Curtains for Vijayawada Metro Rail, Another AP Reorg promise at stake

Andhra Pradesh is again looked down by the central government after back tracking on several promises already. The proposed Vijayawada Metro Rail is back to square one. The tenders called by Delhi Metro Rail Corporation (DMRC), were suspended on Tuesday without specifying any reason. This is the second time that the tenders have been called off since inception.The metro project is implemented by a special purpose vehicle named as, Amaravati Metro Rail Corporation (AMRC).

The project which is estimated to cost around 6769 crore rupees, was awarded to E.Sreedharan led Delhi Metro Rail Corporation (DMRC). DMRC’s successful execution of the Delhi Metro Rail project was the primary criteria to award the Vijayawada Metro Rail project to them. Leave alone successful execution, the project is hitting road blocks in the initial phases itself.

While an extension to Amaravati is proposed in subsequent phase, the proposed first line will follow Bandar Road from Pandit Nehru Bus Station to Penamaluru via Mahatma Gandhi road and the second run from PNBS along Eluru Road to Nidamanuru via Vijayawada Railway Station. The DMRC called off tenders for the second line Eluru corridor. Furthermore, the officials supposedly held that the bid for Bandar corridor will also be withdrawn.

DMRC was asked to complete phase-1 of the project by December 2018 which consists of two corridors covering 26.03 km which is obviously going to miss the target. As a part of making Vijayawada Smart City, Chandrababu considered this project as a prestigious one and is making futile attempts to get it running.
The State Government and Central Governments will invest in 20% while 60% of the funds will be pooled from abroad. German bank KfW agreed to provide a loan of ₹2,500 crore (US$390 million) to the AMRC in February 2017.

As part of Andhra Pradesh Reorganisation Act, thirteenth schedule the Government of India shall examine the feasibility of Metro Rail facility in Vishakhapatnam and Vijayawada-Guntur-Tenali Metropolitan Urban Development Authority within period of one year from the appointed day and take an expeditious decision thereon. The Center has backtracked on Andhra Pradesh Special Category Status, Kadapa steel plant and uncertainity looms over Vishakapatnam Railway Zone.

“Conduct public hearing on V’wada metro”

Andhra Pradesh Congress Vijayawada committee urged the government to take people’s view about the alignment of the project before proceeding on the Vijayawada Metro Rail (VMR) hastily.

City Congress committee president and former MLA Malladi Vishnu and senior leader Kolanukonda Sivaji today felt that the route of the VMR was not a well-thought out decision.

Without taking public into confidence, the state government was going ahead with the project which ultimately would make the project nonviable, they said. ” Congress is not opposed to the Metro Rail in Vijayawada. It was clearly mentioned in the AP reorganization Act. But, how far it is correct to take up the project without conducting the social impact study and public hearing,” they asked.

Stating that the project was expected to cause large scale demolitions to make way for the metro rail line, Vishnu reminded how the road widening project taken up by Naidu in 2002, when he was chief minister, played havoc with the lives of people. He said thousands of families lost their homes then and VMR should not end up causing miseries to the poor of Vijayawada. ” The metro routes from Pt Jawaharlal Nehru Bus Stand to Penamaluru and from Pt JN Bus Stop to Nidamanuru have been selected unilaterally and without calling for the opinions of the people,” he said.

The Congress leaders announced that the party is going to stage a dharna before sub-collectors office in protest against these issue along with farmers’ suicides and attack on APPCC president Raghuvira Reddy in Kuppam by TDP workers on Monday.

AP releases Rs 10 crore to V’wada metro rail

Andhra Pradesh government, which wants the Vijayawada metro rail to completed by 2018, today released a token grant of Rs 10 crore to the Delhi Metro Rail Corporation to enable it to start preparatory action on Amaravati Metro Rail Corportion (AMRC). Delhi Metro Rail Corporation, which has prepared the detailed project report for the Vijayawada Metro, is also the executing agency of the project.

Even though there has been no sanction for the project yet, Andhra Pradesh government chose to release the amount anticipating the clearance from the centre soon. A formal agreement has to be signed between the centre and state. State has requested the centre to clear the proposals for equity participation to the tune of Rs 866.50 crore and subordinated debt for central taxes for Rs 667 crore, along with giving nod to appointment of DMRC as the executing agency of the AMRC.

As the state is shifting temporary capital from Hyderabad to ViJayawada, chief minister Naidu wants the metro rail project to be taken up on war footing. Last week, DMRC invited tenders for the metro project. The works include the part design in construction of elevated viaduct( chainage km 1.338 to km 6.577) and five elevated stations namely city cancer hospital, SRR Govt. College, Sri Satya Sai Mandir, Besant Road and Railway Station East. The works also include architectural finishing water supply, sanitary installation, drainage in respect of Pandit Nehru Bus Stand- Nidamanuru corridor of Vijayawada Metro Project. In the second package (from km 6.577 to km 12.520) works include construction of elevated viaduct depot connection and six elevated stations namely Nadamanuru, Enikepadu, Ramakrishna Weigh Bridge, Prasadam Padu, Ramvarappadu Ring Road and Gunadala including their architectural finishing, water, sanitation etc.

As the paper work has begun, state today released the token amount of Rs 10 crore to the project. The question is, why the centre is still dragging its feet in giving the clearance to the project even though union urban development minister M Venkaiah Naidu assured that all rules would be relaxed to Vijayawada metro as caters to the needs of a capital city of Andhra Pradesh.
