Jagan tells officials for campaign on Arogyasri

Chief Minister YS Jagan Mohan Reddy directed the Medical and Health Department officials to launch a massive public awareness campaign from September 15 on YSR Aarogyasri services.

During a review meeting on the department held at the Camp Office here on Thursday, the Chief Minister instructed them to publish a booklet on how to make use of Aarogyasri services and receive medical treatment. The booklets should be distributed to all households so that every family would have proper understanding about Aarogyasri.

The services of volunteers, village and ward secretariat staff, village clinics, ANMs and ASHA workers should be availed in creating awareness among people on how to get medical treatment under Aarogyasri from the nearest or network hospitals in the event of accidents or falling sick.

It is not just dissemination of detailed information to the people but it should also help them on making efficient use of Aarogyasri services, the Chief Minister said, adding there should not be a single person who doesn’t know how to make use of Aarogyasri.

Since the number of ailments and procedures being treated under Aarogyasri has gone up to 3255 from 1000 during the TDP rule, awareness should be created not only through mobile apps but also through other sources like call centres and booklets, he said.

Grievance-handling phone numbers also should be publicised so that people would be able to lodge complaints in case of problems or when they come across corrupt staff.

Aarogyasri network hospitals should conduct health camps in their jurisdiction with the coordination of village clinics and village and ward secretariat staff, he said.
Taking stock of the progress of new medical colleges, the Chief Minister suggested there should be a proper policy for efficient running of new medical colleges and Government hospitals.

The policy should aim at solving paucity of funds as proper management of medical colleges and speciality hospitals is as much important as their construction, he said, adding that funds reimbursed by the Government to the network hospitals under Aarogyasri can be made use of for their maintenance.

Similarly, Government educational institutions should also make use of the part of funds reimbursed under fee reimbursement for their maintenance.
The Chief Minister further directed the officials to develop SOPs to enable hospitals pay the post- treatment expenses to patients under Aarogya Asara on the discharge day.

Officials informed him that new medical colleges have been receiving tremendous response from students. People are joining new medical colleges even for pursuing self-finance courses, they said.

While admissions will take place in the new medical colleges at Vizianagaram, Machilipatnam, Rajahmundry, Eluru and Nandyala this year, the new colleges at Pulivendula, Paderu, Adoni, Markapur and Madnapalle will begin admissions next year. They said other medical colleges will be ready by 2025-26.

The Chief Minister asked them to expedite the construction of new medical colleges at Parvatipuram and Palakollu.

AP govt increases Arogyasri coverage

The State government had increased the number of health procedures to 3255 from the present 2446 procedures. Chief minister Y S Jagan Mohan Reddy announced the inclusion of 809 new procedures under the Arogyasri from November 1.

The chief minister, during a review on health, at his camp office on Friday, said that the TDP government had just 1059 procedures till May 2019. He said that the YSR Congress government had increased these procedures to 3255 in the last three-and-a-half years.

The chief minister further claimed that the government had spent Rs 3481.7 crore in the last three years under Arogyasri, while the TDP government had spent just Rs 1299.01 crore. He claimed that his government was giving priority to health care.

He said that village clinics, primary health centres and general hospitals were strengthened with additional infrastructure during the last three years. He further said that the government is also introducing a family doctor system where the doctors visit every household and record the health particulars of every individual.

The health record of every person would be made available online, the chief minister said. He further said that his government was also constructing 17 new medical colleges in the state, which had never happened in the country in the last 75 years. He said five new medical colleges were ready and would start the academic year from 2023. Every college would have a teaching hospital, the chief minister said.

The chief minister also asserted that his government had taken up recruitment of doctors and other medical professionals on a large scale in the state. He said that from the village clinic to the regional hospital, all medical posts were filled in the last three years.

AP brings Black Fungus under Arogyasri

Another scare started in Andhra Pradesh that Black Fungus was spreading fast along with the Coronavirus. Already, the virus cases and deaths were on the increase. Amid this, the YCP Government did not want to lose much time and announced that Black Fungus would be treated under the Arogyasri list of diseases.

Health Minister Alla Nani has given details about this, saying that the decision was taken at the instructions of Chief Minister YS Jaganmohan Reddy. Considering the rising infections, the restrictions on the people’s movement would be tightened and they would be enforced strictly.

The Minister said that already over 9 Black Fungus cases were officially registered in the State till now. When the issue was taken to his notice, the Chief Minister ordered for immediate detection of these cases. Also, the necessary medicines should be mobilised to save the patients of this disease.

If any child becomes an orphan because of the death of their parents due to Covid, the Government would take care of them.

Bureaucratic Thorn in KCR’s Flesh

This officer is making waves in new state of Telangana. When many IAS officers- junior, senior and former-  do more than bending before political bosses , this 1985 batch IAS officer, Suresh Chanda stands upright and talks of rule book, and  of course, best conventions, in the interest of state.

This generally annoys politicians.  Few IAS officers dare question the decisions of the chief ministers. Because once you question their wisdom or suggest amends, you are unwelcome in the corridors power. Chances are that you would be languishing in the non-focal posts and little known establishments like Godavari valley authority or shore area development authority or some other PSU where you don’t have any other work than signing leave letters of your PS or your own telephone bills or newspaper bills. So, 90 per cent IAS officers feign enjoying the sermons of chief ministers and get themselves posted in plum posts like CMO, Finace, Irrigation, Revenue, Power etc. Postings in these department benefit both the incumbent and the political bosses.

Suresh Chanda is a different kettle of fish. He has guts to call spade a spade. Today he is said to have rubbed the chief minister  K Chandrasekhar Rao on the wrong side- not by mistake, by intent. He is said to have sent  back a file regarding some senior-level postings in Medical and Health & Family Planning signed by none other than the fiery chief minister.(Luckily for him Suresh Chanda is not an Andhrodu. He is from Hills of Uttarakhand).

This is how the episode unfolded.

Chief minister KCR has proposed the name of Prof Chandrasekhar from a medical college as the Managing director of  Telangana Arogya Sri Trust. He also recommended one Venugopal, a  joint director in Social Welfare department, as the MD of  Telangana Medical Services and Infrastructure Development Corporation.These establishments are normally governed by IAS officers.  Still CM KCR is said to have taken a decision to appoint them and the file was sent to the Suresh Chanda to issue the GO. But, Chanda has reportedly scribbled his objections to the posting on the file, which normally never happens in the case of strong chief ministers. He is said to have sent back the file suggesting to the chief minister that government should better appoint IAS officers to these posts as the they involve negotiations and coordination with other departments and companies. A joint director in Social Welfare department is an RDO rank officer.

Now we have to wait and watch if realization dawns on  the CMO or Chanda would be shunted out of  Health department for not toeing the line of exalted chief minister.

Because, this not the first time that Suresh Chanda questioned the wisdom of CMO. Exactly one year ago, in June 2014, he was driven out of Power department- just for questioning the CM’s decision to construct  dedicated high-tension transmission lines to evacuate power from Chhattisgarh. The contract, running into thousands of crore, was to be given to a company known to powers that be, on PPP mode. Chanda, then Principal Secretary Power, opposed the construction of HT lines as it would be illegal. No state can own transmission lines unless it has its own power station. Or Else it should enter joint venture with the Power Grid Corporation of India and the state from which it wants to evacuate power. After Chanda’s  opposition, the project was shelved but he was shifted to medical and health department.
