Modi in Tirupati, mocks at Naidu

Prime Minister Modi has arrived in Tirupati on a pilgrimage to the Tirumala temple. He addressed a meeting of party activists and leaders. He made indirect, mocking remarks at TDP boss Chandrababu Naidu, saying that some leaders do not come out into the public once they lose elections. But the Bharatiya Janata Party will always be with the people.

Modi promised all support to AP and asked CM Jaganmohan Reddy to provide a good, welfare-based rule to the people. He didn’t give any specific details of what the Centre would do for AP. There have been burning isssues of special status, financial assistance, etc but there’s no mention. Modi has not even touched upon the financial package that was given in place of special status.

Jagan showers sops on government employees

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Saturday announced a slew of sops for the government employees, including an interim relief of 27 per cent.

He also promised to scrap the Contributory Pension Scheme (CPS) and enhance the salaries of contract workers.

Jagan Reddy, who entered the state secretariat for the first time on Saturday after taking oath as the Chief Minister on May 30, addressed the staff, urging them to join hands with the government to provide good governance to the people.

Jagan, as the Chief Minister is popularly known, was felicitated by the Secretariat Employees’ Association. They submitted a memorandum to him. Responding to this, Jagan said that all their issues included in the election manifesto of the YSR Congress Party would be discussed in the first cabinet meeting.

Amid huge applause by the employees, he assured that the long pending demand of 27 per cent interim relief will be discussed in the cabinet meeting to be held in a day or two.

“The issue of scraping the CPS will also come up in the cabinet meeting and there will be a hike in the pay of contract workers. We will also take forward the task of regularising contract workers, depending on their experience and qualification,” Jagan said.

He also said that some of the employees who must have lobbied with the leaders of the previous government need not have any doubts as he understood their position well. They had done this only to further the cause of the employees, he said amid loud cheers.

Jagan also told the heads of departments (HoDs) and other officials to always carry with them the party manifesto, which should be the guiding force for their functioning.

“They should work towards implementing the manifesto in toto. People would vote for us only if the election promises are fulfilled,” the Chief Minister added

Centre blocks Jagan move to cancel PPAs

The Centre has asked the Jaganmohan Reddy government in AP not to shake the confidence of the investors who are crucial for industrial development. Anand Kumar, Secretary, Ministry of Renewable Energy, GoI, wrote to AP Chief Secretary LV Subrahmanyam asking him to advise CM Jaganmohan Reddy properly not to revisit the power purchase agreements reached for solar and renewable energy generation.

The Centre also expressed concern that the AP government’s statements in the media are sending wrong signals which will disturb the targets set for renewable energy generation in the state and also the country. It told the state government not to disturb the national level programmes by creating doubts over existing power purchase agreements.

The Centre has also asserted that there have been no loopholes in the PPAs reached so far and hence no need for revisiting them. The Centre’s comments came a day ahead of PM Modi’s visit to Tirupati where he will address party meeting and visit Tirumala.

Jagan’s social engineering without human touch

The YCP leaders made tall claims about CM Jaganmohan Reddy’s record in giving over 50 per cent ministries to SC, SY, BC and Minorities. But a close look reveals how Jagan carried out his social engineering without giving it a real human touch. He has carefully avoided giving real power that would go to respective ministers because of their positions.

SC MLA Mekathoti Sucharita is given Home Ministry making her the first woman in AP to get the post. But she is not made the Deputy Chief Minister. Logically speaking, Sucharita should get DCM post because her Home Ministry is the second most powerful post after the CM post. It’s so in any state or at the Centre. In the previous Chandrababu Naidu government, then home minister Nimmakayala China Rajappa was DCM. In the Modi ministry at the Centre, Amit Shah got the second most powerful post which is Home Ministry.

In AP, Jagan gave the DCM post to K. Narayana Swamy in SC reservation. Analysts say that Jagan has taken all the steps to empower the weaker sections while at the same time denying full powers they deserve by virtue of their posts.

Real estate bubble bursts in Amaravati

Real estate has come to a screeching halt in Amaravati capital city area. All communities in the area are now in a grip of fear over future impact. Even the YCP sympathisers are worried about the uncertainty and lack of clarity in their party government’s stand towards building the global city.

Most communities in the capital city area voted for YCP as they believed that Jagan would continue the capital in Amaravati only. But now different rumours are circulating that the CM wouldn’t construct iconic towers. The seat of administration would also be moved out of Amaravati capital area to buildings in Vijayawada and Guntur cities limits.

Presently, only one to two per cent distress sales are taking place. They are only trying to recover or minimise losses. There’s also a feeling of frustration on what happens if Jaganmohan Reddy doesn’t use even the temporary Secretariat buildings in Amaravati.

All projects including the Happinest gated community have been stopped, and no sales are taking place. The registrations department officials have lost all hopes on achieving their targets. The stamp duty revenue touched rock bottom. The prices already fell 20% to 40% from peak. The CRDA website also removed plot details that were there earlier for sale.

There are also enquiries from the buyers who already purchased flats to withdraw their memberships. The officials of the Capital Region Development Authority are in a total loss of ideas due to lack of any direction from above. CM Jagan was supposed to review CRDA two days ago but it didn’t happen which is raising concerns over the real intentions of the ruling party.

A realtor based out of Vijayawada says that the situation will further deteriorate if there’s no clarity on the government’s policy towards the capital city construction immediately. The uncertainty is hurting all communities regardless of their having lands or not.

The CRDA officials are also being changed. They are not having immediate plans to keep the project going. The general economic activity is badly hit in the area. It would be too late if public confidence is totally lost in the capital city project.

Jagan meets governor ahead of cabinet expansion

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy on Friday called on Governor E.S.L. Narasimhan here and submitted him a list of 25 ministers to be sworn in on Saturday.

Soon after the governor landed here from Hyderabad, Jagan Reddy met him at a hotel and handed him over a list of ministers to be inducted in the cabinet.

The governor will administer oath to the new ministers at 11.49 a.m. at a ceremony to be held near the state secretariat in Velagapudi in state capital Amaravati, near here.

Jagan, as the chief minister is popularly known, had taken oath as the chief minister at a public ceremony in Vijayawada on May 30.

Earlier, the YSR Congress Party chief told the newly elected legislators of the party that 25 ministers will take oath on Saturday.

In an unprecedented move, Jagan decided to have five deputy chief ministers, representing Scheduled Castes, Scheduled Tribes, Backward Classes, minorities and Kapus.

Jagan led YSRCP to power with a landslide victory last month, winning 151 seats in 175-member Assembly. It also bagged 22 out of 25 Lok Sabha seats.

Seniors stunned by Jagan’s social engineering

Many senior Reddy leaders in YCP expected ministerial positions but they could not get eventually. CM YS Jaganmohan Reddy brought a lot of social engineering to put together his Cabinet which forced the seniors to accept its magic on BC, SC, ST and Minorities in the long term. The most focus shifted on Roja not getting the ministry to which she welcomed Jagan’s magical tough to the Cabinet. Like many others, she simply said that Jagan Anna took such a decision on his Cabinet that no other CM could take in the past.

Jagan’s 5 deputy CMs move to reward communities’ support

Creating a record of sorts, Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy will have five deputy chief ministers, said to be the highest-ever in any state in the country.

Jagan Reddy, who will be expanding his cabinet on Saturday, told the newly-elected legislators of YSR Congress Party on Friday that he will have five deputy chief ministers in the 25-member full-fledged cabinet.

Reddy’s five deputies will be picked up from five major social groups – Scheduled Castes (SC), Scheduled Tribes (ST), Backward Classes (BC), minorities and Kapus.

This is being seen as Reddy’s gesture to reward these communities for throwing their weight behind the YSR Congress Party (YSRCP), enabling it to storm to power with a landslide victory last month.

The YSRCP polled nearly 50 per cent votes to win 151 seats in 175-member Assembly and also bag 22 out of the 25 Lok Sabha seats in the state, virtually wiping out the Telugu Desam Party (TDP).

Jagan, as the YSRCP chief is popularly known, took oath as the Chief Minister at a public ceremony in Vijayawada on May 30.

The 46-year-old Reddy told a YSRCP Legislature Party meeting at his official residence here on Friday that the cabinet will have representation from all sections of society. He also declared that half of the council of ministers would be from SCs, STs, BCs and minorities.

In its election manifesto, the YSRCP has made various promises for the welfare and development of these communities, which constitute about 70 per cent of the state’s population and are believed to have overwhelmingly supported the YSRCP to give it a huge mandate.

Reddy’s predecessor, N. Chandrababu Naidu, had two deputy chief ministers – K. E. Krishna Murthy and N. Chinnarajappa, representing the BC and Kapu communities, respectively.

Telangana Chief Minister K. Chandrashekhar Rao’s earlier cabinet also had two deputy chief ministers from among the BCs and Muslims.

Political analysts say Jagan, by having five deputies, wants to win the goodwill of these communities and further strengthen his vote bank.

Unlike TDP, which is dominated by the socially and politically powerful Kamma community, YSRCP is dominated by Reddys. While the leadership of the YSRCP and the government will remain with the Reddys, by nominating five deputies, the Chief Minister is keenness for carrying other key sections with him.

His father, Y. S. Rajasekhara Reddy, who was the Chief Minister of undivided Andhra Pradesh between 2004 and 2009, had also enjoyed the support of these sections of society who have traditionally voted for either the Congress or the TDP.

Though Rajasekhara Reddy had no deputy chief minister, he won the backing of these groups by implementing a series of welfare schemes for them.

With Jagan Reddy inheriting the political legacy of his late father, and YSRCP replacing Congress as the main political force in the state, he is keen to consolidate his support among the SCs, STs, BCs, minorities and Kapus.

Kapus, who had traditionally voted Congress, also appear to have preferred the YSRCP over Jana Sena whose leader and film actor Pawan Kalyan is a Kapu. Jana Sena came a cropper with one Assembly seat.

In 2014, the Kapus had apparently backed the TDP-BJP combine after they promised reservations for the community. However, the TDP government could not implement its promise due to legal issues.

Political analyst Palwai Raghavendra Reddy believes that the new Chief Minister’s move to have five deputies is more of a symbolic gesture as the real power will concentrate his hands and those of the coterie around him.

“It is good optics. It is only to show to these communities that their representatives have been made deputy chief ministers,” he said.

“Power in regional parties across the country is centralised and YSRCP is no exception,” he added.

Record 5 Deputy CMs in Jagan Cabinet

CM YS Jaganmohan Reddy is giving 5 Deputy CM posts to give representation to the SC, ST, Minority, BC and Kapu communities. In all, there will be 25 minister’s in his Cabinet. They will be picked up one each from the 25 districts to be formed soon. Regional balance was struck in the ministry formation.

Jagan made this announcement at the YCP Legislature Party meeting held at Tadepalli near Vijayawada. Fifty percent ministries were given to SC, ST, BC and minorities. Jagan said that 90 per cent ministers would be replaced in two and half years and due opportunity would be given to all those who stood by him during the walkathon in the state.

Jaganmohan Reddy is going to visit Secretariat tomorrow for the first time after he became the chief minister.

Jagan reversing TDP govt order on CBI may spell trouble for Naidu

In a masterstroke, the newly appointed Andhra Pradesh government led by Y.S. Jagan Reddy has reversed the decision of the previous Telugu Desam Party government allowing the Central agencies to carry out raids and investigation. This may spell serious trouble for former Chief Minister N. Chandrababu Naidu and his family in the coming days.

The TDP government through an order withdrew the general consent, virtually curtailing the Central agency’s powers to investigate in the state in November last year.

The general consent is routinely given by the state governments for periods ranging from six months to one year to the CBI and all agencies under the Delhi Special Police Establishment (DSPE) Act, 1946.

According to highly placed sources in the Central Bureau of Investigation, the agency may take up the investigation in eight cases where dealings worth Rs 30,000 crore are involved in the state.

Sources indicated that in September last year, a public interest litigation was filed by a retired Judge K. Sravan Kumar in the Andhra Pradesh High Court seeking a CBI probe involving Naidu and his son Nara Lokesh for alleged corruption.

The PIL filed by the retired judge alleged that Naidu and Lokesh were involved in a case of corruption worth Rs 21,000 crore by signing fake MoUs with the companies in the name of investments.

Naidu’s son Lokesh made his political debut in May 2013. It is alleged that Lokesh was very active in Andhra Pradesh and was instrumental in most of the MoUs’ signing with various companies in the name of investment.

Even the YSR Congress Party in 2017 filed a complaint with the CBI against Lokesh alleging that he grabbed government land spread over 80 acres in Andhra Pradesh. The CBI had accepted the complaint but asked the party to seek the court’s direction for the probe as the land in question belonged to the revenue department of the Andhra Pradesh government.

Even Lokesh’s wife Nara Brahmani had come under the CBI scanner in 2011, as the agency had served her notices in connection with the purchase of a villa in Emaar Properties.

The sources indicated even Naidu’s ambitious Polavaram project is also likely to come under the central agencies’ scanner as the estimated cost of the project rose from Rs 16,010 crore to Rs 58,319.06 crore.

The construction of Andhra Pradesh capital Amravati is under the lens as it is alleged that about 33,000 acres of land under the land pooling scheme was acquired in different methods for construction of the city.

Amaravati was announced as the new capital of Andhra Pradesh on December 28, 2014.

Probe agencies’ sources said that even the land records pertaining to more than one lakh acres have gone missing in Visakhapatnam.

CBI sources said that Hyderabad-based businessman Sathish Sana, who was at the centre of the CBI infighting in October last year and was also accused of bribing top CBI officials to get relief in a case was said to be a friend of Naidu.

The sources said that the irrigation projects in the Naidu regime can also spell trouble for the TDP chief as a few select companies were given government orders against all norms and regulations in the state.

Andhra farmers to get Rs 12,500 each from October 15

Farmers in Andhra Pradesh will get annual financial support of Rs 12,500 each as the new YSR Congress Party (YSRCP) government in the state has decided to implement the “Rythu Bharosa” scheme from October.

Chief Minister Y.S. Jagan Mohan Reddy said on Thursday that the scheme, which would come into effect from October 15, will cost the state exchequer Rs 13,125 crore.

Jagan, as the Chief Minister is popularly known, took the decision at a review meeting on agriculture with top officials.

He said though the scheme was supposed to come into force from May next year, he has decided to implement it from October 15 this year.

Tenant farmers will also get the benefit under the scheme. The cash as seed capital ahead of the sowing season will be transferred directly into their bank accounts.

Jagan also announced the scrapping of the previous Telugu Desam Party (TDP) government’s scheme “Annadata Sukhibhavaa”, which promised to provide Rs 10,000 to every farmer annually.

“Rythu Bharosa” was one of the nine major welfare schemes promised by the YSR Congress Party under its “Navarathnalu” programme.

Jagan, who led YSRCP to power with a landslide victory in the recently-held Assembly elections, also declared that the government will provide free crop insurance to all the farmers. The government will pay the full premium for the insurance scheme.

Jagan noted that farmers were in distress ever since the death of his father and former Chief Minister Y.S. Rajasekhara Reddy in 2009.

Stating that the farmers will be the priority for his government, Jagan said the government was of no use if it failed to take care of the farmers.

The Chief Minister also assured the farmers that the government will take all steps to ensure minimum support price (MSP) for their produce. He said that Rs 3,000 crore will be allocated in the state budget towards the Market Stabilisation Fund to check market price fluctuations.

Jagan also announced the formation of an Agriculture Commission to bring reforms in the farm sector. The Commission will comprise experts from the agriculture sector.

He also directed the officials to set up a Calamity Fund with Rs 2,000 crore.

Taking a serious note of spurious seeds, Jagan said that strong action would be taken against those indulging in the sale of spurious seeds to the farmers. He said those resorting to such activity should be sent to jail.

When the officials suggested the need for legislation, Jagan said a bill will be passed in the Assembly to this effect if necessary.

Jagan also asked the officials to ensure that farmers were provided seeds, fertilisers and other requirements through village secretariats, which will come into force from October 2.

Jagan revokes orders barring CBI from operating in Andhra

The Central Bureau of Investigation (CBI) can now operate in Andhra Pradesh as the new state government of Y.S. Jagan Mohan Reddy on Thursday revoked the order issued by the previous TDP government, barring the CBI from conducting raids in the state without its permission.

The YSR Congress Party government issued the new orders, cancelling the orders passed by the previous Telugu Desam Party (TDP) government in November last year.

Principal Secretary (Home) Manmohan Singh issued an order in exercise of the powers under the Delhi Special Police Establishment Act, 1946, cancelling the GO issued on November 8, 2018.

In an unprecedented move, the then government headed by N. Chandrababu Naidu had issued GO number 176, barring the CBI from conducting raids or carrying out investigations in the state without its permission.

The TDP government’s orders withdrew the ‘general consent’ to CBI officers to exercise jurisdiction in the state to investigate corruption charges against central government officials and private persons.

The move had come amid a crisis in the CBI and also the strained relations between the state and the Centre after the TDP pulled out of the BJP-led NDA.

Telugu Desam Party (TDP) President and then Chief Minister Naidu had been accusing the Modi government of misusing central agencies including the CBI and the Income Tax department to target TDP leaders.

CM Jagan to appear before CBI court tomorrow?

YS Jaganmohan Reddy has to appear before the CBI special court in Hyderabad in the multi-crore illegal assets cases every Friday. Now, he has to appear before the court on June 7 (tomorrow) which will be the first time after he became the chief minister.

However, his advocates are expecting relief to Jagan from personal appearance. The CM is fully engaged for the next two days as he has to select and induct his Cabinet ministers.

Moreover, there’s a chance to get permanent exemption from personal appearance as someone can represent him in the hearings. A petition to this effect is being filed in the High Court. They are expecting positive result as Jagan’s court attendance is above 90 per cent till now. He took permission recently to visit his daughters in London. Afterwards, there was court vacation.

Jagan master plan to capture TDP Praja Vedika

CM Jaganmohan Reddy himself criticised TDP for construction of ‘Praja Vedika’ buildings in riverside at Undavalli in Amaravati capital city area. TDP used Praja Vedika for its party meetings during election. TDP President Chandrababu Naidu has requested for allotment of Praja Vedika for him towards accommodation for him in his capacity as Opposition leader.

But suddenly YCP leader Talasila Raghuram requested Chief Secretary LV Subrahmanyam for allotment of Praja Vedika for YCP activities. TDP leaders were surprised at this. They say that this is not correct on the part of Jagan to give such a treatment to a three-time chief minister like Naidu.

The TDP leaders are recalling how Naidu helped the YSR family when they were selling their prime property in Hyderabad in the past to repay their debts.

Impressive – Bureaucrats rave about Jagan’s working style

CM Jaganmohan Reddy is following his typical informal style even when dealing with the senior IAS officers. He is addressing the Babus as Annas during the review meetings. He is also asking the bureaucrats not to work beyond 5.30 pm.

The IAS officers are impressed with the way Jaganmohan Reddy is taking the decisions fast. His review meetings are being completed within an hour. No official meetings are being conducted after lunch.

A senior IAS officer was spellbound at the humble way in which Jagan just called him Anna to ask for some information. The last few days, the CM’s review meetings are subject of lot of discussion in the employees.

No other CM in the history of Andhra Pradesh has given such friendly and affectionate treatment to the bureaucrats. The officials and the employees are very happy over the visible change in the style of Governance.

The officials are joyous over how Jaganmohan Reddy is making clear his goals and objectives without any beating around the bush. At all the review meetings, Jagan is making one thing very clear that he will not tolerate corruption in Governance. He has told the officials openly that if he asks for favoritism in contracts, they can tell the media openly.

The straightforward talks by Jagan have gone down well with the bureaucrats who foresee a happy future for the employees. They are remembering the days when they were made to sit through long hours at review meetings and stay late into the nights.

Jagan is also drawing praise from the Babus for his quick decisions on issues like increasing Rs 250 for elders pensions which now go up to Rs 2250 per month.
