KCR, Gandhis share bitter equation rooted in the birth of Telangana

The leadership of Telangana Rashtra Samithi (TRS), which recently rechristened itself as Bharat Rashtra Samithi (BRS), never felt comfortable with the Congress party or Gandhi family.

The Gandhi family has not forgiven TRS founder and Telangana Chief Minister K. Chandrasekhar Rao (KCR) for allegedly going back on his word to merge TRS with the Congress if it carves out Telangana State.

After the Parliament passed Andhra Pradesh Reorganisation Act 2014 to bifurcate Andhra Pradesh, KCR along with his family members had called on then Congress president Sonia Gandhi to thank her. The Congress leaders had expected that after the meeting, KCR will announce the merger of his party with the Congress.

However, KCR decided to maintain a separate identity of TRS to work for building Telangana. The bitterness between the two parties has only increased since then.

After winning the 2014 elections with a simple majority to form the first government in Telangana, KCR lured top leaders from both the Congress and the Telugu Desam Party (TDP) to join TRS. Several Congress legislators defected to the TRS soon after the 2014 elections.

Despite retaining power in 2018 with a thumping majority in 119-member Assembly, TRS continued to woo MLAs from Congress. The grand old party lost a dozen MLAs to TRS in 2019 and also the status of main opposition party in the Assembly.

Nearly nine years after formation of Telangana State, the Congress party still appears clueless to regain the lost ground in its former stronghold.

Reeling under defections of several leaders and legislators and humiliating defeats in by-elections, the party looks to be in disarray. Infighting and lack of any charismatic figure have added to the woes of the grand old party.

Bharat Jodo Yatra of Rahul Gandhi brought some enthusiasm to lift the spirit of demoralized cadre and the state Congress chief A. Revanth Reddy is trying to keep the momentum with ongoing padyatra as part of Hath Se Hath Jodo campaign but the party faces big odds in 2023 Assembly polls.

The Congress party faces the biggest challenge to its survival as BJP appears to have occupied the space of principal contestant for ruling BRS.

In both 2014 and 2018, the Congress party was the main rival for BRS but this time the party may face the next polls even without this status.

Political observers say that in the narrative of BRS versus BJP built by the saffron party, Congress party may face the going tough.

In 2014, the Congress party could win 22 seats while it was a disaster in 2018. It could win just 19 seats, though it had forged electoral alliance with the TDP, the Left parties and some smaller parties.

When KCR first mooted the idea of a national alternative in 2018, he was targeting both BJP and Congress, blaming them for the problems faced by the country. This stand was not in sync with other regional parties who see BJP as the number one enemy and were not averse to joining hands with the Congress.

After apparently failing to unite the regional parties for a third alternative, KCR recently turned TRS into BRS to expand the party to other states.

The BRS continues to see Congress as its opponent in Telangana. A bitter war of words between the leaders of the two parties had been continuing for several years.

On one occasion, KCR had dubbed Rahul Gandhi as the ‘biggest buffoon’ in the country.

“Everyone knows what Rahul Gandhi is�the biggest buffoon in the country. The whole country has seen how he went and hugged Prime Minister Narendra Modi in Parliament and winked,” KCR had said.

Rahul Gandhi during his visit to Telangana last year had lambasted KCR and called him a ‘king’ who shattered the dreams of people of Telangana. The Congress leader had also ruled out any alliance with the TRS.

KCR’s party had ridiculed Rahul Gandhi and asked him who wants to join hands with the Congress party.

On Rahul Gandhi’s appeal to people of Telangana to give one chance to Congress, KCR’s son K.T. Rama Rao had remarked that people gave Congress 10 chances but it ruined the state and the country. He had also ridiculed ‘Bharat Jodo Yatra’.

“The Congress failed to play its role as the principal Opposition party and also protect itself from the BJP. Instead of ‘Bharat Jodo Yatra’, Rahul Gandhi should take up ‘Congress Jodo’ exercise before it is too late. There is no guarantee that the Congress can survive after the 2024 elections,” KTR had said.

During Bharat Jodo Yatra in Telangana, Rahul Gandhi had made fun of TRS becoming BRS.

“If the chief minister of Telangana believes that he is running a national party that is perfectly okay. There is no problem, he can believe it. That is also fine if he is running a global party,” Rahul had taunted.

Hitting back at the Congress leader, KTR had mockingly called him an international leader and wannabe PM. He reminded the Congress leader that he had lost his own parliamentary seat (Amethi) in the elections.

“International leader Rahul Gandhi who can’t even win his own parliament seat in Amethi ridicules Telangana CM KCR’s national party ambition. Wannabe PM should first convince his people to elect him as an MP,” KTR had said.

Telangana govt vs Governor: SC to hear govt’s plea over delay in assent to bills

The Supreme Court on Tuesday agreed to examine a plea filed by the Telangana government seeking directions to Governor Tamilisai Soundararajan to clear ten bills passed by the legislative Assembly, which are awaiting her assent.

Senior advocate Dushyant Dave mentioned the matter before a bench headed by Chief Justice of India D.Y. Chandrachud for urgent listing, saying that “several bills are stuck”. After hearing brief submissions, the bench agreed to list the matter on March 20.

Earlier this month, the Telangana government had approached the Supreme Court seeking direction to the Governor to give her approval to the bills passed by the state legislature. In a writ petition, the state government has brought to the notice of the Supreme Court that 10 bills are pending with Raj Bhavan. While seven bills are pending since September 2022, three bills were sent to the Governor last month for her approval. The Secretary to the Governor and the Union Law Ministry has been made respondents in the case.

The plea contended that Article 200 of the Constitution empowers the Governor to either assent to a Bill passed by the state legislature or to withhold assent therefrom or to reserve the Bill for consideration of the President and this power is however to be exercised “as soon as possible”.

This is the second time that the Bharat Rashtra Samithi (BRS) government has knocked the court’s door against the Governor.

Last month, the government moved the Telangana High Court seeking direction to the Governor to give her approval to the state Budget for 2023-24. The court, however, had suggested both sides sort out the issue amicably.

Telangana CM taken to hospital after abdominal discomfort

Telangana Chief Minister K. Chandrashekhar Rao has been diagnosed with a small ulcer in his stomach, the hospital said on Sunday.

KCR, as the Chief Minister is popularly known, complained of abdominal discomfort on Sunday morning and was taken to the Asian Institute of Gastroenterology (AIG).

“Chief Minister K. Chandrashekhar Rao developed abdominal discomfort on Sunday morning following which he was examined by Dr Nageshwar Reddy. He was brought to AIG Hospitals and CT and endoscopy was performed. A small ulcer in the stomach was found which is being managed medically. His all other parameters are normal. Appropriate medication has been started,” the hospital bulletin stated.

Foxconn committed to set up plant in Telangana, CEO tells CM

Foxconn Chairman Young Liu, who was in Hyderabad last week, has written a letter to Telangana Chief Minister K. Chandrasekhar Rao, saying that the Taiwanese contract manufacturing giant is committed to setting up the plant in the state.

“As discussed with you during our meeting on March 2, Foxconn is committed to setting up a manufacturing facility in Kongara Kalan and I seek the support of your team in operationalising the Kongara Kalan Park as early as possible,” Liu wrote in his letter.

The state government has reportedly offered 200 acres of land to Foxconn to set up the plant at Kongara Kalan, about 35 km from Hyderabad.

Liu also invited KCR, as the Chief Minister is popularly known, to visit Taiwan as his personal guest.

The copy of the letter dated March 6 was released by the Chief Minister’s Office (CMO).

This comes amid reports that Foxconn has denied entering into any binding, definitive agreements for new India investment during its chairman’s recent trip.

“To all the naysayers: Stuff prevails,” tweeted Telangana’s director of electronics Sujai Karampuri, who posted the letter by Young Liu to the chief minister.

The Foxconn chairman thanked KCR for the hospitality extended to him and his team during their visit to Hyderabad.

“I also wish to thank you for your warm birthday wishes and a personalized card. I was indeed inspired by your vision and the efforts towards transformation and development of Telangana. I now have a new friend in India and I look forward to working with you in future,” he said.

Liu had visited Hyderabad on March 2. He called on KCR and during the meeting a Memorandum of Understanding (MoU) was signed.

The Telangana government had announced that Foxconn will set up a manufacturing facility with employment generation potential for over one lakh people.

The historic deal has potential to generate employment to over one lakh people over a period of 10 years, the CMO had said.

“Foxconn’s unit will help in generating large scale employment to youth and will help in attracting more such industries to the State,” KCR had said.

He said that Telangana considers Taiwan as a natural partner and that the state is glad to be a part of Foxconn’s growth story.

KCR assured Liu that the state government will provide all kinds of support to Foxconn for its operations in the state.

The CMO had quoted Foxconn chairman as saying that his organization has studied extensively about the state of Telangana. He praised the friendly industrial development ecosystem created in the state.

Liu expressed happiness over the progress achieved by the state in the industrial sector, especially in IT and related electronics sectors, in just eight years.

The chairman said that he is optimistic about the investments of his company in Telangana.

Foxconn to set up manufacturing facility in Telangana

Electronics major Foxconn will set up a manufacturing facility in Telangana with employment generation potential for over one lakh people.

This was announced after Foxconn Chairman Young Liu met Telangana Chief Minister K. Chandrasekhar Rao here on Thursday.

Hon Hai Technology Group (Foxconn) and the Government of Telangana signed an agreement at the Pragati Bhavan, the official residence of the Chief Minister.

The historic deal has the potential to generate employment for more than one lakh people over a period of 10 years, said the Chief Minister’s Office (CMO).

It was not revealed how much the Taiwanese company will invest in this facility.

“Foxconn’s unit will help generate large-scale employment for the youth and will help attract more such industries to the state,” said KCR, as the Chief Minister is popularly known.

He said that Telangana considers Taiwan as a natural partner, addind that the state is glad to be a part of Foxconn’s growth story.

KCR and Liu discussed the importance of diversifying electronics manufacturing for a resilient supply chain and the pivotal role to be played by the state governments. The Chief Minister said that the government has been successful in implementing a new industrial policy which is attracting huge investments in Telangana.

KCR said that Foxconn’s huge investment and the opportunity to create more than one lakh jobs like never before in Telangana is commendable. Steps will be taken to ensure that one lakh jobs are available for the local youth as much as possible, he added.

The Chief Minister also assured the Foxconn Chairman that the state government will provide all kind of support to the electronics major for its operations in the state.

Young Liu on his part said that his organisation has studied extensively about Telangana, as he praised the friendly industrial development ecosystem created in the state.

The Foxconn Chairman also expressed happiness over the progress achieved by Telangana in the industrial sector, especially in IT and related electronics sectors, in just eight years, adding that he is optimistic about the investments of his company in the southern state.

Since it was also Young Liu’s birthday on Thursday, KCR presented a specially-designed greetings card to him besides hosting a lunch in his honour.

Kishan Reddy dares KCR for debate on Indian economy

Union minister for Tourism and Culture G. Kishan Reddy on Monday said that he is ready for a debate with Telangana Chief Minister K. Chandrasekhar Rao on the country’s economy.

Reacting strongly to CM KCR’s speech made in the state Assembly on Sunday, the central minister alleged that he insulted the country and its hardworking people through his baseless comments.

“We are ready for debate. Will you come to Press Club or martyrs’ memorial or want us to come to Pragati Bhavan or your farmhouse,” asked Kishan Reddy.

The BJP leader also wanted to know from the chief minister if he would come with his resignation letter in his pocket.

Describing Prime Minister Narendra Modi as the most inefficient Prime Minister the country has seen, KCR had reeled out statistics to say that the country is lagging on various economic parameters. The chief minister had said that if the statistics given by him proved wrong he was ready to resign.

Talking to reporters in New Delhi on Monday, Kishan Reddy remarked that KCR will anyway have to resign after a few months as BJP will come to power in Telangana.

Kishan Reddy alleged that KCR misused his office and the Budget Session of the Assembly to target the Centre and the Prime Minister. He said KCR overstepped his limits to compare India with other countries but did not speak even a word about the state Budget.

He said that KCR spoke out of his ignorance about the state of India’s economy and suggested that he search the data on Google.

Kishan Reddy asked if KCR did not know that during Manmohan Singh’s tenure India was the 11th largest economy in the world but under Narendra Modi, it became the fifth largest economy. He also pointed out that the International Monetary Fund (IMF) has predicted that India will overtake Germany to become the fourth largest economy by 2027.

The BJP leader also disputed KCR’s claim on India’s high rate of borrowings and claimed that this is lower than the borrowings of countries like the United States and the United Kingdom. He said that the US’debt to GDP ratio is 120 per cent while for the UK it is 273 per cent. India’s debt to GDP is only 19.9 per cent, he said.

The central minister questioned KCR’s silence on the state’s finance position and claimed that Telangana’s debts, which were Rs 60,000 crore in 2014, have now mounted to Rs 5 lakh crore due to indiscriminate borrowings by KCR government.

He also alleged that thousands of crore of rupees were swindled in Telangana in the name of projects by raising debts.

The BJP leader asked why there was no debate in the Assembly on family rule in Telangana, double bed-room scheme, irregularities in Dharani portal, unemployment allowance and unfulfilled promise to allot three acres of land to every Dalit family.

PM’s speech in Parliament was ‘most disgusting’: KCR

Telangana Chief Minister K. Chandrasekhar Rao on Sunday slammed Prime Minister Narendra Modi over his recent speech in Parliament, saying it was the “most disgusting” speech.

Speaking in the state Assembly, Rao came down heavily on Modi for keeping the country in dark over Adani,

“It was the most disgusting speech made by the honourable Prime Minister. I too had hoped that he would speak well at least in the other house because the country is in a critical situation,” he said, referring to the Adani issue.

“Rs 10 lakh crore is not a small issue. Crores of people are involved in this but he kept aside the turmoil. He did not say what he would do and kept the country in the dark,” KCR, as the Chief Minister is popularly known, added.

Noting that the LIC had invested a lot in Adani Group, he claimed that ever since the scam broke out, billions had evaporated. The entire nation was keen to know what the Centre would do on the Adani issue but he did not utter a word.

KCR said there was no assurance, or no mention of constituting a Joint Parliamentary Committee (JPC) as demanded by the opposition.

He referred to The Economist magazine’s story on the Adani episode being a test for Indian capitalism.

Replying to debate on the Appropriation Bill, KCR predicted that the BJP regime would see its end in 2024 and the “repression” and “arrogance” of the Modi government would not last long.

He recalled that after the Bangladesh war, then Prime Minister Indira Gandhi was hailed as invincible but people had voted out the Congress government.

“Power is temporary and people will teach a fitting lesson with their votes,” he said.

KCR said that in 2014 people believed in the BJP and made Modi the Prime Minister, but the country’s situation has turned from bad to worse since then.

Citing facts and figures from the Comptroller Auditor General of India, he highlighted the failures of the Modi government.

KCR said had the country performed well as it did during Manmohan Singh’s rule, Telangana’s GSDP would have been Rs 16 lakh crore against the present Rs 13 lakh crore. He claimed that due to the BJP’s failure, Telangana had lost Rs 3 lakh crore.

The BRS leader said that though Manmohan Singh had performed better than Modi, he never boasted about his achievements and went about his job quietly. On the contrary, the BJP government was making tall claims with false achievements despite failing on all fronts. He referred to a book “The Lost Decade” written by journalist Puja Mehra.

He claimed that after the Modi government came to power, 20 lakh people had given up Indian citizenship.

KCR called for a debate on the BJP government’s target of becoming a $5 trillion economy and remarked that it had now become a joke. He said that after all the hype, India managed to become just a $3.1 trillion economy. At least, the aim should have been higher and one should have vision and dare to dream, he said.

He pointed out the economy of the US is $25 trillion while that of China is $18.3 trillion.

He said the per capita income of a nation reveals the real story. Among 192 countries, India is 139th position while even Bangladesh, Bhutan and Sri Lanka were ahead in terms of per capita income.

KCR slammed the Modi government for its discrimination towards Telangana. He pointed out that the Centre announced 157 medical colleges across the country, but not even one was sanctioned for Telangana.

He said he was appealing to the Prime Minister with folded hands to stop discriminating against Telangana. “Telangana is a contributor to the national development. We will definitely cooperate with you and request you to cooperate with us,” he said.

Telangana to distribute 11.5 lakh acres ‘podu’ lands

Telangana Chief Minister K. Chandrasekhar Rao on Friday announced that distribution of 11.5 lakh acres podu land among tribals across the state will begin by the month end.

He told the state Legislative Assembly that his government will provide not just ‘pattas’ (titles) to tribals tilling these lands, but will also supply electricity and extend benefits of Rythu Bandhu, the investment support scheme for farmers.

He, however, made it clear that after completion of this process, there will be no podu land and if the beneficiaries try to encroach forest land, their pattas will be cancelled.

The Chief Minister said a written undertaking will be taken from those being given pattas that they will stake no further claim on forest land.

Signatures of village committees and local public representatives will also be taken on the undertaking.

The beneficiaries will also be asked to work as protectors of forests and a written commitment will be taken from them in this regard.

KCR, as the Chief Minister is popularly known, said with the distribution of podu lands during the current year, the issue will be closed forever and the government would act firmly to protect forests.

He said after fixing the boundaries of forests, the state government would arrange patrolling of armed personnel.

“There should be an end to this issue. The government will not allow encroachment of even a yard of forest land because if we lose the green cover, the entire society will suffer,” he said.

The Chief Minister also announced that for landless tribals, the government would launch Girijana Bandhu on the lines of the Dalit Bandhu scheme.

Replying to a query during Question Hour, the Chief Minister referred to the Gutti Koya tribe, whose members were allegedly involved in the lynching of a forest official in Bhadradri Kothagudem district in November last year.

“Gutti Koyas are not from our states. They came from Chhattisgarh. If they are not stopped, they will destroy the forests,” he said.

KCR said police and forest personnel should not attack tribals while tribals should exercise restraint and also made it clear that the government will not keep quiet if some people take law in their hands and attack police and forest.

He alleged that some upper caste people were marrying tribal women to encroach forest lands in their names. Such people in Khammam district hold 20-30 acres of land.

Podu is the practice of shifting cultivation on forest land by tribal and non-tribal forest dwellers. They raise crops on a piece of land in one season and move to different location the next season.

The long-pending dispute led to clashes between the cultivators and the forest employees at several places in the state in recent years.

Stating that some political parties kept the issue alive to derive political benefits from it, KCR said his government was determined to put an end to this.

Realising the need to settle the long-pending issue once for all, the state government in 2021 decided to embark anAexercise to receive applications from eligible beneficiaries claiming podu lands.

The podu lands were identified during a state-wide survey undertaken last year. The authorities received over 4 lakh claims from both tribals and non-tribals.

The tribals and other forest dwellers claim that plantation by forest department on podu lands violate their rights, guaranteed under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (RoFR Act).

The government received 4.14 lakh claims in 2,845 gram panchayats for issue of pattas under RoFR Act. According to minister for tribal welfare Satyavati Rathore, 68 per cent of the applicants are tribals and remaining 32 per cent are non-tribals.

The claims were made for 12.49 lakh acres of forest lands by tribal and non-tribal farmers.

The Chief Minister had earlier suggested that tribals involved in the podu cultivation within the forest should be provided with an alternative government land nearby for cultivation.

If there is no government land available, they should be provided with land on the outer periphery of the forestland.

Sharmila disputes KCR’s claim of 24-hour power to farmers

YSR Telangana Party (YSRTP) leader Y.S. Sharmila on Thursday slammed Chief Minister K. Chandrashekhar Rao for what she called “peddling lies inside the Assembly”, on 24-hour power supply to farmers.

She claimed that there is simmering discontent and growing disgust among the farming community over increasing power cuts.

“What a shame that the state is put to, and the farming community is thrown into severe crisis, thanks to KCR’s negligent and short-sighted rule. Nowhere in the state can someone show that non-stop power is being supplied to farmers, for 24 hours. The cruel part is that the farmers are getting messages on their phone, notifying them about the power cuts. Isn’t this a blatant lie inside the Assembly,” she asked.

“A farmer was clearly quoted saying that even seven hours of power supply was turning into a difficult affair. Due to lack of quality and continuous power supply, crops are drying up. Imagine the plight of 50 lakh acres of crop in rabi that includes 30 lakh acres of paddy. I suspect a foul play on the part of KCR that is deliberately resorting to this to avoid procurement,” she said.

Sharmila said that the situation is reminding people of Chandrababu’s rule.

“It is absolutely rubbish to imagine this person and his promises to the country, while he is drying the state and axing the hopes and lives of farmers,” she said, adding, it was only YSR who stood by the side of farmers in their thick and thin.

The YSRTP leader pointed out how the media is covering the sufferings of farmers due to this extreme situation.

“But, BRS and its leaders are in a false world of illusions, lies and fake promises. We see that not just paddy, but cotton, groundnut, and other crops, especially at the tail end of the irrigation facilities, are dying. There is an increase in the number of farmers protesting at substations, but of no use. This is akin to the situation forced by Chandrababu Naidu before 2004 where electricity from three-phase meters was a dream. Let us recall farmer suicides during that period, until YSR came and rescued the farming sector in the state. KCR is only making it worse and more vicious for the farmers in this regard,” she added.

Constitute JPC if you have nothing to hide: KCR to PM

Telangana Chief Minister and Bharat Rashtra Samithi (BRS) president K. Chandrasekhar Rao on Sunday demanded the Joint Parliamentary Committee (JPC) to probe Adani Group’s ‘scam’.

He wanted to know why the Union government was refusing to constitute JPC when it claimed nothing wrong had happened.

Addressing a news conference in Nanded, he alleged that the Centre made Life Insurance Corporation (LIC) invest Rs 87,000 crore in the Adani Group and is now pressuring it to make a false statement over its exposure in the Adani group.

“To mislead the country, LIC is being pressured to make a statement that it suffered no losses,” he said, adding that the truth will come out with the JPC probe.

He pointed out that opposition parties are demanding the JPC in the Parliament.

“I am requesting Prime Minister Narendra Modi. Such a big scam has happened. In a week, Rs 10 lakh crore was wiped out. It is not a small amount and the entire Indian banking system and LIC is involved in it. This is people’s money, their investment. The entire country is angry. This should be discussed in Parliament and a JPC should be constituted. Otherwise, the country will hold you guilty,” he said.

“Everybody knows (Gautam) Adani is your friend. He came to this position because of you. Will an ordinary businessman come up in the number two position in Forbes’ List of billionaires? You can’t hide this fact. If you have done no wrong, constitute the JPC,” KCR added.

He also slammed the Narendra Modi-led Central government over the import of coal and its “love for Adani”.

The BRS leader said that India has enough reserves of coal that would last for the next 120 years but the Central government is forcing states to procure imported coal, which is only supplied by the Adani group.

“The kind of love the Centre has for Adani, it should have for the people of the country,” he said.

“The import of coal is cheating the country. Coal India Ltd has already stated that it has paid the required amount for the construction of a 250-km long railway track that would increase our coal production exponentially. But the Central government is not letting it happen,” he alleged.

KCR reiterated that the Modi government is following the policy of socialisation of losses and privatisation of benefits.

He lashed out at the Centre for attempting to privatise LIC, which is the world’s largest and better-performing insurance company.

The BRS leader promised that if the party came to power in the Centre on its own or with like-minded parties, LIC would be brought back into the public sector.

Opposing indiscriminate privatisation, KCR remarked that the government cannot run away from its responsibilities.

Stating that 95 per cent of the electricity sector should be in the public sector, he said if BRS comes to power, it would bring all electricity units being privatised by the Modi government back into the public sector.

Sharmila dares KCR to walk for a day with her

YSR Telangana Party president Y. S. Sharmila on Thursday dared Chief Minister K. Chandrasekhar Rao to walk along with her for just three kilometres to know the plight of people in the state.

She threw this challenge at KCR before embarking on the last leg of her Praja Prasthanam padayatra.

Addressing a news conference in Hyderabad, Sharmila said that KCR has failed to fulfill any of the promises he made to the people of the state.

“For the past nine years, there is no section in the state that has not suffered from this autocratic and inefficient rule. From farmers’ plight to the youth’s distress, women’s issues to education, KCR has failed to keep every promise he made,” she said.

The daughter of former Andhra Pradesh Chief Minister Y. S. Rajasekhara Reddy said that when she tried to expose his failures and corruption, her padayatra was ruthlessly attacked.

“Today, I challenge the chief minister to walk with us for a full day and if you show us that every person in the state is happy and has no problems for you to solve, then I will withdraw from politics. I’m gifting this brand new pair of shoes to walk. This is as per your size and there is a bill to exchange in case it doesn’t fit.”

After a break of two months, Sharmila is set to resume her padyatra in Warangal district where it was stopped by the state government.

Bharat Rashtra Samithi (BRS) workers had allegedly set afire her bus and pelted stones on other vehicles in Warangal district on November 28. Later, police arrested Sharmila as she refused to call off the padyatra in view of the tense situation in the area.

Sharmila was later shifted to Hyderabad. The next day, she was arrested again amid high drama while leading a protest march towards the chief minister’s official residence. She was driving a car damaged in the attack and wanted to stage a protest in front of the chief minister’s residence. The police, however, stopped her en route. When she refused to come out of the car, the police towed it away to a police station.

The padyatra, however, could not resume as the police had not given the permission.

The YSRTP approached Telangana High Court, which asked Sharmila to abide by the conditions imposed earlier while allowing her to resume the walkathon.

Telangana Governor, government reach truce on HC suggestion

The stalemate between Telangana Governor Tamilisai Soundararajan and the Bharat Rashtra Samithi (BRS) government over the state Budget for 2023-24 was amicably resolved through talks on Monday on the suggestion of the High Court.

Hearing the state government’s petition seeking direction to the Governor to approve the Budget, the court suggested both sides resolve the issue through talks.

On the court’s suggestion, state government’s lawyer Dushyant Dave and Raj Bhavan’s lawyer Ashok Anand held talks.

It was decided that the Governor will give a nod to the Budget and the state Assembly session will begin with her address.

The lawyers of both the sides informed the court of the breakthrough after which the agreement, the government withdrew its lunch motion petition and the case was dismissed.

A resolution to the row came after both sides softened their stand. While the government agreed to conduct the Budget session with a speech of the Governor, the latter agreed to approve the Budget.

The court took up hearing of the lunch motion petition moved by the state government. During the hearing, the division bench asked the Advocate General how the court could give notice to the governor, and also wanted to know why the court is being dragged into a controversy between the government and a Constitutional institution.

Appearing on behalf of the government, Supreme Court lawyer Dave submitted that when the Constitution is violated, courts can intervene. He cited some judgments of the Supreme Court.

However, the court advised the lawyers from both sides to sort out the issue through talks. They both agreed to the suggestion and it finally led to a patch-up.

With the Budget session of the state legislature scheduled to begin on February 3 and the Governor not approving the budget, the government led by K. Chandrasekhar Rao had approached the court.

The government informed the court that the state government sent the draft budget to the Governor on January 21 but she was yet to approve the same.

The government received a communication from Raj Bhavan if arrangements had been made for the Governor’s address on the opening day of the budget session.

The government last year conducted the budget without the customary address by the Governor, drawing strong reaction from her. The BRS government defended its move on the ground that it was not a new session but a continuation of the previous session.

The Budget session of the Assembly and Legislative Council is scheduled to begin on February 3. With only four days to left and no approval to the budget coming from the governor, the government had approached the High Court.

The BRS leaders anticipated a crisis as seven Bills passed by the Assembly and Council have been languishing at Raj Bhavan since September last year.

The government hds taken exception to the Governor delaying approval to the Budget. It argued that the Governor’s speech and the Budget presentation were unrelated matters. It also says that there is no clause in the Constitution that requires the Governor to address the Budget session.

The BRS government cited Article 202 of the Constitution, which mandates that a Governor must give permission for presenting before the House a statement of the estimated receipts and expenditure of the state for a financial year.

With the BRS government approaching the court, the friction between the Governor and the government had taken a new turn.

It came close on heels of a row over the Republic Day celebrations. The Governor was unhappy over the government arranging the main official ceremony at Raj Bhavan.

On a petition filed by a citizen, the High Court had directed the government to hold a police parade as part of the celebration. Though the government made last-minute arrangements for the police parade, the Chief Minister and his cabinet colleagues skipped the function at Raj Bhavan.

The Governor had slammed the government for what she called not honouring the High Court orders.

With Gamang joining the party, can BRS dent Odisha’s Fortress Patnaik?

With several Odisha leaders, including former chief minister Giridhar Gamang, ex-MP Jayram Pangi and farmers’ leader Akshay Kumar, joining KCR’s Bharat Rashtra Samiti (BRS), which is eyeing to expand its party base, political atmosphere has charged up in the state.

However, whether the entry of BRS into Odisha will change its political landscape remains to be seen as the Naveen Patnaik-led Biju Janata Dal (BJD) is an unbeatable political force in the state since past 23 years.

Defeating the Congress, the BJD formed the government in the state in alliance with the BJP in 2000. However, in 2009, the BJD ditched the BJP and formed a government on its own. In the past decade, the regional party has defeated two big national parties the Congress and the BJP.

While the Congress is becoming weak in one after another election, the BJP has also failed to perform as a strong opponent to the regional party in past panchayat, urban and Assembly elections.

In past also, many political parties like the Bahujan Samaj Party (BSP), Samajwadi Party (SP), Trinamool Congress (TMC), Aam Aadmi Party (AAP), Jharkhand Mukti Morcha (JMM) and Left parties tried to enter Odisha politics, but in vain.

Only the Nationalist Congress Party (NCP) managed to win four Assembly seats in 2009 when it entered into an alliance with the BJD.

Besides, many of the political leaders, who have recently joined the BRS, were not very much involved in active politics. And, the non-political leaders have not tried their luck in Odisha politics till now.

New inductees in BRS from Odisha claimed that many leaders from different parties in the state are contacting to join them, whereas the ruling BJD and BJP have said that KCR’s party will not have any impact.

Commenting on this, senior BJD leader and Puri MP Pinaki Misra said, “The BRS has taken the leaders from BJP. As per my opinion, the vote bank of Giridhar Gamang will be diverted to BRS from BJP. It will not have any impact on the BJD’s vote bank.”

“Nobody can match the USP of Chief Minister Naveen Patnaik. The BSP may be able to gain a very few thousands of votes in its peripheral areas and that too in two or three districts,” said the BJD leader.

Similarly, BJP general secretary Prithviraj Harichandan said, “In the past also, Odisha had witnessed several such parties. But all disappeared at a later stage. So, here the fight is between BJP and BJD.”

“The BJP is fighting on development agenda while the BJD is fighting with its face Chief Minister Naveen Patnaik,” the BJP leader said.

According to local political analyst Rabi Das, the BRS may be able to put some impact on southern Odisha, especially Telugu-speaking border constituencies.

“Many schemes of KCR in Telangana are better than those in Odisha. Odisha’s Kalia scheme has come from their state. Telangana is providing more money as old age pension then Odisha,” Das said.

“The leaders who were searching for a party which is financially sound, for them, BRS is the best option. So, such leaders will definitely jump into the BRS,” he added.

KCR’s national foray: Ambiguity on expansion marks BRS inaugural

The Bharat Rashtra Samithi (BRS) made an impressive beginning as a national party with a mammoth public meeting in Telanagana’s Khammam on Wednesday but questions remain on how it plans to achieve its goal of expanding to states ruled by other opposition parties.

Sharing dais with Chief Ministers of three states and leaders of different parties, BRS President and Telangana Chief Minister K. Chandrasekhar Rao made some promises the party would fulfill after coming to power at the Centre or by playing a key role in the formation of the next government.

KCR, as the Chief Minister is popularly known, was expected to unveil the national agenda of the BRS but he told the gathering that this would be done soon. With focus on his slogan of ‘Ab ki baar kisan sarkar’, he gave a glimpse of the agenda and made certain promises.

While leaders from four states, including three Chief Ministers, heaped praise on KCR for taking the initiative of bringing together leaders of various opposition parties, there was no clarity if they are ready to work together. They were also silent on Telangana Rashtra Samithi (TRS) turning into the BRS to expand its footprint in various states.

Political observers say while all the speakers were unanimous on the need for the opposition parties to work together to throw the BJP out of power, they were not clear how they plan to achieve the goal.

The absence of Janata Dal-Secular leader and former Karnataka Chief Minister H.D. Kumaraswamy at the BRS meeting also raised eyebrows in political circles as Karnataka is one of the first states where the BRS is planning to get a foothold.

Kumaraswamy was present at the TRS meeting in October last year when the party decided to rename itself as the BRS. He had also attended the inauguration of BRS national office in Delhi last month.

Assembly elections in Karnataka are scheduled in the next few months. BRS leaders have already made it clear that 2024 Lok Sabha elections are their target.

On several occasions, KCR spoke how some villages in the border areas of Karnataka and Maharashtra passing resolutions for merger with Telangana. He claimed that people in these villages want to avail benefits of welfare schemes being implemented by the Telangana government.

Political analysts say while the BRS may campaign for the JD-S in Assembly elections, it may want the latter to reciprocate with seat sharing in 2024 Lok Sabha polls. It is still not clear if the JD-S would agree to any such proposal.

Doubts also remain on how the BRS will expand its activities to states where non-BJP parties are in power. Early this month, the party announced its first state President for Andhra Pradesh.

KCR had announced that the BRS will launch its activities in 7-8 states after Sankranti. He said the party was ready to constitute state-level committees in Punjab, Haryana, Odisha, Maharashtra, and Karnataka.

Chief Ministers of Delhi, Punjab and Kerala had attended the inaugural meeting of BRS in Khammam. Samajwadi Party leader and former Uttar Pradesh Chief Minister Akhilesh Yadav and CPI national Secretary D. Raja also addressed the meeting.

The speakers were unanimous in targeting the BJP government at the Centre and underlining the need for a collective effort to defeat BJP. However, they were not clear if they will work together and if yes how.

The BJP was quick to attack KCR on this contradiction at the Khammam meeting. “KejriwalA had said that the Aam Aadmi Party will come to power at the Centre and yesterday, KCR said the BRS will come to power at the Centre. Let them first decide which party they want to see in power,” taunted Telangana BJP President Bandi Sanjay Kumar.

KCR calls for changing model of India’s agriculture

Telangana Chief Minister K. Chandrasekhar Rao on Saturday called for changing the model of the country’s agriculture to lay a path for a qualitative growth on the lines of his state.

A complete revolution will mark in India on the day the agriculture is transformed into a festival of joy for the entire country’s farming community with the inspiration from the revolutionary progress in Telangana’s agricultural sector, he said.

He underlined the need to change the model of the country’s agriculture sector with the cooperation and collective efforts of all the people.

KCR also extended greetings to the farmers and people of Telangana and India on the occasion of Bhogi, Makar Sankranti and Kanuma festivals.

The chief minister said that Sankranti is the festival of celebration to the farmers on the auspicious occasion of the arrival of paddy stocks from the fields to their homes. Sankranti festival is the thanksgiving day to Mother Earth by the farmers.

KCR, as Rao is popularly known, claimed that with the activities undertaken by the Telangana government to revive the agriculture sector, Telangana villages with green crop fields, heaps of grain stocks, dairy cattle and the smell of sweet soil are adding to the glitter of Sankranti.

He stated that the progress achieved by Telangana state’s agriculture sector has become a role model for the entire country.

The Bharat Rashtra Samithi (BRS) president said that Telangana is the only state which has been spending lakhs of crores of rupees towards strengthening the agriculture sector. He pointed out that the government spent more than Rs 2,16,000 crore for Rythu Bandhu, 24-hour free power supply and construction of irrigation projects. It is the proof of the Telangana government’s commitment towards farmers’ welfare, he added.

With the revolutionary action plan for the farmers’ welfare and agricultural development activity implemented by the state government, the cultivated area has increased to 2.40 crore acres from 1.31 crore acres at the time of formation of Telangana state. It is a revolutionary development in the country’s agriculture sector, KCR said.

He claimed that agriculture, which was considered as a futile profession, is now a fruitful occupation in Telangana and instilled a confidence among farmers that relying on agriculture will create a bright life. He made it clear that similar confidence will be created among the entire farmer community in India.

Communal hatred will create another Afghanistan: KCR

Telangana Chief Minister K. Chandrasekhar Rao on Thursday cautioned people that communal hatred may turn the country into Afghanistan, saying development is possible only with peace.

He said people should be alert to the “attempts being made” to whip up emotions and divide them along religious and caste lines. He warned that the attempts to spread communal hatred will create hell.

KCR, as Rao is popularly known, was speaking after inaugurating integrated district collectorate and the office of Bharat Rashtra Samithi (BRS) in Mahabubabad.

The BRS leader said the youth should be alert and discuss what is happening in the country.

“Comprehensive development is possible when there is peace and tolerance in the country and when there is a government at the Centre which works without any bias,” he said.

KCR claimed that Telangana with its model of development is showing way to the entire country and called upon people to participate in the effort being undertaken by BRS.

He pointed out that when Telangana was formed, the per capita income was Rs 62,000 lakh and it has now gone up to Rs 1.85 lakh.

Slamming the Central government for its “inefficiency”, he said Telangana suffered a loss of Rs 3 lakh crore in GSDP in the last eight years.

He pointed out that Telangana’s GSDP increased from Rs 5 lakh crore to Rs 11.5 lakh crore in the last eight years. “If only the Centre had performed at par with Telangana, our GSDP would have been Rs 14.5 lakh crore,” he said.

KCR said the government at the Centre failed to address basic problems like water and electricity. He said that the country has water to meet the needs but it was unable to supply the same.

He pointed out that the Krishna tribunal was constituted almost 20 years ago but it was yet to allocate the water. He said this was delaying construction of projects.

KCR announced Rs 50 crore for the development of Mahabubabad municipality and Rs 25 crore each for other municipalities in the district. He also announced an engineering college for the district.

Where is AP BRS?

The Bharat Rastra Samithi of Telangana chief minister K Chandrasekhar Rao made tremors in Andhra Pradesh last week, when a handful of leaders joined the party. KCR had announced the launch of the BRS AP unit at the meeting and announced the new-entrant Thota Chandrasekhar as the party AP unit president.

Chandrasekhar, a retired IAS officer, joined the active politics with the Praja Rajyam Party of K Chiranjeevi in 2009 and had travelled to the YSR Congress in 2014 to the Jana Sena in 2019. He was unsuccessful in every party so far in his political journey. It is now to be seen what he would do in AP for the BRS.

Another former minister Ravela Kishore Babu, was a retired IRTS officer, who joined the TDP before the 2014 election. He contested from the Prathipadu Assembly constituency in Guntur district and became a minister in Chandrababu Naidu’s cabinet after the 2014 elections.

Later, before the 2019 elections, he joined the Jana Sena and again moved to the BJP after losing the election. He also joined the BRS along with Thota Chandrasekhar.

The third bureaucrat Chintha Pardhasaradhi, a retired IRS officer, entered the active politics in 2019 by joining the Jana Sena. He lost the elections and had now joined the BRS along with the others.

Going by the credentials of the leaders, the BRS had started in Andhra Pradesh with the scrap as none of them had seen victory. After all, victory is what matters in success in politics and none of them had tasted it yet.

With all these failure characters KCR is yet to make his next move in Andhra Pradesh. They have to make their first step in the state and it is said that they are waiting for muhurt to open the party office in Vijayawada some time after the Pongal.

Banking on Telangana growth model, KCR looks to influence national politics

The year 2022 saw the Telangana Rashtra Samithi (TRS) opening a new chapter in its 20-year-old history as it rechristened itself as Bharat Rashtra Samithi (BRS) with the party supremo K. Chandrasekhar Rao eyeing a key role in national politics.

With the formal launch of BRS and the recent opening of its central office in New Delhi, the party is gearing up to expand its activities to different parts of the country.

KCR, as Rao is popularly known, will be projecting the Telangana development model to the rest of the country and present his vision to replicate the same in other states.

The coming year will determine to what extent it will influence national politics but a lot will depend on the outcome of the Assembly elections in Telangana scheduled towards the end of 2023.

If KCR leads the party to a third consecutive term in power and becomes the first leader in South India to score a hat-trick, it is likely to bolster the chances of the BRS establishing itself as a force in some other states ahead of the 2024 Lok Sabha polls.

From a leader who led the movement and achieved statehood for Telangana to becoming the first chief minister of India’s youngest state and winning a second term in power, the 68-year-old is now looking to set a new record and don the mantle of a national leader.

While launching the BRS, KCR gave the slogan of “ab ki baar kisan sarkar”, thus hinting that farmers and agriculture will be at the core of his party’s strategy as it looks to make inroads in other states.

As part of his efforts to emerge as a national leader, the BRS chief distributed compensation of Rs 3 lakh each to the kin of the farmers killed during the movement against the three farm laws of the Centre. The Telangana cabinet approved Rs 22.50 crore for distribution among the families of the 750 farmers killed during a 13-month-long stir.

On every occasion, the BRS chief highlights the innovative schemes under implementation in Telangana for development of agriculture and the welfare of farmers. He has predicted that a non-BJP government will come to power at the Centre and that it will provide free electricity to farmers across the country.

Claiming that Telangana is the only state in the country supplying 24 hours free electricity to farmers, KCR has already announced that when a non-BJP government comes to power at the Centre, this will be extended to the entire country.

KCR has also been highlighting two other major schemes – Rythu Bandhu and Rythu Beema. Under Rythu Bandhu, the government is providing investment support of Rs 10,000 per acre every year irrespective of the extent of land owned by a farmer while under Rythu Beema it is providing compensation of Rs 5 lakh to the family of a farmer after his death whatever may be the cause of death.

The BRS leader has also been highlighting how Telangana achieved tremendous progress in eight years.

Telangana’s Gross State Domestic Product (GSDP) more than doubled to Rs 11.55 lakh crore while the per capita income increased to Rs 2.75 lakh in 2022 from Rs 1.24 lakh in 2014.

Overcoming electricity shortage to ensure round-the-clock electricity to all sectors, massive increase in food production by completing several irrigation projects including Kaleshwaram, considered the world’s largest lift irrigation project and the increase in annual IT exports to Rs 1.83 lakh crore from Rs 57,000 crore in 2014 are projected as the other achievements.

“When a new state can achieve this in such a short span of time, why can’t the rest of the country achieve this,” KCR often poses the question at public meetings.

KCR also claims that no other state can compete with Telangana in terms of the welfare schemes for various sections of people. Last year, it launched another innovative scheme, Dalit Bandhu, for the socio-economic empowerment of Dalits. Under this scheme, every Dalit family will be provided Rs 10 lakh assistance to start any business of its choice.

These schemes are not only attracting national attention but a few villages in neighbouring Karnataka and Maharashtra bordering Telangana have even demanded that they be merged with Telangana so that farmers and other sections of people can reap the benefits of its schemes.

The BRS is primarily looking to expand from these states and also looking at Andhra Pradesh and Tamil Nadu.

In tune with the priority to the agriculture sector and farmers, BRS launched a kisan cell on the day of the launch. KCR appointed the leader of the National Farmers’ Union, Gurnam Singh Charudi of Haryana, as president of the BRS Kisan Cell.

The party has drawn up plans to go aggressive to expand after Christmas. As part of this the BRS Kisan Cell will be launched next week in Punjab, Haryana, Maharashtra, Karnataka, Odisha, Andhra Pradesh and Telangana.

BRS leaders say that many former MLAs and senior political leaders with their teams and followers from various states of North, East and Central India are having discussions with KCR. The BRS chief is explaining to them what kind of policies should be adopted according to the aspirations of the people there following the geographical, social and cultural conditions of their states.

While KCR has long been aspiring for a role in national politics by bringing together like-minded parties for a third alternative, his plans failed to take-off apparently due to differences with other regional leaders over the composition of the proposed front.

Aware of the fact that with the limited Lok Sabha seats (17) that Telangana has, he will not be able to influence national politics, KCR came out with the idea of BRS. Working with the 2024 Lok Sabha polls as its target, the party will be focusing on 100 Lok Sabha seats.

The BRS hopes to influence the nation with its socio-economic and political agenda by winning at least 50-80 seats. But, it remains to be seen what strategy the party will adopt to achieve this target.

“BRS will remain a fallacy unless the party wins seats outside Telangana. Currently, every state has a different dynamic and there are regional forces to cater to the expectations of the people there,” observes political analyst Palvai Raghvendra Reddy.

“KCR is wishing to go national with farmers as a key agenda. But in the past elections held across India we have not seen farmers alone deciding the fate of an election, except in western Uttar Pradesh during the time of Chaudhary Charan Singh and once in Punjab in 2012. We have noticed how the farmers’ agenda has faltered in UP in this year’s Assembly polls,” he said.

The BRS will face challenges in every state as it seeks allies to achieve its target.

“The first major challenge before KCR would be to get prominent allies across states/regions who would be willing to contest on BRS party tickets. We are a country of divergent groups and differing sentiments, and we will have to wait and see who will align with the BRS in the immediate future,” said Reddy.

“Though the Janata Dal (Secular) leadership was seen standing with KCR during the launch of the BRS, it is unlikely they would contest as BRS in the upcoming Karnataka Assembly elections; and Gowdas are not that big a factor from Karnataka in the parliamentary elections,” the analyst said.

Punjab CM meets KCR, discusses national politics

Punjab Chief Minister Bhagwant Singh Mann on Tuesday met his Telangana counterpart and Bharat Rashtra Samithi (BRS) president K. Chandrasekhar Rao.

The Telangana Chief Minister warmly welcomed his Punjab counterpart with a bouquet of flowers on his arrival at Pragathi Bhavan and took him in.

The two chief ministers discussed the political situation in the country along with the progress of Telangana and governance of the state of Punjab, etc, said a statement from Chief Minister’s Office (CMO)

In view of formation of BRS party at the national level, the Aam Admi Party (AAP) leader congratulated KCR, as the BRS leader is popularly known.

After the discussions, KCR bid adieu to Mann by offering him a shawl and presenting a memento.

Telangana building IT hubs in five more tier II towns

As part of its efforts to decentralise the growth of Information Technology (IT), the Telangana government is building IT hubs in five more districts.

State Information and Technology Minister K. T. Rama Rao said on Saturday that the IT hubs are coming up in Nizamabad, Mahbubnagar, Nalgonda, Siddipet and Adilabad.

The IT hubs in Warangal, Khammam and Karimnagar have already been set up and are running successfully, he said.

KTR, as the minister is popularly known, revealed that Nizamabad IT Hub is almost ready to be inaugurated.

He complimented MLA Ganesh Bigala for his persistent efforts along with bringing in NRI led enterprises to invest in providing employment opportunities to locals.

The minister shared that Mahbubnagar IT Hub is also almost a month away from being inaugurated. He praised the efforts of Excise Minister V. Srinivas Goud.

KTR noted that Siddipet IT hub with focused efforts of Finance and Health Minister T. Harish Rao is also shaping up well. He said Siddipet hub will be unveiled in a few months.

“Nalgonda IT hub is under construction and efforts are being made to complete it expeditiously in four-six months,” he said.

The state government has already formulated a policy to take IT to tier-II towns.

On many occasions, KTR said that till a couple of years ago, IT was confined to Hyderabad.
