For a change: KCR’s sop to Telangana MLAs and MLCs

Telangana Chief Minister K Chandrasekhar Rao is famous for showering sops on voters to win elections since 2014.

Be it Rythu Bandu, Rythu Bima, distribution of sheep, Aasara pensions, Kalyana Lakshmi, Shaadi Mubaraka etc, all these schemes were announced and implemented with an eye on elections and to consolidate TRS vote bank.

But for a change, KCR showered sops on all MLAs and MLCs of Telangana irrespective of political parties.

KCR increased the Constituency Development Fund (CDF) of each MLA and MLC from the existing Rs 3 crore to Rs 5 crore in the new Budget 2021-22 presented to Legislative Assembly today (Thursday).

Everyone knows who benefits from CDF.

It’s the discretion of MLAs and MLCs to take up works in their respective constituencies with these funds and award contracts to contractors of their choice.

There are several instances and allegations against MLAs and MLCs of siphoning of these funds or taking percentages from contractors.

The MLAs and MLCs were in such a state of excitement in the Telangana Assembly and Council that as soon as the finance minister read out this budget proposal on increasing CDF, the entire Assembly and Council irrespective of political parties erupted with joy.

The MLAs and MLCs clapped hands, bang their hands in tables with joy for a while due to which Harish could not continue his speech.

Telangana Budget 2021 Updates

Telangana Finance Minister T. Harish Rao is presenting the state Budget 2021-22 today. Rs 5 crore to each assembly constituency under Assembly Constituency Development Fund has been allocated. Over Rs 14,800 crore have been allocated for the state government’s flagship programme Rythu Bandhu scheme and Rs 5,225 crore for loan waiver scheme.

Other than anything, Rs 25,000 crore budget for agriculture sector and Rs 16,900 crore for irrigation department has been allocated, giving it the first priority. The government has allocated Rs 1,000 crore for Hyderabad Metro Rail project and Rs 200 crore for Musi rejuvenation project.

For a comprehensive land survey, Rs 400 crore has been allocated while Warangal and Khammam Municipal corporations got 250 crore and Rs 150 crore respectively. The government is spending Rs 11,000 crore for completing 2BHK housing scheme and Rs 3,000 crore for RTC through budgetary and non budgetary provisions.

Also, the government has decided to distribute 3 lakh sheep units for which Rs 3000 crore has been allocated. For construction of integrated veg and non-veg market complexes in all towns and cities, Rs 500 crore has been allocated. Rs. 338 crore will be given for Handloom Workers Welfare.

Also, the government is going to introduce dalit empowerment scheme in the coming financial year.

Announcement on pay revision panel in couple of days: KCR

Telangana Chief Minister K. Chandrasekhar Rao on Wednesday told the Assembly that an announcement on the Pay Revision Commission (PRC) recommendations for government employees will be made in the next couple of days.

He said the announcement will be made in the Assembly after the results of elections to two Legislative Council seats are declared.

KCR, as the Chief Minister is popularly known, assured the government employees that the PRC implementation will meet their expectations. “In fact, Telangana government employees will feel proud to be among the highest paid in the country,” he said.

Replying to the debate on the motion of thanks to the Governor’s address, he promised that all the issues of the employees will be addressed.

The Chief Minister also told the Assembly that an unemployment allowance is under the consideration of the government. He pointed out that Covid pandemic put a burden of Rs 1 lakh crore on the state exchequer.

KCR said the government was in the process of framing guidelines to pay unemployment allowance to the unemployed youth but due to the pandemic, the government could not even pay full salaries to the employees and thus in such a difficult situation, it could not pay unemployment allowance.

He, however, assured the house that unemployment allowance is under the consideration of the government and nobody should have any doubts about its implementation.

Replying to the issues raised by Majlis-e-Ittehadul Muslimeen (MIM) leader Akbaruddin Owaisi, the Chief Minister said the government was focusing on allotment of double bed-room houses to applicants in the old city of Hyderabad and problems faced by minority residential schools.

KCR reiterated that the places of worship damaged during the demolition of old state Secretariat will be rebuilt on their original sites.

When BJP member Raghunandan Rao stated that the eligible people are not getting ration cards, KCR said the government issued large number of ration cards. He pointed out that the number of ration cards before 2014 was only 14 lakh and the number has now gone up to 39 lakh.

Stating that the government is working with an aim to help the poor, he said the pension for various categories of beneficiaries which was just Rs 200 per month in the past has been raised to Rs 2,016. The number of beneficiaries also increased from 29,21,520 to 39,36,520.

Lockdown of schools, colleges in Telangana again soon!

Telangana Chief Minister K Chandrasekhar Rao has hinted at the lockdown of schools and colleges across Telangana again on the ground of increasing corona cases in Telangana for the past few days.

Speaking in the Legislative Assembly today (Thursday), KCR expressed serious concern over several fresh corona cases being reported from educational institutions across Telangana for the past two-three days.

KCR expressed doubt that this could be the second wave of corona in Telangana and said it would be better to take precautionary measures immediately before the situation turns out of control.

KCR said he will review the corona situation in Telangana and make an announcement in the Assembly whether to run or close the educational institutions in the next two or three days.

KCR opined that it would be better to close the educational institutions instead of taking chances and shift to online classes again.

Telangana home minister violates ‘secrecy of voting’ rules!

Telangana home minister Mohd Mahmood Ali has breached ‘secrecy of voting’ rules on Sunday after casting his vote in the graduate MLC elections in Hyderabad.

The Election Commission rules stipulate that voters should not disclose party or candidate’s name to whom he/ she had voted.

But Mahmood Ali violated this rule by openly announcing that he had voted for TRS candidate Vani Devi.

As a responsible minister, that too a home minister, Mahmood Ali is least expected to follow the rules and remain as a role model for others.

But he blatantly violated these norms.

The Election Commission is expected to declare Mahmood Ali’s vote as ‘invalid’.

Opposition parties have complained to EC to take action against Ali

This incident has come as a big embarrassment to the TRS party.

Why KCR is delaying Warangal, Khammam corporation polls?

Strange are the ways of TRS chief and Telangana Chief Minister K Chandrashekar Rao.

When GHMC elections were due in February 2021, KCR advanced those elections by two months.

He forced GHMC elections in December 2020 all of a sudden with a strategy that Opposition parties will not get enough time even to find candidates let alone giving tough fight for TRS.

However, KCR’s strategy backfired with TRS seats in GHMC coming down from 99 in 2015 to 56 in 2020.

The BJP on the other hand made major gains by increasing its tally from 4 in 2015 to 48 in 2020.

In this backdrop, all political parties expected that KCR will advance even the crucial elections for Warangal and Khammam municipal corporations.

However, KCR is maintaining complete silence on these elections even as the term of present councils of Warangal and Khammam municipal corporations will end tomorrow (March 14, 2021).

With this, both the corporations will go under the rule of Special Officers who will be IAS officers.

The TRS government is not showing any interest to hold elections for both these corporations anytime soon.

TRS wants to see the results of MLC polls on March 17 and Nagarjunasagar Assembly bypoll expected in April/ May.

If TRS performs well in these elections, KCR may go for Warangal, Khammam corporation polls.

If not, he will keep these corporations under Special Officers for few more months until the political atmosphere improves for TRS.

All set for launch of ‘Azadi mahotsav’ in Telangana

Elaborate arrangements are in place in Telangana for ‘Azadi Ka Amrut Mahotsav’ on Friday to mark 75th anniversary of India’s independence.

Telangana Chief Minister K. Chandrasekhar Rao will unfurl the national flag at Public Garden in Hyderabad to formally launch the celebrations which will continue for 75 weeks till August 15, 2022.

Governor Tamilisai Soundararajan will hoist the Tricolour at another programme to be held at Warangal.

Officials have made large-scale arrangements for both the events. Flag hoisting will be followed by the police march-past and releasing of the balloons in air. These programmes would be held following the Covid guidelines.

In Hyderabad, police imposed traffic diversions around Public Gardens to facilitate proper regulation of traffic.

Hyderabad Police Commissioner Anjani Kumar said the traffic diversions will be in place from 10 a.m. to 1 p.m.

The police also announced parking arrangements for the invitees for the programme.

Chief Secretary Somesh Kumar asked the officials to make all arrangements to make the event a very successful one. All government buildings and junctions will be illuminated on March 11 and 12.

The state government has sanctioned Rs 25 crore for the celebrations.

The Chief Minister has already directed the officials to organise the celebrations in a big way. He noted the Telangana region played a unique role in the then freedom movement.

KCR also wanted essay writing competitions, debates, elocution, drawing competitions, poets gatherings and other such programmes should be conducted all over the state on the occasion.

KTR extends TRS support to fight against Vizag Steel privatisation

The ongoing agitations against privatisation of Vizag Steel Plant in Andhra Pradesh got support from unusual quarters.

TRS working president, IT minister and Telangana CM KCR’s son KT Rama Rao extended his support as well as his party’s support for ongoing agitations against privatisation of Vizag Steel Plant.

KTR even offered to visit Vizag and take part in anti-privatisation agitation directly.

He said his party leaders and activists will also take part in agitations in Vizag demanding the Centre to withdraw the proposal to privatise Vizag Steel.

KTR said the Telugu States should join hands and fight unitedly in case of any trouble to any state.

KTR lashed out at Prime Minister Narendra Modi for privatising Vizag Steel Palnt.

KTR said if Telangana keeps silent on this issue thinking that AP will lose and Telangana has nothing to lose, tomorrow Modi will eye public sector companies like BDL, BHEL etc in Hyderabad and try to privatise them.

KTR said it’s the responsibility of Telugu States to fight jointly against the Centre if it harms the interests of Telugu States.

KCR lures govt employees with 29% salary hike ahead of MLC polls

As the crucial Graduate MLC polls for two seats on March 14 nears, TRS chief and Telangana Chief Minister K Chandrasekhar Rao is leaving no stone unturned to lure state government employees to win this election.

KCR has decided to give 29% fitment (hike on basic salary) as part of the implementation of the new PRC.

Similarly, he has decided to increase the retirement age by three years from the present 58 years to 61 years.

Though the ‘election code’ is in force, CM announced these decisions as ‘leaks’ from Pragathi Bhavan.

These ‘leaks’ conveyed a message to employees unions and employees that KCR will announce these decisions ‘officially’ in the Budget session of the Legislative Assembly set to begin on March 15.

Employees are angry at the TRS government for delaying new PRC by nearly three years.

The new PRC has recently recommended a meagre 7.5% fitment which further angered employees.

To pacify employees, KCR has decided to extend 29% fitment though PRC had recommended just 7.5%,

However, in 2015, KCR extended 43% fitment.

Will employees feel happy over KCR deciding to extend just 29% now, which is much lower than 43% fitment given in 2015, and vote for TRS in MLC polls remains to be seen.

Telangana HC cracks whip on bureaucrats for contempt

Telangana High Court has cracked the whip on bureaucrats for contempt in land acquisition cases as it sentenced to jail five officials including two district collectors during the last one week for disobeying its orders.

By sentencing bureaucrats to jail, the High Court has sent strong message to officials involved in contempt cases that they can’t escape punishment for willful disobedience’ of court orders.

Two orders sentencing the contemnors have given hope to many petitioners who have approached the court against top officials for disobeying the court’s directions.

Several top officials in the state are facing contempt cases, especially pertaining to land acquisition for construction of irrigation projects

The court on Tuesday awarded three months jail for Siddipet district collector P. Venkatarami Reddy and four months jail to the Special Deputy Collector, Kaleshwaram land acquisition, Jayachandra Reddy and imposed a fine of Rs 2,000 each.

The jail term for the two officers, however, was suspended for six weeks.

The court, which convicted the government officials for unlawfully dispossessing some farmers in Siddipet district, directed Venkatarami Reddy and Jayachandra Reddy to pay Rs 25,000 and Rs 50,000 respectively to farmers towards legal costs.

The court also imposed a fine of Rs 2,000 on Rajanna Sircilla District Collector Krishna Bhaskar, who served as Collector of Siddipet between August 2018 and June 2019, for not following the orders.

Justice M.S. Ramachandra Rao also ordered that adverse entry be made in the service records of the two collectors.

The judge pronounced the orders on petitions by a group of farmers who alleged that they were forcibly dispossessed of their land for constructing Mallanna Sagar reservoir as part of the Kaleshwaram Lift Irrigation Project. The petitioners complained that the requirements of Land Acquisition Act were not met despite orders by the court.

In 2017, Telangana government issued notification to acquire land under Right to Fair Compensation, Rehabilitation and Resettlement Act-2013 for construction of the reservoir with a storage capacity of 50 TMC of water.

Nearly 15 persons of Vemulaghat and surrounding villages had filed a writ petition stating that the objections they had raised were not taken into consideration. They contended that the details of Mallannasagar project report in Telugu which they had sought were not furnished to them.

The High Court had directed the government to make available the information sought on or before July, 9, 2018. The petitioners later filed a contempt of court case alleging that the court directions were not complied with by the officials.

Earlier on March 2, the High Court had sentenced Krishna Bhaskar, then Joint Collector Yasmin Basha (now collector of Wanaparthy district) and Revenue Divisional Officer N. Srinivasa Rao, to three months simple imprisonment and a fine of Rs 2,000 for disobeying court orders.

Justice M.S. Ramachandra Rao passed the order on a contempt petition filed by 11 landowners from Anantagiri village of Sircilla district, whose land was submerged by a reservoir of the Kaleshwaram project.

The officials disobeyed the earlier interim orders of the court to not carry out any construction work that could affect the petitioners’ land unless they were paid compensation. The court had also ordered that the compensation should be paid as per the rules of land acquisition and benefits under the rehabilitation and resettlement policy.

The petitioners filed contempt petitions after the construction work continued submerging their lands and they were not paid compensation. The convicted officials were also directed to pay Rs 10,000 as legal cost to each of the petitioners.

In another case, the High Court on Tuesday summoned IAS officer A. Sharath to be present before the court on March 17 to explain as to why he has failed to implement a court order on Gudimalkapur market when he was commissioner of marketing department.

A bench of Chief Justice Hima Kohli and Justice B. Vijaysen Reddy passed the orders on bureaucrat’s contempt appeal challenging the order of a single judge that had convicted him in a contempt case with Rs 5,000 penalty.

The bench expressed its unhappiness over the official disobeying the order of the single judge bench to address the grievances of members of the vegetable commission agents welfare association.

Hyd at 24th rank in EOL index: War of words and fact check

A couple of days ago Union housing and urban affairs minister Hardeep Puri released Ease of living index report for Indian cities. Hyderabad got 24th rank in this report. It slipped from 4th rank in the previous time to 24th rank in the current year. This led to the war of words between the leaders of TRS, who allege that the BJP government intentionally reduced the rank of Hyderabad, and leaders of BJP, Who argue that the negligence of the TRS government is the reason for this. Details as below.

The report:

The ease of living index is split into 2 parts. One deal with the cities with more than 1 million population and the other deals with the cities having less than 1 million population. Among the cities with a population of more than a million, Bengaluru has topped the list and given the tag of the most liveable city in India. Pune got 2nd rank, and Ahmedabad got 3rd rank. A total of 111 cities have been included in the list. Hyderabad got 24th rank in this list. Vishakhapatnam is at 15th rank, ahead of Hyderabad in ease of living. Among the cities having less than a million population, Shimla topped the list. Kakinada is in 4th place.

TRS Leaders’ vehement criticism on the report:

As soon as the report is out, TRS leaders criticised it saying BJP attempts to tarnish the image of Hyderabad. GHMC Mayor Vijayalakshmi came down heavily on the report and said BJP leaders interfered in the report and manipulated the rank of Hyderabad. She wondered how can rank slip from 4 to 24. While the report says poor drainage in the city pulled down to be rank, TRS leaders question, how Chennai can rank at 4th place if that is the case.

BJP leaders counter-arguments:

BJP leaders counter the arguments of Vijayalakshmi and other TRS leaders. They argue the TRS government’s negligence is the main reason for this. They remind the recent statements of the Mayor on the poor drainage and flood proneness of Hyderabad. It is to be noted that, when reporters asked Mayor about how she can save the city from floods, she replied, she can only pray for God not to flood the city through heavy rains and other than that she can’t do anything. BJP leaders also remind how HYDERABAD people rebelled against TRS leaders during ghmc elections campaigning as they were frustrated with TRS’s mis-governance in GHMC region.

Both arguments have some merit:

There’s some truth in both sides of the arguments. Bangalore was at 58th rank in 2018. Now it jumped to 1st place. But even the citizens of Banglore themselves are not accepting the tag of the best livable city as they face several issues like huge traffic and lack of basic amenities. So obviously the report has political motivations.

But there’s the other side of the coin too. There is a huge deviation in the parameters considered for this report. While criteria in 2018 focused more on governance parameters, criteria this time includes parameters related to individual choices, citizen awareness and priorities by citizens. Probably modified criteria might have impacted the ranking of Hyderabad.

Overall:

It seems the political parties know about the modified criteria and yet indulge in a war of words just to push the other party to the corner. So overall, it is just another mind game by the parties to get some political mileage of yet another issue.

TSRTC pays salaries to staff with support from govt

Telangana State Road Transport Corporation (TSRTC) has paid salaries to its employees with the state government’s budgetary support.

TSRTC Managing Director Sunil Sharma stated that on the direction of the Transport Minister P. Ajay Kumar proper planning was done and enough savings were done and along with government budgetary support salaries were given to all the RTC employees.

He said TSRTC has improved its revenues to Rs 11 crore per day from Rs 2 crore during Covid time. Regular meetings were conducted and RTC staff was motivated to take up measures to improve the revenues of the corporation.

“Today on an average, we are earning around 11 crore revenue per day. During the Covid time the revenue had fallen to a low of around Rs.2 crore per day. A lot of measures were taken up like adopting new job security guidelines and continuous monitoring of the RTC, which has resulted in better position,” the MD said.

Sunil Sharma said adequate safety measures were taken to ensure that both passengers and staff were protected from coronavirus.

He said regular video conferences were conducted with RTC staff and directions were given thus improving the financial health. Around 32 crore was recently deposited in the GPF account of the employees.

Sharma said more such measures were being taken up to ensure that the RTC improves further.

The state government had last month finalized guidelines providing job security to TSRTC employees. The RTC employees, in the past, had brought to the notice of Chief Minister K. Chandrasekhar Rao that the employees are being subjected to unnecessary harassment while discharging their duties on several occasions and they are also losing jobs.

Responding to this, the Chief Minister assured them that job security would be provided to the TSRTC employees without any harassment at work. As per the instructions from the CM, the RTC officials committee prepared the guidelines, which were accepted by the chief minister.

Telangana records 163 new Covid cases

Telangana surpassed 2.99 lakh Covid-19 cases on Tuesday with 163 more cases detected during the last 24 hours.

Exactly a year after the first Covid case was detected in the state, the fresh cases pushed the cumulative tally to 2,99,086.

One more person succumbed to the virus taking the toll to 1,635.

The fatality rate remained 0.54 per cent as compared to the national average of 1.4 per cent. While 44.96 per cent of the deaths occurred due to Covid-19, 55.04 per cent were due to comorbidities.

Greater Hyderabad saw the maximum number of cases at 27, followed by Medchal Malkajgiri with 13 and Rangareddy at 12. In the remaining 30 districts, the daily Covid-19 count was in single digit.

A total of 157 people recovered during this period, taking the cumulative recoveries to 2,95,544. The recovery rate stands at 98.81 per cent against the national average of 97.1 per cent.

The number of active cases stands at 1,907, including 774 people who are in home or institutional quarantine.

The health authorities conducted 40,181 tests during the last 24 hours. As many as 37,677 samples were tested in government labs and 2,504 in private labs.

According to the Director of Public Health and Family Welfare, cumulative number of Covid tests rose to 87,61,207.

The samples tested per million population rose to 2,35,389. The daily testing target for the state is 5,600 as per the WHO benchmark of 140 tests per million per day.

Over 92 per cent of the beds in hospitals treating Covid cases remained vacant. As many as 8,226 beds out of 8,577 beds in 62 government hospitals were vacant. Similarly, in 216 private hospitals, 6,851 out of 7,633 beds were vacant.

Pawan to expand Janasena party in Telangana

Janasena chief Pawan Kalyan today made key remarks that he is planning to expand his party in Telangana as well. What made all this interesting is that he made these comments just at the time when Sharmila is planning to announce his party in Telangana soon. Details as below.

Pawan Kalyan convened Janasena Veeramahila Conference in Hyderabad today and he made key remarks at that conference. While revealing his plans to expand Janasena in Telangana, Pawan Kalyan reminded that Janasena was born on Telangana soil. He explained that he did not focus on expanding the party in Telangana earlier because he was respecting the sentiments of the people of Telangana. He also reminded that the first MPTC Janasena won was in Telangana. He also recalled how political leaders objected to him when he tried to solve the fluorosis issue in the Nalgonda region.

Pawan Kalyan’s comments raised a lot of questions among political circles. Especially Pawan announcing his plans to expand the party in Telangana just ahead of Sharmila launching her party is becoming the topic of debate. As BJP is going strong on the cause of Hindutva, TRS needs the consolidation of anti-BJP votes towards TRS. If Sharmila’s party also vies for the same vote bank, it will be definitely a cause of concern for TRS. So, Pawan Kalyan, who is BJP’s ally in AP, planning to expand his party in Telangana is causing a lot of confusion at this moment as Pawan’s move may indirectly help TRS rather than BJP.

We need to wait and see how other parties respond to this.

Telangana urges Centre for scheme in lieu of ITIR

Telangana’s Information Technology Minister K T Rama Rao on Sunday urged the Centre to announce a scheme or an initiative for Hyderabad in lieu of Information Technology and Investment Region (ITIR) which it has scrapped.

In a letter to Union Minister for Information Technology Ravi Shankar Prasad, it is clear that the Union government is not inclined to continue the ITIR scheme, he may consider providing a scheme/initiative in its place to ensure that cities like Hyderabad continue to flourish and provide employment to youngsters.

Cities like Hyderabad are the economic engines that contribute immensely to our country’s economy. It is therefore important that such cities should be rewarded by way of new policy initiatives and incentives.

KTR, as Rao is popular knonw, wrote that the youth of Telangana are eagerly waiting for new employment opportunities that could be created with the support of the union government in the IT sector.

KTR recalled that the state government made numerous appeals during the past six years to sanction funds for ITIR but unfortunately there was no response whatsoever from the union government.

“Valuable time was lost as the Telangana Government kept on pursuing the ITIR Project without any response from the Union Government. Considering the importance of the IT sector and its contribution to the overall economy, a prompt response on such an important matter would have been appropriate. Lakhs of local youth have been deprived of employment due to the lackadaisical attitude of the Union Government,” he wrote

The state minister wrote that he was sharing some very promising news from Telangana amidst all the gloomy news coming in from across the globe owing to the Covid pandemic. The latest estimates indicate that the IT exports from Telangana are expected to grow over 7% to touch Rs 1.4 lakh crore (about $19.1 billion) for the financial year 2020-21. The national growth rate in the said period, according to NASSCOM, is estimated to be at about 1.9 per cent at $150 billion.

Telangana Congress seeks CBI probe into advocate couple’s murder

Telangana’s opposition Congress on Friday submitted a memorandum to Governor, Dr Tamilisai Soundarajan, seeking a probe by the Central Bureau of Investigation (CBI) into the killing of advocate couple.

A delegation of party leaders led by state party chief Uttam Kumar Reddy met the Governor at Raj Bhavan and submitted her a memorandum for a court-monitored CBI probe into the gruesome murder of Gattu Vaman Rao and his wife Nagamani, who were practicing at the Telangana High Court.

The couple were waylaid and brutally hacked to death in full public view by two assailants in Peddapalli district on February 17.

Police have so far arrested four accused including a mandal-level leader of ruling Telangana Rashtra Samithi (TRS), who has been since suspended from the party, and the nephew of another TRS leader and Zilla Parishad chairman Putta Madhu.

Reddy, who is also a Member of Parliament, alleged that the murders are an attack on the legal community to silence them and “prevent them from exposing the massive corruption and misuse of state power”.

The Congress leader alleged that the advocates were murdered to prevent the truth from coming out in the death of Seelam Rangaiah, a Dalit, in police custody.

Reddy told reporters that the Governor responded positively to their demand for the CBI probe.

Alleging that the ruling party leaders are involved in the murder, he said the police were not probing their role.

The state Congress chief said the couple was killed in a pre-planned manner as they had approached the High Court for justice in Dalit youth’s death in police custody and they were also proving hurdle for TRS leaders’ illegal activities in Manthani.

Reddy claimed that Vaman Rao was silenced as he was gearing up for a fight over illegal mining of sand worth Rs 4,000 crore from the Kaleshwaram lift irrigation project.

He said Vaman Rao was also exposing the Putta Lingamma Charitable Trust for illegally mobilising funds.

The High Court, which took suo moto cognizance of the double murder on February 18, directed the government to conduct thorough investigation and submit a status report by March 1.

Telangana resumes daily Covid bulletin, records 189 new cases

After a gap of three days, the Telangana government on Friday resumed releasing daily media bulletin about the Covid-19 situation in the state.

State health authorities, who had stopped issuing the daily media bulletin from Tuesday, resumed the practice on the direction of the Telangana High Court.

The court had on Thursday directed the state government to resume releasing the bulletin within 24 hours so that people get information on daily basis, as it observed that providing information to people is important, especially when there is an upsurge in cases in some states, leading to fears of a second wave of the pandemic.

Director, Public Health Dr G. Srinivasa Rao had announced on Tuesday that they are stopping the issue of the bulletin as the human resources used for the same needed to used for Covid vaccination. He had said that a weekly bulletin will be issued instead of daily information.

The bulletin released on Friday shows that the state recorded 189 new cases during the last 24 hours, taking the cumulative tally to 2,98,453. Two deaths pushed the death toll to 1,632.

The fatality rate stands at 0.54 per cent against the national average of 1.4 per cent.

During the last 24 hours, 129 people recovered, taking the total to 2,94,911. The state’s recovery rate is 98.81 per cent against the national average of 97.2 per cent.

A total of 42,432 tests were conducted during the last 24 hours. While government-run laboratories tested 38,336 samples, private laboratories conducted 4,096 tests.

With this, the cumulative number of tests conducted in the state rose to 86,18,845. Tests per million population climbed to 2,31,564.

Greater Hyderabad saw maximum number of cases at 31 followed by Medchal Malkajgiri (19) and Rangareddy (16). Five districts reported no cases while in the remaining 25 districts, new cases were in single digits.

Over 92 per cent of the beds in hospitals treating Covid cases remained vacant. As many as 8,197 beds out of 8,577 beds in 62 government hospitals were vacant. Similarly, in 216 private hospitals, 6,924 out of 7,636 beds were vacant.

55 lakh people to get Covid vaccine in Telangana from March 1

Health authorities in Telangana are making arrangements to administer Covid-19 vaccine to 55 lakh people under the third phase of vaccination from March 1.

With the Centre giving green signal for Covid vaccine for people above 60 years of age and those above 45 with comorbidities, the health department started making arrangements for administering the shot to beneficiaries in these two groups.

The health officials estimate that there are around 45 lakh people who are above 60 years old and about 10 lakh people in 45-60 age group with co-morbidities in the state.

The department has decided to set up 1,500 centres across the state to cover both the target groups.

The authorities had initially worked out plans to vaccinate about 75 lakh people including 3.5 lakh healthcare employees, 2.5 lakh employees of various frontline departments, 65 lakh people who are above 50 years and four lakh in 18-50 age group with comorbidities.

However, with the Centre making some changes like vaccinating people above 65 years of age and those in 45-60 age group with comorbidities, the overall number of beneficiaries came down by 14 lakh.

Telangana currently has six lakh doses of the vaccine and the health department expects to receive another 10 lakh in next couple of days.

Officials said the vaccine will be administered at all government hospitals and 230 private hospitals linked with Arogyasri Trust. In addition, 1,000 primary health centres in rural and urban areas and Basti Dawakhanas will also serve vaccination centres.

The beneficiaries can register themselves on COWIN app by uploading Aadhaar card as proof of age and voter card of any of 11 other identity cards.

Those with comorbidities have to submit certificate from the doctors treating them. The beneficiaries can also choose the vaccination centre where they want to take the jab. However, they will not be given the option to choose the brand of vaccine. “Beneficiaries will have to take whichever brand is available,” an official said.

Those with successful registration will receive a password on their mobile phones. They will also be sent SMS, informing them about the date and time for taking the vaccine.

They will have to report to their respective vaccination centres and show their original identity cards and certificates in case of comorbidities to the officers concerned. They will also have to share the password.

Those who can’t register themselves online can directly go to the vaccination centres and show their relevant documents to the staff, who will register them on the app.

The healthcare workers and employees of various frontline departments, who could not take vaccine during the two phases, will get a final chance to receive the shot from Thursday. Health officials made it clear that all those who missed the vaccine will have to take it before March 1.

Telangana to reopen schools for classes 6th to 8th

Telangana government on Tuesday decided to allow re-opening of schools for classes 6th to 8th from Wednesday.

The decision was taken a teleconference Chief Secretary Somesh Kumar conducted with all the district collectors, district educational officers, district welfare officers of backward classes, minority and tribal welfare and scheduled caste development departments.

Chief Secretary directed that classes should start from February 24 as far as possible and not later than March 1.

About 17.24 lakh students in addition to the existing number are likely to be attending school from classes 6th to 8th. Chief Secretary also directed that District Level Education Monitoring Committee (DLEMC) chaired by the District Collector should meet and ensure reopening of schools.

Somesh Kumar stated that all precautions should be taken for the safety of students and teachers. Special measures should be taken for schools opening for the first time.

Schools for class 9th and above were reopened from February 1 after a gap of nearly 11 months.

The educational institutions were shut in mid-March, a few days before imposition of nation-wide lockdown. Exams could not be conducted for class 1 to 11 and all students were promoted to the next class.

For academic year 2020-21, online classes began on September 1. Following requests from parents of many students, the authorities decided to reopen schools for physical classes for class 9 and above.

Telangana: Opposition corners TRS over advocate couple’s murder

The gruesome murder of an advocate couple in broad daylight in Telangana’s Peddapalli district on Wednesday and alleged involvement of functionaries of Telangana Rashtra Samithi (TRS) may add to the woes of the ruling party as the opposition parties are trying to corner it.

Bharatiya Janata Party (BJP) and Congress were quick to target TRS over the alleged involvement of its local leader in the killing of Gattu Vamana Rao and his wife Nagamani and sought inquiry by the Central Bureau of Investigation (CBI) or judicial probe.

The couple, who was returning in a car to Hyderabad after appearing for a case in a local court at Manthani, was waylaid and stabbed indiscriminately by unidentified persons, who came in a SUV, near Kalwacheral in Ramagiri mandal.

Videos which went viral on social media show Vamana Rao (53) and Nagamani (50) being repeatedly stabbed by two persons on the road.

Before succumbing to his injuries, Rao spelled out the name of one Kunta Srinivas.

The brutal killing of the couple, which was caught on camera, shocked the entire state. The High Court, where the couple was practicing, on Thursday took suo moto cognizance and directed the government to conduct a thorough probe and submit status report.

A division bench comprising Chief Justice Hima Kohli and Justice B Vijaysen Reddy remarked that ‘the incident has shaken us all from our stupor’.

“The entire state apart from the legal community is looking up to the government to ensure a proper working of the rule of law. We are all governed by the law and nobody can take law into their own hands,” Chief Justice Kohli said.

The court made it clear that it does not want to hear about lapses on part of the investigators. It referred to viral videos being circulated about the dying declaration of Rao who spelled out the name of the killer before succumbing to his injuries. It also mentioned about pictures in the media show two state-owned RTC buses at the scene and observed that the passengers must be identified and be produced as witnesses.

The killings sparked an outrage by lawyers, who boycotted the courts across the state and took to streets, demanding immediate arrest and stringent punishment of the culprits.

Manthani constituency observed a total shutdown on a call given by the opposition parties. They questioned the silence of Chief Minister K. Chandrasekhar Rao and TRS over the killings.

The slain couple’s families alleged that some powerful TRS leaders were behind the murders as Rao was fighting cases in courts against the alleged illegal activities of ruling party leaders.

The couple was arguing some cases including a disproportionate assets case they had filed against Zilla Parishad Chairman Putta Madhukar, a leader of TRS.

They had also filed Public Interest Litigation (PIL) on the alleged lockup death of a Dalit in Manthani police station. They had also sought protection alleging threatening calls from police.

Rao was also fighting cases against Kunta Srinivas as he was allegedly involved in land encroachments. Srinivas is the president of the ruling party’s Manthani mandal unit president.

On a day when police registered First Information Report (FIR) and named Srinivas as the number one accused, TRS tried to contain the damage by announcing his suspension from the party.

The killings are likely to provide further ammunition to the opposition ahead of the next month’s elections to two seats of Legislative Council and ensuing by-polls to Nagarjuna Sagar Assembly seat and few urban local bodies.

BJP, which wrested Dubbak Assembly seat from TRS in November and put up an impressive show in Greater Hyderabad Municipal Corporation (GHMC) in December, is likely to become more aggressive in its attacks on the ruling party.

Looking to take political mileage, BJP state president Bandi Sanjay Kumar met family members of advocate couple while other leaders expressed solidarity with the protesting lawyers.

A delegation of BJP leaders also met Director General of Police M. Mahender Reddy, urging to appoint a team of officials to investigate the murders. A representation submitted to the police chief demanded that local police be refrained from investigation.

BJP’s legislator N. Ramchander Rao, who is also a lawyer, requested the DGP to bring to justice the political leaders who masterminded the brutal killing as expeditiously as possible.

Congress leader and party legislator from Manthani, D. Sridhar Babu demanded an inquiry by the Central Bureau of Investigation (CBI) into the killings.

State Congress chief N. Uttam Kumar Reddy said the party leaders would meet Chief Justice of Telangana High Court Hima Kohli and write a letter to Chief Justice of India S.A. Bobde, seeking probe by CBI.

“TRS backed sand mafia is behind the murder. The couple was also killed to cover up lock-up death of a Dalit,” he said and slammed the chief minister for not even condemning the murder.

Reddy warned that the Congress party would launch a mass agitation if those involved in the murders were not punished.
