No cure for TDP’s Talasani headache

Telangana TDP today raised its voice against the Raj Bhavan’s inaction on getting Talasani Srinivasa Yadava, commericial taxes minister, resigned from cabinet and Assembly. For the past few days it was the Congress which took lead in questioning the continuance of Talasani. The party even invoked RTI Act to know the status of the resignation of minister from Speaker’s office.  Having realized that the Congress was stealing show, the TDP today called on the governor ESL Narasimhan and presented a memorandum seeing action against Talasani Yadav. However, the party however was not happy with the cool response from the governor. After coming out of Raj Bhavan the leaders suddenly sat on dharna at the gate condemning the inaction from Governor. They were also critical that even chief minister K Chandrasekhar Rao was also unethically allowing a TDP member continue in the cabinet.

Later, police entered the seen and took all the TDP leaders in to custody.

Talking to media, T-TDP’s working president E Dayakar Rao alleged Yadav misled everybody by stating that he had already sent in his resignation to the speaker’s office. “It is the responsibility of the speaker’s office to give clarity on the resignation of Yadav.  He also called upon chief minister KCR to take a moral stand on the issue and ask Yadav to resign and return to the Assembly by winning the by-election.

Can Governor’s family members use helicopter at state’s cost?

Former union power secretary and noted environmentalist Dr EAS Sarma asked should the people of the state bear the expenditure of Governor’s family members’ helicopter trip to Rajahmundry?

In a letter written to the state government he objected to the ferrying of family members of Governor to Rajahmundry to take a holy dip in river Godavari by helicopter at the expense of taxpayers’ money.

“The family members of the Governor are not public functionaries and they cannot get paid out of the public exchequer. There should be public accountability in such matters. The tax-payer of the State cannot be forced to pay for the VIPs to earn “punyam”for themselves! ,” he said in the letter addressed to IYR Krishna Rao, chief secretary of the state. “I understand that the governor, with a few of his family members, used a helicopter to fly to Rajahmundry for this visit. Who pays for such purely personal visits” he asked.

The role of the Governor in a State, Dr Sarma said, was well defined and limited and he or she could not assume roles that were not intended to in the Constitution.

Dr Sarma was equally critical of the visits and long presence of VVIPs at Rajahmundry including the omnipresent chief minister N Chandrababu Naidu.

“Had the CM and his family displayed even a semblance of sensitivity to the plight of the pilgrims, the tragedy in which more than 30 persons (including children) had lost their lives, would not have taken place.

The former bureaucrat said the presence of even one VIP was sufficient to upset the security arrangements, the traffic and the utility services which otherwise would have been available to the million-odd pilgrims visiting Rajahmundry for the Pushkarams.

“What has been reported indicates that, despite the unpardonable happenings that led to one of the biggest stampedes in AP, self-styled VIPs continue to troop into Rajahmundry, accompanied by their families and entourage, as though the State exchequer is always there to meet their private expenses and the pilgrims should fend for themselves,” he said in the letter.

Pointing at the long queues of pilgrims lining up to as far as Tuni on the north and Eluru on the south, waiting to reach Rajahmundry to have a holy dip in the river, Sarma said this was unprecedented.

“In the normal course, any responsible government would have banned the entry of any self-styled VIP unless he or she is prepared to stand in the queue, be treated like anyone else and go through the ordeal of taking part in the Pushkarams. Unfortunately, the present government does not appear to have any sense of responsibility whatsoever,” he said.

He wondered how the Governor had chosen to visit Rajahmundry with his family and take a dip in a specially designated “VIP” ghat despite the stampede that took place and the innocent lives lost.

“In a democracy like ours, does it not evoke a sense of disgust to recognize a few as VIPs and permit them to occupy more public space than what is due to them, at the expense of the public?,” he said.

He said a time had come when VIPs who cause not only public inconvenience but also a threat to the public security were held fully responsible and brought to book. He even opposed to government’s organization of high-level team from Singapore that visited Rajahmundry in the midst of this chaos. I am sure that the team’s visit had further added to the travails of the pilgrims.

Intensifying his campaign for the removal of TDP MLA and commercial taxes minister Talasani Yadava from Telangana cabinet,  former MLA Marri Sashidhar Reddy on Saturday dashed off a letter to union home minister Rajnath Singh urging him to relieve   Governor ESL Narasimhan of his responsibilities for protecting the minister unconstitutionally.

He urged the union minister to direct Governor ESL Narasimhan to remove Yadav from chief minister K Chandrasekhar Rao’s cabinet immediately as he completed six months in the cabinet. He charged Governor with deliberately allowing Srinvas Yadad in the cabinet without seeking his resignation as per the constitutional provision.

“The Governor deliberately chose to ignore paragraph 2 (1)(a) of Tenth Schedule of the Constitution and the ruling by the Constitutional Bench of Hon. Supreme Court of India, in the Rajender Singh Rana Vs Swami Prasad Mauray case delivered on 14-2-2003. The SC is very clear with regard to  he continuance of a person beyond six months as a minister which the Court said is unconstitutional. The Governor of Telangana, as the custodian of the constitution, has violated not only the constitutional provison but also judgement of Hon’ble Supreme Court, which is unpardonable”.

He urged union home minister to relieve the Governor immediately of his responsibilities as he as deliberately faltered and blatantly failed to discharge his duties.

Sashidhar Reddy was the former MLA of Sanathnagar which is now represented Talasani Srinivas Yadav.

Naidu pumping Bad Money into Horse-trading

Opposition leader in Andhra Pradesh Assembly YS Jagan Mohan Reddy wondered how TDP supremo Chandrababu Naidu clings to the post of chief minister despite his direct involvement in the cash-for-vote scam. Jagan worked more hard than any TRS leader to get Naidu implicated in the cash for vote scam as accused number 1 or 2. He rushed to New Delhi, met President Pranab Mukhejee and Home Miniser Rajnath Singh and submitted memoranda to this effect. He also demanded a high level inquiry by a central agency.

However, both parties in the cash-for-vote scam seems to be withdrawing slowly from the warpath. So, Jagan has chosen to tour Andhra Pradesh.The opposition leader is in Kakinada on Odarpu Yatra to console the families of those fishermen who died recently in cyclone. Jagan accused chief minister of spending the ill-gotten wealth for horse trading in Telangana State.

He said the fiver crore offer to a Telangana nominated MLA was stands testimony to the money politics Naidu was going to unleash in Andhra and Telangana. “It is unprecedented in the history of the country for a Chief Minister to involve directly in a bribery case involving crores of rupees to buy a vote of an MLA,” he said.“I fail to understand,” he said, “though there were audio visual proofs of the involvement of Chandrababu Naidu in the scam, as to why he is not being arrested and Chandrababu Naidu has no moral right to continue as Chief Minister,” he said. “Chandrababu Naidu has preached morals and ethics and demanded for the recall of the Governor. When he and his follower were caught on the video tape the tune suddenly has changed. He has no moral right to continue in the office,” Jagan said. (jnr)

Your Excellency, Don’t Become Another Ram Lal : Marri to Guv

Marri Sashidhar Reddy, a senior Congress leader and former MLA from Sanathnagar, Hyderabad, leveled a serious charge against Governor ESL Narasimhan for his alleged constitutional impropriety.

He cautioned Governor against becoming another Ram Lal.

According to Reddy, governor failed on two counts in upholding the constitutional values in Telangana.

  1. He administers of oath office to an MLA who was facing anti-defection charges
  2. He is allowing the minister to continue to hold office even after six month instead asking him to face elections.

Ram Lal, was Governor, when NT Ramarao was toppled by Nadendla Bhaskhar Rao, NTR’s finance ministery,in a coup of sorts, way back in August 1984. There was a hue and cry against Ram Lal’s constitutional impropriety in removing NTR and allowing Nadendla form government when the former was in US undergoing treatment. Later, buckling under the pressure from people across the country, Ram Lal was removed by the centre.

Sashidhar Reddy accused of Narasimhan of same constitutional impropriety for administering oath of office and secrecy to TDP MLA Talasani Srinivasa Yadav as a minister in KCR’s cabinet. Incidentally, Talasani wrested the Sanathnagar seat from Sashidhar Reddy in 2014. But he defected to TRS and a petition seeking his disqualification under anti-defection law is under consideration of the speaker. The question Sashidhar Reddy was asking that,”can a governor ignore the constitutional status of a defected MLA and administer oath of office?”

“Governor was aware that Talasani was elected to Assembly as TDP candidate in 2014. He was inducted into cabinet on December 16, 2014 and  completed six months,” he said in a letter addressed to the governor.

“You administered,” he said in the letter, “oath of office to Talasani as a minister in the government run by TRS, which is not the political party through with which he won as a legislator.”

“Instead of protecting and upholding the constitution, you are protecting the unconstitutional acts and activities of the Telangana government. People of the state still remember the infamous Governor Ram Lal and feel that, hopefully, we should not see another one in the making.

Naidu, Pl Take Up Sec.8 with Prez: Botsa

YSR Congress has demanded the TDP to place its apprehensions on Section 8 of State Reorganisation Act 2014 before President Pranab Mukherjee and seek clarification.

The party also advised Andhra Pradesh chief minister Chandrababu Naidu to get his reservations about governor ESL Narasimhan clarified from the president as he is the appointing authority of the governor.

“Chandrababu Naidu and his cabinet colleagues have been raising a hue and cry over the implementation of Section 8, more so after the cash-for-vote scam has come to light. The chief minister should make best use of the time as the Implementing authority (the governor) and his appointing authority (the president) are in city,” party senior leader Botsa Satyanarayana said.

Stating that the TDP had revived the controversy over Section 8 after its MLA was caught by ACB while trying to bribe a fellow MLA, Botsa said TDP had gone on the offensive and called the Governor names.

Though Chandrababu Naidu was allotted an additional 30 minutes time on Tuesday with the President Pranab Mukherjee, there seems to be no mention of the controversy they have raised on the implementation of the issue, he added.

Botsa demanded that Naidu broach the issue with President in the presence of the governor, extract a reply and issue statement.

Has Delhi Summoned Governor ?

Media reports say ESL Narasimhan, Joint Governor of Telangana and Andhra Pradesh, has been summoned to New Delhi.He is leaving for the national capital this afternoon. According to reports, he is scheduled to call on union home minister Rajnath Singh this evening. The meeting assumes significance in the backdrop of raging controversy over the implementation of Section 8 of Andhra Pradesh Reorganization Act-2014. This provision empowers the Governor to oversees the law and orders and other issues in Joint Capital region of successor states of  erstwhile Andhra Pradesh. While AP demands empowering Governor with Section 8, Telangana is opposing tooth and nail, and wants abrogation of the provision.

Centre: No Instruction Issued to Guv on Sec.8

Union Government clarified that no advisory had been sent Raj to Bhavan of Andhra Pradesh and Telangana on the implementation of Section-8 of Andhra Pradesh Reorganisation Act-2014. In the backdrop of political brouhaha over the reported legal advice to Governor ESL Narasimhan by Attorney-General of India, union law minister DV Sadananda Gowda cleared clouds of confusion over the issue. Two days ago NDTV reported that Attorney-General Mukul Rohatgi adivised the Governor Narasimhan that he could monitor the cash-for-vote scam inquiry being carried by Telangana ACB. The report raised a thick political dust in Telangana and Andhra Prades, with political parties taking open stand opposing and favoring the Rohatgi’s advice. While T-CM warned that he might have to sit on fast in Delhi in case governor intervenes in the investigation, other political outifits of Telangana stated that they would launch an agitation against governor’s special powers. Congress and intellectuals like Prof. Haragopal also joined chorus. On the other side of the boader in AP, ministers and civic organizations, launched concerted campaign for implementation of Sec. 8. However, YSRCP took a different stand and said there was no need for central clearance as the provision has already been in force since June 2, 2014. AP Congress sought CBI inquiry into cash-for-vote and telephone tapping. PCC president  Raghuvira Reddy is prepping to file a petition to this effect in AP High Court.  Amid this commotion, Sadanada Gowda told Times of India, that law ministry was the appropriate authority to issues such advisories. “ As per the procedure, the ministry of home affairs has to write to us seeking our opinion on such issues. The MHA, however, has never asked about our views. And there is no question of the law ministry writing to anybody on this,” he told a leading newspaper.

KCR Seeks Support from Non-BJP CMs

Peeved at the Cetre’s plan to invoke the Section-8 of AP Reorganisation Act-2014 which gives special powers to Governor over joint capital region of Hyderabad, Telangana chief minister KCR has reportedly planning to mobilise non-BJP chief ministers against the move.

It is a throwback to NTR’s move in 1983 to mobilize all non-Congress chief ministers in the country  against Congress at Centre which finally resulted in the formation National Front. NTR himself was appointed chairman of the historic move which formed the government in New Delhi  VP Singh as Prime Minister.

KCR is said to have initiated consultations with non-BJP chief ministers in the country to muster their support to his fight against usurpation of State’s power under Section 8. He is expected to write  letters to non-Congrerss chief ministers such as Nitish Kumar, Akhilesh Yadav, Naveen Patnaik, Siddaramaiah etc. Explaining the nature of Section 8 and centre’s intensions along with the cash-for-vote scam hatched by Andhra Pradesh chief minister Chandrababu Naidu. He is said to have kept Governor ESL Narasimhan of his move when he met the latter.

IJU Warns Babu, Says it Will Not Remain Mute Spectator

A large number of journalists from Telangana state met Governor ESL Narasimhan today and expressed their displeasure over Andhra Pradesh Government’s high-handedness.Finding fault with the government over serving notices to T News channel,journalists requested the Governor to direct the state for immediate withdrawal of notices.

After meeting, journalists spoke to the media. Namaste Telangana editor Allam Narayana lashed out at TDP supremo Chandrababu Naidu and condemned the hyper action of AP police.Indian Journalists Union’s secretary general Devulapalli Amar has said that IJU will not remain a mute spectator to such barbaric practices. He said that attack on press freedom was objectionable and in case Chandrababu Naidu continues to go ahead with the same approach, he will witness movement of journalists both in Andhra and Telangana states. It may be recalled that Andhra Pradesh CID served notices to T-News as the channel allegedly telecast the alleged tapes of Chandrababu Naidu.

KCR Meets Governor, Elucidates Situation in State

[dropcap]T[/dropcap]elangana chief minister K Chandrasekhar Rao met Governor ESL Narasimhan last night and elucidated the rumours that were rife on Section-8. The meeting, which went on up to an hour, was predominantly focussed on matters pertaining to Section-8 of Andhra Pradesh Reorganisation Act, 2014.

Also, KCR stressed that Section-8 and the ongoing infamous cash-for-vote were two different issues. Chandrababu was allegedly trying to link up these two things, he reportedly brought to the notice of Narasimhan.

It has to be mentioned here that attorney general’s alleged comments on Section-8 were doing rounds on social media after it was telecast on television channels. In the apparent comments, attorney general has said that Governor can look into cash for vote scam. He further mentioned that Narasimhan can direct police of two states to operate in Hyderabad. He has even said that ACB has all the evidences in cash-for-vote scam and that it would go ahead with probe.  Condemning the statements made by some AP leaders, KCR has said that no untoward incidents took place in Hyderabad and all those who reside in Hyderabad are Hyderabadis.

The legal experts are of the opinion that attorney general might have not made those statements as they say, there’s no mention of Andhra Pradesh in Section-8. Further, the sub-section(2) of the section states that the Governor needs to consult the council of ministers of Telangana state and can take an independent decision, they added.

Did Centre Ask Governor to Monitor Cash-for-vote Scam ? More Details

In what could be a politically inflammable action, Centre is said to have asked governor ESL Narasimhan to monitor the probe being done by Telangana ACB into the cash-for-vote scam.

ESL Narasimhan is the joint governor Andhra Pradesh and Telangana. At a time when Andhra Pradesh is insisting on investing of special powers enshrined in the Section 8 of Andhra Pradesh reorganization Act-2014 with governor and Telangana resisting it tooth and nail, any such directive from the Centre to the governor would make the political situation explosive in the two states.

The sensational news is carried by English news channel NDTV this afternoon.

According to NDTV, Attorney-General Mukul Rohatgi has advised governor Narasimhan to intervene in the dispute that arose between AP and TS out of a sting-operation into the cash-for-vote scam. The sting led to the arrest of TDP MLA Revanth Reddy.  Entrusting the responsibility of monitoring the case to governor means implementing the section 8 of Act. NDTV says governor Narasimhan had sought legal advice from the attorney-general and the latter advised the former to take control of the probe. It was a oral advice.

“The Governor has special powers under the Section 8 of the Andhra Pradesh Reorganization Act, since the two states share the capital, Hyderabad, and two different police forces have jurisdiction in the city,” Rohatgi advised the Governor, according to NDTV.

Talking to Telugu360.com from New Delhi, TRS MP B Vinod Kumar expressed doubts about such instructions having come to governor from New Delhi.

“Its true governor can be instructed by the centre. Similarly, attorney-general can legally guide the centre and governor. But, as far as my knowledge goes, there have been no such orders from the centre,” Vinod said. But he did not deny the report flatly.

Raj Bhavan sources neither denied nor confirmed the reports and governments of  AP and Telangana chose not to react officially.

However, notwithstanding the reports of a patch up , AP and Telangana governments continued their efforts to gather solid evidence to prove their allegations against each other in the cash-for-vote scam and phone tapping issue.

AP CID police have reportedly summoned Telecom service providers to inquire into the phone tapping issue at Bhavanipuram Police Station in Vijayawada far away from insecure Hyderabad.

AP police had reportedly instructed them not to erase  call data of some important phone numbers that were allegedly tapped  in the past six months.

On other side,  AP DGP JV Ramudu held a meeting with the members of the Special Investigation Team (SIT) formed to probe the phone-tapping issue in Hyderabad.

CM Naidu Feels Insecure in Hyderabad

Agriculture minister Prattipati Pullarao said chief minister Chandrababu Naidu was feeling insecure in Hyderabad.

Addressing a round-table in Vijayawada, Pullarao said, “Greater Hyderabad Municiapl Corporation has refused to give permission to construct house. Water supply to his Lake View guest house camp office is erratic. His phones have been tapped. The CM has been under constant watch.”

If this was the plight of the chief minister, imagine the problems of 40 lakh Andhra settlers in Hyderabad, Pullarao asked.

He put the blame for the sorry state of affairs at the doors of Raj Bhavan. Governor ESL Narasimhan was not able to protect the rights of Andhra people in joint capital of Andhra Pradesh.

TDP Uses Brahmastram Against Governor, Repents Later

As cash-for-vote scam involving TDP legislator from Telangana region is intensifying with ACB reportedly getting a letter from the election commission asking its sleuths for a stringent probe, TDP leaders are trying to use all their brahmastrams.

It is known that TDP folks recently brought in section eight of AP Reorganisation Act into the picture. As Governor ESL Narasimhan is not responding despite TDP supremo Chandrababu meeting him time and again over the implementation of governor’s law and order in Hyderabad, the party leaders chose to target ESL Narasimhan, the constitutional head of the state.

TDP senior leader Acham Naidu recently, in a press meet, addressed the governor as ‘you’ (without a pinch of respect) and said that he was acting as a ‘gangireddu’ (meaning a bull). Lashing out at governor, Acham Naidu said why governor was tight lipped when KCR said that Andhra Pradesh police cannot execute their duties in Hyderabad.

Centre Serious:

The Centre, which noticed these severe objectionable comments made by Acham Naidu against the governor of Andhra Pradesh and Telangana states, has reportedly warned AP chief secretary that TDP leaders were launching verbal attacks against the governor.

Acham Naidu Apologizes and Withdraws:

After learning that Centre expressed its serious concerns over derogatory comments he made against governor, Acham Naidu spoke to the media and said that he was apologetic about the statements he made. He elucidated that he made those remarks only in agony after he looked at the situation of Andhra Pradesh. In case my statements had hurt governor, I withdraw them immediately, added Acham Naidu.

Need for Naidu to Control Leaders:

It is known that TDP leaders are speaking whatever they want that are sometimes lacking logic and sounding contradictory. Earlier, Parakala Prabhakar, who spoke about cash for vote scam has said that the voice in the audio tapes was not that of Chandrababu Naidu. Shortly, Yanamala Ramakrishnudu said that the audio was fabricated. 

Even as these leaders continue to make contradictory statements, TDP MLC Somireddy went a step ahead and said that TRS was obstructing the bail of Revant Reddy. How can a political party influence the court was the question then. He was allegedly trying to send wrong messages to people on courts, which was again a matter of serious concern,

This confusion among leaders must be curtained. It is high time for Chandrababu Naidu to bring in a proper code of conduct within the party. Verbal attacks on political leaders are at times acceptable as criticism, however, using the same policy for courts, constitutional heads and constitution is highly not acceptable.
