No political party gave equal space to woman: TRS MP Kavitha

Hyderabad: K Kavitha, TRS MP from Nizamabad, said that no political party including TRS gave equal opportunity to woman in Indian politics so far. Unless the woman quota in politics is mandated by either Parliament or Elections Commission, the inequality issue can’t be resolved, she said.

Opposition parties particularly BJP leader G Kishan Reddy has been targeting TRS for not including woman in the state Cabinet. Responding to such criticism, Kavitha said: “I can’t influence my father-chief minister to induct woman into the Cabinet. I don’t hesitate to say that all political parties including TRS have not given an equal space to woman in the Indian politics so far. I am a junior leader of the party and how can I influence or demand my father, who’s with over 40 years of successful political career. If someone wants me to wield my power around my father, I don’t think that works in politics. However, I believe that unless the woman quota is mandated by the constitution, this burning problem can’t be resolve.”

Out of 90 TRS MLAs, only four are woman. TRS’ first term Cabinet during 2014-18 didn’t have any woman participation. Everybody expected that at least second-term Cabinet will have woman. But, recent expansion didn’t have any woman MLA.

KCR finalises MLC candidates

Hyderabad: Telangana chief minister and TRS supremo K Chandrashekhar Rao has finalised a list of MLC candidates. TRS has 90 MLAs in the Telangana Assembly of 119 seats. With this strength, TRS can comfortably bag five MLC seats.

KCR has accommodated one seat each to OC, BC, ST and minority sections, while allocating the fifth slot to friendly party AIMIM. The four MLC candidates are Mahamood Ali (minority), Sheri Subhash Reddy (OC), satyavathi Rathod (ST) and Egge Mallesham (BC).

The nomination process for MLC elections, scheduled on March 12, has already begun. TRS is expected to file nominations on Sunday. The MLC term for Mhamood Ali, Mohammad Salim, Ponguleti Sudhakar Reddy, Shabbir Ali and T Santhoshkumar is expiring on March 29.

All the four TRS MLC candiates met KCR and KTR and thanked them for the opportunity.

Subhash Reddy is chairman of Telangana Minerals Development Corporation. Mallsheam is president of Telangana Kuruma Association; Satyavathi won on TDP ticket from Dornakal in 2009 and lost the elections on TRS ticket in 2014. Mahamood Ali is home minister now and former deputy chief minister during 2014-18 term of Telangana Assembly.

Meanwhile. AIMIM chief Asaduddin Owaisi has thanked KCR for allocating one MLC seat to his party. While thanking the TRS party, Owaisi exerted confidence of winning all the 17 MP seats by TRS and AIMIM in Telangana.

Will third front emerge in Telangana?

Hyderabad: With an objective to leverage cadre strength in Telangana, Left parties are planning to emerge as a potential third front. However, realising on their weakness to transform the support into votes, CPI and CPM are wooing Jana Sena chief Pawan Kalyan to make inroads into Telangana. According to sources, both the Left parties are doing their best to get Pawan Kalyan in their stride for the forthcoming Lok Sabha elections.

CPM is gearing for Assembly and Lok Sabha elections in Andhra Pradesh along with Jana Sena. Along with Pawan Kalyan, CPM is organising several dharnas and public meetings demanding special category status (SCS) for AP.

Coming to CPI, which was part of Prajafront in the recent Assembly elections held in December 2018 in Telangana, the communist party doesn’t want taste the same bad experience with the Kutami and wants to forge an alliance with Pawan Kalyan, said a senior leader.

“CPI is moreover not satisfied with the functioning style of Congress and realised that it can’t match KCR charisma and strategies. Hence, it’s looking to Jana Sena,” remarked the CPI leader.

CPI also attributes the reason for the delay in seat sharing, to the dismal performance of Prajafront in Telangana as TRS had taken every advantage of this.

Telangana presents Rs 1.82 lakh cr interim budget

Fulfilling poll promises of unemployment allowance, hike in social security pensions and farm loan waiver, Telangana Chief Minister K. Chandrashekhar Rao on Friday presented Vote-on-Account Budget for 2019-20 that has an expenditure of Rs 1,82,017 crore, an increase of 4 per cent over the previous year’s Budget.

Presenting the interim budget in the Assembly, KCR, as Rao is popularly known, said the GSDP growth rate of the state has doubled since its formation in 2014 and its Budget for the new fiscal showed a revenue expenditure of Rs 1,07,302 crore and capital expenditure is Rs 74,715 crore.

KCR said since the Central government introduced a Vote-on-Account budget for the next year and as there was no clarity as to what would be the priorities for expenditure, the state government too was presenting an interim budget.

“In 2019-20, the estimated revenue surplus is Rs 6,564 crore and fiscal deficit is Rs 27,749 crore,” Rao said in his budget speech.

The fiscal deficit is 2.81 per cent of Gross State Domestic Product (GSDP).

“The state’s own revenues for Budget Estimate (BE) of 2019-20 are at Rs 94,776 crore in comparison with Revised Estimate (RE) of 2018-19 at Rs 72,777 crore,” Rao said.

Transfers from the Centre as per BE 2019-20 is Rs 22,835 crore, while in RE 2018-19, these are estimated at Rs 28,042 crore, he said.

“The growth rate of GSDP, at constant prices, was 4.2 per cent in the two years prior to state formation. By 2017-18, this accelerated by more than twice to 10.4 per cent.”

KCR told the House the average growth rate in state’s own tax revenue in the first four years after its formation was 17.71 per cent, making Telangana the number one state in the country.

He attributed this to prudent fiscal management and clamping down on corruption.

He proposed Rs 1,810 crore in the Budget to introduce unemployment allowance of Rs 3,016 per month to the eligible. This was one of the promises made by his Telangana Rashtra Samithi (TRS) in the Assembly elections held on December 7.

Meeting another poll promise, he said the investment support for every farmer per acre per year would be increased to Rs 10,000 from existing Rs 8,000. The amount proposed in 2019-20 towards ‘Rythu Bandhu’ scheme is Rs 12,000 crore.

He announced all agriculture term loans up to Rs 1 lakh, outstanding as on December 11, 2018, would be waived off as promised during the elections. He proposed Rs 6,000 crore for this purpose.

He said the ‘Assara’ pensions now covering aged, widowed, single women, beedi workers, people suffering from filariasis, handloom workers, and toddy tappers were proposed to be increased from Rs 1,000 per month to Rs 2,016.

“For differently abled persons, I propose to increase their monthly pensions from Rs 1,500 to Rs 3,016. We are reducing the age limit for old age pensions from 65 years to 57 years. This will benefit more people.”

KCR continues insulting Andhras in his budget speech

The recently elected TRS government presented its budget for Rs. 1.82 lakh crore in the State Assembly. Making a statement in the House, Telangana CM Chandrasekhara Rao continued his typical style of attacking, provoking and insulting Andhras though in an indirect manner. His promise to the people is that he would continue the Telangana reconstruction activities that were begun five years ago. KCR says they were undoing the damage done to Telangana during the regimes of United AP rulers.

KCR’s insults are seen as indeed big disappointments by AP people. He used his political manipulations to separate Andhras from well-developed Hyderabad capital city. Later, he joined hands with PM Modi and Amit Shah only to prevent the Central government from helping AP. Now, KCR has taken the ultimate decision of putting Jaganmohan Reddy in power so as to take AP under his total control. Thus, he would find it far easier to get abnormal political influence in national politics.

For KCR, everything is politics and nothing matters when it comes to systematic administration. Andhra political leaders are discussing latest budget speech of KCR. They say there is no doubt Jagan will certainly face the bad consequences of KCR’s continuing anti-Andhra stand.

KCR hints at Lok Sabha tickets to those who didn’t figure in Cabinet

Hyderabad: Adding more fuel to the speculation over possible candidates for Lok Sabha elections, TRS supremo and Telangana chief minister K Chandrashekhar Rao has indicated that some senior leaders didn’t get berths in the Cabinet because of forth coming Parliament elections. This statement has almost confirmed that T Harish Rao, former minister and nephew of KCR, will be a Lok Sabha candidate most probably from Medak constituency, said a source.

“Few of our senior leaders didn’t ministries in the latest expansion of the state Cabinet. We’re going for Lok Sabha elections in two or three months. That’s the reason, they (some senior leaders) didn’t get berths in the Cabinet,” said KCR.

The chief minister has advised his new Cabinet ministers to work hard and sincerely to earn good name and credibility for the TRS government.

KCR is keen on Khammam and Mahabubabad Lok Sabha constituencies as TRS lagged in some segments during the Assembly elections. “We’ll bridge these gaps in Khammam and Mahabubabad Lok Sabha constituencies. The list of candidates for 16 Lok Sabha constituencies will be announced soon. Party working president KT Rama Rao will coordinate the Lok Sabha elections along with ministers, MPs and MLAs. We’ll bag all the five MLC seats and the process has begun,” remarked KCR.

TRS is confident of winning MLC from teachers and graduates’ constituencies. The candidates will be chosen based on an internal survey.

Local bodies elections after Lok Sabha: KCR

Hyderabad: Telangana chief minister K Chandrashekhar Rao has decided to conduction elections for local bodies– Mandal, Zilla Parishad and Municipalities– after Lok Sabha polls in the state. New Municipal Act on the lines of new Panchayati Raj Act is on anvil, he said.

The notification for MPTC, ZPTC, Municipal elections is expected to be announced in last week of April after Lok Sabha elections.

“Lok Sabha polls will be held in April and soon after the polls, the notification for MPTC and ZPTC will be announced. Then after, we’ll hold elections in Municipalities. New Panchayati Raj Act is a fool-proof system and we need new Municipal Act as well. The state government will study on Municipal Act and prepare a draft on this very soon. A team of officials will tour model cities across the country before preparing the draft on the Municiapl Act. Most probably, new Municipal Act will be in place by May this year,” said KCR.

TRS is also keen on selection of MLC candidates. Election schedule for five MLC seats was already announced. Next schedule for two teachers’ constituency and one graduates’ constituency will be issued soon. It’s learnt that the chief minister may finalise the list of candidates in a day or two.

Harish Rao to be sent to Centre: To contest in MP seat

In all likelihood, KCR’s nephew and former minister T. Harish Rao may be asked to contest from one of the parliamentary segments in Telangana. Harish Rao under huge social media pressure – No ministry

Telangana CM K Chandrasekhara Rao has honoured his son KTR with TRS Working President post after coming to power in 2018 election. This was in recognition of KTR’s services. What has KCR given to his nephew and MLA T. Harish Rao? So far, nothing. KCR Cabinet is being expanded with 10 ministers but there is no name of Harish Rao in the first list. So, he will have to wait till after the parliamentary election in Telangana.

Comparisons were being made how KTR and Harish Rao were treated in social media. There are rumours also about Harish being very unhappy over his maternal uncle’s shock treatments to him. After maintaining silence for sometime, Harish issued a statement saying that he was totally happy with the party leadership’s decisions. As usual, Harish once again asserted that he is a dedicated solider for the TRS. But sympathy is pouring in a large scale in social media for Harish Rao. KCR picks Caste over cadre

Failing to Induct nephew T Harish Rao and son K T Rama Rao into Cabinet should not been seen as favouritism but viewed with lens of caste. Had both of them been inducted, the Velma dominance in the cabinet would have become easy target for the opposition to attack TRS in Lok Sabha elections. While not having a woman in cabinet failed to play a role in assembly elections, evidently the next target for opposition is caste and family politics.

However, K T Rama Rao has been made working president, but Harish Rao is nothing but a merely a MLA. For all the work he has done for TRS, keeping him as MLA would reduce the excitement of party cadre. The duo Harish and KCR have not met each other since elections and only at public meetings. There is a need to get the ball rolling for Harish and the point that he would play larger role in national politics has been negated by various party members.

While KCR thought about opposition and caste equation, he evidently didn’t think about his party. Leaders like Revanth Reddy in assembly elections allegedly lost due to the campaign of Harish Rao.

While it’s not only time to give due recognition to Harish, everyone knows that K T Rama Rao will be made minister.

Telangana cabinet expanded with induction of 10 ministers

Telangana Chief Minister K. Chandrashekhar Rao on Tuesday expanded his cabinet with the induction of 10 new ministers.

Governor E.S.L. Narasimhan administered the oath of office and secrecy to the ministers at a ceremony held at Raj Bhavan.

Of the new ministers sworn in, five were in the previous cabinet while the rest are first-time ministers.

The ministers who took oath are A. Indrakaran Reddy, Eatala Rajender, Koppula Eshwar, T. Srinivas Yadav, V. Prashanth Reddy, S. Niranjan Reddy, V. Srinivas Goud, E. Dayakar Rao, Malla Reddy and G. Jagadishwar Reddy.

KCR, as Rao is popularly known, has not included his son K. T. Rama Rao and nephew T. Harish Rao who were ministers in his previous cabinet.

Rama Rao was appointed as Working President of Telangana Rashtra Samithi (TRS) following the party’s landslide victory in the December 7 Assembly elections.

This was the first cabinet expansion by KCR, who took over as the Chief Minister for a second term on December 13.

BJP sees 15% vote bank in Telangana

Hyderabad: Banking on the advantage of EBC quota, Bharatiya Janata Party (BJP) is estimating its vote bank to the tune of 15 percent in Telangana. BJP Telangana unit attributes several reasons to its dismal performance in the recent Assembly elections held in December 2018.

BJP Telangana unit president Dr K Laxman has further said that the party lost miserably due to an alliance with TDP, while asserting that the party will highlight the lapses in 55-year ruling of Congress and success of 55-month ruling of BJP government.

“Lakhs of votes have been deleted in the recent Assembly elections in Telangana. Malfunctioning of EVMs was another reason. In my Musheerabad Assembly constituency, about 61,000 votes were deleted. Moreover, 8,500 votes were found to be fake. How it was possible? Further, there was a huge mismatch of votes polled and VVPat receipts. Assembly dissolved nine months ahead of general elections also benefited the TRS party. All these factors tilted the results in favor of TRS. Now, the situation is different. We’ll do our best to compete with TRS. The situation in Telangana would be different for KCR, if Assembly and Lok Sabha polls are held simultaneously. BJP will contest in all the 17 Lok Sabha constituencies,” said Laxman.

With BJP passing the Bill for 10 percent reservations for economically backward classes (EBC) benefiting upper castes, Laxman is confident of enhanced vote bank in the state.

At last, KCR decides on Cabinet expansion

Hyderabad: Ending all sorts of speculations over Cabinet expansion, Telangana chief minister and TRS supremo K Chandrashekhar Rao has finally confirmed muhurat at 11:30am on February 19. KCR has directed the officials to make arrangements for the Cabinet expansion.

The chief minister KCR has met the Governor ESL Narasimhan at Raj Bhavan and discussed on Cabinet expansion. After the CM-Governor meeting, the chief minister’s office (CMO) has officially announced the decision on Cabinet expansion. The Oath taking ceremony will be performed at Raj Bhavan.

It’s been over two months that Telangana chief minister KCR along with home minister Mahamood Ali has been running the TRS government ever since the party won Assembly elections on December 11, 2018. The TRS government will have to induct 16 more ministers and finalise candidates for 16 Lok Sabha constituencies, 16 MLCs and other nominated posts. Congress party has just 19 MLAs in Telangana Legislative Assembly as against TRS’ 90 including two defected MLAs, who contested as rebels, and can comfortably get one MLC.

TRS party leaders and cadres are eagerly awaiting the list of 48 candidates for Lok Sabha, MLC and other nominated posts.

However, it’s not cleared that how many will get berths in the Cabinet as speculation is still rife over the number. Earlier, party sources said that second phase of Cabinet expansion likely after Lok Sabha polls.

Will number of Assembly seats in TS, AP go up?

Hyderabad: With the Parliamentary Standing Committee recommending for an increase in number of Assembly seats in Telangana and Andhra Pradesh, it’s become a speculative discussion as when will it happen? The Standing Committee has also questioned on why Special Category Status (SCS) was not awarded to AP.

Former union home minister P Chidambaram-led Parliamentary Standing Committee, Home Ministry, in its 220th report highlighted several lapses in implementing AP Reorganisation Act-2014. Moreover, several proposals for expenditure for the welfare of people have been rejected. There’re no fund allocations for Capital City construction at Amaravati. The way Special Package was implemented not benefited the new state. Only Rs1,500 crore were sanctioned as against Rs39,937crore requested by the AP government,” observed the Committee in the report.

The Committee comprising 20 Lok Sabha members and 10 Rajya Sabha members from several parties, has submitted its report to the House.

After the bifurcation, Telangana has been allocated 119 seats, while AP has 176 Assembly seats including one nominated post. If the NDA government gives Parliamentary nod, then the number of seats in Telangana and AP will go up by 34 and 50 respectively. The Centre has to get Parliament approval for amendments to constitutional provisional and the Representation of People Act. For this, Parliament will have to amend Article 170 of the Constitution.

Congress action plan on anvil for Lok Sabha polls

Hyderabad: After suffering from a bitter defeat in Assembly elections, Congress party is gearing up for forthcoming Lok Sabha polls in Telangana in a more cautious and strategic way. As part of this, AICC has appointed five committees to work out on a master plan that paves the way for its victory. Telangana Pradesh Congress Committee (TPCC) is holding meetings with DCC presidents from Monday onwards at Gandhi Bhavan.

TPCC has invited applications for Lok Sabha tickets and on Sunday received 30 applications. Congress is contesting in all the 17 Lok Sabha seats in Telangana. Senior leaders V Hanumantha Rao, Mallur Ravi, Balaram Naik are among aspirants for Lok Sabha seats.

The first application for Lok Sabha ticket was from TPCC spokesperson Satish Madiga and second from Bellaiah Naik.

The last date for submission of applications is February 12 and TPCC will submit the list to Congress high command to finalise the candidates on February 20.

Meetings of co-ordination and publicity committees will be conducted to fix the gaps in election campaign strategy. The meetings will discuss on measures to be taken to face TRS in the Lok Sabha elections. TPCC chief Uttam kumar Reddy and Telangana Congress in-charge RC Khutnia will advise DCC presidents and other committees on poll strategy.

Telangana former MLA to contest in AP

Hyderabad: The unscientific division of few Mandals in Bhadrachalam Assembly constituency has created a unique situation for the voters after bifurcation of united AP. Mandals to be submerged under Polavaram project have been included in East Godavari district from Bhadrachalam constituency. Former MLA from CPM party Sunnam Rajaih is expected to contest in Andhra Pradesh Assembly elections. Rajaiah in 2014 elections won as Bhadrachalam MLA on CPM ticket.

Since formation of Telangana state in June 2, 2014, Rajaiah represented to few Mandals in Bhadarachalm Assembly constituency as seven Mandals have been included in East Godavari district as part of the Polavaram project. Rajaiah was coordinating both the Telugu states pertaining to sum-merged Mandals in East Godavari and existing Bhadrachalam constituency.

Jana Sena chief is reportedly assuring support to Rajaiah. With this, Rajaiah’s nomination from Rampachodavaram Assembly constituency is almost finalised. Jana Sena has already announced that it would allocate two seats to Left parties in East Godavari. Apart from Rajaiah, another CPM candidate Tatipaka Madhu may contest from Gannavaram constituency.

Rahul Gandhi summons T Congress MLAs to Delhi

Hyderabad: After the dismal performance in recently Assembly elections held in December 2018 in Telangana, Congress party high command is said to have asked its MLAs to come for a meeting at the national capital. Congress party president Rahul Gandhi has turned very keen on Telangana and wants to strategize the Lok Sabha elections.

Rahul Gandhi is upset with the Telangana assembly results as the Congress party has created the Telangana state and suffered a humiliating defeat in both 2014 and 2018 elections. Congress party high command wants to know the ground realities. said a senior party leader.

Rahul Gandhi asked Congress MLAs to come out with reports analyzing the reasons for recent debacle in elections and suggestions on how to revive fortunes in forthcoming Lok Sabha elections.

Several MLAs of Congress already reached New Delhi on Tuesday morning. Rahul Gandhi wants to interact with all the MLAs individually and senior party men, who have been loyal to the party long time, said a source. Congress party wants to make the Lok Sabha polls as a major fight with BJP only and it doesn’t want regional parties to get more number of MP seats as poll strategy and sentiment will be different for Assembly and Lok Sabha elections.

KCR makes aerial inspection of Yadadri temple renovation

Telangana Chief Minister K.A. Chandrashekhar Rao on Sunday conducted an aerial survey of Yadadri to inspect the works undertaken for renovation of Yadadri temple, which he wants to develop on the lines of famous Tirumala temple of Andhra Pradesh.

He observed the ongoing works of the main temple, temple city, and construction of Presidential suite on the hill.

He later visited Sri Laxmi Narsimha Swamy temple and conducted the rituals.

KCR, as Rao is popularly known, personally examined the works taken up in and around the main temple sprawling 173 acres. He also visited the hill and reviewed the works of temple city.

He said funds will be sanctioned for the construction of outer ring road covering two hills.

Earlier known as Yadgirigutta, the temples was renamed as Yadadri after formation of Telangana State in 2014.

KCR government has announced mega plans to develop the hill temple at a cost of Rs 1,800 crore. In 2015, KCR decided to club adjoining nine hills to make it a mega centre of pilgrimage.

Meanwhile, Raju Vegesna Foundation, a non-governmental organization which conducts charitable programmes in Hyderabad and Visakhapatnam, has donated Rs 10 crore for the construction of Annadana Satram.

Foundation President Anantha Koti Raju, Secretary Ananda Raju and other members met CM and handed over the cheque.

KCR said many philanthropists were coming forward for the construction of guest houses and choultries. He thanked 43 donors who have come forward to donate Rs 2 crore each.

Telangana Rashtra Samithi (TRS) Working President K.T. Rama Rao on Friday reacted to the Centre announcing a direct cash transfer scheme for farmers on the lines of the state’s “Rythu Bandhu” scheme.

Rama Rao, son of Telangana Chief Minister K. Chandrshekhar Rao, tweeted that he is “glad that the farmers of India are going to be helped by the Rythu Bandhu”, the brainchild of KCR.

While presenting the Interim Budget for 2019-20 in the Lok Sabha earlier in the day, Finance Minister Piyush Goyal announced the Pradhan Mantri Kisan Yojna to provide income support to small farmers.

Under this scheme, every farmer owning less than two hectares of land will get Rs 6,000 per year in three equal instalments.

“The name may have been changed by the NDA government, in spirit it remains the trimmed version of the ‘Rythu Bandhu’. Jai Kisan,” added Rama Rao, popularly known as KTR.

Under the scheme, farmers in Telangana irrespective of their land holding are getting Rs 8,000 per acre annually, at the rate of Rs 4,000 per acre per crop.
