Jagan planning to sabotage Amaravati ceremony : Kishore Babu

Andhra Pradesh social welfare minister Ravela Kishore Babu came down heavily on opposition leader YS Jaganmohan Reddy for his indefinite fast and said Jagan was more interested in spoiling the image of the state rather than getting special status to Andhra Pradesh.

Reacting on the Jagan’s fast in Guntur on the second day , Kishore Babu, who also hails from Guntur, said Jagan’s fast had no support from his own MLAs . ” Rayalaseema people are unhappy with Jagan as he is not taking up Rayalaseema cause and North Andhra people also not happy because he is not talking about their problems. The fast is a unilateral decision of Jagan in the party,” he said, advising Jagan that the opposition leader should first win over the hearts his own MLAs and party workers.

Ravela alleged that Jagan had sit on the fast only to vitiate the atmosphere before the foundation laying ceremony of the Amaravati capital. ” The event is being organized as global event of Telugu Pride. Hundreds of national and international dignitaries, including the Prime Minister Modi, are coming. Instead of joining us to make the program success, he is planning to create confusion and law and order problem in the state,” the minister alleged.

The selection of Guntur as the venue for the fast itself was an indication to his ulterior motive, he added. Kishore Babu charged that Jagan collaborated with Telangana chief minister KCR in creating problem for Telugu people and Andhra Pradesh government in Hyderabad. ” When the state government was fighting with TS government, instead of standing by the government, Jagan chose to join hands with KCR and tried to sabotage the interests of the Telugu people,” he said. If Jagan was really serious of getting special status to Andhra Pradehs, Kishore Babu, said, he should have gone to Delhi and met PM and other Minister to put pressure on them.

“Has he ever visited New Delhi to meet the PM on the special category issue? Has Jagan ever raised the issue with any union minister? No,” he said.

“Now, on the eve of foundation laying ceremony, Jagan wants to create law and order problem and spoil the prestigious issue. We won’t allow this to happen,” Kishore Babu warned.

First phase of AP capital to be readied by 2018: Babu

The construction of Andhra Pradesh capital is taken on a prestigious note by the state government and they are leaving no stone unturned to make it a world class capital. It is a known fact that the laying of foundation stone ceremony will be held on October 22 and in this regard, the CM on Monday met Prime Minister Narendra Modi to invite him to the ceremony. Later speaking to the media persons, Chandrababu announced that the PM has agreed to attend the event. He also stated that the first phase of the capital is likely to be wrapped by 2018.

Modi will also be inaugurating the new terminal constructed by Airport Authority of India on the same day in Tirupati. This terminal was constructed at the cost of Rs 170 crore.

According to the CM, Amaravathi would be a ‘blue and green capital’ comprising water front for 20 to 25 kilometres and it would be one of the best capital cities in India with. The authorities are also planning to implement water taxis for the transportation purpose.

The October 22 ceremony will be a massive event with many national and international guests to attend the event. The cabinet and CRDA officials are working day and night to make it a historic event with all the traditional rituals.

Will Naidu’s Charm Offensive for Amaravati Work?

Chief minister Chandrababu Naidu is using every trick in the book to create a tsunami of Andhra pride and Andhra sentiment in support of Amaravati construction. Sentiment does work politics. His father-in- law NT Ramarao used Andhra pride to build Telugu Desam party and challenged Congress monopoly successfully in 1983. Similarly, Telangana sentiment had been cleverly transformed into a massive separate state movement which finally led to the division united Andhra Pradesh. The Andhra pride or Telugu glory had been used on many occasions in past to achieve political goals. So, Naidu this time is trying to stir up Andhra sentiment for a different purpose- to garner support for a massive construction project ie Amaravati capital.

In the past Andhra Pride had been used for pure political purposes: first for the creation of Andhra state in 1953, and then to defeat Congress in 1983. Now, Naidu needs Andhra pride on the scale of a Tsunami to get people’s approval for many things. 1. Capital location has no support from Rayalaseema. 2. It is a political decision to keep the capital immune from the influence of aggressive Reddys of Rayalaseema 3. Guntur and Krishna districts, where capital zone falls, form the core Andhra area, and basically Kamma Nadu, safe zone for Telugu Desam party, which is generally perceived as party of Kammas. 4. There has been wide-spread opposition from small and marginal farmers across the state for taking over of their lands, though non-irrigated in some cases, for the proposed 5 lakh acre land bank creation 5. growing resentment among the students and youth against the Naidu’s policy of not filling the vacancies in government. ( Naidu’s idea is to cut government expenditure on jobs. He has extended retirement age from 58 to 60 years, which takes care of families. And for youth- wait for a couple of years. Hundreds of companies are setting shop in Andhra and you would get the job of your choice, is his message.)

To bury all these negative factors Naidu needs an extraordinary force – the force is Andhra pride and Andhra glory. All festivals like Sankranti have become occasions to celebrate glorious Andhra culture. Even rules had been relaxed to gamble on cock fights, famous in some Andhra districts. Godavari Pushkaralu had been celebrated with the theme of Andhra and building of capital along with rebuilding of Andhra was the message. The massive crowd at Pushkaralu instilled enormous confidence in Naidu that he could get similar support to Amaravati as well. State government is making Kuchipudi, an Andhra dance form, is part of syllabus.

The height of the Andhra charm offensive will be seen in the run up to construction of Amaravti capital. Naidu wants all Andhras, wherever they are, to donate at least a brick or money worth of a brick. This is to create a sense of belonging among Andhras. He is adopting crowd funding in order to make every Andhra become partner of the capital city. An innovative technique ‘digital brick’ is also being planned for non-resident Andhras in which the donor can affix his signature on the digital brick. He is planning a memorial wall on which the names of all farmers, who offered land under land pooling to the capital, will be engraved on the lines of Indai Gate, New Delhi, which displays the names of soldiers, who died in wars fought by colonial Britain. To praise their sacrifice a program called Rytu Vandanam is being planned on the day of foundation laying on October. In order to present that new capital embodies the spirit of every Andhra village, the government has made arrangements to bring soil from 16000 villages and habitations in Andhra kaslasam. This soil will be mixed with the soil of Amaravati at the point of foundation. The mixing of the soil and the place will be consecrated as the confluence all rivers. Recently the diversion of Godavari water into Krishna basin has been celebrated at Pattiseema as the linking to two mighty Andhra rivers.

The capital has already been given a moniker “people’s capital” notwithstanding the criticism that it was a big real-estate venture by “Naidu & Son Co” by opposition parties. Naidu’s plan is to attract Rs 4 lakh crore for construction of capital along with associated townships and industrial hubs. As the centre is not coming forward to help capital beyond core capital which constitute administrative blocks like Secretariat, Assembly complex, High Court, CMO and Raj Bhavan etc, the only option left is involving the Singapore companies, which are demanding huge land about 5000 ac. in capital region in lieu of the cost of construction of the core capital. The proposal has attracted flak from the people and opposition parties. And, now, Naidu needs a wave of Andhra Pride to push through such business deals. Is it possible to create a, Andhra pride for a project which is going to benefit only a section people: realtors, contractors and leaders?

Time fixed up for Amaravati foundation

Andhra Pradesh government has fixed the timing for the laying of foundation stone for construction of Amaravati Capital city. The foundation stone will be laid on October 22, 12.45 afternoon. This has been announced by chief minister N Chandrababu Naidu in today’s marathon cabinet meeting.

After the meeting, municipal and urban development minister P Narayana said the exact location would be nearer to the place where ground breaking ceremony took place at Mandadam village. ” About 50 acres has been earmarked for the purpose from the edge of River Krishnan” the minister told media.
The auspicious moment falls at 12.45 pm on October 22,2015, he said.

Prime Minister Narendra Modi will be attending as the chief guest of the spectacular function being organized at the cost of Rs 9.5 core. Even though invitations have been extended by the state to the PMs of Japan and Singapore, it is not exactly know if the foreign dignitaries would turn up.

Would Jagan attend capital foundation ceremony?

Opposition leader and YSR Congress President YS Jaganmohan Reddy will face Hamletian dilemma- to attend or not to attend the spectacular foundation laying ceremony of new capital Amaravati, once he receives the invitation from capital region development authority (CRDA) in a day or two.

Jagan is expected to face two tough questions with regard to the emerging capital Amaravati. They are:

1. Would he attend the foundation stone laying ceremony of the capital city Amaravati on October 22.

2. Would he relocate himself to new capital region as the government is in the process of shifting the temporary capital from Hyderabad to Vijayawada. There are plans to conduct the next Budget Session of Andhra Pradesh Assembly from the Capital Region. Then he has to live in capital region, which he is opposing tooth and nail.

Jagan has to keep ready fitting answers to these questions as the date of foundation stone laying ceremony is fast approaching. If the opposition leader abstains from October 22 ceremony, in which Prime Minister Narendra Modi will be the chief guest, TDP would unleash campaign against him stating that he is anti-Amaravati and scuttling word-class capital emerge in Andhra Pradesh. If he attends the program, it would be tantamount to endorsing the capital city project, which, in his own words, is coming up destroying the flourishing agriculture economy. In August he staged a dharna with thousands of farmers oppositing the acquisition of fertile land forcibly from small and marginal farmers.

Not only had he supported the agitation of the farmers, who are set to lose fertile lands, but also assured them he would return all the lands to the farmers once his party comes to power in 2019. It clearly states his stand vis-à-vis capital region. Though he did not tell it in so many words, Jagan is opposed to the capital coming up in an area, which is already advanced. He articulated this in a different way stating that he would have raised no objection if the capital construction had been taken up in any area where government waste lands were available.

His party dubbed the capital project as ‘ commercial project’, ‘real estate project’ etc. And definitely Jagan is not blind to the resentment being expressed in Rayalaseema and North Coastal Andhra to the way the capital is being developed on the lines of Hyderabad with everything being concentrated in the capital region. It is clear from the very establishment of “capital region development authority (CRDA)that Amaravati is going to become a black hole of Andhra Pradesh sucking everything into it. So, it is difficult for Jagan to endorse the project by attending the foundation stone laying ceremony on Vijayadasami day.

The second question is related to shifting of his base from Lotus Pond, Hyderabad, to Vijayawada. The first salvo has already been fired by TDP emergent leader Lokesh. He asked Jagan to first shift his base to capital region in Andhra Pradesh and then talk. Speaking in a party workers training program in Nellijerla in West Godavari district on Tuesday, Lokesh ridiculed Jagan for demanding special status to Andhra Pradesh by sitting in Lotus Pond of Telangana’s Hyderabad.

By all means the opposition leader would abstain from the October 22 Amaravati foundation stone laying ceremony. And he is unlikely to relocate himself to Vijayawada, TDP government’s temporary capital, from Hyderabad, which is designated as temporary capital by AP Reorganization Act-2014. What is important is how he would construct his argument without hurting the sentiment of the people, who are supporting the Amaravati capital and at the same time he should not been as the one who betrayed the farmers, whom he sat with on a dharna.

Naidu unhappy over sluggish “Smart City”

Chief minister N Chandrababu Naidu was a bit confused today when the consortium of global companies, appointed to prepare master plan for Smart Cities, sought another 18 months to prepare a detailed plan for making Vizag a smart city. Today in a review meeting , held at Vizag, the representatives from AECOM, KPMG and IBO said they needed six months for basic analysis at field level, six months for the preparation of implementation plan and six months for the preparation of basic master. Naidu did not agree with them. Expressing dissatisfaction at the delay, the CM told them how the Singapore agency prepared the complete master plan for the Amaravati capital in just six months. Union urban development minister M Venkaiah Naidu was also present in the meeting.

Naidu also told them how the Singapore experts stuck to their deadline. Even though Prime Minister announced the plan to make Tirupati, Vijayawada and Vizag cities into smart cities a year back there had been no progress, Naidu remarked.

He asked the consortium to complete the plan in 15 months and asked them to submit the preliminary report by December. The representatives from US Trade Development Agency also participated in the meeting.

Despite the presence of Prime Minister, an SPG protectee, Andhra Pradesh government wants to convert the Amaravati foundation laying ceremony on October 22, 2015 into a public function. There will be no restriction whatsoever on people attending the function. All are welcome.

Municipal administration minister P Narayana said as the capital was being developed into a peoples’ capital, all people of Andhra Pradesh were welcome to Amaravati foundation laying ceremony.
He said the Prime Minister had conveyed his consent to attend the ceremony. About the venue. the minister said exact location of the foundation laying ceremony would be known in a day or two. The state government had begun the arrangements for the program much in advance, keeping in view the VVIPs and large number of public. ” We have instructed the official too ensure that no one will face any problem during the program,” he said.

Narayana said all the issues related to the land pooling and farmers issues had been resolved up to 95 per cent. “The rest of the issues are minor ones and will be resolved soon,” he said. Yesterday, chief minister Naidu also reviewed the arrangements and asked the official to select the venue for foundation as per the Vastu as it would become a land mark in the history of Amaravati.
” The capital proper would come up in 217 sq km while capital region would spread over 7429 sq km,” he added.

Talking about the construction of capital city, the minister said advanced technology which enable us to build 30 floor building in just two or three months was available in China and Singapore and the government was studying to adapt the it for Amaravati. Revealing that many more farmers were coming forward to contribute the land-pooling, the minister said their offer would be considered at the time of building of greenfield airport which requires about 5000 acres.

PM to attend Amaravati ceremony on Oct 22

Prime Minister Narendra Modi has given consent to attend the foundation laying ceremony of new capital city Amaravati on October 22,2015. Chief minister Chandrababu Naidu disclosed this in a meeting held to review capital related works. This evening,in Vijayawada, Naidu reviewed the preparatory work for the foundation laying ceremony, which is being planned as global event.

He instructed official that the location where the foundation stone would be laid should be vaastu-compliant and a picturesque spot. He is planning to make Amaravati a matter of Telugu pride and sentiment. To achieve this soil from all mandals across the state will be collected and mixed with the soil of Amaravati. Sarpanches from all the mandals will carry the soil from there villages and mix it with Capital soil on October 22. “The soil brought from all the mandals across the state will be mixed with the Amaravati soil to establish an emotional connection. The soil will be brought in a Purnakumbham after a pooja (to signify divinity). All the Purnakumbhams then could be formed into a massive sculpture or an idol, signifying the contribution of people to the People’s Capital or may be into Bodhi tree, reflecting its connection with Buddhism . Let us come up with different ideas and finalize them” chief minister told the officials.

The Chief Minister suggested to the officials that the spot of foundation tone should be developed into a public space, where an exhibition portraying Amaravati’s past, present and future, on the lines Singapore gallery which he visited two day ago.

Stating that the “Birth of Amaravati – the People’s Capital” should be a spectacular extravaganza that should create an emotional bond with people of Andhra Pradesh, the Chief Minister said adding that every citizen of the state was welcome to participate in capital building.

Amaravati becomes a state within the state

Amaravati capital region has almost become a state within the state of Andhra Pradesh. The vast area it covers now will be under the direct control of Chief Minister as there would be no elected body to govern area that falls in Krishna and Guntur districts. So, government has appointed an executive committee of officials to look after the affairs of the CRDA. The in-charge secretary, Municipal Administration and Urban Development (CRDA), Ajay Jain has been appointed chairman of the executive committee. With this, Jain, a 1991 batch IAS officer, has become most influential officer in Andhra Pradesh. Jain, who, one of the blue-eyed boys of ten -year Congress regime between 2004 and 2014, has successfully wriggled out of the Congress legacy unlike many senior officers who got stuck in the past .

Ajay Jain is already looking after the departments of Energy, Investment and Infrastructure . Now he is made chairman CRDA executive committee. Naidu’s entire developmental program is hinging on these three departments- Electricity, investments and capital city. One can easily imagine the clout Jain holds in the state government now. State government has decided to bring more mandals under under AP Capital Region Development Authority (APCRDA). On Tuesday area under the control of CRDA has been extended to 8352 sq km from 7,068 sq km, adding an extent of 1464 sq km to the existing CRDA.

On December 30, 2014 the state government notified 7,068 sq km spread across covering Krishna and Guntur districts as CRDA. About 29 mandals, fully or partly from Krishna district and another 29 mandals, fully or party, from Guntur district had been brought under the wings of CRDA. Within a week, Nandigama Nagar Panchayat, Nuziveedu Municipality and Gudivada Municiapality (Krishna district) , Ponnuru and Sattenapalli Municipalities from Guntur district had been brought under the jurisdiction CRDA.

Now many more municipalities have become part of CRDA with the extension of CRDA to 8352 sq km . The new areas : Jagayyapeta Municipality, 24 villages in Jaggayyapeta mandal, 26 villages in Vatsavai mandal, 12 villages in Penuganchiprolu, 4 villages in Mylavaram Mandal, Two villages, Narsupeta and Digavalli in Nuzivi mandal, Three villages in Bapulapadu mandal, 7 villages in Movva mandal, 9 villages in Ghantasala, two villages in Challapalli, seven villages in Mopidevi, 10 villages in Pamarru, ten villages in Nandivada, six villages in Gudivada and one villages Pedavaram in Nandigama mandal.

Areas in Guntur district that come under CRDA purview: six villages in Atchampeta mandal, five in Krosuru, two in Sattenapalli, three villages in Phirangipuram, two in Edlapadu, Vangipuram in Pratipadu, Three villages in ponnuru, eight villages in Bhattiprolu.

‘Voluntary Land Pooling’ decoded

It is widely believed that the Andhra Pradesh (AP) chief minister, N. Chandrababau Naidu, has been successful in convincing the farmers to voluntarily surrender about 33000 acres of land to build a new capital city, Amaravati. And that this is unprecedented and there is a lot for other states in India to learn from. Is it so? Contrary to the claims, the total land pooled is 26,975 acres as on 20 Augustunder the Land Pooling Scheme (LPS)(The Times of India, 25 August 2015, Hyderabad).To claim that a majority of the farmers surrendered lands voluntarily is an insult to them. An interplay of three factors played a crucial role in this land grabbing – real estate speculation, the dominant caste that is the backbone of TDP in the region, and continuous blackmailing and intimidation of the farmers – what is locally called ‘mind game’by the government.

Once the capital city location was announced to be spread over 25 villages and four hamlets in Tullur, Tadepally and Mangalagirimandals in Guntur district,the real estate speculators started raising the land values. Resistance to land pooling has been high in the villages whereJareebulandslocated on the right bank of Krishna river. Considered some of the best fertile lands in the country, about 120 varieties of crops are cultivated round the year in these lands. Under the LPS, the government offered developed residential/commercial plots of a certain size and an annual payment for each acre for ten years. In the light of the huge real estate speculation, the farmers were told that the plots they get will fetch them huge sums running into crores once the new capital city takes shape. They were told that this is better than the small amountsthey would get as compensation if the lands were acquired legally.

Three significant developments strategically played together in the last days of December 2014 and early January 2015 provided the backdrop to the operation of the LPS. These had a tremendous bearing on the farmers in the subsequent few months. First, several Government Orders (GOs) were issued on 30 December 2014 bringing the Andhra Pradesh Capital Regional Development Authority Act (APCRDA Act) into force with immediate effect, and authorising APCRDA to undertake “voluntary land pooling system”. The LPS Rules were issued on 1 January 2015.Second, the controversial Land Ordinance was promulgated by the Government of India on 31 December 2014. The AP government used it as a Damocles’ sword over the head of farmers to force them to join the LPS.Changed provisions in the Ordinance were relentlessly used by the government, the ruling party leaders, real estate speculators, revenue officials etc., to intimidate the farmers. Third, police were moved in to the villages on a permanent basis from the first week of January due to an incident of burning of banana plantations and bundles of some other material on the morning of 29 December 2014. This happenedin six river-bank villages where resistance to LPS was high. Cases were booked on several activists of the opposition party. Later, it came out that it was done by the ruling party as a strategy to move the police into the villages.

The government’s attitude was aggressive and intimidatory. All through, it exhibited a “rhetoric of urgency” to “justify the speeding up of law-making, regulations and policies to enable a new city to quickly materialize”(Datta, 2015). Deadlines were set with short time limits to pressurize the farmers for speedy surrender of lands even before their implications were understood by them. The LPS rules were not made available in Telugu, the local language. Deadlines were extended eight times till the Land Ordinance lapsed at the end of August. The LPS has benefited mainly the large land owners who left agriculture (as their children got settled outside in India and abroad), were leasing out lands and belong to the upper caste support base of the TDP in Tullur area. These people exerted pressure on the small farmers of the same caste who were identifying themselves with the new city since TDP is in power. LPS has been anti-small farmer, anti-poor and socially unjust. Government appointed one revenue officer to each village to be constantly in touch with the farmers and pressurise them to join LPS. Rumours were also spread about declaring those village lands as “green belts” if the farmers don’t join LPS.

It is widely believed that the Land Ordinance was brought in with the main purpose of enabling the AP chief minister to take over these highly fertile lands. Even by middle of May the land pooled was only about 15000 acres. Re-promulgation of the Ordinance three times enabled AP government to continue blackmailing the farmers. Had that Ordinance lapsed after the winter session of parliament, the whole farce of the so called voluntary pooling would have collapsed like a pack of cards.

World-class event awaits world-class Amaravati

Andhra Pradesh government is planning to organize the foundation stone laying ceremony for construction of new capital Amaravati as world class and spectacular event that goes down in history of Andhra Pradesh history a land mark. The CRDA has invited bids from globally reputed event managing organizations to publicize the event globally and organize it in a memorable way.

” International and national dignitaries will participate in this event along with public of around 50000 people. It is proposed to conduct various events culminating in the ceremony to facilitate the feeling of celebrations. The event is proposed in the new Capital City on an open land of 50 acres,” a notification issued for the purpose said.

The foundation stone laying ceremony for the construction of Amaravati will be held on 22nd October 2015 and Prime Minister Modi will be the chief guest. Prime Ministers of Japan and Singapore are expected grace the occasion.

The CRDS said , “the aspiration is to create a people’s capital that is vibrant, diverse, inclusive and modern which is not only a glowing pride for all the people of Andhra Pradesh but also a magnet for skilled migrants, industries, business and professionals from across the world. It would synthesize the best features of urban planning, sustainability and effective governance to create an inclusive, highly liveable and world-class urban ecosystem.”

In order to execute and conduct the event in a smooth and spectacular manner, APCRDA wants the services of an Event Management Agency for publicizing, planning and executing the event on Vijaya Dasami day.

According to Capital Region Development Authority, the exercise should lead to the creation of an encouraging environment in the public in the region and increase the appreciation of the New Capital City in the world. Promotional videos on the event and on Amaravati are expected to be made and publicized through various channels for this purpose. Apart from 50,000 people government is expecting 1000 VIPs and MIPs.

Naidu to invite S’pore PM to Amaravati ceremony

Andhra Pradesh chief minister Chandrababu Naidu will extend official invitation to the Singapore Prime Minister Lee Hsien Loong to the foundation stone-laying ceremony of the new capital of Andhra Pradesh on October 22nd.
Chief Minister N. Chandrababu Naidu along with the delegation of ministers and officials will visit the island nation on September 21st and 22nd.

On the first day , chief minister will participate in a commercial meeting at Science Park with a Singapore Consortium and later, meet Minister Iswaran for lunch and discuss on the Swiss Challenge Method for Amaravati Development.

In the evening, the CM will deliver a lecture at the Institute of South Asian Studies (ISAS) which will be moderated by Ambassador Gopinath Pillai, Special Envoy to Andhra Pradesh and then attend the dinner hosted by the Singapore consortium.

On the second day, the Chief Minister along with the government delegation will visit the Singapore City Gallery and get an overview of the key physical features such as residential, industrial, commercial areas, airbases, reservoirs etc of the City. He will also review the planning for the Civic district, Marina Bay and also study the Concept Plan and the Master Plan.

The visit to Singapore City Gallery will also include planning for green and blue spaces, recreation spaces, island-wide water catchment, waste management, integration of land use plans with public transport networks and conservation planning.

Before wrapping up his 2-day visit, he will visit three townships :
1. Kallang-Bendemeer Region (Sports hub)
2. Changi Business Park Region (Aviation hub)
3. One-North Region (R&D, Knowledge hub)

During the visit to townships, the Chief Minister will understand different stages of integrated townships and how the Seed Development Area could potentially evolve from lower density, high-tech industry business spaces to higher density, high-end office-business park spaces. He will leave Singapore on September 22nd evening.

Naidu’s third S’pore trip to cost Rs 63 lakh

Chief Minister N Chandrababu Naidu is leaving for Singapore on four day tour on September 20, to have further consultations with Singapore government on the development of Amaravati, the emergent capital of Andhra Pradesh.His trip is costing Rs 63 lakh to the exchequer. External affairs ministry had conveyed it’s no objection to the trip from the political angle, yesterday.

This is Chief minister’s third trip to Singapore on the same purpose. Normally, once an agreement is reached at the political level, rest is left to the officials and experts. But, Naidu is not allowing anybody’s view creep into the capital project. He is ensuring that his and only his signature is burned into his dream project of world class capital. The other man who can peep into his design is municipal administration minister Narayana. Anybody who contests this would be shunted out of department of municipal administration and urban development. In the past 15 months, two upright principal secretaries have been shown the door.

The CM himself is overseeing every aspect of the Capital development- which earned him a moniker of ‘CM of CRDA’. He is participating in every meeting connected to the capital. On one side Naidu visits Singapore regularly, on the other, the city state is also reciprocating this by sending her ministers to Andhra Pradesh with equal regularity.

This time round, Naidu is going with a 12-member team which include Y Ramakrishnudu, (finance ),P Narayana (municipal administration), Parakala Prabhakar (advisor, communications ) SP Tucker(special chief secretary, planning), PV Ramesh Babju (principal secretary, finance), Satish Chandra( Principal secretary to CM), Ajay Jain (principal secretary, energy), Rawat Shamsher Sigh (secretary, industries) and N Srikanth (commissioner,CRDA).

According to sources in the government, Naidu’s trip is meant to discuss the appointment of principal developer and chief architect etc. He wants to finalize the developer and architect capital project before the October 22, when PM Narendra Modi is expected to lay foundation stone for the capital construction.

Donations pour in for Amaravati construction

When some farmers are opposing the proposed inclusion of their villages in the Amaravati capital region, other are liberally extending cooperation to the massive project of construction of world class capital by Andhra government. Farmers of Tullur village in Amaravati capital region today donated Rs 3, 52,675 to capital development committee. A group of farmers today met chief minister Chandrababu Naidu at his camp office in Vijayawada to handover the cheque. They said this was the money they got as rents for their properties. They also announced a donation of Rs 60 lakh to the capital development in near future. They said as they were going to get more money due to the increase in rents in region, they had decided to donate the whole amount they would get to the capital construction.

This is the farmers’ response to the call given by chief minister Naidu for donations for the construction of the capital. Naidu exhorted people to donate at the rate of a brick or equivalent worth money per family to the development of capital . According to Naidu, this is a symbolic participation of the people in the what the calls a “people’s capital of Andhra Pradesh”.

Farmers who met the CM were Kadiyala Vamsikrishna, Vellanki Srinivas Satyaprasad, Kondreddy Venkata Satyanarayana, Suryaprbhakar. Chief minister, while appreciating the gesture of farmers from capital region, said despite the roadblocks created by critics of Amaravati, the development of the capital was going ahead. ” October 22, when the foundation stone will be laid for the new capital by PM Modi, will go down in the history as water mark for the Telugu people,” he said, calling upon people to come forward with donations in order to participate in the capital construction.

Amaravati will be free of casino and race course

Though chief minister Chandrababu Naidu plans to build new capital Amaravati into a world-class city, it would be free of casinos and race-course. This was made clear by finance minister Yanamala Ramakrishnudu today in Assembly when BJP member suggested that government should consider setting up casinos in Amaravati. Even though casinos and race-clubs help shore up revenues, there was no proposal to set up casinos in new capital, the minister said.

According to Vishnukumar Raju, several people from Visakhapatnam and Godavari districts often go outside the state to play and place bets in casinos in Goa and Sri Lanka. Government should think of establishing casinos, horse racing clubs in the Amaravati to make city an entertainment centre as well.

“If Casinos are set up in the State itself, government can earn revenue from these centres in the form of taxes”, P. Vishnukumar Raju said participating in a discussion on the amendment to AP (Telangana Area) Horse Racing and Betting Tax Regulation.

The Finance Minister however responded that there was no proposal now to set up casinos.

Yanamala provokes sharp retort from Pawan

‘Power-star’ Pawan Kalyan announced that he was descending down from twitter to the farm lands of Betapudi, Penumaka and Undavalli. He tweeted he was going to meet the farmers of these villages and other villages in the catchment area of River Krishan.

The actor, however, expressed dismay at the sarcastic remarks of finance minister Yanamala Ramakrishnudu and said the minister heckled his efforts to carry forward the cause of the farmers instead of responding with wisdom.

Pressed to the wall, Pawan has given a fitting retort to finance minister, who tried to defend government acquisition of fertile and multi-crop lands for the purpose capital construction.

While Pawan is for sparing these lands from being acquired as they are uniquely fertile, finance minister argues, if you want development you need to bear the loss. By comparing the development of Film city in Hyderabad with development of Capital city in Guntur district, Finance minister, pushed the wrong button in his enthusiasm by stating that government collected lands from farmers and assigned them to film industry in Jubillee Hills.

Pawan cried foul. He said the lands given to the film industry were no way comparable to the lands of Betapudi, Vundavalli and Penumaka, where three crops were raised.

“Finance minister may not be knowing that the lands assigned to the cinema industry in Hyderabad were hillocks and not the fertile farm lands,” he tweeted.

He said, ” If we know in advance that what is being built is heaven, we can tell if it is a heaven or a suspended misery between earth and sky.”

He clarified he had no studios on the hills of either Hyderabad or Vizag.

CRDA pack of lies to hide green massacre

The state government, which is facing many cases with regard to the destruction of multi-cropped areas to make room for construction of capital Amaravati, has placed a pack of lies before the National Green Tribunal stating that the total sown area in Amaravati capital region is negligible and would not have any adverse impact on the food security of AP or the nation.

Responding to NGT notices, Capital Region Development Authority (CRDA) commissioner N Srikanth reportedly informed the Tribunal that the area under cultivation in the capital is just 0.027 percent of the total sown area in the state during kharif last year. The extent of paddy cultivation is mere 0.077 percent of the total paddy cultivable area in AP.

According to Sri Kantah, the argument that the construction of capital was being taken up at the cost vibrant agricultural economy. The total sown area in the proposed capital last year was around 11,242 hectares of which paddy was cultivated in just 1,266 hectares, he added.

And there was no reference to the contentious multi-crop land that is being acquired now which Jana Sena president and movie star Pawan Kalyan is also opposing. Incidentally, CRDA chief Srikanth’s assertion is based on the revenue records of 1908.

Professor Chigurupati Ramachandraiah contradicts:

Chigurupati Ramachandraiah, an eminent professor from Centre for Economics and Social Sciences (CESS), Hyderabad, contradicted the argument of CRDA.

” This is an attempt to reduce the whole cultivation in the fertile region into insignificant percentages of state/national level figures in food production. I wish the National Green Tribunal sees through the game and calls his bluff,” Ramachandraiah said.

He appealed to TDP supporters that, “a government which tells lies and cheats the courts today cannot tell the truth tomorrow, and set high standards in public life for future generations. This is not a party (or, worse, caste) affair.”

Andhra Pradesh finance minister Yanamala Ramakrishnudu dismissed Jana Sena president and movie star Pawan Kalyan’s request to spare certain lands from being acquired for new capital Amaravati construction as impracticable.

Yanamala, an astute politician, unambiguously asked Pawan to suggest an alternative way to get the lands acquired from the farmers for any developmental project.

In his last ditch attempt ostensibly to save the multi-cropped lands from Krisnhna River front villages for Amaravati construction, Pawan urged chief minister Chandrababu Naidu to spare three village Betapudi, Penumaka and Undavalli from being acquired for capital purpose.

“Land acquisition Act is the only legal instrument the government can acquire the land from public for any developmental work. I would like to know from Pawan if he had any alternative process in mind. We will certainly follow if he suggests any better methodology,” the ministers asked.

Talking about how Film Industry was accommodated in Hyderabad, Yanamala said, the government acquired the lands from the farmers and assigned them to the industry people.

“Lands are essential for the development of the state. When you need development, it is impossible to stop acquiring the lands. In the case of development of Amaravati, the lands Pawan had referred to are located at the centre of the capital region . Is practicable to spare these lands,” the finance minister asked.

Spare these villages, Sri CM garu: Pawan’s last ditch tweet

With state government hell bent on acquiring the land from multi-cropped villages for the development of new capital Amaravati on the banks of River Krishna, Jana Sena president and movie star Pawan Kalyan once again, in a last ditch attempt, tweeted to urge the chief minister Chandrababu Naidu against taking over these uniquely fertile lands for the capital construction.

This time Pawan grudgingly approved the bitter truth that if one area is to be developed, invariably the other areas would have to bear the brunt, he said alluding to the loss being incurred to the villages who are opposed to offer their land to the Capital City project of Andhra Pradesh.He, however, urged the CM to ensure that the damage to the “other” is minimal.

Pawan, who visited these villages some time back to express his solidarity, has been urging the state government to spare these multi-cropped villages from the capital project. Pawan, instead of working for these people on the ground , chose a painless path of twitter to voice his concern in support of the farmers of Penumaka, Undavalli and Betapudi. On Wednesday he tweeted his support to the farmers.

“I urge Hon’ble CM of AP Sri CBN garu not to Use ‘Land acquisition act’ on Fertile Multi cropped Lands of Undavalli,Penumaka,Bethapudi..& other River front villages,” he said.

“The price of Development of one area r one group always results in environmental pollution, displacement & disgruntlement of another group. This is the very nature of civilisation. But development with least damage possible completely lies in the wisdom of rulers,” Pawan said.

It may be recalled that Municipal minister P Narayana revealed two days ago that government was planning acquire the final phase acquisition of land to the extent of 220 acres by the end of this month invoking the provisions of Land Acquisition Act.

Amaravati to become Istanbul of East

Andhra Pradesh chief minister N Chandrababu Naidu instructed officials to prepare plans for the development of proposed new capital on the banks of river Krishna as an important tourist destination in the world like Istanbul. Last week he was in ancient city and studied the Turkish city’s dramatic growth in tourism which surpassed many world leaders such as New York, Singapore, Dubai etc.

Upon arrival from Istanbul, Naidu convened a meeting of the advisory committee that is looking after  the construction of Amaravathi. The Chief Minister seems to have greatly impressed by the phenomenal growth of tourism there. Naidu, who wants to build a capital for Andhra Pradesh that would be globally attractive for tourists and investors equally. In the meeting  Naidu said he wants river front Amaravati to resemble Istanbul, which is separated by Bosphorus strait in to Asian and European parts.

“Recalling his recent visit to Istanbul, the Chief Minister lauded the Turkey government’s efforts in utilizing advanced technology to develop the city as a modern one in just seven years. He added that Istanbul, with a population of 2 crore, is emerging as the fastest growing city in the world,” Chief Minister’s Office said in a press note.

Naidu is modelling the city borrowing several features from various modern cities like Tokyo, and Singapore in East. Now, he is looking westward. He seems to have found that Istanbul’s tourism is best in the world. Just see at the growth of the Istanbul which is faster than Paris. In terms of international tourists,Istanbul has outpaced New York and Singapore to become fifth most visited city in the world. The city’s projected visitor in 2015 are 12.56 million.

Growth-wise, the city reported strongest growth at 11.4 percent, catapulting from its seventh position previous year to fifth by international overnight visitors. Both Bangkok and Dubai are trailing at 8 per cent, of course second after Istanbul. Istanbul, where one could see both ancient and modern cultures eo-exist, was built by Greeks as Byzantium in 700 BC. A key hub on Silk Road then, Istanbul benefited from its geographical location also. This is exactly how Andhra Pradesh chief minister wants to re-position Amaravati in world trade map.

Naidu’s objective is to make Andhra Pradesh with its 900 km-long coastline, the global hub in sea and air routes and also make it a meeting point of East and West technological development.
