Protesting for AP SCS is better than recapping bifurcation

Chandrababu Naidu frequently advises officials and people to give up conventional thinking and adopt contemporary thought process. However, when it comes to his way of operating, the TDP supremo on any occasion will keep recapping the state reorganization and the bigoted treatment meted out. The citizens of the state are done with the past and for a better future voted Naidu to power. But Chandrababu instead of instilling faith about prosperous future hums the same tune of reorganization and the associate trauma.

Congress which did not even get deposit in 2014 elections is not as hopeful for 2019 elections either. Almost three years into bifurcation, finally some energy is seen in the APCC cadre after Rahul Gandhi’s public address on Sunday. People will neither forget the ordeal of bifurcation nor will they overlook special category status which Naidu had to forgo. The leaders and people should think of what is needed right now and take decisions accordingly instead of recollecting things of past.

Rahul said he will now fight for the special status at national level which has become a sentiment, even though UPA’s state bifurcation was done in an unjust way. The chances of coming to power in 2019 are bleak for congress, nonetheless they are giving it a shot. Jana Sena chief Pawan Kalyan extended support for the cause which is way better than opposing them. On the contrary Chandrababu not only criticized Rahul but also spoke unfavourably about the supporters allegedly terming them as anti AP.

When the state was divided, BJP also backed the bill and in 2009 even Chandrababu supported the idea of Telangana. BJP believed in one-vote two states. TDP which believes in alliance Dharma went ahead and shared the stage with BJP which could have opposed the bill in 2014. But after coming to power both at center and state, everyone is aware what the two allies did to the state. Chandrababu is cognizant that the center is meting out step-motherly treatment but he is unable to raise voice against Modi.

If TDP tries to mount pressure on BJP-led NDA for SCS, almost all party leaders from AP will extend support. But due to various reasons TDP cannot do so. Chandrababu should better let the other parties question instead of commenting on their past deeds. It may be recalled that KCR in his first every meeting Simha Garjana called Jharkhand Mukti Morcha leader Shibu Soren, to address the rally, because he was aware that he needs support of parties at national level. Likewise, Congress realized that it needs support of other parties, specifically because Modi government indirectly alleged that other states will also demand for SCS as one of the reasons for backtracking. Also, another reason being, most of the prominent APCC leaders joined BJP or TDP or YCP.

The display of black flags and slogans against Rahul Gandhi led by MLC B Venkanna and workers was visibly a political stint and not approved by the people. TDP failed to question BJP for backpedaling on elections promise, but are now raising flags against Congress Vice President. Chandrababu wants people to forget about SCS calls it closed chapter, but wants to remind people of bifurcation because it has to remain open till TDP is in power, which according to him is forever.

Rahul Gandhi assures AP SCS if voted to power in 2019

AICC Vice President Rahul Gandhi speaking at the Pratyeka Hoda Barosa Sabha in Guntur on Sunday critiqued the Prime Minister Narendra Modi for going back on Special category status (SCS) promise given in Tirupati. “Modi failed to fulfil the assurance given in the holy place of God? How can such a person preserve Hindu Dharma?”

Gandhi said that SCS which is needed for integral development of AP, was not given by Man Mohan Singh but by the then Prime Minister of India. He asserted that SCS is not a gift but the right of the citizens of the state. The Member of Parliament from Amethi aforesaid that leaders of other states like Akhilesh Yadav and Sharad Yadav have come in support for SCS, but the local leaders failed to join the protest. He alleged that both the Chief Minister N Chandrababu Naidu and Opposition Leader Y S Jagan Mohan Reddy are afraid of Modi.

Gandhi said that the center would give 90 percent funding to the SCS states. He affirmed that priority will be given to AP and vowed that when Congress comes to power in 2019 elections and the first file to ink is AP SCS.

Bihar MP Sharad Yadav and Gandhi critiqued the Modi’s government failed to fulfil its commitments of providing 2 crore jobs.

Speaking on the occasion CPI national leader Suravaram Sudhakar Reddy said that the Chief Minister should take all party to the center and demand for special status. Reddy said that SCS is not a closed chapter but will remain open until it is granted

Former Chief Minister of Uttar Pradesh Akhilesh Yadav in his first visit to the state, said that not only special package but also special status should be given. He further said looking at the enthusiasm of people, he wants to leave UP and come to Andhra Pradesh. He asked AP to utilise the Presidential elections to mount pressure on the center

APCC chief Raghuveera Reddy said that they will continue the movement until AP is bestowed with SCS.

Pawan Kalyan extends support to Congress rally

Jana Sena Chief Pawan Kalyan extended his support to Andhra Pradesh Congress Committee’s (APCC) rally today at Guntur demanding Special Category status (SCS). The actor-turned politician however said that due to short notice he will not be able to make it to the venue and share the stage with Rahul Gandhi and other prominent leaders.

Kalyan after about a month of absence, returned to twitter accept the invite extended by Raghuveera Reddy, who in his open letter invited YSRCP leader Jagan Mohan Reddy and Jana Sena Supremo to participate in the public meeting. Furthermore, the Jana Sena chief asked every political party to join the fight for SCS, indirectly applauding congress for bringing all the leaders under “one common dias”. He conveyed best wishes to Raghuveera Reddy and hoped that the public meeting achieves the intended goal.

It may be noted that APCC is gearing up for Prateyka Hoda Bharosa Sabha demanding the implementation of SCS for the state as per the Andhra Pradesh Reorganisation Act 2014. Congress called for all the parties to unite for protest against NDA to join them at Muslim College at Guntur along with Vice-President Rahul Gandhi.

Rahul, Akhilesh to Attend Public Rally in Guntur on Sunday

Congress vice president Rahul Gandhi, ex-Uttar Pradesh chief minister Akhilesh Yadav and a host of other leaders will attend a public meeting at Guntur on Sunday to “expose” the TDP and the BJP.

National leaders like Rahul Gandhi, Akhilesh Yadav, JDU leader Sharad Yadav, CPI general secretary Suravaram Sudhakar Reddy, secretary D Raja and others from parties like Trinamool Congress will attend the public meeting, said PCC president N Raghuveera Reddy.

“The TDP and the BJP have taken a complete U-turn after promising SCS for not less than ten years. We want to expose that and also build confidence among people that we are with them on the SCS issue,” said Reddy.

Being organised by the AP Congress Committee, the ‘Pratyeka Hoda Bharosa Sabha’ (confidence-building meeting on special category status) is seen as the party’s desperate effort to rise from the ashes in the state, where it was literally buried in the 2014 elections by the electorate, seething over the bifurcation.

It will be Rahul’s second visit to AP since 2014, after his rather ineffective trip to Anantapuramu district in 2015 for a farmers’ rally.

“(AP CM) Chandrababu Naidu surrendered the state’s interests to the Centre only to save himself from the criminal cases against him. Hence, he is cheating the people on SCS by claiming that the special economic package is much better,” alleged PCC secretary and former minister S Sailajanath.

“Leaders of various national parties will pledge support to AP’s cause, at the public meeting in Guntur tomorrow,” Sailajanath added.

CBN critical about APCC rally, says will take a call on Jana Sena alliance in 2019

Andhra Pradesh Chief Minister N Chandrababu Naidu was critical about the public meeting to be conducted by Congress party at Guntur on Sunday and questioned “why is Rahul Gandhi coming? (Is he coming) to see if people of Andhra Pradesh are alive or dead?” He deplored that the congress after causing serious damage by bifurcating the state, is now rubbing salt on wound. AICC Vice-President Rahul Gandhi along with the leaders of the two communist parties, the DMK, the SP will be conducting a public address demanding Special Category status to the state.

Speaking about Pawan Kalyan’s Jana Sena, Chandrababu in an interview with NTV said that as a political party it can contest in elections. He said that their party will review its alliance with Jana Sena at the time of elections in 2019 and it is too early to talk about it. The TDP supremo’s response is similar to Union Minister Venkaiah Naidu who repeatedly said that BJP will observe the situation in 2019 and then take a call about alliance with TDP. Kalyan who supported the NDA partners – BJP and TDP in 2014 is seen distancing himself from both the parties.

With Congress trying to unite parties with Special category status sentiment, the political atmosphere is likely to transform. Jana Sena seems to be inclined towards the left parties. A major section of BJP in the state wants to break the friendship forged with TDP. However, Chandrababu time and again said that TDP will continue in power forever in the state. BJP and Jana Sena are constructing their party, while congress is trying its best to come back after failing to secure one seat in 2014 elections in Andhra Pradesh.

Will Pawan and Jagan share stage with Rahul Gandhi ?

Andhra Pradesh Congress Committee (APCC) is gearing up for Prateyka Hoda Bharosa Sabha demanding the implementation of special category status (SCS) for the state as per the Andhra Pradesh Reorganisation Act 2014. Congress called for all the parties to unite for protest against NDA to join them at Muslim College at Guntur on 4th June along with Vice-President Rahul Gandhi . The Congress which lost popularity among the people post bifurcation is using SCS as an opportunity to reach out to its electoral in the state.

Congress is clearly gearing up aggressively for the 2019 elections and the process is initiated by the Guntur meeting. APCC which is well aware of the political dynamics, gave a call for all parties on one stage. In this backdrop APCC leader Dr Raghuveera Reddy met leaders during his Delhi tour last month and sought assistance from various parties. SP leader Akhilesh Yadav, CPM leader Sitaram Yechury, JDU leader Sharat Yadav, CPI leaders Suravaram Sudhakar Reddy, D.Raja, DMK, NCP and RJD and 14other party leaders are likely to participate in the rally. Raghuveera Reddy in his open letter invited YSRCP leader Jagan Mohan Reddy and Jana Sena leader Pawan Kalyan who earlier staged protests for SCS in their own way. If the political parties in the state are seriously concerned about SCS, they would unite analogous to the parties that united during Telangana Agitation. The response to this meeting will change the political atmosphere in the state.

On Friday, Chairman of NITI Aayog, Arvind Panagariya said that SCS is a closed issue. AP has been granted special package which has more benefits than SCS and said that no state has SCS now. He quoted that after 14th finance commission the entire funds are directly given to state.

Navyandhra Pradesh which was established with deficit budget was promised special category status by Narendra Modi and Chandrababu Naidu for ten years at Tirupati public address in 2014. But NDA government backtracked on the request and gave special package instead of Special category status. Chief Minister Chandrababu also welcomed the announcement of package by the ally BJP. This has become a boon for the Congress, which literally lost its popularity.

SCS has become a sentiment for the people of state. Congress accusing BJP and TDP for cheating the people is conducting programmes like public ballot and public charge sheets. Not only SCS, they are also demanding special packages to backward areas of Uttarandhra and Rayalaseema immediately as per the provisions of reorganisation act.

Rahul Gandhi’s Dynasty Politics Salvo Backfires, TRS Attacks Congress

Rahul Gandhi’s salvo targeting Telangana Chief Minister K Chandrasekhar Rao over dynastic politics has ricocheted back, with TRS leader K T Rama Rao calling it “joke of the millennium”.

“Some so called national leaders of national parties who can’t even win an election in their own backyard, make tall claims elsewhere ????. Indian Notional (sic) Congress leadership talking of family rule has to be the joke of the millennium. Classic comedy ????,” Rao, son of the chief minister, wrote on Twitter.

The Congress vice president was in Sangareddy in Telangana on Thursday where he attacked the chief minister, accusing him of taking care of only his own family.

Without naming Rao’s son K T Rama Rao, a minister in his government, daughter and Lok Sabha member K Kavitha, and nephew Harish Rao, also a minister, Gandhi had asked if students and farmers fought for the creation of Telangana for a “single family”.

“Has the state been created just for four people,” Gandhi said, and alleged that the chief minister was not taking along with him students, youth, women and backward classes.

In New Delhi, apparently apprehensive of the possibility of questions being asked about Gandhi’s remarks against dynastic politics, some Congress leaders at the party’s briefing were overheard talking about the likely posers from the media.

Union Minister Smriti Irani quickly latched on to it and posted on Twitter: “Comedy of errors? Dynasty ke statement par dynasty ke supporter kya bolein iss par gehen calculation” (Serious calculation over how supporters of dynasty should respond to statement on dynasty).”

In a video of the Congress’ press conference put out by Irani, a party leader is heard talking to its spokesperson Abhishek Manu Singhvi about Rahul Gandhi’s comments.

He is also heard on microphone telling Singhvi that nobody from the Gandhi family has been in power since Rajiv Gandhi, apparently a suggestion to counter questions on Gandhi’s dynasty jibe at Rao.

Later, Singhvi mounted a counteroffensive against the BJP, saying the saffron party has been an ally of the Akali Dal and Shiv Sena, which pursue dynastic politics.

“When you talk of errors and a miss, you obviously don’t look at the detail and the BJP will answer this question. All those who ask this question, like BJP and others, like an ostrich in the sand forget to ask the question of Akalis or the Shiv Sena who are their longest allies. Dynasty is forgotten that time,” he said.

Singhvi said in the last 28 years, of which Congress has been in power for 16 years at the Centre, no leader from the Gandhi family has occupied any government office despite winning elections. “So let us put things in perspective. I think this (the question about dynastic politics) has lost its logic,” he said.

“It is an irony that a member of the Gandhi family, which is the biggest example of the dynasty politics in India, is accusing another leader of promoting dynasty,” BJP’s media department head Anil Baluni said.

Dharna Chowk Demonstration witnesses flying chairs and sticks

Opposition parties are locking horns with the colony associations at Indira Park’s vicinity or Dharna Chowk of Telangana. The groups were seen in intense brawl who were not only raising slogans against each other but also were found throwing flags, sticks and chairs. A couple of them were seen injured in the scuttle.

TRS government decided to shift historic Dharna Chowk which played a crucial role in Telangana movement, from Indira Park to outskirts in Nagole. The Opposition parties including various organizations and people are protesting against the government’s decision and are demanding withdrawal of its decision.

However, the residents of the area along with members of Indira Park Morning Walkers’ Association are staging competitive protest opposing the political parties demonstration saying that regular protests are causing traffic problems and inconvenience to the locals. The opposition parties alleged that the sudden demand by colony associations against them is a sponsored by the TRS ruling party to hamper the campaign of the Dharna Chowk Protection Committee.

CP Mahender Reddy said all parties were permitted to stage protests at Dharna chowk. He said that the permission is valid only for today and the protests have to be conducted in peaceful atmosphere. He said action will be taken against those who violate the rules. The CP requested both the sides, the opposition parties and the residents to maintain endurance.

The ‘Chalo Indira Park’ movement on Monday has the support from all the opposition parties BJP, Congress, TDP CPI, CPM, Jana Sena.

Telangana opposition protest shifting of ‘Dharna Chowk’

All opposition parties in Telangana on Friday came together for another round of protest over the shifting of ‘Dharna Chowk’, a popular venue for staging protests in Hyderabad.

Leaders of all opposition parties and mass organisations participated in a silent protest at Telangana Martyrs’ Memorial at Gun Park, organised by Telangana Joint Action Committee (TJAC).

TJAC chairman Kodandaram, a bitter critic of Chief Minister K. Chandrasekhar Rao, led the protest and warned the Telangana Rashtra Samithi (TRS) government that if it failed to withdraw the move, a march to ‘Dharna Chowk’ will be organised on May 15.

Kodandaram, who had played a key role in Telangana movement along with Chandrasekhar Rao, alleged that the government was trying to snatch democratic and constitutional rights of the people.

TJAC leader said that for over a month the opposition parties had been raising their voice over the issue but the government was bent on shifting ‘Dharna Chowk’.

Main opposition Congress, Bharatiya Janata Party (BJP), Telugu Desam Party (TDP), Communist Party of India (CPI) and Communist Party of India-Marxist (CPI-M) declared their support to the proposed march.

State Congress chief Uttam Kumar Reddy said people had hoped that there will be greater freedom and liberty in Telangana state but the government was curbing people’s right to dissent.

The TDP’s Telangana unit President L. Ramna said the party would extend full support to TJAC on the issue.

‘Dharna Chowk’ has been the venue of thousands of protests by political parties, people’s organisations, students’ groups, employees’ unions and others for over two decades.

Chief Minister Chandrasekhar Rao had last month defended the police move to shift ‘Dharna Chowk’ to the city outskirts saying that some parties were deliberately creating problems in the name of protests.

In March, leaders of all opposition parties had come together to meet Governor E.S.L. Narasimhan Rao and submit a memorandum protesting the government’s move.

Battleground Warangal

Battle cries are there to be heard everywhere in the Warangal Lok Sabha constituency. The charges of poll code violations, attacks and counter attacks, accusations and counter accusations, promises of government, alleged backing out on promises- the war of words has intensified in the constituency. Choicest abuses are being bandied around freely.

The political atmosphere has got warmed up with the arrival of senior AICC stalwarts such as Digvijay Singh, Meira Kumar, Sachin Pilot etc have descended on the constituency. Rare spectacle is in the campaign was the presence of former union minister S Jaipal Reddy. Jaipal’s presence show the importance the Congress attached to the win in Warangal. TRS has already deployed half of the cabinet including chief minister son K T Ramarao and nephew T. Harish Rao. Every trick of the trade is being employed by the ruling party to retain the seat at any cost as the loss has the potential to upset the chief minister KCR’s apple cart. On behalf of BJP, union labor minister Bandaru Dattatreya has been touring the constituency along with BJP state president G Kishan Reddy. The only party which is going around silently, talking about the government failures and the need to have decent representation from Warangal in Lok Sabha is the Left which has fielded renowned law professor Gali Vinodkumar. From YSR Congress, the star campaigner , YS Jaganmohan Reddy is going to add to the sound and fury of the campaign, His principal enemy is not TRS in the election, but the TDP. He is likely to criticize TDP first and then Congress later TRS.

Free flow of abuses

TRS, which is encircled by all political parties, sees its principal rival in Congress. The party raised the bogey of non-local status of Sarve Satyarayana, the Congress candidate, to rake up local versus non-local sentiment in the elections. TRS strategy to hit the Congress below the belt has set off a fierce war of words. The opposition party pounced on TRS from all sides to counter the remark and revealed to public how KCR and his family members chose non-local constituencies in every election. Sarve Satyanarayana took the attack to peak using all sorts of epithets for chief minister K. Chandrasekhar Rao such as “Chavata”, “Daddamma”, “Sanyasi”, “Bewakoof” , “Bakkodu”, ” Pittala Dora”. Congress dig his KCR’s past and accused him of indulging in all corrupt practices when he was labor minister at the centre. Sarve said KCR fell on the feet of Prime Minister Modi last week to get himself bailed out of these charges as centre ordered CBI inquiry into the scam.

What so many ministers doing in Warangal?

BJP state president G. Kishanreddy wondered as to what the TRS ministers posted in all assembly segments were doing. ” People are so angry about the TRS government that the more than half a dozen ministers, the chief minister deployed for elections, are not able to go around without security. Ministers are also scared of public unrest.” he said. He is leading the BJP poll campaign in the constituency. He blamed TRS for the plight of the cotton farmers in the district. Dattatreya was a bit harsh while attacking the TRS. Addressing an election meeting in Hanamkonda, Dattatreya said people had started questioning the TRS ministers in every meeting as the party failed in all aspects. ” It clearly show how unhappy the people of Warangal are with TRS government. Having seen the family rule and corrupt governance of KCR, people will teach the party a lesson in the byelection,” he said.

TRS spews fire on Dattatreya

Irrigation minister and one of the poll managers of the TRS T Harish Rao accused opposition leaders, especially of BJP, of trying to mislead farmers with regard to the TRS government’s commitment towards cotton farmers. Apart from participating in the public meeting, he even release a press note to repudiate charges of opposition parties. Harish Rao asserted that the State government was doing better than the Central government as far as cotton purchases were concerned despite lack of support from the Centre. He said central minister Bandaru Dattatreya should get his figures cross checked before criticizing the government.
Harish demanded that the Centre clarify as to why it had failed to honor its promise of increasing minimum support price for cotton. “As per the BJP election assurance, the minimum support price for cotton should have been now at Rs 6,000, but it was only Rs 4,050. Whose fault is this ?,” he asked. He dared Dattatreya to influence the CCI to purchase the cotton from farmer. He dubbed the union labor ministers as cheat.
Blaming the Cotton Corporation of India(CCI) for failing to purchase cotton from farmers, Harish said CCI Chairman D Mishra had ignored the State government’s invitation to attend a meeting to discuss the plight of the cotton farmers. Cotton is a sensitive subject as many of the farmers in the district eke out their livelihood by cotton cultivation. But, due to present glut in the cotton market farmers are committing suicides in big number.

Mission Five Lakh Votes

The Congress candidate Sarve Satyanarayana has set an ambitious target to win the election with a five lakh vote margin. And he is confident of achieving it. He said he was contesting the poll with a pledge to serve the people of Warangal till he breathes his last. When in Parliament, he said, he spoke on behalf of ten districts of Telangana. The voters of the constituency know it pretty well. With this confidence he set the target of getting five lakh vote majority in the bypoll. He set the same target for the 2014 elections when we was the Congress nominee in Malkajgiri Lok Sabha constituency. Unfortunately, he missed the target.

YS Jagan to campaign in Warangal

YSR Congress president YS Jaganmohan Reddy is set off on whirlwind tour in Warangal constituency to campaign for its candidate Nalla Suryaprakash Rao from November 16-19. He will begin his campaign from Torruru from Monday. He will address in public meetings, car rallies and road shows in the four-day hectic tour. On November 17, he will address a public meeting in Parakala and later visit villages around Parakala. He is scheduled to address public meeting in Hanmakonda and Station Ghanapur as well. On the first day i.e. on November 16, he will travel about 101 km addressing meetings in Palakurthi, Jafargad, Vardhannapet , Rayaparti and Hanmakonda. On the second day, Nov 17, he travels through Atmakur, Saympet, Regonda, Bhupalpalli, Parakala covering 140 km. On the third he is scheduled to visit Tiigaraju palli, Sangem, Geesukonda, Warangal and Hanamkonda, where a public meeting is planned, covering 76 km. On the final day he will travel 62 km covering Dharmasagar, Station Ghanpur and Raghuntha palli.

No sentiment around to save TRS

TRS MP from Chevella Konda Visweswar Reddy said the spirit of the T-movement was amiss among the party cadre and the people now. A big win in Warangal appears to be an uphill task, he felt. ” As the T-sentiment is on the wane, unless the party works to mobilize more voters to polling centres winning with huge majority is difficult for the party,” he said in Jangoan. Party should concentrate on huge polling in the byelection, he opined

BJP, which has fielded its candidate with support of Telugu Desam party, is campaigning that its candidate Dr Devaiah was sure to become a union minister if he won the election. BJP is not visible in the constituency on its own. TDP is its strength. First the party hoped that TDP president Chandrababu Naidu would address a couple of meetings in constituency. Now, as Naidu reluctant to campaign in a ‘byelection’ as the national leader, BJP started telling the people that Warangal would have a central minister if Devaiah was given mandate.

“Let’s give Warangal to Sonia as T-gift”

Former union minister Sarve Satyanarayana assured the  party leadership that he would give the  Warangal Lok Sabha seat to party president as gift from Telangana if  he was given the ticket for the byelection.

He gave this assurance in  a meeting party  state in-charge general secretary Digvijay Singh held with Congress  leaders on the  poll-strategy for the Warangal Lok Sabha byelection on Thursday.

The industrialist -leader and  son of G Venkataswamy turned down the offer of party ticket for Warantal. Now the two leaders, Sarve Satyanarayan and from local MP Sircilla Rajaiah, are lobbying for the party nomination. Many  senior leaders went to Vivek’s house and tried to convince him to contest the election as the Congress candidate. Vivek, who is maintaining cordial relations with chief minister KCR, is not prepared to take on the ruling party. Party sources said he had shown disinterest in the election.

In the meeting, talking about his winning chances, Sarve said, ” I am ready  for the contest. If party feels  there is somebody who is better than me, I am ready to accept. But, don’t experiment with new ideas.”

He said the seat should be given to Madigas alone and fielding Mala candidate was a clear  loss of the seat.  ” Vivek left Congress to join TRS and he will not hesitate to go to TRS again. He is not the right candidate,” Sarve said. Both Sarve and Rajaiah are Madigas. As the seat was held by  a Madiga (Sircilla Rajaiah), Sarve and Rajaiah want the practice go on.

The AICC is expected to announce the name of the candidate in a day or two after Digvijay Singh submitted his report to party president on Friday.

Meanwhile, on the second day of nominations on Thursday, a nomination was filed by B Sammaiah , a Congress leader, even though the party is yet to announce the candidate. Sixty nine year-old Sammaiah, who is a madiga by community, filed three sets of papers. He was elected MLA from Parkal assembly constituency in 1978 and 1983 on Congress ticket and was a  minister for some time. Prof Gali Vinod Kumar is expected to file nomination on November 2 on as the candidate of all Left parties. The last day for filing nominations is November 4. The scrutiny will be done on November 5, and the last day of withdrawal of nominations is November 7. The elections will be held on November 21 and the counting will take place on November 24.

Congress demands financial emergency in TS

Telangana Congress on Thursday demanded declaration of financial emergency in the state and sought immediate release of a white paper on state finances. Following chief minister K.Chandrasekhar Rao clarification that the state had no money for the one-time waiver of the farmers’ loans, Congress chief spokesperson Dr Shravan Dasoju said the state was on the verge of bankruptcy because of severe financial indiscipline in the TRS government.

In a press release, Dr Dasoju said the separate Telangana state had fallen victim of TRS government’s efforts to create an illusion in the eyes of public and investors that Telangana was surplus state and rich state. ” The government has inflated all budgetary figures to show that the small state of Telangana has larger than life size budget because of so called efficiency of TRS. The CM had misled the Assembly and the people. The Chief minister silently attempted to cover up this illusion by levying all taxes and resorting revenue generation methods, including introduction of cheap liquor. But, vigilant Telangana people have successfully thwarted these attempts. Now when Congress demanded one-time settlement of loans, the chief minister on one side and his son KTR on the other demand equal treatment for Telangana on a par with Bihar and special packages,” Dr Dasoju said asking why did the government send reports to the centre mentioning Telangana as a surplus state.

According to Dr Dasoju, the mask of the TRS government was torn apart. “To prevent the unrest errupt from the people, in the past 15 months chief ministers used every trick in the book. The CM wanted to divert the people‘s attention from the reality to the so called Telangana glory to survive. The government had spent Rs 600 crore on the Godavari Pushkaralu to create a wave of hype so that people could be bogged down by the glory . Later, the government allotted about Rs 182 crore on Sammakka Sarakka festival to invoke glory mantra again. Now KCR government is planning to spend huge amount to make people forget the real situation in the glory of T-culture in the name of Bathukamma festival. The farmers’ continued suicides are the result of government’s refusal to make one time settlement of the loan permanently,” he said.

Whenever Congress questioned the failure of the government, KCR would try to pass the buck to united Andhra Pradesh government, he accused. Stating that today’s adjournment of Assembly till Monday was a ploy to avoiding facing Congress party’s inconvenient questions, the Congress leader alleged.
” Normally, Assembly is adjourned for ten minutes to one hour only to strike rapprochement between the treasury and opposition benches. This type of declaring holiday, when the life of thousands of farmers is hanging in balance, is unheard of,” he said.

The Congress, he said , accorded statehood to Telangana at an enormous cost , not to see the state in tatters. ” Telangana is a mess now. Farmers suicides are all around. Government is not able to extend any help. Daily a dozen farmers are killing themselves cheated by their own government. Financial in discipline ruling roost. On one side there are no funds to help people , on the other, CM spends huge money on luxurious foreign trips, splurging in the name Telangana culture and invites tenders worth Rs 40,000 crore for water grid project,” he said demanding a white paper on the status state finances.

Government, instead of demanding special packages, should first place the facts and figures before the public and gain their confidence. He also said government should take all the parties into confidence to evolve a consensual approach to face the suicides, crisis in agriculture and paucity of funds.

Nadendla Manohar to join YSRC soon ?

Former speaker Nadendla Manohar is all set to join YSR Congress soon. A prominent Congress leader from Guntur district, after defeat in 2014 elections, he became inactive in politics. He has not been seen in any of the activities of the Congress party. Manohar represented Tenali constituency twice. He got elected to Assembly in 2004 and 2009. In 2009, he was appointed deputy speaker and later when speaker Kirankumar Reddy anointed chief minster he was elevated as speaker.

Manohar got wide appreciation for the way he conducted the united Andhra Pradesh assembly with aplomb. During Telangana movement, though Kiran revolted against the pro-Telangana line taken by Congress high command, Manohar remained loyal to Congress leadership. In 2014 election, however, he fell to the anti-Congress tsunami created by party’s decision to divide the state. During the last 15 months he has been keeping himself aloof from public. Now, YSRC circles are abuzz with the talk that Manohar is joining their party.

Normally one expects Manohar to join TDP because of Kamma caste connection. But, Nadendla Bhaskar Rao, father of Manohar, became persona-non-grata in TDP following his failed coup against NTR in 1984. Though a decent politician, Manohar might have thought, TDP would not be receptive to him. This correspondent’s attempts to reach out to Manohar, to get his comments on the speculation, failed. Manohar’s proximity to D Srinivas, who left Congress to join TRS some time back, is well-known. He might have got feed back from DS about the uncertain future of Congress in Telugu states. Manohar is a voracious reader of books. Wherever he is, he is certain to prove that he is a politician with a difference.

Late in the night, however, Manohar responded to the calls with a text message, “Nooooo”. No further elaboration was available. But YSR Congress sources stuck to their guns.

Sonia’s term as AICC president extended

Today, amid speculation that Congress president Sonia Gandhi would step down and Rahul Gandhi would be anointed as AICC president, Congress Working Committee extended her term by one year. The Congress is in celebratory mood over its success in the rolling back of the controversial Land Acquisiton bill by Modi’s NDA government.The following is the text of her speech in CWC meeting held at 10, Jan Path, New Delhi.

Colleagues and Friends,

I welcome you to this meeting of the Congress Working Committee. We last convened barely two weeks after the Modi Government had first promulgated its draconian Land Ordinance. For reasons best known to it, the Modi-Government chose to disregard the will of Parliament and displayed an inexplicable hurry to snatch lands from our farmers.

Thanks to our Party’s sustained campaign, the government has been compelled to withdraw its anti-farmer amendments. The credit for this goes to every worker of the Congress Party, who under Rahul’s active guidance, carried out a sustained agitation. I should make a mention of all like- minded political parties and all members of civil society who joined hands with us in this fight. It goes without saying that lakhs of farmers across the country tirelessly demonstrated and agitated against this Ordinance. Even today they are under great distress because of excess rain or drought conditions, yet no adequate relief has reached them thanks to the Modi-government’s insensitivity to their plight.

Similar campaigns will now need to be mounted against the assault on tribal welfare,onwomen and child welfare, on labour laws, on laws that protect the environment and forests, on RTI and on our flagship initiatives MGNREGA which are being systematically undermined.

The U-turn on the Land Ordinance is evidence that the government is out of touch with ground realities. It has become painfully clear that most of the pledges made by the Prime Minister during his election campaign were nothing more thanhawa baazi. The Modi Government has failed abysmally to match words with deeds, to match media events with actual accomplishments, to match headlines with substance. The economy is on a downward slide while prices continue on their unrelenting rise. As for promises such as the creation of jobs or slogans such as Make in India, the less said about them the better. The autonomy and integrity of vital institutionswhich have stood the country in good stead are being systematically eroded. Writers and progressive thinkers are being physically eliminated. The media is being threatened with notices and other repressive measures. History is sought to be rewritten with special targetting of Jawaharlal Nehru, the architect of modern India and builder of democratic institutions.

This should hardly come as a surprise to us. The country last week was given clear evidence of what has been obvious for a long time—that the Modi government is controlled and directed by the RSS, whose agenda is well known to all of us. The security situation in our neighbourhood has deteriorated considerably. Our jawans and civilians are being increasingly targeted. Instead of a coherent policy on Pakistan , this government can’t seem to make up its mind on what it should do. From aggressively mocking Dr. Manmohan Singh and his policy during the election campaign, the Prime Minister has been reduced to unedifying flip-flops casting doubts on what he really stands for.

The Congress party has always been and will be accountable to party workers and to the people of India. And today we have gathered to deliberate on another important agenda. Our priority must be to strengthen our existing support base and actively reach out and win the confidence of new constituents.

To successfully implement these initiatives we will need to bolster organisational institutions right from the grassroots level. The party unit which is closest to the people, the Block Committees and Booth Committees, must be sufficiently empowered. As we are embarking on registering new members, we have to ensure that our internal processes and systems are sufficiently robust to recognize, reward and nurture talent. A transparent mechanism to recognize and reward hard working and performing workers should be institutionalized. As a party we have always championed the rights of the marginalized sections of society such as women, adivasis, dalits, minorities and OBCs. It is onlythrough affirmative action that we will guarantee greater say in the working of our party to these sections of society.

The proposed amendments to our Constitution, which have been circulated to you, were first presented to this committee on 13th January 2015. They were a result of extensive deliberations guided by the Vice President. I believe these proposals reflect the opinion of a large number of party workers and are built upon our continued commitment to inclusion and empowerment. These amendments will require some time to be implemented, but once done they shall go a long way in making our party institutions truly responsive and equip it to face the challenges that lie ahead.

High-spirited Cong finalizing ‘Warangal Strategy’

Enthused by aggressive movements of Telangana Congress , AICC high command is deputing AICC general secretary, in charge of Telugu States, Digvijya Singh to Hyderabad on August 31 to discuss the party strategy for Warangal polls with the state leaders.

With TDP caught up in cash-for-vote scam, and BJP with limited presence in the state, the field is left open for Congress. This is even attracting the leaders who once left the party. Turpu Jayaprakash Reddy, former MLA from Sangareddy former and staunch critic of chief minister K Chadrasekhar Rao is all set to join Congress in the presence of Digvijay Singh.

Digvijay is coming to formulate election strategy for Warangal bypolls, party sources said. The Congress, which is in a jolly combative mood, wants to make the home-coming of Jayaprakash Reddy aka Jagga Reddy a spectacular event to demonstrate to the world that Congress has not lost its sheen.

Jagga Reddy got elected to Assembly on Congress ticket in 2009. But, before 2014 elections, he joined BJP and lost the election. Now he sees no future for BJP in Telagnana. Digvijay, in a glittering ceremony in Gandhi Bhavan, would invite Jagga Reddy into the party fold. The AICC points man is also expected to visit Warangal and would discuss the Rahul Gandhi’s tour to Osmania university.

Congr fixes dates to file cases vs Modi, Naidu and Venkaiah

Andhra Pradesh Congress announced the dates for the filing of cheating cases against Prime Minister Modi, chief minister Chandrababu Naidu and union urban development minister M Venkaiah Naidu. PCC President N Raghuvira Reddy said on September 7, 8 and 9 the cases would be booked in all 1200 police station across the Andhra Pradesh.

He says chief minister Naidu not only failed miserably in bargaining for the special category status to the Andhra Pradesh which was the commitment of union government.

“For union government the party in power is immaterial. Party can come and go. But the administration continues forever. For this we have a permanent bureaucracy. The UPA cabinet approved the special category status on March 2, 2014 itself. The proposal was even sent to planning commission. When the planning Commission was studying the issue, NDA government had scrapped it. Now Arun Jaitley says the matter had not had planning commission clearance. If Modi feels he can announce the special category status in minutes,” Rahuvira said.

According to Raghuvira, Naidu is feeling shy of raising the UPA cabinet decision to buttress his defense for special status because the credit goes to Congress government.

“The whole issue is nothing but blatant cheating of people by state and central governments. It’s sheer political bankrutcy on the part of TDP and BJP leadership. We want to drag them to the court on behalf of people of Andhra Pradesh,” the PCC president said in Madakasira, Anantapur district.

Q. Do you have enough strength to take on mighty TRS, which is a ruling party, in Warangal LS by-election.
Bhatti : Congress has strongest base in Telangana. Losing election in2014 doesn’t mean end of the road. People believe that it was Congress which was responsible for Telangana state. While Congress was busy with impressing upon the high command, KCR used the mass movement for Telangana to produce a false impression that he was the leader of the movement. If you remember well, after 2012, he gave up the movement and asked people,” give 100 MLAs and 15 MPs, I will get Telangana.” Around this time, we were busy in convincing Party president Sonia and finally succeeded. He was in election campaign, while we worked behind the screens for the statehood. So, people saw KCR and his manipulative politics. Congress lagged behind.We are a force in Telangana. Warangal by-election will prove this.

Q. What do you want to tell people in Warangal, in the face KCR’s massive governmental programs?
Bhatti: We want to expose KCR establishment as an anti-people, corrupt and family rule in Telangana. The election was thurst on people because of his corruption and dictatorial attitude as well as his arrogance. What is the reason for the election? Earlier deputy chief minister T Rajaiah was removed on the pretext that he was corrupt. If Rajaiah was corrupt, where was the action against him? Why didn’t you book a case against him under prevention of corruption act? If CM was so serious about eradicating corruption, why didn’t you institute an inquiry into the charges of corruption against your daughter -MP Kavita, Son-minister K T Ramarao, another minister Jagadish Reddy. It’s all convenience. Something unpalatable happened between vocal Rajaiah and KR. He was removed and the election is thrust. You brought Kadiyam from Lok Sabha and made him MLC necessitating the election. Whose money you are spending on elections? We will place this before the people.

Q.what is your main plank for Warangal by-election?
Bhatti: Rampant corruption in the state government.

Q. Can you elaborate on the subject?
Bhatti: Telangana government has become a haven of corruption. He (KCR) is using irrigation sector as a conduit for his corruption. His modus operandi is to abandon the pending and on-going projects and plan new ones to award them to new contractors. New project is a lucrative decision. Look at the Pranahita-Chevella project. Centre assured it would take up the project as national project if there was no change in design . National project means centre bears 90 pc expenditure and state only 10 pc. The project was designed to give water to seven districts in the state as well as Greater Hyderabad. He doesn’t want this and changes the design, which would deny water to Rangareddy. In the name of getting water to Ranga Reddy he plans a new project, Rangareddy-palamuru with Rs 35,250 crore, which has no clearance from the centre. Also, it would benefit only three districts. Why take up a project which has no permission and abandon the one approved by the centre? There might have been some ulterior motive. We tell people about the corrupt motives of TRS government and its chief minister.

Q. What is the Congress stand on water-grid being taken up by TRS government?
Bhatti: It is not a water-grid but commision-grid. Telangana state government has taken up Telangana Water Grid on the pretext to resolve drinking water problem at a whopping cost Rs.25, 000 crore. It proposes to use 80 TMC water each from Godavari and Krishna rivers. It’s all fraud. The project was being taken up for his son and panchayati Raj minister KT Ramarao’s benefit. It’s another project meant to squander public money away.

KCR shelves pending projects: Congress cries foul

Telangana PCC president N Uttamkumr Reddy today along with his comrades staged a sit-in on Gagillapur highway in Karimanagar district opposing the KCR government decision to shelve Thotapalli project.
The party is gearing up to organize a mass movement to save the all irrigation projects started during Congress regime from being dumped by chief minister KCR. Already Mahabubnagar district is on warpath. In this backdrop, party chief spokesman Shravan Dasoju charged that the government was trying stop the Thotapalli reservoir only to save the lands of friendly rich landlord on the pretext that the project cost had gone up. Dasoju, a former professor and management executive of top IT company, spoke to T360 today on controversial irrigation policies of TRS government.

Q. Suddenly Congress has become active in Telangana and activities are moving around irrigation project. Reason?
Dasoju: TRS government is following demolition and destruction policy. And there has been no good intention behind these activities. Every project is scam ridden.Congress will reveal all these in due course. As of now, what is worrisome is TRS is abandoning all irrigation projects started during Congress regime with one pretext or the other. Examples abound. For instance Pranahita-Chevella and Thotapalli.

Q. What is the problem with Thotapalli reservoir?
Dasoju: The project is in Karimnagar. The government has decided to abandon it for the reason that the delay in the execution of project resulted in cost escalation. The real issue is about 140 acres of a landlord friend of the government fall in submerged area. The project is so crucial for the farmers of backward region of district that it would bring 49,000 acres into cultivation.This reservoir was intended to provide water to Husnabad region.It is proposed near Obulapur village and foundation stone was laid for the project in 2007 by the then Chief Minister YS Rajashekhara Reddy. About 1400 acres have been acquired and farmer were paid a compensation at the rate of Rs 2.10 lakh. Also, an amount of Rs 375 crore have already been spent on digging of a tunnel. Now you want to abandon and do not want to give the lands back to farmers.

Q. What are the other projects being shelved by the TRS government? What could be the reason?
Dasoju: Projects like Yellampalli, Flood Flow Canal, SRSP, Kaleswaram (Karimnagar distrit), Devadula(Warngal),Kalwakurthy, Bhima, Nettempadu (Mahabubnagar),SLBC in Nalgond are in hit list. All these projects could be completed with fraction of budget. Instead of completing these projects, he chief minister is planning new projects. There are two reason-one, these projects are initiated by Congress, and two, huge commissions are involved.

Q. What is your plan to save these projects?
Dasoju: Congress is planning a mass movement. PCC president Uttamkumar Reddy is himself leading the movement against the shelving of Thotapalli while MLA DK Aruna organizing resistance against the abandonment of Mahabubnagar district projects. Today PCC president Uttam, MLA T Jeevan Reddy, former minister D Sridhar Babu and former MP Ponnam Prabhakar staged a dharna on Gagillapur Highway. People participated in dharna in great number. Even CPI is also opposing the move against Thotapalli. CPI district secretary Ramgopal Reddy has also launched an agitation.

Q: Can you force the government to take back its decisions?
Dasoju: We are in democracy. Our only tool is mobilizing people against anti-farmer moves of TRS government. If government doesn’t come around then people would punish the ruling party at an appropriate time.

Andhra bandh peaceful

The Andhra Pradesh bandh called by CPI in association with all opposition parties against the centre’s apathy towards granting special category status to the state was peaceful on Tuesday. While the bandh was complete in many districts, it evoked partial response in a couple of  districts.

Rallies were carried out by Congress, YSR Congress, CPM, other parties and civic organizations supporting the bandh and demanding immediate declaration of special category state status to Andhra.

Both NDA at centre and TDP government at state had come in for attack for reneging on their promise to accord special status.

In all towns across the state educational institutions, business establishments and petrol bunks were shut. Cinema exhibitors cancelled the morning shows in theaters. Till afternoon RTC buses were off the roads. In some place police intervention enabled RTC to ply some buses. Very few were seen on the roads. Though  banks, government offices and central government organizations functioned, the attendance was thin. In Kakinada, police used mild lathi charge to disperse the workers of various political parties assembled to stage a dharna near collector’s office.

In Vijayawada APCC President N Raghuveera Reddy, CPI State Secretary K Rama Krishna led protest marches. Raghuveera visited  relay hunger strike camp organized by Bar Association at court complex and expressed party’s solidarity with them and called for a united fight.

He said the bandh was success as the people rose to the occasion united to express their anger.He hoped that TDP and BJP would rethink of their stand on special status. In Ongole, YSRC , CPI and CPM  staged demonstrations and ensured the bandh  was complete. Similarly, Vizianagaram and Anatapuram also observed the bandh peacefully.
