Telangana Legislature session to discuss Centre’s cuts on state revenue

The Winter Session of the Telangana Legislature will be held next month to discuss and inform the people of state of how the Centre imposed cuts in revenue due to Telangana for current fiscal 2022-23.

Both the houses of the state legislature will meet for one week.

Chief Minister K. Chandrasekhar Rao on Thursday directed Finance Minister T. Harish Rao and Legislative Affairs Minister Vemula Prashanth Reddy to take measures in this regard.

The two ministers will meet the Assembly Speaker and the Legislative Council Chairman to discuss and finalise the dates for the session.

According to a statement from the Chief Minister’s Office (CMO), due to the restrictions imposed by the BJP government at the Centre, Telangana suffered a shortfall of Rs 40,000 crore in revenue for 2022-23. This resulted in denial of funding for various schemes being implemented in the state.

KCR, as the Chief Minister is popularly known, emphasised the need to explain to people from the Assembly as to how the restrictions imposed by the Centre dented the state’s revenue.

By such measures, the Union government is obstructing Telangana’s development, it said.

The Centre declares the FRBM limit for every state before beginning of financial year to enable the state to mobilise financial resources. For financial year 2022-23, the Centre announced Rs 54,000 crore FRBM limit for Telangana. However, this limit was suddenly reduced to Rs 39,000 crore. The funds receivable by the state came down by Rs 15,000 crore.

States which financially perform get an additional relaxation of 0.5 per cent in FRBM limit. However, the Centre imposed the restriction that this will be available to Telangana if it implements reforms in power sector. It tried to force the state to implement anti-farmer measures, the statement said.

The Chief Minister has already conveyed to the Centre that despite all the hardships, Telangana will not implement reforms which harm the interests of farmers and agriculture.

As a result of this the state lost another Rs 6,000 crore. Thus, the state was denied Rs 21,000 crore due to the Centre’s wrong policies, the CMO said.

Not stopping at that, the Centre also stopped Rs 20,000 crore funds due to the state. Thus, Telangana suffered a revenue loss of Rs 40,000 crore, it added.

Telangana alert, we cannot be a mute spectator to Coronavirus: KCR

With the second case of coronavirus confirmed in Hyderabad, the state government as a precautionary measure has put Telangana on high alert to contain and tackle the global outbreak of Corona virus global outbreak. Schools, colleges and all educational institutions will be closed till March 31. Further, the government has asked the theatre owners to shut down cinema halls till March 31, a decision to this effect was taken at a high-level committee comprising all state departments noting that some states in the country have already initiated measures such as temporarily shutting down cinema halls, malls and educational institutions to contain the spread of the viral disease. However, the government said the SSC (Class 10) examinations will continue as per schedule.

Earlier, addressing the Assembly, Telangana chief minister K Chandrasekara Rao although currently there is no panic situation in the state he said the coronavirus should not be underestimated.

India has registered its second death related to Novel Coronavirus (Covid-19) after a 68-year-old woman died in Delhi, while around 81 positive cases have been reported till date. In Hyderabad, there has been only one case of coronavirus in Hyderabad after a 24-year-old techie tested positive for the deadly disease. The patient underwent treatment at the Gandhi Hospital and was discharged after complete recovering. A 76-year-old man from Karnataka died in Hyderabad, the first case of coronavirus death reported in the country. The chief minister informed the Assembly around 34 people, who came in contact with the 76-year-old Karnataka man who died of coronavirus, have been identified in the state. Further, three passengers who had returned from Italy were rushed to the Gandhi Hospital after they showed symptoms. The samples with suspected symptoms of the virus have been sent to the National Institute of Virology (NIV) in Pune.

The central government has taken several measures to contain the spread of the virus. The state governments of Delhi, Karnataka, Odisha and Maharashtra have announced partial shutdowns in view of the global epidemic coronavirus (Covid-19) outbreak, he informed the Assembly and the Telangana government cannot be a mute spectator.

“This is a serious public health threat. The virus has sparked fear and anxiety around the world. We cannot be a mute spectator to the spread of Corona virus. Though there is no panic situation in Telangana, the government is alert and will take all precautionary measures to counter the threat of the virus. The actions we take today will save lives,” the chief minister told the Assembly on Saturday.

“Our neighboring metro Bangalore has closed schools. Governments have asked people to keep marriages and birthday functions low-key. Similar measures were initiated by the governments of Maharashtra, Odisha and other states,” he said. The chief minister said when the Spanish flu in the early 19th century, it wiped out around 10 to 20 crore people globally. In India alone, as per records, around 1.40 crore people were killed due to the Spanish flu. Therefore, it would be criminal to underestimate or ignore the outbreaks of such viruses, he told the Assembly.

The chief minister further informed the Assembly that the government was taking all necessary precautions to monitor and screen all passengers at the Rajiv Gandhi International Airport which is witnessing an exponential growth of 150 per cent in air traffic. On an average, the airport handles 57,000 passengers and over 500 flights operate from the airport. The central government has banned and cancelled all visas to travelers from the seven most affected nations including China, South Korea, Iran, Italy, France, Germany and Spain. “Fortunately, we do not have direct flights to these seven countries, but the fear of contagion is always there as the travelers visit Hyderabad through connecting or transit flights,” he said. Similarly, the government will initiate various protective measures to prevent the spread of the virus at Metro stations and public transport systems like the RTC. He said around 4 lakh people travel in Metro Rail everyday and two crore passengers commute in RTC.

KCR: Govt cannot provide jobs to everyone

Telangana Chief Minister K Chandrashekar Rao said that none of the governments in the country can provide jobs to all the unemployed in public sector. The TRS supremo made this statement on Friday in Telangana Assembly when he was speaking on regularisation of contract staff.

He was not only defending Prime Minister Narendra Modi, but also giving back to TJAC Prof Kodandaram who is spearheading movement against government for failing to fill vacant posts in government.

It may be recalled that Opposition parties in the country and state have been criticizing governments for failing to generate employment opportunities. KCR further added that the campaign against Prime Minister is insincere. TJAC has been critical of TRS for failing to fill about two lakh vacant posts in various department of government.

He noted that employment can be created only in private sector, for which the government is attracting investors on a large scale. He further added that awareness must be created about jobs in private sector.

BJP MLAs suspended from Telangana assembly over Muslim quota bill

All five members of the BJP on Sunday were suspended from the Telangana legislative assembly as they tried to stall the proceedings to protest the bill for raising the reservation quota for Muslims in the state.

Speaker Madhusudhana Chary announced the suspension of all the Bharatiya Janata Party members for the one-day special session of the house after Legislative Affairs Minister Harish Rao moved a resolution to this effect.

BJP floor leader G. Kishan Reddy and the party’s state President K. Laxman were among the lawmakers suspended from the house.

The BJP members raised slogans against the Telangana Rashtra Samithi (TRS) government and tried to disrupt the debate on the draft legislation that seeks to increase quota for the Muslims and the Scheduled Tribes to 12 and 10 per cent respectively.

Earlier, participating in the debate Kishan Reddy termed the bill unconstitutional and said it would not stand judicial scrutiny.

He said the BJP was strongly opposed to reservations on the basis of religion, and alleged that injustice was done to the Backward Classes by including Muslims in the BC (E) category.

Kishan Reddy said the four per cent quota provided to the Muslims by the previous government in undivided Andhra Pradesh was struck down by various courts and the case was still pending in the Supreme Court.

He found fault with the TRS government for clubbing the Scheduled Tribes reservation with the Muslim quota in a single bill.

T-Cong demands House Probe into ryot suicides

Leader of Opposition in Legislative Council Mohammed Ali Shabbir demanded the constitution of a Legislature Committee to probe into the suicides committed by farmers and also to suggest measures to prevent agrarian crisis in future. Both houses, Assembly and Council took up the matter of suicides today.

Initiating the debate on farmers’ suicide in the State Legislative Council on Tuesday, Congress leader Shabbir Ali said that there had been a confusion over exact number of suicides due to farm related reasons since the formation of Telangana. Therefore, based on FIRs, all cases of farmers’ suicide should be re-investigated so as to get the exact statistics. He made it clear that the Congress party never indulged in politics over dead bodies. Therefore, it would support the State Government in all its initiatives to help the farmers and the families of those who committed suicide.

The Congress leader strongly criticized the TRS Government for splitting the crop loan waiver into four installments. While Rs. 4250 crore were paid in 2014-15, this year, second installment amount was further divided into two parts. Since entire dues were not cleared, the banks are not releasing the mortgaged documents, passbooks, gold, etc., to farmers. Therefore, the farmers feel more tortured than relieved due to the crop loan waiver scheme. never said that the crop loan would be waived in installments. At this point, Home Minister Nayani Narasimha Reddy intervened and blamed the Congress for farmers’ suicide. Responding to his allegation Shabbir Ali said it was ridiculous on the part of TRS to blame previous Congress regime. “Your government is now 16-month old. Stop behaving like an innocent and start accepting responsibilities,” Shabbir shot back.

“Shun false prestige,declare drought in TS”

TDP leader in Assembly Errabelli Dayakar on Tuesday accused TRS government of deliberately delaying dispatch of drought report to the centre. Government should not go for a false prestige in acknowledging the drought and suicides in the state, he said.

Participating in the debate in Assembly on the farmers’ suicides in the Telangana state, Dayakar Rao, asked the government to spell out the reasons for the delay in sending the drought report to the centre. ” So far 14 states have sent the reports the centre and sought drought relief from the centre. Why is it that Telangana is delaying,” he asked. Dayakar Rao also wonder why had the government not declared the drought affected mandals in the state even though 50 per cent of crops either failed or not sown in the state.

“The BJP government at Centre is ready to extend the help to state if a proper report is received on drought. As the friendly party of BJP, the TDP is also ready to put pressure on the NDA government to release drought relief liberally,” he said.

He alleged that after boasting that Telangana was rich state, was coming in the way of requesting the centre for help.” Telangana may be a rich state. There are huge mass of poor farmers in the state. So far 1400 farmers have committed suicide. So, the government should not take this as a matter prestige and delay the drought declare drought in the state,” he said. He said false prestige of rich state should not harm the farmers who were in distress.

TS set the ball rolling for creation of new districts

Initiating the process of reorganization of districts in the state of Telangana, the TRS government constituted a committee to look into possibilities of carving out new districts. Incidentally, the decision came out on the day when a big all-party rally had been taken out in Gadwal demanding a new district and Congress leaders demanding the naming of the proposed new district in Adilabad after Konda Lakshman Bapuji, the first cabinet minister to resign from Kasu Brahmananda Reddy cabinet in 1969.

The state government constituted the committee of secretaries under the chairmanship of chief secretary Rajiv Sharma to give recommendations on reorganization of administrative units which include districts, revenue divisions and revenue mandals. At present there are 10 districts, 43 revenue divisions and 457 mandals in Telangana state. Given the vociferous demand from some sections of people and unwieldy geography of some district, dividing district in two three is a possibility. The talk in TRS circles is that there is a possibility of adding about 14 districts to existing 10. The constitution of the committee stems from the cabinet decision giving its nod to create new districts in the state. The entire process of creating new districts is expected to be completed in 9 to 12 months time.

In some there has been fierce competition within the district for new district. In Mahabubnagar district, Nagarkurnool and Gadwal are competing for new district. The 2015 election had been fought on the plank of working towards to getting a new district. In between Wanaparty is also ambitious of getting status of district. This way Mahabubnagar needs to be divided into three districts. Agitations have been going on in Bhadrachalam, Khammam and Mahbubabad for seperate districts. In all places, the agitation took an all-party form indicating the support the demand garnered from all sections. Leaders from Bhadrachalam revenue division want new district status as compensation for losing nearly 300 villages in seven mandals to the AP in the name of submerged areas in Polavaram project . Tribal organizations the area demand that Bhadrachalam be declared a tribal district by clubbing the five ST reserved constituencies Ashwaraopet, Wyra, Ellandu, Penupaka with Bhadrachalam. Similarly, another important town craving district status is Mahbubabad in Warangal district. Recently local people observed a bandh in support of their demand. From Adilabad, Mancherial division has the support from all parties from district status and is a sure candidate. People from temple town Vemulawada in Karimnagar district are also demanding Vemulawada districct , though there voice is feeble. Jagityal is a strong candidate for district status in the district.

T-Cong for unanimous bypoll for Narayankhed

Telangana Congress today urged political parties in the state to help the family members of Congress MLA late Kista Reddy get elected to the Assembly unopposed.

Today, in Assembly, while paying tributes to Kista Reddy who, represented, Narahyankhed constituecy in Assebmly, Congress senior MLA G Chinna Reddy requested the chief minister that electing a member from Kistareddy family to Assembly unopposed would be real tribute to the later member. Kista Reddy, whose real name is patlolla Krishna Reddy, passed away on August 25,2015 in Hyderabad while in the sleep . Earlier moving the condolence motion chief minnister Chandrasekhar Rao recalled his 40-year long friendship with Kista Reddy, who also hailed from Medak. Taking the opportunity, Congress member Chinna Reeddy said how deeply Kista Reddy was committed to Telangana. Chinna Reddy said Kista Reddy had been active in the T-movement since 1969 when he was even jailed for some time. Congress members J Gita Reddy , DK Aruna and others also supported the suggestion and urged the all parties in the Assembly and outside to see that the family member of Kista Reddy is elected unanimously to Assembly, as death was sudden and unexpected.

Talasani: I have resigned in December last

Adding more confusion to the ‘resignation controversy’ Telangana commercial taxes minister Talasani Srinivas Yadava said he had resigned from Assembly way back in December itself.

He said he was moving around with a copy of the letter in the pocket. He flaunted it to the benefit of media.

Talasani had to give this clarification following pressure from Telugu Desam party and Congress for his resignation from Assembly as he defected from TDP to TRS.

He repeatedly claimed that the did submit his resignation letter to the speaker.

T-Congress , however, sought a copy of the resignation letter from Assembly speaker’s office under RTI Act. The speaker’s office  clarified that  it had not received any resignation letter from Talasani Srinivas Yadav. Later on Congress launched a campaign that Talasani had lied to the Assembly speaker, Governor and the chief minister. They demanded the governor that Talasani be booked under 420.

TDP also picked up the battle and yesterday staged a dharna  before Raj Bhavan protesting govenor’s inaction on the resignation controversy of TDP member who is now in TRS .  This forced Talasani to address media conference to clarify on the status of his resignation.  He also said the was ready to face by-election.

Then who is lying, Talasani or Speaker’s office? Why is it that the speaker not accepting the resignation? How come a constitutional authority misleads Congress when it sought information under RTI? Let us see how things will unfold in the next couple of days.
