AP govt admits 23 died due to oxygen shortage at Ruia Hospital!

The YSRCP government in Andhra Pradesh led by Chief Minister YS Jaganmohan Reddy admitted that as many as 23 Covid patients died in Ruia Government Hospital in Tirupati in May this year due to shortage of oxygen.

The AP government filed an affidavit to this effect in AP High Court today (Saturday).

The AP government told court that though officials informed in advance about oxygen shortage, the contractor failed to ensure adequate supplies due to which this incident happened.

The government informed court that criminal cases have been booked against Bharat Pharma Oxygen company, which failed to supply oxygen as per contract.

The government told court that it paid Rs 10 lakh compensation to each of the kin of 23 victims.

The government told court that it took all the measures to ensure adequate oxygen supplies at all government hospitals in AP and also ensure that such incidents are not repeated in future.

Companies should operate without polluting environment: YSRCP

Advisor to the Andhra Pradesh government, Sajjala Ramakrishna Reddy, said on Wednesday that all companies, whether Indian or foreign, should operate without polluting the environment in the state.

He made these remarks while saying that there is no objection if Amara Raja Batteries Limited (ARBL) stays in the state.

The senior YSRCP leader said that the company can run its operations without polluting the air and water.

Reddy also noted that the company has to follow all the norms without causing any problem to the people.

On Tuesday night, the state government had clarified that no industry is being singled out as reported by some sections of media in the past couple of days.

However, it made it clear that ARBL was one of the 50 industries which were given notices to close, and was among 64 industries which were served notices to stop production due to excessive pollution.

During inspections, pollution levels were found to be high in some industries, violating the norms, which also included the battery company owned by the family of Telugu Desam Party (TDP) leader Jayadev Galla.

Forest department secretary R. Vijay Kumar said that air, water and land are being polluted to a great extent, even affecting the health of the employees working in these identified industries.

He said that Nayudu Cheruvu, Gollapalli reservoir and other tanks were highly contaminated with lead ranging from 134.79 mm to 3,159 mm, including 4-5 km radius surrounding some of the industries.

Reddy asserted that Amaraja was emitting dangerous pollution and reminded that even the high court had warned the company.

When 55 people were tested for lead levels, he said, 44 were found to have impermissible levels because of the pollution emanating from the company and highlighted that nothing is more important to the government than the health of the people.

AP govt rejects Justice NV Ramana’s mediation offer on Krishna water row

The YSRCP government in Andhra Pradesh headed by Chief Minister YS Jaganmohan Reddy on Wednesday (today) rejected the offer made by Supreme Court Chief Justice NV Ramana to mediate between AP and Telangana to resolve Krishna water row between both the States.

Justice Ramana made this offer on Monday while hearing a petition filed by AP government against TS government on Krishna water sharing.

Justice Ramana suggested both the States to settle disputes through talks amicably instead of approaching courts and offered to mediate for talks.

AP government sought time to tell its view on mediation offer till today.

When the case came up for hearing today, AP government rejected mediation offer and told Justice NV Ramana that it wants to resolve water disputes with Telangana through legal means.

With this Justice Ramana transfered the case to other bench saying he will not hear this case as he belongs to both AP and Telangana.

Though Centre requested Justice NV Ramana to hear this case, he refused to do so.

Andhra announces Rs 30L cash reward to Sindhu

Andhra Pradesh government announced a cash incentive of Rs 30 lakh to badminton superstar P.V. Sindhu, recognising her bronze medal winning feat in the ongoing Tokyo Olympics.

Chief Minister Y.S. Jagan Mohan Reddy directed officials to extend the cash award late on Monday night as part of the state sports policy.

The policy offers a cash reward of Rs 75 lakh to gold medal winners, Rs 50 lakh for silver medal and Rs 30 lakh for bronze medal.

The Chief Minister had given a cash incentive of Rs 5 lakh to each of the three sportspersons, Sindhu, R. Satwiksairaj and women’s hockey player Rajani Etimarpu before they left for the Japanese capital.

During that time, the Chief Minister also gave a copy of the government order allocating two acre land to Sindhu to set up a badminton academy in the port city Visakhapatnam.

Sindhu is an employee of the Andhra Pradesh government. After her Rio Olympics exploits in 2016, former AP Chief Minister Nara Chandrababu Naidu gave her a job of deputy collector.

Coming to the cash incentive, Rs 30 lakh doled out now by the current AP government pales in comparison to the cash incentives she received after winning a silver medal in the 2016 Olympics.

Back then, the Telangana government handed out an incentive of Rs 5 crore to Sindhu while the AP government gave Rs 3 crore and a plum government job as well.

AP govt fails to pay salaries to staff again this month!

The Andhra Pradesh government which is reeling under severe financial crisis has failed to pay salaries for government employees and pensions for retired employees for the month of July.

Normally, the salaries and pensions will be credited to the bank accounts of staff on the first of every month.

But employees and pensioners did not receive the amount even on August 2 (today).

The state government requires Rs 5,000 crore to pay salaries and pensions for staff every month.

According to official sources, the finance department has no required funds to pay salaries, pensions even on August 2.

The finance department is now trying to mobilise loans to pay salaries, pensions tomorrow. The government has put up bonds worth Rs 1,000 crore for auction tomorrow (Tuesday) through RBI.

The balance Rs 4,000 crore will be moblised through other sources.

Since August 1 was Sunday, employees and pensioners expected amount on August 2 (today).

But they are angry and disappointed over not getting salaries even on August 2.

Modi Govt exposes AP’s ‘excess loans’ in Parliament!

The Centre today (Tuesday) issued a statement in Parliament that the YSRCP government in Andhra Pradesh has breached the ‘permissible loan limit’ and availed ‘excess loans’ to the tune of Rs 4,000 crore in violation of FRBM norms.

The union minister of state for finance Pankaj Chowdhary responded on this issue in Rajya Sabha today.

To a question posed by TDP Rajya Sabha member Kanakamedala Ravindra Kumar on the loans availed by AP government, the union minister replied that AP government obtained loans in excess of Rs 4,000 crore.

He stated that AP was permitted to borrow Rs 30,305 crore for 2020-21.

Besides, AP was permitted to borrow an additional Rs 19,192 crore to tide over Covid financial crisis for 2021-21.

AP was allowed to borrow a total of Rs 49,497 crore for 2020-21 but AP government breached this limit and secured Rs 4,000 crore excess loans.

The union minister said the fiscal deficit of Andhra Pradesh as per 2020-21 budget is Rs 54,369 crore.

AP’s special vaccination drive inoculates 11.78 lakh people in one day

In a special vaccine drive, Andhra Pradesh government inoculated as many as 11.78 lakh people, said a health official on Tuesday.

AP health department carried out the special drive all through the 13 districts of the southern state on Monday until 11 p.m.

Five districts vaccinated more than 1 lakh people, out of which East Godavari topped with 1.92 lakh inoculations.

East Godavari is followed by Chittoor (1.18 lakh), Anantapur (1.1 lakh), West Godavari (1.08 lakh) and Visakhapatnam (1.07 lakh).

All the other districts could manage only sub 1 lakh vaccinations.

Guntur vaccinated 97,083 people, followed by Nellore (96,508), Krishna (94,162), Prakasam (87,226) and Kurnool (62,074).

Kadapa district vaccinated only 41,894 people while Vizianagaram inoculated the least at 9,883.

On Monday, Andhra Pradesh logged 1,627 new Covid cases, taking the state’s overall tally beyond 19.5 lakh, even as its active caseload dropped to 21,748.

Grassroots governance system of village and ward volunteers is playing a key role in identifying unvaccinated people and inoculating them.

The volunteer system has also undertaken multiple fever surveys across the state. Each volunteer is tasked with taking government services and schemes to 50 households.

Andhra govt depriving village sarpanches of Central funds: TDP

Telugu Desam Party (TDP) senior leader Chintakayla Ayyannapatrudu on Monday alleged that Y.S. Jagan Mohan Reddy-led state government is depriving village sarpanches of Central funds.

Ayyannapatrudu alleged that Reddy is deducting money from the 14th and 15th Finance Commission allocated funds to sarpanches for electricity charges.

He said the government is destroying the system of panchayati raj in the southern state.

“We all know how important are panchayats, according to the Constitution of India and how important is a CM to his state. Similarly, a panchayat president is important to the panchayat board,” said the TDP leader.

According to Ayyannapatrudu, the government is relegating panchayat president and restraining him from exercising his powers.

He noted that the sarpanch has complete authority on the finance commission funds which should be used for developmental works.

“Without giving these funds to the sarpanches, the state government is deducting electricity charges. Is it alright to divert funds from the sarpanch?” he posed.

The opposition leader alleged that up to Rs 350 crore have been diverted in this fashion from sarpanches across the state.

Calling this practice as unconstitutional, he said this is a big mischief by the state government led by Chief Minister Y.S. Jagan Mohan Reddy.

Ayyannapatrudu said the people who won as sarpanches spent a fortune to become one, but now they are not enjoying any powers.

He called upon all the sarpanches to open up and talk about this alleged injustice.

“If you do not talk when you are facing injustice, who else will talk then,” he observed.

He highlighted that not just the sarpanches but also MLAs, MPs and ministers from the ruling party allegedly do not talk about this issue.

Aandhra sets up Cabinet sub-committee for resurvey scheme

The Andhra Pradesh government on Wednesday constituted a Cabinet sub-committee to monitor the state’s re-survey scheme.

“It is decided to constitute a Cabinet sub-committee to monitor the ‘YSR Jagananna Shaswata Bhu Hakku Mariyu Bhu Raksha Padakam’ in the state on a weekly basis,” said Chief Secretary Aditya Nath Das.

Deputy Chief Minister Dharmana Krishna Das, Municipal Minister Botcha Satyanarayana and Peddireddy Ramachandra Reddy are the members of this sub-committee. Reddy, who will also be the convenor, said that the move is aimed at the effective implementation of the programme.

The group of ministers shall meet at least once a week to monitor the progress of the programme, are authorised to take any necessary action to sort out issues, and will submit a report to the government.

The state government took up the scheme to re-survey the entire state using the latest technology as a flagship programme as part of its focus on ‘suparipalana’ (good governance).

Andhra Pradesh to procure 25K E2Ws for state govt employees

The Andhra Pradesh government will procure 25,000 electric two-wheelers for its employees from Convergence Energy Services Ltd (CESL).

“These electric vehicles will be provided to state government employees of Andhra Pradesh and the number may increase as per requirements,” the CESL said.

“Under the agreement, CESL and NREDCAP will work to aggregate demand, deploy electric vehicles, and build charging infrastructure. CESL will devise a suitable payment security mechanism, which will be facilitated by NREDCAP.”

According to CESL, electric two-wheelers will be provided on a monthly lease inclusive of a comprehensive insurance that will be deducted as EMI from the volunteering government employee’s account.

“The ‘Electric 2-Wheeler’ will carry a standard warranty of 3 years against any manufacturing defect. Batteries too will carry warranty till 3 years or 60,000 kms whichever is earlier.”

Centre warns AP govt on accounting frauds!

The Centre has warned Andhra Pradesh government against breaching established accounting norms and procedures in handling of funds from treasury department and financial mismanagement.

This follows complaint lodged by TDP senior leader and Public Accounts Committee (PAC) chairman Payyavula Keshav recently against YSRCP government over not accounting payments to the tune of over Rs 41,000 crore made to various purposes.

Although AP Chief Secretary and Finance principal secretary clarified to Centre that there was no financial mismanagement and that funds were transferred to PD accounts of various corporations, the Centre took the issue very seriously saying it amounts to flouting of accounting norms.

The Centre also expressed anger at AP government for breaching FRBM Act and availing Rs 17,000 crore excess loans from banks and financial institutions this year.

The Centre said it will cut AP’s borrowing limit accordingly for this year for availing loans over and above the permissible limits.

AP Govt scraps interviews for all APPSC exams including Group 1

The Andhra Pradesh government on Saturday took a major decision to abolish conducting interviews for all recruitment exams including Group 1 to be conducted by AP P Public Service Commission (APPSC).

Candidates will be selected for government jobs based on performance in written exams only.

Following the directions of Chief Minister YS Jaganmohan Reddy, the secretary of AP General Administration Department (GAD) Shashibhushan Kumar issued orders to this effect on Saturday.

The decision to scrap interviews was taken following complaints and allegations of interview boards favoring certain candidates in final selection by awarding more marks though they secured less marks in written exams.

Jagan said scrapping of interviews will ensure transparency in selection process and check irregularities in the recruitment process.

These orders came into force with immediate effect.

AP govt to appeal against HC orders on Mansas Trust!

After receiving a jolt in the Andhra Pradesh High Court on Monday over Mansas Trust issue, the AP government has decided to appeal against High Court orders, which struck down GO (government order) issued by Jagan government removing TDP leader P Ashoka Gajapathi Raju from the post of chairman of Mansas Trust, Simhachalam Temple Board and appointing Anand Gajapathi Raju’s daughter Sanchaita as director of Mansas Trust.

The High Court on Monday ordered the re-appointment of Ashok Ganapathi Raju as the chairman of the two trusts and cancelled the appointment of the Sanchaita.

AP endowments minister Vellampalli Srinivas met Chief Minister YS Jaganmohan Reddy soon after court verdict and brief him about the judgment.

Jagan reportedly asked Vellampalli to appeal against High Court orders. He also reportedly asked Vellampalli to move Supreme Court if High Court delivers the same verdict on the appeal petition.

Ashok Gajapatiraju argued before the High Court that the elders should be the trustees in their old age as they are a hereditary trust and opined that the AP government has appointed the chairman of these trusts against the rules. The government has argued that the appointment was made in accordance with the rules.

However, High Court agreed with the arguments submitted by Ashok Gajapati Raju and stuck down GO issued by AP government in this regard removing him from the post.

Andhra CM comes to aid of doctor battling Covid, to foot Rs 1.5 cr hospital bill

The Andhra Pradesh government has come to the rescue of a Covid-hit government doctor, who has been battling for life in a Hyderabad hospital and also decided to reimburse his medical bill to the tune of Rs 1.5 crore needed for treatment.

Chief Minister Y.S.Jagan Mohan Reddy on Saturday also announced that his government will bear the treatment cost of Bhaskar Rao, a medical official in PHC Karamchedu of Prakasam district, who had tested positive for Covid-19.

Rao’s wife Bhagyalakshmi, Assistant Professor, Radio Diagnosis in Guntur Medical College, had also tested positive for the coronavirus.

Both of them were later admitted to GGH, Guntur on April 30, and were administered Remedesivir provided by the government.

With Rao’s condition worsening, he was shifted to Hyderabad for treatment, where the doctors had advised that he should be put on ECMO (Extra corporeal membrane oxygenation) and lung transplant, but he was unable to bear the expenses of Rs 1.5 crore.

After learning about the situation from Minister Balineni Srinivasa Reddy, the Chief Minister directed officials to ensure that the doctor gets good treatment, with the government bearing the cost for the treatment.

Andhra Pradesh Doctors Association thanked the Chief Minister for his gesture.

Association General Secretary Pidakala Syamsundar said the decision has given assurance to the government doctors in the state and also provided them with the strength to fight against the pandemic.

ZPTC/ MPTC polls: AP Govt to move HC first, SC later

The YSRCP government in Andhra Pradesh which received a rude jolt in the AP High Court on Friday over ZPTC/ MPTC polls, has decided to approach High Court again against single judge order cancelling ZPTC/ MPTC polls.

The AP government will challenge single judge orders before the division bench, said YSRCP MLA Ambati Rambabu.

He said if the High Court division bench also delivers verdict in favour of cancellation of ZPTC/ MPTC polls, the AP government will then move Supreme Court later.

Ambati justified holding elections in April saying that elections were held based on the directions of the High Court division bench earlier.

Ambati said the orders of single judge were not final and the government had options to move High Court division bench as well as the Supreme Court.

Ambati reminded that High Court single judge bench had earlier ruled against holding elections but the division bench allowed elections and only stopped counting of votes.

The AP State Election Commission will file the petition challenging single judge order on cancellation of poles.

The APSEC wants to argue that courts should not interfere in the elections process after election notification was issued and Supreme Court earlier directions of four-week gap between release of election notification and counting of votes was only ‘advisory’ and not ‘mandatory’.

AP Assembly passes resolution against privatisation of VSP

The Andhra Pradesh Legislative Assembly on Thursday unanimously passed a resolution opposing the moves of Narendra Modi-led government at the Centre to privatise Vizag Steel Plant (VSP).

AP industries minister Mekapati Gautham Reddy moved the resolution in the House.

The House approved the resolution unanimously through a voice vote demanding the Centre to withdraw its plans to privatise VSP.

Gautham Reddy told House that Chief Minister YS Jaganmohan Reddy had already written to Prime Minister Narendra Modi requesting him to stop privatisation of VSP. He said Jagan had proposed five alternatives to bring VSP back into profits in his letter to the PM.

The AP Assembly demanded the Centre grant captive mines to VSP to tide over the losses.

Gautham Reddy said that the Centre should not view VSP like any other company but view it as a symbol of ‘pride and self-respect’ of Telugu people. He said VSP was set up by the Centre on the slogan of “Visakha Ukku-Andhrula Hakku’.

He said Andhra people are emotionally attached to VSP and Centre should consider this issue seriously and withdraw its plans to privatise VSP.

AP govt maintains ‘secrecy’ over Gangavaram stake sale to Adani!

The Andhra Pradesh cabinet headed by Chief Minister YS Jaganmohan Reddy met on Tuesday (yesterday) and took various key decisions.

All those decisions were disclosed to media on Tuesday except AP government’s stake sale to Adani and make Adani Group a total owner of Gangavaram port with no stake of AP government.

Why cabinet maintained ‘secrecy’ on this issue has become a hot debate in political circles.

The AP government is left with just 10% stake in Gangavaram port and the Adani Group had already acquired 90% stake so far.

It came to light on Wednesday (today) that the cabinet approved to sell off leftover 10% stake to Adani for Rs 645 crore at the rate of Rs 120 per share.

The Jagan government is already facing severe criticism of handing over AP government’s companies to Gujarat-based companies.

The Jagan government handed over AP Dairy to Amul Group and now Gangavaram port to Adani Group.

Andhra Pradesh selects journalist, lawyer as Information Commissioners

The Andhra Pradesh government has chosen senior journalist Ulchala Hari Prasad, and lawyer Kakarla Chenna Reddy as the Right to Information Commissioners. The decision was taken at a meeting chaired by chief minister YS Jagan Mohan Reddy on Tuesday, and sent for approval to the Governor.

According to a media release issued by the state government, Ulchala Hari Prasad has been working as a journalist for the last two decades, while Kakarla Chenna Reddy has been practising as a lawyer in several district courts and High Courts in both Andhra Pradesh and Telangana for the past 15 years.

Members of the Information Commissioners selection committee Mekathoti Sucharitha, chief secretary Adityanath Das, CCLA Neerab Kumar Prasad, special chief secretary Praveen Kumar, and Principal Secretary (GAD) Praveen Prakash were present at the meeting.

Jagan government targets another TDP leader’s business

There have been allegations that, ever since Jagan came to power, he has been focusing more on political vendetta than the real adminstration of the state and welfare of the people. Jagan led state government has given a big shock to Telugu Desam Party MP Galla Jayadev’s family-owned Amaraja Batteries Company. The government ordered the closure of the company’s plants in Chittoor district for violating pollution control regulations. The Andhra Pradesh Pollution Control Board (APPCB) recently issued directions to this effect. However, the management of Amara Raja Batteries said that they would review the orders and take necessary legal action . As a responsible organization over the years we have taken many measures to protect the environment in our units, and also made significant investments in pollution control, they added . Amara Raja Batteries has multiple manufacturing units in Chittoor district.

We need to wait and see whether political vendetta actions of Jagan’s government yield him the desired results or not.

Review decision on SSC, Inter exams: AP High Court asks state govt!

The AP High Court on Friday (today) asked the state government to review its decision on holding SSC and Intermediate public exams in May and June in the wake of increasing corona cases in the state.

The High Court heard the petitions seeking cancellation or postponement of exams.

The court observed that holding these exams involves 30 lakh students, parents, teachers and taking this into consideration the government should review its decision on holding exams.

The court posted the hearing for May 3. The court directed the state government to tell its opinion to the court on holding exams on May 3. The court ordered the state government to file a counter with all details on May 2.

The court questioned the state government how students who were infected with Covid-19 will appear for exams. It said as per norms such students should be under quarantine.

The government advocate argued that they will hold separate exams for such students. However, the court expressed doubt over such possibility.

The court also observed that whether Covid infected students will be mentally prepared to write exams.
