Praveen Prakash smart reply to LV show cause

Nobody can stop Jagan loyalists from doing anything they want. No rules and no restrictions. They are lawmakers and lawbreakers, both. The same Pulivendula spirit applies to even IAS loyalists. Now, CMO Principal Secretary Praveen Prakash is in news all the time because of his controversial confrontations with Ex Chief Secretary LV Subrahmanyam. Praveen did not immediately reply to LV’s showcause notice regarding Cabinet agenda issue.

But now, after LV is necked out of the CS post, Praveen gave his to incharge CS Neerabh Kumar Prasad. He said that he has done nothing wrong as mentioned in the showcause notice. Praveen commented that AP Cadre IAS officers are known for their integrity and they work with inspiration given by retired IAS officers like Yugandhar. Yugandhar is father of Microsoft CEO Satya Nadella.

Analysts are asking what is the need for Praveen to reply to showcause notice. As per the changed business rules, he holds greater powers than CS. But Praveen did not mention anything about business rules in his reply. Undoubtedly, these new rules go against the spirit of established hierarchy and service rules of IAS officers. In any state, Chief Secretary is the head of civil servants just as CM is the head of legislature. In AP, such systems are clearly turning upside down.

Jagan’s growing anti-BJP stand behind CS transfer

As expected, AP CM Jaganmohan Reddy gave a rude shock to Chief Secretary LV Subrahmanyam by transferring him to HRD as its Director General. This was Jagan’s angry response to LV’s show-cause notice to CMO Principal Secretary Praveen Prakash. LV Subrahmanyam is known for his close links with BJP leader and Ex Chief Secretary IYR Krishna Rao.

In fact, it was during the 2019 election that the BJP-influenced Central Election Commission made LV as AP CS under election code. At that time, there were reports that LV would be continued as CS if YCP wins. This is as part of a broad understanding between Jagan and BJP leaders.

In just five months, the BJP started attacking Jagan Rule on all issues. Jagan hit back already by removing Daggubati Purandeswari’s husband Venkateswara Rao from incharge post of Parchuru assembly segment. Now, LV Subrahmanyam became the next victim of the growing differences between Jagan and BJP.

Reverse complaints against AP Chief Secretary

Reverse trends in governance are giving a very tough time to almost all sections of society in Andhra under the present government. It began with big projects, sand, opposition parties, etc. Now, the government officials are also feeling the pinch. AP Chief Secretary LV Subrahmanyam is no exception. He is receiving blow after blow in recent times. Already, CM Jagan asked him to consult and report to Principal Advisor Ajay Kallam Reddy on governance issues. The CS is openly expressing unhappiness that the CM is not at all respecting heirarchy in the administration.

The latest disappointment is that the Chief Minister’s Office gave permission to Christian Dharma Prachara Parishad President Jerusalem Mathaiah to complain to CM against the Chief Secretary. Mathaiah is demanding that the government remove Subrahmanyam from the Chief Secretary post because of his partisan attitude. Mathaiah has already filed a petition before the AP State Human Rights Commission over CS orders for action against converted staff working in the temples. Actually, Subrahmanyam responded on the printing of Christianity propagation material on Tirumala bus tickets. He ordered removal of temple staff if they are found converted to other religions. Now, Subrahmanyam is facing reverse complaints. Christian organisationas are demanding Subrahmanyam’s removal from the top post.

Chandrababu fires on Chief Secretary’s sensational comment

Chief Minister N Chandrababu Naidu has taken strong objection to the statement of Chief Secretary LV Subrahmanyam. CS said that Naidu is a chief minister without powers under the prevailing circumstances in the state. The comment created a political sensation. Naidu reacted sharply and he said that it would be a twisted statement to say that a chief minister should be there without any authority.

CS Subrahmanyam has just talked about the limited powers of Chief Minister who has to consult him to hold any review with district officials on any emergency issue. His statement assumed significance as there are reports of CM Office not taking CS seriously so far.

Naidu is expected to begin his review meetings on administrative matters from May 1. The official and TDP party circles are tense on this aspect. The IAS officers are going to face even further tensions because of the differences between CM and CS. On why he presided over the election review meeting, CS Subrahmanyam is saying Chief Electoral Officer has complained of non-cooperation from some officials from districts.

Chief Secretary wrongfully superseding CEO powers?

AP Chief Electoral Officer Gopala Krishna Dwivedi has issued orders to District Collectors and Electoral Officers to attend a review meeting to be held by Chief Secretary LV Subrahmanyam on Wednesday. In fact, Dwivedi is himself the actual officer concerned to conduct such a review meeting. But he is permitting Chief Secretary to supersede his powers and take his place to review the preparedness of election staff for counting day.

These developments have triggered debates within the civil services officers in Secretariat and among District Collectors. They are asking whether this is correct on the part of Subrahmanyam to violate election code. As the code is still in force, it is CEO who is vested with all the powers and even District Collectors are just Returning Officers who have to report to CEO.

Former CS Anil Chandra Punetha used to just attend reviews held by CEO and he never interfered with the election process. But this is obviously not the case with the present Chief Secretary. The emerging developments left many civil servants wondering as to how they have to react and respond to the commands of their superiors. There are also allegations that the politicisation of the Election Commission has thrown AP administration into total confusion right now.
