Andhra wins 13 national panchayat awards, but villagers unimpressed

At a time when several villages in Andhra Pradesh are facing major issues such as lack of potable water, among others, Panchayat Raj principal secretary Gopal Krishna Dwivedi has said that the state has won 13 national panchayat awards under various categories in 2021.

“Andhra Pradesh gets 13 national panchayat awards in different categories. Congratulations to the awardee districts, mandals and villages,” Dwivedi said late on Wednesday.

He said Guntur and Krishna districts won panchayat awards in the general category while Sodam, Kakinada Rural, Penukonda and Vijayawada Rural won in similar category under the intermediate or block tier category of panchayats.

At the gram panchayat level, Renimakulapalle, Peda Labudu, Gullapalli and Varkur won the awards under the general category. Tallapalem and Tada Kandriga village panchayats won under the category of thematic e-governance, while Kondepalli gram panchayat is the lone winner in the thematic marginalised sections improvement section, as per the information shared by the principal secretary.

However, despite Dwivedi’s claims, several villages in a majorly water surplus district such as West Godavari are deprived of clean drinking water, especially the villages near Bhimavaram such as Doddanapudi, Kalla and Seesali, among others.

All these village panchayats have been supplying muddy water for several years, compelling the villagers to buy water for drinking as well as cooking purposes.

Eyeing a business opportunity, many enterprising individuals have drilled bore-well water facilities to sell water to the villagers. It is a common sight to see villagers going around with 20 litre cans to buy water from several sellers.

Numerous villagers are suffering this plight, despite the district being fed by the colossal Godavari river with plenty of water.

During Chief Minister Y.S. Jagan Mohan Reddy’s padayatra through these villages before coming to power, people showed him the quality of water the panchayats supplied to them.

Not just water, even street lights do not work properly in these villages and complaints from the tax paying villagers are flatly disregarded by the panchayat officials.

“We have been pleading with the village panchayat secretary for more than eight months already to lay a short stretch of cement road to avoid flooding during the rainy season, but he just ignored us. Despite escalating demand, he is yet to complete the job,” said Suguna Rao from Kalla village.

Meanwhile, panchayat officials are sending village volunteers to the villages in this district to ask people to pay house tax and water bill, warning that legal action would be initiated in the event of failure to pay tax.

But the villagers contend that why should they pay taxes when they are not even being provided with potable drinking water and street lights.

Lokesh promises to solve diploma engineers issues

Vijayawada: Minister for IT, Panchayat Raj and Rural Development Nara Lokesh on Tuesday promised to solve the problems of the Panchayat Raj diploma engineers. However, he wanted them to give him time to study the problems and solve them in a phased manner.

Lokesh attended the 40th anniversary celebrations of the Panchayat Raj Diploma Engineers Association. He regretted that the successive governments have neglected the genuine request of the diploma engineers who have been asking for promotions. He said that the diploma engineers are working in the grassroots levels mingled with the people. They were playing key role in the development of the villages, he said. He further added that he would discuss the issue with the senior officials of the department and see that the diploma engineers are given promotions.

The Minister wanted the engineers to back the efforts of the government in developing the villages. He said that migration to the cities would stop if the villages are developed and basic infrastructure like health, education, sanitation, drinking water and electricity are provided. He said that he had set a target of 10,000 kilometres of cement roads in the State and wanted the engineers to help him.

Lokesh said that he had assumed charge just 45 days ago but was able to understand the problems of the departments he was holding. He said he would be available for the people and employees to learn their problems and wanted them to meet him any time.

Diploma Engineers Association president Shaik Riaz Ahmmad, APNGOs president P Ashok Babu, Panchayat Raj Engineer-in-Chief C V S Rama Murthy, employees JAC leaders S Chandrasekhar Reddy, A Vidyasagar Rao and others were present.

Kuppam to quench the thirst of AP villages

Chief minister Chadrababu Naidu is for replicating the Kuppam drinking water model across the State and involve corporate and industrialists under the CSR initiatives in the projects meant for drinking water. He prescribes Kuppam model as the real solution to the chronic drinking water problem the districts of Chittoor and Anantapur are facing. But, under Kuppam model the water doesn’t flow free of cost. Chief minister asked the officials to supply water but fix the meters and collect the charges in the name of maintenance.

Expressing concern over the water scarcity compounded by the fluoride problem, he asked officials to work on an action plan to provide mineral water to isolated pockets in these two districts, immediately. “Work out a plan to meet drinking water needs of fluorosis-hit villages. This should include immediate plan, intermediate plan and a long-term plan,” he instructed officials.

He asked the officials not to compromise on the making potable water to the households in rural areas especially, Chittoor and Anantapuram districts.Kuppam, his home constituency, has overcome the acute drinking water problem by adopting rainwater harvesting and setting up recharging structures. The CM said Panchayat Raj officials that the department should be in a position to supply at leader 30 TMC of water for drinking purpose. Chief Minister asked officials to make all the services online for 12, 918 through Panchayat Raj Institution & Management System (PRIM).
