Tamil Nadu Chief Minister K. Palaniswami on Saturday wondered why DMK leaders didn’t take up check dams being built across Palar river with Chandrababu Naidu when he visited M.K. Stalin’s home on Friday.

On Friday the Andhra Pradesh Chief Minister met Stalin at DMK leader’s residence in Chennai for forging opposition unity against the BJP for the 2019 Lok Sabha elections.

Palaniswami said if the DMK really cares about Tamil Nadu and its people, it should have raised the issue of check dams across the Palar.

Queried about AIADMK’s opposition to Vijay-starring ‘Sarkar’ movie, Palaniswami said the issue has been settled.

Palaniswami, however, said the movie industry is “sucking the movie-goers’ blood by selling Rs 100 ticket at Rs 1,000” during the initial couple of days after the movie’s release.

Refuting the allegation that AIADMK cadres tore the banners of the movie, Palaniswami said since the general public also opposed some of the scenes in the movie, the producer and the director agreed to remove those scenes.

Palaniswami said any self-respecting cadre belonging to any party will be angry if the welfare schemes brought by their leaders are belittled.

Split verdict in Dinakaran MLAs disqualification case: TN government happy, people confused

Madras High Court Thursday delivered a split verdict on the case against the disqualification of 18 AIADMK MLAs of Dinakaran faction. A two-judge bench heard the case and the judges were divided on the verdict. Now, the matter has to be heard by a third judge.

What is the case: The AIADMK won 135 seats out of 234 in 2017 elections and surpassed 117 magic number. After Jayalalitha’s death 18 MLAs sailed with TTV Dinakaran bringing the number of AIADMK MLAs to 116. The Opposition has 98 seats, including 89 MLAs of DMK, eight of Congress and one of the IUML. There is one nominated MLA in the House. If Dinakaran and other 18 MLAs vote against Palaniswami government in no confidence motion, it will fall immediately. What speaker (belonging to AIADMK party) of TN did is – he disqualified those 18 members based on complaint of AIADMK on the grounds of “anti-party” activities. So, With 18 seats currently vacant, the House is down to 216 members making magic number required is 114 and AIADMK has 116 now.Dinakaran’s group moved to court saying the disqualification of this 18 MLAs doesn’t hold water.

What is the verdict: It was heard by two judge bench. One judge gave verdict in favor of Dinakaran group, saying disqualification is not valid and other in favor of Palaniswami saying disqualification is valid. So now it has to be heard by 3rd judge to give final verdict. The court has also ordered that no floor test or by-polls can be conducted till its final order.

Future Implications: If 3rd judge rules in favor of Dinakaran later, DMK+ allies+ Dinakaran group will get magic number to form the government. Or they can go for elections too. If 3rd judge rules in favor of AIADMK, elections will happen in 6 months and if Dinakaran group or DMK manage to win , which is likely, AIADMK days are numbered again. In both cases, AIADMK has tough time. Only case where it is comfortable is the case is prolonged without any verdict.

Dinakaran reaction to verdict: Reacting to the verdict, TTV Dinkaran says, “Only God knows how the same judge (CJ of Madras High court) delivers contradicting verdicts on two similar cases (18 MLAs disqualification in TN & 3 MLAs disqualification in Puducherry).”

People reaction: For people, it just seems like killing some more time without giving any final judgement. Palaniswami group must be happy for this additional time they got now. People do not understand, why it was not referred to three bench judge or 5 bench judge in the first place itself.

Two AIADMK factions likely to merge on Monday

Decks are cleared for the merger of two factions in AIADMK — one led by Chief Minister K. Palaniswami and the other led by former Chief Minister O. Panneerselvam — on Monday, said party officials.

They also said following the formal announcement of merger, the cabinet may be reshuffled inducting Panneerselvam as the Deputy Chief Minister and some of his faction members.

Governor C.V. Rao (holding additional charge in Tamil Nadu) is expected to be here for the swearing in.

Prior to the merger announcement, the Palaniswami faction was expected to pass a resolution against AIADMK General Secretary V.K. Sasikala.

As per AIADMK party byelaws, the General Secretary cannot be removed by a resolution passed by a committee or group of office bearers.

According to insiders, in order to overcome this hurdle and also to carry out the party affairs, a steering or advisory committee would be formed with representation from the two merging factions.

The decisions of the advisory committee has to be ratified at the general council meeting, said an AIADMK leader.

According to party insiders, one of the moves that is being contemplated is to abolish the post of General Secretary on the pretext that late Chief Minister J. Jayalalithaa will be the party’s permanent General Secretary.

This would be done by amending the party byelaws.

But the main question is can the by-law be amended to take away the only power that a primary member enjoys?

As per AIADMK constitution, the party General Secretary is elected directly by the primary members. The party has around 1.5 crore members.

“It is a legal question that has to be deliberated in detail,” C. Ponnaian, former Finance Minister and part of Panneerselvam faction told IANS on Sunday.

One of the basic condition laid down by the Panneerselvam camp for merger is that AIADMK should dismiss Sasikala and her family members from the party.

The Palaniswami faction had declared the appointment of T.T.V. Dinakaran, Sasikala’s nephew, as Deputy General Secretary as “improper, unacceptable and invalid”. This was challenged by Dinakaran.

Meanwhile following the merger of two factions, the Panneerselvam-Palaniswamy faction may get back the party’s popular “two leaves” symbol which has been frozen by the Election Commission.

“As regards party affairs, Panneerselvam will be the number one and Palaniswami number two. In the government, Panneerselvam in most probability will be the Deputy Chief Minister,” the leader told IANS on the condition of anonymity.

“There will be couple of ministerial berths for legislators from our group,” he added.

This is the contour of the merger plan the two factions in the AIADMK have agreed upon.

The leader also said the government can look into the possibility of reviving the Legislative Council or Upper House of the assembly to accommodate members in the party without showing the door for those now holding posts.

The Upper House in Tamil Nadu was abolished by AIADMK founder and late Chief Minister M.G. Ramachandran in 1986. Attempts to revive it by a DMK government were cancelled when the AIADMK came back to power.

TN CM announces judicial probe into Jayalalithaa’s death

Tamil Nadu Chief Minister K. Palaniswami on Thursday announced that a judicial commission will probe the death of Chief Minister J. Jayalalithaa and said her Poes Garden house will turn into a memorial, meeting the main demands of former Chief Minister O. Panneerselvam for the two AIADMK groups to merge.

“The government has decided to appoint a commission of inquiry headed by a retired judge to go into the death of Jayalalithaa as there have been several reports on the circumstances surrounding the death,” he told the media at the Secretariat, accompanied by senior ministers including Finance Minister D. Jayakumar.

He also said that in deference to the demand from various sections and people, the government had decided to convert Chennai’s Poes Garden residence, where Jayalalithaa lived, into a memorial which will be open for public.

Asked who would head the commission and when it will give its report, the Chief Minister said the details would be announced soon.

“Any action in the matter can be taken only after the commission gives its report.”

Amidst talk of a merger of the AIADMK factions led by Panneerselvam and Palaniswami, the former had demanded a probe into Jayalalithaa’s death in December and conversion of her house into a memorial ahead of a merger.

Jayalalithaa died in Apollo hospital on December 5 last year after prolonged illness. Ever since, there have been hints at foul play in the death pointing fingers at V.K. Sasikala, who was a close aide of the late Chief Minister and who lived with Jayalalithaa.

Cash and Gold for MLA Vote in Tamil Nadu

Tamil Nadu vote of confidence which made Edappadi Palaniswami, the Chief Minister on February 18, was influenced by money. Times Now and Moon TV expose reveals that money was paid to the MLAs to vote in favour of the ruling AIADMK in the assembly. The sting operation was carried out on two AIADMK legislators from SS Sarvanan and G Kanagaraj.

Sarvanan was one of the MLAs who managed to escape from the Golden Bay resort and joined the O Pannerselvam faction. In conversation with Shahnawaz Khan the MD of Moon TV, the Madurai MLA revealed that each MLA was supposed to get 2crore rupees only to manifold into 6crore rupees. They were promised to be rewarded in gold as there was cash crunch. When Sarvanan escaped, he held that MLAs were held captive. However, in the expose, he reveals that unlike the media reports, people were rejoicing in the camp. He revealed that 3 MLAs Thani Arasu, Karunas and Tamimun Ansari got 10 crore, while others did not secure get 1 crore rupees.

Sarvanan can be seen saying that those who were side-lined by Late Jayalalithaa are now part of OPS faction. He explained that despite being offered such huge money, he escaped the resort as he did not want to remain one in the crowd and wanted to be recognised.
On the other hand, Kanakaraj who voted for Palanisami confirmed that cash and gold was promised and revealed that the process of paying out is still in progress.

Palaniswami won the trust vote held after gaining the support of 122 legislators. The intensity of this cash vote for case is more than 100crore rupees.
