Telangana budget session is likely to be pushed to March

The budget session of the Telangana State Assembly, which was expected to be held in the last week of February, is likely to be delayed for a fortnight. As the Chief Minister K Chandrasekhar Rao is proposing to present a budget keeping in view of 2019 polls, he has instructed all the departments to fine tune their proposals.

Also these proposals need to be prepared keeping in view of availability of resources, so that to meet welfare and development programmes. He is particularly making moves to introduce unique schemes targeting at revival of all traditional occupations like art crafts, fishing, modernisation of saloons, sheep and goat farming, village poultry farms, handlooms and self-employment schemes.

As all the departments are busy preparing required proposals, officials are stating that it would take at least three weeks’ time to compile and finalise the fund requirement. So, the government is planning to hold the budget session from March second week and introduce budget in the third week as it is mandatory for the budget proposals and appropriation bill to be approved by March 31st in the Assembly.

Moreover, the Chief Minister is particular for allocation of funds to every development programme taken up by all departments. The officials have been asked to furnish date regarding the specific communities, their living standards and economic status in all the districts. Chief Minister has instructed Animal Husbandry, Industries, Rural Development, BC, SC, ST and Minority welfare departments to come up with proposals targeting 100 per cent utilisation of funds besides plugging loopholes in the execution of the schemes.

State Finance department would play a facilitator to prepare the proposals on the fund allocations in accordance to the priority being given to each program. Chief Minister has reportedly directed major departments like Roads and buildings, Panchayat Raj, Civil Supplies and Municipal Administration to cut down their non-plan expenditure, so as to ensure increased funds for several welfare schemes.
