States will have to find funds for farm loan waivers: Jaitley

0

With mounting demands from farmers for loan waiver, Finance Minister Arun Jaitley on Monday said states will have to find funds for it from their own resources — virtually ruling out any funding from the Centre.

“I have already made the position. States which want to go for these kind of schemes, will have to generate them from their own resources. Beyond that as the central government, I have nothing to say,” Jaitley told reporters when asked if the Centre will help states on the issue of farm loan waivers.

The Finance Minister was speaking after the morning session with heads of public sector banks to discuss their festering bad loans situation.

On Sunday, Maharashtra announced writing off the loans of small and marginal farmers in the face of a 10-day strike by agriculturists demanding among other things loan waiver.

Similarly, facing an agitation Madhya Pradesh Chief Minister Shivraj Singh Chouhan had promised to look into the demand for waiving agricultural loans.

Soon after BJP’s stunning electoral victory in Uttar Pradesh earlier this year, the Yogi Adityanath government had announced writing off farm loans to the tune of over Rs 30,000 crore.

Email Id For Black Money Info Receives Over 38,000 Mails

The email address launched by the Finance Ministry for getting tips about black money received over 38,000 emails, but only 16 per cent of them were forwarded for further inquiry, Central Board of Direct Taxes (CBDT) said in a reply to an RTI query earlier this month.

Jitendra Ghadge, a city-based Right To Information activist, had asked for information about response to the email address ‘blackmoneyinfo@incometax.gov.in’, launched last December.

The Central Board of Direct Taxes said in its reply dated April 7 that 38,068 emails were received, and 6,050 or about 16 per cent of them were forwarded to the respective Director Generals Of Income Tax (Investigation) for further inquiry.

The remaining 32,018 emails were closed without any action, it said.

To Ghadge’s query about number of “false” emails received, CBDT said this information was “subject to completion of investigation”.

In December last year, Revenue Secretary Hasmukh Adhia announced launch of the email address blackmoneyinfo@incometax.gov.in for whistle blowers.

“Over 84 per cent tip-offs have been closed without any inquiry. This shows that either most emails were frivolous, or the authorities did not take them seriously, or may be shortage of staff forced them to do so,” Ghadge said.

Ghadge had also filed another RTI query seeking number of demonetised notes deposited with RBI after January 1, 2017.

However, the Central bank refused to furnish the information, citing exemption under the RTI Act.

No Special Status, Only Special Care

Beleagured chief minister Chandrababu Naidu received very disheartening message that centre could not give special status, but the state would receive a special care.

Centre conveyed this stern message to the TDP and BJP parliament members through finance minister Arun Jatley when the former met him Tuesday to brief him about the political situation which is turning volatile after the self-immolation of Congress worker Muni Koti and the opposition called state bandh.
Chief Minister N Chandrababu Naidu swung into action immediately and said to have spoken to Finance Minister Arun Jaitley over phone and asked him to speed up the process of announcing at least these incentives which centre promising now to pacify the angry people of the state.

Jaitely told the delegation in no uncertain terms that the practice of according special status had been done away with following the 14 finance commisison recommendations. The MPs got same response from union home minister Rajnath Singh as well when they met him separately.

Jaitley and Rajnath Singh, however, promised that Andhra Pradesh would receive special care in the form a financial package which would be equivalent to the special category status in terms of benefits.
After his meeting with TDP-BJP MPs, Jaitley announced that the package would be better than the so called special status which was non-existent.”Given the problems the state facing, AP needs special care for few years. I can assure that State will get more than what they are expecting from the Centre in the form of special status,” he said and added that the centre would be announcing the package for the AP “very soon”.

JC Diwakar Reddy, TDP MP from Anantauram, said, ” It is clear, the centre will not accord special status to AP because of technical reasons. We are convinced that it will announce a package, which will offer all benefits to the State equivalent to that of special status.” YS Chowdary, union minister for science and technology, and BJP MP K Haribabu said they had got assurance from both Jaitley and Rajnath that the Centre would soon announce “incentives” for the State which would be equal to special status.
