AP Chief Secretary goes on leave

In a swift development, Andhra Pradesh chief secretary K S Jawahar Reddy went on leave on Thursday. The General Administration Department had sent him a note asking him to go on leave.

The chief secretary met TDP chief and chief minister designate, N Chandrababu Naidu at his residence on the day. Later, he was asked to go on leave, which he followed.

Finance special chief secretary S S Ravath also went on leave. He applied for leave on health grounds. The government had asked all the advisors of the previous government to send their resignations immediately. It had decided to cancel the appointments if any advisor fails to submit the resignation.

Meanwhile, the government had decided to put on hold the orders of transfers for teachers. The General Administration Department had issued instructions to the school education department to stop all transfers of the teachers till further orders.

The school education department commissioner S Suresh Kumar had instructed the officials not to entertain any transfer. The previous YSR Congress government had issued orders for the transfer of 1800 teachers in the state.

It is believed that the chief minister’s office of the previous government had entertained some illegal activities in the teachers transfers. Based on this allegation, the new government had issued orders to stop all transfers.

Chief Secretary should respond to allegations, says Jana Sena

The Jana Sena on Tuesday asked Andhra Pradesh chief secretary K S Jawahar Reddy to respond to the allegations made against him in land acquisition. Speaking to media persons in Visakhapatnam, Jana Sena corporator Peethala Murthy Yadav alleged that the chief secretary is involved in land acquisition in north Andhra region.

He said he had made allegations of land acquisition against the chief secretary 72 hours ago and wondered why the chief secretary was not responding. He demanded that the chief secretary give an explanation on the allegations.

Murthy Yadav alleged that the chief secretary and other officials have threatened the SC farmers and taken their lands by force. The SC lands were taken first and then the government issued a GO later, he said.

The lands were registered in the names of Subhash and Raj Kumar, he said. He wondered how these valuable lands changed hands over the due course. He wanted an inquiry into the land scam. He welcomed the chief secretary or any YSR Congress leader to take legal action against him.

He further alleged that the chief secretary had threatened some DROs to get the lands registered even before the GO was issued. He wanted to know who Subhash and Raj Kumar were. He wanted an inquiry into these characters and those involved in the racket.

Murthy Yadav wanted the government to order a CBI enquiry or an investigation by a sitting judge of the High Court. He said that he is ready to surrender to the police if he was proved wrong. He dared the chief secretary and the ruling YSR Congress to counter his charges on the land scam.

The Jana Sena corporator said that the alliance government that would be formed in the state after June 4 should look into this issue. The government should frame the chief secretary and other officials responsible for the scam, he said. He further alleged that the chief secretary’s son is also involved in the case and wanted the investigation to cover his role.

Remove Jawahar Reddy from CS post, asks TDP leader

Senior TDP leader and former MLA G V Anjaneyulu on Monday asked the election commission to remove K S Jawahar Reddy from the chief secretary post. He alleged that Jawahar Reddy had been working in favour of the YSR Congress.

Anjaneyulu wondered why the election commission was continuing Jawahar Reddy as chief secretary. He said several aged persons have died during distribution of pension. It was a clear failure of the administration to give pensions to the people, he said.

Chief secretary is doing everything for the advantage of the YSR Congress, he alleged. He said that the chief secretary was giving instructions to the senior officials at the districts to favour the ruling YSR Congress. The officials were taking instructions from the chief secretary and turning a blind eye to the representations given by the opposition TDP and other parties, he said.

Anjaneyulu alleged that the officials were violating the model code of conduct despite serious warnings from the election commission. Every violation was to favour the ruling YSR Congress, he said. The chief secretary is going all out to support the YSR Congress, the TDP former MLA said.

He expressed fears over the approach of the chief secretary on the day of counting. He said it was not good for the state to have a biased chief secretary in the same position on the day of counting and wanted the election commission to remove him from the position. He also appealed to the election officials of every district to ensure that counting is done independently without fear or favour.

Anjaneyulu also appealed to the rank and file of the TDP to ensure that there would be peaceful counting. He wanted the TDP leaders to keep an eye on the officials who do some mischief during counting to favour the ruling YSR Congress party. He wanted the counting agents of the party to keep an eye on every official all through the counting.

Telangana former CS reports to AP CS

Telangana former chief secretary Somesh Kumar met AP chief secretary K S Jawahar Reddy at Velagapudi secretariat on Thursday. He was already relieved by the Telangana state government following directions from the high court and the Union government.

Somesh Kumar was originally allotted to the Andhra Pradesh cadre in June 2014 at the time of bifurcation of the state. However, he approached the Central Administrative Tribunal (CAT) and secured permission to stay with the Telangana state.

The Central government had challenged the CAT orders in the Telangana high court in 2015. After prolonged delay, the high court had set the CAT orders aside and justified the Centre’s allotment of the IAS officer to Andhra Pradesh.

As the high court orders were out, the Centre had issued orders directing Somesh Kumar to report to the Andhra Pradesh government following which he reported to the AP chief secretary.

Later, Somesh Kumar also called on chief minister Y S Jagan Mohan Reddy at the latter’s Tadepalli camp office.

Meanwhile, sources say that Somesh Kumar is contemplating on taking voluntary retirement, once he joins services in Andhra Pradesh. He is scheduled for retirement in December this year.

The AP chief secretary is one year junior to Somesh Kumar and it is to be seen whether he would work under the junior chief secretary or would take VRS.

196 clusters in AP, Srikakulam corona cases all members of same family: Jawahar Reddy

The state government has identified seven new containment clusters after 10 new cases were reported, taking the total number of clusters to 196 in of the state and sounded a red alert to contain the spread of coronavirus, principal secretary Jawahar Reddy informed on Saturday.

Addressing the daily briefing on the corona situation in the state, Jawahar Redd said three members of the same family in Srikakulam’s Pathapatnam were tested positive for the virus. One member the family came in contact with Tablighi Jamaat attendee in South Delhi’s Nizamuddin and that 67 people came in contact with members of this family. The contacts were being identified, 29 of them were sent to quarantine facilities in the state.

These containment clusters are largely in the urban and peri-urban areas, he said. The maximum containment clusters of 122 are in urban areas, 74 clusters are in rural areas. He said the government has recruited 1,270 doctors, a majority of them have been sent to the most affected districts such as Kurnool, Guntur and Krishna. Further, Jawahar Reddy said most patients were found to be suffering from hypoxia, a, form of oxygen deprivation caused by hypoxemia, which occurs when there are low oxygen levels in the blood. He said the patients are being managed with a device called a pulse oximeter that measures oxygen levels before the dip too low. “Their oxygen saturation levels are being tested, we are managing with pulse oximeters,” he informed.

On Friday, health special chief Secretary K S Jawahar Reddy said the state government is making all efforts to insulate the green zones from the effects of corona virus, while restricting cases in red zones. “Protect the green, restrict the red is the government’s motto,” he said. However, on Saturday Srikakulam entered the list of corona affected districts with three cases reported from the district.

Do not criticize, appeals Jawahar Reddy. But why not?

As Andhra Pradesh saw the biggest single-day spike in new corona virus cases on Thursday, health special chief Secretary K S Jawahar Reddy said the state government is making all efforts to insulate the green zones from the effects of corona virus, while restricting cases in red zones.

Andhra Pradesh saw the biggest single-day spike in new corona virus cases on Thursday. The state recorded the most coronavirus cases in a single day with 80 reported on Thursday. It brings the total number of cases in the state to 893, according to the government heath bulletin. The virus has so far claimed 27 lives in the state.

Addressing a press conference on Thursday, Jawahar Reddy who reviewed the corona situation spoke like a typical politician asking the media not to carry negative reports. “It is perfectly okay if you do not appreciate our work, but ensure that you will not criticize our efforts to contain the spread of the virus. The government’s motto is to protect the green, restrict the red.” The health special chief Secretary said currently around 573 mandals were declared as green zones, 56 red, 47 orange zones by the state government.

In the recent past, the state government was criticized for procurement of rapid testing kits from South Korea at a cost higher than other states. The criticism did not go well with the state government. Another serious criticism the state government had to face from the Opposition was on the front of testing. TDP president and former CM’s N Chandrababu Naidu often expressed concern that the state was not testing enough. However,, Jawahar Reddy said the government was conducting around 3480 test each day in the nine labs across the state. “So, far we have tested around 48,000 people,” he said.

The government also came under sharp criticism for shortage of medical supplies. However, Dr Sudhakar Rao from Narsipatnam and Nagari Municipal Commissioner K Venkatrami Reddy were suspended for their ‘adverse comments’ on the government with regard to Covid-19 crisis. A video of M. Reddy, which showed him criticising the government for blocking the accounts and not supplying the medical equipment such as masks and necessary gear, was widely circulated in the social media.

Trashing reports that there was a shortage of medical supplies, Jawahar Reddy said there is a stockpile of around 1.40 lakh N95 masks, 45 lakh masks, 31 lakh gloves and that the government had placed an order for more medical gear.

Further, the YSRCP MLA was criticized for violating lockdown rules. YSRCP MLA Madhusudhan Reddy took out a rally in Chittoor’s Srikalahasti, what many called as a vulgar display of power. The YSRCP MLA took out a massive tractor rally to distribute rice to the people in Srikahalasti. At the rally, there was a large turnout of the YSRCP MLA’s supporters, a posse of police personnel on bandobast duties, revenue and ward secretariat staff in full attendance. Post the rally, Srikalahasti reported 36 cases, at least 13 of them are government employees, police officers who were part of the rally bandobast. Till that time not a single corona case was reported in Srikalahasti.
