AP to get “Vision” with Rs 9 cr.

Andhra Pradesh government is spending about Rs 9 cr. to get “Vision -2029”  document prepared by private consultants. This vision is meant to make Andhra state Swarnandhra. Even though the state has highly dedicated and efficient officers, Organizations and universities , chief minister Naidu loves to rely on private consultants. The Swarnandhra Vision-2029 document is also being prepared  by some  private consultants like Amarvathi Master Plan.

An amount of Rs 3 crore was sanctioned to AP State Development Planning Society(APSDPS), to make payments to these consultants, who are working on preparation of vision document.

Apart from this, the State government sanctioned an amount of Rs 50 lakh towards meeting expenses for hiring of research associates, professionals and other expenses relating to preparation of the Swarnandhra Vision-2029 document.

The planning department has sought another Rs 6 crore to make further payment to the consultants.

“The AP government has a vision to be among the three best States in the country by 2022 and to achieve the status of a developed State by 2029. Towards this, it is in the process of drafting a Swarnandhra Vision 2029 document, laying down the vision, road-map and investment plan for the State,”a  GO issued in this connection said.

Many in the government aver that for a state, which has huge revenue shortfall, splurging on  private consultants is an avoidable expenditure.

Rahul to Rub Shoulders with Anantapur Farmers

AICC vice-president Rahul Gandhi is expected participate in a Padayatra in Andhra Pradesh and a dharna in Telangana in next 30 days as part of his program to revive the party in a territory which was once fortress for the party.

The scion of Nehru-Gandhi family is on a mission to enthuse the party workers who are disillusioned by the rout Congress faced in  2014-election in two Telugu states.

He discussed his tours to Anantapuramu on July 24, and Hyderabad in the first week of August with PCC leaders of the two states on Wednesday in New Delhi.

The Congress vice-president held separate discussion with TSPCC president N Uttamkumar Reddy and working president Mallu Bhatti Vikramarkha and APCC president N Raghuvira Reddy .

In Anantapuramu district, besides interacting with farmers who are in distress, Rahul will lead a padayatra to express solidarity with the farmers of the district, APCC president N Raghuvira  Reddy said.

Rahul had undertaken padayatra in  Nirmal of Adilabad district  on May 25 to express solidarity with the kin of those farmers, who committed suicide in the new state in the past one year.

In his August visit to Hyderabad the Congress vice president will sit in  dharna to pressure on the TRS government to address problems being faced by people of the state.

He said to have advised the AP and TS Congress leaders  to mobilize party machinery for agitations on the failures of their respective State governments in past one year.
Telangana PCC chief N Uttam Kumar Reddy, party State working president Bhatti Vikramarka and APCC chief N Raghuveera Reddy, who were in the national capital on Wednesday, called on AICC general secretary Digvijaya Singh first and later party vice president Rahul Gandhi.

“The AICC vice president is keen on reviving the party in the TS. He asked us to formulate an action plan as to how to undertake agitations on issues concerning people in the State,” TPCC chief N Uttam Kumar Reddy said.

Later, while addressing mediapersons in Delhi, APCC chief N Raghuveera Reddy said Rahul would be undertaking padayatra from Obula Devara Cheruvu  to Kondakamarla in Anantapur district on July 24.

He further disclosed that the AICC vice president would interact with farmers, weavers, agricultural labourers and members of women self-help groups during his padayatra to have first hand knowledge of their problems.

Pawan is Ignoramus: Raghuvira Hits Back

In a quick reaction AP Congress  expressed dismay at the ignorance Pawan was displaying day in and day out about the politics of the state. APCC president N Raguvira Reddy said Powan’s reactions suffer from paucity of information.

“Congress Party has been  continuously fighting for Special Status for One year. Right from Madam Sonia ji, and entire state Congress cadre is involved in the fight. It will continue till the special status achieved. Whey was Pawan whey we were collecting one crore signatures to exert pressure on center fof special status. Pavan Kalyan  is making comments against  Congress, may be, due to of lack information.  ,” Dr. N.Raghuveera Reddy said and added that he was ignorant of Congress activities.

Miss-call Response to Pushkara Pilgrims

Andhra Pradesh government has launched “Missed Call to SMS information on Godavari Puskharalu 2015” service  to provide  real-time updates to pilgrims on Godavari Maha Pushkaralu.

Citizens can just give a miss-call to toll free number 8333000020. The call will be disconnected, and the citizen will receive an Interactive Voice Response (IVR) call.

Over the call, the user can get real-time information on Pushkar ghats, temples, hotels, road and rail network and other emergency details. Later, an SMS will be sent  to the individual based on the information sought during the IVR call.

In addition, 25 Pushkar Information centers are positioned at strategic locations in the vicinity of ghats. These centers are equipped with an automated Kiosk machine and free internet facility to seek information on the availability of banks, ATMs, hotels, Pushkar Ghats, emergency contacts etc. The automated kiosk also helps citizens to navigate to a specific place.

Pawan Tweets venom on Congress

Hiding in safe haven Twitter, Janasena president and actor  Pawan Kalyan this time  flung stones on Congress. He chastised Congress that it was not concentrating on launching a  fight against BJP for bestowing special state category status on Andhra Pradesh. Attacking sarcastically, Pawan grilled Congress , a party that lost power and  bit dust in the 2014 elections every where, to derive satisfaction after he got a dressing down from TDP, TRS, CPI etc. for his inability to wage “real fight” for these rights.

He was yet to answer many questions from these parties. While appreciating his concern at denial of special status to Andhra Pradesh by Modi government, CPI AP secretary Ramakrishna asked him to join them and make street the battle ground not the Twitter to fight for the legitimate rights of Andhra Pradesh.

Everybody thought after the his press conference a week back, Pawan would declare war against the NDA regime led by PM Narendra Modi and march  his army of fans to the streets to stage dharnas before central government offices and lead them to Delhi for a rally near Jantar Mantar. But, he beat a hasty retreat to  Twitter, where attacking and flinging stones at other is risk-free.

In stead of introspecting at his own  failure to take on  Modi’s regime and belated reaction on the NDAs  denial of special status, Pawan is resorting to blaming others. Pawan thinks he is too wise a politician in Telugu lands and wants derive two-way advantage as a champion of special status to Andhra Pradesh and basking in the bonhomie with powers that be by refraining to question  PM  Modi and CM Chandrababu Naidu  on the same question.

This is unpolitical and self-defeating politics.

Pawan thinks Congress was doing overkill in the case of Lalit Modi and expects same fervor on the issue of special to Andhra Pradesh of five crore people as well.

At the same time, to blunt the possible attack from the Congress, he diplomatically  sprinkled praises  also on the party, in which his brother Chiranjeevi is a prominent member.

Locate Second Capital in R’seema: TG

Vocal Rayalaseema leader and former minister, TG Venkatesh again raised his voice, albeit after a long silence. Venkatesh, who represented Kurnool Assembly constituency in previous Assembly, today asked TDP government to locate second capital of Andhra Pradesh in Rayalaseema or else face agitation. Talking to media in Tirupati , he said  Andhra Pradesh should take cue from Jammu& Kashmir, Maharashtra and Karnataka, to develop a second capital-model.

Venkatesh used to demand trifurcation of erstwhile Andhra Pradesh, if division was inevitable, into Telangana, Rayalaseema and Andhra. He was of the opinion that Rayalaseema and Andhra were like square peg and round hole.

After the division, he joined TDP and discarded his theory of three states and Kurnool as the capital. Now, scaling down from Capital in Rayalaseema, he is settling down for second capital.

“If second capital is not located in the region, agitation is the only option for people of Rayalaseema” he cautioned the state government.

Similarly, he said, Tirupati should be developed on the lines of Vatican. The temple town should be free from meat and liquor, he added.

YSRCP Demands Arrest of TDP MLA

YSR Congress took objection to  Chief Minister N Chandrababu Naidu’s attempt to  strike a compromise   deal between the victim woman-MRO and the MLA, who attacked her instead of allowing the case to reach its logical conclusion.  Party MLA R K Roja and former minister K Parthasarathi demanded that the MLA be arrested first.

“We demand that the concerned MLA (Chintamaneni Prabhakar) should be arrested immediately iquiry expedited..  The Chief Minister’s calling  the perpetrator of the crime and the victim to his residence and working out a compromise sends a wrong signal. This is a blot on the women empowerment of which TDP talks tall,” they told media in separate press conferences.

Showing the videos of the Chandrababu Naidu giving assurance to the women during electioneering about their safety, the YSRCP has questioned his veracity in trying to sweep the issue under the carpet as the MRO Vanajakshi seems to be under pressure from the high office after the meeting

“Incidents such as how Boyapati Sudha Rani was humbled when she raised her voice against the land acquisition, the transfer of Intelligence DG Anuradha after the cash for vote scam broke out, the rude manner in which police behaved with the fledgling MLA Akhila Priya and now the attack on a woman MRO who has magisterial powers indicative of the attitude of ruling party towards women,” they said.

While the case was dragged to the compromise table, the YSRC P MLA Bhuma Nagi Reddy was arrested on the spot and false cases were foisted on him. The state had been using the SC, ST case to its advantage and to harass the political adversaries, they said.

“What Chief Minster has done is sending wrong signals and this is not a good practice in a parliamentary democracy. It is obvious that pressure was mounted on the concerned official instead of taking action against the MLA Ch Prabhakar,” they said and demanded immediate action against the erring MLA.

AP Desperate to have Phone Tapping Software

Caught unawares in the cash-for-vote scam and alleged phone tapping by Telangana state, Andhra Pradesh police is desperate to out beat it in gathering intelligence. So, poor was the intelligence preparedness of Andhra Pradesh  that their inability to keep tabs on activities of MLAs led to the shunting out of Intelligence boss Anuradha  last week. Now they realized that they also need advanced technology to snoop around the suspects, politicians, officials, criminals etc.  They wanted to acquire cellular interception technology from an Italian company at a cost of $1 million last month.

According to WikiLeaks, which released a million mails from Hacking Team, an Italian spyware company, that supplies the intercepting software and hardware to various police wings in India, was contacted by AP for the technology. Company’s contact list includes Special Intelligence Branch, Andhra Pradesh  Police; Intelligence Branches of Karnataka, Gujarat; special branch and economic offenses wing of Delhi Police, anti-terrorism squad of Mumbai Police, and Cabinet Secretariat of Government of India. Even the RAW, the external spy agency of India, is in touch with the Hacking Team to acquire some surveillance software.

Make street Battle Ground, not Twitter: CPI to Pawan

Battered Pawan Kalyan received support from unexpected quarters-Communist of India, Andhra Pradesh unit. But, the support was not unconditional.

Party secretary and former MLA K Ramakrishna said there was nothing wrong in Pawan criticizing TDP MPs for their failure in getting the special category state status to successor state of Andhra Pradesh. He, however, put a rider that Pawan Kalyan was partially correct. Before taking on TDP MPs for their ineffective role in Delhi, Pawan should not take light the dereliction on the part of union urban development minister M Venkaiah Naidu and finance minister Arun Jaitely.

Talking telugu360.com from Vijayawada, Ramakrishan said Pawan was correct when he talked of businessmen-MPs and their activities in Delhi. “It is unfortunate that Pawan Kalyan is being attacked by TDP MPs when the movie star gave a call to MPs to work towards getting special status to Andhra Pradesh,” the CPI secretary said adding that they had better step down when they were not able to influence the NDA government in bestowing special status on Andhra Pradesh.

“We are with Pawan Kalyan as long as he raises people’s issues. But, he should not spare anyone in criticizing role of state and central leaders for forsaking real issues. Pawan should not forget that he also played key role in getting the NDA elected at centre. You met Modi. You  interacted with Venkaiah Naidu. So, while talking about failure of Chittoor Naidu, you should not spare Nellore Naidu,” he said.

Recalling  what he called lofty talk of both Naidu’s at the time of debate on the AP Reorganization Bill, Ramakrishna said Venkaiah demanded compensatory special category status to Andhra Pradesh for ten years in Upper House while Chittoor Naidu, going further, demanded 15 year-long special status in Hyderabad.

The CPI leader also reminded Pawan  about his role in closely coordinating with Modi for BJPs’ victory.

“We welcome Pawan’s comments and condemn the attacks by TDP MPs. In the same breath we call upon him not to confine his fight to twitter or facebook. Join us for a joint fight in the streets if you are really serious about getting special category status to Andrha Pradesh or any other benefit assured in the bifurcation Act. Lest, people will doubt his commitment to the cause of Andhra Pradesh,” Ramakrishna said.

Integrated 24 hr. Helpline for Women in AP

Andhra Pradesh is coming up with novel ‘in-time help’ to women in distress, especially during incidents of rape, domestic violence and molestation. State is integrating all helplines to press rescue mechanism into service without any delay.

Under the new mechanism, services such as 181 service (a service which comes to the rescue of women in need), 100 (police) and 108 (ambulance) will be integrated.

According Poonam Malakondaiah, principal secretary (health & family welfare), all the concerned agencies  normally involved in meeting emergencies such as police, health & family welfare, legal department will be brought under a single roof so that the victim do not have to run from one department to other.

“Once a call is made to181, 100 or 108 services, entire machinery will swing into action. Rescue personnel will reach to the place of the incident and get in touch with the victim. They will even send a copy of the complaint to the police station under whose jurisdiction the incident has occurred,” she said in a brief interaction with scribes here on Wednesday.

Besides this, the victims would be provided counselling and other assistance. A round-the-clock helpline service will be set up in every district of the State with Vijayawada as its coordinating centre.

“Every centre will have five counsellors for various areas such as legal, health, social, police personnel and an NGO worker, she added.

According the principal secretary, Tata Institute of Social Sciences (TISS) has come forward to provide trained counsellors for the centres.

“I am sure, this effort will go a long in instilling confidence among the womenfolk that they are safe,” she said

Japan Bowled over by AP’s ‘Buddhist’ Past

Chief Minister N Chandrababu Naidu played Andhra’s Buddhist past well to move closer to the hearts of Japan.

Government sources told Telugu360.com that Amaravathi’s Buddhist connection could be one of the important reasons for many Japanese Ministries and Companies  evincing keen interest in the development of capital.

During his stay in Tokyo, Naidu reportedly successfully impressed upon Japanese companies to take part in the construction of AP’s new capital city Amaravati which was once flourishing Buddhist pilgrim centre.  “All the interaction revolved around Amaravathi, a name Japs spell fluently,” an official in the CM’s delegation said.

Japanese Minister of Land, Infrastructure, Transport and Tourism (MLIT) Akihiro Ohta openly admitted to Naidu that Andhra was dearer to Japan on two grounds.  “Since on the Eastern side India, you are logistically close to Japan. And, since you have Buddhist heritage, AP is very attractive to us.”

He further told the Chief Minister that MLIT is keen to extend cooperation in developing roads & buildings and infrastructure in Amaravathi.
Naidu and his team got concrete assurance from Yoichi Miyazawa of Ministry of Economy, Trade and Industry of Japan (METI) on equity participation in AP’s new capital development and management. He informed Naidu that several Japanese companies are ready to be partners in AP’s capital construction.

Chief Minister emphasized on creating a task force to institutionalize the talks on cooperation between Japan and Andhra Pradesh.

Andhra University No. 2 in India

Andhra University (AU) has been ranked 2 among State Universities and eight amongst all universities in India by India Today Group-Nielsen Survey.

The 86 year-old Andhra University has also bagged the eighth spot amongst all universities in India including State, Central and Deemed Universities.

Founded in 1926, when Andhra was in Madras presidency, the university had Sir CR Reddy as its founder Vice-chancellor. Dr Sarvepalli Radhakrishnan  succeeded him.

The India Today-Nielsen rankings methodology assigns 50% weightage to factual data, while the remaining 50% weightage is assigned to perceptual data.

Thus, even though AU was only second to Delhi University, the table-topper, in terms of factual data, it claimed the 8th spot due to a lower perceptual score. The strong performance in terms of factual data highlights the University’s quality in terms of faculty, academic inputs and research publications. However, plans are underway to improve AU’s perception.

Now, a project to “Reposition Andhra University (AU) among top 50 in the World” has been conceived and instituted by the Andhra Pradesh Economic Development Board, in partnership with the Higher Education Department.

Rs 1000 cr Coal Scam in Andhra Pradesh

“A ‘Coalgate” surfaced in Andhra Pradesh in which Andhra Pradesh government has imported huge quantity of coal from unknown countries at the higher rates fixed in 2013 when prices were on higher side. Even though the coal prices have fallen from $ 70 to $ 50 because of lack of demand globally. TDP government continued coal imports at the old rates causing huge loss to exchequer. In the process, about Rs 1000 crore have been pocketed by the Big Boss and Small Boss of Telugu Desam party.”

This is the charge leveled by Andhra Pradesh PCC president N Raghuvira Reddy on Sunday. According to Reddy, the coal was imported through two companies- Adani Group and Maheswari. Adani Groups is most favored company of Prime Minister Narendra Modi, he said.

Revealing the details of Coal Scam to media, Raghuvira Reddy said in 2013, to meet the demand of VTPS, KTPS and Rayalaseema Thermal plant, the then Congress government imported 12 lakh MTs of coal. As per the norms, the government can import 20 per cent more coal over and above the quantity specified in the contract. But, the TDP government continued the same old suppliers and old rates by renewing their contracts five times unmindful of the fall in the prices. Reddy, said the state government procured 20.25 lakh MTs that is 200 per cent more coal than that of specified in the contract. Even though the charges for the transportation of the coal to the sites of power plants was also included in the contract, TDP government had paid transport charges to tune of Rs 100 crore to these companies , he said

Raghuvira Reddy’s charges against the TDP government are:

  1. State government paid $72 per ton when the prevailing price is just $ 50
  2. Instead of inviting fresh bids for the supply of coal in changed global prices, TDP government renewed the old contracts with old rates which were signed when the prices were on higher side.
  3. Contracts were renewed because Adanis are involved in the supply of coal. The groups is owned by a businessman close to Prime Minister Narendra Modi.
  4. The principal beneficiaries of ‘Andhra Coalgate’ are chief minister Chandrababu Naidu and his party.
  5. Tender norms have been modified to suit Adani Group.
  6. This is all happened under the nose of chief minister Naidu, who is also the power minister.

The APCC president said government should place all the records related to the procurement of coal from abroad before a meeting of all parties. He said his party would launch a movement against the brazen corruption of TDP government in the state.

Foundation Stone for Amaravathi on Oct.22

Foundation stone will be laid for the construction of new capital of Andhra Pradesh “Amaravathi” on October 22, 2015. The new capital is coming up in Guntur district on the banks of River Krishna. Similarly, works for Polavaram project also will commence from the same day. Andhra Pradesh cabinet has finalized these dates today. State government will invite Prime Minister Narendra Modi as the chief guest for the ceremonies. Similarly, the cabinet deiced to institute vigilance inquiry into the large scale misappropriation of funds in the housing program for the poor during Congress regime spanning  between 2004-2014. According to labor minister K Acchannaidu, who briefed media about the cabinet decisions, about Rs 5,500 cr have been misappropriated in the housing program meant for the poor during the Congress regime. “The then government had claimed to have constructed 41 lakh houses. In a study done by the cabinet committee, it was found that about 15 lakh houses are non-existent. But, the bills have been cleared by the government. There are instances where same person had been allotted five to six houses. We have decided to institute vigilance inquiry. The government doesn’t hesitate to recover money swallowed by the people responsible for the loss to the exchequer under revenue recovery act,” Naidu said. From now onward, the government will have a uniform e-mail policy. “Government will create a new email address  and all government functionaries from top CM to down to the village assistant, have to communicate through this mail id only,” he added.
