Ultimately, win or lose, CM Jaganmohan Reddy seems to be having the last laugh. His Government is unwillingly conducting the panchayat elections following the victory of State Election Commissioner Ramesh Kumar in the Supreme Court. But, the CM and his Advisors are creating as many problems as possible for the SEC in a variety of ways.

Ramesh Kumar stressed the need for preventing unanimous elections everywhere in the State so as to ensure a level playing field for all contestants. He ordered for the services of an IG level officer to keep a close watch on the leaders who may use force or threats to cause forced unanimous elections. Obviously, the SEC issued this considering how the YCP used different methods to make sure many ZPTCs and MPTCs were unanimously elected.

Now, the Jagan regime came out with a unique counter to the SEC’s orders on unanimous elections. The Government has announced incentives for the panchayats where candidates win unanimously. A GO has already been issued. An incentive of Rs. 5 lakh would be given for a panchayat with a population of 2,000. The incentive would be Rs. 10 lakh for a panchayat having 2,000 to 5,000 population and Rs. 20 lakh for panchayats having above 10,000 population.

What more, CM’s Advisor Sajjala Ramakrishna Reddy has said that the SEC was wrong in giving a call for avoiding the unanimous elections.

Why only Sakshi carried Sharmila’s counter?

AP CM YS Jaganmohan Reddy’s sister YS Sharmila has not directly made any official statement so far to condemn the ABN report on her future political party. No media organisation has received any statement from Sharmila to this effect. Nor there is a video in which she has taken objection to the ABN report. Till now, she has not officially released any press statement in this regard.

However, the Sakshi media carried Sharmila’s statement prominently, saying that she has dismissed the ABN report as false and baseless. The Sakshi report says that Sharmila has denied having any plans to float her own political party in Telangana. Sharmila has also threatened to initiate legal proceedings against the ABN for publishing such reports with an ulterior intention to defame the YSR family.

The publication of Sharmila’s counter only in Sakshi media is raising eyebrows in AP political circles now. To what extent, this will get credibility. Evidently, the YSR daughter would have to come on record in public or issue a press statement directly in order to give clarity on the subject. Till now, whether or not Sharmila has got differences with her brother will remain a mystery.

Even Vijayamma, mother of Sharmila, has not come forward to condemn the ABN report. This report has claimed that Vijayamma has almost decided to support her daughter in the event of a clash between her children. The ABN also reported that Vijayamma has been unhappy over how Sharmila was neglected totally after Jagan became the Chief Minister.

Whatever, an uneasy silence is still there in the YS family as a whole on the latest rumours about differences between themselves. Analysts say that if these differences are true, it will surely embarrass the CM politically in future.

Finally, Jagan Govt makes a plea to SEC Nimmagadda

The Jaganmohan Reddy Government could not get a relief in the house motion it moved before the Supreme Court of India. The SC has refused to hear the petition and postponed the same for Monday.

Now, in a surprise move, the Jagan regime has stepped down a bit and requested State Election Commission N Ramesh Kumar not to issue the election notification on Saturday. The Government suggested that the notification may be issued after the Supreme Court delivered its order. Senior IAS officers Gopalakrishna Dwivedi and Girija Shankar had written a letter to the SEC to this effect.

The IAS officers wrote this letter to the SEC after they met with the Chief Minister and discussed the issue. The Jagan regime’s plea came as a surprise to the political circles.

The Government has almost humiliated SEC Ramesh Kumar at every step from the beginning. Once, Ramesh was insultingly removed from his post and Justice Kanaga Raj was brought in his place. The Chief Minister and his Ministers had openly levelled caste and other allegations against Ramesh Kumar.

When such was the bitter treatment given to the SEC, now the Jagan regime was requesting Ramesh Kumar to wait till it would get a favourable order from the Supreme Court.
It is proved finally how the Government had to bow a little before a constitutional institution like the SEC.

Slim chances for Jagan to stop panchayat polls

The cat-and-mouse game between Chief Minister YS Jaganmohan Reddy and State Election Commissioner N Ramesh Kumar has reached a climax. As on today, things turned out in favour of the SEC. The Supreme Court refused to consider the AP petition for staying the panchayat polls since the petition was faulty and incomplete. A fresh petition could come up for hearing only on Monday.

Meanwhile, the SEC is all set to release his notification for the polls on Saturday itself. Once the notification is issued, it would be difficult for the Jagan Reddy regime to effectively argue before the Supreme Court for the postponement of the elections. Time has run out for the AP Government.

Despite this, the AP lawyers were trying to move a house petition before the Apex Court today or tomorrow. It is clear the Jagan regime is trying hard to prevent the SEC from issuing the election notification.

Meanwhile, senior IAS officers Gopalakrishna Dwivedi and Girija Shankar met with the Chief Minister and discussed the latest situation emerging out of the Supreme Court denial. The two officials are going to meet the SEC in the evening to discuss the conduct of the election. This coordination became necessary as per the order of the High Court of Andhra Pradesh.

Analysts say Nimmagadda has almost gained an upper hand in the whole issue. If he is able to conduct the panchayat polls as scheduled in February, then it will be seen as a moral blow to the CM at personal and political levels.

Jagan-BJP not ready for Tirupati bypoll before March

Utter confusion is prevailing on the date of Tirupati bypoll. All this was because of Vijay Say Reddy’s last statement that the local polls would be held only after March by which time Tirupati poll would be completed. But latest reports say that the YCP is not ready for the Tirupati poll also as long as Nimmagadda Ramesh Kumar is there as the State Election Commissioner. It is obviously to avoid any sort of influence of Ramesh Kumar on the byelection.

Every citizen of AP knows that CM Jagan is unwilling to allow Ramesh Kumar to carry out any election under his supervision. Only two months are remaining for Ramesh to retire.

However, the deadline for holding Tirupati bypoll is fast approaching. Ex Tirupati MP late Balli Durgaprasada Rao passed away on September 16, 2020. As per the Representation of People Act 1951, the byelection should be held within six months of the occurrence of the vacancy. As such, the Tirupati bypoll should be held before March 16, 2021. By this time, the six months period will expire.

If the election is to be delayed further, the Election Commission of India would have to decide this in consultation with the Government of India. Ultimately, the final decision will depend on the BJP and CM Jagan on holding the Tirupati bypoll because their feedback will be apparently considered at the Central level.

CM Jagan in a hurry to speed up Kurnool High Court

AP Chief Minister YS Jaganmohan Reddy had raised 16 items concerning the State during his meeting with Union Home Minister Amita Shah in Delhi. The foremost plea made by Jagan Reddy was about the need for issuing renotification for shifting the High Court of Andhra Pradesh from Amaravati to Kurnool. This has been one of the major hurdles for the Jagan regime’s bold move on its 3 Capitals plan in the name of decentralisation of administration.

The other request of AP CM was for the Centre’s approval for the revised estimates of Polavaram irrigation project which was put at Rs. 55,656 Cr. The deadlock over the works on this prestigious lifeline project has been giving a big embarrassment to the Jagan regime. Also, the Centre should immediately pay the Rs. 1,644 Cr arrears under Polavaram as these funds were pending since 2018.

Mr. Jagan Reddy also pleaded with Mr. Amit Shah for the Centre to pay Rs. 22,948 Cr to fill the revenue deficit gap that was there during 2014-`15. The AP CM also sought Central intervention to make the Telangana Government to pay Rs. 5,541 Cr to the AP Genco under the reorganisation plan.
CM Jagan has also sought Mr. Amit Shah support for the Disha and AP Land Titling Bills.

Will Jagan resign? asks TDP after ‘no insider trading’ order

From day one, all YCP leaders from the Chief Minister to the Ministers to a field level activist attacked Amaravati with one major allegation. Insider trading took place on a large scale in Amaravati Capital. TDP leaders bought lots of lands under benami names. Now, the High Court of Andhra Pradesh has summarily dismissed all those allegations as rubbish.

The TDP lost no time to demand the Chief Minister to give an explanation to the AP public and to the Amaravati farmers. Would the CM resign? TDP leader Alapati Rajendra Prasad asked whether Jaganmohan Reddy would tender his resignation following the latest order of the High Court of Andhra Pradesh. It had now become true that all the allegations levelled by the Chief Minister and his Ministers on the Capital City lands were baseless and false.

The TDP leader recalled how the YCP Ministers made defamatory statements against Amaravati in the name of ‘insider trading’ that was carried out under benami names. Now, the High Court had clearly said that such allegations could not be made without basis and they could not be maintainable under any section of the IPC. The YCP Government owed an explanation to the public on this count.

The TDP challenged the ruling YCP Ministers to welcome and honour the High Court’s latest judgement on the insider trading charges. They had earlier hailed the court’s stay order on the panchayat elections. The YCP’s failures and misdeeds have pushed the State into an irreparable crisis. The people of AP were paying a heavy price just for giving ‘one chance’ to the Chief Minister.

Would Jagan rule go to Supreme Court on ‘insider trading’?

The Jaganmohan Reddy Government has made it a ritual to approach the Supreme Court of India on all adverse orders of the High Court of Andhra Pradesh. It had happened in respect of the YCP colours, English medium, State Election Commissioner, etc. Today, once again, the High Court struck down the Jagan regime’s insider trading charges that were made against Chandrababu Naidu and TDP leaders in the Amaravati Capital lands.
Analysts are asking whether the CM would once again go to the Supreme Court on the insider trading issue as well. Interestingly, this time, the High Court summarily rejected the CID cases saying that the insider trading allegations would not be applicable to any of the sections of the IPC.

With this, it was proved that the Chief Minister, his Ministers and MLAs have been making false allegations against the TDP leaders on this count. Now, the YCP leaders can no longer give ‘insider trading’ as the reason for their shifting the AP Capital from Amaravati to Visakhapatnam. This is the only major reason that the CM has used to whip up feelings among the people to support his Capital shifting task all these days.

Legal experts say that if the AP Government would still go to the Supreme Court on insider trading, that would make it look absurd. The High Court had made it clear that the insider trading charges cannot be booked under the IPC.

Does Jagan hate Krishna basin ?

Krishna basin has been a rich source of water for agriculture in all the regions of Andhra Pradesh. From Srisailam dam, water is supplied to remote areas in Rayalaseema as well. AP Chief Minister YS Jaganmohan Reddy himself has made repeated promises to Rayalaseema to supply more water from Srisailam through a lift project. Such is the significance of the Krishna river and its basin.

But, all of a sudden, the Jagan regime has decided to set up the office of the Krishna Water Management Board at a place far away from the Krishna basin. Ironically, the YCP decided to take this office beyond the Godavarai basin to Visakhapatnam port city. As usual, this decision was also taken unilaterally.

Now, the situation came back to the beginning. The Telangana irrigation department had put up a strong objection to the shifting of the Krishna Board office to Vizag. The neighbouring asked how this office could be located in a place which was in no way connected to the Krishna basin. The Telangana Engineer in Chief wrote a letter to the Board Chairman. He also objected to the manner in which the office shifting decision was taken without discussing the same at the Apex Council.

Once again, questions were asked whether the Krishna Board office was also being shifted to Vizag because of caste reasons. It is well known how Capital is being shifted.

Accord top priority to maintain clean toilets in schools: AP CM

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Monday directed officials to accord top priority to maintain clean toilets in government schools.

In a review meeting, Reddy said many students could not attend school because of the poor maintenance of toilets or absence of hygeine at all.

The Chief Minister also instructed the officials to take up repairs as soon as possible, including solving plumbing and sanitary issues and prepare standard operating procedures (SoPs) for maintaining the school toilets.

“Maintenance of toilets should be best in future awareness”, he said.

Reddy said the state government brought revolutionary changes in government schools with schemes such as Nadu – Nedu, Goru Mudda, Amma Vodi, English medium and Vidya Kanuka among others.

Likewise, a toilet fund of Rs 445 crore has also been brought by the government to ensure healthy and hygienic sanitation practices in government schools.

The Chief Minister said that the conventional assumption of government schools lacking basic amenities underwent a sea change in 2020.

School Education Principal Secretary Buditi Raj Sekhar, Municipal and Urban Development Secretary Y. Srilakshmi, Tribal Welfare Secretary Kanthilal Dande, School Education Commissioner V. Chinaveerabhadrudu among others attended the review meeting.

Jagan’s new offer to temple priests to win Hindu hearts

The YCP Government has initiated some damage control measures on the issue of temple attacks. The culprits behind the desecrations were not yet caught. There has been rising criticising from all sides. Even the BJP is taking up agitations. As a fitting antidote to all this, the Jagan regime has decided to please the temple priests. It has announced that the salary of the ‘archakas’ of temples will be increased from Rs. 5,000 to Rs. 10,000.

The new hike will be applicable for priests working in all the non-revenue earning temples. There are quite a good number of them. The Jagan rule is also assuring the archakas and their associations that in future, the YCP will also confer hereditary rights for them.

Jagan Reddy’s new sops to ‘priests’ came amid rising allegations that the YCP was totally adopting a pro-Christian and pro-pastors approach. This feeling is growing among the majority Hindu populations. Sensing this mood only, Chandrababu Naidu has begun openly accusing the YCP of favouring pastors and using them for conversions.

Analysts say that the YCP has no choice but to woo some sections of the Hindu voters in order to retain its power. It would be impossible to win elections if the majority Hindus are totally estranged. There is also the threat of the polarisation of the Hindu voters only to defeat the Jagan regime.

Will ‘Christian branding’ help Jagan in coming polls?

Suddenly, religious feelings and sentiments started dominating AP political scene. Discussions at tea stalls, in homes and offices are not complete without a mention of temple attacks and religious links of different parties. This is particularly so after the Ramatheertham incident.

The YCP social media has started campaigning to project Chandrababu Naidu as an enemy of the pastors and the Christians as a whole. It has circulated videos almost to brand the TDP as a Hindutva party. This has triggered speculation whether CM Jagan Reddy is committing a strategic mistake or taking a calculated risk by attributing religious motives to Chandrababu. Analysts say that the YCP has everything to lose by doing religious polarisation at this juncture rather than the TDP.

Even in 2019, the YCP was branded as a Christian party. The voters had seen how the Jagan Reddy family openly campaigned with the Bible by their side. The pastors had then given all out support. At that time, even most sections of the majority Hindus supported Jagan Reddy. It was because they were divided along caste and regional lines.

Moreover, the Reddy caste wholeheartedly supported Jagan in 2019. Things are taking a different turn now. Even some sections among the Reddys are not so happy with the Jagan style of administration. The same is the case with the majority Hindus who are greatly agitated about the temple attacks. In the coming elections, the YCP would undoubtedly have to retain support from some Hindu sections to continue its hold.

Jagan 3rd ‘best CM’ while KCR not in top 10: C Voter-ABP

Andhra Pradesh Chief Minister YS Jaganmohan Reddy has stood in 3rd place among the best performing CMs in the country. He is next only to Odisha CM Navin Patnaik who got first place and Aravind Kejriwal, who got second place. The ABP News and C-Voter carried out the survey and announced the results.

The survey was done under the name ‘Desh ka Mood’ (Mood of the Nation) by the ABP News and C-Voter. Three Chief Ministers of the Bharatiya Janata Party came up in the top 10 places but there was no name of Telangana CM K Chandrasekhara Rao.

Surprisingly, KCR figured in the fourth position from bottom. Even Tamil Nadu CM Palani Swamy was one step ahead of KCR as he stood in the fifth position from bottom.

The survey asked the respondents about how they feel about the performance of the respective CMs and also about how PM Modi has led the nation during the Coronavirus epidemic. About 66 percent of the respondents were stated to have expressed happiness about the PM’s leadership. This comes at a time when most leaders of the world countries were also facing adverse public opinion in the wake of the virus threat.

More surprisingly, 91 percent respondents in Orissa were stated to have expressed happiness about the Central Government’s welfare programmes. This was despite the fact that Navin Patnaik emerged as the best CM once against at the national level survey.

Jagan transfers Rs 6,673 Cr into accounts of poor mothers

In the second year of ‘Amma Vadi’, AP Chief Minister YS Jaganmohan Reddy has transferred Rs. 6,673 Cr directly into the bank accounts of over 45 lakh mothers. The CM said that his aim is to help the poor mothers give good education to their children. He has seen their problems and inabilities to educate their children during his Padayatra.

At his today’s public meeting in Nellore, the Chief Minister asserted that in just 19 months, his Government has brought in a revolution in education. The poor mothers are not able to send their children to top educational opportunities. Just for sending their children to schools and colleges, the poor mothers’ were being given Rs. 15,000 each. No longer the mothers would send their children to work for lack of money to educate them.

Mr. Jagan said that in the past, the private and corporate schools used to exploit the poor families by charging exorbitant fees. But that situation was not there now. Best facilities were being provided in the schools now. The Nadu Nedu programme was being implemented for achieving this purpose.

The CM said that if any child won’t come to school, their parents would be called on the first day. If the child does not for a second day, the volunteer will visit their homes to enquire about the reasons. Such is the care that the YCP regime is taking.

Will Jagan use higher court litigation to avoid local polls?

Undoubtedly, State Election Commissioner N Ramesh Kumar stood like a rock and he was fighting his war like a one-man army. All his strength has obviously come from the fact that he is the head of an autonomous, constitutional institution. However, the main challenge is coming from the manner in which the YCP regime has taken a serious view.

Right from the beginning, Chief Minister YS Jaganmohan Reddy and his Ministers had given enough indications that the local polls will not be held as long as Nimmagadda is the SEC. Now, Nimmagadda brought it to such a point that the Government would have no choice but to bow down. Even then, the Jagan regime approached the High Court which will take up hearing on the Government’s petition against the SEC order today.

Analysts say that the YCP Government has been using the litigation in higher courts as an excuse to go ahead with its policies despite adverse judgements in the lower courts. It happened with the YCP colours on the Government buildings and also with the English medium in the schools.

What more, it has become a prestige issue for the CM. Whereas, the SEC is just using his constitutional authority to prove his point and assert his position. Even if the AP High Court favours the SEC today, the Government may not outright cooperate with the local polls. Like all other issues, this will also go to the higher court by which time Nimmagadda will retire.

Jagan to shoot three birds at one shot: SEC, ED, TDP

Andhra Pradesh Chief Minister YS Jaganmohan Reddy has no fear of the law. His Government has decided to continue its confrontation with the State Election Commission (SEC). The CM is going to defy the SEC order not to distribute benefits under any Government programme in view of the election code being in force now. Tomorrow, Mr. Jagan Reddy is going to distribute ‘Amma Vadi’ financial benefits to mothers towards the education of their children. He will press the button at a function to be held in Nellore district headquarters town.

Normally, the Chief Minister would press the button on the computer from his Tadepalli residence. At the click of a button, he would facilitate deposit of thousands of crores directly into the bank accounts of the beneficiaries. But this time, the CM chose to do this in Nellore. His Ministers had descended on Nellore to make arrangements for the same. Actually, the CM was summoned to attend before the ED Special Court tomorrow. So, his lawyers would tell the court that the CM was busy with the public meeting.

At the same time, Mr. Jagan would so publicly defy the SEC’s order for not distributing benefits. That too, the CM was going to distribute benefits to over 40 lakh mothers and 85 lakh children. The Ministers were saying that there was no question of stopping the public benefit programme just because of the SEC or Mr. Chandrababu Naidu. The TDP chief was acting like a ‘Saindhavudu’ to create hurdles for the people’s programmes. Naidu even stopped the house sites registration programme.

ED court summons Jagan, Vijay Sai, Hetero, Aurobindo Reddys

The Special Court for the Enforcement Directorate (ED) has issued summons to Andhra Pradesh Chief Minister YS Jaganmohan Reddy in the land allotment cases. The ED court issued the summons after the Nampalli court transferred the relevant cases to it recently. The chargesheet in the Hetero and Aurobindo cases has been transferred to the ED court.

The ED court summons were also issued to Vijaysai Reddy, Hetero’s Srinivas Reddy and Aurobindo Managing Director Nityananda Reddy and PV Ramprasad Reddy. Also the summons were issued to Trident Life Sciences Director Sarath Chandra Reddy and retired IAS officer BP Acharya.

The transfer of cases was affected following the Supreme Court orders for speedy trials in the cases relating to the people’s elected representatives. CM Jagan Reddy has been charged with serious disproportionate assets and corruption in over 6 chargesheets filed before the ED court.

This is in the backdrop of this hearing of the CBI and the ED cases on a daily basis that the AP Chief Minister had written a controversial letter to the Chief Justice of India. That had eventually led to a situation wherein the AP Chief Justice was transferred.

Jagan Govt to go to Supreme Court on SEC schedule

The AP Government has raised a banner of revolt once again against the election schedule issued by State Election Commissioner Nimmagadda Ramesh Kumar. The Government has decided to approach the Supreme Court. While the Chief Secretary was arguing that the officials and employees would be busy with vaccination, the SEC has said that the elections were held even in the US where the Coronavirus impact was the highest.

What more, the SEC has announced that the election code with respect to the panchayat elections would be effective from Saturday i.e. January 9. With this, the Jagan Reddy regime would not be able to come out with many of its welfare programmes that were planned during this festival month. As per the schedule, the AP panchayat polls will be held on February 5, 9, 13 and 17. The notifications for the same would be released on January 23, 27, 31 and February 4.

Though the Chief Secretary gave in writing that the panchayat polls should be postponed, the SEC had rejected the same. The YCP quickly condemned the SEC schedule and asked how the elections could be held now when Nimmagadda had postponed the elections when there were just 26 Covid 19 cases in the State.

Nimmagadda announced that the panchayat polls would be held as per schedule. He faulted the Government for not implementing the Supreme Court orders on taking prior permission of the SEC for beginning the Government programmes during the time of elections.

Andhra CM lays foundation for reconstruction of 9 temples

Amid the furore over the reported desecration of Hindu idols and allegations of rising attacks on Hindu temples in Andhra Pradesh, Chief Minister Y. S. Jagan Mohan Reddy on Friday laid the foundation for the reconstruction of nine Hindu temples allegedly demolished during the previous Telugu Desam Party (TDP) regime.

“The Chief Minister on Friday laid the foundation stone at Seethamma Paadalu on the banks of river Krishna for the reconstruction of nine temples that were demolished by the previous TDP government,” said an official statement.

Reddy also laid the foundation for eight other developmental works costing Rs 77 crore at the famous Vijayawada Kanaka Durga Temple, including unveiling two separate plaques at the construction site of Sri Saneeswara Swamy Temple.

The Chief Minister later visited the Kanaka Durga Temple at Indrakeeladri where he was blessed by the priests amid chants of vedic hymns and presented with a memento, ‘prasadam’ (blessed food) and a photograph of the presiding deity.

“Another ‘padayatra’ promise fulfilled. Jagan Mohan Reddy lays the foundation stone for reconstruction of temples demolished by pseudo-Hindu Nara Chandrababu Naidu in the name of Pushkar arrangements at Vijayawada. The Chief Minister also launches Rs 70 crore development works of Kanaka Durga temple,” said Rajya Sabha MP Vijayasai Reddy V.

The Chief Minister released the endowment department’s calendar depicting all the important state temples and also a calendar of the Sri Durga Malleswara Swamy temple.

BJP-Jagan-TDP giving a new definition to Marxism

Except the Left parties, all the other main political parties in Andhra Pradesh are right now busy with the politics of religion. The Ramatheertham incident appears to be the only burning issue for these parties. The common people’s problems, Coronavirus troubles, price rise and all such issues took a back seat.

Commentators are wondering whether the rival parties have forgotten their basic duty to serve and guide the people in the right direction. All the parties are indulging in the only task of inflaming religious feelings to gain vote bank benefits. The BJP has its own strong Hindu line. CM Jaganmohan Reddy is known for his party’s open pro-Christian policies. Even the TDP and the Jana Sena have joined this rat race now.

Analysts point out that obviously, the BJP, Jagan Reddy and Chandrababu were giving a new definition to Marxism. This is not about the Marxist ideals that are followed by the Left parties. But it is about following the famous quotation of Karl Marx that ‘religion is the opium of the people’. All the major parties in AP are now busy using religion as an opium to indulge and win over vote bank politics in the State.

Going by the present mood, the temple attacks and the Ramatheertham incident are likely to dominate the political discussions for a long time to come. Even if it goes to the backstage, the BJP will use all its divisive tactics to bring religion to the forefront this time.
