Ex-CS IYR slams AP’s indiscriminate borrowing spree

Former chief secretary of Andhra Pradesh IYR Krishna Rao has openly slammed the AP Government’s excessive spending on welfare schemes. The former CS, known for his plain-speaking and no-nonsense approach, said that borrowing to sustain the welfare schemes was bad economics and would only ensure that the state suffers financial catastrophe.

IYR said that there should be a balance between the revenue and the welfare spending. He said optimally, 10 per cent of the government revenues should be spent on welfare. But, borrowing for implementing welfare schemes is a bad idea, he said. He further said that the government is unable to even repair the roads, which are in extremely bad condition.

Though he did not directly mention CM YS Jagan, IYR suggested that there should be a balance between welfare and development. While spending on welfare is a good thing, indiscriminate borrowing is a wrong move.

IYR was the CS during the TDP regime and was critical of the TDP governance model. He was later made the chief of the Brahmin Development Corporation. However, he soon fell out with Chandrababu Naidu. Though other senior IAS officials have become advisors to the Government, IYR refused those positions.

IYR suspects massive conspiracy against Hindu temples

Andhra Pradesh former Chief Secretary IYR Krishna Rao would tolerate anything but not attacks of any kind on temples and the Hindu dharma. Of course, he stood in the front rows in criticising and defaming Amaravati Capital even though it had got a lot of historic and religious significance. Now, IYR has started his unsparing attack on Jagan Reddy regime as well. He is suspecting that all these ongoing attacks on temples were part of the propagation of one particular religion.

IYR says that there is a massive conspiracy against the very existence of the Hindu temples in Andhra Pradesh. Even the chariot burning incident at Antarvedi Lakshminarasimha Swamy Temple was not a normal fire accident. As per a premeditated plan, these attacks were going on.

IYR has also expressed his suspicion that the Jagan Reddy Government was pursuing a certain agenda to propagate in favour of one particular religion at the cost of others. The YSRCP regime was not giving any respect to the beliefs and traditions of the Hindu dharma.

IYR says that only because of the Government’s utter disregard for the Hindu faith that no action was being taken against those responsible for the attacks on temples. Those inflaming religious feelings were being encouraged. The Hindu devotees would respond and give a proper rebuttal at an opportune time.

Meanwhile, YSRCP MLA Malladi Vishnu just said that unscrupulous elements were politicising Antarvedi mishap in order to defame YSRCP rule.

IYR fires at Jagan for pushing AP into debts, bankruptcy

Controversial retired IAS and former Chief Secretary IYR Krishna Rao broke his silence on AP political issues after a long time. Usually, IYR would be quick to criticise Chandrababu Naidu. But Naidu is not in power now. However, several policies of Jagan Reddy have turned IYR into a critic of YSRCP government. IYR has now shifted his focus on to the financial situation of the State under Jagan Reddy government. It is well known the CM was getting nation wide acclaim for his countless cash transfer programmes like Rythu Bharosa, Amma Vadi, etc. It is also widely known that Jagan Reddy was trying to take even loans from private international firms to fund his cash transfer schemes.

Now, IYR has hit Jagan regime where it hurts the most. He bitterly criticised the cash transfer programmes. He said any wise government would distribute funds that were internally generated within the State as benefits to the people. When it comes to the loans taken from outside agencies and firms, the government should use them carefully only for such developmental projects that would increase the State’s repaying capacity.

Finally, IYR, in his inimitable humorous style, said that if AP government goes on bringing loans to transfer cash to beneficiaries, it would not take much time for the State to sink into bottomless debts. This would eventually lead to the bankruptcy of the State as a whole. Such a situation has not arisen in any State so far in the country. Seeing the rapid happenings in AP, IYR seemed to have got worried about the dangerous turn that his native State was taking.

IYR targets CM Jagan on TTD property sale and Srivari laddus

Former Chief Secretary IYR Krishna Rao is holding Chief Minister’s Office responsible for the latest anti-devotee policies being taken by Tirumala Tirupati Devasthanams. He says the CMO is literally running whole affairs of the TTD and the board has no scope for functioning independently under the present government. How can the TTD properties be put up for sale at a time when real estate values are at an all-time low all over the country due to Coronavirus lockdowns? The TTD should understand that its previous boards have accepted donations of properties on the mutual agreement that they will be used for the benefit of the Balaji devotees.

IYR has also found fault with the sale of Srivari laddus in the open market. It does not go well with the tradition that was there behind sale of laddus at the Seven Hills temple. The government should stop this along with sale of properties. It is also the duty of the government to protect and preserve Hindu Dharma.

IYR expressed concern that the temples are becoming political rehabilitation centres rather than places of worship and devotion. The same party which has opposed sale of TTD properties in the past has now begun doing this without bothering about devotees.

IYR comment provokes YCP on pensions

The YCP government took up a massive drive to deliver Rs 1,384 Cr worth pensions at the doorsteps of 59 lakh poor beneficiaries all over the state today. The distribution was taken up though it is a Sunday. Volunteers began delivering the Cash through biometrics verification since morning. About 65 per cent money was handed over by 10 am itself.

As the ruling YCP is claiming good response, Ex Chief Secretary and BJP leader IYR Krishna Rao made sarcastic comments on the exercise. IYR questioned the relevance of door delivery when the pension money can be transferred straight into the bank accounts of the respective beneficiaries. These days, bank branches are everywhere in rural areas also. In just seconds, the money can be deposited in the accounts. YCP social media activists quickly hit back asking IYR how to help true pensioners whose money is being directly taken away by their family members. IYR avoider an immediate retort but simply suggested that better alternatives need to be explored.

IYR’s two-language media formula for Jagan

Ex Chief Secretary IYR Krishna Rao has expressed doubts over the possibility to implement only English medium in government schools. He says that no government can outrightly deny the opportunity to students to study in their mother tongue. To support his comment, IYR refers to the guidelines given in the Right of Children to Free and Compulsory Education Act 2009 (RTE Act). This Act has clearly stressed the need for any state government to ensure comfortable education to the children which is possible only in the local language spoken in the homes of the region.

IYR Krishna Rao says that the YCP government would have no choice but to give a choice for the children to study in either Telugu or English medium. There is undoubtedly a rising aspiration among the people in villages for imparting English medium education to their children. But this involves too many problems. There is the risk of students not being able to follow lessons in English. This is why the RTE Act especially prefers mother tongue because the children will be able to grasp the subjects and learn things with ease. Also, the children should be given a choice to shift the medium to Telugu if they are not comfortable with English medium.

Chandrababu likely to take corrective action against CMO sways

Andhra Pradesh Chief Minister N Chandrababu Naidu has decided to take corrective measures to regulate the functioning Chief Minister’s office, following the allegations that it is operating as an analogous secretariat by former Chief Secretary IYR Krishna Rao. Ministers, legislators and civil servants concur with IYR’s view and are of the opinion that the CMO’s intervention in their day-to-day activities increased tremendously, including taking decisions regarding their ministries without notifying them.

Allegations are that the CMO has been ignoring the Chief Secretary as well. It has been acting independently in favor of the ruling party. With the CMO being surrounded by controversies, the Chief Minister has decided to take remedial steps, as he does not want to send wrong signals to the people. Even the Intelligence reports, allegedly cited that Chandrababu needs to counteractive steps to regulate CMO.

The recent medical scandal surrounding CMO, decrease in the number of files being moved and the failure to meet the targets in welfare schemes, called for the immediate attention towards CMO.

There are a number of Special Chief Secretaries, Principal Secretaries and Joint Secretaries with different ranks in the CMO and more than half of them have various allegations against them.

Mostly likely in this week, these officers will be delegated with specific responsibilities. Chandrababu visualizes AP as Sunrise state. To meet the goals and be on forefront with his speed, the CMO needs to have better officials who are not surrounded by controversies. Under these circumstances, the TDP chief will mostly likely change the due course of his administrative system in about a week.

Naidu assures all possible help to TN

The Andhra Pradesh Government on Thursday assured every possible help to Tamil Nadu state which was badly hit by unprecedented rains. Coastal districts of state , especially Chennai suffered heavy losses due to flood and incessant rains in the past two weeks. Entire Chennai city got drowned in the deluge of water.

On the advice of Chief Minister N. Chandrababu Naidu, State Chief Secretary IYR Krishna Rao rang up his Tamil Nadu counterpart and offered necessary assistance in the flood affected regions.

The Tamil Nadu Chief Secretary is said to have requested the Andhra Pradesh Government to explore the possibility of reducing the outflows from Pichatur Dam and other dams in Chittoor District. Excess outflows from these dams are likely to flood Thiruvallur District in Tamil Nadu. TN chief secretary informed Andhra Pradesh that they assess the situation and get back with specific request later..

Meanwhile, due to heavy rains and submergence of Railway Bridges in Chennai–Gudur Section, Railways cancelled and short terminated several trains on Thursday to ensure safety of trains and passengers.

Chief minister instructed the state government official to be on high alert to extend all cooperation to the neighboring TN, which bore the brunt of recent rains.
