Minister Narayana is a `super chief minister’?

TDP circles are wondering that whether Municipal Administration Minister Dr P Narayana is turning to be a `super chief minister’? Instead of focusing on his ministry, hijacking of discretion powers of other ministers and having his say on their subjects without any formal directive or order form the Chief Minister makes many ministers to develop grouse against him.

By name he may be only municipal administration minister, but in practice he has been holding sway into several ministries. Due to his proximity with Chief Minister Chandrababu Naidu, those ministers remaining silent.

First, he intruded into the preview of deputy chief minister K E Krishna Murthy’s revenue department, by `hijacking’ issues related to land acquisition, compensation and land allotments. Initially Krishna Murthy tried to protest, but later realising that chief minister’s `interests’ are involved, he remained mum.

The entire exercise of land acquisition for capital city Amaravati is being monitored by Narayana only. Even in recent times files related to land allotments to various corporate institutions are processing through him only, without any knowledge of the revenue minister.

Very recently, he is hijacking anganwadi centers from women and child development minister Peethala Sujatha. Just ignoring her he has appointed a consultant by name E. Prasanna, to transform them into corporate kindergartens with good accommodation and other facilities. Presently the pilot project is being taken up in Nellore and Prakasam districts.

The Minister also asked a team of officials to visit corporate schools and observe syllabus and style of teaching for kindergarten sections to implement the same procedures for providing good and qualitative education to the children in the ICDS centres.

Few months ago, he has hijacked urban housing programmes from housing minister Kimidi Mrunalini and had his own way in allotment of houses. He even didn’t left his close relative HRD Minister Ganta Srinivasa Rao by hijacking some of his discretion powers.
