Telangana HC serves notices to private hospitals overcharging Covid-19 patients

1

With growing complaints of private hospitals overcharging patients suffering from Covid-19, the Telangana High Court served notices on prominent private hospitals in Hyderabad.

Hearing a petition on Tuesday, the High Court on Tuesday slapped notices on Yashoda, Care, Medicover, Sunshine Hospitals among others. The petitioner argued that the private hospitals were fleecing the patients and sought cost regulation for treatment of COVID-19 patients at private hospitals.

The Telangana government had already capped the treatment cost of corona patients in private hospitals. Costs for corona treatment in the private hospitals were capped at Rs 4,000 per day for general treatment, Rs 7,500 for treatment in Intensive Care Unit-ICU without a ventilator and Rs 9,000 for ICU treatment with a ventilator. However, the petitioner contended that several private hospitals are violating the government’s directive and overcharging the Covid-19 patients.

On May 20, the Telangana High Court had directed the state government to allow private hospitals and diagnostic laboratories to conduct Covid-19 tests. The court also found fault with the government’s order that Covid-19 tests should be conducted only at state-run hospitals and termed this as undemocratic.

The Telangana government had earlier denied permission to private labs and hospitals to deal with COVID-19 cases on the ground that they would fleece people. However, the High Court termed the KCR government’s decision to disallow private hospitals from treating corona patients as unconstitutional.

‘T’ govt halts Covid-19 tests in private labs

1

The Telangana government on Thursday announced that private labs in the state were asked not to conduct Covid-19 tests.

The decision was taken after an expert panel found procedural lapses and lack of proper infrastructure. The expert team also found that the private labs were not following quality standards and certain protocols in conducting Covid-19 tests.

Earlier, the Telangana government had permitted around 18 private laboratories to conduct COVID-19 tests. However, an expert team was constituted to inspect the private labs. The team has raised red flags in connection with the infrastructure, quality standards, procedures and protocols followed at these labs.

Following this, the Telangana government has directed the private labs to stop taking samples for the next four days from July 2 to July 5. The government gave four days time for the private labs to improve their quality standards. Further, the private labs were asked to impart special training to their staff in conducting the Covid-19 tests by following protocols and procedures.

945 new cases in ‘T’, tally rises to 16,339

0

Telangana’s swell of new coronavirus cases continued on Tuesday even as the government is seriously mulling over whether to reimpose lockdown in Greater Hyderabad or enforce stricter measures in hotspot zones in the city.

State health department confirmed 945 new cases of COVID-19 in Telangana in the last 24 hours, raising the state’s total number of confirmed coronavirus infections to 16,339. Of the 945 new cases, a whopping 869 positive cases were reported in GHMC limits.

After the reopening of the economy, the coronavirus spread has been alarming with higher positive-test cases and increasingly strained hospitals. In the last 24 hours, seven succumbed to Covid-19 taking the total fatalities to 260.

The state has been reporting three-digit growth in corona cases despite the measures initiated so far. On Thursday, the state reported 975 new cases taking the corona tally to 15,394 and six new deaths taking the total number of fatalities to 253. The government has attributed the surge in new cases to increased testing capacity. However, it looks like the virus is more widespread than previously thought.

Meanwhile, the Telangana government is expected to finalise a strategy to control the spread of COVID-19 cases in the city following a sharp rise in infections, including a proposal to reimpose a lockdown although many think it is unlikely.

Chief Minister K Chandrashekhar Rao may not reimpose lockdown again in the state. The CM is likely to hold a Cabinet meet and examine all relevant issues before deciding to reimpose lockdown in GHMC limits. The state government seems to be in no mood to reimpose the lockdown although stricter measures could be imposed in hotspots in the city.

Already, minister for education Sabitha Indra Reddy on Tuesday stated that reimposing lockdown to contain the coronavirus outbreak will hurt the informal sector, including street vendors and daily wagers. Many of them would lose their wages during the lockdown because their survival depends on daily cash flows. The lockdown will again bring to halt most of the economic activity that has slowly picked up. Small business owners will be particularly hard hit, she said.

AP Corona cases rose by 400 per cent in 5 weeks: TDP

2

The TDP senior leaders, at an online meeting presided by party National President and former Chief Minister N Chandrababu Naidu, condemned the complacent attitude of the YCP Government with regard to Coronavirus preventive measures. They alleged that the virus infections went up by 400 per cent in the past five weeks even as the epidemic was threatening to spread at a faster rate. At such a juncture, instead of creating required awareness, the Chief Minister, Ministers and MLAs themselves were not wearing masks.

On the other hand, there were no facilities for necessary beds and ventilators in hospitals. Even now, the doctors were not being given PPE protection kits.

The TDP leaders deplored that the Government was covering up its failures by making false claims that it has conducted COVID tests on lakhs and crores of people. Lot of confusion was being created among the people. The Government’s negligence went to such an extent that doctors at the ENT Hospital in Visakhapatnam held a protest dharna for not being provided PPE kits. While the whole world was honouring and showering flowers on frontline soldiers like doctors, they were being ill-treated and humiliated in Andhra Pradesh.

Some TDP leaders expressed concern that AP was facing twin dangers to its socio-economic and political life in these dangerous global epidemic times. On the one hand, Coronavirus was doing bio-destruction by paralysing general public life and disrupting people’s earning capacities. On the other hand, the ruling YCP was doing socio-destruction with its insensitive and indifferent mindset towards immediate problems. CM’s negligent comments like in case of paracetamol stirred up controversies even at the national level.

The Opposition leaders pointed out how Dalit doctor Sudhakar was suspended and humiliated in public on Visakhapatnam streets just for asking for PPE kits. Dead body of a Corona patient was carried in a JCB at Palasa in Srikakulam in a very inhuman way.

The TDP leaders blamed the YCP Government for carrying out a misinformation campaign on MSMEs that it was paying Rs. 3,800 Cr dues towards incentives pending since the TDP regime. In fact, the Government was taking back lands from MSMEs. Already, 106 acres were taken back from MSMEs in East Godavari. The Centre has given Rs 3 lakh crore worth package to MSMEs. But, the AP Government was misusing public funds for advertisements for its publicity while releasing Rs 900 Cr to MSMEs in two phases. In one year, YCP has driven away investments worth Rs. 2 lakh crore.
Stating that corruption became rampant, the TDP leaders said both CM Jaganmohan Reddy and MP Vijayasai Reddy were plundering the State by misusing power for their personal advantage. While CM Jagan was promoting his own companies, Vijayasai was extending benefits to his in-laws’ companies. Over Rs 1,300 Cr worth limestone mines and large water reserves were sanctioned for CM’s own company, Saraswati Power. Wrong reports were sent to the Centre that the 25 acres were not Government lands.

The Opposition leaders said the Centre has allocated 0.038 TMC water, but the Government has increased this allocation to 0.07 TMC. First, the Government made water allocation for 5 years but later extended this allocation for a lifetime. Whereas, good industrialists were driven out of the State. Telangana is seeing an alarming surge in coronavirus cases, with nearly 1,000 new infections per day, prompting the Telangana government to likely reimpose complete lockdown

Telangana is one of several states that has seen a surge in new Covid-19 cases after the state had rolled back complete lockdown. The percentage of positive tests has nearly doubled in the past few weeks.

On Thursday, the state reported 975 new cases taking the corona tally to 15,394 and six new deaths taking the total number of fatalities to 253. Of the 975 new cases, a whopping 861 positive cases were reported in GHMC limits.

After the reopening of the economy, the coronavirus spread has been alarming with higher positive-test cases and increasingly strained hospitals. The state has been reporting a three digit spike in the number of cases each day. Since June 1, the state added at least 9,000 new positive Covid-19 cases. Telangana has quickly become the most closely watched state in the country alongside its neighbouring Andhra Pradesh.

On Monday, Telangana Home minister Mahamood Ali, a known asthamatic, was tested positive for Covid-19. Currently, he is undergoing treatment in Apollo Hospital in Jubilee Hills.

With alarming rise in corona cases, the TRS government may extend lockdown in Hyderabad after June 30 for at least 15 days. Health Minister Etela Rajender on Monday said Chief Minister K Chandrasekhar Rao is mulling to impose complete lockdown in the twin cities of Hyderabad and Secunderabad, which have been reporting the highest number of Covid-19 cases in the state. A decision to this effect will be taken in a Cabinet meeting, he said.

With growing criticism that the state government was not testing enough, Etela Rajender stated that the health administration will accelerate the testing of suspected coronavirus cases, although the measures still fall significantly short of the levels compared to states like Kerala, Rajasthan or even Jharkhand.
