10% reservation for Economically weak upper castes: Modi govt

In a surprising move just ahead of the Lok Sabha elections, Modi government decided a 10% reservation in jobs for those belonging to the economically weaker upper caste sections. This 10% will be over 50% of cap applied on the reservations. Modi’s government announced reservation for those belonging to the upper caste Economically Backward Classes (EBC) and earning less than Rs 8 lakh per year

However, this needs amendment to the Constitution of India for Article 15 and 16. Amending constituion needs special majority of 2/3rd members in both houses. Given the strength of BJP or NDA, it is difficult to move and pass this resoulution before elections. So, it looks more of an election sop rather than committed action by union government. Probably BJP is trying to consolidate the upper caste votes ahead of the general elections.
