Jagan Regime U-Turn on Anna Canteens

AP CM Jaganmohan Reddy has taken many controversial decisions to cancel projects and programmes launched during Chandrababu Circar. He has even ignored the Modi government’s caution not to remove Navayuga company from Polavaram project. He stuck to his decisions adamantly despite growing criticism from all over. But on one aspect, Jagan had to take a U-Turn on his decision which is almost for the first time since he assumed office as CM.

There are reports that Jagan has okayed re-opening of Anna Canteens in the first week of September under a different title. This has come as a big surprise for YCP leaders also. Has Jagan taken this decision because of the TDP’s continuing protest programmes in front of Anna Canteens? Undoubtedly, CM would not have withdrawn his decision if it is for TDP protests alone.

Analysts say that the Jagan Reddy government is rather unnerved by the huge response that is coming to TDP protests. Poor people from all sections are openly expressing their disappointment and dissatisfaction against the regime on this issue. Seeing this, TDP has increased protest programmes at these canteens all over. Surprisingly, daily wage workers, autorickshaw drivers, small traders, pushcart vendors, construction workers, etc are joining TDP protests. They are raising slogans along with Opposition leaders. Sensing the mood, the government gave up its adamant stand and intimated the same old Akshaya Patra Foundation to prepare for serving food at Anna Canteens soon.

Mobile Canteens in future, no more Anna Canteens?

The YCP government has been making many unpopular decisions since coming to power in the past two months but the people have not reacted much. Now, the lowest point has arrived as there’s an all-round negative response to the closure of Anna Canteens. Poorer sections and small-time employees are expressing their anger openly against the Jagan Reddy government.

The increasing disappointment from different sections has now pushed the ruling party into utter confusion. The YCP leaders are especially embarrassed as they can neither face the angry public nor can they talk boldly to convince Jagan to reopen the Canteens. General public are now worried over the actual intentions of the government. Initially, they thought the government will just change the name and continue the Canteens.

As there’s lot of public resentment, the YCP leaders have changed their tune and saying that Mobile Canteens will be opened all over the state. This has further created doubts that Jagan Circar is not going to reopen Anna Canteens forever.

Andhra shuts down Anna canteens

Anna Canteens, which provide meals at Rs 5 to the poor and the middle class, were shut down across Andhra Pradesh from Thursday. Daily wage labourers, beggars, other poor folks who thronged the canteens every day found the canteens locked.

With the outsourcing agency stopping supplying of food following the state government’s orders, all 204 canteens downed their shutters.

YSR Congress Party (YSRCP) government, however, has assured that this shutdown is temporary and that it would re-launch the scheme with certain modifications.

Working since July-August last year, the canteens were proving a boon to the poor as they were getting breakfast, lunch and dinner at Rs 5 each.

Alleging corruption in the scheme launched by the previous Telugu Desam Party (TDP) government, the new dispensation has decided to streamline the canteens.

Akshaya Patra, which cooks and supply food for the canteens, supplied the last meal on Wednesday night.

As the government has not announced alternate arrangements, the canteens were shut.

TDP General Secretary Nara Lokesh took to Twitter to slam the Jagan Mohan Reddy government for shutting down the canteens.

Lokesh, who is the son of TDP chief and former Chief Minister N. Chandrababu Naidu, tweeted that the government shut down the canteens due to political vendetta.

“Mr Chief Minister hunger doesn’t know politics. Should the poor go hungry for your political vendetta,” he asked.

Meanwhile, there is still no clarity as to how long it will take for the authorities to re-open the canteens with new name and colour.

YSRCP leaders alleged that TDP used the scheme launched on the eve of elections to further its political interests by painting the canteens yellow (colour of TDP’s flag).

As the canteens were named after TDP founder and former Chief Minister N.T.Rama Rao, YSRCP government plans to rename them. NTR, as the late leader was popularly known, was also affectionately called Anna’ (elder brother).

The canteens may now be named ‘Rajanna’ as Chief Minister Y.S. Jagan Mohan Reddy’s father and late Chief Minister Y.S. Rajasekhara Reddy was fondly called.

Municipal Administration Minister Botsa Satyanarayana has already allayed apprehensions of winding up the scheme.

Will YCP regime demolish ‘Anna Canteens’ too?

After the demolition of Praja Vedika, there are growing concerns among poor people that Anna Canteens will also be brought down sooner or later. Anna Canteens buildings also came up in unauthorised places in towns and cities. In Vijayawada, they came upon canal bunds. These canteens are serving food and tiffins thrice a day at just Rs 5 per plate. For labourers and workers, they became very useful to save their hard-earned money.

There are doubts that the YCP government is hell-bent on demolishing buildings illegally constructed by the previous Chandrababu Naidu government. The poor beneficiaries of Anna Canteens are now demanding their continuation. Seeing the popularity, the YCP leaders are also talking very less about the canteens. They can’t outright dismiss the Canteens as useless just like in case of Amaravati capital city. They can’t also remove TDP colour and apply YCP colours to the Canteens as this would send the wrong signal. In some places, they are giving white paint to Anna Canteens.

AP to start Anna Canteens ahead of municipal polls!

The Andhra Pradesh state government is likely to start Anna Canteens, on the lines of Amma Canteens, functioning in Chennai, ahead of municipal polls. Polls to 11 municipal corporations and municipal councils are expected to be held soon.

Though since more than two years, the state government is contemplating to open Anna Canteens, providing quality food items at subsidy prices, throughout the state, till now they failed to materialise. Already extensive exercise was done in this regard.

A three-member ministerial team had visited Chennai in August, 2014 to examine the functioning of Amma Canteens. The Tamil Nadu government has established 230 such canteens all over Chennai city, in which about 1.5 lakh people are having food items daily. They are providing plate idli at Rs 1, sambar rice, pongal and curd rice items each at Rs 5. Similar canteens providing meals at Rs 5 are also functioning in Hyderabad city.

In the first stage, the state government has decided to set up 35 canteens in Visakhapatnam, Anantapur, Tirupati and Guntur. However, still they were not started and kept in cold storage. Recently this issue came up before the ministers’ team.

Civil Supplies Minister Paritala Sunitha said that they are proposing to open 100 canteens in the first phase. However, they have decided to examine once again the functioning of such canteens in Chennai and Hyderabad, before taking a final decision.

Now, the question before them seems to be types of food items to be provided in these canteens. Whether idly and some varieties of rice items or to provide mini-meals? They are also considering to provide popular food items in respective districts.

Though providing quality food items at a nominal price is likely to attract poor in a significant way, the state government seems to be delaying the process.
