Governor, CM participate in Republic Day celebrations

Governor Biswabushan Harichandan along with Chief Minister YS Jagan Mohan Reddy and other dignitaries participated in the Republic Day Celebrations at Indira Gandhi Municipal Corporation Stadium here on Thursday.

The Governor unfurled the national flag. Legislative Council Chairman Koye Moshen Raju, Legislative Assembly Speaker Tammineni Sitaram, ministers, MPs, MLCs, MLAs, and other public representatives were also present.

At Chief Minister’s camp office in Tadepalli, Special Chief Secretary to Chief Minister Poonam Malakondaiah unfurled the tricolor and participated in the Republic Day Celebrations. She also paid floral tributes to Mahatma Gandhi.

Secretary to the Chief Minister K Dhananjaya Reddy, Additional Secretary to the Chief Minister Dr Narayana Bharat Gupta and officials from CMO were also present.

Jagan meets Governor on return from Delhi

Chief Minister Y S Jagan Mohan Reddy met Governor Biswabhushan Harichandan at Raj Bhavan, on his return from the national capital on Wednesday. The chief minister is understood to have requested him to officiate the swearing-in ceremony of the new cabinet ministers to be held on April 11.

The chief minister is likely to take the resignations of the ministers at the cabinet meeting scheduled to be held on Thursday afternoon. He would formally send the resignations to the Governor for acceptance. The chief minister had reportedly explained the need to go for swearing-in of the new ministers and sought the Raj Bhavan’s support.

The chief minister is also understood to have explained to the Governor on the new districts creation and the proposal to create one more district, with Polavaram or Rampachodavaram as headquarters. This would be the third district for the Scheduled Tribes in the state and the 27th district.

Meanwhile, the chief minister is also understood to have briefed the information about his visit to the national capital. He also explained the issues connected with his meeting with Prime Minister Narendra Modi and Home Minister Amit Shah, besides others.

The chief minister had also requested the Governor to use his good office with the Central government to get the issues addressed at the earliest. The Governor has close contacts with the top leadership of the Central government.

Governor’s virtual address to AP budget session

AP Governor Biswabhushan Harichandan has delivered his address to the one-day budget session of the AP Assembly. He has listed out the achievements and pro-people activities taken up by the AP Government. The Governor said that the Covid second wave had been raging across the country since February. Deaths were being reported more in this wave when compared to the first wave last year.

The Governor said in this battle, AP stood as an example for the rest of the country in taking up preventive measures and also in extending Covid treatment facilities. New Coronavirus treatment centres were opened all over. Arogyasri coverage to Covid treatment was given at every private hospital. Oxygen shortage became a problem. Hence, cryogenic oxygen was brought from the foreign countries to save the people’s lives.

Mr. Harichandan said that the Covid impact was severe on the economic situation of the State. But still, the State Government has continued implementation of its welfare programmes. Over 95 percent of the promises made by the YSRCP to the people were fulfilled like never before. When the growth rate in India was in negative percentage, AP has achieved 1.58 percent growth rate. Over 53 lakh people were given first dose and another 24 lakh people were given second dose in AP.

AP Governor approves Capital shifting bills

After a gap of 10 days, Andhra Pradesh Governor Biswabhushan Harichandan has finally signed on the two controversial bills relating to the Capital City shifting in the State. With this, Chief Minister YS Jaganmohan Reddy has got a big boost for his efforts to shift the AP Executive Capital to Visakhapatnam. Amaravati will be the Legislative Capital while Kurnool will be the Judicial Capital.

Lot of controversy was surrounding the Decentralisation and Inclusive Development of All Regions Bill and the CRDA Repeal Bill. These were aimed at achieving the CM’s goal for 3 Capitals for AP. Reports say that the Governor has taken legal experts’ opinion before signing on the bills. So much time was taken for approving the bills in view of the pending court cases and also allegations from the Opposition that the bills were unconstitutional and unlawful.

It is not yet clear whether the Government would send the bills now to the President’s approval or not. The TDP has been demanding that the bills be sent to the Central Government as they were in violation of the AP Reorganisation Act 2014.

On their party, the YCP Ministers and MLAs have been saying that all is clear for shifting Executive Capital to Visakhapatnam. Once the Covid-19 intensity came down, the Capital would be shifted out of Amaravati.

Naidu submits 14-page letter to Governor highlighting Jagan’s excesses

A TDP delegation led by party president and former chief minister N Chandrababu Naidu on Thursday met Governor Biswabhusan Harichandan and submitted a 14-page letter highlighting the excesses of the Andhra Pradesh government in the one year rule of Chief Minister Y S Jagan Mohan Reddy.

In the letter, the TDP president charged that the YSRCP government was pursuing politics of vengeance, leading to gross violations of human rights where independent voices were being muzzled. The former chief minister also pointed out that false cases were being filed to harass and persecute the Opposition TDP leaders.

The TDP also complained to the Governor against the undemocratic and inhuman arrests of their party leaders Atchannaidu, Prabhakar Reddy and his son Asmith Reddy. Terming the recent arrests of TDP leaders as politically motivated, Naidu in the letter, stated that leaders who do not succumb to the YSRCP’s arm-twisting tactics are being harassed with false cases and arrests.

Naidu apprised the Governor that Atchannaidu had to undergo a second surgery as he was made to sit and travel for more than 15 hours despite his delicate health following the first piles surgery. Naidu informed the Governor that the ACB and the police were not following the principles of natural justice and that they were merely acting at the behest of the YSRCP.

Naidu informed the Governor that the YSRCP government was pursuing a faction rule and its political vengeance was leading to gross violations of human rights.

In the letter, Naidu also brought to the notice of the Governor that the YSRCP ruling had been undermining the power and the position of constitutional bodies. He noted that the courts and the Election Commission are pillars of the country’s democracy which are under a threat of subversion.

Under Jagan’s rule, an unprecedented and dire situation has arisen, as key institutions have squirmed under the overbearing pressure of interference. The TDP president also apprised the Governor about the omissions and commissions of the YSRCP government and alleged that the government had indulged in corrupt practices in sand, land and liquor, coronavirus kits and bleaching powder.

In the letter, Naidu also brought to the notice of the Governor that the YSRCP leaders made derogatory comments against the AP Legislative Council chairman Shareef and deputy chairman Reddy Subramanyam during important debates on crucial bills, including the capital development and decentralization bill and CRDA repeal bill on Wednesday. The House was adjourned sine die after pandemonium broke out with the YSRCP leaders virtually coming to blows with the TDP leaders.

Jagan meets AP Governor to discuss corona outbreak

As the number of positive corona cases rose to 25 in Andhra Pradesh, Chief Minister Y S Jagan Mohan Reddy on Monday met state governor Bishwabhusan Harichandan at the Raj Bhavan to discuss measures the government had taken after the coronavirus outbreak and the complete lockdown declared by the government thereafter.

The Chief Minister had discussed the various measures the state government had initiated to control the outbreak of the virus. The government announced closure of schools, shut down of malls, cinema theatres and pubs and other public places. The Andhra Pradesh Cabinet also decided to set up a high-level Cabinet sub-committee, mainly comprising five ministers and 10 IAS officers, to monitor and contain the spread of corona virus in the state. Further, the Cabinet has decided to extend the lockdown till April 14 from the earlier March 31. The government announced a 24X7 state-district level control room helpline numbers.

AP Governor donates for COVID-19 fight, calls for restraint

AP Governor Biswabhushan Harichandan has donated one month salary to the PM Cares Fund to fight COVID-19. At the same time, he donated Rs 1 lakh to the AP CM Relief Fund. In an appeal, the Governor told the people to stay at home as per the guidelines of the government.

Ever since the outbreak, Harichandan has been getting regular feedback from the officials on the prevailing situation. The Union Home Ministry has been monitoring the corona situation from time to time. The national lockdown and the closure of state borders have caused friction between people and officials.

Following sterner steps being taken, CM Jaganmohan Reddy is also set to meet and brief the Governor soon on the latest situation. Comparatively, AP is in a better situation because of absence of high traffic through international airports directly into the state. The State government has taken over all medical and health services now which enables Collectors to use even private hospitals for COVID containment.

AP Governor to give report to Centre on law and order

Political circles in AP are full of speculation that Governor Biswabhushan Harichandan will be sending his report on the state law and order situation to the Centre very soon. Governor has already taken clarifications from the Chief Secretary, DGP and CM Office officials. He has also enquired from them on why there are complaints about forced withdrawals of nominations. Also, he asked the officials about unusually higher percentages of unanimous results in favour of the ruling party.

Rumour is that the Governor is going to give his report to Centre in two to three days. Moreover, there are reports that Harichandan has in fact summoned CS and DGP only based on the instructions of the Union Home Ministry. Also, it was specifically intended to collect feedback with regard to the serious complaints made by State Election Commissioner N Ramesh Kumar to Union Home Secretary.

TDP MLA Nimmala Rama Naidu said that the Governor’s report would be changing the political future of AP altogether. All the election atrocities of YCP in addition to threats to SEC were informed to the Centre as well the Governor already.

Governor Harichandan enrolls for voter card in AP

AP Governor Biswabhushan Harichandan has become a voter in Vijayawada Central assembly segment. He has applied for vote during a special enrollment drive held by the election officials at the Raj Bhavan today. His wife has been enrolled simultaneously. The officials are getting voter cards of Governor printed to hand over the same to Harichandan personally. Harichandan became the AP Governor after 2019 elections. He succeeded ESL Narasimhan who discharged duties as Governor of both Telangana and Andhra Pradesh for a long time during and after the bifurcation of United AP.

Originally, Harichandan family has voting rights in his native Orissa state. From there, he has transferred his vote to Vijayawada. In the coming municipal elections, the Governor’s family is going to cast their votes. As of now, Raj Bhavan is located in Vijayawada city itself. A new building is proposed to be constructed under Naidu Circar’s ambitious plans for Amaravati global capital city. But CM Jagan has almost crushed the Amaravati dream and began shifting Executive Capital to Visakhapatnam. Only a few days ago, Vijayasai Reddy said very soon the Administration Capital would be functioning from Vizag. This means Governor would also have to shift to the port city soon.
