Andhra to conduct NPR with 2010 questionnaire

Andhra Pradesh government on Wednesday decided to go with the 2010 questionnaire for the National Population Register (NPR).

The decision was taken at the state cabinet meeting, which passed a resolution requesting the Centre to maintain the NPR as it existed in 2010 and to keep the 2019 NPR in abeyance.

The cabinet meeting, which was chaired by Chief Minister Y.S. Jagan Mohan Reddy, noted that a majority of the people across the state have expressed fears about NPR and are worried that they may be sent to detention camps.

Minister for Information and Public Relations, Perni Venkataramaiah, said the decision on NPR was taken in the public interest. “In this regard, we have sent a requisition to the Union government to change the questionnaire or take up the NPR in its 2010 format,” he said.

The decision came a day after the Chief Minister tweeted that some of the questions in the new format were causing insecurity among minorities.

He had also stated that a resolution in this regard would be introduced in the upcoming Assembly session.

The cabinet also decided to award the construction of the Bhogapuram International Airport to the GMR group in public private partnership (PPP) mode. The total area of 2,703 acres has been reduced to 2,200 acres and the remaining 500 acres will be under the control of the state government.

The government decided to provide Rs 2,000 crore through banks to the Visakhapatnam Thermal Power Station (VTPS) and Krishnapatnam Thermal Plant to increase power generation.

It was also decided to distribute house sites to 26 lakh poor people on March 25 for which 43,141 acres have been earmarked. The minister said that ‘pattas’ would be registered in the names of the beneficiaries on a stamp paper. All the colonies would be named as YSR Jagananna colonies.

The beneficiary will be given the right to mortgage the land within five years of being given the ‘patta’ in case of an exigency. The beneficiary will also be given a legal entitlement to sell the land within five years in case of need, Venkataramaiah said.

To make the programme a success, 26,976 acres of government land and 16,164 acres of private land has been acquired by the government, the minister said. The plots would be developed for which marking is being done on a war-footing.

Based on the cabinet sub-committee report on insider trading and irregularities in land deals in the capital region of Amaravati, the cabinet approved the setting up of a police station under the Special Investigation Team (SIT) to file the cases and prepare chargesheets. It was also proposed to rope in the Crime Branch/CID or Lokayukta for the investigations.

KCR, Mahmood Ali should tell birthdays of parents before implementing NPR!

Former Minister and ex-Leader of Opposition in Legislative Council Mohammed Ali Shabbir has strongly condemned Home Minister Mahmood Ali’s announcement that Telangana Government would implement National Population Register (NPR) in the new format.

Addressing a massive ‘Mushaira’ held against the Citizenship Amendment Act (CAA), NRC and NPR at Quli Qutub Shah Stadium on Monday night, Shabbir Ali reiterated the allegation that Chief Minister K. Chandrashekhar Rao was a BJP agent and his government was implementing CAA, NRC and NPR in Telangana. He said that the TRS opposing the CAB in Parliament was only an eye-wash to mislead the people, especially the Muslims. Similarly, he said that proposed resolution in Assembly opposing the CAA would be another move to cheat the people. “If TRS was really opposed to CAA, then what is preventing KCR from making an open announcement that CAA, NRC and NPR would not be implemented in Telangana?” he asked.

Shabbir Ali strongly condemned Home Minister Mahmood Ali for announcing that NPR would be implemented in Telangana with six additional questions that require people to report the date and place of birth of their parents during the NPR survey. He reminded that it was the Congress-led UPA Government which had launched the population register in 2010. It was simple form with 21 basic questions and no community or individual had any objection to it. However, the BJP Government made it contentious by adding six new parameters which includes Aadhaar number of the resident, Voter ID, PAN, driving license number and mobile phone and date and place of birth of parents and the last place of residence. “Before asking people, first let KCR and Mahmood Ali tell the date of birth of their parents and furnish documents to prove it,” he said.

He said all Congress-ruled States have openly announced that they would not implement CAA, NRC and NPR. “Why KCR is not having guts to make a similar announcement in Telangana?” he asked.

Is KCR really opposing CAA, NPR?

TRS supremo and Telangana Chief Minister K Chandrasekhar Rao on one hand makes statements that he is dead against the Citizenship Amendment Act (CAA) and National Population Register (NPR).

He even convened a cabinet meeting last week opposing CAA, NRC and Telangana cabinet passed a resolution appealing Centre to scrap CAA and also decided to pass a resolution against CAA in upcoming budget session of Telangana Legislative Assembly.

But the ground reality looks different.

Officials in Telangana government from top to bottom level are going ahead with ground work to launch housing census and NPR.

Chief secretary issued orders for conducting housing census but there is no mention about NPR in it.

The Census offficials in Telangana has written to all district collectors to initiate process for conducting housing census and NPR.

The TS education department went even a step ahead and asked officails not to schedule any exams between January and March next year to enable NPR work.

The district collectors in few districts have issued orders to conduct training programmes for staff to conduct CAA and NPR.

Can officials dare to this without the approval of CM KCR?

Officials going ahead with Census and NPR gives scope to suspicion that they have KCR’s approval to do so.

If not so, why is KCR remaining silent against officials who are going against his decision to implement CAA, NPR?

India under Modi akin to Hitler’s Germany: Owaisi on NPR

Calling the BJP-led government’s National Population Register (NPR) exercise the next step towards a National Register of Citizens (NRC), AIMIM chief Asaduddin Owaisi on Tuesday accused it of creating an atmosphere in the country, similar to that created by Adolf Hitler in Germany and Benito Mussolini in Italy.

Participating in the debate in the Lok Sabha on the Motion of Thanks on President Ram Nath Kovind’s address to Parliament, the Hyderabad MP said: “It is a fight for our (Muslims) survival” as there is no difference between NPR and NRC and if “we lose this fight, we will finish”.

Referring to the census conducted by Hitler in 1933 and by Mussolini in 1938, the AIMIM President said the country’s current atmosphere is similar to that.

“Hitler threw the Jews in gas chamber after conducting a census in Germany. MussoliniA grabbed the property of Jews after the Census exercise. Now similar condition will be here in India with Muslims. The purpose of the government is the same,” Owaisi alleged.

He also criticised the government over firing in Shaheen Bagh, an agitation site in Delhi where people are doing protests for over 55 days against Citizenship Amendment Act.

The MP also took on the government over Union Minister Anurag Thakur’s recent “shoot the traitors” statement, saying “Shoot me, I am here. I am ready to die.”

YSRCP, TRS to oppose NRC, NPR in Parliament

The ruling YSRCP in Andhra Pradesh and ruling TRS in Telangana have decided to fight against against National Register of Citizens (NRC) and the National Population Register (NPR) in the upcoming Budget session of Parliament starting January 31.

The MPs of YSRCP and TRS, who attended the all-party meeting convened by Prime Minister Narendra Modi in New Delhi on Thursday made it clear that their party leadership has decided to oppose NRC and NPR .

YSRCP MP Mithun Reddy said that his party will rally behind minorities and sought a debate on the issue in Parliament as the information sought in NPR was different than what was asked earlier.

He said there was a sense of unease among minorities in the country after the Citizens Amendment Act was introduced in Parliament. “We will certainly oppose NRC and NPR if they were introduced by the Cabinet. We sought a debate on the issue to clear the insecure feeling among minorities,” he said.

Mithun Reddy said CAA Bill was introduced as an issue related to three other countries and added that way in which it was introduced and the way it is going to be implemented is different. He said Chief Minister YS Jaganmohan Reddy has asked us to oppose anything that is against the wishes of minorities.

TRS MPs Nama Nageshwar Rao and K Keshava Rao demanded the Centre to withdraw CAA, NPR and NRC in the interests of the country and TRS will raise its voice against NPR and NRC strongly in the Parliament.

Muslims in Hyderabad vow not to fill NPR, NRC forms

Muslims in Hyderabad and other parts of Telangana and neighbouring Andhra Pradesh on Friday pledged not to fill forms for National Population Register (NPR) and National Register of Citizens (NRC).

‘We will not fill the forms’ pledge was taken after Friday prayers at the historic Mecca Masjid here and several other mosques in the city and in the districts.

Mushtaq Malik, Convenor, Joint Action Committee (JAC) against CAA, NPR, NRC, administered the oath after Friday prayers at Mecca Masjid.

“We are Indians. The Constitution has given us freedom and we will continue to fight to safeguard this freedom. We will not fill NPR and NRC forms at any cost,” he said as he administered the pledge.

“We are citizens of India and the communal government can’t seek proof of our citizenship. We announce that we will not fill the forms at any cost,” he said.

Later, Malik claimed that 50 to 60 lakh people took the pledge after Friday prayers in mosques across Telangana, Andhra Pradesh and in Hyderabad-Karnataka region.

He said the designs of the communal forces to deprive Muslims of their citizenship could be defeated only if all people refuse to fill the forms or submit the documents.

“We have to remain united and nobody should feel that he is safe because he has the documents. Such people should look at Assam where despite submitting documents, many people were kept out of NRC,” he said

JAC Core Committee member and head of Wahdat-e-Islami Moulana Naseeruddin administered oath to people during his sermon at Masjid-e-Ujale Shah in Saeedabad here.

Leaders of various constituents of JAC administered pledge at various mosques. People were urged not to cooperate with the enumerators who visit their houses for NPR or NRC.

KCR in a dilemma over NPR as pressure mounts to break silence

As the demand from the Muslim community is growing for a stay on the National Population Register (NPR), Telangana Chief Minister K. Chandrashekhar Rao appears to be in a dilemma over taking a stand on the NPR and the National Register of Citizens (NRC).

With the elections to the urban local bodies scheduled for later this month, the ruling Telangana Rashtra Samithi (TRS) is playing its cards carefully with Rao waiting for an appropriate time to declare his stand.

The participation of thousands of people in the ‘Million March’ held in Hyderabad on January 4 to demand revocation of the Citizenship (Amendment) Act, a halt to the NPR and withdrawal of the proposed NRC and a series of protest programmes planned by the United Muslim Action Committee (UMAC) this month have apparently put pressure on TRS to take a clear stand.

The UMAC, headed by the All India Majlis-e-Ittehadul Muslimeen (AIMIM), an ally of TRS, has planned three major protest programmes in Hyderabad this month. The umbrella organization of various Muslim socio-religious groups has already organized public meetings in Hyderabad and other towns in Telangana.

The UMAC leaders have been demanding that KCR, as the Chief Minister is popularly known, halt the NPR as done by the Kerala government.

The Telangana and Andhra Pradesh Joint Action Committee, which organized the ‘Million March’, had even invited KCR to lead the march. They had urged him to take a cue from West Bengal Chief Minister Mamata Banerjee and lead the protest. However, there was no response from the TRS chief.

A delegation of UMAC leaders led by AIMIM chief and Hyderabad MP Asaduddin Owaisi had called on KCR with the demand to stay the NPR, scheduled to be undertaken from April. Their contention was that the NPR is the first step of the NRC as already stated by the government in Parliament and made clear in the annual report of the Ministry of Home Affairs.

They thanked the TRS for voting against the CAA in Parliament and explained to KCR how the NRC could create problems for the people, especially Muslims. The delegation said since the CAA, NPR and NRC were all inter-linked, the state government should not implement the NPR.

After the meeting Owaisi had told the media that KCR assured the delegation that his party would soon announce its stand. According to the MP, the TRS chief voiced concern over the Hindu-Muslim divide sought to be created and even suggested that the UMAC involve the TRS, Congress and other parties in its campaign against the CAA.

Owaisi claimed that KCR even indicated that he will soon call a meeting of like-minded parties to bring them together on a common platform on the CAA and NRC.

However, KCR is said to be taking a cautious approach in view of the January 22 elections to 120 municipalities and 10 corporations.

Political observers say KCR did not immediately take a stand as he believes that if the BJP uses the same to seek votes in the municipal elections, this may boomerang on him.

In its best-ever poll performance in Telangana, the BJP had won four Lok Sabha seats, wresting three of them from the TRS. The BJP is expected to give a tough fight in the urban local bodies under these Lok Sabha constituencies.

As the BJP is believed to have some support among the urban voters, KCR does not want to take a chance by announcing his stand before the municipal polls, analysts say.

However, the TRS is coming under attack from a section of Muslims for the delay in announcing its stand. Some of the organizers of the ‘Million March’ found fault with KCR for delaying a decision and cautioned him that the ambiguity could cost the TRS dearly in the urban local body elections.

Political analyst Telakapalli Ravi believes the TRS opposed the CAA in Parliament because there is a sizeable Muslim population in Telangana.

He, however, feels that KCR will not go for a ‘head-on collision’ with Modi on any issue. “KCR never encouraged any active protest movement on any issue. Even for Telangana he was more for lobbying,” Ravi told IANS explaining KCR’s silence.

Ravi believes that KCR will act as per the Centre’s directions. “No political rebellion is expected from him. If it happens it will be a great wonder.”

Before the Lok Sabha elections, KCR had tried to form a Federal Front, a grouping of non-BJP and non-Congress parties. He was then seen as a potential national leader, who was expected to play a crucial role in the next government.

Some sections see the ongoing row over the CAA and the NRC as an opportunity for KCR to revive his efforts to cobble up a national alliance. He gave a hint to some Muslim leaders that he may call a meeting of all chief ministers opposed to the NRC.

However, Kerala Chief Minister Vijayan has taken the lead by writing to 11 non-BJP chief ministers, urging them to emulate the Kerala Assembly which passed a resolution demanding that the Centre scrap the CAA.

West Bengal Chief MInister Mamata Banerjee has also spoken about bringing together all non-BJP chief ministers for a united fight against the CAA and the NRC.

Non-BJP CMs avoid KCR, befriend with Jagan

The BJP-led NDA government’s moves on the controversial Citizenship Amendment Act (CAA), National Register of Citizens (NRC) and National Population Register (NPR) has led to severe protests across the country.

Chief Ministers of several non-BJP ruled states strongly opposed CAA, NRC and NPR and openly declared that they will not implement them in their respective states.

West Bengal CM Mamata Banerjee and Kerala CM Pinarayi Vijayan went a step ahead and written letters to CMs of non-BJP ruled states seeking their support to fight against Centre’s moves on CAA, NRC and NPR.

Surprisingly, both these CMs have written letters to AP CM YS Jaganmohan Reddy but ignored Telangana CM K Chandrasekhar Rao.

Though KCR is also heading a non-BJP government in Telangana like Jagan’s YSRCP government in AP, both Mamata and Vijayan did not write letter to KCR seeking his support.

This led to speculations in political circles that non-BJP CMs still consider KCR as a ‘secret friend’ of BJP and for that reason they avoided him.

Jagan on the other hand openly declared that his government will not implement NRC in AP though his party supported CAA in the Parliament.

KCR opposed CAA and TRS voted against CAA in the Parliament but still KCR was ignored by non-BJP CMs.

The reason being cited is though KCR opposed CAA in the Parliament, he is still keeping silence on NRC and NPR, which led to suspicion among non-BJP CMs that KCR was secretly supporting Centre.

This led to political speculations that non-BJP CMs consider KCR as a BJP CM and Jagan as non-BJP CM.
