Jagan shunts out his favourite IAS officer from CMO!

Praveen Prakash, senior IAS officer and Principal Secretary to Andhra Pradesh Chief Minister YS Jaganmohan Reddy has been transferred on Monday.

His sudden transfer has created ripples in bureaucratic and political circles in AP as Praveen Prakash is known to be the favourite IAS officer of Jagan. Chief secretary Sameer Sharma issued orders to this effect on Monday evening.

Praveen Prakash has been calling the shots in Chief Minister’s Office (CMO) since Jagan became CM in May 2019. He emerged as a more powerful officer than CS.

His sudden transfer, that too to an insignificant post has created a sensation in AP. Praveen Prakash has been posted as Resident Commissioner in AP Bhavan in Delhi, known to be a ‘loopline post’.

Bhavana Saxena, a 1996 batch IAS officer has been holding this post of Resident Commissioner, AP Bhavan all these days.

Praveen Prakash was on central deputation when Jagan became CM in May 2019. Jagan brought him to AP in June 2019 soon after he became CM and appointed as prinicipal secretary in CMO besides gives additional charge principal secretary (political) in GAD (General Administration Department).

However, in July 2021, Jagan relieved him from the post of principal secretary, GAD, considered to be the key post which deals with transfers and promotions of IAS officers. This too happened all of a sudden.

Now, Jagan transferred him from even CMO also and posted him in Delhi in an insignificant post within seven months giving clear indications that Jagan is angry with Praveen Prakash.

Jagan reportedly received several complaints from YSRCP leaders, including ministers, party MLAs and even IAS officers about Praveen Prakash’s ‘don’t care attitude’ and ignoring all their requests and representations.

Allegiance to Constitution never wavered: IAS officer rebuts Andhra SEC

Following Andhra Pradesh State Election Commissioner (SEC) Nimmagadda Ramesh Kumar levelling allegations against senior IAS officer Praveen Prakash, the latter rebutted the allegations and said that his allegiance to the Constitution never wavered.

Prakash refuted the three allegations of not responding to the SEC’s mail, influencing collectors and superintendents of police against attending Kumar’s video conference and about his earlier transfers.

Prakash, who is the principal secretary to the chief minister and also holds the same post in the general administration department (GAD), said he immediately responded to Kumar’s email sent to him on Monday,

“I have replied to Ramesh that principal secretary political is not an independent office. Chief secretary (CS) is the head of GAD and I report to him. I humbly submitted to Ramesh that in future also all communications should be addressed to the CS,” said Prakash.

He said that as far as the All India Services (AIS) officers’ issues are concerned, the decision never comes at the principal secretary level.

“So holding me accountable for the points raised above is in what way justifiable sir? Is it fair? Is it ethical sir?” posed Prakash to Chief Secretary Das.

Regarding the second issue, the IAS officer said that status quo was maintained in the intervening period between the High Court single bench, divisional bench and Supreme Court judgments regarding the conduct of the rural local bodies elections.

Prakash said the status quo was maintained to avoid creating confusion in the field, which was also communicated to the SEC and known to officers in the field too.

“That was the sole reason for AIS officers not attending the video conference convened by the SEC on January 23. In what way am I involved in stopping the officers from participating in the video conference? Is it fair?” he questioned.

Regarding his transfer from Visakhapatnam and Rangareddy districts earlier, the principal secretary said it was purely because of notifying a returning officer in anticipation of approval from the Election Commission of India (ECI) during a by-election in Visakhapatnam Urban constituency.

He said his explanation to the competent authorities acknowledged his bonafide action and closed the issue, however, the closure of issues of such nature involve a lot of processes which take time.

“It was the sole reason why I was transferred out of Rangareddy district during Vikarabad by-election in 2008 and not because of any additional issues pertaining to that district,” he explained.

According to Prakash, after the closure of the issue, the ECI reposed faith in him by entrusting the responsibility of general election observer for two high profile elections in Bihar and Tamil Nadu.

“The responsibility given to me in 2014 and 2017 clearly demonstrated that the nation has faith in me and my capabilities. I have always stayed true to myself and my allegiance to the Constitution of India never wavered, not even for a second,” added Prakash.

Saying he submitted all the facts to Das, Prakash said he will accept any decision or punishment awarded to him by the Chief Secretary with humility.

The rocky relationship between the SEC and the state government over the panchayat elections is roiling many officers.

Set to retire in two months’ time, Kumar has already transferred a bunch of officers, including dismissing one subordinate in his own office.

Recently, he wrote to Das alleging that it is prejudicial for free and fair elections if Prakash continues in the GAD and invoked his plenary powers to transfer him, including barring him from talking to collectors and SPs.

Praveen Prakash eager to leave AP CMO for Delhi post

Senior IAS Officer Praveen Prakash has been serving as the principal secretary and head of the Andhra Pradesh Chief Minister’s Office. He is also looking after the General Administration Department as its principal secretary with full additional charge. Ever since Jaganmohan Reddy took over the reins as the CM, Praveen Prakash soon became the top most influential officer in the Government. In many controversies also, his name figured frequently.

Now, rumours are circulating in the official circles and in the AP Secretariat that Mr. Praveen Prakash is wanting to leave the AP CMO to take up an assignment in Central services. Already, he has intimated this to the Chief Minister. It is expected that the officer will be relieved from the CMO.

Praveen Prakash already worked in the Central services in Delhi. He later came back to the AP services during the Chandrababu Naidu regime. At that time, he worked as the Resident Commissioner of Andhra Pradesh Bhavan in Delhi.

It is not immediately known the actual reasons behind Praveen’s decision to leave the key post in AP. Indications are that the present Finance Principal Secretary SS Rawat might take over as the head of the CMO once Praveen leaves.

Praveen Prakash heart-touching letter to Jagan Circar

Senior IAS officer Praveen Prakash was in news for his confrontation with Ex Chief Secretary LV Subrahmanyam recently. Now, he created sensation in the IAS and Secretariat circles by writing a heart-touching letter to the government. Praveen requested the government to pay him monthly salary only after the contract and outsourcing employees get their salaries.

Praveen’s letter comes amidst the rising concerns over the delayed payment of salaries to the class 3 and class 4 employees by two to four months. Because of the financial crisis, their salary payments are getting delayed much more recently. On the other hand, the senior level and IAS officers are promptly getting their salaries on the first of every month.

Praveen, who is Principal Secretary of Chief Minister’s Office, has also given a self-declaration towards delaying his salary till lower level staff are paid. He says that it’s thanks to the hard work of these contract and outsourcing staff that the government objectives in various programmes could be achieved.

Praveen Prakash smart reply to LV show cause

Nobody can stop Jagan loyalists from doing anything they want. No rules and no restrictions. They are lawmakers and lawbreakers, both. The same Pulivendula spirit applies to even IAS loyalists. Now, CMO Principal Secretary Praveen Prakash is in news all the time because of his controversial confrontations with Ex Chief Secretary LV Subrahmanyam. Praveen did not immediately reply to LV’s showcause notice regarding Cabinet agenda issue.

But now, after LV is necked out of the CS post, Praveen gave his to incharge CS Neerabh Kumar Prasad. He said that he has done nothing wrong as mentioned in the showcause notice. Praveen commented that AP Cadre IAS officers are known for their integrity and they work with inspiration given by retired IAS officers like Yugandhar. Yugandhar is father of Microsoft CEO Satya Nadella.

Analysts are asking what is the need for Praveen to reply to showcause notice. As per the changed business rules, he holds greater powers than CS. But Praveen did not mention anything about business rules in his reply. Undoubtedly, these new rules go against the spirit of established hierarchy and service rules of IAS officers. In any state, Chief Secretary is the head of civil servants just as CM is the head of legislature. In AP, such systems are clearly turning upside down.
