Naidu to invite S’pore PM to Amaravati ceremony

Andhra Pradesh chief minister Chandrababu Naidu will extend official invitation to the Singapore Prime Minister Lee Hsien Loong to the foundation stone-laying ceremony of the new capital of Andhra Pradesh on October 22nd.
Chief Minister N. Chandrababu Naidu along with the delegation of ministers and officials will visit the island nation on September 21st and 22nd.

On the first day , chief minister will participate in a commercial meeting at Science Park with a Singapore Consortium and later, meet Minister Iswaran for lunch and discuss on the Swiss Challenge Method for Amaravati Development.

In the evening, the CM will deliver a lecture at the Institute of South Asian Studies (ISAS) which will be moderated by Ambassador Gopinath Pillai, Special Envoy to Andhra Pradesh and then attend the dinner hosted by the Singapore consortium.

On the second day, the Chief Minister along with the government delegation will visit the Singapore City Gallery and get an overview of the key physical features such as residential, industrial, commercial areas, airbases, reservoirs etc of the City. He will also review the planning for the Civic district, Marina Bay and also study the Concept Plan and the Master Plan.

The visit to Singapore City Gallery will also include planning for green and blue spaces, recreation spaces, island-wide water catchment, waste management, integration of land use plans with public transport networks and conservation planning.

Before wrapping up his 2-day visit, he will visit three townships :
1. Kallang-Bendemeer Region (Sports hub)
2. Changi Business Park Region (Aviation hub)
3. One-North Region (R&D, Knowledge hub)

During the visit to townships, the Chief Minister will understand different stages of integrated townships and how the Seed Development Area could potentially evolve from lower density, high-tech industry business spaces to higher density, high-end office-business park spaces. He will leave Singapore on September 22nd evening.

Naidu’s third S’pore trip to cost Rs 63 lakh

Chief Minister N Chandrababu Naidu is leaving for Singapore on four day tour on September 20, to have further consultations with Singapore government on the development of Amaravati, the emergent capital of Andhra Pradesh.His trip is costing Rs 63 lakh to the exchequer. External affairs ministry had conveyed it’s no objection to the trip from the political angle, yesterday.

This is Chief minister’s third trip to Singapore on the same purpose. Normally, once an agreement is reached at the political level, rest is left to the officials and experts. But, Naidu is not allowing anybody’s view creep into the capital project. He is ensuring that his and only his signature is burned into his dream project of world class capital. The other man who can peep into his design is municipal administration minister Narayana. Anybody who contests this would be shunted out of department of municipal administration and urban development. In the past 15 months, two upright principal secretaries have been shown the door.

The CM himself is overseeing every aspect of the Capital development- which earned him a moniker of ‘CM of CRDA’. He is participating in every meeting connected to the capital. On one side Naidu visits Singapore regularly, on the other, the city state is also reciprocating this by sending her ministers to Andhra Pradesh with equal regularity.

This time round, Naidu is going with a 12-member team which include Y Ramakrishnudu, (finance ),P Narayana (municipal administration), Parakala Prabhakar (advisor, communications ) SP Tucker(special chief secretary, planning), PV Ramesh Babju (principal secretary, finance), Satish Chandra( Principal secretary to CM), Ajay Jain (principal secretary, energy), Rawat Shamsher Sigh (secretary, industries) and N Srikanth (commissioner,CRDA).

According to sources in the government, Naidu’s trip is meant to discuss the appointment of principal developer and chief architect etc. He wants to finalize the developer and architect capital project before the October 22, when PM Narendra Modi is expected to lay foundation stone for the capital construction.

After Centuries, land records to speak in Telugu

All through written history, the lands of Telugu people have been ruled by non-Telugus for most of the time. In the coastal area, the fall of Vengi put an end to glorious Telugu rule, though smaller kingdoms flourished later. In Godavari basin, first Telugu empire was Kakatiya. Krishnadeveraya was a Kannada King, who mastered Telugu also. Later for about three centuries Muslims ruled these lands followed by foreigners such as French, British etc. The land administration bears testimony to this. The language the land-records speak is either Persian, Urdu or English. So, we can conclude without hesitation, that even though we have been ruled by Telugu people since 1953(when Andhra state was formed), our land administration has never spoken language of the people. Now, chief minister Chandrababu Naidu, in a belated realization, found the language was complex and understandable only to revenue officials. He says words such as ‘Ajmaish’, ‘Adangal’ and ‘Pahani’ should not be allowed to continue.

He asked AP Revenue Department to replace these archaic words with simple Telugu terms so that they some transparency is ensured as common man will begin to understand them.

“All the old terminologies and obsolete words used in land records will be phased out very soon as the Chief Minister N Chandrababu Naidu has asked revenue department to come up with simplified nomenclature for terms used in the land and revenue departments,” said Deputy Chief Minister KE Krishnamurthy.
Revenue department will avail the services of Centre for Innovation in Public System (CIPS) to carry out the task.

V’wada and Vizag metros to be ready by 2018

Even though the population is below viable level in Vijayawada and Vizag, centre is ready to give go ahead for the construction of metro rails for the two cities. On Saturday Delhi Metro Rail Corporation (DMRC) submitted the detailed project report (DPR) to the state government. DMRC advisor Sridharan delivered a copy of the DPR each to chief minister Chandrababu Naidu and union urban development minister Venkaiah Naidu today in Vijayawada. Later, Andhra Pradesh has decided to entrust construction of the two metros to DMRC. For the time being, Guntur metro has been put on hold.

Talking to media chief minister Naidu announced that these two projects had been fast tracked and will be completed as per the schedule. “Vijayawada works will begin any time and project will be completed by 2018,” he said. Union minister Venkaiah Naidu said there won’t be any problem for Vizag as the population might have reached 20 lakh by now. ” As per the 2011 census Vizag population was 17 lakh. As the city has recorded 2.85 pc growth rate, by this time the population must have reached to 20 lakh by now,” he said.

Similarly, he said, Vijayawada metro had been permitted without sticking to the population norm as it is the capital city. He said Vijayawada DPR had already been approved by the Andhra Pradesh government which letter sent it for centre’s approval. “Centre has also cleared the project and it is being posed for international aid,”Venkaiah said.

The 26.03 km long Vijayawada metro will be taken up at a cost of Rs 6769 crore while the 42.55 km Vizag metro needs Rs 12727 crore. Venkaiah hoped that Vijayawada and Vizag projects would be completed by 2018 . He appreciated the CM for fast tracking these projects.

Chief minister said a special purpose vehicle (SPV) would be set up with union government, Andhra Pradesh government and financiers soon.

Naidu aims Rs 10,000 crore investment in AP Tourism

With an objective of transforming Andhra Pradesh into a Tourism Hub, Chief Minister N Chandrababu Naidu will launch the Tourism Mission Document on September 14, 2015 in Vijayawada. The objective of the Tourism Policy is to facilitate investments in to the tourism sector to the tune of Rs 10,000 crore and contribute 7% to the State GDP by 2020, and creation of 5 lakh additional jobs in the tourism sector. Investments will be attracted mainly through private sector projects, and to a limited extent through PPP projects and government projects. Botanical gardens, Urban/Rural haats, Tourism & Hospitality Training Institute, Wayside amenities, Spiritual/Wellness centers, Museums. To attract the Rs 10,000 investment Naidu will announce many concessions to the investors like 100 per cent entertainment tax, power concession on the lines of HT consumers such as airports, railway stations and bus stations. Are these concessions enough to attract a massive investment of Rs 10,000 crore in near future for a state where economy is crippled by successive droughts and unemployment?

Essel Group to develop Integrated Resort City in AP

Chief minister Chandrababu Naidu asked the Essel group to explore the possibility of an integrated resort city in Andhra Pradesh on the lines of one set up in Singapore. The executives of Essel group, which working on the concept resort city met the chief minister on Friday and briefed about the idea of coming to Andhra Pradesh to set up such a project, which said has immense employment potential.

The Essel Group, which is currently working on developing Tirupati as Smart City. Amit Goenka, one of the promotors of the group and CEO, India Network Ltd, today met the chief minister Naidu to brief him about the concept of resort city. They also updated the CM with the progress of the company’s work in support the state in developing smart cities. Goenka agreed to conduct a feasibility study in Andhra Pradesh on setting up of the resort city.

Encouraging the concept the chief minister assured all cooperation from the government. “Andhra Pradesh has some of the best places. Explore the locations in the state and come up with a report,” the Chief Minister said. Chief Minister suggested them to keep Andhra Pradesh culture and needs in mind.

The integrated resort city has a great international market. In Singapore, integrated resort cities have generated business worth $10 billion. This has created 22,000 direct jobs and 40,000 indirect jobs, Goenka told the Chief Minister.

During the meeting Goenka also told the Chief Minster of their working on a waste-to-energy plant in Jamshedpur. Responding to this, the Chief Minister asked them to submit a report on their project to the Swachh Bharat task of force for which Naidu is convener.

Lokesh mobilizing youth support to father

Nara Lokesh Babu , who is going to play key role in party affairs today participated in an impressive gathering of students and youth in Kandukur, Prakasham district. Lokesh inaugurated the TDP Cadre Training Centre at Prakasam Engineering College. He is expected to concentrate on recruiting and moulding the students and youth for the TDP ideology of development of the state. According to party sources, Lokesh Babu is given responsibility of mobilizing youth to support TDP governments policies, which of late attracting criticism from opposition parties. “In Andhra Pradesh, students are not actively involved in TDP politics. The students activity is confined to the Left parties and BJP, and to some extent Congress. TDP doesn’t have an effective student and youth wing. Lokesh will concentrate on this aspect and mobilize youth opinion in favor of Chandrababu Naidu’s efforts to make Andhra Pradesh, a global destination of investment, which is going to create job in lakhs,” TDP sources involved in the Lokesh activities told Telugu 360.com

A senior party leader and politburo member, who doesn’t want his name quoted told this correspondent that Naidu wants to channelize youth energy to silence opposition onslaught on the developmental projects of TDP government.

“Chandrababu Naidu seems to have observed that Prime Minister Modi was being robustly defended by youth globally for his initiatives. He has highest youth following among the contemporary political leaders in India. Such a support is needed to rebuild any country or state. TDP president also wants harness youth power. Lokesh is on the job of mobilizing support Andhra youth wherever they are. Lokesh is given the responsibility of building youth force,” he said.

Already pressure is building on Lokesh to enter party organization and become in-charge of organizational matters. In a recent high level meeting party held in Vijayawada, politburo member and senior most leader of the party, Kala Venkatarao suggest to CM to appoint Lokesh as secretary-general of the party and make him in charge of organization. Naidu, though diplomatically chose not to respond to the suggestion in public, is indirectly encouraging his son to become the youth and student leader of the party.
The Kandukuru meeting, said the TDP leader, had proven the young Naidu’s capacity to attract the youth and sustain dialogue with them for longer time. “This is the quality of the leader”, he added.
Now we have to watch keenly the moves Lokesh takes to become the self-made leader or end up as son of Chandrababu Naidu.

Experts caution Naidu against disturbing forest lands

Chief minister Chadrababu Naidu’s public announcement that the government would identify about 17,000 acres in East and West Godavari districts to make room for industries has created furor among the environmentalists and public spirited activists. While talking to the people in Dwaraka Tirumala, Naidu revealed his plan to industrialize the two agriculture-rich and rice growing districts.He said the two district did not get industrialized because of non-availability of land. To overcome this, Naidu announced, the state government, would soon denotify the forest land to an extent of 17,000 acres.
It created loud protest from the environmentalists and activists.
Professor Chigurupati Ramachandraia of centre for economic and social sciences (CESS), Hyderabad, took strong objection to the proposal to denotify the forest land to make room for industries.

According to Ramachandraiah, a popular voice against the anti-people projects in the state for over 15 years, if the forest land is denotified and industries are set up, wonderful ecological balance, naturally evolved through ages, will get disturbed with serious consequences for the people of two districts. He demanded the state not to resort to the massacre of sensitive coastal environment.

The reasons Prof. Ramachandraiah cites to oppose the denotification of forest to facilitate industries are:

1. The area is thickly populated geography and is coastal ecology.

2. The two districts are known for their high degree of agriculture and allied activities especially fisheries.

3. Outside Agency area, the two districts have very litter forest area.

4. There is a fine balance between the density of population , high density agriculture and coastal activities. As the people are heavily dependent on the agriculture, any attempt to locate industries in the agro-fisheries zone would disturb the balance naturally evolved for ages.

5. Location of industries is not a standard solution for all districts. Industries should go to the area which suits them and agriculture should be allowed in the agro-ecological region. Any bungling in this division will lead to a disaster.

Reddy also expressed similar sentiment and opposed the proposal to denotify the forest lands in the name of establishing Industries in West and East Godavari district. ” There should be clarity on establishing industries. Industries are two types: location specific and non-location specific. If the government follows this principle in locating the industries half of the problems are solved,” he said . He said nobody would oppose if the government set up location specific industries in Agro-rich zones. ” In the name of industrializing the zone, without applying mind whether they are needed or not, if government set up industries in rice growing districts it will lead to serious contamination,” he said. Reddy further added that, “primary motive of industry is benefit to the individual, who sets up the industry, and for such industries, government should not resort to denotification of forests.

Dr Sarma strongly opposed the move. According to Sarma, chief minister Naidu is resorting to denotification of forest land to set up industrial units as he feared resentment among farmers.
He urged the union government to reject the proposal to denotify the land from AP government outright. “The government decided to de-notify 16,000 acres of forest land to accommodate several industrial units in West Godavari district on the ostensible ground that farmers are resisting acquisition of agricultural lands and, therefore, the industry should be handed over the required extent of forest land. This runs counter to the State’s obligation under Article 48A of the Constitution, the National Environment Policy approved by the Union Cabinet , the forest conservation laws enacted by the legislature and the norms of forest conservation and the Doctrine of Public Trust stipulated by Hon’ble Supreme Court from time to time.” Sarma said.

Kapu’s will soon get BC status: Naidu

CM Chandrababu Naidu once again assured that state government was committed to include the Kapus to the list of Other Backward Castes (OBC). He reiterated his stand today in Dwaraka Tirumala today. Naidu assurance assumes signficance in backdrop of demand from many upper castes for reservations across the country. Yesterday, many upper castes had held a demonstration demanding reservation. In Andhra Pradesh, members of Kapu, one of the biggest land-owning comminuties in state have been demanding OBC status. But, the demand is being fiercely contested by the origanal OBC communties. Hence the delay in including the community to the OBC list.

So, Naidu periodiacally reiterates his poll-commitment to the Kapus. On Thursday, in Dwaraka Tirumala, he said a fianance corporation would be set up with Rs 100 initial capital held poor among the Kapus.

The CM said the non-availability of land had become roadblock for the industrialization of East and West Godavari district. ” To overcome this problem and to make available enough land to set up industries, state government is planning to denotify 17,000 acres of forest land soon,” he said.

Baba and Babu to set up Yoga Gram at Tirupati

Andhra-Baba Ramdev link is getting further strengthened with Chandrababu Naidu becoming more spiritual and practitioner of inner engineering. The state government is planning to establish yoga and dhyan mandirs in all temple towns across the state such as Tirupati, Srisailam, Simhachalam, Annavaram, Vontimitta etc.

This is decision of the CM, according to officials, is influenced by Baba Ramdevji Maharaj. The yoga guru is the single largest Indian purchaser of Red Sanders from the state government spending nearly thousand crore. This is said to have brought Baba and Babu close for collaboration. He was specially invited to the Godavari Pushkaralu recently. Now, according to sources in the government, the state government is mulling over establishing a Yoga Gram on the lines of the one set up in Uttarakhand with the help of Baba Ramdevji Maharaj.

Rama Dev’s Yog Gram is set amidst the silent mountains in a span of about 100 acres by Patanjali Yogpeeth. It is a Gram but has all posh amenities that you could fancy and caters to the needs of everyone, to give ones sickened and wearied body and mind a total overhauling, in very presence of Ramdev. One can also have benefit of Ayurvedic Panchkarm, Yogic Satkarm & Naturopathy here, as well.

State is ready provide the land for the proposed Yoga Gram which in fact a combination of Naturopati institutes. Chief Minister Chandrababu Naidu told a meeting of officials that Baba Ramdev was willing to establish such yoga gram at Tirupati. The CM directed the Ayush department officials to ensure that the project was realized as early as possible. Conducting a review meeting with health officials recently, Naidu asked the Ayush department to take up promotion of Yoga on large scale in schools and colleges by engaging part-time teachers. He wanted officials to explore the possibilities of constructing yoga and dhyan mandirs in all temple-towns of the State in collaboration with temple authorities.

Naidu, who, off late became too spiritual, even organized inner engineering classes for state officials and municipal chairpersons in Hyderabad for three days in collaboration with Isha Foundation of Sadguru Vasudevji. Now, Naidu is planning to spread the culture of Yoga in the state.

GO lands Naidu in another controversy

Andhra Pradesh government issued a controversial GO (MS 329) on Wedneday permitting Nagarjuna Construction Company (NCC) to reuse the land, allotted to it set up a thermal plant, for establishing multi-product industrial park. Many see some foul play in giving back the lands to the same company allotted for different purpose , instead of taking back by the government or giving back to the farmers. The GO is going to stoke another controversy in the state as opposition parties are likely to raise the issue as another ‘scam’.

In the meantime, former union government secretary and environment expert EAS Sarma said the GO is prima facie illegal. He says the GO is untenable for five reasons. He urged the state government to withdraw the GO immediately, otherwise he would be constrained to challenge it in the court of law.

Five Reasons why giving back land to NCC is illegal:

1.The land in question is classified in the Revenue records as a wetland. As such, it attracts the prohibitory clauses under the Wetland (Conservation and Management) Rules notified by the Union Ministry of Environment & Forests (MOEF). The National Environment Policy (2006) approved by the Union Cabinet and the Wetland Rules notified under the Environment (Protection) Act, 1986 make it obligatory for the Union and State governments to conserve wetlands such as this one. Therefore, issuance of the GO cited amounts to a breach of such an obligation and a violation of the environment laws and rules.

2.The erstwhile National Environment Appellate Authority (NEAA) had disallowed the statutory environment clearance accorded earlier in favor of M/S NCC to set up a thermal power plant on the said land, considering, among other reasons, the fact that the land had been classified as a wetland. There are revision proceedings pending before the National Green Tribunal (NGT) in this matter. Issuance of the GO during the pendency of the NGT proceedings is sub judice and inappropriate.

3.At the instance of NGT/ NEAA, MOEF had commissioned a comprehensive study of the wetlands of Srikakulam district including the Sompeta land in question. The study was carried out by Salim Ali Institute of Ornithology and Natural History (SACON) in 2012 and submitted to MOEF, which identified the Sompeta land to be a wetland of significant ecological importance, eligible to be designated as a Ramsar site under the Ramsar International Convention on wetlands. This report is presently under consideration of the NGT. The GO that has now been issued in respect of the Sompeta land makes a mockery of the SACON report.

4.The Sompeta wetland in question sustains thousands of livelihoods of small and marginal farmers, fishing communities and others. There are three government-sponsored lift irrigation schemes that draw water from these wetlsnds, which will become infructuous as a result of diverting the land for industry.

5.Under the Neeru-Meeru scheme, the government instructed the district collectors throughout the State [Memo 24140/Assn I(1)/2003-3 of 22 August 2003] to notify all lands with water bodies and include them in the village Prohibitory Order Books (POBs) so that such lands could be excluded from diversion and damage. The Sompeta land in question ought to have been included in the POB and prohibited from diversion to industry. The latest GO violates this Memo.

Kuppam to quench the thirst of AP villages

Chief minister Chadrababu Naidu is for replicating the Kuppam drinking water model across the State and involve corporate and industrialists under the CSR initiatives in the projects meant for drinking water. He prescribes Kuppam model as the real solution to the chronic drinking water problem the districts of Chittoor and Anantapur are facing. But, under Kuppam model the water doesn’t flow free of cost. Chief minister asked the officials to supply water but fix the meters and collect the charges in the name of maintenance.

Expressing concern over the water scarcity compounded by the fluoride problem, he asked officials to work on an action plan to provide mineral water to isolated pockets in these two districts, immediately. “Work out a plan to meet drinking water needs of fluorosis-hit villages. This should include immediate plan, intermediate plan and a long-term plan,” he instructed officials.

He asked the officials not to compromise on the making potable water to the households in rural areas especially, Chittoor and Anantapuram districts.Kuppam, his home constituency, has overcome the acute drinking water problem by adopting rainwater harvesting and setting up recharging structures. The CM said Panchayat Raj officials that the department should be in a position to supply at leader 30 TMC of water for drinking purpose. Chief Minister asked officials to make all the services online for 12, 918 through Panchayat Raj Institution & Management System (PRIM).

Amaravati will be free of casino and race course

Though chief minister Chandrababu Naidu plans to build new capital Amaravati into a world-class city, it would be free of casinos and race-course. This was made clear by finance minister Yanamala Ramakrishnudu today in Assembly when BJP member suggested that government should consider setting up casinos in Amaravati. Even though casinos and race-clubs help shore up revenues, there was no proposal to set up casinos in new capital, the minister said.

According to Vishnukumar Raju, several people from Visakhapatnam and Godavari districts often go outside the state to play and place bets in casinos in Goa and Sri Lanka. Government should think of establishing casinos, horse racing clubs in the Amaravati to make city an entertainment centre as well.

“If Casinos are set up in the State itself, government can earn revenue from these centres in the form of taxes”, P. Vishnukumar Raju said participating in a discussion on the amendment to AP (Telangana Area) Horse Racing and Betting Tax Regulation.

The Finance Minister however responded that there was no proposal now to set up casinos.

AP Assembly adjourned – but the epic battle will go on…

Even though Andhra Pradesh assembly has been adjourned sine die and the government ensured passage of nine bills in a matter of two hours, the epic battle between YSR Congress leader Jaganmohan Reddy and chief minister Chandrababu Naidu remained inconclusive. It’s all set to spill over into the streets from next week with chief minister planning to launch counteroffensive against Jagan, while the latter is planning to range entire state against Naidu by sitting on fast unto death from third week of September.

The just concluded monsoon session was ruled by lungpower rather than informed debates on the agenda lying before the house. The entire state watched the ding-dong battle of TDP and YSRC. While the ruling party called the YSRC leader as Psycho and his as a parties of psychos, Jagan called TDP leader a goonda and TDP as a party of goondas. During the five-day session, the YSRCP tried to corner the ruling party by raising an issue a day and hijacked the house with adjournments and walkout.

All issues, whether it was pattiseema, capital Amaravati, price-rise, drought or the cash-for-vote- boiled down to Jagan vs Naidu fight. While Opposition attended the house with a sole objective of pinning down Naidu on one issue or the other, the treasury benches had worked hard to prick him with disproportionate assets cases in which Jagan was A.1. Jagan asked the CM to resign on moral grounds as he was the mastermind behind the cash-for-vote scam as per the CBI chargesheet, Naidu gave a retort by describing Jagan a Friday-man. ” You are attending court cases on every Friday.You have no moral right to question my integrity,” Naidu told Jagan. While the Opposition leader asked Naidu a pointed question to tell if the purported voice recorded in the conversation that took place between Stephen Sebastian, a nominated Telangana MLA and Naidu was not his.

But, the defense put up by treasury benches failed to match up the offensive launched by the Opposition party. Even though the TDP deployed leaders with lung-power such as – ministers Ravela Kishore Babu, Achhannaidu, chief whip Kalva Srinivasulu, MLA Dhulipalla Narendra, Palle Raghunatha Reddy they proved a mismatch with rival side represented RK Roja, G Srikanth Reddy, J Nehru, Kotamreddy Sridhar Reddy etc.

While Jagan raised the current issues, the TDP tried to counter them with two-year old cases of Jagan less effectively. Ultimately as an opposition leader Jagan is proven successful in his floor strategy by grabbing headlines. Surprisingly, TDPs Naidu is also equally successful in implementing his floor strategy as he ultimately got all bills passed without any problem. After all, the session is always meant to get the house-nod to the bills the government wants to push through.

Will Naidu’s dream rail chug by 2018?

In the backdrop of the reports that centre refused to give go ahead on the Vijayawada metro rail because of traffic un-viability, chief minister Chandrababu Naidu asked metro-rail man Sreedharan to complete the first phase of Vijayawada Metro Rail Project by August 2018 and Visakhapatnam by December 2018. Sridharan is advising the state on metro rail projects. Recently, the Centre has reportedly ruled out any financial assistance to the Construction of Vijayawada Metro Rail because of financial un-viability.

According to sources in the government the Centre has made it clear that metro rail in Vijayawada is not viable with the population being less than 20 lakh. It also stated that because of less population , the metro project was liable to run into losses. This forces the people to think that Naidu was giving unnecessary and unrealistic hype to his projects in new capital region to gain political mileage. today’s the meeting between chief minister Naidu and Sridharan took place to allay the misgivings among the publi. The chief minister informed Sridharan that the project could be executed with the support of Japan International Cooperation Agency .

“We should expedite the process of setting up a special purpose vehicle (SPV) and appoint a permanent officer who will monitor the progress of the project,” Naidu told Sridharan. They have decided to meet on September 9, in Vijayawada.

Naidu shared experience of his Turkey trip. He said the traffic management system in Turkey was efficient. “Their road and rail systems are managed well. This has not only increased the tourist arrivals but also improved the per income ,” the chief minister explained.

Cash-for-vote : Jagan wants debate on Naidu’s role

The cash-for-vote scam rocked the AP Assembly on fifth day, the last day of the ongoing monsoon session, which led to the acrimonious scenes in the well and finally to the two adjournments.
In Andhra Pradesh Assembly everything boils down to Jagan vs Chandrabu Naidu. Today, the vote-for-scam also has got finally reduced to Naidu versus Jagan fight relegating the regular business to the background.

YSR Congress insisted on taking up the infamous cash-for -vote scam as adjournment motion for a debate in the House as the chief minister’s name figured 22 times in the charge-sheet file by Telangana ACB, which is investigating the case. Ruling party members stoutly opposed any debate on the subject as it was related to another state. Speaker Kodela Sivaprasadarao disallowed the notic while advising the opposition benches that it was sub judice.

But, opposition members, demanding a debate on the subject, rushed into the well raising slogans.
The YSRCP MLAs Roja, Kotamreddy Sridhar Reddy and Chevireddy Bhaskar Reddy attacked the TDP for its efforts to shield the chief minister who was involved in the cash-for-vote scam. “The ruling party is scared of debating the issue. Because Naidu is personally involved in the scam. He is taking commissions in the state and using the money to buy MLAs in other state,” Roja attacked. The treasury benched attempted to repel the attack by alleging that Jagan had colluded with TRS in Telangana.

The TDP deployed chief whip Kalva Srinivasulu, welfare minister Ravela Kishore Babu, senior member Dhulipalla Narendra and sports minister Achhannaidu, who charged that YSRC was in league with TRS to kill the TDP in Telangana. “Jagan was embodiment of corruption. He is the most corrupt politician in the country. Every Friday he attend the court to face trial in more than a dozen cases. He has no moral right to talk on Chandrababu Naidu,” they said.

Reacting to the allegation Jagan said it was Chandrababu Naidu who hobnobbed with KCR . Showing a picture of KCR and Naidu campaigning jointly in 2009 elections, Jagan said,” the TDP has a lot to answer on the cash -for-votes scam.,” he also hurled a challenge that he would resign in minutes from the Assembly if the ruling TDP offered proof that he had spoken to or written a letter to Telangana CM KCR. He asked Naidu to tell whether the voice recorded in telephone conversion was his or not.

Jagan Fast-tracks his political project

The opposition party leader YS Jaganmohan Reddy appears to have put his political project on fast track. While putting chief minister Chandrababu  Naidu on notice, he announced that he would sit on indefinite fast from September 15, if the government fails to achieve anything concrete on getting special status accorded to Andhra Pradesh. He announced his program of action hours after Assembly adopted a resolution urging the centre to bestow the special status on the state, which is in the throes of partition.

Indefinite fast, definitely, is a democratic tool one can use in rarest of rare cases. Normally, politics prefer protracted battles. Instead of exploiting the cause to mobilize the people on a longer course in protracted fight, Jagan’s fast tracking has the potential to alienate him from the other political parties like CPI, CPM and Congress, Lok Satta etc and masses.

Jagan is not attempting to make common cause with these parties. In fact Left have whole heartedly supported him in this case. Before announcing his indefinite fast, Jagan should have taken Left parties into confidence. Another thing, fifteen-day notice is too short for any government to process the decision. In our set-up the resolution has to travel a meandering path to reach its final destination. So, Jagan seems to have reached a conclusion that the announcement by centre is unlikely to come by in notice period, and he should launch the final missile.

Jagan has not prepared the people for his final assault on Naidu, nor has he taken the friendly parties into confidence. Isn’t it going to be a misadventure by a young man in a hurry? Jagan must ensure that his act did not simulate emotions that lead to suicides by the people from poorer section, who are already frustrated by many socio-economic issues. Victims of all political movements always come poorer sections.

‘Homework’ creates problem in House

An interesting, but heated debate took place on “homework” in Assembly today.

Participating in the debate on chief minister Chandrababu Naidu’ statement on the special category status to Andhra Pradesh, opposition leader YS Jaganmohan Reddy said he belonged to present generation while Chandrababu Naidu to the previous one, whose members were poor in knowledge.

“What I want to tell is why it is necessary to have a special status. We are in a situation where even the CM doesn’t have any understanding of the special status,” he said to cheers from his side and jeers from the treasury benches. ” Yes, ” he said adding that ” Chandrababu Naidu belongs to past generation. We belong to this generation. There are many things which Naidu doesn’t know and we know. We do home- work and he has neither patience nor time to do homework,” Jagan said provoking legislative affairs minister Yanamala Ramakrishndu.

“Jagan might be doing homework on the cases he was facing in courts,” Yanamala said.

Retorting, Jagan said Naidu also must be doing homework, but it could be on bailing himself out of cash-for-vote scam. To prove that he had done homework, Jagan showed to the house a bunch of paper, which, he said had been provided by the research section of Parliament on the benefits of special category status.

These comments plunged the house into disorder and the sub-plot cash-for -vote had become the main issue in the House.

Naidu’s subtle message to Ministers

Chief minister N Chandrababu Naidu has become first high-profile resident of Armaravati capital region today. After hectic programs and cabinet meeting at camp office in Vijayawada on Saturday, Naidu left for the House arranged for him in Lingamaneni Estates in Undavalli, Guntur district. This is for the first time he is going to stay at the official residence in the temporary capital. Today, his family members are said to have performed the house warming ritual. Keeping in view Naidu’s residence, tight security arrangement has been made at the Lingamaneni estates.

Many see this as a clear message to his cabinet ministers and senior officials who are hesitating to relocate themselves to Vijayawada or Guntur. But, as Naidu took the lead, there is no option for ministers but to fall in line. Many ministers are reluctant to shift to Vijayawada as they find few bungalows in the city suitable for a minister. Located 2 KM from from Prakasam barrage in Undavalli, the swanky guest house has four bedrooms, two big halls, a home theatre and additional rooms for CM’s staff and a mini conference hall.

The building meant for chief minister, located in the space of 1.5 ac. was finalized in June itself. After the family members satisfied with the building and comforts, a new two-lane road has been laid from the Prakasam barrage. An helipad is also constructed near the bungalow.
There is some criticism that the bungalow is raised in an encroached piece of land.

Meaning of Pawan’s temporary ceasefire

Jana sena President Pawal Kalyan called off his fight for the special category status to Andhra Pradesh after he tasted his success in Capital lands issue. He said the ceasefire was temporary. His suspension of fight happened hours after the Municial Administration minister P Narayana announced in Vijawada yesterday that the government revoked the notification issued to acquire the fertile lands in Krishna river front villages in Guntur district honoring the suggestion from Pawan Kalayan.

Within hours Jana Sena President has not only thanked the minister Narayana and his colleague Prattipati Pullarao and especially the chief minister Chandrababu Naidu , but also announced his temporary ceasefire on the demand for special category status. He did this by raising the bogey of National Integration. He did not elaborate how the asking for special category status would pose threat to National Integration.

The reason Pawan Kalyan floated for the suspension of his fight for special category status is this:

“I had explained to hon. Prime Minister Narendera Modi about the injustice meted out to Andhra Pradesh at the time of division of erstwhile Andhra Pradesh and how the act hurt the sentiments of the people. The PM understood it. So, I hope the centre would react positively on the demand for special category status. I know pretty well that it has already been delayed. Still, let us wait for some more time without subjecting ourselves to emotions in the interest of national integration. we will decide upon the next course of action in case there would be no justice.”
This tweeted this at a time when the all opposition parties are urging the people to observe total bandh on Saturday to put pressure on the state and centre for the special category status. Though bandh call is given by YSRC, Left parties and other mass organization have extended their support. But, Pawan, did not refer to the bandh call and did reveal if was opposed to the bandh.

It looks chief minister Naidu is successful in disengaging Pawan Kalyan from the protest politics at a crucial time when opposition is fiercely fighting. Can we call this Pawan-Naidu-quid pro quo?
