People Will Take Harsh Decisions if They Feel Cheated: Chandrababu’s Veiled Threat to BJP

Andhra Pradesh Chief Minister N Chandrababu Naidu today said, in an indirect warning to the BJP, that people would take “harsh decisions” if they felt “cheated”.

Naidu, who had so far spoken only in the Telugu Desam Party’s internal meetings in the last fortnight about the “injustice” done to AP in the Union Budget 2018-19, opened up for the first time at an official meeting in the secretariat here on Friday afternoon.

Addressing a budget preparatory conference here this afternoon, Naidu said that Andhra Pradesh had not got what was due from the Centre as per the AP Reorganisation Act, 2014. “The Centre has not fulfilled its promises (made in the Reorganisation Act and in Parliament). Funds were not adequately granted to the state. If people come to a firm opinion that they have been cheated and made to lose, they will take harsh decisions,” the AP CM warned.

He added that the Congress had split the state in an “irrational manner” and had paid the price. “The Congress party, which was in power at the Centre, split the state in an irrational manner. So people gave their verdict (in the 2014 elections) very strongly and made the party bite the dust. It could not even save its deposits,” he pointed out.

Meanwhile, the Chief Minister announced that the Budget session of the Andhra Pradesh Legislature would commence here on March 5, with Governor E S L Narasimhan addressing a joint session of the AP Legislative Council and Legislative Assembly.

The state Budget for 2018-19 would be presented on March 8, Naidu informed. While the state achieved an average economic growth rate of 11-12 percent in the last three years, the target for the coming year had been set at 15 percent, he said.

“We are analysing the gross state domestic product (GSDP) contribution every quarter. Some departments are doing well but there is no progress in some other departments. They have to improve their performance to achieve the targeted growth,” he said.

Naidu said that reforms were being implemented in all the departments by abolishing old laws and bringing in new laws wherever required and it would be done without any compromise.

He remarked that nothing could be achieved with the old methods and development was possible only through new innovative ones, adding that officials should realise this fact and work accordingly to achieve government goals.

The Chief Minister also announced that, on the lines of making the state open defecation-free (ODF), the government would launch a “PHF (pothole-free) drive” to make roads safer. “We are ahead in making good use of technology as well,” he noted.

BJP to TDP – One hand Butter, Another hand Bitter!

It looks like the BJP is coming down all guns blazing at the TDP in the state. Its new mantra, Butter and Bitter are exposing Telugu Desam Party from inside out. With TDP stalling the Parliament for 5 days in a row, the BJP is coming down hard from the opposite side.

After Minister Sujana Chowdary met Modi, political circles felt that being a national party, there is no way BJP would bow down before TDP’s demands. Likewise, even Jaitley promised that the concerns raised by TDP over AP will be soon sorted out. Just as it seemed everything was going on bizarrely, the AP BJP leaders lashed out at CM Chandrababu and TDP.

BJP clearly pretended to be pro-CM Babu in the Centre, while it ensured its AP State leaders expose CM Babu and TDP at the state. Joining Somu Veerraju, BJP leader Kanna Lakshmi Narayana took the attack to TDP this time. He questioned, why TDP even failed to submit the DPR (Detailed Project Reports) of the capital, and how the Centre-sanctioned sum of Rs 2500 crores was spent.

Kanna Lakshmi Narayana further alleged that ‘Chandrababu is spending the exchequer’s money. He is only burdening the coming man with his spending. He is further making AP, a debt-ridden stated, with unwanted International tours in private aircrafts.

The treatment from BJP towards TDP is a clear classic example of, one hand is buttery, while the other is bitter.

MP Galla Jayadev’s terrific speech in Parliament

It’s been so long since some one gave a terrific speech in parliament on the issues of AP people. Yesterday, TDP MP Galla Jayadev put the arguments and concerns of Telugu people so eloquently yet cogently and that speech is attracting great appreciation from all the quarters. He spared no party, be it Congress, YSRCP or BJP. He left no bifurcation issue untouched in his speech. He spoke with full “data” instead of giving rhetoric. His full speech as below:

Sir, I do understand about trust an essential requirement for any partnership to continue. I also think that I can safely say that India has not seen her last days of coalition governments. What message do you want to send to your allies and potential allies mr. prime minister. Your allies are feeling neglected, betrayed and humiliated as are the five core people of Andhra Pradesh. We demand an explanation. In the budget there’s no mention of Amaravati, Polavaram, Railway zone, deficit budget, special package, not to mention the other commitments made in the AP Reorganization Act and the assurances made on the floor of the Raja Sabha by then Prime Minister Manmohan Singh ji, without which this bill would not have been passed and therefore should be considered sacrosanct.

Some of your party leaders are trying to convince you that some how your party can grow in Andhra Pradesh by breaking the promises and weakening the Telugu Desham party. Seasoned admirers of the Congress president convinced her as well in 2014 of an ill-advised strategy and paid a very dear price from being the strongest state unit in the country for the Congress, it went to zero out of 25 MPs and zero out of 175 MLAs where it’s likely to stay for a very long time. The Congress thought that, by betraying the people of Andhra Pradesh it would ensure a win in Telangana and the TRS would merge with it. The Congress also had expected, because of a secret deal between them and the YSRCP, they would win in AP and would also support them if not merge. The people of AP are no fools and the Congress was wiped out in both the states and YSRCP devious plans were understood by the people. Please don’t be of the opinion that the BJP will fare any better if it treads the wrong path.

The YSRCP is now again trying to fool the people of AP. They are praising the budget cozying up to the central government, shifting the blame from the central government and the BJP to the AP government and to the TDP. The people of AP are no fools. They know that the YSRCP needs to support whoever is in power in the centre in order to keep their leader out of jail. Today it may be you, tomorrow it may not. And what is the message you will send to the country by supporting the party whose founder and president is the poster boy of corruption in India. If you think that the YSRCP would make a better alliance partner in AP it would be a serious lapse of judgement and morality. There’s a saying sir you can fool some of the people all of the time, you can fool all of the people some of the time, but you can’t fool all of the people all of the time. And Let me assure you Mr. prime minister, the TDP and the people of Andhra Pradesh are certainly no fools. We demand an explanation.

Our CM has visited Delhi 29 times. He’s met the Prime Minister, finance minister, home minister multiple times and every concerned minister to get the promises and assurances fulfilled. He has submitted report after report. The latest report being here sir, you can see how detailed this report is. This is not the first report. So many reports have been given to every department. It’s a shame. It’s shameful for the government to still say they’re waiting for information or that they’re still examining the situation. Sir, there are 19 items just in the AP reorganisation act alone that are yet to be fulfilled. I’m not going to cover all of them. I’m only going to focus on five main items from that because of the paucity of time. But there are 19 items just in the reorganization act alone. These include, I won’t go into detail, but let me read them out. Special category state, bridging the resource gap, Polavaram project, formation of a railway zone, financial assistance to Amaravathi, establishment of Green field crude refinery and petro chemical complex, Institutes of national importance, formation of Dugarajapatnam port at Nellore, increase of seats in AP state assembly, anomalies in tax matters, steel plant in Cuddapah district , establishment of Vizag Chennai industrial corridor, Vishakhapatnam and Vijayawada Metro rapid rail and road connectivity to Amaravati, development assistant to backward districts, payment of power dues by Discom, appointment of schedule nine institutions, appointment of schedule ten institutions and the formation of the Greyhound training center. Just in the AP reorganisation act alone sir, not to mention other assurances made to us sir. Where’s the budget for fulfilling your promises and assurances? Where is it in the budget? how do you plan to do it?

Coming to the special package, I wish to remind the honorable finance minister, what he had said on 7 September 2016 while announcing the special financial package to the state of AP sir. He said the government of India will support AP to the hilt. Sir that was in September 2016. Nothing has been done since then . The government cannot take our patience for granted. Not allocating and not even mentioning about the special financial package to AP in this budget is injustice and is deceiving the people of Andhra Pradesh. Secondly, when the finance minister came to Amaravathi to lay the foundation stone for administrative city , the CM of AP requested for exemption of capital gains tax till the first sale of the developed land in the Capital Region. Sir, this falls in my parliamentary constituency. The F-M assured that he would consider this request sympathetically but the exemption has been given only for two years. So I request that it should be given for that until the first sale is made which we’ve made this request over and over again. But we want a confirmation sir . Thirdly, the house is aware that AP has been given the financial package due to immense loss that it has suffered after bifurcation. The house is also very well aware that the financial packages with different nomenclatures were announced to various states and regions earlier and we also know the fate of those announcements sir. So looking at the past experience the people of AP are very apprehensive that this financial package may also meet the same fate hence there have been numerous demands from various quarters and also from our CM for giving legislative backing to the entire financial package announced on September 6, 2016 and also to implement the package in a fixed time frame in view of the above. I demand the Finance Minister through this house to immediately released a financial package announced and also give legislative backing to the special financial package to legitimize the announcements made by the Finance Minister. I’m sure he would reply to this when he replies to the debate sir.

Coming to assurances given during bifurcation, the government of India promised to give equal amount that the special category status would get as a special package. So I don’t want to go into the special category status issue right now. Secondly, the PM (the then Prime minister) also had assured on the floor of Rajya Sabha , special development package would be given to seven backward districts of Rayalseema and north coastal Andhra and it will be on the lines of the Koraput, Kalahandi special plan in Odisha and the Bundelkhand special package in Madhya Pradesh and UP. But so far, the government of India has given just 1050 crores or 50 crores per district every year for three years, while the package given to KBK and Bundelkhand is 6000 crores, only 1050 crores is given to AP and even this 50 crores is stopping after this year sir. We want that package sir, not a pittance to our backward districts sir.

Coming to Polavaram, the government of AP has submitted a revised proposal of 54,000 crores as for the 2014-15 estimates. Out of this nearly 30 thousand crores are meant for compensation to be paid for land acquisition and R&R. So i only request the FM and PM to approve the revised estimates of Polavaram at the earliest sir. Sir, coming to the railway zone and also the Vizag and Vijayawada Metro, the Honorable Finance Ministry has announced allocation of 17,000 crore for the Bangalore Metro and approved 51,000 crores for the Mumbai suburban railway network but there’s no mention about the Metro in Vishakhapatnam or in Vijayawada. It is obvious that the FM’s announcement for Bangalore is because there’s assembly elections in karnataka and not in AP. How is it justified sir? does it not mean that you’re deviating from your own path of talking only a “Vikas” and there would not be any politics on developmental issues. Yesterday, the Honourable railway minister made a statement in the other house, in the Rajya Sabha, on the railway zone. He said and I quote – “changing the zone and the contours of any zone involves consultations with a lot of other states. After we finished the consultation with all the states, we’ll find out a viable method by which there is no dispute. This should have been done by now sir. Why are we hearing this up four years later? Why we still hearing this sir? You know this is not something that I expect from a senior leader like Mr.Piyush Goyal sir. This should have been done. This statement by the Honorable railway minister is understood by the people of AP as delaying tactics as a railway zone is part of the AP reorganization Act which this government is supposed to implement.

Sir, coming to our new capital of Amaravathi, section 94( 3) of the AP reorganization Act says the central government shall provide special financial support for the creation of essential facilities in the new capital of the successor state of Andhra Pradesh including Raj Bhavan, High Court, Government Secretariat, Legislative Assembly, Legislative Council and such other essential infrastructure. It is the “central government shall provide” Sir, not “may provide” but “shall provide”. Provisional estimates indicate requirement of 1.2 lakh crores for the construction of the new capital of Amaravathi but just for the essential infrastructure including the Raj Bhavan, Secretariat, High Court, Legislative Assembly, and Council, the land development is estimated to cost around 42,935 crores over the next five years. But in the last three years, you provided 500 crores in 2014-15, 550 crores in 2015-16, 450 crores in 2016-17. Nothing more has been given. 1000 crores of this has been given for specific projects in Vijayawada and Guntur underground drainage, not even for the capital city. So I request the finance minister to release at least 10,000 crores annually so that in the next four to five years, the 42,935 crores can be given to construct our Raj bhavan, Secretariat, High Court, assembly and the infrastructure around that. The Finance Minister made a statement in Raja Sabha and said that he has directed the expenditure secretary to sit with officials from AP and finalize about the deficit budget. Officials from AP have reached today and would be discussing with the expenditures secretary and others. So I will speak about this only after the out come of those meetings. But that is definitely an area of concern to us sir.

Sir, coming to the allocation to various institutions mandated to be set up in AP as per the AP reorganisation act, they are pittance sir in this budget. With such paltry allocations every year, it would take 10 to 30 years for these institutions to become a reality. Just to give an example of this, the announced setting up of AIIMS in Amaravathi in our new capital, which also happens to be my parliamentary constituency sir, the estimated cost is 1618 crores. But so far not even a single penny has been allocated this year. Some money given to AIIMS in various states , but there’s no specific mention about AIIMS in AP sir. May be again because elections are not coming up in AP. So, in the same way I have figures for every institution and allocations to other such as the Vizag steel plant, the Dredging Corporation of India, the Hindustan shipyard, the Vizag Port Trust where allocations are miniscule. The overall allocations made to AP comes to 1814 crores and it is no exaggeration when I say that the telugu movie BAHUBALI’ collections are more than the funds allocated to our states.

If the people of AP gave zero seats to the Congress for passing the AP reorganization Act, imagine what they would think about the BJP for not even fulfilling the minimum requirements contained in this act. We demand an explanation, failing which we have no option than to consider you are acting in bad faith . Let me repeat, we will have no option than to consider you acting in bad faith and will certainly have to reconsider why are we in this relationship. I’m sure you will understand, as will your other allies and potential allies within this very critical election year. This is your last chance to fulfill your promises and assurances and to maintain the Alliance Dharma which we have maintained till now very patiently. It gives us no joy to be in this position and to deliver this message to a friend in an ally but you have given us no other option and no other choice. It’s now or never . We still have belief and trust in the finance minister and prime minister but we demand a comprehensive explanation and let me remind you again, the people of AP are no fools.

Galla : Baahubali collections greater than AP budget allocations

Launching a scathing attack on the government for not keeping its promises on financial assistance to bifurcated Andhra Pradesh, BJP ally Telugu Desam Party (TDP) on Wednesday gave an ultimatum to the Centre to fulfil the same.

Participating in a debate on the Union Budget in the Lok Sabha, Telugu Desam Party (TDP) MP Jayadev Galla said they have been fulfilling the “alliance dharma” (with the National Democratic Alliance) since 2014, and after five Union Budgets have been presented, this is the last chance for Andhra Pradesh to get what it was promised ahead of its bifurcation to carve out a separate state of Telangana.

Galla hinted that if the party’s demands are not meant, the TDP will leave the alliance.

“We are allies — we fought the 2014 general elections together, based on the promises made to the people of Andhra Pradesh.

“We have maintained the alliance dharma for five budgets. This is the final chance to fulfil your promises and assurances. It is now or never. We understand you have numbers (of MPs) to render us irrelevant, but elections are fast approaching, (and) based on current trends the coming (2019) elections may be challenging,” he said.

“What message will it send to your allies? India has not seen the last days of coalition governments; what message do you want to send to allies and potential allies. Allies are feeling humiliated, as are the people of Andhra Pradesh,” the TDP leader said.

He also questioned if the Bharatiya Janata Party was thinking of tying up with the YSR Congress in Andhra Pradesh. “You think YSR will be a better ally in Andhra?

“You can fool some of the people all the time, you can fool all the people some of the time, but you cannot fool all the people all the time,” he said.

Galla said the party demanded an explanation, failing which it would have no option but to consider that “you are acting in bad faith and we will have to reconsider why we are in this relation”.

The TDP member said he still had faith in Prime Minister Narendra Modi and Finance Minister Arun Jaitley, and said he was left with no other option but to raise the issue in this manner.

The TDP has been protesting in Parliament that the Centre has not given the promised financial assistance to Andhra Pradesh. TDP MPs protested in the Lok Sabha on Tuesday and Wednesday on the issue.

Mamata backs TDP-run Andhra in its ‘fight’ against centre

Against the backdrop of the strained ties between the BJP and the TDP, West Bengal Chief Minister Mamata Banerjee on Monday extended her support to Andhra Pradesh’s ruling party, saying she would support any state which was facing neglect from the centre just like her Bengal.

“West Bengal is facing the maximum deprivation and neglect under the present (National Democratic Alliance) regime at the centre (led by the BJP). You can’t browbeat the Trinamool by treating Bengal in a step-motherly way.

“And it is for similar reasons that Andhra Pradesh has also become vocal. I have been told that the Telugu Desam Party (TDP) would leave the NDA because of the way Andhra Pradesh is being deprived by the Centre.

“I would like to extend my backing to Andhra Pradesh. I am with Andhra Pradesh. I am with all states who are being deprived, just like us,” Banerjee said, while addressing a rally of the youth and student wings of the Trinamool Congress here.

Banerjee’s overtures to the TDP is being seen in the light of her constant emphasis on forging alliance of regional parties, which she had christened Federal Front in the past.

Soon after the by-poll wins in the Uluberia Lok Sabha and Noapara assembly constituencies last week, she had spoken on the need for a one-on-one fight against the BJP.

“I still feel, parties which have strength in a particular state, should fight (the BJP) there with all its strength. There should be one is to one (fight). This is what I feel.

“Again in some areas, there is need for adjustments and re-adjustments. If this is done properly, this (BJP led National Democratic Alliance) government will not be in saddle at the centre after the 2019 elections,” she had said last Thursday.

Upset over “injustice” to Andhra Pradesh in Union Budget 2018-19, the TDP, a key ally of the BJP, has decided to raise the issue in Parliament.

Andhra Pradesh Chief Minister and TDP President N. Chandrababu Naidu has asked his party MPs to pressurise the BJP-led NDA government to undo the injustice, calling it only the first step.

The TDP chief has said the party’s next course of action would depend on the response of the Narendra Modi government. Naidu has been demanding that the centre help his state till it overcame its revenue deficit and developed at par with the other neighbouring states.

NDA ally Akali Dal blames BJP government for injustice to AP

In a rather surprising move, Akali Dal MP Naresh Gujral came in support of TDP and openly blamed BJP government for it’s injustice to AP in the latest budget. He went to the extent of saying BJP was unfair in its treatment to allies. Out of the 40 + parties that are part of NDA, Akali Dal is 5th largest partner with 4 MPs out of total 332 MPs of NDA. First one being BJP with 275, 2nd is Shivasena with 18 MPs, TDP is 3rd largest with 16 MPs, Lok Janashakti at 4th place with 6 MPs.

In a recent interview, when Akali Dal MP Naresh Gujral was asked about some allies like Shiva Sena leaving NDA already and other allies like TDP are considering leaving NDA, he told – ” TDP’s concerns are genuine as AP was promised package and special status on the floor of house but the government later told it is not possible to give any special benefits (like tax incentives) to AP because of GST. AP is a deficit budget state and Akali Dal totally sympathizes with TDP and we completely believe central government is responsible for this injustice done to state of Andhra Pradesh”. Moreover, when he asked why Finance minister chose to neglect AP, which was ruled by it’s ally, he gave even more shocking response. He told, “I don’t think this decision was taken at the level of finance minister. It must have been taken at even higher level. I don’t mind saying this decision is taken at the level of Prime minister Modi”. He added, BJP and the center should sort out the matter with the TDP at the earliest.

When asked about BJP coming into power in 2019, he replied very candidly, as he said BJP will not get majority in 2019 on its own and it must depend on allies. But he categorically denied, when asked whether allies are flexing muscles because of BJP losing in some of recent elections. With NDA allies polarizing on one side against BJP, pressure is expected to be mounted on BJP to grant at least some benefits to AP.

Somu Veerraju and co sidelined : Does it indicate BJP strategy?

The post of BJP Party President in Andhra Pradesh has been contested by several BJP leaders and BJP high-command refused to make changes in last several months. Many analysts closely monitored how BJP high command responding on this and with whom it will fill this post. Because, by seeing the candidate occupying this post, one can have a fair guess of the game BJP wants to play.

In the wake of recent sharp comments between some BJP leaders and TDP leaders, once again surfaced the topic of TDP-BJP alliance breaking up before 2019 elections. Moreover, the leaders like Somu Veerraju, Purandhareshwari are among the front liners who are attacking Chandra Babu and TDP government. So, any attempt by BJP to give the post of AP president to such leaders, will have definitely given boost to some of the AP BJP leaders who want to break up with TDP.

But Narendra Modi and Amit Shah duo decided to continue Kambhampati Hari Babu as AP BJP president. He is currently serving MP from Visakhapatnam and people say he is disciple of Venkayya Naidu and he is soft towards TDP. So, Modi-Shah duo, by preferring continuation of Hari Babu, gave enough hints about their plans for 2019 elections. It seems, Jagan’ s open offer to BJP didn’t have much effect on them. Had one among those BJP leaders who follow anti-TDP stand – like Somu Veerraju, Purandhareswari, Kanna, or some other such leader – been selected to this top post, definitely, that would have stirred lot of debate by now and those who were waiting for TDP-BJP alliance to break up would have been on cloud nine. But, at least for now, Modi-Shah duo brought disappointment for them.

How A ‘Pro-Poor’ Budget Downplays Programmes That Fund The Poor

The last budget of the Bharatiya Janata Party-led National Democratic Alliance presented by finance minister Arun Jaitley on February 1,2018 found no mention of allocations for flagship schemes like the Pradhan Mantri Awas Yojana (Prime Minister’s Housing Programme, PMAY) and the Swachh Bharat Mission (Clean India Programme) except to reiterate targets that had been set or achieved. In fact, allocations for the rural arms of both schemes have declined 9% compared to the previous year’s revised estimates.

Not Enough For Clean Energy In Budget 2018 To Meet 2022 Targets

Budget 2018 has allocated Rs 750 crore budget for the development of grid interactive wind energy and Rs 2,054 crore for grid interactive solar power capacity. Though this is an increase on last year’s allocation, experts said this support is inadequate for the renewables sector. India is already slipping on its renewable targets and with overall allocations to the ministry of new and renewable energy slipping by 6% over a year, it may not be able to get closer to its clean energy goals for 2022.

TDP to put pressure on BJP over injustice in Union Budget

Angry over the injustice meted out to Andhra Pradesh in the Union Budget 2018-19, the state’s ruling Telugu Desam Party (TDP) is planning to mount pressure on BJP.

At the state cabinet meeting here on Friday, Chief Minister N. Chandrababu Naidu told his cabinet colleagues that the party will take a political decision on the issue, party sources said.

Naidu, who is also the TDP president, said there will be a fight on the injustice done to the state. He, however, advised his ministers to exercise restraint and not to speak whatever they like.

The TDP is a part of the BJP-led National Democratic Alliance (NDA) government at the centre while the Bharatiya Janata Party (BJP) is the junior ally in TDP-led government in the state.

The nearly three-hour-long meeting, which ended at 8.30 p.m., discussed in detail the meagre allocations made to the state in the budget despite repeated demands for last four years to fulfill the commitments made at the time of the state’s division.

Naidu noted that compared to the northern states, the budget allocations for the southern states were meagre. He said among the southern states, Andhra Pradesh has the lowest revenues and he had been demanding the Centre to handhold the state till it comes up at par with other states.

The meeting felt that the Centre ignored the demands for release of funds under special assistance measure announced last year in lieu of special category status, allocation for Polavaram project and financial assistance for development of state capital Amaravati.

The ministers were of the view that the Centre should have at least sanctioned Metro project for Visakhapatnam.

New twist: Is Pawan meeting Modi soon?

Pawan is in “Chalo re chal” tour and he has toured some parts of Telangana recently and currently touring Ananthapuram district. One thing that he is repeatedly saying in all these meetings recently is he is preparing a report on these issues and he will soon present that report to Prime minister Modi. He said the same thing in Telangana meetings as well as in his Anathapuram meetings. This would have not caused a big debate, had it happened in some other time, but when BJP and TDP are at war of words and when YSRCP chief Jagan is openly offering to ally with BJP, Pawan meeting with Modi will definitely be a point of discussion.

Though Pawan supported NDA in 2014, he later fired salvos at BJP and it’s leaders for not granting Special category status to AP . Moreover, CM Chandra Babu’s request for PM appointment has been rejected by BJP several times. In the mean time, YSRCP chief Jagan’s open offer to BJP surprised many. While CBN and Jagan are finding it hard to get PM’s appointment, those who heard Pawan saying he will be soon taking the Ananthapuram farmers to PM and presenting him the report with issues and actions needed on those issues really surprised many.

Some analysts are relating Pawans one-to-one meeting with Governor Narasimhan a month back to this latest development. Usually governors will have direct access to central government and secret meeting of a politician (of any political party) with governor is usually seen as increasing positive developments between that politician and ruling party at center.

Ready to chart own course, Chandrababu Naidu tells BJP

Amid strains in the ties with the BJP, Andhra Pradesh Chief Minister N. Chandrababu Naidu on Saturday said his TDP is ready to chart its own course if the former is not keen to continue with the alliance.

Reacting for the first time to mounting criticism of the Telugu Desam Party (TDP) by state leaders of the Bharatiya Janata Party (BJP), he said it was for the BJP’s central leadership to control them.

Talking to reporters, the TDP chief said he was adhering to coalition “dharma” by reining in his party leaders from reacting to their statements. “Because of coalition dharma, we are keeping quiet,” said Naidu.

“If they don’t want us, we will do the ‘namaskaram’ and chart our own course,” remarked Naidu.

The TDP is coalition partner in the BJP-led National Democratic Alliance (NDA) at the Centre, and the BJP is sharing power with the TDP in the state.

The state leaders of the BJP have been criticising the TDP on various issues. Some of them have even indicated that they were ready to work with the opposition YSR Congress Party.

Naidu’s remarks also come close on the heels of YSR Congress Party chief Y.S. Jaganmohan Reddy’s statement that he would support the BJP if Andhra Pradesh was given special status.

Shiva Sena, 2nd largest party in NDA, going alone in 2019 elections

Shiva sena, 2nd largest party in NDA (National Democratic Alliance) announced it will contest the 2019 Lok Sabha elections and Maharashtra Assembly elections on its own and will no more be part of NDA. Currently PM Modi led NDA has total 334 MPs in Loksabha. Out of this, 277 from BJP, Shiva sena has 18 MPs, TDP has 16 MPs and remaining 40+ parties have around 23 MPs. So, going by numbers, Shiva sena leaving NDA will definitely have impact on NDA though there is no immediate impact.

The BJP and the Shiv Sena have been allies since the early 90s. But in recent times the relations have turned soar. In 2014 elections and later, BJP emerged as largest party in Maharashtra with respect to number of MPs as well as number of MLAs. Shiva sena, once was main party while BJP was supporting party but now with roles reversed, Shiva sena is finding it difficult to live down with the facts.

There has been suspense on this since several months and finally Udhav Thakre brought down the curtains by officially announcing that they will contest alone.

Swamijis’ eye on ‘Raja’ Yoga in Karnataka

After Yogi Adityanath, the politician turned Swamy and Chief Minister of Utter Pradesh, now it seemed to be the turn of many Swamijis in Karnataka in upcoming elections. While the Bharatiya Janatha Party has already announced 10 Swamijis as its candidates, other political parties including congress has started searches for suitable Swamiji as its candidates. The ongoing circumstances in Karnataka are making it clear that a Yogi will be the future Chief Minister for the state.

Yogi Adityanath was a priest at a temple in Utter Pradesh and later established an Ashram. He entered into politics while continuing his deexa and stepped into parliament later became Chief Minister.

During his recent visit to Karnataka, many Swamijis across the state have been attracted by him and starting raising their voice on establishing good administration with moral values (Dharma Sanstapana).

They are saying that politicians forgot their responsibility and forgot public. Swamijis are criticizing politicians stating that they are ineligible in serving people now and announced that it is the time for their entry into politics.

Few Swamijis including head of Madara Guru Peeth (Chitradurg) Swamy Chennaiah, head of Gurupura Vajradehi Mutt (Mangalore) Swamy Rajasekharananda, Dharwada Managunda Basavananda Swamy have already announced that they would be aspirants in upcoming elections. They are now searching for suitable constituency for contesting the elections.

Even political parties other than BJP like JDU and Congress are also planning to gain the support from public as well as the followers of prominent Swamijis. BJP has announced that as many as 10 Swamijis from Karnataka would contest in upcoming elections. Heads from six mutts in North Karnataka and Coastal districts are seriously trying for BJP’s ticket. Union Minister Anantakumar Hegde is coordinating Party’s high command and Swamijis.

Besides this, political parties are seeking blessings of heads of Mutts in Karnataka. Politicians are queuing up at the ashram of the head of Adichunchanagiri Mutt Doctor Nirmalanandanath Swami for his blessings. He is from Vakkaliga community. BJP National President Mr. Amit Shah has already visited the mutt followed by Karnataka Congress Affairs Incharge Venugopal, KPCC President Parameswar. It is a frequent visiting place for the National President of JDU Mr. Deve Gouda and its state president Kumara Swamy.

BJP gets ‘migrations’ fear!

Telangana BJP leaders who have been working hard for strengthening party are in dilemma now over possibilities of migrations of top leaders from the party to TRS and Congress. Following the resignation of ex-MLA and top leader in Janagama district Mr. Kommuri Pratap Reddy, the speculations of few more resignations are choking the party.

Kommuri has already announced that his supporters along with heads of the party at Mandal level would also say goodbye to BJP soon. “I won as ZPTC member and MLA from BJP earlier. There is no discipline in party. I tried my level best in setting all things right. But, I failed. So that I have decided to leave the party and will decide about my future soon,” he said in a press meet. The words delivered by him are threatening the party’s state leaders.

Though the party is in power in central and getting good results in every election in states, the hopes in Telangana are being gotten down day-after-day. State leaders are blaming central ministers and high command for its adverse statements and appreciations to the TRS government. “The party’s key leaders have failed in convincing Mr. Kommuri, who did not get priority in new committees,” a state leader told telugu360.com

Waking up from Kommuri’s resignation, the party’s high command directed state leaders to list out possibilities of more resignations and speculations being spreading over against top leaders. “As per the preliminary list prepared by the state BJP, Mr. Nagam Janardhan Reddy is in disappointment and few leaders visited his residence and tried to convince him. Nagam made it clear that he was fighting against TRS government but, there was no support from state leaders. But, our leaders failed in convincing him. Similarly, few district level and Mandal level leaders on the way to shift to either TRS or Congress. Especially, few leaders are interested in shifting to congress in South Telangana,” the leader said.

‘Strained’ ties between Chandrababu, Modi marked AP politics in 2017

On and off squabbling between allies Telugu Desam Party and BJP was one of the notable political features in Andhra Pradesh in 2017.

The TDP is part of the NDA government at the Centre while the BJP is a coalition partner in the state but theirs had been a love-hate relationship.

While state BJP leaders had been open in their attack of the TDP, the latter could only vent its “frustration” in private, careful not to antagonise the former’s national leadership.

Whenever some of his party leaders tried to hit back at the BJP, TDP supremo and Chief Minister N Chandrababu Naidu only chided them, asking them not to speak anything against their “friend”.

As political observers see, the TDP needs the BJP more than the other way round and Chandrababu obviously finds himself in a “disadvantageous” position when it comes to getting things done by the Centre.

“He used to literally dictate terms when the TDP supported the NDA government between 1999 and 2004 but not now. With Prime Minister Narendra Modi emerging stronger, Chandrababu finds himself even more in a helpless position,” political analyst NR Krishna points out.

Privately, even senior leaders of the TDP agree that the relationship between Chandrababu and Modi is “strained”. Despite repeated requests at regular intervals, the prime minister did not grant an appointment to Chandrababu for a one-on-one meeting to discuss state issues in the last few months.

“This is a clear indicator of how things are. From our side we are very clear but we don’t know what their plans are,” a senior minister observed.

Things may not be well at the central level but politically the TDP seems to be growing stronger in Andhra Pradesh with the “there is no alternative” factor being played up by the ruling party.

The principal opposition YSR Congress looked unmatched in political strategy in taking on the TDP though its leader YS Jaganmohan Reddy launched a 3,000-km paada yatra (foot march) in November to garner people’s support to fulfill his ambition of becoming the chief minister.

But the TDP drilled more holes into the YSRC, whose more than 10 MLAs switched ranks this year, taking the grand total to 23 in the last two years (one of whom died this March).

Four of the 22 YSRC MLAs (they are officially still listed so) were inducted into the Chandrababu Cabinet in April. The state Cabinet now comprises members of TDP, BJP and YSRC.

Incidentally, the chief minister’s son Nara Lokesh too was made a minister after he was elected to the Legislative Council in March.

Chandrababu’s critics and the Opposition termed 2017 as a year of hype.

At the Partnership Summit in February memoranda of understanding were signed for 591 projects with a total (planned) investment of Rs 7,67,273 crore that were supposed to create 15,08,916 jobs.

Only 50 out of 591 projects actually went into production (as per the Chief Minister Office Realtime Executive Dashboard), and 61 percent of the proposed ventures did not move beyond the ‘preliminary stage’.

“Chandrababu releases a helium-filled balloon advertising that investments are pouring in by the billions, only to hoodwink people. His numerous foreign trips have only ended up with big zero in new investment (into the state),” claimed former Speaker Nadendla Manohar, who is from the Congress.

“Be it the London Eye or the bullet train… Chandrababu promised to get everything on the planet to Amaravati. He even said Amaravati would host the 2018 Olympics. Such is the hype he creates and it’s a habit with him,” Public Accounts Committee Chairman Buggana Rajendranath Reddy observed.

“He first promised to make Amaravati a Singapore, then Astana, New York and what not. The amount of hype is evident in this and he has a favourably-inclined media that propagates it,” he added.

Film star Pawan Kalyan, who runs the Jana Sena Party, promised to devote full time to politics from October but, busy as he is with the shooting of his latest movie, toured the state only for four days early December.

Kalyan announced he would contest the 2019 elections and also field his party candidates in a few constituencies but still remained vague on whether he would take the fight alone.

In 2014, the Jana Sena did not contest the polls but supported the TDP-BJP combine, contributing largely to its victory. Kalyan is still building his party set up and may come out with clear political plans in 2018, preparing adequately for the 2019 battle.

Gujarat is a setback for BJP, but will it make party more humble?

For the Bharatiya Janata Party (BJP) to have struggled to cross the 100-seat mark in Gujarat when it was boasting about bagging 150 is suggestive of an undeniable downward turn in its popularity ratings.

Considering that it tried all the tricks in the book, including several dirty ones, to cross the winning line showed that the party was uneasy about the outcome from the start, although Gujarat is Narendra Modi’s home state and few would have normally expected the locals to move decisively against a Gujarati Prime Minister.

But the fact that the previously unheralded Congress did reasonably well by adding to its 2012 tally of 61 seats was a sign that for the first time in more than two decades, the BJP was facing a challenge. The increase in the number of seats won by the Congress, and the fall in the BJP’s, underlined the fact that but for the relentless campaign undertaken by Modi and almost his entire cabinet, the BJP would have been hard put to win.

Along with the intensity of the campaign, with the Prime Minister concentrating so much on one state when he went only a few times to Himachal Pradesh, which also went to the polls, what was also noteworthy was the eagerness with which he latched on to the Congress maverick, Mani Shankar Aiyar’s gaffe about calling Modi names to assert that any slur on the Prime Minister is an insult to Gujarat.

Arguably, neither Modi’s claim of personally representing the state’s asmita or pride, nor his preposterous charge against his predecessor, Manmohan Singh, about conspiring with Pakistan had any noticeable impact on the mindset of the voters. In all probability, the outcome would have been the same even otherwise. But what these unprecedented outbursts, including the one about Aiyar having planned a “supari” operation to eliminate Modi, showed was that the BJP had the scare of its life during the elections.

The nervousness may have been all the greater because the party could not have expected the Congress to put up a fight. Although the Grand Old Party (GOP) always had a 40 per cent vote share in the state, there had never been any expectations about its prospects because of its moribund condition with hardly any organisational muscle or effective local leaders capable of drawing crowds.

However, perhaps to its own — and certainly to the BJP’s surprise — Rahul Gandhi’s entrance made a dramatic difference. For the first time since it went out of power, the Congress could seriously think of regaining it. Even if in the end, the HAJ factor made up of Patidar leader Hardik Patel, backward caste leader Alpesh Thakor and Dalit leader Jignesh Mewani did not make as much of an impact as was earlier thought, it proved that it was possible to mobilise the disaffected elements in the state against the seemingly all-powerful ruling party.

It cannot be said for certain whether the Congress will be able to sustain this combination of ambitious first-timers in politics — two of whom do not belong to it — for any length of time, especially when the prize for which they came together has eluded them. Besides, the Congress does not have anyone based in the state who can keep them together with a focussed agenda. One cannot expect Rahul Gandhi to continue playing the role of a unifier once the battle drums are silenced.

For the Congress, therefore, it is almost back to square one in Gujarat as the state has once again slipped out of its grasp and it will have to re-engage all over again in building the party’s ground level base. But the big takeaway nevertheless for the GOP is that, first, it has succeeded in giving the BJP a scare which no one would have thought possible in 2014, or earlier when the Congress lost four assembly elections in a row; and, secondly, that the party can now look forward with considerable confidence to next year’s elections in the three BJP-ruled states of Rajasthan, Madhya Pradesh and Chhattisgarh, where it may not be possible for Modi and BJP president Amit Shah to stave off the anti-incumbency factor as well as they have done in Gujarat.

For the BJP, the realisation must have dawned that the euphoria of 2014 is gone. Modi may still draw crowds, but it is possible to give him the jitters. It is unlikely that either he or his party will continue to make their arrogant claims about ushering in a Congress-mukt (free) India any longer. It will also help the party if the setback leads to a toning down of the haughtiness which has been its hallmark in the last few years.

BJP retains power in Gujarat but just barely

The ruling BJP was on Monday set to retain power in Gujarat, just edging past the half-way mark in one of the most bitterly contested elections that saw the Congress improve its tally compared to five years ago.

Election Commission officials said the Bharatiya Janata Party, on course for its sixth consecutive win, had bagged 58 seats and was leading in 41 while the Congress had won 50 and was forging ahead in 27 more.

Smaller parties and independents had won three seats and were leading in three.

While the BJP celebrated all across Gujarat and in Delhi, the 99-seat tally was far less than the 150 BJP President Amit Shah had set for the party to win and 16 less than what it got in 2012 despite intense campaigning by Prime Minister Narendra Modi.

The Congress, its campaign led by its now President Rahul Gandhi, was poised to finish with a tally of 77, 16 more than what it bagged five years ago.

Outside Parliament, a beaming Modi flashed a V sign to celebrate the victory in his home state. Senior BJP leaders taunted Rahul Gandhi and said the result proved that the people had embraced the Gujarat model of development.

But the BJP’s overall vote share in the state plunged from 60.11 per cent notched in the 2014 Lok Sabha polls to 49 per cent, indicating a sharp erosion in support base in a state which the party considers its fortress.

The vote share of the Congress, which joined hands with Patidar leader Hardik Patel, Dalit leader Jignesh Mevani and OBC leader Alpesh Thakore, soared from 33.45 per cent of 2014 to 41.5 per cent.

Union Information and Broadcasting Minister Smriti Irani brushed aside reports of BJP’s waning support, saying the winner was always the king. “Jo jeeta wo hi Sikander.”

As the vote count began across Gujarat at 8 a.m., at one point the Congress leads went past the BJP’s, giving a scare to the ruling party and sending the stock markets plunging down.

The BJP, however, managed to recover lost ground and eventually went past the half-way mark of 92 seats needed to control the 182-member House.

Chief Minister Vijay Rupani (Rajkot West) and Deputy Chief Minister Nitin Patel (Mehsana) trailed to the Congress early in the day before bouncing back and winning. While Rupani won by 50,412 votes, Patel’s victory margin was 7,951 votes.

The BJP also held on in most seats affected by the Patidar agitation demanding job quotas, provoking community leader Hardik Patel to complain about faulty Electronic Voting Machines.

While the BJP dominated over the Congress in South, Central and North Gujarat, the Congress held the upper hand in the sprawling Saurashtra/Kutch region.

The BJP also proved its sway over urban centres while the Congress seats came mostly from rural regions.

All Congress Chief Ministerial contenders lost — Shaktisinh Gohil (Mandvi), Arjun Modhwadia (Bokhiria) and Siddharth Patel (Dabhoi).

But the BJP suffered a setback in Unjha constituency which includes Modi’s hometown Vardana where he grew up.

The Gujarat election was held on December 9 and 14 and was marked by a viciousness that pitted Prime Minister Modi against the Congress, including his predecessor Manmohan Singh.

Modi had been the Gujarat Chief Minister from 2001 until he became the Prime Minister in 2014. It was the first Assembly election in Gujarat after Modi shifted to New Delhi.

BJP loses Modi’s hometown in Gujarat

The BJP has retained its grip over Gujarat but lost Unjha constituency to the Congress that includes Prime Minister Narendra Modi’s hometown of Vadnagar.

Congress’ Asha Patel defeated outgoing BJP MLA Patel Narayanbhai Lalludas by a margin of over 19,500 votes in the traditional stronghold of the Patidar community. While Patel polled 81,797 votes, her BJP rival got 62,268.

In 2012, Lalludas defeated Patel by nearly 25,000 votes.

Congress President Rahul Gandhi, the party’s star campaigner, had extensively campaigned in Unjha during his Navsarjan Yatra. On his visit to the region, Gandhi also prayed at the Umiya Mata temple, close to Vadnagar — where Modi was brought up.

Weeks before the election process began in Gujarat where the BJP has been in power for the last 22 years, Modi inaugurated Umiya Dham Ashram in Haridwar for the pilgrims from the region visiting the Hindu holy city on the bank of the Ganges.

Gujarat , Himachal Pradesh 2017 Elections

Now, it’s a matter of numbers for BJP in Gujarat and Himachal Pradesh where the Assembly election results have started coming out from Monday morning. With the trends in both states pointing to a BJP win – the Election Commission’s official declaration takes some more time – it is clear that the saffron party has fought a re-win with its back against the wall as pointed out by T360 a few days ago.

BJP will form the governments in both the states, of course. If it is ego badly bruised in the home state of Prime Minister Narendra Modi, the party’s real victory is in Himachal Pradesh where, literally, it clinched victory from Congress jaws.

While BJP’s strength in 182-seat Gujarat Assembly came down by about 10 seats, in Himachal Pradesh, it gained at Congress cost. Out of 68 seats at stake, BJP’s final position is likely to be about 48, with the rest in Congress kitty. That means, while the party is able to retain Gujarat for a record fifth time, another state turned saffron.

In broad terms, following conclusions could be drawn from Gujarat and Himachal Pradesh:

  1. BJP can’t take voters for granted. Its predictions of winning Gujarat almost hands down (the party chief Amit Shah’s boasting) boomeranged. While its urban base is intact in affluent Gujarat, Saurashtra has dealt a blow. The reason is Congress is able to exploit the unhappiness and discontent among farmers. Modi’s big talk of finance and economy has no use for them. Another, of course, is Hardik Patel’s agitation for reservations.
  2. Lesson: BJP government at the Centre has to look into farmers’ problems more seriously.

  3. In Himachal Pradesh, it’s chance for BJP to improve government’s performance. By throwing out Congress, the electorate wants a non-corrupt administration and BJP has to stand up to its claims and promises.
  4. Lesson: These two elections were fought almost single-handedly by Rahul Gandhi. He is being considered as the only leader who can stop Modi juggernaut in its tracks. While it’s true to a large extent, field army is as important as the General. In recent months, particularly after it was confirmed that Rahul was going to be the Congress president, many of his party loyalists (not his) had not been on the same page as Rahul. That’s bad for the party’s future.

  5. BJP need to learn a few lessons from Gujarat and a better performed Congress will give a tough time for the ruling party which is likely to have a new face as the state’s chief minister.
  6. Lesson: Rahul Gandhi seems to be going in the right direction, but needs dedicated cadre to fight the 2019 poll battle.

Will BJP victorious in Gujarat? Why BJP can’t rely on exit polls

Keenly battled Gujarat elections are over and all exit polls suggested victory for BJP, though the margin of majority is different. But still there are some doubts in political circles regarding BJP winning Gujarat. It seems there are 2 main reasons for this. In fact these are the same reasons when Vajpayee’s NDA government lost it to UPA in 2004 despite exit polls favoring Vajpayee’s NDA and all media channels buying BJP’s “India shining” campaign. Below are those 2 reasons that were attributed to the failure of 2004 exit polls and it seems these reasons are appropriate for current scenario too.

1. Gujarat always able to win most of the votes in urban areas, be it Gujarat or other states. Mainly middle class and upper middle class have been strong forte for BJP. On the other hand, Congress has most of their vote bank in rural and remote areas. It is very difficult for media and psephologists to catch the exact pulse of these remote voters. The same happened in 2004 when most of the samples are taken in urban and semi-urban areas. So these rural voters can actually turn the tide against BJP

2. This reason is a bit far-fetched. Whenever there is a complete positive propaganda on a particular party in media, usually voters don’t reveal their exact decision for several reasons. For example, when most of the media in US predicted Hillary Clinton’s victory, there was a silent wave for Trump. Some analysts later remarked that these voters might have hesitated to reveal their decision of voting for Trump to the media and psephologists. With Rahul Gandhi tagged as “Pappu” and voting for Congress being tagged as anti-national in some media, voters may prefer to not to reveal their decision.

The above are 2 reasons that were extrapolated to Gujarat elections from the analysis of “Why 2004 exit polls failed?”. Even after exit polls, Rajya Sabha BJP MP Sanjay Kakade has claimed that their party would not win enough seats to form the next government in Gujarat. On the other hand, Hardik Patel stated Congress will win 100 seats.

Anyway, its just few more hours to get to know the final answer.
