Telangana government today annuled Bangaru Talli Programme, a direct cash transfer scheme, formulated in undivided state of Andhra Pradesh for girl child.

Government today issued Andhra Pradesh Bangaru Talli Girl Child Promotion and Empowerment Act, 2013 (repeal) order.The decision has ostensibly taken as the objective of the scheme could not be fulfilled in the absence of suitable mechanism to implement it.

Bangarutalli Scheme is meant to take care of the girl child in every household from her birth till she completes her graduation. If a mother gives birth to a baby girl, Rs 2,500 will be deposited into her account. Rs 1000 will be given for the first 2 years at the time of immunization.Rs 1,500 will be given every year to the family through Anganwadis till the baby attains the age of 5 years from 3rd year onwards. At the time of admission to school, Rs 2,000 will be given every year for her studies from the first to the fifth standard, and Rs 2,500 from sixth to eighth standard, Rs 3,000 for ninth and tenth standard. For the girls study of Intermediate, she will be given Rs 3,500 each year, and Rs 4,000 a year during her graduation.

The scheme came into existence through a bill, which got governor’s assent on June 28, 2013. The Telangana state in its quest to disconnect itself with united Andhra past, which the TRS leaders allege was responsible for the backwardness of the region, is discontinuing or renaming or modifying the schemes and projects initiated during the days of CMs of United Andhra Pradesh. The important program which lost its relevance is Jalayagnan. The next major scheme is Bangaru Talli.

The justification for the repealing of the Act are :

* Several other schemes viz.providing free text books, free education, mid-day meal program, providing scholarships are being implemented by the State Government for the welfare of the female children;
* The present Government is implementing Arogya Lakshmi Program, Kalyana Lakshmi/Shadi Mubarak Scheme for the marriage of girl children investing crores of rupees;
*There are shortfalls in overseeing the Bangaru Talli Program and its non reaching to the deserving girl children and introduction of several other beneficial schemes and their implementation to the girl children in the State of Telangana.
