More irrigation facilities for small, marginal Andhra farmers

Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy directed officials to provide drip and sprinkler irrigation facilities to small and marginal farmers.

He told officials on Tuesday to distribute them in the stipulated time while reviewing horticulture, micro-irrigation and agri-infra at his camp office.

During his review, Reddy noted that the government was drilling bore wells for small and marginal farmers, including providing micro-irrigation facilities which will result in good yields.

“All the works should be done in saturation mode and every eligible person should benefit from the schemes being implemented and there should be no scope for corruption,” he observed.

The Chief Minister directed officials to prepare an action plan to benefit small and marginal farmers.

“Give priority to farmers with less than 10 acres of land in Rayalaseema and Prakasam (districts) and less than 5 acres in other places in providing drip and sprinkler facilities,” he said.

According to the CM, procurement of micro irrigation facilities through reverse tendering would help in reducing the cost and benefiting farmers more.

He said the cost of drip and sprinkler systems would be concluded after taking Central and state governments’ subsidies into account.

Likewise, Reddy directed officials to focus on the issues being faced by sericulture farmers who grow mulberry trees and improve their situation.

The CM also reviewed setting up of multi-purpose facility centres as part of agri-infra at a cost of Rs 14,562 crore, which will provide 14 types of facilities to farmers, which include dry storage, drying platforms, godowns, horticulture infrastructure, primary processing centres, collection centres, cold rooms and several others.

Reddy told officials to promote organic and natural farming within the limits of every rythu bharosa kendra (RBK), alongside keeping these farming practice’s equipment in every custom hiring centre.

Andhra trade body urges FM to allot mega textile park

Andhra Pradesh Chambers of Commerce and Industry Federation (AP Chambers) officials have submitted a representation to the Union Finance Minister Nirmala Sitharaman to allot an integrated mega textile park in the state.

K.V.S. Prakash Rao, President of AP Chambers and its General Secretary Potluri Bhaskara Rao said that Sitharaman had announced that the Centre would set up seven mega integrated textile parks in the country in her budget speech.

“In this regard, AP Chambers requested the Central government to set up one such park in the state. They also highlighted the strength of the state such as one of the top cotton producers in India, the presence of large spinning mills, availability of raw material and skilled manpower,” said Rao.

The representation was submitted to Sitharaman on Monday.

As Andhra Pradesh is exporting most of the yarn it produces due to lack of value addition, he said that there is a need to set up an integrated mega textile park to transform the major portion of the yarn into fabric and garments within the state, including promoting it as a destination for global textile majors.

“An integrated mega textile park in Andhra Pradesh will enable the textile industry to become globally competitive, attract large investments, develop huge ancillary and support industries and boost employment opportunities in the state,” added Rao.

Similarly, the trade body urged the Centre to provide the right support to AP and help improve the economy of the state.

AP Chambers officials have also requested the finance minister to declare Prakasam district as one of the integrated textile regions of the country.

Covid: Andhra manages to vaccinate 61% of 1st day’s target

Andhra Pradesh has managed to vaccinate 19,108 frontline workers (61 per cent) by 8.30 p.m. on Saturday for the novel coronavirus against a target of 31,570, officials said.

The highest number of vaccination sessions — 33, was held in East Godavari district. However, the highest number of beneficiaries was recorded at Guntur — 2,274.

“Vaccination will continue till completion of today’s target – 33,200 beneficiaries,” said an official statement. The target, however, could not be achieved by the time the latest numbers arrived, which also showed some inconsistency in the targeted vaccinations.

Likewise, none of the districts managed to achieve all the targeted number of vaccinations on the first day.

In Prakasam district, only 436 of the planned 2,200 vaccinations were done. In percentage terms, Andhra Pradesh managed to vaccinate only 61 per cent of the targeted numbers.

Meanwhile, Andhra Pradesh Governor Biswa Bhusan Harichandan congratulated the Indian scientists and doctors for successfully launching the vaccination programme.

He congratulated them for successfully developing, manufacturing, distributing and launching the countrywide vaccination programme on Saturday.

“The scientists with their untiring efforts have fulfilled the aspirations of the people of the country by making the vaccines available to people in a very short period,” said Harichandan.

He also congratulated other officials involved in the entire exercise.

CBN’s satire leaves JC Diwakar Reddy speechless!

Andhra Pradesh CM Chandrababu Naidu is known for his witty one-liners when it comes to putting his own party members in place. In a similar situation, Chandrababu Naidu’s satire left, the ever-energetic MP JC Diwakar Reddy speechless.

While all the TDP MPs are protesting in the Parliament for the AP Special Category Status, JC Diwakar Reddy came down to AP Assembly in Amaravati, to meet the CM. While JC was en route, Chandrababu Naidu himself came in contact with JC.

As soon as he saw JC in the lobby, Chandrababu Naidu reportedly said, ‘Badi Yeggodithe Fail Avuthaaru (If you bunk the school, you will fail)’. The CM said this in context to finding JC in the AP Assembly, while the rest of the TDP MPs are protesting in the Parliament.

After a quick talk with Chandrababu Naidu, JC Diwakar Reddy left the premises, after talking to media. ‘I will never fail. People who bunked the school, those who used to sit in the back benches reached great heights in their career,’ said JC, trying to do damage control.

Jagan exhorts students to fight for special status

YSRCP president and Opposition leader in Assembly YS Jaganmohan Reddy, who is on a mission to build a Telangana-like students movement for achieving special status today called upon the students in Vizag to fight for the special status. This is his second interaction with students in a program called “Yuva Bheri” the first being with the students of SV University. Reiterating his oft repeated slogan that no special status means no jobs and no future. ” Special status is the only hope for getting jobs. Chandrababu Naidu is not able to fight for the special status for political reasons. The reason is to save his skin from the cash-for-vote scam case. Chandrababu Naidu had attempted to buy Telangana MLAs with the money he took as bribe from the projects like Pattiseema and got caught red-handedly while offering money. To bail himself out of this case, Naidu had to crawl before the NDA government. He sold out the interests of the state for his personal gains,” Jagan said.

To cover up his sell out to centre, Jagan said, Naidu was preaching that Special Status was not panacea and 14th finance commission was opposed to it etc. According to Jagan the 14 th finance commission had nothing to with special status. In the past 15 months, Jagan said, not a single job had been offered in the state and on the other hand many contract employees were losing their jobs. With special status alone Andhra could become number one state and enter the orbit of development and job creation.

“There are nearly 1.42 lakh vacancies in government. There are about 5,000 jobs in the universities. Chandrabu Naidu doesn’t want to fill up these vacancies. Because, he has devised a plan to undermine the universities and encourage the private universities. The students, who appeared for the DSC have no chance of getting the teacher posts,” he said painting a gloomy picture about the job scenario in Andhra Pradesh. He exhorted the student who attended the Yuva Bheri to question Chandrababu Naidu about the special status to Andhra Pradesh.

” He doesn’t fight for the special status. We have to build a movement and exert pressure on the centre to get the special status accorded to the state. Then only we will get the ample job opportunities,” Jagan said.

Naidu visits Singapore URA Gallery

Chief minister Chandrababu Naidu today visited Singapore City Gallery which is popular as Urban Redevelopment Authority (URA)gallery. Singapore City Gallery was established in 1999, and is managed by URA, a statutory board under the ministry National Development, whose role is to plan and facilitate Singapore’s long term land use and physical development. Close to 200,000 people visit the gallery annually.

World Bank clears huge loan package for AP

Pleased at the reforms effected in AP to facilitate ease in doing business, the World Bank has come forward to lend an assistance of Rs 2,400 crore to strengthen power sector in the State by carrying forward the reforms at all levels.

This was disclosed by K Vijayanand, Chairman & Managing Director of APTRANSCO, during a review meeting on power situation in the State with senior officials. According to Vijayanand, the World Bank has cleared a proposal of AP for assistance of Rs 2,400 crore to take up reforms in the power sector. It may be recalled here that last week World Bank has assigned second rank on all India scale in the ease in doing business based on the reforms implemented to attract the investors. Andhra Pradesh is on an ambitious mission to provide quality power supply to consumers, with an investment of Rs 27,000 crore.

Because of the steps taken by the Discums to curtail the power leakages, Andhra Pradesh is able to save Rs 1,950 crore by cutting Transmission & Distribution(T&D) losses in the last 18 months. “These has been achieved through the implementation of an action plan. It paved the way for reduction of T&D losses from 17.05 per cent in 2010-11 to 10.54 per cent now, a reduction of 6.51 per cent till August 2015,” he claimed.

To carry forward this state the Discums have developed a road map for further reducing the T&D loses from 10.54 per cent to single digit by 2016-17 on a par with the advanced countries like US, UK South Korea and France. In curbing the T&D losses Andhra Pradesh is far ahead of other states T&D losses in different States during 2015: AP: 10.54 pc. Maharashtra: 14.20 per cent; Punjab: 14.21 per cent; Gujarat: 14.60 per cent; HP: 14.69 per cent; Kerala: 16.04 per cent; Karnataka: 18.30 per cent; Uttaranchal: 18.60 per cent; Tamil Nadu: 20.92 per cent. As the AP is the leader in reforms, the World Bank wants now to push further the reforms.

Myths and realities of Godavari – Krishna Inter Linking : An expert’s view

[intro]Telugu360.com has requested former Chief Technical Adviser to the World Meteorological Organization (WMO/UN), Dr. S. Jeevananda Reddy, to present views on TDP Government’s much publicized inter linking of  Godavari – Krishna rivers  this week. In this guest essay he discusses about Polavaram, Pattiseema projects and Inter linking of rivers[/intro]

I did the inter-linking of Godavari River with Krishna River during 1964-69 on many occasions of my travel in train Guntur to Visakhapatnam via Vijayawada to Rajahmundry. I used to fill Krishna water in a bottle at Vijayawada and put that water into Godavari at Rajahmundry and vice versa . I enjoyed this. Now i read a story (by Tanaya Singh in BetterIndia)which says that the TDP government is the first to inter-link the Godavari water with Krishna River. The story says the Godavari River water from Tadipudi lift irrigation was pumped in to Polavaram Right Canal and this reaches Krishna River Prakasam barrage. The TDP Government plan was to pump water of Godavari from Pattiseema lift irrigation project in to the Polavaram right canal to Krishna River.

Justice Bachawat Tribunal approved the inter-linking of Godavari River with Krishna River through Polavaram project [it is a multipurpose project with 960 MW of power production]. With this 80 TMC of surplus water in Krishna River basin becomes allotted water. In this AP share is 45 TMC. For Polavaram Project in 80s Chief Minister Anjaih laid the foundation stone but nothing moved afterwards. In 2004 Dr. Y. S. Rajashekara Reddy took over as Chief Minister of the State. He started the work [got most of the necessary approvals] including first phase of rehabilitation and right left canals excavation before his death. Dr. YSR’s government released excellent R & R Package. As part of this, Pulichintala project was initiated [I was a member of the CFE committee in APPCB which cleared the project – three collectors agreed with my proposal to give land to land for displaced]. If Dr. YSR would have been alive this project would have been completed and Rayalaseema would have benefited from the inter-linking of Godavari with Krishna. Here the water moves through gravity from Godavari to Krishna, which is real inter-linking of rivers.

Now present TDP Chief Minister says, he laid foundation stone to Tadipudi lift irrigation project so, it is his baby [inter-linking]. Unfortunately, NTR laid foundation stones for several projects but none of them started work. The Present TDP Chief Minister also laid second time foundation stones where NTR laid the foundation stones prior to 2004. With this we lost the flood water use from Krishna basin [8 projects]. All these projects were proposed in Congress time in 70s-80s only. TDP rulers simply laid foundation stones. Under Jalayagnam Dr. YSR initiated all the projects [proposed in 80s] by giving funds. Now, TDP government says, though they abused on Jalayagnam projects now they claim Tadipudi lift irrigation project is their own, so they own the inter-linking of the rivers.

A report in Andhra Jyothi, 20 June 2014 state that in Telangana under Jalayagnam 25 projects were initiated to irrigate 22,77,416 acres at a cost of about Rs. 21,506 crores. So far around 14,321 crores were spent on them. After Dr. Y. S. Rajashekara Reddy death in 2009, the later governments failed to speeding up the construction activity as: if they are completed the benefit goes to Dr. Y. S. Rajashekara Reddy. To complete the projects around Rs. 11, 440 crores are needed in which original estimate is Rs. 7,185 crores plus an addition of Rs. 4,255 crores [escalation costs]. However, the new government is playing politics and wanted to change the projects. Some of them are nearly completed. These projects include under Krihna River as well Godavari River. One of the major projects initiated on Godavari River is Pranahita-Chevella project that is expected to meet the drinking and irrigation needs in 7 districts out of ten districts of Telangana and thus bring down the cost of water grid project initiated at Rs. 40,000 crores.

Have you seen the water that flowed from Tadipudi lift irrigation project built by Dr. YSR government in to Polavaram right canal which was built by Dr. YSR government – it is a muddy water [irrigation minister & TDP leaders have a dip in that water] pumped in to mud canal [TV channel showed this – water flow cutting the banks and carrying red sandy soil with it and will deposit it in to Krishna River].

Tanaya Singh says in the write up the Pattiseema project is meant to supply water to Rayalaseema. May be the writer has no knowledge on the Rayalaseema projects and Pothireddypadu head regulator are not yet finished after Dr. YSR death – everybody is afraid that these are completed Dr. YSR will get the credit.

TDP leader including NTR were never interested to take up irrigation projects due to regional politics. NTR completed Telugu Ganga project with most of the money was given by Tamil Nadu Government to take drinking water to Chennai – but on the day of opening the canal breeched submerging vast cropped lands in Rayalaseema.

Inter-linking of Rivers – by definition, the water from One River joins another river through gravity. Lift irrigation does not come under inter-linking of the rivers as the flow water will not connect the two rivers. So, water taken from Godavari through Tadipudi or Pattiseema through lift irrigation will not connect the two rivers through water flow. Unfortunately no irrigation expert says this is not a inter-linking of rivers. This is our political experts!!!

Tadipudi was built by Dr. YSR government and Polavaram Right Canal was excavated by Dr. YSR government. TDP government simply lofted water from Tadipudi and put in to Right Canal. So, the credit of inter-linking [?] as propagated goes to Dr. YSR and not to TDP government. Tadipudi water is meant for Godavari district and not for Krishna district.

Pattiseema lift irrigation project – it is meant to serve the real estate interests in the new capital city only and not to take water to Rayalaseema. Rayalaseema get water only by completing the pending works on projects in Rayalaseema and Polavaram.

Andhra University No. 2 in India

Andhra University (AU) has been ranked 2 among State Universities and eight amongst all universities in India by India Today Group-Nielsen Survey.

The 86 year-old Andhra University has also bagged the eighth spot amongst all universities in India including State, Central and Deemed Universities.

Founded in 1926, when Andhra was in Madras presidency, the university had Sir CR Reddy as its founder Vice-chancellor. Dr Sarvepalli Radhakrishnan  succeeded him.

The India Today-Nielsen rankings methodology assigns 50% weightage to factual data, while the remaining 50% weightage is assigned to perceptual data.

Thus, even though AU was only second to Delhi University, the table-topper, in terms of factual data, it claimed the 8th spot due to a lower perceptual score. The strong performance in terms of factual data highlights the University’s quality in terms of faculty, academic inputs and research publications. However, plans are underway to improve AU’s perception.

Now, a project to “Reposition Andhra University (AU) among top 50 in the World” has been conceived and instituted by the Andhra Pradesh Economic Development Board, in partnership with the Higher Education Department.

EC Seeks Day-to-day Update on Cash-for-vote Case

Election commission of India(ECI) is keen on knowing the progress of investigation into the cash-for-vote scam that is rocking the states of Andhra Pradesh and Telangana following the arrest of TDP MLA Revanth Reddy.

The commission has reportedly instructed Banwarlal, the Chief Electoral Officer of Andhra and Telangana, to keep it posted with the progress of the investigation on day-to-day basis.

The commission is taking the case as a model one as it is for the first time that an MLA was arrested while offering money to another MLA to influence his voting and a chief minister of another state is involved. Even though cash-for-vote scams are not uncommon, catching the MLA red-handed has never happened in history of Independent India, said a senior functionary with the ECI.

“This is going to be a model case for us. We are closely watching the case and its investigation. Everything depends on the outcome of the ACB court,” the functionary told Telugu360.com.

The election commission has filed petition in the court urging it to provide information regarding the cash-for-vote scam.

However, ACB denied it stating that it could part with information only after court decides on the case.

Regarding the disqualification of the MLAs involved in the crimes, the EC sources said, ” the  disqualification is made automatic after the court conviction. A  2013 Supreme Court judgment made the disqualification automatic after conviction of the MLA by the court,” the sources said.

Meanwhile, the commission directed the district collectors and respective political parties ensure that all MPTC ( Mandal Parishat Territorial Constituency) member from leaving district without permission in the run up to the Election to the Legislative Council of Andhra Pradesh. Commission also asked the collectors to keep watch on the activities of political parties in order prevent holding of MPTCs in camps. The commission informed the parties that the expenditure incurred in running the camps would be added to the election expenditure and initiate steps to disqualify the members if it is found exceeding the limits.

Election commission issued these instructions following the complaints from YSR Congress against TDP’s attempts to buy it MPTC members with money in Prakasham and Nellore districts. YSRC alleged that TDP was buying the MPTCs by offering upto Rs 3 lakh per vote in the on going Legislative Council election. The polling is scheduled on July 3, 2015

TDP Reenacting Cash-for-vote in AP as well

YSR Congress alleged that the TDP was continuing its dubious policy of fielding candidates in MLC elections where it does not have required strength with the hope that it could buy the votes with money.

The party also alleged that the TDP had been misusing official machinery besides blatantly displaying its money power even after getting in to soup in Telangana region.

“As a matter of principle, we have fielded candidates only in Prakasam and Kurnool districts where we have strength. But TDP also entered the fray knowing fully well that it does not have sufficient numbers which shows that it is up to replaying the same script that backfired as cash-for-vote scam in Telangana,” party senior leader Botsa Satyanarayana said on Thursday.

He said the TDP was trying to misuse official machinery to manipulate the numbers and the officials should act should not become party to it.

During the day, a delegation of YSRC comprising Balineni Srinivasulu Reddy, YV Subbareddy, Adimulam Suresh etc lodged a complaint with state chief election officer Banwalal. They said TDP offered to pay upto Rs 3 lakh to the YSRC members to crossvote for TDP candidate in Prakasham MLC elections.

Stating that TDP MLC candidate Magunta Srinivasulu Reddy was luring MPTCs with money the delegation urged Election Commission to disqualify Reddy  from the contest.

Centre: No Instruction Issued to Guv on Sec.8

Union Government clarified that no advisory had been sent Raj to Bhavan of Andhra Pradesh and Telangana on the implementation of Section-8 of Andhra Pradesh Reorganisation Act-2014. In the backdrop of political brouhaha over the reported legal advice to Governor ESL Narasimhan by Attorney-General of India, union law minister DV Sadananda Gowda cleared clouds of confusion over the issue. Two days ago NDTV reported that Attorney-General Mukul Rohatgi adivised the Governor Narasimhan that he could monitor the cash-for-vote scam inquiry being carried by Telangana ACB. The report raised a thick political dust in Telangana and Andhra Prades, with political parties taking open stand opposing and favoring the Rohatgi’s advice. While T-CM warned that he might have to sit on fast in Delhi in case governor intervenes in the investigation, other political outifits of Telangana stated that they would launch an agitation against governor’s special powers. Congress and intellectuals like Prof. Haragopal also joined chorus. On the other side of the boader in AP, ministers and civic organizations, launched concerted campaign for implementation of Sec. 8. However, YSRCP took a different stand and said there was no need for central clearance as the provision has already been in force since June 2, 2014. AP Congress sought CBI inquiry into cash-for-vote and telephone tapping. PCC president  Raghuvira Reddy is prepping to file a petition to this effect in AP High Court.  Amid this commotion, Sadanada Gowda told Times of India, that law ministry was the appropriate authority to issues such advisories. “ As per the procedure, the ministry of home affairs has to write to us seeking our opinion on such issues. The MHA, however, has never asked about our views. And there is no question of the law ministry writing to anybody on this,” he told a leading newspaper.

It is intended that these six new IIMs will commence their first academic session from 2015-16. Each Institute will start with an intake of 140 students in the Post Graduate Programme (PGP) courses. It is expected that the annual intake will increase to reach a level of 560 students each year by the end of seven years. The PGP in Management would be the flagship programme of these institutions. Admission to the PGP will be through the open and competitive Common Admission Test (CAT) being conducted by the IIMs. The Institutes would train young graduates to undertake management responsibilities and carry out research and consultancy in the field of management and allied areas.
