 per cent reservation for BC, SC, ST and minorities and women in all nominated posts and contracts.

The Chief Minister criticized the earlier Telugu Desam Party (TDP) government for allegedly betraying BCs and breaking their backs.

Corona vaccine not a hurdle: AP SEC tells High Court

1

State Election Commissioner Nimmagadda Ramesh Kumar has stuck to his schedule to conduct the local body elections in February. His lawyer filed a counter in the High Court of Andhra Pradesh, stating that the State Government’s arguments on Coronavirus vaccination had no strength. It was because it would take not less than three to six months before the vaccine would be available for the people. The clinical trials were still continuing.

The SEC lawyer told the court that the AP Government had also not finalised any dates for vaccination since there was no certainty on the vaccine availability and supply. Moreover, the medical and health department staff or officials would not be used in the local body elections.

As such, the uncertain vaccine program would not be a hurdle for the local polls. Moreover, the Government had no right to approach the court on such pretexts.
The SEC told the court that nothing would come as a hurdle for polls going by the manner in which the elections were conducted in Bihar, Rajasthan and the Greater Hyderabad Municipal Corporation (GHMC).

The SEC argued that the Government of India has not yet given any direction for vaccination programs anywhere in the country. A national level policy is yet to be finalised on vaccines. Hence, the AP Government cannot cite vaccination as a reason to postpone the polls.

Andhra to crackdown on junior colleges sitting on students’ certificates

0

The Andhra Pradesh government set the ball rolling on Wednesday to crackdown on corporate intermediate colleges for criminally sitting on the certificates of the students, demanding fees.

On Wednesday, B. Rajsekhar, Principal Secretary, School Education Department, wrote to Director General of Police (DGP) Gautam Sawang to initiate action against such colleges.

“In this regard, the DGP, Vijayawada, has been requested to instruct the authorities concerned to initiate necessary action against the principals/managements of junior colleges who are withholding/possessing SSC (10th standard) certificates of students illegally and not issuing transfer certificates (TC),” wrote Rajsekhar.

The Principal Secretary highlighted that some junior college managements are not returning the students’ SSC certificates, intermediate pass certificates and TCs for want of tuition fees and other frivolous reasons.

“The complaints against college managements by the students include insisting for payment of additional amount, committed due amount and fees for online classes etc. for issuing the said certificates,” he said.

This unnecessary delay in procuring certificates is causing much heartburn among the students and their families as they are unable to go ahead with their preparations for higher studies.

“Many students who got admission in IITs have complained to me that the colleges are sitting on their certificates, impairing their future plans,” V. Ramakrishna, Secretary, Board of Intermediate Education (BIE), told IANS.

Rajsekhar reminded that the BIE had barred the colleges from withholding certificates in July itself as many college managements resort to this criminal activity regularly, terrorising students.

Already, the BIE has obviated the need for intermediate colleges to physically verify a student’s 10th standard certificate and other documents, a much abused procedure to gain complete domination over the students.

“In the name of verifying certificates, they (college managements) are holding back the certificates if they (students) don’t pay tuition fees and for other kinds of reasons,” Ramakrishna had said earlier.

In his appeal to the DGP, he also attached some complaints received from the students and their parents for reference.

The Andhra Pradesh government is reforming the two-year intermediate course subjected to decades of free-for-all exploitation, abuse and commercial enterprise.

In a state like Andhra Pradesh, where an average family places a high premium on education at any cost, some enterprising individuals smelled a business opportunity and started intermediate colleges in the past four decades, which grew into formidable corporate players in the due course of time.

Over the years, several junior colleges erected makeshift sheds without libraries, playgrounds, proper facilities and crammed the students to call them intermediate colleges.

It is exactly this abuse of the system which Ramakrishna is aiming to shatter for the good of lakhs of students.

Introducing online admissions, obviating the need for a principal to endorse examination hall tickets, displaying 25 pictures of colleges on the BIE website, abolishing mind-numbing advertisements are some of the much-needed reforms that have been initiated.

Asbestos sheds as classrooms, premises sans fire safety certificates, admission hunting, compelling teaching staff to market colleges, overcrowded classrooms and other transgressions will be a thing of the past if the government manages to succeed with its reforms.

From kindergarten to post-graduate courses, education in the southern state is highly commercialised, flouting several rules along the way.

Andhra disburses Rs 1,252 crore crop insurance claims

1

Andhra Pradesh government on Tuesday disbursed Rs 1,252 crore to 9.48 lakh eligible farmers under insurance claims pertaining to the 2019 season as part of Dr. YSR Free Crop Insurance Scheme.

Rythu Bharosa Kendras (RBKs) will display the list of beneficiaries for transparency.

According to the state government, crop insurance scheme has been revamped to cover more farmers and now stands with the largest number of farmers and maximum acreage under Dr. YSR Free Crop Insurance scheme for 2019-20.

According to an official statement, the insurance scheme was one of the promises made by Chief Minister Y. S. Jagan Mohan Reddy during his 3,649 km long praja sankalpa yatra (marathon walkathon).

It was implemented as soon as Reddy became the CM.

“We have always been a pro-farmer state and the schemes that we have implemented benefitting the farmers for the last 18 months set the best example as to how the Government took care of the farmers in the state,” said Reddy.

He said the claims under Kharif 2020 crop insurance will be paid in March/April 2021, after the harvest in January and February.

Meanwhile, the statement said that the government cleared crop insurance premium amounting to Rs 123 crore for 2018-19 Rabi season, which was allegedly leftover by the erstwhile Telugu Desam Party (TDP) government.

“Crop insurance claims for that season were paid in June this year. A total of Rs 596 crore was also paid to 5.94 lakh farmers. For Kharif 2019, the state government had paid the farmer’s share of Rs 468 crore and its share of Rs 503 crore to the insurance companies,” said the statement.

Jagan Govt sensational petition against High Court Judge

0

AP Chief Minister YS Jaganmohan Reddy has been fighting a long drawn battle against the Chief Justice and Judges of the High Court of Andhra Pradesh. His Government targetted Chief Justice Maheswari by writing a letter to the Chief Justice of India already. Now, the Jagan regime has directed its ire at AP High Court Judge Justice Rakesh Kumar. It went to such an extent that the Government filed a petition seeking Justice Rakesh Kumar to step down from hearing the case regarding the Mission Build AP.

The YCP Government contended that it would not get justice if Justice Rakesh Kumar continued to hear the case. It was because the judge was prejudiced and he was passing comments against the Government. Justice Rakesh Kumar had gone to the extent of saying that the Constitutional machinery broke down in Andhra Pradesh. If he was allowed to hear the cases on Mission Build AP, there was a chance that he might take a partial stand.

The Government filed its affidavit in this regard and it said that the judiciary should not encroach upon the duties of the legislature or the executive. There was a Supreme Court order saying that a petitioner can ask for stepping down of a judge if he feels that the judge concerned may act partially.

Chief Justice of AP being transferred to Sikkim?

2

Only two days back, CPI National Secretary K. Narayana had alleged that the Jaganmohan Reddy regime was lobbying hard in Delhi for changing the Chief Justice of Andhra Pradesh. Now, it is becoming almost true. Indications were coming that AP Chief Justice JK Maheswari is being transferred to Sikkim.

Justice Aroop Kumar Goswami, who is currently the Chief Justice of Sikkim, may be appointed as the AP Chief Justice. The Supreme Court Collegium comprising five judges is stated to have taken a decision to this effect. These transfers are being affected all over the country.

Even Telangana Chief Justice RS Chouhan is also being transferred. Over five to six Chief Justices of different states were being moved as part of this.

It may be recalled that CM Jaganmohan Reddy was thoroughly upset with the manner in which most of his Government’s decisions were being stayed or dismissed by the AP High Court. Chief Justice Maheswari has passed critical comments on the functioning of the YCP Government several times. CM Jagan even complained to the Supreme Court Chief Justice against the AP High Court.

Jagan B’Day to be celebrated as ‘AP Grama Secretariat Day’

1

One of the revolutionary steps taken by Andhra Pradesh Chief Minister YS Jaganmohan Reddy is formation of ‘Grama and Ward Secretariats’ all over the State. Like in no other State in the country, the CM has visualised this as a plan to take all the services of the Government to the doorsteps of the people in both rural and urban areas. Now, every village and municipal ward these days have witnessed the setting up striking nameplates of ‘Grama and Ward Secretariats’ with CM Jagan photos. Each of these Secretariats has become a buzz of activities.

As the people are feeling the increasing role of these Secretariats in their daily lives, the employees’ leaders have seized the opportunity to grab greater public attention. They have announced to celebrate CM Jagan Reddy’s Birthday as the ‘AP Grama and Ward Secretariats Day’ all over the State on December 21 from now on.

The new committee of the Secretariat employees’ association was also announced on the occasion. They are none other than Venkatarami Reddy as Honorary President and Raghava Reddy as Vice-President.

These employees’ leaders announced Jagan Birthday celebrations, saying that it was possible only for CM Jagan to give 1.3 lakh jobs at one go. With Jagan’s idea, all the services of the Government were being delivered at the doors of the beneficiaries.

Like Naidu, YCP Ministers making futile trips to Delhi

2

It is well known how the YCP mocked Chandrababu Naidu for failing to impress upon the Central Government to get a better deal during the TDP regime. Naidu made over 29 visits to Delhi but could not get Special Category Status. In the later years of his regime, Naidu regime was also denied Central funds for different projects.

In the beginning, the Jagan Reddy Government could get a positive response from the Centre. It was largely because Jagan Reddy fulfilled the Modi-Shah wish to demolish the TDP in AP. But, as months rolled by, the Modi Government had shifted its gears and started giving a tough time to the YCP as well.

These days, the Jagan regime is literally starved of funds. The liquor business is also not turning out expected revenue. The Polavaram project has become a big challenge. Only 30 per cent works remained to be completed. But the funds problem has become a big issue. Minister Buggana Rajendranath is making frequent visits and almost staying in Delhi making rounds to the Central Ministers for sanction of funds.

Even today, Buggana along with Anil Kumar Yadav met Jal Sakti Minister Gajendra Singh. After the meeting, the Ministers said that there was a positive response. Funds will come soon for the AP project. The Union Minister did not utter a single word before the press. No doubt, the BJP is giving the same problems to the YCP now just how it bothered the TDP in the past. Going by this, Jagan Reddy would meet the same fate that Naidu met with after his alliance with the BJP.
