NHRC accepts Andhra’s actions in aftermath of Vizag gas leak

The National Human Rights Commission (NHRC) has accepted the Andhra Pradesh government’s action of giving Rs 1 crore each to the families of the 12 people who died due to styrene gas leak in Visakhapatnam in May 2020.

The Andhra government informed the commission that 485 people, who were hospitalized for 2-3 days were paid Rs 1 lakh each, and criminal proceedings were initiated against 12 accused.

The commission took suo motu cognizance of media reports about the death of eight persons and 5,000 others falling sick due to styrene gas leak on May 7, 2020 from LG Polymers company in the port city.

The noxious fumes affected people in a radius of 3 km, leaving some people dead on the road and causing rashes and breathing difficulty in several others.

Along with humans, 25 animals also succumbed to the fumes.

Other than compensation for mortality, the government also paid Rs 10 lakh each to people who were put on ventilators, Rs 25,000 each to people who underwent primary treatment and others.

The commission observed that the loss of lives and thousands falling sick is indeed a serious violation of human rights with the right to life being grossly violated.

“At a time when human lives across the country are at stake due to the spread of Covid-19 virus and everyone is forced to stay indoors, the gruesome tragedy has come as a bolt from the blue for the people,” said a commission official.

Following the incident, the commission issued notices to the Andhra chief secretary, demanding a detailed report on the tragedy and the rescue efforts and medical treatment provided to the victims.

It also asked the director general of police to inform within four weeks about the police action and investigation.

TDP complains to NHRC against arrest of Atchanna and JC family

The TDP has complained to the National Human Rights Commission (NHRC) against the ‘undemocratic and inhuman’ arrests of their party leaders Atchannaidu, former MLA JC Prabhakar Reddy and his son Asmith Reddy. MLA Nimmala Ramanaidu has complained on the arrest of Atchannaidu while MLC Gowravani Srinivasulu made the complaint against arrest of JC family.

The TDP told the NHRC that the YCP Government was pursuing a faction rule and its political of vengeance was leading to gross violations of human rights. False cases were being filed to harass and persecute Opposition TDP leaders. The arrest of Atchannaidu and JC family were made as part of this politically motivated campaign.

The TDP complained that the ACB and the police officials were not following principles of natural justice but they were merely acting at the behest of the YCP. As a result, the TDP leaders who were not surrendering to YCP tactics were being harassed with false cases and arrests. In a very inhuman way, Atchannaidu was arrested and forced to travel for 21 hours which has complicated his health leading to a second surgery.

NHRC takes suo motu notice of media reports, orders probe into Vizag gas leak

The National Human Rights Commission (NHRC) on Thursday took suo motu notice of media reports about the death of eight persons and over five thousand others falling sick due to leakage of styrene gas in the district early morning. The leakage of the gas has reportedly affected people within a radius of about 3 kilometers

The NHRC on Thursday issued a notices to Chief Secretary Nilam Sawhney seeking a detailed report on rescue operation, treatment provided to the gas leak victims and relief and rehabilitation provided by the state government to the victims and their families. The Corporate Affairs Ministry was asked to probe whether norms laid down under relevant provisions of the law were properly implemented at the industrial unit.

The NHRC probe comes in the wake of a major gas leak from LG Polymers company in Visakhapatnam that has led to death of at least 10 people, including a child and two senior citizens. Two of them fell into well while trying to escape and died. Hundreds of gas leak victims were hospitalized following the leak, which took place at LG Polymers chemical plant owned at R R Venkatapuram around 2.30 am on Thursday after they inhailed toxic PVC gas (or Styrene) leaked from LG Polymers. Styrene gas is used to make plastics and rubber and can be dangerous. The gas had leaked out of two 5,000-tonne tanks that had been unattended due to coronavirus lockdown in place since late March. The plant was reopened after easing of the lockdown regulations without proper safety measures and adequate maintenance before starting production work led to the tragedy. The plant is owned by the South Korean company LG Corp.

NHRC team visit causes tensions for Guntur police

The 4-member team of National Human Rights Commission (NHRC) visited villages in trouble-torn Palnadu region in Guntur district. They arrived following an enquiry ordered by NHRC into the police and ruling YCP atrocities against the opposition leaders and civil society activists. The team visit caused tensions among the police officers in the district. The NHRC is enquiring into the alleged human rights violations resorted to by the Guntur police in collusion with the YCP leaders.

The NHRC team visited Ponugupadu village in Phirangipuram mandal where the YCP leaders constructed a wall across the road to block out TDP sympathisers’ houses. Though the victims complainer at various levels, the police didn’t take any action.

The NHRC team consisted of its members Arun Kumar, Lal Bahar, Mukhesh and Mallaiah. They will be visiting for four days to study the cases filed by the police against the opposition leaders.

The NHRC has taken serious note of how a former Assembly Speaker was harassed by Jagan Circar and AP Police till he committed suicide. From a police constable to the top brass, everyone insulted Kodela Sivaprasada Rao and his family members abetting his suicide.

NHRC notice to Telangana over student suicides

The National Human Rights Commission (NHRC) on Friday issued notice to Telangana government, seeking a detailed report on the goof-ups by the Board of Intermediate Education (BIE) resulting in failure of about three lakh students and suicide by 18.

Taking suo moto cognizance of a media report that 18 students have committed suicide during last one week over failure in the Intermediate examinations, the Commission has issued a notice to the Chief Secretary, Government of Telangana calling for a detailed report in the matter within four weeks, including action taken against the guilty and relief, if any, provided to the aggrieved families.

The panel took note of media reports that large-scale discrepancies by BIE has have triggered furore in the State. About three lakh students reportedly failed in the exams and the students and parents were staging protests.

“It has been observed that the contents of the news reports, if true, raise the issues of serious lapses on the part of the authorities amounting to violation of human rights. A thorough probe into the matter is required not only to punish the guilty but to ensure that such incidents do not recur,” the Commission said.

According to the media reports, hundreds of students have failed to get even pass marks. The State Education Ministry, the Board and the government initially dismissed the allegations, but later gave in to the growing protests. The aggrieved students have also approached the High Court.

The role of a private company, which was given the contract for processing the results, has come under the scanner. This work was being done earlier by the Centre for Good Governance which is a government agency. The Hyderabad-based private firm Globarena Technologies, who executed the work, was reportedly not competent enough to take up the job.

The firm has, however, contended that it is capable of handling the task and that it had executed the contract, systematically.

“As mentioned in the news report, around 10 lakh students took the class 12 exam in February 2018 and nearly 3.5 have failed, making it a gigantic task for the board to conduct supplementary exams for such a large number of students. The time is also running out for the students who have to appear in the entrance exams like in EAMCET, NEET and JEE etc,” the Commission noted.
