Cash-for-Vote Scam: HC Reserves Judgment on Revanth’s Bail Plea

[dropcap]H[/dropcap]igh Court of Hyderabad has reserved its judgment on bail plea of the main accused in the cash-for-vote scam, Revanth Reddy to June 30. While Revanth’s advocates said that main investigation into the case is over and that he can be granted bail as he’s a public representative.

The advocate general of Telangana state, who is arguing on behalf of ACB, said that bail shouldn’t be granted to Revant Reddy. The lawyers have also said that source of the amount involved in the cash-for-vote is yet to be ascertained. In case, bail is granted to Revanth Reddy, he can tamper with the evidences and can influence the witnesses in the case, argued ACB. It may be recalled that Revanth Reddy was arrested 25 days ago by ACB after they allegedly caught him redhanded while striking a criminal deal with a nominated MLA to Telangana assembly–Elvis Stephenson.

PIL in High Court on Section 8

A public interest litigation (PIL) has been filed in High Court seeking direction to union home ministry for the implementation of section 5 and 8 of Andhra Pradesh Reorganization Act-2014.

These two section deal with governance of joint capital of Hyderabad. While Section 5 deals with the 10-year period for the joint capital, Section 8 is about the special power the Governor of two stays in the joint capital region.

The petition, filed on behalf of Seemandhra Gazetted Officers Association, urged the Court to declare the inaction on the part  union home ministry of the implementation of these two provisions in the backdrop of confusion as illegal. The petition is expected to come up before a division bench on Monday.

Has Delhi Summoned Governor ?

Media reports say ESL Narasimhan, Joint Governor of Telangana and Andhra Pradesh, has been summoned to New Delhi.He is leaving for the national capital this afternoon. According to reports, he is scheduled to call on union home minister Rajnath Singh this evening. The meeting assumes significance in the backdrop of raging controversy over the implementation of Section 8 of Andhra Pradesh Reorganization Act-2014. This provision empowers the Governor to oversees the law and orders and other issues in Joint Capital region of successor states of  erstwhile Andhra Pradesh. While AP demands empowering Governor with Section 8, Telangana is opposing tooth and nail, and wants abrogation of the provision.

Centre: No Instruction Issued to Guv on Sec.8

Union Government clarified that no advisory had been sent Raj to Bhavan of Andhra Pradesh and Telangana on the implementation of Section-8 of Andhra Pradesh Reorganisation Act-2014. In the backdrop of political brouhaha over the reported legal advice to Governor ESL Narasimhan by Attorney-General of India, union law minister DV Sadananda Gowda cleared clouds of confusion over the issue. Two days ago NDTV reported that Attorney-General Mukul Rohatgi adivised the Governor Narasimhan that he could monitor the cash-for-vote scam inquiry being carried by Telangana ACB. The report raised a thick political dust in Telangana and Andhra Prades, with political parties taking open stand opposing and favoring the Rohatgi’s advice. While T-CM warned that he might have to sit on fast in Delhi in case governor intervenes in the investigation, other political outifits of Telangana stated that they would launch an agitation against governor’s special powers. Congress and intellectuals like Prof. Haragopal also joined chorus. On the other side of the boader in AP, ministers and civic organizations, launched concerted campaign for implementation of Sec. 8. However, YSRCP took a different stand and said there was no need for central clearance as the provision has already been in force since June 2, 2014. AP Congress sought CBI inquiry into cash-for-vote and telephone tapping. PCC president  Raghuvira Reddy is prepping to file a petition to this effect in AP High Court.  Amid this commotion, Sadanada Gowda told Times of India, that law ministry was the appropriate authority to issues such advisories. “ As per the procedure, the ministry of home affairs has to write to us seeking our opinion on such issues. The MHA, however, has never asked about our views. And there is no question of the law ministry writing to anybody on this,” he told a leading newspaper.

KCR Seeks Support from Non-BJP CMs

Peeved at the Cetre’s plan to invoke the Section-8 of AP Reorganisation Act-2014 which gives special powers to Governor over joint capital region of Hyderabad, Telangana chief minister KCR has reportedly planning to mobilise non-BJP chief ministers against the move.

It is a throwback to NTR’s move in 1983 to mobilize all non-Congress chief ministers in the country  against Congress at Centre which finally resulted in the formation National Front. NTR himself was appointed chairman of the historic move which formed the government in New Delhi  VP Singh as Prime Minister.

KCR is said to have initiated consultations with non-BJP chief ministers in the country to muster their support to his fight against usurpation of State’s power under Section 8. He is expected to write  letters to non-Congrerss chief ministers such as Nitish Kumar, Akhilesh Yadav, Naveen Patnaik, Siddaramaiah etc. Explaining the nature of Section 8 and centre’s intensions along with the cash-for-vote scam hatched by Andhra Pradesh chief minister Chandrababu Naidu. He is said to have kept Governor ESL Narasimhan of his move when he met the latter.

Focus on Bahubali Stylist Prashanti Tipirneni-An Interview

[dropcap]O[/dropcap]ne of the stylists for Bahubali, Prashanti Tipirneni has worked for Vedam, Golconda High School and she is now currently working on Anushka’s costumes for Size Zero. Prashanti gives more importance to simplicity and comfort and is not a flamboyant person at all. She however says, she likes to be funky sometimes and some other time very sobre, depending on how she is feeling that day. In a chat with Telugu360, she says she is missing Bahubali shoot and is looking forward to wrapping up the remaining 40 percent soon. “After Size Zero, I think I will get a month and a half break after which I will move to Bahubali Part II. The reviews and inputs from people will let us know where we are lacking and we might do a better job.”

Do costume designers and stylists need to be present on the sets every day till the shoot gets finished?

I haven’t travelled for my other films but for jewellery and research for Bahubali I travelled a bit. Mostly I did from scratch in Hyderabad. For Size Zero, I am travelling a bit to Mumbai once or twice. I only work for movies and that too one at a time. I am in a particular zone and would prefer to be in that zone till I finish. For some scripts, our presence is not needed. For Vedam, I wasn’t there. I would go on the first day, see if everything was going smoothly and return. Even with Golconda High School, I would just pack, tag them and give it but for Size Zero and Bahubali, it is different. We had to make Anushka look heavy, there will be problems with the body suit, some fit and some don’t. So, I got to be there. Moreover every production is different, so is the director. It is okay if you aren’t there. The assistant directors will handle it but we can’t rely on them. So I go everyday.

  • Do you think a professional course helps a stylist or is practical, hands on job will suffice?
A lot in this field has specially to do with common sense, keeping in mind is what the director’s vision is. I am not undermining what people learn in colleges. I regret not doing NIFT and other courses. Lot of times I want a certain cut, pleat or a fold and I don’t know how to do it. If I had done that, I would have been easy, we would have been trained well. I never learnt cutting. I did Masters in counselling and more into child psychology and marriage counselling.
  • How did you and Rama compartmentalize work?
We categorised it into two, Rama was doing Hero’s kingdom, the Mayashmathis that involved the hero, Ramya Krishna. I did the heroine’s kingdom that had Anushka, Tamanna and that’s how we divided work. I would be doing it in one style and the difference between one kingdom and the other would be distinct and evident. We did a war and that was the biggest sequence. The costumes were done by Rama. We kept supporting one another no matter whose work it is. The biggest crew was 1000 people, soldiers–half of them were Kalakeyas and half Mahashmathis and there were two groups in Mahashmatis.

 

  • What time would the shoot begin?
We had to be in ready at 5 am in Ramoji Film City and all the junior artistes would be ready standing in a line with costumes. We would paint them black on their faces, especially, the Kalakeyas and in the last, would send them for breakfast. We did that for nearly five months. The first shot would be at 7am. All of them, the direction department too were staying back in RFC but I would be coming back for my daughter. Her school, bus and had to get up at 3.30am, leave by 4am and be at RFC by 5am, return in the evening and would be home by 9pm. I would hardly get time to be with her and she would sleep by then. I got to learn a lot in this  project. The whole team works like a family. This is the kind of exposure and experience, I don’t think I would have got in any other project.

What metal and stones were used to dress the artistes?

Bahubali is a mammoth project and Rajamouli is a systematic planner and from scratch, he gave us time for trial and error. We would never let it come till the last minute. There was eight months pre production when I got into the picture and even before that there were story sittings. For every meeting, all the technicians and ADs would be there. We had lot of story to fall back on to do our research, source and create material. The discussions on the  minerals were available, the skill sets they had, what soil they had and what grains they frew. All of this played on our mind. For costumes and jewellery, we didn’t want to use stones or diamonds. We used a little Kundan on Ramya Krishna but mostly plain gold on women. All jewellery is silver and we gold plated it.

 

 

  • Teaming with jewellery brands would have helped?

In the beginning we were banking on brands to make the jewellery and were trying to team up with jewellers and in the process lost lot of time. They wouldn’t understand our requirement, we needed something new and didn’t like things they already had. I went to Jaipur and as I love Amrapali jewellery, I went to the head of Amprapali and got antiques that I liked as samples. If I carried earrings from there, we would make necklaces and hip chains here. It depends from deal to deal and we got some in exhibitions. Most of it, we got it made as we had a silver smith with us. In RFC now there is an art related museum and an entire floor has been given to display jewellery used for Bahubali.

 

  • How exciting was it to work these three years?

it was very exciting as it is has to be built from scratch and Bahubali is fiction not history based. It gave us leverage to do what we wanted. It was physically tiring nevertheless. I am not a morning person and waking up at 3.30 am was torture but once on the set it didn’t feel like work. Everyone from small to high technicians, they owned this product, it didn’t feel  taxing at all. Now I am missing the shoot as I do ‘Size Zero.’ I keep calling Rama and tell her that I am missing the shoot. What you imagine on screen is high level images but this is ten times more bigger, you are in awe of it, it is a fantastic feeling.

 

  • Three films with Anushka, what rapport do you share with her?

She is not fussy at all and she is a close friend..not that she says yes for everything, she will only tell you no, only with a reason, and why it will work or why it won’t. She has the clarity..that makes our job easier. She sees the ability in a person and if she feels you will do full justice she will not even question you. If she feels somewhere your notice should be brought she will tell you. There is no discomfort or stressed feeling working with her and moreover in the last three years we have become really close friends.

CM Naidu Feels Insecure in Hyderabad

Agriculture minister Prattipati Pullarao said chief minister Chandrababu Naidu was feeling insecure in Hyderabad.

Addressing a round-table in Vijayawada, Pullarao said, “Greater Hyderabad Municiapl Corporation has refused to give permission to construct house. Water supply to his Lake View guest house camp office is erratic. His phones have been tapped. The CM has been under constant watch.”

If this was the plight of the chief minister, imagine the problems of 40 lakh Andhra settlers in Hyderabad, Pullarao asked.

He put the blame for the sorry state of affairs at the doors of Raj Bhavan. Governor ESL Narasimhan was not able to protect the rights of Andhra people in joint capital of Andhra Pradesh.

NALSAR Issues India’s First Gender-Neutral Certificate

Hyderabad based NALSAR university of Law has become the India’s first educational institute to issue gender-neutral certificate to a student with an honorific Mx, instead of Mr or Ms.  Though a provisional certificate has been issued to Anindita Mukherjee as Mx Anindita Mukherjee, it is not clear if the same honorific continues in the final certificate which has to be signed by the Chief Justice of Andhra Pradesh, who is the Chancellor of the university.

The university Registrar signed the certificate after The Examination Committee endorsed all documents.

Mx Anindita, who daringly chose to declare the world her gender-neutrality, told media that choosing gender identity was her personal act.

AP Police Slap Notice on T-News

Andhra Pradesh police slapped a notice on T News, a news channel owned by the family members of chief minister K Chandrasekhar Rao. The copy of the notice has been delivered to Narayana Reddy CEO of the channel last midnight. The notice, delivered by Vizag ACP Ramana, was served under Section 19 of The Cable Television Network (Regularion) Act-1995. The Section deals with Powers to prohibit transmission of certain programs in public interest. When invoked, the act authorizes the officials to prohibit any cable operator from transmitting any program which is not in conformity with prescribed program code and is likely to promote disharmony or feelings of enmity or ill-will between different religious, racial, linguistic and regional groups. The notice, citing a program transmitted at 8.30 PM on June 7, 2015, said the transmission, which carried a purported conversation between AP Chief Minister Naidu and Telangana MLA Elvis Stephenson, had the potential to create hatred among the people of Andhra Pradesh and Telangan. The AP police sought an explanation from T news in three days. Meanwhile, the Channel described the police act as an indirect declaration of war on Telangana. Journalists across the TS have condemned the Andhra Police move as undemocratic.

Naidu Looks Like a Burglar Caught in the Hole

[dropcap]D[/dropcap]oes chief minister Chandrababu Naidu look like a burglar who got caught while in hole he made in the wall. “Yes, he does”, says BV Raghavulu, politburo member of CPM.The veteran CPM leader said Naidu should first clarify to the people if the voice  recorded in the audio was his or not.

“He looks like a thief who was caught in the hole he himself made in the wall to burgle a house”, he said.

Speaking to telugu360.com from Tirupati, where he was attending a seminar on the ‘corporatization of politics’, Raghuvulu wondered how Naidu evades a straight question about his role in the attempt to buy an MLA’s vote in Telangana. “His voice is there for verification. His representatives were caught red-handed while offering money to nominated MLA Elvis.  Instead of denying the episode in clear terms, Naiduy is  talking everything other than replying the main question,” Raghavulu said.

Raghavulu was critical of Naidu’s attempt to distract people’s attention from the cash-for-vote scam with a counter charge of Telephone tapping against the Telangana government.

“If he is so sure of his telephone having been tapped, and he has enough proof, why didn’t his government file a case in the court? He should at least  come before the media with proof. It is again a ploy to divert people’s attention and an attempt to cover up his tarnished face,” he said. Dubbing the upcoming capital of Andhra Pradesh as the corporate capital, the former CPM state secretary said Amaravathi would become another Hyderabad with all development getting concentrated in the city.  This may lead to unrest in the long run in  other regions, he added.

Raghavulu was equally critical of TRS chief minister K Chandrasekhar Rao. According to the CPM veteran, Rao was trying to get cheap mileage out of the case to gloss over his failures in Telangana state.

“Bifurcation has brought about many problems. Water sharing is a problem. Division assets of RTC and power sector has been pending.  Instead of concentrating on these issues, both chief ministers are indulging political one-upmanship. They will soon face the wrath of the people,” he warned.

What does Section-8 of AP Reorganisation Act, 2014 Deal With?

As TDP leaders and Andhra Pradesh chief minister, N Chandrababu Naidu continuously highlighting the need for implementation of Section-8 of AP Reorganisation Act. 2014, a large number of people in Telugu states are confused as to what this section would deal with and how it would benefit Andhra Pradesh.

Before we look into Section-8 of this act, it is pertinent to know what Section-5 of AP Reorganisation Act, 2014 as both sections deal with Hyderabad—the matter of concern for TDP leaders as of now.

Section-5 of this act has two sub-sections. While the first sub-section states that Telangana and Andhra Pradesh would have Hyderabad as common capital for a period ‘not exceeding ten years.’

The second sub-section of section five clearly mentions that Hyderabad, after the expiry of period as mentioned in sub-section one of section five, will be the capital of Telangana and there would be a new capital for the state of Andhra Pradesh.

Now, read on to know what the most-debated and demanded ‘Section-8’ highlights.

Section-8 of Andhra Pradesh Reorganisation Act, 2014 has four sub-sections. The first sub-section stresses that governor would have special responsibility to safeguard the liberty and property of people who reside in Hyderabad. 

According to the second sub-section of section eight, governor will handle the law and order, internal security and allocation and maintenance of government buildings in Hyderabad.

The third sub-section states that governor would take an independent decision regarding the matters mentioned above only after consulting the council of ministers of Telangana state.

Two advisors, appointed by the Central Government, will assist the governor, according to the fourth and last sub-section of the act.

Will it benefit Andhra Pradesh economically?

The answer is certainly no, as said by many legal experts and economists, as no where it’s mentioned in Section-8 that the revenue of Hyderabad would be shared with Andhra Pradesh. This section deals only with law and order besides allocation and maintenance of government buildings.

Why governor would consult council of minister of Telangana state?

Before taking any decision with regards to Section-8, the governor will consult the Telangana Government as Telangana police would act in Hyderabad, which will, however, be controlled by the governor.

All in all, TDP should now at least focus on development of north Andhra and Rayalaseema regions as the development in four Rayalaseema districts besides Vizianagaram and Srikakulam is limping.  Instead, the party leaders are choosing to fight on an issue that might benefit the party-given the ignorance of people on section eight-but will not benefit the region in any manner.

TDP Uses Brahmastram Against Governor, Repents Later

As cash-for-vote scam involving TDP legislator from Telangana region is intensifying with ACB reportedly getting a letter from the election commission asking its sleuths for a stringent probe, TDP leaders are trying to use all their brahmastrams.

It is known that TDP folks recently brought in section eight of AP Reorganisation Act into the picture. As Governor ESL Narasimhan is not responding despite TDP supremo Chandrababu meeting him time and again over the implementation of governor’s law and order in Hyderabad, the party leaders chose to target ESL Narasimhan, the constitutional head of the state.

TDP senior leader Acham Naidu recently, in a press meet, addressed the governor as ‘you’ (without a pinch of respect) and said that he was acting as a ‘gangireddu’ (meaning a bull). Lashing out at governor, Acham Naidu said why governor was tight lipped when KCR said that Andhra Pradesh police cannot execute their duties in Hyderabad.

Centre Serious:

The Centre, which noticed these severe objectionable comments made by Acham Naidu against the governor of Andhra Pradesh and Telangana states, has reportedly warned AP chief secretary that TDP leaders were launching verbal attacks against the governor.

Acham Naidu Apologizes and Withdraws:

After learning that Centre expressed its serious concerns over derogatory comments he made against governor, Acham Naidu spoke to the media and said that he was apologetic about the statements he made. He elucidated that he made those remarks only in agony after he looked at the situation of Andhra Pradesh. In case my statements had hurt governor, I withdraw them immediately, added Acham Naidu.

Need for Naidu to Control Leaders:

It is known that TDP leaders are speaking whatever they want that are sometimes lacking logic and sounding contradictory. Earlier, Parakala Prabhakar, who spoke about cash for vote scam has said that the voice in the audio tapes was not that of Chandrababu Naidu. Shortly, Yanamala Ramakrishnudu said that the audio was fabricated. 

Even as these leaders continue to make contradictory statements, TDP MLC Somireddy went a step ahead and said that TRS was obstructing the bail of Revant Reddy. How can a political party influence the court was the question then. He was allegedly trying to send wrong messages to people on courts, which was again a matter of serious concern,

This confusion among leaders must be curtained. It is high time for Chandrababu Naidu to bring in a proper code of conduct within the party. Verbal attacks on political leaders are at times acceptable as criticism, however, using the same policy for courts, constitutional heads and constitution is highly not acceptable.

KTR Invites Venkaiah Naidu for International Summit

Telangana IT minister K Tarakarama Rao (KTR) met the union minister Venkaiah Naidu today in Delhi.

Although this meeting gained significance in the wake of the ongoing probe in to the infamous cash-for-vote scam, KTR told the media that he had held no secret meetings with Venkaiah Naidu.

Briefing more on the same, after meeting the BJP senior leader, KTR has said that he invited Venkaiah Naidu for an international conference that is scheduled to take place on August 22 and 23.

Venkaiah Naidu said he would attend the meeting, added Harish Rao. Responding to one of questions, KTR said that Andhra and Telangana people were living together like brothers in the common capital Hyderabad.

Hyd Never Fails to Work Its Magic

Investors are rushing to Hyderabad making it a hub of Make in India. Karbonn is the third in series to announce its plans to set up a mobile handset manufacturing facility in Hyderabad, the earlier ones being Micromax and Celkon Mobiles.

Karbonn is going to invest Rs 450 crore on city’s facility to produce two million phones a month.  Sudhir  Hasija,  chairman of Karbonn met Telangana chief minister K Chadrasekhar Rao to explained his plans.  Hasija said the outcome of the meeting was positive. Karbonn, India’s No.4 smartphone manufacturers, will set up the plant in the outskirts of Hyderabad in tie-up with a Chinese company.

Metro Rail Decks Up to Set Up Mega Malls in Hyderabad

The L&T Metro Rail Hyderabad is all set to launch three major commercial complexes in Hyderabad by next year. The managing director of L&T confirmed the same to the media this morning. Notably, these commercial complexes will be just like anyother shopping malls in the city, however, will be the city’s biggest mall.

Speaking to the media after unveiling the logo of the metro shopping malls, Metrol Rail MD Gadgil said that their mall will change the outlook of Hyderabad. These malls will come up at Hitec City, Punjagutta and Erramanzil—the important junctions in the city.

Briefing about the real-estate space, Mr Gadgil said that 40 per cent of the space has already been acquired and the construction works will commence shortly.

The MD further said that as per the concessionaire agreement, the malls can operate for a period of sixty years.
