Rs 2,500 crore for Metro rail expansion in Hyderabad

The Telangana government on Monday allocated Rs 2,500 crore for Metro Rail project in Hyderabad including for extending metro services to the old city and for metro connectivity to the airport.

In the Budget for 2023-24 presented in the State Assembly, Rs 1,500 crore has been allocated for Hyderabad Metro Rail (HMR).

The government also allocated Rs 500 crore each for extending Metro Rail services to the old city and metro connectivity to Rajiv Gandhi International Airport at Shamshabad.

State Finance minister T. Harish Rao, in his budget speech, only elaborated on the allocation made for metro connectivity to airport.

He noted that the number of air travellers using the international airport has been increasing day by day. The expansion facilities at the airport at a cost of Rs 7,500 crore have been taken up to meet the requirements even if the air traffic goes up to 4 crore passengers per year. He said the expansion facilities will be completed by June.

The minister said with the objective of facilitating the passengers to reach the airport in the shortest possible time from different areas, it has been envisaged to extend metro rail services to the airport. This metro lane will commence from Raidurg and terminate at Shamshabad Airport covering a distance of 31 km.

Recently, Chief Minister K. Chandrasekhar Rao has laid the foundation for metro connectivity to the airport. This project will be taken up at a cost of Rs 6,250 crore with own resources of the State government and will be completed within the next three years, he said.

Another Rs 500 crore have been allocated for extending Hyderabad Metro Rail services to the old city. An equal amount was allocated in the Budget for the previous year but the work was not taken up.

L&T Metro Rail Hyderabad (L&TMRH) has completed the first phase of the Metro Rail project across three corridors to a total length of 69.2 km. While L. B. Nagar to Miyapur and Nagole to Raidurg corridors have been completed, Jubilee Bus Station (JBS) to Falaknuma is yet to be completed. On the third corridor, connectivity has been provided from JBS to Mahatma Gandhi Bus Station (MGBS) also called Imlibun.

The developer has not taken up expansion in the old city due to lack of permission. Religious and heritage structures along the proposed route in the old city and financial losses suffered by the developer and operator due to Covid-19 pandemic are cited as the reasons for the delay in construction of Metro works on the 5.5 km stretch.

The state government has still not made clear if it will fund the work in the old city on its own. The concessionaire is unlikely to fund the works as the project cost has already escalated substantially for property acquisition, shift of utilities like electricity lines, water pipelines and the construction of elevated viaducts as well as stations.

In 2021, AL&TMRHL sought the state government’s help to overcome the losses it incurred due to the pandemic.

The 73-km elevated metro is the biggest metro project in the world in public private partnership (PPP) model built at a total cost of Rs 20,000 crore.

We are all aware of the fact that Akhil Akkineni’s Hello is the first film that shot in Hyderabad Metro Rail before the inauguration. In a recent interview, the crew has revealed some interesting facts about the HMR shooting and the struggles they faced.

It took months for the Hello team to convince the metro rail authorities for shooting and the administration also held an awareness programme for the crew regarding the regulations, security, and cleanliness. They just allowed the trained crew to shot the sequences in HMR and they designed the schedules based on the metro rail workers without causing any disturbance for their works.

They also revealed that the crew did a pre-production of more than a month for the shooting in HMR, to make sure all the things fall into right place. The team has worked hard to complete the schedule and sometimes postpone their work to avoid cliches with the metro workers and spent hours to set proper lighting. So, like you all, we are eagerly waiting how Vikram has shown the most prestigious and brand new HMR in Hello film.

That’s how the Hyderabadis who travelled by Metro on November 29 described their experience, a day after Prime Minister Narendra Modi inaugurated the first phase of the city’s most prestigious mass transport system. That was the TOI’s title to a vox pop report, punning on ‘love at first sight.’
The Metro coaches moving majestically on a 30-km stretch has given a new look to Hyderabad’s skyline. And, people are lapping up the thrill of seeing their beloved city from above! For a majority of people, it’s totally a new experience – clean and silent travel – zipping past the traffic chaos below.
There are, of course, teething troubles which are expected and natural for any mega project of the size of Hyderabad Metro. But most of these are related to passengers’ behaviour and over a period of time, authorities are hoping to overcome these as commuters get used to ultra-modern travel.

Now, it is a novelty and ordinary people without having any need to travel are hopping in for a ‘feel’ of it, and to take selfies and share them with friends and relatives. But, hopefully, in the coming days, as the rush starts building up, they don’t throw caution to the wind and try to take selfies which can prove fatal.

Nevertheless, it’s a dream come true after decades of dilly-dallying and delays in approving and building the massive project which is touted to be a panacea for all the city’s traffic woes. Even after completion of the other two corridors of Metro, which mostly covers almost all the busiest areas bursting at seams with people and vehicles, by December end next year, it is doubtful whether Metro could lessen the traffic chaos.

Two issues can play spoilsport to Hyderabadis’ Metro dream. One is fare and the other is feeder services or connectivity. Barely three days after its opening, are the ground realities surfacing. In fact, many times, people and experts have pointed out the twin problems to the state government and project authorities.

Most of the ‘first day first’ commuters and second and third day travellers felt that the fares are too high compared to other Metro cities. Though their travel time has halved, they are made to pay for saving the commute time! With an estimated seven to eight years for Metro to break even, it is anybody’s guess whether the authorities would cut the fares.

The economics of scale both for Metro users and its concessionaires are the same. Before opting for Metro as an alternative to bus or MMTS or personal transport, the daily commuter will take into account the time that takes from home to office and back and the money spent/ saved. If the fares remain too high, he/she will simply shun the Metro

The bigger problem for many who don’t mind paying a little extra for avoiding sound and air pollution on the road and to save environment, is reaching the nearest Metro station. In the near-absence of feeder services, commuters have to reach their point of boarding by own vehicles and park them within the walking distance. There are not enough parking places at the 24 stations that are open now. In fact, 16 of the stations don’t have any parking facility. Obviously, none can park a bike or cars anywhere near a Metro station as the areas will always be crammed.

Worse, on Thursday, traffic police either towed away or fined many vehicles for parking near the Metro stations, prompting a wag to ruefully say, “Another means to collect more traffic fines.” However, the police officials have another take on the action. This is to discourage people from using their own transport (to reach Metro). They have to take an auto or a bus! Maybe, sound reasoning; but these are out of reach for those living in far off places from the core city zones.

While Metro is hailed as putting Hyderabad on fast track, it should not become a showpiece. It will, if the twin problems are not resolved as early as possible.

KTR says No information on Metro by Modi

The inauguration of the Hyderabad Metro Rail Project on 28th of this month by prime minister Modi has been in news for coupe of days. But KTR almost shocked everyone when he revealed that there is no “official” information from Prime Minister Narendra Modi’s office to the Telangana state officially yet.

Actually Modi is visiting Hyderabad for Global Entrepreneur Summit in which Ivanka is the chief guest. So, PMO planned Metro inauguration also during the visit. But very surprisingly PMO office didn’t inform this to state government officially. But still Telangana government is preparing for Metro inauguration by Modi as they have information through “other channel”. Actually TS government got the info from Special Protection Group (SPG) ,the armed force of the Union for providing proximate security to the Prime Minister of India.

This incident shows how callous our bureaucracy is and how, even PMO is also not an exemption for this.

MetroMan says Hyderabad Metro Rail is a Loss, Advises to Stick to Vijayawada metro rail

‘Metro Man’ E Sreedharan said that Andhra Pradesh’s government plan to drift towards light rail technology is irrational and advised the government to adhere to the already approved Vijayawada Metro Rail Project. He said that the light rail technology not only takes a long time but also doesn’t suffice fast growing cities like Vijayawada.

Light rail technology’s capability and transport capacity is 50% less than normal metro and the difference in cost of construction is insignificant. Considering the fact the Vijayawada will be a big city in next hundred years, Sreedharan suggested going ahead with simple Metro project on similar lines with Delhi Metro.

Speaking to a leading daily in Telugu, Metro Man said that Hyderabad Metro Rail will not be profitable. He said that once the operation of metro rail commences, Larsen & Turbo company has to face huge losses and simultaneously has to pay the banks that have lent the money. So, it is apprehensive on starting Metro Operations in the state. He said that Hyderabad Metro is an example of the PPP model being unsuccessful. It’s been seven years since the project began, yet L&T is not coming forward to run even first phase of metro fearing huge losses. If the company does not start operations in the future, Sreedharan said that the government will have to bear that burden.

He said that private parties do not take up this because Metro as it is not a profitable business. Private firms expect 12-15% profit while metro project doesn’t fetch more than 1.5-2% profits.
