Naidu flags off she-autos in Vijayawada

In a unique endeavor to ensure economic empowerment of women, Andhra Pradesh Chief Minister N Chandrababu Naidu today flagged off ‘She Auto’ services in Vijayawada. Painted blue and yellow these she-autos are expected to be special attraction in the city. Though not first, the experiment will go a long way in not empowering the women but also provide a safe travel in the city, said an official commenting on the new venture of TDP government.

Under the government’s flagship ‘She Auto’ scheme, the Chief Minister distributed auto rickshaws to 49 women worth Rs 1 crore. The government has provided 7 percent subsidy to each auto that originally costs Rs 1,91,000. The remaining amount can be paid in 40 installments at a monthly price of Rs 4,500. Officials have estimated that the beneficiaries can earn up to Rs 18,000 per month.

The Chief Minister said, “Since these autos run on CNG, they are environment-friendly. This scheme will also provide security to women in the city.” In this regard, women auto drivers felicitated the Chief Minister. Vijayawada MP Kesineni Nani, MLA Gadde Rammohan Rao, Krishna district collector Ahmad Babu and other officials were present.

‘Dictator’ Balaiah meets Union Ministers

Balakrishna who is shooting in the national capital Delhi on Thursday has taken out some time from his shooting schedule to go on a whir wing tour to meet several union ministers to seek assistance for the development of his constituency.

Reiterating his hope that the Centre would keep his word on confirming special status to Andhra Pradesh, he however, justified that the delay in confirming special status to the state could be on account of many reasons. During this meeting with the Union Ministers Balakrishna asked for better road connectivity between Bangalore and Hindupur en route the famous temple town of Lepakshi. Pitching for developing a four-lane and six-lane road connectivity, Balakrishna pointed out development could take place due to the location advantage of his constituency, situated very nearer to the Bangalore International Airport.

The Hindupur MLA also demanded for taking up of doubling works of a railway line between Gooty and Yelahanka (located on the outskirts of Bangalore). However, not forgetting the key role Chennai played in the development of Telugu film industry, the actor has also promised to take up the issue of how to help the victims of floods in Chennai, along with others in the industry, and to chalk out an action plan for the same.

Naidu assures all possible help to TN

The Andhra Pradesh Government on Thursday assured every possible help to Tamil Nadu state which was badly hit by unprecedented rains. Coastal districts of state , especially Chennai suffered heavy losses due to flood and incessant rains in the past two weeks. Entire Chennai city got drowned in the deluge of water.

On the advice of Chief Minister N. Chandrababu Naidu, State Chief Secretary IYR Krishna Rao rang up his Tamil Nadu counterpart and offered necessary assistance in the flood affected regions.

The Tamil Nadu Chief Secretary is said to have requested the Andhra Pradesh Government to explore the possibility of reducing the outflows from Pichatur Dam and other dams in Chittoor District. Excess outflows from these dams are likely to flood Thiruvallur District in Tamil Nadu. TN chief secretary informed Andhra Pradesh that they assess the situation and get back with specific request later..

Meanwhile, due to heavy rains and submergence of Railway Bridges in Chennai–Gudur Section, Railways cancelled and short terminated several trains on Thursday to ensure safety of trains and passengers.

Chief minister instructed the state government official to be on high alert to extend all cooperation to the neighboring TN, which bore the brunt of recent rains.

AP CM to give new look to administration

Andhra Pradesh Chief Minister N Chandrababu Naidu all set to gear up administration brining new faces with a mini reshuffle of AIS officers. Another round of Senior AIS officers is likely in the first week of January.

Hyderabad: Andhra Pradesh Chief Minister N Chandrababu Naidu seems trying to gear up the state administration in the new year. After making it clear to the reluctant government employees that they will have to move to New Capital Region Area (CRA) in Andhra Pradesh, he has taken up a mini reshuffle of All India Service Officers.

Naidu’s move has reportedly come in the wake of several AIS officers not willing to move to Vijayawada, or Guntur from Hyderabad immediately. In fact, this has been conveyed to the chief minister in his recently held review meeting after three months in State Secretariat in Hyderabad.

Within a day of coming to know the reluctance of the civil servants not willing to shift immediately, the chief minister had reportedly asked the State Chief Secretary I Y R Krishna Rao, to issue a circular notifying that all the Heads of the departments of the State Secretariat will have to shift and start functioning from June 1, 2016.

After making his intentions clear, now Naidu has taken up a mini reshuffling the junior AIS officials, and brining new faces. “Most of those in the reshuffle are junior AIS officials, who take charge as sub-collectors, joint collectors, heads of municipal corporations. The move was to bring in new faces, and also, to send a signal to those not planning to shift to New Capital Region Area, as per schedule released by the government will have to end up in loop line postings,” said an official from state department.

This is only a mini reshuffle, and there expected another reshuffle of AIS officials by the end of December, or in the first week of January. It would be a reshuffle of all senior heads of AIS officers.

It is learnt that the chief minister has taken a view after knowing that several senior AIS officials are opting to go to central services, and he wanted an all new team, except a few seniors who are closer to Naidu, right from his earlier stint in United Andhra Pradesh. “Thought it would be difficult to know right now about what has been going in chief minister’s mind. But, given the recent development taking place, we can not rule out the possibility of even a cabinet reshuffle before Sankranthi,”said a senior leader from TDP.

Raghuvira sees plot in Naidu’s Jana Chaitanya Yatra

AP Congress chief Raghuvira Reddy, of late, has become very adept in interpreting political situations. Some of his recent ideas are really a hit with people of the state and helped the party gain some space in the media at a time when the party disappeared without trace in Assembly. His idea of campaigning in favor of Bihar ‘grand alliance’ in Patna bound trains, sending back matti (soil) to Prime Minister in reciprocation to latter’s offering of Delhi Matti and Yamuna water to Amaravati also attracted considerable public attention. Raghuvira interpretation is like this. In Jana Chaitanya Yatra, TDP MPs, MLAs, MLCs and party leaders knock at every door in villages to tell about welfare programs launched by the state government, who was behind these schemes and how people were benefited from these schemes every month. The TDP leaders had calculated all the benefits accruing to each family in the form of subsidies including pensions. The figure arrived at approximately was Rs 5000 a month. By highlighting this aspect, the TDP leaders were promoting Nara Lokesh Babu as the real brain behind all these programs and the way they were being implemented. The entire program was meant to project Lokesh as the leader of the TDP.

Raghuvira was critical of the timing of Jana Chaitanya Yatra. “When the state is reeling under drought on one side and ravaged by floods on the other, where is need for such promotional program? People are crying for help in all Rayalaseema districts and Nellore. But the CM is busy in political programs,” he said.

According to Raghuvira, the purpose of Naidu’s program was to hoodwink the people and postpone the relief measures.

” Jana Chaitanya Yatra isn’t for the welfare of the people but for duping the public,” he said and pointed out that the government had not disbursed the input subsidy for two successive seasons in state. Now, several districts had been hit by severe cyclone, he said. This was the time, the chief minister should have sent all TDP leaders to each and every household affected by flood and drought to distribute relief and reassure them that the government was behind them.

” But, Naidu is on the cover up mission of his failures. He is involving entire government and the party in Yatra, by sending officials and party leaders to every household to tell about his son Lokesh Naidu and the programs taken up in the past. It is sheer callousness. We will take up a campaign against Naidu & Son’s plot to cheat the people.

Commission to look into Kapu’s demand for BC status

Taking forward the implementation of its poll-time commitment of extending BC status to Kapu caste, Andhra Pradesh cabinet on Monday decided to appoint a commission to look into the matter. Leaders belonging to the Kapu, an influential land-owning community from coast districts of Andhra Pradesh, have been demanding the BC status. But opposition from other backward casters and Kapu’s ineligibility in respect of their social status coming in the way of it’s inclusion in the BC list. But during 2014 election campaign TDP president Naidu assured them that the TDP government would take steps to accord Backward Community status to the caste. Recently Naidu set up a finance corporation with a seed capital of Rs 100 crore for the benefit of the caste. Today, the cabinet presided over by chief minister Naidu, decided to set up a commission to study the whole gamut of issues connected to the subject. This has been revealed to the media by Finance minister Yanamala Ramakrishnudu.

He said the commission would be asked to give its recommendations in 9 months. Based on the recommendations of the committee, government would take a final view on the subject. Allaying fears of other BC castes, the finance minister said government would ensure that the reservation of BCs would not get diluted by the inclusion of Kapus in the BC list. ” They need not harbor any apprehension that their quota would get affected. Quota for Kapus will no way reduce opportunities available for BCs,” he said.

Meanwhile, TDP MP Thota Trimurthulu express rejoice at the cabinet decision on the Kapus. A Kapu leader himself, Trimurthulu asked the members of Kapu community to place before the commission all the information they had about the Kapus.

YSRCP to raise the Special Status issue in Lok Sabha

YSRCP to raise special status in ensuing winter session of parliament to mount pressure on the Centre and decides to stall house proceedings in Lok Sabha to highlight the issue.

Hyderabad: After taking the ruling TDP for not doing enough to get special status to Andhra Pradesh, now, the YSR Congress Party has decided to take it to the floor of the ensuing winter session of parliament.

A meeting held with party’s members of parliament, YSRCP President Y S Jaganmohan Reddy on Sunday, the party had decided its strategy to stall parliament’s winter session commencing from Tuesday.

Disclosing this, YSRCP’s parliamentary party leader M Rajamohan Reddy said while talking to media persons that the party has decided to raise the issue in Lok Sabha in the ensuing winter session.

He said that at the time of division of the State, the then Prime Minister Manmohan Singh has assured on confirming the Special Status to the residual state of Andhra Pradesh. But, nothing has been done so far. So, we wanted it to be the main on the agenda of our party in the session. If needed the party is all in favour of stalling the proceedings of the house, to mount pressure on the Centre to immediately take up the issue of confirming Special Status to the State, as promised at the time of passing the Andhra Pradesh Re-organisation Act.
If the Centre fails to respond, then we will take up the issue in every other available forum to highlight the issues and to mount pressure on the Centre on the issue, he added.

Adding further on the issue, he said that then government at the Centre had made the promise to compensate the loss caused due to loosing the Hyderabad. And, nothing other than fulfilling according the Special Status to Andhra Pradesh would fulfil the loss caused to people of the State. The decision has been taken as Chief Minister N Chandrababu Naidu has been dilly-dallying on this issue, and time and again, talking about special package and, creating confusion, Reddy said.

Amaravati hype generates more disunity than Pride

From now onwards the construction of Amaravati will be a low key affair. There won’t be any high profile functions or boasting excessively about the yet to be born world class capital. TDP supremo Chandrababu Naidu has reportedly instructed all the TDP leaders and ministers to refrain from creating too much hype about Amaravati. He is specifically asked the ministers, even his media team, no to publicize too much about the happenings in and about Amaravati. The chief minister alone will talk on the subject.

Naidu is said to have realized that the cost of hype was too dear. He also reportedly acknowledged that the backlash is being strongly felt outside Krishna and Guntur districts. The sources of enlightenment of downside of the far too much hype is the absence adequate representation from Rayalaseema districts, especially from Anantapuramu at the Disha Nirdesha meeting held at Tirupati. According to party sources, they raised three points:

A. The ostentatious celebration of foundation stone laying ceremony, instead of creating ‘Andhra Pride’ alienated some regions from the party;

B. An impression that for chief minister Naidu there is nothing beyond Amaravati has gained ground in districts;

C. All development is getting concentrated in the Amaravati area to make it appear world-class city and nothing would come to their districts;

D. The resentment in the Rayalaseema region is the obvious backlash of excessive campaign associated with the foundation stone laying program of Amaravati’

E. Naidu is working like chief minister of CRDA and E. Even before the construction of core capital began, Rajamahendravaram TDP MP Murali Mohan’s real estate venture had got the environmental clearance. Many raised the question that how did Murali Mohan get his land exempted by the CRDA from being taken over under land pooling or land acquisition. When did he buy the land ? This, in their view, had strengthened the accusation that Amaravati hype is being created by the government only to promote real estate interests of some key pro-TDP businessmen.

Naidu, unusually, is said to have taken note of all the points. Convinced of the logic, Naidu has asked all leaders and ministers to be cautious about boasting of Amaravati, world-class capital.

According to a senior TDP leader, who is also a politburo member, Naidu’s plans have gone haywire in the promotion of Amaravati as the world-class capital. ” Naidu’s calculations went wrong. He did Amaravati campaign with a good intention. He thought , the capital talk would create a ‘Andhra Pride’ among the people of three regions in the residuary state of Andhra Pradesh. He expected that everybody would take pride in their capital which is going to be the world’s most modern capital. So, he publicized every event associated with Amaravati as if it was an international affair. Instead of generating an Andhra sentiment, it in fact alienated the people of some regions from the party and the government. Opposition parties are also successful in driving home the point that he is diverting all funds to the capital construction and their districts get nothing,” he said.

In the meeting, it was decided that party and government should refrain from creating hype of Amaravati instead focus on the development aspects being taken all the 13 districts, he said. He would spend more time in the districts tours and reviews about the investment proposals in the districts, he added.

Naidu’s spending extravaganza continues…

The Chief Minister Chandrababu Naidu’s camp office at Undvalli, though temporary one, has started becoming a burden on the exchequer. The camp office which Naidu occupied is a private Guest House belonging to Lingamaneni Estate(p)Ltd. Now, AP government has prepared a plan to provide all facilities with about Rs 2.71 crore. In the past 16 months, this is Naidu’s third residence.

First he occupied Lake View Guest House in Hyderabad. The Guest House had been refurbished to suit the Vastu and other tastes of the chief minister. After some time, he switched over to his own house. Later he had to vacate it as it needed improvements and he occupied a private house. All these places, had been provided with all the necessary facilities required for the official residence of a chief minister. Later, Naidu vacated all these bungalows to switch over to Undavalli on the banks of River Krishna. Now, the R& B department is providing 31 facilities, as per the Vastu suggestion, to enhance the image of the place to the level of official residence of chief minister. The works include : providing emergency road for the CM camp office, providing Western side gate, providing security around the Camp Residence of CM, construction of boom barriers, providing permanent helipad, West and South side fencing for helipad set up at CM residence, providing approach road from Helipad to Entrance and the guest house etc. Very soon, the CM will have a modern CM’ s residence in Amaravati as well.

Naidu urges centre to take over Lam Agri University

Chief minister N Chandrababu Naidu urged the centre to convert the new agricultural university being set up in Guntur district into a central university. On Monday, union agriculture minister Radhamohan Sigh laid the foundation stone for the new agricultural university at Lam, a village in the Guntur district. Union ministers Venkaiah Naidu, Ashok Gajapati Raju, Y S Chowdhary and many state ministers also attended the program. The agriculture university is being set up as the per assurance given in the Andhra Pradesh Reorganization Act-2014.

Speaking on the occasion, chief minister Naidu said Lam Agricultural university should aim high to become a global knowledge centre by associating itself with leading institutions across the world. He hoped that the university would have tie-up with universities and institutes of international repute to become an important university in country.

He said state government would develop the institute into a full pledged university in five years and had earmarked about Rs 1650 crore for it. Naidu urged the centre to explore the possibility of converting the Lam university into a central university. ” I urge union agriculture minister to take over the university in order to run it as central agricultural university,” he said.

Lam, a village near Gunture, has been chosen for the location of the agricultural university because of its Buddhist heritage. And it is in close proximity to the Amaravati capital city, which is also being developed with Buddhist theme. The is second agriculture university in the state, the first being Acharya NG Ranga Agricultural University.

Andhra CM to grace Cheekati Rajyam premier

Popular actor Kamal Hasan met Andhra Pradesh Chief Minister Shri Nara Chandra Babu Naidu yesterday at his camp office in Vijayawada and spent some quality time with him. It is heard that Kamal Haasan is planning to host special premiers of his upcoming film Cheekati Rajyam in Vijayawada and Hyderabad.

After completing his interaction, Kamal Haasan formally announced that there is no political angle behind this meet and revealed that he had invited the Chief Minister for the premier show in Vijayawada, which the later gleefully obliged. It is learnt that the premiers in Vijayawada and Hyderabad will be held on the same day and many noted names from the film fraternity and political spectrum will grace the show.

Cheekati Rajyam, a Rajesh M Selva directional, is a bilingual thriller and stars an ensemble cast. The Tamil version, which released a few days ago, has already been declared a hit and the Telugu version will hit the screens on the 20th of this month.

Venkaiah joins forces with Naidu on ‘Local Status’

Union Urban Development Minister M Venkaiah Naidu also pitched in to support the efforts of chief minister Chandrababu Naidu to get the presidential order that determines the local status of students in Andhra and Telangana states amended. Venkaiah also urged union Home Minister Rajnath Singh and Minister of Law & Justice Sadananda Gowda to act immediately to resolve the issue of ‘local status’ of the children of people, who are now living in Telangana and want to relocate to Andhra Pradesh.

Venkaiah held extensive discussions with senior officials of the Union Home and Law & Justice departments in New Delhi on the issue of ‘local status’. The discussions focused on making necessary amendments to the Presidential Orders issued in 1974 and 1975 in respect of admissions into educational institutions and employment based on ‘local status’ in the erstwhile united AP.

A statement issued by the Union Urban Development Ministry said,”The provisions of the two Presidential Orders which are in force along with the provisions of the AP Reorganisation Act,2014, were examined at length in the meeting. Venkaiah urged the two Ministries to take swift action for suitably amending the existing Presidential Orders.”

Naidu, during the discussion also spoke to the Chief Secretary of AP, IYR Krishna Rao, for clarity on related issues.

Chief Minister Chandrababu Naidu, in a letter written union home minister Rajanath Singh two days back, proposed an inclusion of para in the existing order inorder to overcome the impediment. Andhra Pradesh government proposes to grant local status to the children of the people who want to locate to Andhra Pradesh from Telangana within three year from the appointed date ie July 2, 2014.

Would Jagan attend capital foundation ceremony?

Opposition leader and YSR Congress President YS Jaganmohan Reddy will face Hamletian dilemma- to attend or not to attend the spectacular foundation laying ceremony of new capital Amaravati, once he receives the invitation from capital region development authority (CRDA) in a day or two.

Jagan is expected to face two tough questions with regard to the emerging capital Amaravati. They are:

1. Would he attend the foundation stone laying ceremony of the capital city Amaravati on October 22.

2. Would he relocate himself to new capital region as the government is in the process of shifting the temporary capital from Hyderabad to Vijayawada. There are plans to conduct the next Budget Session of Andhra Pradesh Assembly from the Capital Region. Then he has to live in capital region, which he is opposing tooth and nail.

Jagan has to keep ready fitting answers to these questions as the date of foundation stone laying ceremony is fast approaching. If the opposition leader abstains from October 22 ceremony, in which Prime Minister Narendra Modi will be the chief guest, TDP would unleash campaign against him stating that he is anti-Amaravati and scuttling word-class capital emerge in Andhra Pradesh. If he attends the program, it would be tantamount to endorsing the capital city project, which, in his own words, is coming up destroying the flourishing agriculture economy. In August he staged a dharna with thousands of farmers oppositing the acquisition of fertile land forcibly from small and marginal farmers.

Not only had he supported the agitation of the farmers, who are set to lose fertile lands, but also assured them he would return all the lands to the farmers once his party comes to power in 2019. It clearly states his stand vis-à-vis capital region. Though he did not tell it in so many words, Jagan is opposed to the capital coming up in an area, which is already advanced. He articulated this in a different way stating that he would have raised no objection if the capital construction had been taken up in any area where government waste lands were available.

His party dubbed the capital project as ‘ commercial project’, ‘real estate project’ etc. And definitely Jagan is not blind to the resentment being expressed in Rayalaseema and North Coastal Andhra to the way the capital is being developed on the lines of Hyderabad with everything being concentrated in the capital region. It is clear from the very establishment of “capital region development authority (CRDA)that Amaravati is going to become a black hole of Andhra Pradesh sucking everything into it. So, it is difficult for Jagan to endorse the project by attending the foundation stone laying ceremony on Vijayadasami day.

The second question is related to shifting of his base from Lotus Pond, Hyderabad, to Vijayawada. The first salvo has already been fired by TDP emergent leader Lokesh. He asked Jagan to first shift his base to capital region in Andhra Pradesh and then talk. Speaking in a party workers training program in Nellijerla in West Godavari district on Tuesday, Lokesh ridiculed Jagan for demanding special status to Andhra Pradesh by sitting in Lotus Pond of Telangana’s Hyderabad.

By all means the opposition leader would abstain from the October 22 Amaravati foundation stone laying ceremony. And he is unlikely to relocate himself to Vijayawada, TDP government’s temporary capital, from Hyderabad, which is designated as temporary capital by AP Reorganization Act-2014. What is important is how he would construct his argument without hurting the sentiment of the people, who are supporting the Amaravati capital and at the same time he should not been as the one who betrayed the farmers, whom he sat with on a dharna.

Leadership transition set in motion in TDP

Setting in motion the long pending transition in the party, 65 year old TDP supremo Chandrababau Naidu today appointed his son Nara Lokesh as the general secretary of the national committee. As a general secretary he is also made exofficio member in the politiburo, the highest policy making body of the party. With these appointments, Lokesh is expected to get unusual access to the party high-level meetings.

Following the bifurcation of the state Andhra Pradesh, Telugu Desam party is planning to become a national party by expanding its network outside the successor states of Andhra Pradesh and Telangana.Once it becomes a national party, there would be increased interactions at national level warranting appointment of a suitable leader, who can articulate TDP ideology in English, if not in Hindi. Now, the responsibility will fall on Lokesh, a Harvard business administration graduate.

Even though Lokesh is just in-charge of party workers welfare trust, he has been playing important role in the network building of the party. The role he is playing in internal matters of the party reminds one the role Chandrabababu Naidu played during the time when NT Ramarao was the chief minister in 1980s. By working as coordinator of the party, Chandrababu Naidu took the entire party under his command in such a way that it made the coup in 1994 against NT Ramarao a smooth affair. in the past twenty years, Naidu used to deal himself with party internal affairs. He did not delegate the party internal organization work to any leader in the party.

Now, as chief minister , he is embarked on massive project of building the world-class capital city, Chandrababu is compelled to promote Jr.Naidu as the leader of the party slowly. In party affairs and governmental affairs Naidu doesn’t take anybody into confidence. One can see this in his style of negotiating with the Singapore with regard to the capital construction. Every crucial decision is taken by Naidu alone. He is ensuring his presence in every round of talks with Singapore. Normally, heads of the government, after signing the MoU, leave the matter to the senior officials and experts. No head of the state wishes to participate in the every round of talks with other governments. In the case of TDP government, as far as the capital city is concerned, nobody matters in the state government except chief minister Chandrababu Naidu. So, he is forced to promote his heir apparent to take care of the party affairs.

In the recent extended meeting of the party held in Vijayawada, senior leader Kimidi Kala venkata Rao suggested to Naidu that Lokesh be appointed general secretary of the party. Now, Kala venkata Rao is appointed Andhra Pradesh TDP president and Lokesh general secretary of the party.

For the past few months Lokesh has been going around the state inaugurating training camps for the party workers. He addressed youth and students. As the culmination of these program, the made public the assets owned by his family and family owned Heritage food. From now onwards, as general secretary of the party, he will play an extraordinary role in the party affairs. This appointment has catapulted him to the top slot in the organization. This is will pave the way for his take over from his father Naidu in 2019 by which time Naidu will be nearing 70. Party sources say after 2019 depending upon the political situation, Naidu may switch over to national politics like Mulayam Singh of Uttar Pradesh. Once the capital project takes off, the hype created by Amaravati would help the TDP sweep polls which eventually lead to the anointment of Lokesh as leader TDLP as it happened in the case of Akhilesh Yadav in Lucknow- this is the master plan of Naidu according to sources in TDP.

Naidu visits Singapore URA Gallery

Chief minister Chandrababu Naidu today visited Singapore City Gallery which is popular as Urban Redevelopment Authority (URA)gallery. He was so impressed by the gallery, he is said to have instructed officials to explore the possibility of setting up such a gallery for Amaravati showcasing its long history up till now, when farmers in thousands came forward to offer their lands for the construction of the capital.

Singapore City Gallery was established in 1999, and is managed by URA, a statutory board under the ministry National Development, whose role is to plan and facilitate Singapore’s long term land use and physical development. Close to 200,000 people visit the gallery annually.

The Gallery showcases Singapore’s philosophy behind physical transformation of the city in the last 40 years to become “one of the most liveable cities in Asia. It also aims to explain how “forward-looking, long-term and integrated land use planning and partnership between private and public sectors is achieved” in Singapore. The Gallery also presents “creative solutions to balancing different competing needs, the life, work, play opportunities, extensive conservation efforts and urban design strategies to create a more distinctive Singapore.
