Strike continues in Singareni, VSP for second day

Banking services and production of coal and steel in Telangana and Andhra Pradesh remained affected on Tuesday, the second day of the two-day nationwide strike called by trade unions against the Central government’s policies.

Strike by employees in Visakhapatnam Steel Plant (VSP) and Singareni Collieries Company Limited (SCCL) continued.

Banking services in public sector in both the Telugu states also remained affected for the second consecutive day.

Protesting against the government’s plan to privatise public sector banks, as well as the Banking Laws Amendment Bill 2021, bank employees stayed away from duties. They staged protest demonstrations in Hyderabad, Vijayawada, Visakhapatnam and other cities and towns.

Various trade unions took out rallies to protest the Central government’s policies affecting workers, employees and farmers. Leaders of the Left and other opposition parties led the protests.

Protests by trade unions and all political parties barring BJP continued in Visakhapatnam against the Centre’s move to privatise VSP.

Visakha Ukku Parirakshana Porata Committee (VUPPC), which is spearheading the movement against privatisation, has called for the two-day strike.

VUPPC leaders have warned the Centre against going ahead with the privatisation plan. They vowed to continue the protest till the Central government takes back its decision to privatise the plant.

“We will not allow privatisation of VSP as it was achieved after many sacrifices by the people,” said VUPPC chairman Narasinga Rao.

The workers have been protesting since February 2021 after the Cabinet Committee on Economic Affairs had given its approval for 100 per cent strategic sale/privatisation of the Rashtriya Ispat Nigam Limited (RINL) along with its joint ventures and subsidiaries.

RINL is the corporate entity of Visakhapatnam Steel Plant also known as Vizag Steel Plant.

In July, the Department of Investment and Public Asset Management (DIPAM) decided to hire legal and transaction advisors to prepare a roadmap for privatisation.

Coal production in the state-owned Singareni Collieries Company Limited (SCCL) in Telangana was hit as the employees struck the work to oppose the Centre’s move to auction four coal blocks.

With the majority of 42,000 workers participating in the strike, coal extraction was affected in all 23 underground and 19 open cast mines.

Major trade union Telangana Boggu Gani Karmika Sangham (TBGKS) affiliated to ruling Telangana Rashtra Samithi (TRS) has backed the strike called by INTUC, AITUC, CITU and other central trade unions. Bharatiya Mazdoor Sangh (BSM), however, is not part of the protest.

This is the second strike in SCCL in less than four months. In December last year, the employees had observed three-day strike to oppose the Centre’s move to auction four coal blocks.

The coal ministry proposes to auction Sattupally open cast Block-3 in Khammam district, Sravanpally open cast Block-3 in Asifabad district, Koya Gudem opencast Block-3 in Bhadradri Kothagudem, and Kalyanakhani underground Block-6 in Mancherial district.

The trade unions have threatened an indefinite strike if the Centre goes ahead with the process of calling tenders for the auction.

The government of Telangana is also strongly opposing the move. Chief Minister K. Chandrasekhar Rao has written to Prime Minister Narendra Modi to stop auctioning of four coal blocks of SCCL.

Bandh in Visakhapatnam to oppose privatisation of Steel Plant

A shutdown is underway in this coastal city of Andhra Pradesh on Monday to protest the Centre’s move to privatise Visakhapatnam Steel Plant (VSP).

Employees of steel plant are participating in the strike on a call given by the committee spearheading the movement against privatisation.

Leaders of various trade unions staged a protest at the main gate of the plant. They claimed that all 25,000 employees of the plant are participating in the strike.

Visakhapatnam bandh is part of two-day nationwide strike, called for by a joint forum of central trade unions to protest against central government policies.

Visakha Ukku Parirakshana Porata Committee (VUPPC) staged a protest rally at the main gate of the steel plant. They warned the Centre against going ahead with the privatisation plan. They vowed to continue the protest till the Central government takes back its decision to privatise the plant.

The leaders alleged that some central ministers were speaking out of their ignorance about the plant. They said the Modi government was working against workers and farmers.

The unions said except BJP all political parties were supporting the bandh. “Who gave the central government the right to sell the plant,” asked VUPPC chairman Narasinga Rao. He said the plant was formed after people’s sacrifice and they would never allow the Centre to sell it away.

As part of the bandh, activists of various Left parties and trade unions started protest demonstrations since early morning. Holding banners and flags, the protestors blocked roads at few places.

The protestors made it clear that their agitation will continue till the Centre repeals its decision on strategic sale of VSP.

VUPPC leaders said the Centre should not privatise VSP as it was achieved after several struggles.

Rahul to visit Visakhapatnam to raise VSP issue

Is Congress leader Rahul Gandhi planning to visit Visakhapatnam soon? Is he trying to meet the employees unions opposing the privatisation of the Vizag Steel Plant? Congress sources say that Rahul indeed is going to visit Vizag soon to take up this issue.

Interestingly, the project was set up due to the efforts of the then prime minister and Rahul Gandhi’s grandmother Indira Gandhi. The project works were inaugurated in 1971 and the works began in the 1980s and the production began from the 1990s. The setting up of the project is because of the Congress Party’s efforts. So, Rahul has an emotional connection with the project. Now that Modi is hell-bent on privatising the project, Rahul Gandhi wants to use this emotional connect to fight the BJP and raise the issue of VSP privatisation.

Congress sources say that he would use Vizag as a forum to launch an anti-Modi tirade. He is likely to express his solidarity with the striking employees union. He is also likely to invoke grand-mother Indira Gandhi and recall her connection with the Telugu people. In fact, she had contested and won from Medak in the then undivided Andhra Pradesh. Rahul wants to recall these memories to attack Modi.

But there are discordant notes too. With the Congress completely down in the dumps in Andhra Pradesh, will the Congress be able to capitalise on the steel plant movement? He may be able to highlight the issue but, he may still be not able to stop the privatisation. Will parties like TDP and YSRCP stand with the Congress Party in the fight against the privatisation of the Vizag steel plant. Whether the VSP issue gets resolved or not, the Congress boss is likely to visit Vizag in August.

We have power to privatise VSP, dismiss petitions: Centre tells AP High Court

The Narendra Modi led government at the Centre made it clear that it has full powers to take decision on privatisation of any public sector units including Vizag Steel Plant (VSP).

The Centre submitted an affidavit to this effect in Andhra Pradesh High Court today (Wednesday).

Former CBI JD Laxminarayana filed a petition in High Court challenging Centre’s decision to privatise VSP.

The High Court had earlier directed Centre to file its affidavit on the issue.

The Centre in its committee claimed that a cabinet committee headed by PM Narendra Modi and comprising of home, commerce, industry ministers etc took a decision on January 17 this year to privatise VSP.

The Centre stated that it has full powers to take decisions on economic affairs of the country and courts cannot involve in these issues.

The Centre reminded previous Supreme Court judgment that courts should not involve in policy decisions of governments.

Against this backdrop, the Centre urged AP High Court to dismiss all petitions filed against privatisation of VSP.
