In a first, Supreme Court live streams proceedings

For the first time in history, the Supreme Court proceedings were live streamed on Friday, more than three years after it recommended live-streaming for its hearings.

The live streaming was done for the ceremonial bench of outgoing Chief Justice of India N.V. Ramana.

“Please take notice that on the eve of laying down the office of the Chief Justice of India, the proceedings of the Hon’ble Chief Justice Court i.e., Ceremonial Bench on August 26, 2022, 10.30 a.m. onwards shall be live streamed through the NIC Webcast portal,” said a notice issued by the apex court, adding that the link could also be accessed from the website of the Supreme Court of India.

As per the custom, Justice Ramana shared the bench with Chief Justice-designate Justice U.U. Lalit on his last working day.

Justice Lalit had been recently appointed as the 49th Chief Justice of India and will take over after the retirement of CJI Ramana.

The top court also live streamed hearing of cases and pronouncement of orders, for the first time, listed in the CJI’s court.

The top court’s order on freebies was amongst the orders which were live streamed.

However, it is not clear whether live streaming of court proceedings will become a regular feature.

In 2018, the apex court ruled that live telecast of court proceedings are part of the right to access justice under Article 21 of the Constitution.

The top cour’s e-committee came out with model guidelines to regulate live-streaming of court proceedings in India.

Six high courts are live streaming their proceedings through their own channels on YouTube.

Women still facing challenges in legal field 75 yrs after Independence: CJI

The Chief Justice of India, N.V. Ramana, said on Saturday that the legal profession is yet to welcome women into its fold, and emphasised that very few women find representation at the top and even if they do, they still continue to face an uphill task.

The CJI was speaking at a felicitation function organised here by the Bar Council of India. It was attended by Law Minister Kiran Rijiju and several top court judges, days after the appointment of three women judges, including a future woman Chief Justice, and six other judges at one go in the top court.

“After 75 years of Independence, one would expect at least 50 per cent representation of women at all levels, but I must admit, with great difficulty, that we have now achieved a mere 11 per cent representation of women on the bench of the Supreme Court,” Ramana said.

The CJI also said that majority of the women advocates struggle within the profession.

“Very few women find representation at the top. Even when they do, they continue to face significant challenges… the reality remains that the legal profession still has to welcome women into its fold,” he said.

He also highlighted the lack of women’s toilets at various court complexes.

“I had seen during my high court days that women did not have toilets. And it is very difficult for women lawyers to come to the court and wait for long hours in the corridors,” Ramana said.

On judicial infrastructure, the CJI said that he has made a voluminous report collecting information from each nook and corner of the country, which he will present to the Law Minister.

The report includes requirements for court buildings, lawyers’ chambers, facilities required for the bar, women lawyers etc.

“A comprehensive proposal for the creation of a National Judicial Infrastructure Corporation is under preparation. We have collected the status report from across the country. A proposal in this regard will reach the Law Minister very soon. I expect full cooperation from the government,” he said.

During the function, Ramana was referred to as Sachin Tendulkar for giving momentum to the appointment process to fill up the vacancies in the top court and the high courts.

Ramana on his part thanked his SC collegium members — Justices U.U. Lalit, A.M. Khanwilkar, D.Y. Chandrachud and L. Nageswara Rao — for being active and constructive partners in recommending the names of judges for the top court.

“It has been my endeavour to address the issue of vacancies in the higher judiciary on an urgent basis. A while ago, I was referred to as Sachin Tendulkar. I must correct the perception here. Like any game, it is a team effort. Unless all the members of the team perform well, it is difficult to win,” the CJI said.

He pointed out that after taking over as CJI, the collegium had recommended 82 names for various high courts.

“I hope the government will ensure that the names are cleared at the earliest just the way the nine names were cleared for the apex court. It is an ongoing process. We hope to live up to the Herculean challenge of filling nearly 41 per cent vacancies existing in all the high courts,” he added.

Chief Justice of India Justice NV Ramana thanked Telangana Chief Minister K.Chandrashekar Rao for making his dream a reality in just two months.

Justice Ramana on Friday (today) inaugurated International Centre for Commercial Arbitration and Mediation Centre at Ashok Vihar, Banjara Hills in Hyderabad.

IT minister KT Rama Rao, law minister A.Indrakaran Reddy, TS High Court chief justice Hima Kohli and top judicial officers were present on the occasion.

Justice Ramana said he had proposed to set up his dream project of International Arbitration Centre in Hyderabad only on June 18, 2021 when he visited Hyderabad fpr first time after taking over as CJI in April 2021.

Justice Ramana said Telangana CM KCR made his dream a reality in just two months by providing all the facilities and support to set up this centre in Hyderabad.

Justice Ramana said multi national companies are now forced to go to London or Singapore for arbitration to settle their disputes but with the establishment of international arbitration centre in Hyderabad, they can now settle their disputes easily and save a lot of time, money and efforts.

He urged all the companies and industries to utilise this facility effectively.

Justice Ramana said this initiative will attract more multi national companies to invest in India and contribute to growth of economy and employment in the country.

Threat to judges: Chief Justice says CBI, IB not helping judicial officers

Chief Justice N.V. Ramana on Friday said a new trend has developed in the country to malign the judges, if people do not get orders of their choice, and there is no freedom given to judges. He added when judges complain to the CBI and IB, they are also not helping.

Justice Ramana said: “New trend developed in the country. No freedom given to judges. If judges complain to the IB and CBI, they are not helping the judiciary at all. This is a serious matter. I am saying it with a sense of responsibility.”

The bench also comprising Justice Surya Kant said in some cases where gangsters and high-profile accused are involved, they attempt to intimate judges physically and mentally, and some people, who do not get orders of their choice, circulate messages on WhatsApp and other social media platforms with an intent to malign judges.

The top court made these strong observations while hearing of suo motu case in connection with the mowing down of ADJ Uttam Anand by an auto-rickshaw and sought a status report on the investigation from the Jharkhand government through the chief secretary and the DGP within a week.

The Chief Justice noted that the Jharkhand government has nothing in connection with the security of judicial officers, in the backdrop of the presence of coal mafia in the state and pointed out that Anand was killed nearby his colony. Attorney General K.K. Venugopal said in criminal cases, the judges are vulnerable and there should be a body to assess such situations.

The Jharkhand government said it had handed over the case to the CBI for further investigation and it will provide full cooperation to the investigating agency.

The top court issued a notice to the CBI and posted it for further hearing on Monday. It noted there are several incidents of judges being threatened and asked state governments to file status reports on measures taken for the security of judicial officers.

CJI Ramana brought pride to Telugu community: PVP

Politician and producer Prasad V Potluri has hailed Justice NV Ramana who sworn in as the 48th Chief Justice of India. “Ramana garu brought pride to Telugu community but there were many legends behind this too,” added PVP.

Recalling the like of Neelam Sanjeevi Reddy and former Prime Minister of India, PV Narasimha Rao, PVP added that these legends started the trend. “Carrying this legacy was Vice President of India Venkaiah Naidu and now it’s the turn of NV Ramana garu,” tweeted PVP with a picture of the new CJI.

PVP also wished the Telugu community across the globe would feel immensely proud of Telugu people touching new heights and that too key positions in the country.
CJI Ramana hails from Krishna district and he was a journalist before turning an advocate in 1983.

Justice Ramana: We can’t win people’s trust by force

Justice NV Ramana, sitting judge of the Supreme Court, has been in the eye of a political storm after CM Jagan Reddy’s letter to the Chief Justice of India. AP CM accused him of influencing the High Court of AP to deliver judgements against his Government’s policies and programmes. Amid this, Justice Ramana broke his silence and made indirect remarks on ethics and values that one must stand for in difficult times. It must be noted that one should not remember Lord Rama for all his victories against demons and anti-socials. One should remember him for how steadfastly he stood by his values while facing trials and tribulations.

Justice Ramana delivered his address online at a condolence meeting of late Justice AR Lakshmanan who served as a Judge of the Supreme Court. He recalled Justice Laksmnan’s words that the Indian judiciary including the bar and the bench together have passed on a rich legacy of commitment, efficiency and fearlessness to the country. Everyone must strive hard for protecting a strong and independent judicial system.

Justice Ramana pointed out that one cannot win credibility and people’s trust by force. We would be judged not by what we have but by what we have done and what are all its consequences. Our values are our wealth. We shall not forget this ever. We must face and overcome stress, pressures and threats with courage. Only people’s confidence would be the biggest asset of the judiciary.
