Polavaram project is undoubtedly lifeline of residuary state of Andhra Pradesh. There have been critical comments on this project regarding the pace the project is going on. However, Navayuga company created a record in speed with which the project is going on.

It is known news that Navayuga has taken over from transstroy India after the latter failed to deliver as promised. Ever since Navayuga took over Polavaram works have been getting completed at very fast pace. Navayuga company created record by completing 8,000 cubic meters of concrete work in just 16 hours. Actually this is record as it broke earlier national record in irrigation projects. Navayuga management expressed confidence that, they will break the record speed of construction of three gorges dam in China soon.

Even though polavaram work moved at snail pace in last 4 years, because of non cooperation from centre and because of the earlier construction company, now the works are being completed at a very fast pace, which is a good news for people of Andhra Pradesh

CBN’s ‘Polavaram Project’ bluff continues!

AP CM Chandrababu Naidu continued his bluff over the ‘Polavaram Project’. Though many senior civil engineers confirmed completing ‘Polavaram Project’ before 2019 polls is next to impossible, the AP CM continued to rehearse the same words.

Talking at a program in Turakalapatnam (Anantapur District), Chandrababu Naidu took pot shots at PM Modi and Congress Party. ‘Both PM Modi who swore in front of Venkanna in Tirupathi, and the Congress Party have deceived the state.

Despite going to New Delhi 29 times, the Centre did not show any interest towards the problems faced by AP’, said CBN.

He later continued to boast about the TDP government stating that, over Rs 10,000 crores have been spent on irrigation projects in Ananthapur district alone. ‘It is the TDP Govt. that has sanctioned Rs 1000 as pension, and is spending Rs 53,000 crores on irrigation projects. Our government has freed the farmers from bad loans, and is preparing to sanction interest-free loans to farmers’, he added.

CBN also claimed that people voted for him because of the trust they have on him. If that is the case, why did go into an alliance with BJP, and took the support of Janasena?

If people had immense trust in CBN, why did TDP get only 2.6% votes extra than YSRCP? Will CBN take Political Sanyasam if he fails to complete the Polavaram Project before 2019 AP Assembly Polls?
These are the questions the AP CM has to answer.

CBN says A for Amaravati and P for Polavaram! But where is SCS?

It is quite common for errors to creep in the speech by a politician. But we don’t expect the same from someone like Chandrababu Naidu, who boasts of his 40-year stint in politics. In his latest attempt of venting our frustration, and anger, the AP CM took a dig at PM Modi and BJP.

He said, ‘The Centre has deprived Andhra Pradesh of its rights. It is cheated AP and the 5 crore Telugu people. Every one of us should fight against Modi’s immoral rule. The BJP party is denying aid in all aspects towards Andhra Pradesh. In AP, A stands for Amaravati and P stands for Polavaram. I will not rest until I finish these both. My fight is for the future generations of this state.

The Centre should fulfil all the promises and commitments made on the floor of Rajya Sabha. When we are confronting the Centre about the prejudice towards Andhra Pradesh, the Centre is counter-attacking. The BJP will meet the same fate the Congress met if it chooses to do injustice towards the Telugu community (here Andhra Pradesh people).’

What’s surprising is that Chandrababu never stressed about the Special Category Status in his latest speech.

Central Water Commission expert committee positive report to center on Polavaram.

Undoubtedly, Polavaram project is life line of AP people. The project has recently been a topic of debate in the state as opposition party and other parties started talking about the progress of project in bad light. Though, political parties make comments based on their political needs, usually expert committees have to give genuine reports that too when the report is going to Union government itself. Recent report from Central Water Commission seems to have expressed happiness on progress of Polavaram project.

The expert committee of the Central Water Commission (CWC) has expressed satisfaction over pace in which Polavaram project is progressing. The committee also visited rehabilitation and resettlement (R&R) village and said that beneficiaries were almost satisfied with R&R package. Convener of the committee R K Pachauri submitted the report to the Union Ministry of Water Resources Department on March 21 after its third inspection of the project between March 15 and 17. It is also mentioned in the report that transition from first contractor to second contractor was smooth and there are absolutely no issues in that.

Committee did mention some short falls too. For example, laying concrete in spillway is progressing at the rate of 3,000 cubic metres per day while the target is 4,800 cum per day. But the committee also mentioned that the target is very ambitious one here. Another short fall mentioned is about rehabilitation after land acquisition. While 11 lakh acres has already been acquired from 17,739 families, only 3,348 families have been rehabilitated so far. Also it mentioned, R&R work is still lagging behind.

But overall, the report was genuine and positive on AP government on many aspects. State government officials said the committee’s report has given a relief to them in backdrop of present crisis.

Jet Grouting to be begun today in Polavaram Project

A key development in Polavaram Project will be taken up on Monday by the Andhra Pradesh Government and Chief Minister N. Chandrababu Naidu will launch the works. The Jet Grouting works are a part of Cofferdam construction and soon after the approval from the central government for Cofferdam, the government has decided to avoid any delay in completing the project by utilizing every opportunity.

As per the schedule, the works of Jet Grouting had to be begun earlier but, due to the directions of the central government which asked the state government to hold the works till the report of National Hydro Power Corporation (NHPC). It took about two months from the orders given by the central government on holding works.

Officials said that the Jet Grouting works will ensure protection of the dam and to reduce the estimations of the entire project from Rs. 100 crore to Rs. 150 crore. Besides this, the central government, which did not give approval for the works on Friday’s meeting and told to hold works till the decision of the height finalizes, has given green signal for the ground works.

The Chief Minister who will participate in Janmabhumi-Maa Ooru programme in West Godavari District will also visit the project area and will launch the works of Jet Grouting. Tenders will be opened for Spillway and Spill Channel Concrete Works soon after a meeting by the Polavaram Project Authority (PPA).

CM KCR’s Shocking Announcement In Assembly

Chandrababu give back Polavaram villages to Telangana

Telangana Chief Minister K Chandrasekhar Rao made a shocking revelation in the assembly. He announced that his Andhra Pradesh counterpart Chandrababu Naidu is ready to give back some of the Polavaram villages which went to AP after the state bifurcation.

Around 211 villages from Seven Mandals of Khammam district were added to AP by an ordinance. Due to Polavaram Project, these are the villages which will get submerged.

Regarding the same, consultations are going on with Andhra Pradesh government added KCR and Chandrababu Naidu has agreed to the same. The Telangana Chief Minister also added that on this issue, minister Tummala Nageshwara Rao is doing a commendable job.

Earlier, a similar comment was made by KCR and such statements will have huge political implications.

Let us see wait and watch how Andhra Pradesh government will respond on this.

Central Govt rejects AP’s plea to change Polavaram contractor again!

The Central Government once again expressed reluctance to change the Polavaram Project Chief contractor. Union Water Resources Minister Nitin Gadkari reiterated that the change in contractor would shoot up the project costs.

A review meeting was chaired by Gadkari at the Krishna Bhavan in New Delhi on Wednesday night to discuss on Polavaram project which is lifeline of Andhra Pradesh. Gadkari indicated if the change in contractor doesn’t impact the overall project costs, then the government will give a go ahead. He clearly stated that the Central government is not ready to bear the additional costs. However, after the meeting Gadkari said changing contractor is an “administrative matter”.

The Minister met with officials of polavaram project contractor Transtroy and sub-contractors of L&T, Triveni and Keller along with State Water Resources Minister Devineni Umamaheshwara Rao. Devineni requested the Center to consider the costs of land acquisition and R&R separately.

Chief Water Resources Secretary Shashi Bhushan Kumar explained the progress of the work through a presentation. In order to complete the project by 2019, it is necessary to work more rapidly, officials said.

Sub-contractors in the meeting expressed their concern over the main contract company Transtroy, especially the delay in payments and work. Gadkari promised to make payments directly to sub-contractors.

It may be recalled that Chief Minister Chandrababu Naidu, who is persistent on changing the contractor, went to Nagpur before going abroad to persuade the Union Minister Gadkari. Devineni reportedly informed Naidu of the latest development.

Rajamauli met Babu on Amaravati. Should Polavaram be given to VV Vinayak?

Bahubali director Rajamauli met AP CM Chandrababu Naidu today. It is known news that, after the British architect Norman Foster’s team submitted the final designs of the various buildings that will come up in Amaravati, Chandrababu sprang a surprise by suggesting the team to get in touch with `Baahubali’ director SS Rajamouli to give local touch and modify the visual appeal.

Rajamauli told media today that he is yet to have full-fledged discussions with Babu regarding the designs and they both will have further discussions on this. Once discussions are over, Rajamauli will go through the designs and he will give his suggestions as necessary.

Meanwhile, netizens have been criticizing this move as Babu relying on film director’s opinion more than the renowned architects opinion. They also started suggesting Babu, albeit sarcastically, that as Amaravti’s responsibility given to director Rajamauli, responsibility of Polavaram should be given to another ace director VV Vinayak. It is to be noted that VV Vinayak’s Bunny movie revolves around Polavaram project.

Even though it is a satire as of now, some netizens express concerns that it may also realize. Anyway, while it is not completely wrong to ask director’s opinion on such projects, the hype that is surrounded and the importance given to such opinion is attracting all these controversy!!!

Polavaram contract: Rayapati’s firm may lose to Megha Reddy

Andhra Pradesh Chief Minister Chandrababu Naidu reportedly issued notices to the Polavaram project executing agency Transstroy India Limited under Section 60C of the Engineering Procurement and Construct Contract (EPC). Through this section, the contract can be terminated and there will not be any legal issues if the project is assigned to a new firm.

Sepculations are rife that the TDP MP Rayapati Sambasiva Rao’s family-owned Transstroy India Limited, volunteered to step aside. The project will be reportedly given to Megha Engineering & Infrastructures Ltd which has completed several projects like Pattiseema, Handri Neva Sujala Sravanthi, Purushottapatnam and recently Muchumarri lift irrigation in Andhra Pradesh.

Trans stroy could achieve only 27% of the target as per the records of the State government. The executing agency may be permitted to do a certain percentage of the work while the remaining will be given to MEIL. The government is allegedly in conversation with both the companies.

Transstroy’s delay in Polavaram works angers Chandrababu, likely to be side-lined

Andhra Pradesh Chief Minister Chandrababu Naidu took a serious note of the visible delay in prestigious Polavaram project by the executing agency Transstroy India Ltd. State Water Resources Department officials reportedly issued show-cause notice to the owners of the company asking them to cite the reason for delay and giving detailed information on how they are planning to complete the project within the stipulated period of time.

GoAP is allegedly prepared to relief the primary executing agency from certain responsibilities, so that they can complete the target to supply water through gravity by 2018. The state government is apparently examining the possibility of handing over the tasks to a different organization and this time a well reputed firm.

A part of Spillway and concrete works, the major related tasks which are outstanding will reportedly be given another company through tenders. The State Water Resources Department has not only taken stringent measures in this regard but also reported to the Central Water Resources Department already. Upon getting approval from the centre, the tenders will be called and the project will be assigned to new company most probably in the first week of October.

Centre to release Rs 24,000 crore for Polavaram Project by 2019

The Central Government has transferred a grant of Rs 979.36 crore for the amount spent by the Andhra Pradesh state government on Polavaram project. The Central Government has decided to sanction Rs 24,000 crore by 2019 for this project by making an allocation of Rs 3,500 crore this year and Rs 9,000 crore annually for the next two years. However, reports state that the allocations may increase year on year basis as the Rs 24000 crore is initial allocation. The allocations will be made from the long-term fund setup by center for completing the irrigation projects in the country. NABARD is also providing loans to people.

However as per the guidelines from the center, the State Government or Polavaram Project Authority has to ensure that the expenditure is on par with the project targets. If the progress of work is not as expected, they have to quote the reasons for the same. An independent agency should be established, for quality control which will submit a report to the center at the end of each financial year. Project Monitoring Division (PMU) has to be set up to ensure the work is completed in the appropriate time.

Will Amaravati, Polavaram favour TDP as Babu plans for early polls?

Vijayawada: Telugu Desam Party national president and Andhra Pradesh Chief Minister N Chandrababu Naidu bugled the early polls bell during his meeting with the party senior leaders in the coordination committee meeting. Though the government has the time till May 2019, Chandrababu Naidu had given indications of going for polls a few months ahead, which means in the December 2018-January 2019 season, which is favourable for campaign as educational institutions will remain closed for Christmas-Pongal holidays.

Naidu preferring early polls is not new as he did so in 2004 with an eye on the sympathy that he had received after the Alipiri blast targeting him in October 2003. Though this did not work for him in retaining power, Chandrababu Naidu is understood to have decided on early polls this time again, mostly banking on the two pet projects – Polavaram and Amaravati. Chandrababu Naidu is said to have come to a conclusion that these two projects on which he had been working hard for the past three years, would fetch him more votes and help him retain the power. Moreover, he believes in a sentiment that the TDP had won the 1994 elections and it repeated the victory in 1999. This would repeat for the party as it had won the 2014 elections and is sure of victory in January 2019. Keeping this sentiment aside, it is believed that Chandrababu Naidu is believing strongly that his development plank and the unfinished works would come in his favour and help him retain the power. In fact, it was on his experience and ability that have helped him win the 2014 elections as the State needed a leader like him after bifurcation. He believes that people in the State still have the confidence in him to develop the residuary State and continue the plans of building the capital and completing the Polavaram project. It is a fact that the two projects are seen as lifeline for the State and people have high hopes on the government.

Though the two projects are part of the Reorganisation Act and the Central government is funding them, Chandrababu Naidu is focusing more on these two on a day-to-day basis. The works on Polavaram are progressing at a greater speed and people have confidence that the project would change the fate of the State. It is for this reason, he is monitoring the project works on every Monday and making virtual and personal inspections frequently. The second project of building capital city too is a greater issue for the State. The cities like Hyderabad, Bengaluru, Chennai or even Mumbai are not being considered given the extensive campaign and projection that Chandrababu Naidu had been giving for Amaravati. Having lost Hyderabad in the bifurcation, people of Andhra Pradesh are looking for a greater city than Hyderabad and believe that only Chandrababu Naidu can build it. Interestingly, Chandrababu Naidu is now busy finalizing the designs for the new capital and the works are set to begin by end of 2017 so as to be projected in the next election as an ‘unfinished task’ that needs continuation.

Interestingly there are critics for Chandrababu Naidu’s claims on these two projects. While the credit for Polavaram Project is given to late Y S Rajasekhar Reddy for his initiative, the land pooling taken up for Amaravati brought some negative campaign for Chandrababu Naidu, as fertile agriculture lands are destroyed.
It is to be seen how Chandrababu Naidu would cash in on these two projects in the next elections to retain the power.

Is Naidu favouring early elections to Assembly?

Vijayawada: Chief Minister N Chandrababu Naidu had sounded about the State going for elections ahead of the schedule 2019. Though the State is scheduled to go for next elections in early 2019, Chandrababu Naidu wants to advance the elections by a few months. This would mean that the State would go for elections between October and December 2018.

Sources in the ruling TDP said that Chandrababu Naidu had asked the party leaders to be prepared for early elections. He met the party leaders at the party coordination committee meeting held on Friday. Chandrababu Naidu wanted the leaders to keep the cadre ready for the elections anytime after August 2018. This would mean that the government has 16 months on hand to seek fresh mandate.

The TDP chief is planning to go for elections by projecting Polavaram Project works and that of the Amnaravati city. While men and machines are at work in Polavaram for visibility, the government is now getting into the ground works in Amaravati. As there are no chances of having another major construction in the capital city in the next one year, the Chief Minster is in favour of grounding the road works at the earliest. The seed access road work is in progress between Venkatapalem and Thullur. This six-lane road would be connected with seven internal roads in the first phase of the Amaravati project. The Chief Minister wants the officials to begin the works on these seven internal roads and give a clear shape by August 2018.

Chandrababu Naidu is also learned to have revealed the results of a secret survey that he had conducted in the recent past. He had reportedly told the party senior leaders that the voting percentage had increased for the TDP by 16.13, while the Opposition YSR Congress had suffered a huge loss of 13.45. The Congress vote remained below 1 per cent, he said and also projected some positive turn to the ruling TDP from the Muslim voters.

Has BJP fielded Purandeswari against Naidu ?

After releasing an autobiographical account of Harirama Jogaiah that has enough content to embarrass TDP supremo Chandrababu Naidu, Purandeswari, his sister-in-law, has fired a salvo at the chief mininster Naidu- show the accounts for the funds the centre so far released for the Polavaram project.
Purandeswari, who is national in-charge of BJP’s Mahila Morcha, asked the Naidu’s government to come out with details of the accounts for central assistance extended so far by the Prime Minister Modi led NDA government, especially in the case of Polavarm project if it wants more funds or bills reimbersed.

This is indicative of centre’s mind that it has got doubts about the way the funds put to use by the TDP government.

Sometime back a similar question was raised by the Polavaram development authority. The CEO of the Authority expressed dissatisfaction over the work done on Polavaram project. According to Authority’s letter, between January and June 2015, the physical progress of the work did not exceed 2 per cent of target set for the period. He even wanted to verify the physical progress of the work. After this letter, a BJP team visited Polavarm project site and found no work at all. They announced this in a press conference in Vijayawada and said there was no progress in the construction of Polavaram project.
Now Purandeswari raised the same point in a meeting in Vijayawada Monday carrying forward the “Polavaram’ controversy further.

” The state Government has asked the Centre to reimburse nearly Rs. 1,950 crore that it claims to have spent on Polavaram project but the Union Government could concede that request as it was backed by the expenditure details,” she said. According to Purandeswari, who has been aggressively raising the issues that lands the TDP leadership in defense, any central government expects the funds it releases to be put to use properly and for intended purpose. Submitting the accounts for the funds was necessary for the state government for further release of central assistance, she added.

Purandeswari sought to dilute in the importance of special category status which the opposition parties demanding. The BJP leader said Andhra Pradesh would in fact get more than what was mentioned in Andhra Pradesh State Reorganization Act and it was unfair for them to raise the issue and blame Prime Minister Modi who was committed to help Andhra Pradesh in every conceivable way.Has BJP fielded Purandeswary to raise the embarrassing points for the Naidu’s government? This question arises if one goes by the way she has been campaigning for BJP in the past one year targeting TDP.

Purandeswari asks Naidu to stop acquiring farm lands

On the day Nara family’s take-over of Telugu Desam party from NTR family was complete with the elevation of Lokesh to the rank of general secretary of the party, NTR’s daughter D Purandeswari upped the ante against the TDP government. Purandewari, who is also BJP Mahila Morach in -charge, announced her opposition to the acquisition of fertile agricultural lands for setting up industries during her visit to in Pedana, Krishna district yesterday.

In no uncertain terms, the scion of NTR , who distanced Naidu’s TDP politics 15 years back, said taking the fertile lands in Machilipatnam (Bandar) area for the development of deep water port and associated industrial corridor was unfair. Pedana also falls in the danger zone of Naidu grandiose plan of Bandar Port development plan. Expressing surprise at the huge land bank being created by the state government with farm lands, she also, demanded Telugu Desam government to release a white paper on the lands acquired so far, plans to acquire more land in future along the with their fertile strength.

On Wednesday, local BJP of Pedana, organized a program to felicitate her on her visit to the town of Kalankari art. Many farmers met her and poured over their woes before her. She said she was especially opposed to the state government’s move to acquire thousands of acres of fertile land for the proposed Machilipatnam deep-sea port and port-based industries. Purandeswari, who was HRD minister in pervious UPA government, said she would soon meet farmers, who were facing the threat of eviction due to the proposed land acquisition in Machilipatnam and Pedana mandals in Krishna district.

She demanded that the government could acquire barren land to create a land bank.

The senior BJP leader demanded a white paper be released giving a clear picture on how much land acquired and how it would utilize the land acquired by it. She opined that if acquisition of agriculture lands continued, it would affect the food security in future, in view of the population of the growth of the country.

This is the second the BJP tried to embarrass the its ally TDP in the state in the past ten days. Last week, after a visit to Polavarm project, BJP Andhra Pradesh president K Haribabu said not a pie had been spent on the polavarm project by TDP government. ” TDP asking centre to reimburse Rs 1900 crore spent on Polavarm project, is unfair, as there was no physical progress on the project. Government should demonstrate its commitment to the complete the Polavaram project with the same commitment which it showed on Pattiseema project,” Haraibabu said.

‘Stop Pattiseema & complete Polavaram’

Stating that there was an urgency to supply water to Rayalaseema, YSR Congress demanded the TDP government to put the Pattiseema on hold and complete the Polavaramp project on war-footing. The party asked the TDP to stop deceiving people and dubbed the Pattiseema project as fraud and the interlinking of rivers was fake.

‘Inter-linking of rivers through Pattiseema is a waste of public money and it does not serve the intended purpose with faulty workmanship and we demand the government to expedite Polavaram which will benefit the people of Rayalaseema and Krishna delta,’ party spokesperson Perni Nani said here on Monday.

Though the project was declared open, the pattiseema is not linking the rivers as the work on aqueducts seems to be semi-finished.

‘It is only a showmanship but in reality there is hardly any benefit from the Pattiseema project while the benefits of Polavaram are permanent in nature which is why YSR has put in major efforts to bring the project to a take off stage,” Nani said.

‘We demand that Pattiseema should be put on hold and Polvaram should be taken up with all earnestness,’ he added.

In this guest essay he discusses about Polavaram, Pattiseema projects and Inter linking of rivers[/intro]

I did the inter-linking of Godavari River with Krishna River during 1964-69 on many occasions of my travel in train Guntur to Visakhapatnam via Vijayawada to Rajahmundry. I used to fill Krishna water in a bottle at Vijayawada and put that water into Godavari at Rajahmundry and vice versa . I enjoyed this. Now i read a story (by Tanaya Singh in BetterIndia)which says that the TDP government is the first to inter-link the Godavari water with Krishna River. The story says the Godavari River water from Tadipudi lift irrigation was pumped in to Polavaram Right Canal and this reaches Krishna River Prakasam barrage. The TDP Government plan was to pump water of Godavari from Pattiseema lift irrigation project in to the Polavaram right canal to Krishna River.

Justice Bachawat Tribunal approved the inter-linking of Godavari River with Krishna River through Polavaram project [it is a multipurpose project with 960 MW of power production]. With this 80 TMC of surplus water in Krishna River basin becomes allotted water. In this AP share is 45 TMC. For Polavaram Project in 80s Chief Minister Anjaih laid the foundation stone but nothing moved afterwards. In 2004 Dr. Y. S. Rajashekara Reddy took over as Chief Minister of the State. He started the work [got most of the necessary approvals] including first phase of rehabilitation and right left canals excavation before his death. Dr. YSR’s government released excellent R & R Package. As part of this, Pulichintala project was initiated [I was a member of the CFE committee in APPCB which cleared the project – three collectors agreed with my proposal to give land to land for displaced]. If Dr. YSR would have been alive this project would have been completed and Rayalaseema would have benefited from the inter-linking of Godavari with Krishna. Here the water moves through gravity from Godavari to Krishna, which is real inter-linking of rivers.

Now present TDP Chief Minister says, he laid foundation stone to Tadipudi lift irrigation project so, it is his baby [inter-linking]. Unfortunately, NTR laid foundation stones for several projects but none of them started work. The Present TDP Chief Minister also laid second time foundation stones where NTR laid the foundation stones prior to 2004. With this we lost the flood water use from Krishna basin [8 projects]. All these projects were proposed in Congress time in 70s-80s only. TDP rulers simply laid foundation stones. Under Jalayagnam Dr. YSR initiated all the projects [proposed in 80s] by giving funds. Now, TDP government says, though they abused on Jalayagnam projects now they claim Tadipudi lift irrigation project is their own, so they own the inter-linking of the rivers.

A report in Andhra Jyothi, 20 June 2014 state that in Telangana under Jalayagnam 25 projects were initiated to irrigate 22,77,416 acres at a cost of about Rs. 21,506 crores. So far around 14,321 crores were spent on them. After Dr. Y. S. Rajashekara Reddy death in 2009, the later governments failed to speeding up the construction activity as: if they are completed the benefit goes to Dr. Y. S. Rajashekara Reddy. To complete the projects around Rs. 11, 440 crores are needed in which original estimate is Rs. 7,185 crores plus an addition of Rs. 4,255 crores [escalation costs]. However, the new government is playing politics and wanted to change the projects. Some of them are nearly completed. These projects include under Krihna River as well Godavari River. One of the major projects initiated on Godavari River is Pranahita-Chevella project that is expected to meet the drinking and irrigation needs in 7 districts out of ten districts of Telangana and thus bring down the cost of water grid project initiated at Rs. 40,000 crores.

Have you seen the water that flowed from Tadipudi lift irrigation project built by Dr. YSR government in to Polavaram right canal which was built by Dr. YSR government – it is a muddy water [irrigation minister & TDP leaders have a dip in that water] pumped in to mud canal [TV channel showed this – water flow cutting the banks and carrying red sandy soil with it and will deposit it in to Krishna River].

Tanaya Singh says in the write up the Pattiseema project is meant to supply water to Rayalaseema. May be the writer has no knowledge on the Rayalaseema projects and Pothireddypadu head regulator are not yet finished after Dr. YSR death – everybody is afraid that these are completed Dr. YSR will get the credit.

TDP leader including NTR were never interested to take up irrigation projects due to regional politics. NTR completed Telugu Ganga project with most of the money was given by Tamil Nadu Government to take drinking water to Chennai – but on the day of opening the canal breeched submerging vast cropped lands in Rayalaseema.

Inter-linking of Rivers – by definition, the water from One River joins another river through gravity. Lift irrigation does not come under inter-linking of the rivers as the flow water will not connect the two rivers. So, water taken from Godavari through Tadipudi or Pattiseema through lift irrigation will not connect the two rivers through water flow. Unfortunately no irrigation expert says this is not a inter-linking of rivers. This is our political experts!!!

Tadipudi was built by Dr. YSR government and Polavaram Right Canal was excavated by Dr. YSR government. TDP government simply lofted water from Tadipudi and put in to Right Canal. So, the credit of inter-linking [?] as propagated goes to Dr. YSR and not to TDP government. Tadipudi water is meant for Godavari district and not for Krishna district.

Pattiseema lift irrigation project – it is meant to serve the real estate interests in the new capital city only and not to take water to Rayalaseema. Rayalaseema get water only by completing the pending works on projects in Rayalaseema and Polavaram.

BJP wants Pattiseema to be named after Chandrababu

Chief minister Chandrababu Naidu on Wednesday turned tables on YSRCP Congress by asking the party to state whether it would support the Pattiseema project or not. So far, YSRCP has been posing the irksome question to chief minister Naidu to tell the people whether he was supporting the special status of not.

Today, state assembly took up Pattiseema Project issue for the debate. As the opposition leader Jagan was away in Pulivendula to participate in death anniversary of YS Rasekhar Reddy, deputy leader J Nehru spoke on the subject. Elaborating on the benefits of Pattiseema project, being taken up on Godavari, Naidu said the project was meant to divert Krishna water to Rayalaseema, which is a drought prone area.
“We want transfer 80 TMC Godavari water to Krishna barrage. The water thus saved in Krishna will be transferred to Rayalaseema. Now tell if you are opposed to taking water to Rayalaseema which was the objective of Pattiseema, or not,” Naidu asked and wanted straight answer.

YSR Congress leader Jyothula Nehru found difficult to answer in clear ‘yes’ or ‘no’ . He said his party was not opposed to linking of the rivers, but they were opposed to the way the project was being implemented. “We are opposed to the motive behind the construction of Pattiseema when Polavaram was to be taken up with more benefits. Pattiseema is not a irrigation project, but a money spinning project,” he said.

BJP floor leader, Vishnukumar Raju, who normally used to take critical stand against TDP on many issues, this time, became cheerleader of chief minister Naidu. He said as a civil engineer he knew more about Pattiseema than Nehru. ” It is amazing that the state government is able to finish the project in just eight months and one should appreciate the efforts of chief minister Naidu. Going an extra mile, he suggested to the house that the project should be named as “Chandranna Pattiseema scheme” to the cheers from the treasury benches.

Then Nehru described the BJP as the tail of TDP, which was objected to by Raju stating, BJP could cut tails of YSRCP if it wants. Chief minister also defended BJP stating that it was a national party and there was nothing wrong in Raju’s appreciation of TDP’s work.

CBN and KCR Trying to Erase YSR Legacy

YSR Congress has taken strong objection to TRS government’s attempt to modify the design of Pranahita-Chevella Project in Telangana.

Dismissing Telangana Chief Minister KCR’s remarks against feasibility of Pranahitha-Chevella project as conceived by YSR, Telangana party president Ponguleti Srinivasa Reddy said finding fault with the design and limiting its utility to four districts instead of six was unfortunate.

Drawing a parallel between two Telugu states, the Reddy said while Andhra Pradesh government is delaying the  Polavaram project, T-government is planning to redesign it only to disconnect them from YS Rajasekhar Reddy’s name.

Reddy recalled the how YRS strove to get national project status to these projects.

He said Chief Ministers of both Andhra Pradesh and Telangana states were ignoring the Jalayagnam projects just because they were initiated by YS Rajasekhar Reddy when he was chief minister.

“The two chief ministers are putting their personal agenda ahead of public interest and are trying to scrap the various welfare schemes launched by YSR which were benefiting poorer sections of the society,” he added.

YSR had strived to bring national project status to both the projects which were now being given short shrift by the two chief ministers, he added.

Foundation Stone for Amaravathi on Oct.22

Foundation stone will be laid for the construction of new capital of Andhra Pradesh “Amaravathi” on October 22, 2015. The new capital is coming up in Guntur district on the banks of River Krishna. Similarly, works for Polavaram project also will commence from the same day. Andhra Pradesh cabinet has finalized these dates today. State government will invite Prime Minister Narendra Modi as the chief guest for the ceremonies. Similarly, the cabinet deiced to institute vigilance inquiry into the large scale misappropriation of funds in the housing program for the poor during Congress regime spanning  between 2004-2014. According to labor minister K Acchannaidu, who briefed media about the cabinet decisions, about Rs 5,500 cr have been misappropriated in the housing program meant for the poor during the Congress regime. “The then government had claimed to have constructed 41 lakh houses. In a study done by the cabinet committee, it was found that about 15 lakh houses are non-existent. But, the bills have been cleared by the government. There are instances where same person had been allotted five to six houses. We have decided to institute vigilance inquiry. The government doesn’t hesitate to recover money swallowed by the people responsible for the loss to the exchequer under revenue recovery act,” Naidu said. From now onward, the government will have a uniform e-mail policy. “Government will create a new email address  and all government functionaries from top CM to down to the village assistant, have to communicate through this mail id only,” he added.
