KCR govt cracks whip on private hospitals for overcharging Covid-19 patients

The KCR government has started cracking its whip on private hospitals overcharging Covid-19 patients in violation of its order capping the cost of treatment for such patients.

On Monday, the Telangana government issued a notice banning Deccan Hospital from admitting New patients on complaints that the hospital was fleecing Covid-19 patients. The government found that the hospital was charging lakhs of rupees to treat patients infected by the deadly corona virus.

The government had passed an order capping the charges on the private hospitals, including corporate hospitals for the treatment of Covid-19 patients. The chargez cannot exceed Rs 4,000 per day in normal wards (including isolation), Rs 7,500 in Intensive Care Units (ICU) without ventilator and Rs 9,000 with ventilator support. The charges include monitoring (of patient) and investigations like CBC, urine routine, anti-HIV, ultrasound, ECG, 2D Echo, X-ray etc, apart from drugs, consultations, bed charges, meals and procedures like urinary tract catheterisation among others.

COVID-19 testing – to be done as per actual cost fixed by the state government at Rs 2,200.

Chief secretary Somesh Kumar had warned of serious action against any lab or diagnostic centre or any private hospital found exploiting people or patients by over-charging or levying extra charges.

Deccan Hospital is the first hospital in the state to be blacklisted. Earlier, the High Court had served notices to four private corporate hospitals including Medicover hospital, Yashoda Super Speciality hospital, Sunshine Hospital and Care Hospital in Hyderabad over allegations of excessive charges. The move to blacklist the hospital serves as a warning to erring corporate hospitals for overcharging Covid-19 patients.

The overcharging by corporate hospitals has led to severe distress among families approaching private corporate hospitals in Telangana for coronavirus treatment.

The exploitation comes at a time the number of Covid-19 positive cases have been rising in the state with nearly 90% of cases being reported in Greater Hyderabad Municipal Corporation (GHMC).

The Telangana government was not inclined to give permissions to corporate hospitals for the treatment of Covid-19 patients on the grounds that they will fleece patients, the High Court directed the government to allow private hospitals to treat coronavirus patients.

‘T’ Cabinet meeting on August 5 to discuss corona, secretariat

The KCR government will be holding a crucial Cabinet meeting at Pragathi Bhavan on August 5 to discuss a host of issues.

Among the key issues, Chief Minister K Chandrasekhar Rao is likely to review with his Cabinet colleagues the demolition of old Secretariat and construction of new Secretariat building.

The Cabinet meeting at Pragati Bhavan will also discuss the rapidly surging number of coronavirus cases, measures to curtail the further spread of the infections in the state and ramping up of testing among others.

The Chief Minister is also likely to take up the water-sharing dispute with Andhra Pradesh. At a recent high-level meeting, KCR had vowed to protect the rights of Telangana in the Godavari, Krishna rivers water-sharing. The Chief Minister asserted that the state government will not let give up its rights over water-sharing and that he will not compromise even a single drop of water.

You have no respect for courts: HC to KCR govt over Covid-19

The Telangana High Court once again fumed at the KCR government for its failure to put all the facts before it on the COVID-19 situation in the state and the steps initiated to combat the pandemic.

Hearing a batch of petitions, the High Court on Monday pulled up the government for dishonouring its orders since June 8. The court expressed deep anguish and displeasure over the government’s irresponsible and reckless attitude in not disclosing and placing the facts before it.

The court observed that since June 8 the state government has consistently disobeyed its orders on giving information on the availability of beds, ventilators, oxygen facilities in the government and private COVID-19 designated hospitals.

The court also observed that the government lacked transparency in releasing medical health bulletins. The court observed that the government lacked transparency in releasing Covid-19 bulletins. It asked the AG if the government was fudging Covid-19 figures.

The court also noted that the government has little respect for the judiciary. Despite its orders since June 8, the government had failed to implement the same. The court had earlier directed the state chief secretary and principal secretaries of the medical, health and municipal administration departments to appear before it on July 28.

The court questioned AG B S Prasad to submit a counter-affidavit on why the government had failed to implement a series of its orders, including release of Covid-19 bulletins, lack of medical gear for the frontline warriors and low testing.

The court had directed the government to inform the court as to how many PPE kits, N-95 masks and gloves were so far given to the doctors, nurses and paramedical staff involved in treating Coronavirus-affected people.

The court had also questioned the state government on how many tests were conducted and how many samples were taken during a month’s period between May 23 to June 23.

The court also sought a report from the government on the measures being initiated in Hyderabad where the number of containment zones is high. The court had directed the government to submit a report on the testing facilities and the gamut of measures the government had initiated to contain the spread of the virus in the state.

KCR-Jagan shaming courts and media fearlessly: RK

It was known that in his term as Chief Minister of United AP, YSR on several occasions bypassed the orders of the courts. That was done sheerly for some political or personal benefit. YSR did not cross a limit where the courts would sit up and take notice of such violations. It was because YSR was a CM in a national level party and he had his own limitations. Now, the scene has changed dramatically in Telugu States. The general public and common man were stunned at the way the two governments were totally ignoring the courts’ orders and literally playing political games with judicial verdicts. The heads of the two regional parties, KCR-Jagan, were crossing all limits and nobody would dare correct their behavior.

First, KCR began shaming the courts as well as the media in Telangana in his own style. He has craftily used the sentiment as yet another ingredient to make his vote bank strategies give good results. He violated the laws and went on to strip the Congress of its Opposition party status by winning over its MLAs and grassroot leaders. Now, Jagan Reddy was trying to use the same strategy to attack and weaken Chandrababu Naidu. As is well known, CM Jagan has been taking KCR as a model in all things unethical and unconstitutional. Just like KCR, Jagan Reddy aimed at winning all local bodies in the elections. But, that could not be achieved as State Election Commissioner Ramesh Kumar postponed elections. An enraged Jagan started a witch hunt against Ramesh.

As on today, things were turning upside down. The courts were strongly objecting to policies of KCR in respect of Coronavirus prevention and to those of Jagan Reddy in removing Ramesh Kumar. In his latest political comment, ABN Radha Krishna says that the two CMs should realise at least now why the courts started countering their unethical strategies.

KCR holds meeting to finalise new Secretariat building designs

Even as Telangana is witnessing an alarming rise in Covid-19 infections in the state, Chief Minister K Chandrasekhar Rao on Tuesday held a high-level meeting to discuss the design of the proposed Secretariat building complex with officials and architects.

At the meeting attended by state ministers and architects from Tamil Nadu Oscar and Ponni, the Chief Minister on Tuesday examined the designs proposed for the new Secretariat and deliberated on the exteriors and interiors of the buildings. The Chief Minister will finalise the design of
the new Secretariat complex which seems to be on the top of his agenda at a time the state is grappling with the growing Covid-19 cases.

Once the design is finalised, it will be tabled before the Cabinet for approval which is a given. After the Cabinet nod, tenders for the works would be invited. Thereafter, the construction of the new Secretariat complex will begin. Rao wants to leave his mark in the pages of Telangana history with the construction of new Secretariat.

Although KCR claims that the new Secretariat complex would reflect the pride of Telangana’s culture, the Opposition parties think the Chief Minister’s move to demolish the existing building and construct a new one is only to etch his name in the history of Telangana.

The new Secretariat complex will come up in the existing premises with the central government yet to clear the file on Telangana government’s plea to construct the building in Bison Polo Grounds, a major lung space for people living in Secunderabad.

The Telangana government will be spending around Rs 400-Rs 500 crore on the building designed by well-known architecture firm `Architect Hafeez Contractor’, a move sharply criticised by the Opposition parties stating that it was a wasteful expenditure of public money at a time the state is fighting the pandemic. Some Opposition leaders even likened KCR to Rome emperor Nero who is said to have fiddled when Rome was burning.

Some even advised the government to use the current Secretariat building to turn into a Covid-19 hospital. However, the KCR government was adamant. Petitions were filed in the High Court by Congress leader Revanth Reddy and retired professor P L Visheshwar Rao to halt the demolition of the old Secretariat building stating that the government has not taken required permissions to raze the building. Further, they contended that the government was spending public money for the construction of the new building.

The petitioners, through their counsels, had argued that the KCR government went ahead with the demolition of the Secretariat complex in violation of the Construction and Demolition Waste Management Rules 2016, against the Provisions of the Epidemic Diseases Act 1897 and against the provisions of the Environment Protection Act 1986, among other laws. The petitioner contended that the Environment Protection Act was being violated as the demolition did not have prior environment clearance by the central ministry concerned.

On its part, Advocate-General B S Prasad argued that environmental clearances were not required for demolition of buildings. Further, the AG had put forth arguments that the Telangana government got necessary permission from the Greater Hyderabad Municipal Corporation for demolition of the Old Secretariat building. The High Court agreed with the contention of the state government and quashed the petition filed by P L Visheswar Rao.

After putting brakes on the demolition of the Old Secretariat building in Saifabad for more than a week, the Telangana High Court had recently given a green signal to the KCR government to continue with the demolition process.

KCR meets Tamilsai Soundarajan on Covid-19 situation in Telangana

Chief Minister K Chandrasekhar Rao met Governor Tamilsai Soundarajan at Raj Bhavan on Monday to apprise her about the Covid-19 situation in the state.

The Telangana CM has discussed the measures the government has been taking to contain the spread of the virus, testing and treatment being given to the Covid-19 patients in various government hospitals in the state. The CM’s meeting with Governor Tamisai Soundarajan, a gynecologist, comes in the wake of her displeasure over the state government’s response to the pandemic. This is the first time that the Chief Minister has met the Governor after resuming his duties from Pragathi Bhavan nearly two weeks after he moved to his farm house in Gajwel. The CM had moved to his farm house after at least 30 employees contracted the infection.

On several occasions, the Governor was openly critical of the government’s handling of Covid-19 situation in the state, patients being overcharged by private hospitals and lack of equipment in government hospitals. She criticised the government for not testing enough and advised the government to ramp up the testing in the state.

The Governor had visited the Nizam’s Institute of Medical Sciences (NIMS), where several doctors have tested positive for the COVID-19 virus, to show solidarity with the medical professionals. She took to her Twitter handle to directly reach out to people.

Last month, she called Chief Secretary Somesh Kumar and Special Chief Secretary (Health) Shanti Kumari to Raj Bhavan for a discussion on the pandemic situation in Telangana. The Governor’s public criticism over the state’s response to the pandemic did not go down too well with the Chief Minister. The Governor was former BJP national secretary and president of Tamil Nadu BJP unit.

The KCR government had come under sharp criticism from the Opposition parties. While opposition parties have accused the state government of not doing enough to contain the virus, the Telangana High Court has also made some observations on the government’s performance. With the swell of new coronavirus cases continuing in Telangana amid growing criticism over low testing, the High Court had pulled up the state government directing it to submit a detailed report on medical equipment provided to the frontline warriors. The court also asked the KCR government to increase corona testing by using Rapid Antigen Test (RAT) in view of rise in Covid-19 cases in the state.

KCR asks Covid positives not to rush to private hospitals

Telangana Chief Minister K. Chandrashekhar Rao on Friday claimed that the government hospitals in the state are well-equipped to provide the best treatment for coronavirus and said there is no need for people to rush to private hospitals and spend huge amounts of money.

He also advised people to not entertain any fear or anxiety over Covid-19 but at the same time, not be negligent.

At a review meeting on Covid-19 situation in the state, KCR, as the Chief Minister is popularly known, directed the officials to keep vials of Remdesivir, and Tocilizumab and Favilavir tablets in large quantities and give them free of cost to the needy.

The meeting also attended by the Health Minister and several senior officials took several decisions.

The Chief Minister announced additional Rs 100 crore for taking up urgent measures to contain the virus and to give treatment.

The meeting decided to extend Covid incentive of 10 per cent additional pay to everyone working in the Medical and Health department without leaving anyone, including the outsourcing employees. The incentive allowance will also be given to the police personnel, sanitary workers in municipalities and panchayats.

The officers concerned were instructed to induct 1,200 doctors who have completed PG courses into government service. The Chief Minister directed that the 200 vacancies in primary health centres should be filled up.

The meeting decided to implement University Grants Commission (UGC) scales to the teachers working in medical colleges.

It was announced that the newly-appointed nurses will also get their pay on par with the old counterparts. It was also decided to enhance the retirement limit for those working in the Ayush Department to 65 years.

KCR said that those testing positive need not go to the private hospitals and spend huge amounts for the treatment as the required medical treatment for the virus is very much available in the government hospitals.

“There is no need for the people to rush to private hospitals and spend huge amounts of money and face a lot of hardships. Best treatment is given in the Government Hospitals based on the guidelines issued by the ICMR. In case anyone has symptoms, they should take medical advice and treatment,” a statement from the Chief Minister’s Office quoted him as saying.

His advice came amid growing number of complaints of non-availability of beds or excessive billing by the private hospitals.

He said private hospitals should maintain transparency in the availability of beds. He warned that the government will act strictly if any artificial shortage is created.

KCR held a meeting to review the Covid situation after 20 days. The opposition parties had been criticising him for what they call his “disappearance”.

He said the government doctors and staff were well equipped to treat any number of patients. He thanked the doctors, and staff for extending their excellent services to contain the virus spread and offering good treatment to the patients.

Stating that Covid is present in all the countries in the world and all the states in the country, KCR said it is not present only in Telangana state. “When compared to the national average, the state’s death rate is less. The recovery rate in the state is also much higher.”

He pointed out that as on Thursday, those taking treatment as in-patients in the hospitals were 3,692. Of them, 200 were having other serious ailments and the rest were recovering. As on Thursday, 41,018 were affected by the corona in the state and of them, 27,295 (67 per cent) have recovered.

A total of 9,636 were asymptomatic and they were under home quarantine. Others were taking treatment in the hospitals and they were also recovering. The asymptomatic patients were also given treatment and advice by reviewing their condition from time to time based on the ICMR recommended Covid protocol.

Pointing out that the unlock process is going on in the country and the Centre has decided to begin the international air services, KCR said we have come to a stage where living with corona is a must. “None should have any fear about corona. At the same time people should not be negligent. Maintain personal hygiene. Wear masks. Use sanitisers. Remain in the house as much as possible.”

KCR claimed that initially, the Central government was in a state of confusion to face the spread of virus but in Telangana, all the necessary equipment, medicines, tools were mobilised.

“Now there is no shortage of anything. In Gandhi and TIMS hospitals, 3,000 beds are ready with oxygen supply facilities in Hyderabad alone. All over the state, 5,000 beds were kept ready with the oxygen supply facility. In all 10,000 beds are kept ready exclusively for the Corona patients. Such a number of beds were not there in the past. 1,500 ventilators were kept ready. PPE Kits and N95 Masks are available in lakhs. There is no shortage of medicines, equipment.”

Invoke PD Act against those selling spurious seeds, says KCR from Pragathi Bhavan

Hours after moving back to Pragathi Bhavan from his Gajwel farm house on Saturday, Chief Minister K Chandrasekhar Rao held a high-level meeting with agriculture officials to discuss a host of issues including the Rythu Bandhu scheme.

With spurious seeds issue becoming a menace to the farming community, the chief minister asked the officials concerned to take stringent measures to keep a tight rein on those selling spurious seeds.

He expressed displeasure over the reports that spurious seeds were being sold in several districts especially in Nalgonda, Warangal and Khammam. He directed the officials concerned to invoke the provisions of Preventive Detention (PD) Act against the suppliers and sellers of spurious seeds in the state.

Minister for Agriculture S Niranjan Reddy, Rythu Bandhu Samithi chairman P Rajeshwar Reddy, Secretary (Agriculture) B. Janardhan Reddy, several top level agricultural officials and functionaries of Seed Development Corporations are learnt have taken part in the meeting.

This is the first meeting KCR held with officials at Pragathi Bhavan, fourteen days after he moved to his Gajwel farm house after 30 employees at his official residence were tested Covid-19 positive.

KCR had made his last public appearance at PV Ghat on Neckalace Road on June 28 where he had announced former PM PV Narasimha Rao centenary celebrations.

KCR promises to build mosque, temple in new Secretariat complex

In the wake of an uproar over the demolition of two mosques and a temple in the old Secretariat complex, Telangana Chief Minister K. Chandrashekhar Rao on Friday announced that the government will construct these in the new Secretariat premises at government expense.

He expressed ‘regret and pain over some inconvenience’ caused to the religious structures due to the demolition work at the old Secretariat complex.

He declared that in the new Secretariat premises, a new temple and mosque would be constructed on a more spacious spots.

“The government has begun to construct the new Secretariat complex by demolishing the old buildings. I came to know that while demolishing the multistoreyed old buildings, the temple and mosque adjacent to the old buildings were damaged due to debris falling on them. I feel sorry about the incident. It should not have happened. The government’s intention is to build a new complex by demolishing the old buildings without causing any damage to the temple or the mosque,” he said in a statement.

“We will construct a temple and a mosque in the new Secretariat premises in a more spacious way even if it means spending crores of rupees. We will construct the temple and mosque at government cost and hand them over to the people concerned. I will have a meeting with the temple and mosque managements very soon. After discussing with them, along with the new Secretariat, places of worship will also be constructed. This is my promise,” he added.

KCR, as Rao is popularly known, maintained that his government remained secular.

“Telangana is a secular state. We will continue to follow the secular spirit, come what may. This incident happened unexpectedly. Everyone should understand this properly without prejudice,” the CM said.

KCR’s statement came after Hyderabad MP Asaduddin Owaisi and several religious scholars and leaders of various Muslim organizations issued a joint statement to condemn the demolition of two mosques in the Secretariat premises and demanded their immediate reconstruction at the same spot.

They said the incident had shaken the confidence of Muslims in KCR, who have been projecting himself as a secular leader. The Muslim leaders also warned that if the government failed to take steps for early reconstruction of the mosques, the Muslims would be forced to launch a protest.

Coronavirus infections among TRS senior leaders and the mysterious disappearance of Telangana Chief Minister K Chandrasekhar Rao has raised questions over the extent of an outbreak that has become a flashpoint in the spread of the virus in the state.

The Telangana government which claims to be transparent has been anything but transparent. What happened to KCR? Why is the Telangana government, health minister Eetala Rajender silent on the growing noises of the Opposition parties about KCR’s mysterious disappearance?

The Twitter active K T Rama Rao, IT minister and KCR’s son, who is known for transparency too is silent on his father and CM’s health condition. Why is Chief Secretary Somesh Kumar silent? Why is the Special Chief Secretary (Health, Medical and Family Welfare) silent?

The Chief Minister’s disappearance comes in the wake of a growing number of his colleagues tested positive for the infection, including Home Minister Mahamood Ali and three legislators. The KCR government drew flak on the most crucial aspect in handling this pandemic — testing.

State Congress leaders Uttam Kumar Reddy and Jeevan Reddy had raised doubts over the health of the Chief Minister and accused KCR of “hiding” in his farm house at a time the state was going through severe financial and health crisis due to the pandemic.

“Why are the Opposition parties worried about KCR? What is the loss for the Opposition parties if the chief minister is not in action? Did the administration come to halt with the absence of the Chief Minister? Have the welfare schemes stopped with his absence? Some useless opposition leaders are unnecessarily raising a non-issue,” Tourism and cinematography minister Talasani Srinivas Yadav Animal Husbandry slammed.

His Cabinet colleague Srinivas Goud too deflected from the core issue – where is KCR? “How does it matter to anyone where KCR is? Did we stop any programme or welfare scheme? KCR’s heart is robust. No one should have worries over his health. His farm house is pretty much in Telangana and not in Amaravati. He is discharging his duties from the Telangana soil only,” he said while brushing aside doubts over KCR’s health condition.

It is not just KCR’s health, the Telangana government did not exhibit transparency on several fronts in dealing with the pandemic. Right from the beginning, the government had tried to hide the real Covid data. The gaps in governance became too apparent. Patients in critical conditions have complained of lack of ventilators, oxygen, adequate beds in government hospitals. The exploding Covid situation in Telangana has exposed everything that is wrong with Chief Minister K Chandrasekhar Rao. That Telangana initially mismanaged COVID-19 outbreak seems clear. The government had failed in pandemic preparedness from low testing to not expanding the health infrastructure.

The KCR government’s hollow claims of pandemic preparedness by promising a robust health infrastructure were thoroughly exposed. KCR had assured that his government was ready to tackle even one lakh infection cases. The High Court had pulled up the Telangana government for shortage of PPE kits, N95 masks to frontline warriors. Telangana Governor Dr Tamilsai Soundarajan had persistently been saying that the state government should immediately step up testing and adopt newer strategies to counter the spread of the coronavirus.

Tourism and cinematography minister Talasani Srinivas Yadav Animal Husbandry fired at the Opposition parties for raising doubts over the health condition of Chief Minister K Chandrasekhar Rao.

“Why are the Opposition parties worried about KCR? What is the loss for the Opposition parties if the chief minister is not in action? Did the administration come to halt with the absence of the Chief Minister? Have the welfare schemes stopped with his absence? Some useless opposition leaders are unnecessarily raising a non-issue,” Talasani slammed while stating that reimposing lockdown in Hyderabad will be of little help. Perhaps, taking a cue from AP Chief Minister Jagan Mohan Reddy, Talasani said the coronavirus “comes and goes” citing the examples of Home Minister Mahamood Ali, deputy speaker Padmarao and Congress leader V Hanumantha Rao who recovered after contracting the virus.

He said the Opposition leaders were simply wasting their time in worrying over the health condition of the Chief Minister. Without naming any Opposition leaders, he took potshots at them for raising doubts over KCR’s health.

Earlier, State Congress leaders Uttam Kumar Reddy and Jeevan Reddy had raised doubts over the health of the Chief Minister and accused KCR of “hiding” in his farm house at a time the state was going through severe financial and health crisis due to the pandemic. Telangana Pradesh Congress Committee working president and Malkajgiri MLA Revanth Reddy took to his Twitter handle demanding that the health ministry release a bulletin on the health condition of KCR. State BJP and CPI leaders too sought to know the reason behind the mysterious disappearance of the Chief Minister after announcing the PV Narasimha Rao centenary celebrations at a function at PV Ghat on the Necklace Road on June 28. However, KCR had not been active in public programmes or daily press briefings.

On Wednesday, a petitioner moved the Telangana High Court seeking to know the reasons behind the absence of KCR. The petitioner, Naveen alias Teenmar Mallanna, had filed a Mandamus petition in the Telangana High Court expressing concern over the health of the Chief Minister. The petitioner sought to know through the court the health condition of the CM.

In his petition, Naveen stated that more than 30 employees of Pragathi Bhavan, including security personnel and outsourcing staff, contracted the virus over the last two weeks. Further, the petitioner cited that social media was abuzz with the news that the Chief Minister had moved to his Gajwel farm house along with his family members after Covid-19 entered his official residence ‘Pragathi Bhavan’. The petitioner also pointed out that the Chief Minister had failed to discharge his duties ever since he had left Pragathi Bhavan. Further, he contended that officials of various departments too are shying away from their duties taking advantage of the Chief Minister’s absence.

Concerns over the health of the chief minister were being raised with some of his colleagues contracting the virus. The state had been reporting more than 1,500 cases each day. The pandemic has entered all the government offices and several employees were tested positive for Covid-19, forcing the government to shut the government offices. Even legislators had contracted the virus. Telangana Home minister Mahamood Ali was tested positive for Covid-19 although he was discharged from a private hospital after he recovered. Three MLAs, including Jagan legislator Muthireddy Yadagiri Reddy, Nizamabad Rural and Urban MLAs Bajireddy Govardhan and Ganesh Gupta were tested positive for coronavirus.

KCR is the highest paid CM, draws a salary of….

Telangana Chief Minister K Chandrasekhar Rao is the highest paid Chief Minister in the country. This revelation comes at a time when the state is reeling under economic crisis due to the corona imposed lockdown.

KCR is the highest paid Chief Minister of India with a salary of Rs 4.10 lakh per month. His Andhra Pradesh counterpart Jagan Mohan Reddy draws a salary of Rs 3.35 lakh, fifth highest paid CM. The second highest paid CM is Delhi’s Arvind Kejirwal (Rs 4 lakh), followed by Uttar Pradesh Chief Minister Yogi Adityanath (Rs 3.65 lakh) and Maharashtra CM Uddhav Thackeray (Rs 3.40 lakh), Gujarat CM Vijay Rupani (Rs 3.21 lakh).

Chief Ministers from the North-Eastern States draw the lowest salary.

Nagaland CM Neiphiu Rio draws a measly salary of Rs 1.10 lakh, the lowest paid CM in the country followed by Manipur CM Biren Singh who gets Rs 1.20 lakh. While Meghalaya CM Congrad Sagma gets a salary of Rs 1.50 lakh, Assam Chief Ministers of Arunachal Pradesh and Assam Pema Khandu and Sarbananda Sonowal draw a salary of Rs 1.30 lakh and 1.25 lakh respectively.

Mandamus petition filed in Telangana HC over KCR’s health

Doubts are being raised over the health condition of Chief Minister K Chandrasekhar after several employees of Pragathi Bhavan, the official residence of KCR, were tested positive for coronavirus.

The CM had also announced that Telangana will observe year-long centenary celebrations of former prime minister P V Narasimha Rao.

Calling K Chandrasekhar Rao as the champion of Telangana state cause, the petitioner stated that the Chief Minister’s health is a cause for worry for the people of Telangana. “The people of Telangana are worried over the health of the Chief Minister. It is the right of the people of Telangana to know the health condition of their beloved Chief Minister.

Citing all these factors, the petitioner filed a Mandamus petition. A Mandamus petition is a court order issued by a judge at a petitioner’s request compelling someone to execute a duty that they are legally obligated to complete.

KCR Biopic plans back on track

Several filmmakers had plans to make a film on the life story of legendary Telangana politician and Chief Minister KCR. Some of them even announced but somehow the plans did not materialize. Producer and director Madhura Sreedhar announced some time ago that he would make the film soon. Madhura Sreedhar responded about the biopic of KCR now. He said that the entire script work of the project is completed.

“We are working on the biopic for some time. The script part of the film is ready. KCR is now a national leader and hence we are in plans to make the film as a pan Indian project. We are in the hunt for the right actor who can reprise him on screen. The film is planned to be made on a budget of Rs 20 crores and we are currently pooling the budget for this prestigious project” said Madhura Sreedhar. An official announcement about the project will be made very soon.

Corona in Pragathi Bhavan. KCR moves to Gajwel House?

The coronavirus pandemic shows little signs of letting up in Telangana. The deadly infection, which has killed millions of people across the world, has now entered Pragathi Bhavan – the official residence of Chief Minister K Chandrasekhar Rao.

Although the government did not release official communication, it is learnt that at least 20 employees working in Pragathi Bhavan, including security personnel and outsourcing staff, contracted the virus in the last one week. With Covid-19 entering Pragathi Bhavan, it is learnt that the Chief Minister has moved to his Gajwel house along with his family members a week ago.

All the government offices and employees have been affected by the pandemic. Covid-19 has hit the BRKR Bhavan which houses the GHMC office with more than six employees tested positive for the infection. Metro Rail Bhavan employees too were tested positive for Covid-19 following which the offices were sanitized.

The growing cases of employees in government offices testing positive for coronavirus has come as a serious concern for the government. The KCR government had directed all the government offices to function on a rotational basis starting June 22 till July 4 with 50 per cent staff. The working strength of all government offices was kept at a maximum of 50 per cent amid a spike in the corona cases. The decision was taken as a precautionary measure to contain the spread of COVID-19 among government employees.

Earlier, Telangana Home minister Mahamood Ali was also tested positive for covid-19. Mahmood Ali is known asthmatic. Three MLAs including Jagan legislator Muthireddy Yadagiri Reddy, Nizamabad Rural and Urban MLAs Bajireddy Govardhan and Ganesh Gupta were tested positive for coronavirus.

The state has been reporting a three digit spike in the number of cases each day. With alarming rise in corona cases. On Thursday, Telangana had reported 1,213 new COVID-19 cases. The total number of coronavirus cases in the state climbed up to 18,570. There is speculation that the TRS government is likely to reimpose lockdown although some ministers in the KCR Cabinet seem to be against the idea.

Muslim groups urge KCR to scrap Narasimha Rao centenary events

An umbrella group of various Muslim organisations in Telangana has appealed to the state government to withdraw its decision to celebrate birth centenary celebrations of former Prime Minister P. V. Narasimha Rao, saying the move has hurt the sentiments of the Muslim community.

United Muslim Forum (UMF) said that Chief Minister K. Chandrashekhar Rao’s move to organise year-long programmes to celebrate the centenary had hurt the sentiments of those sections of people who believe in secularism, and especially Muslims.

UMF is headed by Moulana Raheemduddin Ansari, who is the chairman of Telangana Urdu Academy, a government body.

The group is close to All India Majlis-e-Ittehadul Muslimeen (AIMIM), a friendly party of Chandrashekhar Rao’s Telangana Rashtra Samithi (TRS).

Though AIMIM is also part of UMF, the statement issued by the body did not carry the name of any party leader. The clerics and other prominent people who issued the statement are considered close to AIMIM chief and Hyderabad MP Asaduddin Owaisi.

AIMIM’s critics have questioned Owaisi’s silence over the centenary celebrations launched by KCR, as the Chief Minister is popularly known, on Sunday.

The Hyderabad MP has friendly ties with KCR and has been great supporter of the latter’s secular outlook. Owaisi’s party, UMF and other Muslim groups backed TRS in 2018 Assembly elections and the last year’s Lok Sabha polls.

UMF pointed out that it was during Narasimha Rao’s regime that Babri Masjid was demolished, causing huge damage to the country’s secular fabric. “Narasimha Rao while being in Congress implemented the agenda of Sangh Parivar,” it said and reminded KCR that hundreds of Muslims were killed in the post-demolition riots and Muslims youth were jailed under black laws like TADA and tortured.

UMF said KCR’s sympathies with Narasimha Rao and the move to organize centenary celebrations created unease among the secular forces, especially minorities.

The Muslim leaders advised the Chief Minister to cancel Narasimha Rao’s centenary celebrations and instead focus on containing spread of Covid-19 in the state.

Meanwhile, Jamaat-e-Islami has also opposed the TRS government’s move to organise centenary celebrations and termed this as a burden on public exchequer and waste of time.

Jamaat’s Telangana unit chief Mohammed Hamed Khan said at a time when Covid-19 was spreading fast and people were worried over lack of proper healthcare facilities and infrastructure, the TRS government was wasting public money, time and energy on birth centenary celebrations of Narasimha Rao.

Khan reminded KCR that it was during Narasimha Rao’s rule that India witnessed the greatest tragedy of demolition of Bbari Masjid. He told the Chief Minister that centenary celebrations would reopen the wounds of Muslims. He also pointed out that it was due to Narasimha Rao’s condemnable actions that his own party Congress dumped him.

KCR govt gets HC green signal to demolish Secretariat

In a big victory to the Telangana government, the High Court on Monday gave its stamp of approval to demolish the existing Secretariat building at Saifabad.
After protracted hearings lasting more than a year, the High Court gave a green signal to the KCR government to demolish the Secretariat building.

The High Court was hearing petitions filed by Telangana Jana Samithi (TJS) vice-president Professor PL Vishweswar Rao and Congress MP Revanth Reddy who had argued that the state government was bent on wasting public money for the construction of new Secretariat when the existing building was structurally sound.

On its part, the Telangana government contended that there was an urgent need for the construction of a new Secretariat considering the growth of the city and the State. The existing Secretariat and assembly buildings have become congested and outlived their utility, the government had contended. Further, the government had informed the court that the new Secretariat would be built at a cost of nearly Rs 400 crore. Further, it had argued that the petitions were ‘politically motivated’.

Earlier, a division bench of the HC, issued an interim order asking the defence ministry to put in place the official procedures in transfer of around 55-acres Bison Polo land, adjacent to Secunderabad Parade grounds.

In 2019, the KCR government announced plans to build a new Secretariat complex with ultramodern facilities, and a perfect Vaastu, in the Bison Polo grounds at Secunderabad. The state government had announced that it would demolish the existing one at Saifabad, along with a new Assembly building. An expert technical committee and a Cabinet sub-committee had also looked into the issue last year and recommended the same.

KCR ran his administration and also held his Cabinet meetings from his official-cum-residential complex Pragathi Bhavan in Begumpet and had never worked from the existing Secretariat as he had felt something was wrong with its Vaastu. The KCR government’s move to construct a new Secertairt at the Bison Polo Grounds triggered wide-spread protests. Thousands of citizens in Hyderabad and Secunderabad vehementanly opposed the move as construction of new Secretariat will rob the citizens of their lung space and also lead to traffic bottlenecks.

Telangana CM launches 6th phase of plantation drive

Telangana Chief Minister K. Chandrashekhar Rao launched the sixth phase of ‘Haritha Haram’, billed as one of the world’s largest plantation drive, by planting saplings at eco-park at Narsapur in Medak district on Thursday.

He also formally opened the urban forest, developed over 630 acres as part of the rejuvenation of Narsapur forest. Forest Minister A. Indrakaran Reddy, Finance Minister T. Harish Rao and senior officials attended the programme.

The Forest Minister said about 30 crore saplings would be planted during the sixth phase of Haritha Haram. The Medak district administration is planning to plant 50 lakh saplings.

Increasing the green cover to 33 per cent and achieving green Telangana are the objectives of Haritha Haram, started in 2015.

During the drive, forest, panchayati raj and rural development, municipal administration and other departments plant saplings across the state every year.

KCR, as the Chief Minister is popularly known, has asked officials to adopt the Yadadri model, which was based on the Miyawaki method of growing thick forests.

He asked them to set up plant nursery at every 30 km on all state and national highways and continue the plantation programme on their sides.

Municipal Administration Minister K.T. Rama Rao launched the sixth phase of Haritha Haram in Hyderabad. As part of the programme, the government had developed urban lung spaces across the state, he said.

KCR govt decides to pay full salaries and pensions

Fearing a backlash from the government employees, the Telangana government has decided to pay full salaries and pensions to the government employees. A decision to this effect was taken by Chief Minister K Chandrasekhar Rao on Tuesday.

The decision also follows the Telanagana High Court taking a serious view on the government’s decision to slash salaries and pensions of employees.

A petition was filed by retired DIFO Raman Goud who argued that the ordinance was illegal and against the spirit of the Constitution. Hearing the petition, the Telangana High Court had issued notices to the KCR government.
On June 16, the Telangana High Court termed slashing of pensions by 50% and salaries by 75% illegal. The Telangana High Court had earlier directed the state government to file an affidavit and questioned the government’s rationale behind slashing the salaries and pensions.

The HC had observed that the Telangana government’s orders were not backed by any provision of the law. Following this, the Telangana government on June 17 promulgated an ordinance to defer payment of salaries and pensions to the government employees in view of dwindling revenues due to the corona imposed lockdown.

In a tearing hurry, the KCR government had promulgated the Telangana Disaster and Public Health Emergency (Special Provisions) Ordinance 2020 that enables it to defer payments of monthly salaries, pension or remuneration to employees, pensioners. The ordinance was approved by Governor Tamilsai Soundarajan. As per the ordinance, the government can put off the payments of salaries and pensions to 50 per cent.

The Ordinance was promulgated after the state government employees and pensioners associations filed a petition in the High Court against the deferment of salaries and pensions. The ordinance will be applicable to all the institutions and statutory bodies that are being controlled by the state government such as universities, colleges, schools and other government institutions. As per the ordinance, the deferred amount should be payable in six months from the date of deferment.

In May, the government has decided to cut the salary of the Chief Minister, Ministers, MLAs and MLCs by 75 per cent. Similarly, it had cut the salaries of IAS, IPS and IFS officers by 60 per cent due to loss of revenue to the government in the light of the complete lockdown declared to contain the spread of corona virus. Chief Minister K Chandrasekhar Rao had claimed that the Telangana government had lost around Rs 12,000 crore revenue due to the complete lockdown declared to contain the spread of corona virus.
