No Capital for Andhra in India map

The Government of India released a new map of the country after the cancellation of statehood for Jammu and Kashmir. This is because the number of states is now reduced to 28. The new map of India mentioned boundaries of each state and their Capital Cities. But in respect of Andhra Pradesh, no Capital City is mentioned or indicated. The Centre took this decision as the new government in Andhra has itself not officially recognised Amaravati. Moreover, many indications are given for shifting the Capital.

It may be recalled that CM Jaganmohan Reddy himself told Prime Minister Modi and Home Minister Amit Shah that his government would not require funds to build Amaravati. Moreover, the interaction of AP government officials with the Central government departments has come down drastically.

Analysts say that the immediate purpose of Jagan is achieved in the form of India map. But what about the future prospects of the state. How long can AP CM continue his silence and suspense on Capital? Even after six years of separate statehood, Andhra is still without clarity on its Capital city. CM Jagan should now realise how much he is hurting AP because of his vague and unclear policies. The communication gap between AP and Centre should be removed immediately. Otherwise, chaos will follow soon.

Jagan GO allows criminal cases against media

The journalists associations are launching protest programmes against the YCP government’s media gag order. There are fears that GO 2430 issued by CM Jagan will allow bureaucrats to file criminal cases in respect of baseless reports. The journalists now face the grim prospects of getting immediately arrested for writing anything that hurts the ruling party or the government.

TDP boss Chandrababu Naidu had declared that their party would extend all support to the agitating journalists till the YCP government withdraws the controversial GO. He says that the national media is fighting back strongly against Jagan Reddy’s draconian order. But the state level Andhra media is not opposing it strongly. Obviously, the state media are afraid of going to jail under Jagan rule. Such fears were not there among journalists even during the YS Rajasekhar Reddy Regime.

Retired IAS Sarma booked over fake bills

A fresh case is booked against retired IAS officer CVSK Sarma for claiming fake bills towards legal aid in Jagan Rs 45,000 Cr CBI illegal assets cases. The case is booked in the Saifabad police station in Hyderabad following an order from the court based on a petition from a person. The petitioner complained that Sarma withdrew nearly Rs 8 lakh by submitting false bills to the government. Interestingly, the then Chief Secretary PK Mohanty blindly approved the bills. The then Revenue Secretary PV Ramesh released the funds immediately.

At that time, the government gave legal aid to nearly 7 IAS officers who were stuck in Jagan corruption cases that were before the CBI court. Allegations came up in respect of CVSK Sarma for claiming a huge amount towards legal charges. Petitioner PV Ramana argued that PK Mohanty and Ramesh approved the fake bills of Sarma without any check or cross verification. Sarma was the secretary of irrigation when it happened.

The latest case created a sensation in the bureaucratic and political circles. Jagan cases are haunting the IAS officers some way or other without any relief.

Jagan to sell govt lands to mobilise funds for Navaratnalu!

AP CM YS Jaganmohan Reddy has decided to sell off valuable lands belonging to state government in Andhra Pradesh to mobilise funds for the implementation of Navaratnalu schemes and development programmes.

The AP’s financial condition has turned worse as Jagan is indulging in blatant distribtuion of tax payers money in the name of Navaratnalu. While no steps are being taken to improve the income of state government, the expenditure of the government has increased manifold due to ‘votee-fetching’ Navaratnalu schemes.

The government is struggling even to pay salaries and pensions for employees.

All the development programmes came to a halt with no funds.

There is no scope even to secure loans also as the government’s debt burden has already nearly Rs 3 lakh crore. The revenue deficit has been increasing due to meaningless spending in the name of Navaratnalu.

To overcome financial crisis, Jagan has now decided to put up valubale government lands in the state for sale.

Various departments own huge parcels of land in AP.

Roads and Buildings department alone owns lands worth Rs 5,000 crore.

In the first phase, Jagan wants to mobilise Rs 10,000 crore by selling government lands.

But the big concern is what assets the government will have for future needs of AP if Jagan sells off government lands now with an aim to win elections by distributing money in the name of Navaratnalu.

IAS officers panicky over Jagan order to gag media

The ruling YCP Ministers and MLAs may be happy over the bold step taken by CM Jaganmohan Reddy against the newspapers, TV and the social media. But the IAS officers are greatly alarmed at the impact of CM Jaganmohan Reddy’s order to gag media. They are now afraid what kind of pressure will be brought by the ruling party leaders to file cases against the media on some pretext or the other.

Till now, the police and the revenue officials at lower levels are forced to book cases to harass the opposition leaders especially those of the TDP. From now on, the bureaucrats are going to be under constant pressure to take action against the media in the name of the recent orders. The officials know such armtwisting acts will serve no purpose. Especially, the national media may react angrily to such harassment.

In a democracy, it is not wise to harass the media just for the sake of writing baseless reports. It would be more difficult to control the social media which has no publisher or editor. The IAS officers are in confusion how to go about this as no other state in the country has brought such draconian order. Moreover, there’s a feeling that the bureaucrats are going to be made culprits in the whole process.

Andhra Pradesh issues controversial order to gag media

The Andhra Pradesh government on Wednesday issued an order, authorising bureaucrats to sue media houses for defamatory, baseless and false reports.

Two weeks after the state cabinet took the controversial decision to gag media and ignoring the protest from journalist fraternity and other quarters, the government issued orders empowering secretaries of the respective departments to sue media houses.

The Y.S Jagan Mohan Reddy-led government went ahead with its move by releasing the order.

“Government hereby accord permission to delegate powers to the secretaries of respective departments to issue rejoinders, file complaints and lodge appropriate cases, if need be, through public prosecutor against defamatory news items published/telecast/posted in print/electronic/social media pertaining to their respective departments after following due process of law,” reads the order issued by T. Vijay Kumar Reddy, ex-officio secretary to the government, Information and Public Relations Department.

Leader of Opposition and Telugu Desam Party (TDP) president N. Chandrababu Naidu reacted strongly to the release of the GO and called it draconian. He said this would curb freedom of expression, and is meant to stifle people’s voice on social media.

The former Chief Minister noted that the right to question, criticize and showcase the failures of a government is fundamental to democracy.

“Prodded by the YSRC Party, the Police will now be able to foist false cases to harass media institutions & people who are showcasing the many failures of the Govt. If necessary, we will take the fight to the streets until this oppressive GO is cancelled,” tweeted Naidu.

It was on October 16 that the state cabinet decided to empower secretaries. The move evoked protest from the journalists’ unions, civil society organisations and opposition parties.

The ruling party clarified that it has only decentralized the powers hitherto vested with the Commissioner of Information and Public Relations.

The government also made it clear that filing of cases will be the last resort. It said the process will start with issuing a rejoinder, ensuing that the correction is given the same prominence as the wrongly published/televised news was given, including the placement/time slot and has full clarity besides being properly sourced.

The Jagan Mohan Reddy government, which came under attack for suppressing freedom of press, claimed it is committed to uphold democratic norms.

It believes that there is aimperative need for the flow of news pertaining to various government departments in an accurate manner “without any distortion, slant or prejudice”.

The clarification, however, failed to allay the apprehensions among journalist community that the powers will be misused to target the media houses, especially those critical of the government or ruling party.

BJP in frustration over bipolar AP politics?

Ever since the TDP came up on the political scene, it has triggered bipolar politics in Andhra Pradesh. It was either Congress or TDP in the past. Now it’s either YCP or TDP. The BJP is determined to change this and emerge as a third alternative force. But it miserably failed in 2019 election. Jana Sena Party showed some strength but it could not rise to the level of challenging the main two players.

In the past five months, the BJP leaders made all out efforts to win over leaders from the TDP, YCP and Jana Sena. There were no major gains. They expected many TDP leaders to join the BJP because of CM Jagan harassment. But that didn’t go along expected lines. Analysts say that the BJP is still seen as a purely North Indian party which has no grip over the caste-based politics in AP. Three dominant castes are supporting YCP, TDP and Jana Sena. There is less space left for the BJP to enter.

Amid such hard realities, BJP state incharge Sunil Deodhar and MP GVL Narasimha Rao are talking that their party will not tie up with any other party in the next elections. They know well that any alliance with other parties will weaken BJP in Andhra permanently. On its part, the TDP is confident of its advantages because of the bipolar politics among AP vote banks.

AP first tender comes before Judicial Preview

Judicial Preview is the first of its kind process being introduced by the Jaganmohan Reddy government in Andhra Pradesh. All major works worth above Rs 100 Cr will come up before Judicial Preview from now on. HC Judge Justice B Shivasankara Rao will deal with the preview process. The first tender pertaining to maintenance of ambulances is put up for the preview now. YCP leaders say that this is the most ideal process brought up by Jagan Circar in the entire country.

All the documents of ambulances tender will be placed on the website. The public can also read and make objections openly. The judge concerned can take expert opinion on the tender documents, if required. The final tender will be approved only when it passes through the preview successfully.

As of now, there are 600 ambulances to provide 108 and 104 services. The government wants to procure another 700 ambulances. The annual maintenance of these vehicles has crossed Rs 100 Cr. There is lot of curiosity how this tender will be scrutinized and passed in the Judicial Preview.

Niti Aayog Innovation index – Andhra at 10th place

Karnataka has topped the first-ever innovation ranking of states, followed by Tamilnadu and Maharashtra, a Niti Aayog sponsored report said on Thursday.

Bihar, Jharkhand and Chhattisgarh, on the other hand, trailed on the list.

The India Innovation Index 2019, developed on the lines of Global Innovation Index (GII), looks into the innovation ecosystem of Indian states and union territories to help policymakers design policies to drive innovation across regions.

The report was released by Niti Aayog vice chairman Rajiv Kumar and chief executive officer Amitabh Kant here.

The ranking was done in three categories- ‘Major States’, ‘North East and Hill States’and ‘Union Territories (UTs)/City and Small States’. Sikkim topped in the North-East category, while Delhi was at the top in the UT segment.

Telangana, Haryana, Kerala, Uttar Pradesh, West Bengal, Gujarat and Andhra Pradesh were among the other states that topped the innovation index.

The report, which has captured trends and done deep-drive analyses of various factors that drive innovation at the country, state and pillar levels, envisages to help policymakers and corporates identify some of the issues at a sustainable level in India.

The index has been grouped under two major heads, enablers- factors that will drive innovation in states and UTs, and performance- that will measure the actual outcomes in the innovation competitiveness of states.

In terms of attracting investment, the top position was again bagged by Karnataka among major states, followed by Maharashtra, Haryana, Kerala, Tamil Nadu, Gujarat, Telangana, Rajasthan and Uttar Pradesh.

Bihar, Jharkhand and Punjab were the least attractive states for investment.

Among North East and Hill States, Manipur, Arunachal Pradesh and Tripura were the top three states; while among the UTs, Lakshadweep, Delhi and Goa were the top three regions.

“For a country as large as India, the sate of innovation needs to be understood at the regional level for effective policy formulation. A policy just at the national level is not enough. Each state needs to formulate its own policy, based on its unique resources and strengths and which caters to the specific needs,” the report said.

Kumar said innovation has always been a driver of change and progress in any economy as it disrupts traditional practices and businesses.

“The first ever India Innovation Index will help create a conducive ecosystem for innovation to flourish across the country. Such an index will not only help to devise their own strategy for fostering an innovation climate, it will also enable them to benchmark their performance with other states,” Kumar pointed out.

Amitabh Kant said that India Innovation Index is another initiative that has been launched by the Niti Aayog to analyse and enhance the innovation environment at the state level in India.

“The index will be useful to states and union territories by benchmarking their performance against their peers to understand reasons for differential performance and devise better strategies towards creating an environment that fosters innovation,” Kant said.

DCM stunned by Jagan reply on development funds

The Ministers and YCP MLAs are under tremendous pressure to bring funds from the government to take up development works in their respective assembly constituencies. However, they are not able to get major allocations. The ruling party MLAs are facing criticism as well because of their failure to undertake development works though they are in ruling.

Deputy chief minister Amjad Bhasha raised the issue in the state cabinet. He was left stunned on hearing the reply of CM Jaganmohan Reddy. Jagan told his cabinet colleagues that the financial situation is very bad. With great difficulty, Rs. 5,000 Cr could be mobilised for the important Rythu Bharosa scheme. Jagan finally mentioned that his government is having big trouble to find resources to repay Rs. 65,000 pending bills left by Chandrababu Naidu.

But will the general public keep silent if the government goes on blaming the previous regime? Certainly, the coming days will force YCP MLAs and Ministers to face angry public regarding development works in their respective constituencies.

Jagan Cabinet sops to weavers, fishermen, lawyers

The AP Cabinet today announced financial assistance to weavers’ families to the tune of Rs. 24,000 per family. CM Jaganmohan Reddy, who chaired the Cabinet meeting, gave his green signal for YSR Nethanna Nestam. Under this, each weaver’s family will get Rs. 24,000 per year. All this amount would be transferred through bank in one single installment. As per records, the scheme will benefit nearly 90,000 weavers in the state. It would require Rs. 216 crore budget.

In addition to this, the Cabinet has also okayed the distribution of Rs. 10,000 assistance to the fishermen. This would be given during fishing ban. Also, the government would open its own diesel filling stations in coastal areas to provide diesel to fishermen on subsidy.

Also, Rs. 5,000 financial incentive would be given to lawyers. The Cabinet announced all these sops as per the promises made by CM Jagan during his Padayatra before the general election. These cash transfer schemes will bring additional burden on the state treasury. Already, the government is struggling to mobilise funds to pay farmers under Rythu Bharosa.

AP bank balance zero, Jagan goes for overdraft!

AP Chief Minister YS Jaganmohan Reddy has broken his promise of not going for an overdraft (OD) after AP government’s bank balance became zero.

For the first time, Jagan has gone for OD and mobilised Rs 800 crore to fund his pet scheme Rythu Bharosa, which was launched amid much fanfare on Tuesday.

When previous CM Chandrababu Naidu opted for OD, Jagan as Opposition leader strongly opposed it. After coming to power, Jagan promised that he will never go for OD and will run the government and the schemes with whatever funds available by spending judiciously.

The OD allows the account holder to continue withdrawing money even after the account has no balance or insufficient funds.

Jagan decided to launch Rythu Bharosa on October 15 despite knowing very well that the government has no funds for the scheme.

This forced officials to run around Reserve Bank of India (RBI) to mobilise funds through OD, ways and means and sale of government bonds at the last minute.

Officials mobilised Rs 800 crore through OD, Rs 1,510 crore through ways and means and Rs 1,000 crore through sale of bonds.

The government needs to repay Rs 1,510 crore to RBI secured through ways and means within three working days.

Under FRBM Act, the AP government is allowed to make debt of Rs 32,000 crore for this year (2019-20).

Of this, the AP government also took loans of Rs 23,000 crore so far while there are still six months left for the current financial year to end.

In the remaining six months, AP government can take loans of just Rs 9,000 crore.

The AP government revenues too are coming down as there is not much commercial and real estate activity in AP after Jagan became CM due to his ‘reverse decisions’.

AP goes to court against Centre’s LoC order

The financial situation of Andhra Pradesh is in deepest crisis. It is not in a position to make payments of any sort. This is why it is unable to give Letters of Credit to the solar companies towards power supply dues. At such a time, the Centre ordered AP to issue LoCs failing which the state will be blocked from buying power in the Electricity Exchange. Pushed to a corner, AP Government has challenged the Centre’s order in the High Court. It narrated about its weak financial position. The court gave stay orders for three weeks.

The differences between AP and the Centre are increasing day by day. CM Jagan’s adamant attitude towards solar companies is making the Centre take a tougher stand against AP. The power department officials are worried that the Centre may take a final hardline against AP. In such a situation, all cooperation will be stopped and AP will face acute power shortage and also supply cuts continuously. Chief Secretary LV Subrahmanyam tried to resolve the crisis by asking respective departments to pay dues to solar companies but there’s no money available. No bank is coming forward to give new loans thanks to anti-development tag of Jagan Circar.

Jagan ‘turned his heel’ on Rythu Bharosa promise

YCP leaders’ favourite slogan about CM Jagan is ‘Mata thappadu, Madama Thippadu’ (Never breaks his word, Never turns his heel). But the prevailing economic breakdown in Andhra has made the young CM go back on many of his election promises. Now, Jagan is seen breaking his word and turning his heel on his favorite scheme Rythu Bharosa. This is also the first promise mentioned in the Navaratnalu Cash Transfer welfare schemes.

Jagan has broken his pre-poll promise of one-time payment of Rs. 12,500 to farmers towards crop investment support. During election campaign, Jagan criticised and poked fun at Chandrababu Naidu for not giving loan waiver to farmers at one go. Naidu paid loan waiver amounts in installments. Last two installments amounts were not paid at all which Jagan is unwilling to pay now.

The same Jagan is now wanting to pay Bharosa amount in three installments every year. Farmers are saying that smaller amounts in three installments will not be of much use to them. They will be wasted without serving any purpose. If the total amount is given at one time, it will be used to carry out some agricultural activities. Jagan has also reduced coverage of Bharosa to just 40 lakh farmers as against 70 lakh identified in socio economic survey.

Centre threat to block AP from Electricity Exchange

The Central government has become furious over AP Power Minister Balineni Srinivasa Reddy’s letter. The Minister recently wrote that the Centre should bear the cost of solar and wind power purchases in AP. An angry Centre has now written to AP to immediately pay all the dues running into hundreds of crores to solar power companies. AP is also asked to give Letter of Credit from now on so that the State government cannot talk of not paying dues in future.

The Centre made it a rule that AP should give Letter of Credit to all those companies with which it has got Power Purchase Agreements (PPAs). If AP does not cooperate, then it will be expelled from the Electricity Exchange. There will be no power supply to the state from the exchange.

The situation has slipped out of control. The Centre is now talking in a threatening tone and it is saying as if it will not hesitate to block AP from getting power supply. Already such a situation was confronted in the past when AP immediately paid the dues and escaped from power ban. Central officials are particularly unhappy that AP is dismissing solar power at Rs. 4 as burdensome while it is buying thermal power at Rs 12 per unit.

AP Chief Minister YS Jaganmohan Reddy is proving his dubious credibility again and again by giving free appointments to his followers in high positions. Now, film director Srinivasa Reddy has got Director post on the Sri Venkateswara Bhakti Channel board.

Srinivasa Reddy’s choice has come as a big surprise for one and all. He is not known to have given any support to Jagan campaign in the past. Caste background is stated to be the only factor. Meanwhile, TV anchor Swapna is also nominated Director on SVBC.

Swapna has been dynamically active in social media and Youtube for her pro-Jagan videos and posts. She has also used her friendship with Renu Desai to make her give interview to Sakshi TV to embarrass Pawan Kalyan.

Andhra launches free mass eye screening programme

The Andhra Pradesh government on Thursday launched a free mass eye screening programme with an aim to eradicate blindness.

Chief Minister Y.S. Jagan Mohan Reddy launched the programme ‘Dr YSR Kanti Velugu’ at Anantapur on the occasion of ‘World Sight Day’.

As a part of health reforms, the YSR Congress Party (YSRCP) government decided to implement the programme to provide cashless comprehensive primary, secondary and tertiary quality eye care services to the state’s entire population.

The programme, to be implemented in six phases over the next three years, is estimated to cost about Rs 560.88 crore including free eye screening, spectacles, strengthening of government institutions, hiring of temporary staff, cataract surgeries and other secondary and tertiary eye care management.

Under the first phase, which was launched on Thursday and will continue till October 16, over 70 lakh students will receive primary basic screening by Accredited Social Health Activist (ASHA), teachers, Auxiliary Nurse Midwife (ANM) and other staff members.

The two-months-long second phase will be launched on November 1. In this phase, secondary screening and prescription of spectacles will be provided to the students.

The Chief Minister said that over 70 lakh students of more than 62,000 government and private schools will be covered in the first two phases.

He said that the programme would prove a boon to the entire population as an estimated 2.12 crore people were suffering from eye-related problems.

“If the problems are not detected in time and necessary measures are not taken to address them, they could lead to total blindness,” said Reddy.

From the third to sixth phase, the state government will provide primary mass eye screening, prescription and distribution of spectacles, secondary and tertiary care management (cataract surgeries, glaucoma, diabetic retinopathy etc.) to one crore people through village volunteers, ASHA, ANM, Primary Health Centre staff, Para Medical Ophthalmic Officers (PMOOs), all government institutions, Vision Centres, NGOs and all other healthcare functionaries.

Officials said that 1,145 primary health centres, 195 community health centres, 28 area hospitals, 13 district hospitals, 11 tertiary hospitals (Including 2 regional eye hospitals), 115 vision centres, 13 district blindness control societies and 117 registered NGO hospitals will be involved in the programme.

Those participating in the implementation of the ‘Dr YSR Kanti Velugu’ scheme will include 160 district programme officers, 1,415 health officials, 42,360 ASHA workers, 62,500 teachers, 14,000 ANMs and 14,000 health department employees.

Andhra a high risk state under Jagan?

CM Jaganmohan Reddy’s favourite word is credibility. Very ironically, his government got stuck in a huge credibility crisis. He was talking a lot about how his ‘Navaratnalu’ Cash Transfer welfare programmes would be ideal for the entire country till recently. He was assuring Andhra people that the banks will generously give loans to fund ‘Navaratnalu’. Interestingly, Jagan couldn’t bring a single rupee loan additionally.

Obviously, the financial institutions would analyse all risk factors. They are considering Andhra under Jagan Regime as a high risk state. Jagan’s immature decisions in the past five months are the reasons for this sad state. Now, CM Jagan can neither come backward nor go forward. He got trapped in a Padmavyooham. Naidu Circar took massive loans and began world class projects like Amaravati. Jagan failed to understand the financial implications of such big ventures. By reversing these sensitive projects, Jagan caused irreversible harm. He amassed such negative image that may not cause personal loss to him but it would leave Andhra a crippled state worse than ever.

AP is India’s number 1 in revenue fall: Jayadev

AP stood first in the entire country by registering a revenue growth decline of 42.7 per cent in the first quarter of this year. Last year, Andhra recorded over 5.9 per cent revenue growth. Global financial companies expressed concern over the dark future lying ahead for Andhra economy. TDP MP and industrialist Galla Jayadev says that the situation is fast worsening because of stopping of all development projects by Jagan Circar. There were massive multi-crore projects during previous Naidu Regime. But now Jagan Reddy is unlikely to restart most projects including Amaravati Capital City.

The Elara Capital Services Company analysed data of CAG on the reasons and impact of recession in different states in India. The company analysts were shocked to see the rock bottom fall in Andhra revenue in just five months of Jaganmohan Reddy rule. YCP MLA arrested for attack on woman officer

The Nellore police arrested YCP MLA Kotamreddy Sridhar Reddy in connection with the woman officer attack case. Reddy was taken to the General Hospital for conducting medical tests. The arrest was made after the police probed and filed a case based on a complaint filed by Venkatachalam MPDO Sarala.

The woman officer accused the MLA and his followers of attacking her residence and creating fear psychosis in her family members. The police refused to accept her complaint initially. But there was a huge backlash from the social medi. The government employees have also made it a big issue. This has forced the Jaganmohan Reddy government to take action.

The employees are asking how YCP MLA can try to frighten a woman officer to sign on an illegal file.
