Congress back on the rails in Telangana

Ever since Uttam Kumar Reddy and Mallu Bhatti Vikramarkha took over the reins, there has literally been a total transformation of Congress in Telangana. The duo, both MLAs, have put the party back on rails. What is most visible in the party is the rare unity among the Congress leaders. Uttam is able to bring all the leaders together. Not a day passes without out the party organizing a dharna or rally or some protest in one place or the other against the ruling party. The Congress, in less than a year, has been able to weather the worst of its troubles arisen out of defeat in 2014 election and it is clear that it is on the road to recovery. Team Uttam made the Congress state leadership most mobile one.
The leaders are seen touring all the districts and mandals with one program or the other.

The party has concluded meetings in all constituencies that fall in the jurisdiction GHMC in order to keep the party fit to take on TDP and TRS in GHMC polls. The Congress is in the lead in the preparatory race to Warangal Lok Sabha bypolls. Uttam & Co has been successful in making every issue a rallying point to mobilize the workers. Normally, it is rare for any political party, which bit dust in the polls and lost power, to pull its act together in so short a period.The defection of D Srinivas, a senior leader, to TRS, has not had any impact on the party.

Gandhi Bhavan, the state party headquarters, has been abuzz with activities. Pranahita-Chevella, Osmania General Hospital, anti-cheap liquor, jobs, farmers suicides, Muslim reservations, corruption charges against ministers, Corruption in Kakatiya mission etc- everything has become a weapon in the hands of Team Uttam. He streamlined the system of spokesmen in such an manner that the party voice is heard uninterrupted.

Congress bubbling with enthusiasm

The massive dharna organized by the T-Congress on Wednesday at Vikarabaka bears testimony to the bubbling enthusiasm in the rank and file of the party in the state.The program received unprecedented support from the people as Congress had taken up right cause at the right time. The party added the demand for separate Vikarabad district to the list of the demands which included withdrawal of the proposal to scrap the approved design of Pranahita-Chevella. The leaders participated in the dharna include former ministers Sabita Indra Reddy, G Prasad Kumar,Sarve Satyanarana, Md Shabbir Ali, Ram Mohan Reddy, G Sudir Reddy, P Karthik, Bikshapthi Goud, Srisailam Goud, Lakshma Reddy, Sridhar, Malla Reddy, RR district Congress president Mallesh.

On Thursday, Congress organized a dharna against the proposed introduction cheap liquor by TRS government near Hayantnagar (pic.above). Former MLA Sudhir Reddy lead the Dharna. Reddy has become so active these days, he transformed LB Nagar into a Dharna Chowk of Ranga Reddy district.

Can this unity be sustained? This enthusiasm should not lead to agitation-fatigue in the party.

Cheap Liquor: New rallying cry against T-Sarkar

After Pranahita-chevella, it is cheap liquor, chief minister KCR’s favorite prescription for manual-labor stress, is becoming rallying point for the political parties and voluntary organizations across Telangana.

All opposition political parties such as Congress, TDP, BJP, the Left, YSRCP, Aap, representatives of woman’s organizations and intellectuals gave a call to launch a movement against the proposed introduction of cheap liquor in very village of Telangana by TRS government.

Their coming together resulted in the formation of a non-political and non-profit organization called Telangana Anti-cheap Liquor Movement.

The round-table which was inconclusive yesterday is expected to continue today also. After the meeting the organizers are planning to announce a program of action.

According to Dr Sravana Dasoju, a spokesperson of the organization, there was a suggestion to launch the movement from Gajwel, chief minister KCR constituency in Medak district. ” For the time being, we have decided to launch sensitization program from mandal level. In every Mandal youth tom-tom against the cheap liquor. In the process, we want to rope in students, doctors, lawyers in to the movement as their support is necessary to make the movement success,” he said.

Sravan expressed dismay that none of the leaders of so called political TJAC had raised their voice against the cheap liquor policy which is going to spell socio-economic disaster among poor and down trodden of Telangana state.

Sravan said a twitter and facebook accounts had been opened to seek support for the movement from the right thinking people living away from Telangana and people from other states.
Former professor of Osmania university Visweswara Rao said this round-table was only a beginning of the movement being planned from every nook and corner of Telangana. BJP floor leader in Assembly Dr Lakshman said his party would oppose the cheap liquor policy in Assembly.

Telangana Struggle Forum leader Cheruku Sudhakar said the cheap liquor would be more harmful to the lower strata of society such as dalits, aadivasi, BC etc. TDP woman’s wing presiden Shobharani said KCR was trying to thrust his personal weakness on the state of Telangana. Congress former MP Ponnam prabhakar said their movement had enlisted the support of left intellectuals such as Gaddar, Prof Kancha Ilaiah and Prof Haragopal etc.

Telangana raises alarm over Karnataka’s new dam

Telangana has raised alarm over the construction of a reservoir across Krishna by Karnataka government near Girijapur, Raichur district.

A fact finding committee appointed by irrigation minister T Harish Rao found enough evidence of the activity related to the construction of a reservoir above the confluence of Krishna and Bhima rivers with an impounding capacity of 2 TMC.
The project will affect the flows into Jurala dam in Mahabubnagar district. According to the fact-finding committee the dam will be of 1170 M length and is being taken up by Karnataka Power Corporation Ltd.

Expressing concern over the Karnataka’s attempt to build a dam, Harish instructed senior officials in the irrigation department to find out from the centre if the project had permission from the central water commission. Harish Rao expressed displeasure that the Karnataka had not fulfilled the requirement of informing the down-stream states about the project.

He said the project also would affect the regenerated flow of water from Nayaranpur as well.
He also held discussions with Mahabubnagar MP Jitender Reddy on the project.
The reaction of Andhra Pradesh government is not known.

KCR way of deceiving people

Shabbir Ali, leader of opposition in the Telangana legislative council, asked chief minister KCR to issue white paper on state finances and the schemes he proposes to launch and ways and means he wants to mobilize funds to implement them. If not, he said, all the schemes including the latest Grama Jyothi should be construed as fraud and only meant to deceive people with tall promises, ambitious schemes and unrealistic statistics

The Congressleader asked KCR to explain as to how he proposes to mobilize at least Rs. 1.70 lakh crore to fund the much touted schemes which his government plans to implement.

“These schemes need huge sums. For example Rs. 50,000 crore for SC Welfare, Rs. 25,000 crore for BC Welfare, Rs. 5,000 crore for Minorities Welfare, Rs. 20,000 crore for Mission Kakatiya, Rs. 35,000 crore for Water Grid and Rs. 25,000 crore for Grama Jyothi,” he said.
Shabbir Ali alleged that by showing large outlays with thousands of crores, chief minister KCR is trying to impress upon people that he was spending money in a big way for people and divert their attention from controversial projects. All these figures, the MLC said, were unrealistic.

“If they are realistic and genuine, lay bare before the people your plan of mobilization of funds and sources. You should specify whether the government proposes to borrow loans, sell government lands or increase taxes etc to meet the expenditure of these schemes,” he asked.

The Telangana, a revenue surplus State at the time of creation, had gone bust because of avoidable wastage and splurging on luxuries of chief minister, Shabbir Ali accused.

Rani Mahal Lawns getting ready for ID ceremony

Telangana government is making elaborate arrangements for the 69th Independence Day celebrations.
This is for the second time that Telangana chief minister K Chandrasekhar Rao is unfurling the tricolor near historic Golkonda fort on August 15, after the creation of separate state of Telangana.

On Thursday state government released Rs 50 lakh to meet the expenditure of the celebrations of Independence day such as buying trophies, flags, rent for the premises etc.The ceremony will be held on the Rani Mahal Lawns near the fort. Seating arrangements for about 10,000 people are being made at the lawn, which has served as the venue of Independence day celebration in 2014 also.

Para-military rehearsals of Independence Day Celebrations have been carried out in the premises of Golconda Fort. Chief minister along with TRS leaders and Officials have monitored the preparatory works. Heavy security arrangements have been made near the fort area.On the occasion of Independence day the important structures like Secretariat, Assembly, Raj Bhavan, High Court, Charminar etc. would be colorfully illuminated.The chief minister on Saturday morning first pays floral tributes at Sainik Smark at parade grounds and later proceeds to the Golconda Fort.

KCR shelves pending projects: Congress cries foul

Telangana PCC president N Uttamkumr Reddy today along with his comrades staged a sit-in on Gagillapur highway in Karimanagar district opposing the KCR government decision to shelve Thotapalli project.
The party is gearing up to organize a mass movement to save the all irrigation projects started during Congress regime from being dumped by chief minister KCR. Already Mahabubnagar district is on warpath. In this backdrop, party chief spokesman Shravan Dasoju charged that the government was trying stop the Thotapalli reservoir only to save the lands of friendly rich landlord on the pretext that the project cost had gone up. Dasoju, a former professor and management executive of top IT company, spoke to T360 today on controversial irrigation policies of TRS government.

Q. Suddenly Congress has become active in Telangana and activities are moving around irrigation project. Reason?
Dasoju: TRS government is following demolition and destruction policy. And there has been no good intention behind these activities. Every project is scam ridden.Congress will reveal all these in due course. As of now, what is worrisome is TRS is abandoning all irrigation projects started during Congress regime with one pretext or the other. Examples abound. For instance Pranahita-Chevella and Thotapalli.

Q. What is the problem with Thotapalli reservoir?
Dasoju: The project is in Karimnagar. The government has decided to abandon it for the reason that the delay in the execution of project resulted in cost escalation. The real issue is about 140 acres of a landlord friend of the government fall in submerged area. The project is so crucial for the farmers of backward region of district that it would bring 49,000 acres into cultivation.This reservoir was intended to provide water to Husnabad region.It is proposed near Obulapur village and foundation stone was laid for the project in 2007 by the then Chief Minister YS Rajashekhara Reddy. About 1400 acres have been acquired and farmer were paid a compensation at the rate of Rs 2.10 lakh. Also, an amount of Rs 375 crore have already been spent on digging of a tunnel. Now you want to abandon and do not want to give the lands back to farmers.

Q. What are the other projects being shelved by the TRS government? What could be the reason?
Dasoju: Projects like Yellampalli, Flood Flow Canal, SRSP, Kaleswaram (Karimnagar distrit), Devadula(Warngal),Kalwakurthy, Bhima, Nettempadu (Mahabubnagar),SLBC in Nalgond are in hit list. All these projects could be completed with fraction of budget. Instead of completing these projects, he chief minister is planning new projects. There are two reason-one, these projects are initiated by Congress, and two, huge commissions are involved.

Q. What is your plan to save these projects?
Dasoju: Congress is planning a mass movement. PCC president Uttamkumar Reddy is himself leading the movement against the shelving of Thotapalli while MLA DK Aruna organizing resistance against the abandonment of Mahabubnagar district projects. Today PCC president Uttam, MLA T Jeevan Reddy, former minister D Sridhar Babu and former MP Ponnam Prabhakar staged a dharna on Gagillapur Highway. People participated in dharna in great number. Even CPI is also opposing the move against Thotapalli. CPI district secretary Ramgopal Reddy has also launched an agitation.

Q: Can you force the government to take back its decisions?
Dasoju: We are in democracy. Our only tool is mobilizing people against anti-farmer moves of TRS government. If government doesn’t come around then people would punish the ruling party at an appropriate time.

Birth of a VIP constituency in Telangana

Gajwel is all set to become an oasis in the wilderness of Telangana. This assembly constituency has acquired the distinction of being first VIP constituency in new state. The qualification for catapulting from a nondescript backward region to most sought after island is that this is represented by none other than K Chandrasekhar Rao, the chief minister of the state, which gained statehood on the plank of backwardness, poverty, suicides and unemployment.

Funds are flowing to the new-born VIP constituency like cheap liquor (sorry, water is a scarce commodity, can’t flow like funds in Telugu states). Officials jostling to work in the constituency, and heads of the department are vying to help the constituency which is set to join the league of Pulivendula, Kuppam and Pileru in Andhra Pradesh and Amethi, Rae Bareli Baramati, Bhatinda,Rohtak,Chhindwara etc.outside of Telugu states.

Interestingly the Telangana so far hasn’t had privilege of having a VIP constituency. Because, the VIP constituency culture began with Chandrababu Naidu, when he contested from Kuppam in 1994 and became chief minister two years later. Earlier CMs never bothered to pamper their constituencies with undue favor and flow of funds, ignoring other parts of the state. Former chief ministers Sanjeeva Reddy, Sanjeevaiah, Kasu, Jalagam, PV Narasimha Rao, Kotla and NTR, are not known to too much skewed in favor their constituencies. The culture of making constituencies their pocket boroughs began with Naidu,  and YSR and Kirankumar Reddy took it to new heights. Now, after the formation of Telangana, it has spread to the new state also.

The pattern is same. KCR, after assuming office as CM, following the foot steps of immediate Telugu predecessors, set up  Gajwel Area Development authority and sanctioned Rs 49.66 to take up works in the constituency under the aegis of GADA. The objectives of GADA among other things, are 1. planning for overall development of the area and convergence of Government Programmes; 2.Undertaking basic infrastructure works/schemes such as,C.C. Roads, C.C.Drains, Water Supply Schemes, Electrification and Street lighting etc.;3. Undertaking innovative livelihood programs for enhancement of productivity and training for employment generation activities linked to skill up gradation; 4.Establishing and promoting suitable industries especially Agro based industries.

A water supply scheme has been sanctioned in April this year with a cost of Rs 59 crore. Another Rs 50 crore was sanctioned for Roads and side drains in December 2014. A multipurpose auditorium is being constructed at a cost of Rs 1.20 crore in Gajwel. At a cost of Rs 25 crore an integrated welfare hostel for boys and girls is being built at Gajwel. A two-unit fire station is being set up in the CM’s constituency. One residential degree college for girls has been sanctioned at Mitrajpalli and one residential school and junior college for girls at Peerpally. In Gajwel town, an integrated office complex is coming up at a cost of Rs 20 cr. A ring road is being laid around Gajwel town. In May 2015, chief minister KCR announced that Gajwel would soon be one of the best cities where people love to come and live.

He announced a slew of facilities for the town: a 1,500-capacity auditorium, a new Shadhi Khana, a veg and non- veg market, squeaky clean streets, drinking water connection to every home, underground drainage, streetlights in all localities, 1+1 housing complex for 2,500 to 3,000 poor families, a green belt, bus bay, Tank-bund. He assured the people that it was only a beginning.

These are only a fraction of the works sanctioned for Gajwel constituency.The ideology behind this is to develop the constituency as pocket borough and ensure reelection even at the time of adverse conditions when their party might lose power. Doesn’t it amount to bribing the voters with developmental works to ensure win in future elections at the cost of other backward constituencies that are crying for attention?

Is Kodandaram launching a new party?

Telangan JAC chairman and university teacher Prof M Kodandarao appears to be dissociating from his mentor and chief minister KCR. There has been speculation about the his future course of action. Some say he is planning a new political outfit with a post-separate state agenda while other say he would launch a mass movement for the time being around issues the TRS government ignored and the issues thrown up by the bifurcation.

In Telangana he is a loner now. Though he still wears the title “JAC chairman” on his sleeves, few take him seriously. Though now and then he raises his voice against the issues like section 8, shifting of Osmania General Hospital etc. they were proven inconsequential. Once a commander of umpteen number of JACs that sprang up in very town, street and village, the soft-spoken political science teacher is now rendered non-entity in Telangana politics as well as administration.  He has not been given any role in the so called reconstruction of Telangana. One of the brilliant teachers of Osmania university is retiring next months. The post-retirement oblivion  seems to be haunting him.

So, he has chosen a way out to prove that he is still relevant in Telangana. He joined hands with another Professor Yogendra Yadav of New Delhi and participated in his Farmers Rally yesterday. Yadav, after quitting Aam Admi party, floated an outfit ” Swaraj Abhiyan, to fight for a ” Just India”. Talk is that Kodandaram will work under Swaraj Abhiyan banner for some time and work towards cause of farmers.

Many think, all those who are disillusioned with the policies of chief minister K Chandrasekhar Rao would rally around the Osmania Professor and he would again acquire a JAC-like dimension to bring the TRS government to its knees and force it to work for people’s Telangana.

Giving credence to this speculation, prof Kodandaram accused TRS government in Delhi of doing nothing for farmers of nascent state. Interacting with media in national capital, he rubbished the talk that there were no suicides among the farmers of Telangana.

“The estimates of union government say about 800 farmers committed suicides in Telangana. All previous governments are responsible for this tragic situation. Unfortunately, the TRS government also has done nothing to prevent the suicides among the farmers,” the TJAC chairman said.

Our State -Our Booze : New Mantra of Telangana

Cheers. The leadership of Telangana found to its dismay that there was a huge gap between demand and supply of liquor in the nascent state . Arrangement are afoot to see that supply of  booze is sufficient and to make it affordable in rural-TS. At the same time, an opportunity will given to the Urban folk to have the relish of their favorite tipple at midnight.

This is all part of the new program the TS launching under the name “Our State-Our Booze”.

The dual purpose of the new slogan is to make available booze to all sections of people at affordable rates in rural areas and for long hours in urban areas.

The government has immediately initiated steps to ensure that it gap is filled up in no time and supply is aplenty. It has launched a program “Our State and Our Liquor”. There are 17 distilleries in Telangana. As these are inadequate, the government is permitting five more distilleries and some micro-breweries to produce enough beer for benefit B-guzzlers. And to make the liquor is within the reach of  everyone in the state, the rate of cheap liquor of 180 ML is fixed at Rs 30. The government also decided to abolish the 160-190 per cent VAT on people’s liquor. And for the benefit of the Urban folk, who is repsonsible for vibrancy of economy, the timings of watering-holes have been extended. Now they will be kept open till 12 midnight. In addition to the existing ones, another 200 liquor shops will spring up in GHMC area in a month.
Telangana rural drinkers are affected by two chronic problems- Gudumba in Warangal, Khammam, Mahabubnagar and Ranga Reddy, and Adulterated Toddy in Medak, Karimnagar, Nizambad. The new policy of “Our State- Our Booze” is also aimed at curbing the menace.

If people cooperate, the TS government would achieve the revenue target of Rs 13,500 crore.

Opposition leader Kunduru Janareddy  is known for his indecipherable language. Though he speaks Telugu, one needs a brilliant interpreter to convey the meaning of his speeches. The joke was that the  talks with Naxalites, held when he was home minister during YSR regime, failed because they could not make head or tail of the home minster views  and quit the dialogue.

On Saturday, surprisingly, Jana Reddy used piercing language against CM KCR, which hardly needs any elaboration or interpretation.

“It is no problem  if he lives in camp office or any other place. Wherever he lived, he should think of people and their problems,”  Jana Reddy said. His disgust is clearly visible.

He said T-CM should also think of farmers who were in distress and demanded that Assembly should be convened immediately to discuss the problems.

Of late, the complaint against is that KCR is spending more time in his farm-house rather than working from secretariat. Recently he did not set foot in secretariat for over a month.

Rahul moved by tearful stories of Osmania students

Rahul Gandhi is disappointed with what is happening in the state of Telangana. He is worried that the Congress objective of according statehood to Telangana ie an inclusive Telangana, is being subverted and the state is slipping into a dictatorial model like the one at the centre. He told this a large contingent of Students from Osmania University who called on him to invite him to address a public meeting in the campus.

Family rule or caste rule would spell disaster to the society, the AICC vice-president cautioned alluding to the KCR’s family grip over Telangana government.

Rahul accepted their invite to pay a visit to  Osmania university and address a public of the Student JAC  in the campus. About 50 students of JAC, accompanied by  PCC president N Uttam Kumar Reddy and working president Bhatt Vikramarkha Mallu, MLAs DK Aruna and Sampath Kumare met him in 10, Jan Path in New Delhi. According Bhatti, the public meeting is expected in the last week of August and date would be finalized later.

Rahul reportedly moved by the narratives of  students leaders, who said they were  jettisoned and ditched by the TRS government  just because they come from lower castes and demanded starting of job recruitment.

” We spent the hard-earned money our parents sent us to finish education on the Telangana movement with the hope that separate state would meet our aspiration of employment and well being  by filling the vacancies. Now we lost money, education and precious time of life. And there are no jobs. Our parents are a dejected lot. The students  of traditional universities are largely from social and economic weaker section. The TRS government has created  a situation where we are compelled lead another movement with objective of social justice,” is what the students told Rahul and he shared their sentiments.

“The students said the same state for which we sacrificed everything by braving lathis, tear gas, arrests and firing, is nor employing the same brutality when we ask for job,” they said.

Rahul extended support to the second Telangana movement, which students are planning, to reorient the TS towards social justice and equitable distribution of resources.

Rahul sees Telangana as a ray of hope because it is the only state in India, where Congress is still in good shape and where there is scope for bouncing back to power if worked hard. Rahul readily agreed to pay a visit to Telangana for two days towards end of the month.

AP too to conduct socio-economic Survey

Andhra Pradesh is also planning a socio-economic survey on the lines of the one conducted by Telangana government last year which attracted widespread opposition from political parties.

According to sources in AP government the data generated from the survey will be  basically used to eliminate bogus beneficiaries of various schemes being implemented by the government. Government is of the opinion that benefits of the schemes are being cornered by these bogus beneficiaries enlisted during the Congress regime.

Called Smart Pulse Survey (SPS), the survey will be done basing on Aadhar data involving all the Government Departments. In the absence of Aadhar number, Voter ID or any other identity will be considered for the Smart Pulse Survey.All Departments will be involved in the survey meant to establish reliable, holistic and secure database with the help of one lakh tablets already supplied for field functionaries.

As for the benefits, the Survey is expected to provide a lifelong single identity, Certificate-Less-Governance, Speedier delivery of Services, Faster relief in Disasters, Life-Cycle Approach possible.

Pilot work of the survey will be taken up in three Mandals of three Districts each i.e., Ananthapuram, Prakasam and Vizianagaram.

Chief secretary IYR Krishna Rao today convened a meeting with  the Secretaries of departments to review on the progress various schemes being implemented by the Government and Smart Pulse Survey.

Water experts urging the Indian parliament to stop ‘mindless’ Westward diversion of Krishna basin water by Maharashtra which is being drained into sea . By this Karnataka, Telangaan, Andrha pradesh could be saved from looming severe drought. Large parts of Krishna basin spanning Maharashtra, Karnataka, Andhra Pradesh and Telangana are facing massive rainfall deficits, drought like conditions and crop failures. The tail-end reservoirs of Srisailam and Nagarjun Sagar are almost empty. Telangana and Andhra Pradesh are already thinking of conserving the available water for drinking water. They are not even thinking of releasing any water for saving the crops in delta farmers. In Upstream Maharashtra itself, The Ujani dam has minimum storage and perennially dry Marathawada has the highest rainfall deficit. Shockingly, in this very period from July 1 to Aug 6, Maharashtra has diverted more than 350 Million Cubic Meters of water (at most conservative estimates) FROM this very Krishna and Bhima basin to the High Rainfall area of Konkan and down to the sea! If this diversion was stopped since July 1, when the signs of severe monsoon deficits in the three states were already there, this water would have been available to save crops in lakhs of acres in the river basin, and some it would have also flowed to Andhra Pradesh and Telangana and water may have been available for saving this crop. How can continue such wasteful use of water in deficit basin, at the cost of livelihoods of lakhs of farmers? Even now it is necessary to URGENTLY review this situation and consider stopping diversion of water FROM Krishna basin to sea. This may save crops and livelihoods of lakhs of farmers.

Kharif crop planting across majority of Marathwada has failed due to lack of water availability. Lakhs of farmers are staring at crop loss even after double and at places triple sowing. Some parts of Marathwada are still deploying tankers for drinking water supply since last year.

Koyna and Tata Dams in Maharashtra:The westward diversion of water from Krishna basin to Konkan and further to sea is happening through the four-stage Koyna Dam with total installed capacity of 1920 MW. These projects, as per the daily reports of Maharashtra Load Despatch Centre, generated 337.47 Million Units (MU) of power between July 1 and Aug 6, 2015. As per Krishna Water Disputes Tribunal Award, Koyna is annually diverting 1911 MCM (Million Cubic Meters) of Water.

So assuming proportionate diversion, Koyna project would have diverted 216.7 MCM during July 1 to Aug 6. Why we can afford to forgo the loss of power now It is interesting to note that during this period from July 1 to Aug 6, 2015, wind power generation in Maharashtra was 1378.1 MU, almost three times the power generation from Koyna and Tata dams that would have been forgone if the diversion was stopped.

Moreover, as it well known during this period, the power demand across the country was so low that the Plant Load Factor of Thermal Power projects have come close to 50% from peak of over 80%, NTPC is talking about poor off take of power and the cost of power at power exchanges have come down below 2.5 per unit, from 7.5 per unit a few years ago.

All this indicates that this loss of power could have been compensated, but there is no way to compensate the losses due to loss of water for the farmers.

We have raised this question earlier too. It is high time that we review this mindless practice of diverting water from a known water deficit situation, at least in such severe drought like situations and consider stopping this diversion when country’s power situation allows us to forgo the power loss from stoppage of diversion.

We hope in the interest of lakhs of farmers Maharashtra government will urgently review this situation and stop this mindless diversion of water from the water deficit river basin to sea. At least let us have a public debate on this.

Harish revives political water-war

It has not been even two weeks since Andhra and Telangana have retreated from the raging fight on cash-for-vote and telephone tapping.
The two states seem to have struk a deal that it would be better for the ruling partes to be in perpetual state of conflict.

Neck deep in problems arising out of their failure to implement the massive poll agenda given to the people of two states, the TDP and TRS governments appear to be diverting the people’s attention to emotive issues. The ruling parties grill each other and make big noise as if some disaster is going strike them.

They fight in newspapers and news channels. Their cronies carry foward these fights to streets -stage dharnas and burn effigies. And take a break for some time after filing a petion in court.

Today, T irrigaion minister revived the war of words on two letters AP chief minister N Chandrababu Naidu wrote to centre three months back against the two projejects, Palamuru-Ranga Reddy and Dindi.
Now TRS government, which is facing ire of the people for its Osmania Hospital-Demolition move and on the way the free education from KG to PG is being implemented. And Naidu also badly needs distraction from the special status controversy.

This is how T Harish Rao reacted.

Assailed Naidu in strongest terms, Harish said AP chief minister Naidu was staging a drama opposing the two porjects only to divert the attention of the people from Special Status issue.

” You can write any number of letters. You can’t stop the Telangana government from taking up these projects crucial to people Hyderabad and other districts of Telangana.” Harish warned.

Questioning TDP government’s argument that no project should be taken up in Telangana without taking AP into confidence, Harish aked, “Does Pattiseema have permission. Tell us how many of your projects have permission?’

He said Naidu was desperate as he failed in his attempt to get special status bestowed on Andhra Pradesh which cuased resentment all across the state among the people.

“People are losing hopes on Naidu,” he said.
Now, to divert the attention for his failure, AP Chief minister was opposing the implementation of Palumuru-Rangareddy and Dindi projects.

Ridiculing the letters of Naidu , the T-irrigation minister said, the letter had neither head nor tail.
“You had opposed Telangana formation. You had written hundreds of letter. What happened ultimately,” Harish asked.
Asking Naidu to refresh his memories, Harish said the Palamuru project was promised when Chandrababu Naidu was chief minister last time.

” Naidu as chief minister admitted that Telangana had 290 tmc of assured water, out of 360 tmc of water available in Krishna River. Kiran kumar Reddy’s government issued a GO initiating the survey of the Palamuru Project for an allocation of 70 TMC. Can you say this is not documented,” Harish asked Naidu.

New T-district to commemorate Prof Jaisankar

One of the districts, which the Telangana government is going create soon, will be named after Prof. Jaisanar. This was revealed by state irrigation minister T Harish Rao today in a meeting organized in connection with Prof Jaisankar’s 81 birth anniversary. The state today paid rich tributes to the ideologue of Telangana separate state. Similarly, deputy chief minister and education minister Kadiyam Srihari inaugurated , Prof Jaisankar Interemediate Staff Training Instituge in the premises of commisionerate of Intermediate education.   In a program organized in Telangana Bhavan chief minister KCR paid floral tribute to Jaisankar.

KCR comes out of Andhra shadow

In an effort to achieve Sampurna Telangana (a call given by Prof Kodandaram), chief minister K Chandrasekhar Rao severed one more link with Andhra Pradesh. Sampurna Telanana  is slogan to make Telanana 100 pc free from Andhra influence. The CM discarded four cars,which he had been using for the past 14 months, and switched to new cars. Reason: They were purchased during the days erstwhile Andhra Pradesh.

These four new cars have been deployed into CM’s service after puja at Yadagiri gutta (now sanskritized as Yadadri) on Wednesday. Priests at Yadagiri Gutta have performed Vahana Puja before being inducted into CM’s convoy. His staff member Ajit Reddy brought these cars to Yadagiri Gutta and Pujas were overseen by  Temple EO Gita.
The Cars, Toyota Land Cruiser Prados, cost about four crore i.e each car costs about Rs one core.
These cars, along with recently acquired Rs 5 crore worth bus, take the first chief minister of state, which is only second to Maharashtra in the number of suicides committed by farmers due to financial crisis and dire poverty, to every nook and corner safely. Of the four vehicles two are fitted with bullet-proof armory. A total of five Land Cruiser Prado are being used in CM’s convoy. The company delivered the vehicles yesterday, even though orders were placed last year itself.

Why did  KCR crave new cars ?

According to officials, the cars he had been using were not bought by Telangana government. Last chief minister of erstwhile Andhra Pradesh  N Kiran Kumar Reddy, who worked day in and day out to stall the bifurcation of Andhra Pradesh, bought these expensive black sport utility vehicles.  Still KCR used these pitch black cars for sometime. Later, he ordered the officials to paint them white as if it would hide the fact that they were purchased by an Andhra CM. Union Public Sector entity BDL is said to have painted them white. Still, he was not happy. The CM said to finally favored new cars, each costing more than a crore and discarded the Kirankumar Reddy’s cars.

Now what is amiss for the Telangana CM is a helicopter.

KCR, whom, Chinna Jeeyar Swamiji called ‘Telangana Jatipita’ now can use all these vehicles to reach out to any village or place in Telangana and talk about how to convert the Telangana in to bangaru Telangana.

Around the same time yesterday, the media is painting a gloomy picture of Telangana’s agriculture. Due to failure of monsoon rains rice production is expected to fall drastically. TS is passing through rainfall deficit of minus 21 pc. The situation is bound to aggravate the indebtedness of farmers in state.
Incidentally, Andhra Chief minister also is drawing flak for acquiring expensive cars, camp office renovations,  security beef-up  spending about hundred core in Hyderabad and Vijayawada while at same time crying for financial help from the centre

KTR invites Ratan Tata to inaugurate T-Hub

Telangana IT Minister KT Rama Rao met  Ratan Tata chairman emeritus of Tata group in Mumbai Wednesday. The minister invited  Tata to inaugurate the T Hub building next month. He briefed Ratan Tata  about all the digital initiatives undertaken in Telangana and  about the largest technology incubator being set up in Hyderabad called T Hub.

Ratan Tata gave some valuable suggestions on how this incubator could leverage the presence of pharmaceutical industry, the defense and aerospace industry to innovate new products for them, the minister said after the meeting.

Tata was all praise for the vision of the government for creating an extensive digital infrastructure and steps taken for digital empowerment.

“I had a great interactive session with Ratan Tata and briefed him on Telangana’s vision in IT. I sought his blessings for T-Hub” Rama Rao added.

Later,  Rama Rao accompanied by IT Secretary Jayesh Ranjan called on Anand Mahindra, Chairman and MD of Mahindra Group. The possibility of investments by various Mahindra group companies in Telangana was discussed. Minister interacted with Anand Mahindra, and invited to visit to Telangana. Anand Mahindra accepted the minister invitation and he will visit Telangana to discuss further on potential investments. Anand Mahindra  Tweeted after the meeting,

Is Prof Kodandaram relevant in TS politcs?

Prof. M Kodandaram, one of the brilliant professors in Osmania Univesrity, and committed intellectual  to social causes, is in wilderness now.

The man, who imparted credibility to the T-movement, when it was in crisis, is directionless, aimless and is confined to the JAC meetings, which are not taken seriously anymore.

TRS president KCR has swept him aside. He is  not needed in the so called reconstruction of Telangana. The professor has not been given any significant role in Telangana state for which he sacrificed much. After the achievement of Telangana, sources said, KCR doesn’t want him in streets leading JAC, the right place for the teacher is the class-room .

” How long would he continue in the movement? Doesn’t he want to go back to college and teach lessons?” was what KCR reportedly asked some scribes sometime back when referred to Kodandaram’s position in TS. Now that Prof Kodandaram is superannuating in September, the question is what would the Osmania university teacher do post-retirement?

For long, along with Prof Jaisankar, Kodandarm was ideologue of Telangana agitation, working from behind screens, giving intellectual support to KCR’s agitation. When  it was felt that somebody, who is not a member of any political party, should lead the movement to make it broad based, KCR artfully brought Kodandaram into street fight as the convenor of newly created Joint Action Committee. His presence lent credence to movement and electrified it. The JAC almost replaced the TRS. Entire Telangana used to respond to his call for rasta rokhos or Million Marches in Hyderabad. He was arrested and beaten by police. After Jaisankar, he is the only one being referred to as “Kodand Sir” by the youth of the state.

The growing influence of the professor created rift with KCR.

According one version, Kodandaram’s caste Reddy (he never uses the suffix) also plyaed part in consolidation of JAC into a force because Reddys belonging to all parties accepted the leadership of Kodandaram in the form JAC. Post-Telangana, elevation of Prof Kodand (Reddy) would give boost to Reddy politicians and might even become a threat, is said to be the worry of KCR. Result is total elimination of Kodandaram from the political scene.

Kodandaram also chose to remain silent swallowing the insults heaped upon him. He has not been able to raise his voice against any of the demolition- decisions and controversial projects of KCR government. As a professor of politics, he should have led the opposition to the politics behind KCR’s plans to demolish the heritage building of Osmania General Hospital. But, his reaction was not commensurate with his teachings about the T-heritage.

Many believe Prof Kodand would not remain idle after September. What would he do? Would he join TRS? Given his understanding of KCR’s politics, an invitation from TRS is unlikely. Joining Congress or BJP also do not seem a possibility.

Some of his colleagues in the T-movement foresee the prospects of  JAC emerging in a new avatar- a non-political forum for all forces- to work as powerful pressure group which can’t be ignored by the KCR’s government while taking decisions that would affect Telangana society lock, stock and barrel.

Kodanram

Kodand, with his Marxist moorings, has been associated with people’s movement in the region for decades. Arguably he is the second most popular leader of Telangana after KCR. We have to wait for a couple of months to see if Kodandaram is a force in peace-time politics too. Or would he choose to remain an arm-chair intellectual, now and then offering “general and inconsequential” opinions on government policies?

Reason for KCR’s Uneasy Relationship with Hyderabad

Even though Hyderabad is the capital of Telangana and seat of power of TRS, chief minister K Chandrasekhar Rao appears to have harbored some discontent for the city. His strange plans to redesign the city to give entirely a new look bears testimony to this argument. If implemented, the Hyderabad of his dreams would cut city’s umbellical card with old history and recent history.

He is planning to transform Telangaa into a bangaru Telangana. It is natural that it should have its own capital, at least a old capital with new look.

His plans to rejig Hyderabad ( If possible replace the ‘old’ Charminar, in the words of his hilarious deputy CM Mahmood Ali) is not without reason. Even though he conquered Telangana, his Juggernaut was stalled at the outskirts of city. He is scared of he city’s demography. An emperor that brought many a warlord of Telangana to their knees had to be careful enough not to invite the wrath a small party called MIM, ensconced in the dingy Old City of Hyderabad. For his stature and his organizational skills, he should have embraced the GHMC elections with open hands by this time. But he could not. This is where lies his strong dislike for the cultural profile of present Hyderabad city.

The Hyderabad of 2015 has two dominant and embarrassing parts- MIM dominated old city and the Andhra dominated rim of assembly constituencies. MIM’s pincer like grip over old city compels any other party to work out a tie up with it to form the governing council in Hyderabad. Similarly and  irritatingly also, Andhra CM Chandrababu Naidu claims that it was he who built the Hitech City, equivalent of Charminar in modern terms.

Naidu is encouraged by the fact that his party has swept the 2014 Assembly elections in modern Hyderabad leaving only 2 to the champion of Telangana. What is it their for KCR to claim as his own except singing paeans to Nizam’s past with a Muslim-voter appeasing tone. This uncomfortable relationship with Hyderabad is forcing KCR to attempt to affix his signature on some portions of glorious city so that he could lay claim that he too contributed to the grory of the city. His uneasy position in Hyderabad, which is also a common capital for Andhra and Telangana, is the source of strange plans of grand demolitions which includes the Osmania General Hospital.

CM KCR is correct in way. This is what exactly conquerors,colonial or desi, do after subjugating kingdoms. In democracy, after winning elections, leaders behave like conquerors and attempt to erect a symbolism that represent the values, ideologies and politics they believe in. This demolition drive is two kinds. one, it may be a positive drive that reflects creativity and may serve an expression of common interests and goals of solidarity the people achieved during their fight for liberation. This happened in African continent. After the end of colonial regimes, Africans changed all names the white rulers had given to their towns, streets, hills, rivers, seas etc and revived their connection to the past. This is how Rhodesia became Zimbabwe and capital Salisbury-Harare. Two, it may also become a political tool of manipulation, even destruction, of social assets and cultural heritage that may never be regained. I wonder if Hyderabad is falling in the second category.

See the public outcry the idea to demolish Osmania General Hospital generated. Except the Telangana intellectuals who are cautious to oppose the TS decisions, everybody associated with City is coming out to save the culturally significant Hospital. Meetings are held by lovers of the city to oppose the government move.

Telugu university auditorium, LaMakaan, Sundarayya Vignana Kendram have seen the depth, breadth and width of the disapproval for the government’s decision to demolish and to have a new concrete jungle. All political parties have raised their voice against the move that is set to erase the history. Delegations have visited the hospital, that came into existence in 1921, to see if such a demolition was really warranted.

The general impression among the people is that there is no need to demolish the OGH. Compared to the oldest and functioning hospitals across the world, OGH is relatively younger and not weighed down by the age. A quick google search would give the list of the oldest hospitals that are still serving the patients. Partisan Politics should not be allowed to run amuck if one wants Hyderabad to remain melting pot of cultures.

Relax with a Bottle of Pure Kallu- TS New Excise Policy

Telangana will soon become a massive palm-grove. In order to wean away rural poor from the consumption of adulterated and illicit liquor, Chief Minister KCR wants to encourage todday(palm wine) and licensed cheap liquor in rural areas, in a big way.

As the Toddy is the most preferred drink in rural TS , KCR asked excise department to start planting Palm trees on a mission mode. In a meeting held to review the excise policy, the CM asked the officials to raise nurseries for palms. The only way to make available unadulterated and healthy kallu, the CM said, was to plant palms trees on the bunds of tanks and banks of canals. He said the department should plant at least 5 crore saplings. He said pure “drink” would have soothing effect on body and mind. “People, after a hard day’s labor would like to take some drink to relieve themselves of body pains.It is the responsibility of the government to ensure pure and healthy stuff,” the told he meeting. He asked the official to remove the country brew “Gudumba” from the state.

The new excise policy, which gives primacy to making  pure booze available to people, is coming into force from October 1, a before Gandhi Jayanthi, when normally liquor sales are banned. “The illicit and adulterated liquor is playing havoc with the lives of poor destroying the families. Even though the TS is spending Rs 28,000 crore on welfare of the poor, the illicit liquor is militating against the objective of these programs. Let us eliminate this menace and provide the poor with healthy, pure and cheap booze,” he said.
