Experimental efforts continue to rescue toddler stuck in bore well

0

The Supreme Court almost 7years back ordered the Central and state governments to take up precautionary measures near bore wells to avoid accidents. It’s nearly 40hours since the 14month-old Chinnari in Telangana has been trapped in the bore well due to sheer negligence of bore-well owners and authorities. Despite the efforts of police, the civic body and National Disaster Response Force (NDRF) to rescue her, the situation remains tense at the abandoned bore well in Chevella town.

The girl who was yet to be named was fondly called as ‘Chinnari’ by parents Yadagiri and Renuka. The kid was playing with her elder sister Harshita when she accidentally slipped into the 45-foot deep borewell.

Continuous supply of oxygen is being sent into the bore-well with the help of 108 ambulance staff. The team sent Robotic hand which pulled the baby half way through only to drop her as it couldn’t hold properly. They tried to remove the submersible water motor through which the NDRF team hoped to pull the baby. This experiment failed as, the kid went 100ft further deep into the well.

Simultaneously, using proclainers, soil is being dug in parallel but it would take at least a fortnight to be able to reach the level at which the kid is stuck. The digging is in progress and NDRF teams with suggestions from ONGC are trying to pull the baby. There is hardly any progress, as the child is no longer visible. The approach has been experimental and there are no predefined rescue approaches.

Chinnari’s parents hail from Yaalal mandal migrated to Chennvelli village for livelihood. On the day when India could send a satellite for tracking, this incident show cases that the country lacks in technology to safeguard children from human error.

As per the guidelines of the apex court of the country the abandoned borewell has to be filled up by clay/sand/ pebbels from bottom to ground level.

Transport Minister P Mahender Reddy has been scrutinising the rescue operations taken up by the police and revenue departments.

Ramazan shopping keeps Hyderabad bright and alive at night

0

Traffic jams are a common sight in parts of Hyderabad, especially in the Old City, during peak hours every single day. But during the holy month Ramazan, the city witnesses traffic snarls throughout the night.

It is chock-a-block well past midnight at the famous markets around the historic Charminar and other commercial centres like Mallepally, Mehdipatnam and Toli Chowki.

With the fasting month entering the last phase, Eid shopping has reached a crescendo in Hyderabad.

The Old City, with its rich Islamic history and cultural heritage, never sleeps during Ramazan. Men, burka-clad women and children try to grab whatever they can for Eid, which marks the culmination of the holy month.

Crowded and dazzling markets, illuminated shops, qawalis blaring from hotels and eateries, the aroma of ‘Haleem’, shouts of hawkers selling everything from safety pin to clothes to ‘atar’ (perfumes), the area around Charminar presents an extraordinary spectacle.

As one crosses the Musi river to enter the Old City, the stretch from Madina Building to Charminar and the adjoining markets are packed with shoppers who come not only from the city and Telangana but also nearby states like Andhra Pradesh, Karnataka and Maharashtra.

The month-long festivities of Ramazan reach the peak during last ‘ashra’ (10 days). If the business in the first 20 days is dominated by dates, fruits, dry fruits, food items, groceries, skull cap, ‘atar’ and surma, the last days witness splurging sprees among families buying clothes, footwear, bangles, jewellery, mehndi, crockery and household items.

Traders of dry fruits do brisk business while ‘sewian’ (homemade vermicelli) is in huge demand.

While the Charminar area has been the epicentre of Eid shopping for decades, the activity has spread to other parts of the city in recent years. Nampally, Mallepally, Asif Nagar and the stretch from Mehdipatnam to Toli Chowki too see shopping till ‘sehri’ (pre-dawn meal before fast begins).

Many shoppers prefer to end their shopping with ‘shar’ at hotels, serving Haleem, biryani, kebabs and other dishes.

With Muslims accounting for about 30 percent of the city’s estimated nine million population, every commodity associated with the festivities opens up huge business opportunities.

The volume of business, mostly in the unorganised sector, is beyond anybody’s guess. Thousands of hawkers occupy the pavements setting up makeshift shops. The authorities too look the other way.

“There is no other festivity which goes on non-stop for the whole month and in no other Indian city can you find such kind of celebration,” said Ritesh Sharma, General Manager at Taj Falaknuma Palace.

While the city has witnessed changes in the way people shop, with the onset of shopping malls and big stores, for many Eid shopping is incomplete without a visit to Madina, Patthergatti, Patel Market, Laad Bazar and other traditional markets around Charminar.

“You get everything with a wide range to choose from. It’s also light on the pocket,” said Irfan Ahmed, a retired government employee.

The city comes also alive because of spiritual activity in the last days of the holy month. The devout throng mosques to offer special prayers which continue till 3 a.m.

Miyapur Land Scam: Opposition parties turned voiceless

0

Telangana Opposition parties including Congress, BJP and TDP are now tongue-tied over the Miyapur land scam worth 15000crore rupees. Congress and TDP left no stone unturned to accuse the Chief Minister K Chandrashekar Rao and his TRS government. They even alleged that KCR’s family members were direct beneficiaries apart from some TRS party leaders. They even visited the site and faulted the Chief Minister was trying to diluting the scam. However, Opposition parties are no longer mounting pressure on the government.

With TDP already being accused of land-scam in Vishakhapatnam and another MLC Deepak Reddy being detained in Hyderabad, TTDP is left with no other choice but to remain silent. The story of Saffron brigade is enigmatic especially with KCR extending support to NDA Presidential candidate Ram Nath Kovind. It is ill-advised to seek CBI probe for the scam now, as KCR is in good terms with the party at Centre.

However, primary opposition party Congress going silent on the issue has raised several questions. If reports are to believed, KCR has a file with the names of all those involved in the scam. A few key TPCC leaders are mentioned in it. Harish Rao directly asked the opposition to stop blaming TRS and said that they will expose the deeds of Congress leaders in the scam. Also, Goldstone Prasad has connections with several important leaders of all the parties.

Officials fail to utilize funds for welfare of Dalits in Telangana

0

People fail to recognize good times, if the officials are offhand. Despite Telangana government allocating adequate budget for the Scheduled Castes, the corporation was futile in utilizing the funds. The government released the funds ahead of the time and the targets had to be reached by March2017. However additional three months of extension was given to ensure that the government’s schemes reach to the beneficiaries.

The annual report for 2016-17 upholds the neglect of the accountable authorities. The state government for 26,731 Dalit beneficiaries in 31districts assigned 322.61 crores rupees budget in 2016-17. But the SC development corporation served only 9,455 beneficiaries and spent 111.69 crores rupees. Ten districts failed to utilize funds while only Warangal Rural utilized more than allocated units.

It may be noted that KCR has announced Dalitulaku Bhupampini, T-pride and such programmes for the development of the community. The numbers imply that 210crores rupees were not utilized and thus 17000 SC beneficiaries could not take advantage of the government schemes.

There are several reasons but primarily appointing of inexperienced officials who failed to speak to bankers and are unaware of government schemes. Prior to the realignment of districts, SC development corporation officials were responsible for the disbursing the funds. Each district had Executive Director and RDO level officers. However, after the 31districts were formed, SC development corporation and social welfare department are now under one umbrella. So, hostel ASWOs and wardens were appointed as district officials by the government. The responsible authorities had to get loans sanctioned for unemployed SC youth, which did not materialize.

Telangana government announced its prestigious policy of allotting three acres of land to poor Dalit families. In 2016-17 10,000 acres was supposed to be distributed, but only around 5000 acres was distributed. In 2017-18 10,662.12 acres has to distributed. So far only 859.19 acres has been purchased and distributed.

TPCC to deploy Rahul Brigade as part of Mission31

0

Telangana Pradesh Congress Committee (TPCC) in making attempts to replicate the Punjab model in the 31 Assembly constituencies reserved for SC and STs in the state with “Mission 31” programme.

Speaking at Congress workers training programme retired IAS officer and AICC SC Cell chairman Koppula Raju said that TPCC leaders should take additional measures similar to Punjab Congress by identifying 3750 workers and grooming them to grow as leaders in these constituencies. He advised setting up polling station-wise committees called ‘Rahul Brigade’ and ensuring that they go door to door and get in touch with every voter. This experiment in Punjab, helped congress bag 22 out of 34 reserved seats.

It may be noted that in the 31 constituencies, Congress won 6 seats in 2014 assembly elections. However, three MLAs defected to ruling Telangana Rashtra Samithi.

The strategy is to create leadership in Dalit communities where not much has been done. The party will focus on recognising and establishing relationship with the local opinion makers and influential people in the local castes and occupational groups. These six to seven leaders will be trained for six months, later will be given tasks to identify local issues and raise the voice for people. The party leaders will observe their work, based on which tickets will be given for contesting in 2019 elections.

TPCC president Uttam Kumar Reddy critiqued the government for being silent on the growing violence on Dalits. He would soon initiate the first round of campaign through ‘Rahul Sandesh Yatra’ by touring the state.

Telangana’s Gaming act forbids fantasy cricket game Dream11

0

Telangana Cabinet passed an Ordinance amending the Telangana Gaming Act, 1974 to ban online gambling on June17, the ramifications of which are seen not only on rummy but also on online cricket.

According to the ordinance gambling involves any activity which is determined on the basis of chance, where consideration has to be paid or awards a prize. Dream11 a game love by cricket fanatics has been banned in Telangana as a consequence of this ordinance. A lot of users are claiming that it is not an online game.

The gaming app on its website stated that “With regard to Assam, Odisha and Telangana, the laws in these states are unclear as to whether games of skill may be played for a fee”

However, as per the reports, the ordinance applies to skill games as well. The game endorsed by Harsha Bhogle is no longer available to users of Telangana.

The violator would incur criminal penalties, which could range from a fine of rupees 5000 for the first offence to an imprisonment for a second offence.

The first state in the country to categorise rummy, poker skills games as gambling, was troubled over the rising number of complaints against online gambling and consequently took a strict action.

Illegal sand mining rampant in Mahabubnagar

0

The construction sector is growing swiftly, increasing the demand for sand. Illegal sand mining is rampant in the Telangana state. Despite several attempts by the government to curb the sand mafia, there is hardly any headway. The government brought the new sand policy to regulate such illegal doings but is constrained only to documents.

As per the reports, police, revenue and mining officials in Mahabubnagar district are acting as hand in glove. Any vehicle used for extraction and transportation of sand in contravention to these rules is seized, the sand is being dumped at Tahsildar office or at the nearby police state. As per the policy, the vehicle should be confiscated, however, the punishment for the crime is to transport sand to government offices where construction is being done in the same vehicle. The vehicles are being let off without any case after doing around 5 to 10 trips. This process originated in Narayanpet allegedly with the help of revenue officials, police and mining officials. Reports suggest that process is rife in Mahabubnagar’s Narayanpet, Utkoor, Manganoor, Makthal, Dhanwada, Damaragidda, Narva and Athmakuru. It is being done with the help of leaders of all the political parties. As the regions share borders with Karnataka, lack of attention from the administration is giving rise to these situations.

Similar scenario is seen in Jogulamba Gadwal district which is causing huge loss to the exchequer of the district. The new sand policy is just on paper. It may be noted that on June16, K T Rama Rao warned that strict action will be taken if shortage of sand is created. However, there is no change in the behaviour at regional level.

Investigations in Nayeem Case and Miyapur Land Scam imply similitude

The opposition parties in Telangana have been demanding CBI probe into Miyapur Land scam and Nayeem Case especially due to the alleged involvement of high profile names in these scandals. Though both the cases are unrelated, the process of investigation is akin especially with police making progress but then confronting with events that cause them to be further behind. It may be noted that the prime accused, Parathasarthy and Sharma were granted conditional bail from Supreme Court

Even though gangster Nayeem was killed in an encounter, the Special Investigation Team (SIT) was unable to trace four others including Seshanna who is a person of Nayeem’s stature. Likewise, the investigators of Miyapur land scam are ineffective in tracing, accused Goldstone Prasad.

Reports surfaced that Nayeem had links with politicians and police. However, Home ministry informed the court that there are no evidences to prove such allegations. Afterwards pictures of police officials grooving with the gangster appeared on social media. The police officials to repair the damage started probing 25 officials of which 5 were suspended to protect the image of the police department. The officials who had links with Nayeem, are allegedly not part of departmental investigation.

Likewise, surfaced that there is involvement of higher officials belonging to Revenue Peshi and CM Peshi in the Miyapur Land Scam. The case is being investigated by CID and not by SIT. Though police have arrested Rachakonda Srinivas Rao, Trinity directors Parthasarathy and Sharma, the crucial defendant Gold stone Prasad is still missing. A special team was sent to Bengaluru after reports appeared that he is sheltering there.

In both the cases the TRS government decided not to hand it over to CBI. Moreover, once Seshanna and Goldstone Prasad are wedged, the investigation in both the cases will move forward.

K Keshava Rao’s family gives up on muddy land deal

Telangana Rashtra Samithi secretary-general and Rajya Sabha member K Keshava Rao advised his family to forgo the lands purchased at Ibrahimpatnam. This comes as a consequence of KCR’s statement that “Not an inch of land has been transferred and not a rupee of the government is lost”. Consequently, KK is not prepared to fight against his own leader and government.

KK was earlier adamant that the land they purchased was after clearing all legal formalities and under High court’s direction. However, with KCR’s announcement, KK advised his family members to cancel this ‘muddy’ deal and get back their consideration money from the vendors, Virgo Global Media Ltd. But will KK apologise for questioning the authenticity of registrar Madhusudhan Reddy and held that it would be a contempt of court if the land registration is cancelled?

KK’s daughter G Vijaya Lakshmi and daughter-in-law Jyotsna purchased nearly 38 acres of land in Ibrahimpatnam which they claimed was not a controversial land and is free from all disputes. The agreement to purchase the land was done in 2013 when KK was in ruling Congress however the registration was done in 2015, when he switched to TRS.

KTR skeptical about Bayyaram steel plant

0

Telangana Minister of Mining KTR expressed discontent over the delay in the long stand dream of Bayyaram Steel Plant in Mahabubabad district. The minister was displeased with Centre’s comportment on the issue and said that Vishakapatnam where iron-ore is not available could already get a steel plant. TS has been pursuing the issue with the Centre for past two years but with hardly any progress.

Union ministry of Steel in March2017 accorded in-principal approval for the Steel Plant and suggested that the plant be set up in PPP mode as SAIL is in losses. However, KTR said he was oblivious about the steel-plant becoming a reality. Not only the minister but also locals are skeptical about the steel factory. There were reports that it may be shifted to Medak.

Iron ore deposits are amply available but reports suggested the iron found in the place was of poor quality with less than 60 per cent ferrous. However, the minister of mining said the plant can be linked up with nearby Bailadila iron ore mine in southern Chhattisgarh to address the quality issue.

The iron ore deposits were transported to Vishakapatnam before the bifurcation of the state and the transport completely stopped only in 2010. Setting up the factory would change the scenario of Mahbubabad district as it would not only generate employment but also develop to the area which remained backward with mostly tribal population.

As per the 13th Schedule of AP Reorganisation Act 2014, a steel plant has to be established by the Steel Authority of India Limited (SAIL) to exploit the iron ore mines at Bayyaram and other reserve forest areas in tribal dominating district.

KTR releases annual report of Industries, launches TIHCL

0

Telangana Minister K T Rama Rao along with Jagadish Reddy released the annual report of the Industries and Commerce department for the year 2016-17. The department of industries and commerce on the occasion unveiled a novel initiative – Telangana Industrial Health Clinic Limited (TIHCL) for the revival and growth of sick manufacturing MSMEs. TIHCL is as apparently Non Banking Financial Institution (NBFC) with a corpus of Rs 100 crore.

KTR said that Kakatiya mega textile park will be launched this year. He said three new food parks will come up in the state. The minister of IT said Spices Park will be set up in Balakonda constituency and Dye Port will be constructed in Nalgonda district. He said that Dalit and Tribal entrepreneurs are being encouraged with T-pride.

Terming TS-iPass as “revolutionary policy”, the minister said permissions are given for establishment of industries within 15days. KTR highlighted that, in past two years their government has given permissions to investments worth Rs 73,000 crore through TS-iPASS, of which 50 percent have already commenced operations. Consequently 2.46 lakh jobs were generated directly and around 7 lakh jobs indirectly through these investments. He said that TS-iPASS has completed 2years which was designed after studying the best industrial practices around the world.

The State has achieved a 10.1 per cent year-on-year growth in Gross State Domestic Product (GSDP) in 2016-17 and the share of TS’ economy in national GDP has increased by 7 basis points. The state stands at top in ease of doing business and will be setting new records in industrial growth this year.

Only 2 recommendations of T-govt accepted by GST Council of the proposed 34

0

The Telangana state government sought 34 changes, but only 2 were considered at The GST council meeting on Sunday. Minister for Finance Etela Rajender expressed anguish over the negative response.

The accepted recommendations include lenses and that of related to the regional cinema where ticket less than Rs 100 will be levied with 5percent tax while above the limit will gather 18percent tax.

The government requested the status quo for taxes related to flagship programmes like Mission Bhagiratha and other irrigation projects. However, the centre did not respond positively.

Lakhs of labourers in Telangana and Andhra Pradesh are dependent on Granite Industries where the taxes levied stand at 16.2 percent. However with new GST regime 28 percent tax is going to impact the sector drastically. TS government had been seeking reduction for Granite, since the last two council meetings.

Etela requested reduction of burden on small scale industries which also went unheard. Previously taxes were levied for industries with 1.5crore turnover and above, but with GST the limit is 75lakh turnover. The government which took up Make-in-India prestigiously should give subsidies and exemption on similar lines and act encouragingly on the recommendation.

The government requested exemptions for common man housing. The taxes levied on star and non-star hotels is same with GST, while Telangana proposed 5percent for non-star hotels.

Out of the 133 recommendations, only 66 were accepted in the meeting. Despite the Chief Minister K Chandrashekar Rao writing to the Centre seeking changes in GST, the centre did not respond receptively.

TS-AP face-off again: Tussle over hydroelectricity

The hydro power bond is delicate between the Telugu states, as the thermal power bond tumbled-down last week. With the onset of monsoon, flood waters will accumulate at projects in July and towards end of July or beginning August, hydel power generation will commence. The waters from Karnataka will reach Nagarjuna Sagar, Srisailam and Jurala. A new debate triggered between Telangana State and Andhra Pradesh considering the fact that hydro power generation is less expensive than thermal power generation.

Srisailam project powerhouses which generate 1670Mega Watt have become imperative for both the states. Telugu states have overruled 50:50 sharing of total hydel power generated, as propositioned by the Krishna River Management Board. AP has been demanding higher percentage as Srisailam left bank canal (SLBC) and reversible pumping station is with TS and along with Nagarjuna Sagar power house.

TS challenged higher share to AP, over the lower Sileru dispute where AP was given 460mw powerhouse near Bhadrachalam in Telangana. Lower Sileru was part of the seven mandals in erstwhile Khammam which were transferred to AP. AP refused to give share to TS in Sileru claiming it is inside the states jurisdiction. Likewise, TS denied Jurala share to AP claiming jurisdiction. Consequently, TS doesn’t want to lose power generated from Srisailam and Nagarjuna Sagar.

The release of water is going to be a problem especially if one state doesn’t want water to be released, the power generation in other state has to be halted. On the contrary if the water release is stopped after it reaches certain level, the power generation in other state will be stalled. The confrontation will commence specifically the monsoons do not deviate from the course.

Miyapur land scam: Next steps by tongue-tied KCR?

Ever since the scam has surfaced Telangana Revenue Department has seen significant changes – be it shuffling of the registrars and sub-registrars involved in scam directly and indirectly or dismissing three officials or reduction in the number registrations or withdrawal of registrations process from anywhere.

Chief Minister K Chandrasekhar Rao who is always ready to target opposition, apparently decided to act before grabbing the mic and answering the questions. It is certain that for obvious reasons CM will go about cleansing the revenue department. Speculations are rife that the corrupt officials will not only be dismissed but also criminal cases will be filed against them.

If reports are to be believed KCR decided to bring the revenue department under his purview by taking the portfolio from Deputy Chief Minister Mohammad Mahmood Ali. Stamps and registration is critical piece of the revenue department. KCR allegedly came to conclusion that Mahmood Ali lacks experience in the field and the senior officers working in the department not extending cooperation either. The opposition parties in the state have been demanding immediate resignation of Deputy CM over his alleged involvement in the massive swindle. Another consequence is that CM is planning to take control of every department that generates income to the government like Exercise and commercial taxes. The corruption in the departments is causing huge loss to the exchequer.

Apparently, officials who illegal amassed wealth through these bogus registrations are gearing up to contest in 2019 general elections and have been asking for tickets in the respective parties.

KCR who has been conducting series of meetings with officials, decided not to remain tongue-tied on registration of government lands. After C V Anand was made Commissioner of Civil Supplies corruption in the department was significantly reduced. Likewise, the TRS supremo is allegedly planning to appoint IAS officers in revenue department to end the irregularities.

While the CM is concentrating on the departments, the role of CM’s peshi is being suspected in the scam. The land scam is going to remain a black dot for TRS government which in past three years remained unblemished. There are still several questions unanswered – What is the size of Miyapur Scam? Is it 15000 crore rupees or even massive? Is it only Sub registrars mistake? Is the modus operandi restricted to only Hyderabad or all districts of state? What is the level of involvement of Deputy Chief Minister?
