Arun Jaitley’s package is a sham : YSR Congress

YSR Congress today made it clear that nothing short of special category status as assured by union government was acceptable to it.

stating that the Party would fight relentlessly to achieve the special status for the State, YSR Congress slammed the BJP and TDP combine for diluting the issue and going in for special package.
The special package which union finance minister was talking of was a sham, he said.

‘A day after we staged a dharna in New Delhi, TDP started its fire-fighting exercise in the national capital with a few MPs and a minister. They met finance minister Arun Jaitley who gave no categorical assurance but only spoke that the Centre may consider of giving a special package in the days to come,’ party senior leader Botsa Satyanarayana said.

TDP leaders and the Chief Minister are trying to give a posture that they have achieved a great thing by talking to the Union Finance Minister. But in reality they did not get any assurance on the special
status and it is back to square one, he added.

He said this was only a gimmick to divert the attention of the people, who are on warpath,from the successful YS Jagan Mohan Reddy’s Delhi dharna.
“There will be no let up in our agitation seeking special status and the August 29 bandh is the next step to mount pressure on the Centre to accord special status. It is only with the special status that the State will develop industrially and the economy will take off towards development with people getting jobs and quality of life improving,” he said.

No Special Status, Only Special Care

Beleagured chief minister Chandrababu Naidu received very disheartening message that centre could not give special status, but the state would receive a special care.

Centre conveyed this stern message to the TDP and BJP parliament members through finance minister Arun Jatley when the former met him Tuesday to brief him about the political situation which is turning volatile after the self-immolation of Congress worker Muni Koti and the opposition called state bandh.
Chief Minister N Chandrababu Naidu swung into action immediately and said to have spoken to Finance Minister Arun Jaitley over phone and asked him to speed up the process of announcing at least these incentives which centre promising now to pacify the angry people of the state.

Jaitely told the delegation in no uncertain terms that the practice of according special status had been done away with following the 14 finance commisison recommendations.The MPs got same response from union home minister Rajnath Singh as well when they met him separately.

Jaitley and Rajnath Singh, however, promised that Andhra Pradesh would receive special care in the form a financial package which would be equivalent to the special category status in terms of benefits.
After his meeting with TDP-BJP MPs, Jaitley announced that the package would be better than the so called special status which was non-existent.”Given the problems the state facing, AP needs special care for few years. I can assure that State will get more than what they are expecting from the Centre in the form of special status,” he said and added that the centre would be announcing the package for the AP “very soon”.

JC Diwakar Reddy, TDP MP from Anantauram, said, ” It is clear, the centre will not accord special status to AP because of technical reasons. We are convinced that it will announce a package, which will offer all benefits to the State equivalent to that of special status.” YS Chowdary,union minister for science and technology, and BJP MP K Haribabu said they had got assurance from both Jaitley and Rajnath that the Centre would soon announce “incentives” for the State which would be equal to special status.

Andhra bandh peaceful

The Andhra Pradesh bandh called by CPI in association with all opposition parties against the centre’s apathy towards granting special category status to the state was peaceful on Tuesday. While the bandh was complete in many districts, it evoked partial response in a couple of  districts.

Rallies were carried out by Congress, YSR Congress, CPM, other parties and civic organizations supporting the bandh and demanding immediate declaration of special category state status to Andhra.

Both NDA at centre and TDP government at state had come in for attack for reneging on their promise to accord special status.

In all towns across the state educational institutions, business establishments and petrol bunks were shut. Cinema exhibitors cancelled the morning shows in theaters. Till afternoon RTC buses were off the roads. In some place police intervention enabled RTC to ply some buses. Very few were seen on the roads. Though  banks, government offices and central government organizations functioned, the attendance was thin. In Kakinada, police used mild lathi charge to disperse the workers of various political parties assembled to stage a dharna near collector’s office.

In Vijayawada APCC President N Raghuveera Reddy, CPI State Secretary K Rama Krishna led protest marches. Raghuveera visited  relay hunger strike camp organized by Bar Association at court complex and expressed party’s solidarity with them and called for a united fight.

He said the bandh was success as the people rose to the occasion united to express their anger.He hoped that TDP and BJP would rethink of their stand on special status. In Ongole, YSRC , CPI and CPM  staged demonstrations and ensured the bandh  was complete. Similarly, Vizianagaram and Anatapuram also observed the bandh peacefully.

“Jagan trying to score brownie points with Modi”

Jagan came under heavy fire from Congress for his anti-Rahul remarks from Jantar Mantar. Though entered late into the fray, Jagan, with his big presence in the Assembly and outside, wants to grab attention in Andhra Pradesh. In fact, Jagan gave the call for  New Delhi dharna only after Rahul Gandhi questioned from Anantapur district and announced  that he would come to any place in Andhra Pradesh and anytime to fight to get special category status to Andhra Pradesh.

The self-immolation of  its worker Munikoti in Tirupati on Saturday, chanting, Jai Congress and Jai Sonia, has given Congress new lease of life. Now, Jagan wants to hijack the issue from Congress. He mobilized two train-loads of people to New Delhi’s Jantar Mantar for a dharna and a march to parliament. Congress sees Jagan’s visit to Munikoti’s house on Tuesday is also a  part of the larger strategy.

Andhra Pradesh Congress president N Rahuvira Reddy accused Jagan of trying to sabotage the movement. He said attacking Rahul, who was genuinely fighting for special status, was tantamount to sabotaging the movement and split it.

He said Jagan had courage to criticize PM Modi, who was primarily responsible for denying the special status.

“In stead of joining our movement, you are criticizing Rahul. What would be the motive other than creating a split and earn kudos from Prime Minister Modi,” Raghuvira asked. By talking too much, Jagan was exposing his immaturity of politics, the PCC president said.

He reiterated the party stand that Congress would file cases against Prime Minister Modi, urban development minister Venkaiah Naidu and  chief minister Chandrababu Naidu for openly betraying the people of the state in all  1200 police station across Andhra Pradesh.

In Delhi, Rajya Sabha member J D Seelam also launched a scathing attack on Jagan.

“For fifteen months you have never raised the issue. It is the Congress which has been consistently demanding special status. You took up the matter and  gave a call for Dharna only after Rahul Gandhi declared his support and launched a campaign for achieving Special Status, ”  former union minister and Congress Rajya Sabha member JD Seelam said.

Pointing to Jagan’s remarks against Rahul, he said, the remarks were meant to earn some brownie points from Prime Minister Modi.

“Everybody knows you have moved closer to Modi to save your skin from the court cases. You want to reassure Modi that your don’t  have soft corner for the AICC vice-president,” he alleged.

Seelam reminded Jagan that it was Rahul who coined the slogan, ” Special status -Andhra’s right” which had become a mantra on tongues of every Telugu person.

Would ‘special status’ lead to Opposition Unity in AP?

YSRC Congress has called for a statewide bandh on August 28, just before the commencement of  Assembly session. Sharpening his attack with the martyrdom of  Muni Koti,  Jagan today lashed out at the BJP leadership at centre and TDP supremo Chandrababu Naidu at state for  ignoring the crucial demand for special status to Andhra Pradesh.

Jagan led a massive dharna near Jantar Mantar opposite Parliament on Monday, in which thousands of party workers from Andhra Pradesh participated. Giving an indication to shape of the political realignment  to happen in the state, CPM general secretary Sitaram Yechuri came down to the Jantar Mantar to call on Jagan and expressed solidarity with YSRCP on the demand of Special Status.

“We will support Jagan and his party on the issue,” Yechuri announced from stage.

He said the CPM would voice its concern in the Parliament and outside by participating in various dharnas.

“We had opposed the division of the State in the Parliament when the Bill came up for discussion. we had also said that the division would lead to many problems in the coming days. Our forecast is coming true. Still, We are extending our support to the cause of special status at all fora,’ the CMP general secretary said.

Observers see Jagan’s support to tomorrow bandh call given by CPI, and today’s CPM support to Jagan as an indication to a possible opposition unity in Andhra Pradesh against  the ruling TDP-BJP combine.

Jagan may use the centre’s apaty  and TDP’s silence on the Andhra peoples’ demand for special category status to achieve a modicum of unity among the opposition parties. Left will have no reason to join hands with as long as Naidu is in Saffron company.

In a way YSRC and Left parties appear to have come together. The other parties,  Congress and Lok Satta, can’t maintain distance, in case these parties announce an action plan.  Who is to be watched is the hero Pawan Kalyan. He may have to take a decision against the wishes of BJP central leadership and TDP leadership in the state. Most likely scenario is that he would  disappear from the scene in the name of movie shooting as he doesn’t rub Prime Minister Modi on wrong side.

Addressing the dharna Jagan said  Andhra Pradesh could not be denied special status when North-Eastern states were brought under special category protection to overcome their problems.

He assailed TDP for trading peoples interests with his personal agenda and maintaining stoic silence even though NDA minister openly denied the special status.

The fight will not stop here, Jagan asserted stating that the YSRCP would take if forward.

He gave a call for state-wide bandh on August 28 and appealed to the people to make it a success.

“It is very unfortunate that one person,MuniKoti, resorted to self immolation, seeking special status as he had foreseen that at least one generation wiould suffer in backwardness if the special status is denied,” he said.

He was critical of Rahul also for having forgotten the demand for about 15 months.

Koti dies, becomes martyr of Spl Status movement

Muni Koti, who attempted self-immolation in the  Congress “Poru Bata” meeting yesterday demanding special category status to Andhra Pradesh succembed to injuries Sunday afternoon, in Chennai’s KMC hospital.

His martyrdom is likely to trigger a political chain reaction. Alrealy people staged demonstrations in Vizag and Eluru. Almost all parties have expressed solidarity to the bandh on August 11.

The Congress worker from Tirupati, was shifted from Ruia hospital to Vellore hospital for treatment. But, as his situation was serious,he was again shifted to Chennai this morning.

Koti, who set himself on fire in a public meeting organized by Congress leaders at the municipal office passed away while undergoing treatment in the hospital in  Chennai.

He suffered 90 per cent burn injuries.

Koti was a staunch Congress loyalist. He took active part in the Samaikhyandhra movement also. Even while immolating himself he raised slogan ” Jai Congress”. Koti, neighbors said, was a simple and affable man.

The news of his death turned situation volatile across the state with all political parties vowing to intensify their fight to force the centre to announce special category status to Andhra Pradesh.

Movie star Sivaji who floated  Special Status Achievement Forum organized a protest demonstration on the sport where Munikoti attemped self-sacrifice. Hundreds of followers and supporters of the movement demostratated with plate and ladle.

CM Expresses shock

Chief minister N Chandrababu Naidu expressed shock over the death of Munikoti. He appealed to the youth of the state not to get emotional about the special status. He conveyed his condolences to the family memers of Koti. ” Don’t get emtional. The state is working towards getting special category status. I am confident that centre would bestow the status on Andhra Pradesh,” he appealed to the youth of the state.

“Your lives are valuable not only to your family but also to the state,” he said. He said it was the responsibility of the present government to implement all the six assurances given by previous prime minister Manmohan Singh.

Deputy chief minister K E Krishnamurty said chief minister Naidu would visit New Delhi after Agusut 15, to meet Prime Minister Modi to discuss the speical status issue.

Congress and Chiranjeevi  also express their anguish over the death of  Muni Koti.

They said his martyrdom would inspire the people to fight for their rightful due from the centre. Congress president  Sonia Gandhi, vice president Rahul Gandhi  conveyed their condolences on the demise of Munikoti. They also enquired about health condition of Seshadri, who sustained injuries while rescuing Koti. He is  undergoing treatment Tiruapat. AICC Secretary Thirunavakarasu is personally taking care of all formalities at Chennai hospital.

Funeral tomorrow

PCC President Raghuveera Reddy has left for Chennai this evening to pay homage to departed soul, and he will accompany the body after the postmortem to Tirupati. Former union minister K Chiranjeevi, Opposition Leader in Council C.Ramachandraiah, former minister S.Sailajanath and other senior leaders will attend the funeral of the Martyr at Tirupati tomorrow, party said in a statement.

‘1200 cases against Modi, Venkaiah and Naidu’

Congress will observe a novel protest to  capture the national attention  to the demand for special category status to Andhra Pradesh.

The party leaders across the state will book cases against Prime Minister Modi, union urban development minister Venkaiah Naidu and AP chief minister Chandrababu Naidu for cheating the people on according special category status to Andhra Pradesh in every police station in state.

“All these leaders assured the people of Andhra Pradesh the special category status from various fora. Prime Minister Modi assured from an election stage in Tirupati, while Venkaiaha on floor of the Rajya Sabha.  Chief minister Naidu,for one year, day in and day out, talked that Modi would not ditch the state with regard to special status and the TDP would not shy away from fighting. Now centre clarified that there would be no special status. Congress will file cases and various sections for playing with the sentiments of the people,” APCC chief N Raghuveera Reddy said in Tiruapati.

“We will wait until August 13, the last day of the Parliament monsoon session. If the Centre does not change its attitude towards Andhra Pradesh and make an announcement on special status as well as other benefits assured to the state, Congress party committees would file cases on these three leaders . There are 1,200 police stations in state, The party file cases against Modi, Venkaiah Naidu and Chandrababu Naidu in all these stations, and will take up a legal fight against them,” he said.

He also announced support to the bandh call given by the Left parties in Andhra Pradesh on August 11. The CPI and other parties have called people to observe bandh on Tuesday in protest against the denial of speical category status to Andhra Pradesh by the union government.

YSR Congress, which is organizing a Dharna near Jantar Mantar , opposite Parlaiment House, New Delhi, on same subject on Monday, has already extended its support to the bandh.

The APCC chief  said Congress would also join the bandh on August 11 called by the CPI to press for special status.

Koti : Victim of politics of special status

Muni Koti, the youth who made a self-immolation bid has been shifted to Vellore hospital for advanced treatment. Koti, who was  in city’s Ruia Hospital till Saturday evening, had  been visited by leaders from all political parties. He is said to have  suffered 90 pc injuries. Doctors described his condition as critical.

The special status, which has been transformed into an emotive subject due to politicization, has triggered widespread resentment following union planning minister Rao Inderjit Singh’s clarification that there had been no plan to accord special status on any state at the centre.

No amount of clarification from union ministers and state government, pacified the political parties and people. Already the issue has acquired political critical mass as it has been  dubbed as the panacea for all ills the state inherited from the bifurcation. While TDP shows this as the stumbling block to whatever it could not do, the opposition parties are using the slogan to make their existence felt in the political irrelevancy they are dropped into post-partition.

The catch phrase is being projected as the highway to reach much sought after destination of  over all development of state. The impression given to the youth, who are crying for jobs and employment, is that unless the centre accords special category status the development of state is not possible. So, the denial of status touched the raw nerve of youth across the state as they are already disappointed and disillusioned with TDP state government, which is not talking of filling the vacancies in the government departments. So, denial of special status, which many think would pave path for the industrialization of state and  create  lakhs of job, is seen as the denial of future for not only the state for the youth of the state also. In 2014 elections  the catch phrase was dangled to attract votes by magnifying the genuine and perceived problems thrown by the division of Andhra Pradesh.

The large congregation at the Congress party meeting at Tirupati is pointer to the people’s disappointment with state and the centre,  and potential of the issue to create problems for the TDP government.  So, Muni Koti, who is a staunch Congress worker, fell victim to the special status-hype mindlessly created by all political parties.

The special category status is normally bestowed on a state by the National Development Council based on criteria (i) hilly and difficult terrain; (ii) low population density or sizeable share of tribal population; (iii) strategic location along borders with neighbouring countries; (iv) economic and infrastructural backwardness; and (v) non-viable nature of state finances. So far, 11 states in two batchez have been accorded the special status as per the concept first introduced in 1969 during 5 th finance commission times. Assam, Nagaland and J&K are the first batch states while Arunachal Pradesh,  Himachal Pradesh,  Manipur, Meghalaya, Mizoram, Sikkim, Tripura and Uttarakhand are second batch ones.Now, Odisha, Bihar, AP etc are demanding this status putting forth there own argument.

Andhra Pradesh, which embarked upon the construction of world-class capital, and which doesn’t hesitate to spend a hundred crore on the remodeling of camp offices of chief minister and modernizing security apparatus, which boasts of world class talent,  long coastline, thriving agriculture, doesn’t look eligible for such status, when taken into consideration the frail economy of the states included in the special category list.

Now, the catch phrase is steeped deeply in the partisan politics of the state. It is difficult to extinguish the fire as the survival of many political parties and future of leaders are at stake. People like Koti  will inject ferocity into the issue by resorting to the acts of self-immolation.

Self-immolation bid in Tirupati for AP special status

The movement for special category state status to Andhra Pradesh took a violent turn today when a youth attempted self-immolation in a meeting organized by the Congress party in Tirupati.

It is the first self-immolation attempt in recent times in Andhra Pradesh, though such incidents happened in Telangana during movement for  separate Telangana. The Seema-Andhra region, which also witnessed agitation, was free of such aberrations by the students and youth.

So, the Tirupati incident is certain to take the movement to a new height. Congress has launched the movement to exert pressure on Centre for special status. Today’s meeting was the first  in the series of meetings the party planned.

Former union minister Chiranjeevi, PCC president N Raghuvira Reddy,  opposition leader in Legislative council C Ramachandraiah also participated.

The  self-sacrifice indicates the depth of demand for special category status among the people of Andhra Pradesh.

Andhra Pradesh Congress today launched “praja poru” in Tirupati which began with a public meeting. When former minister Killi Kruparani was addressing the meeting, a local youth by name Muni Koti, created commotion, when he doused himself with petrol  and set afire while sitting among the people.  Congress workers have shifted the youth to Ruia hospital. The party succeeded in mobilizing party workers for the meeting in thousands. As it was once the Assembly constituency of Chiranjeevi, mega star’s fans also gathered in a big way for the meeting held  at Municipal junction in town.

According to sources, Koti is a Congress worker. He resorted to this extreme step only to demonstrate the immediacy of bestowing the special status on AP.

Koti is said to have suffered  50 pc burn injuries.

Undisturbed, Congress leaders continued the meeting.

Reacting to incident PCC president N Raghuvira Reddy reminded how Narendra Modi ditched Andhra Pradesh forcing  the people to hit roads for a legitimate right.

“While campaigning for elections, Narendra Modi told Tirupati people that after bifurcation   Seemandhra had become orphan. He also assured not to worry  about it as  BJP was coming to power and would take care of you,” the PCC president said and accused the BJP and TDP responsible for Koti’s attempted self-immolation.

Raghuvira announced Rs 2 lakh assistance to Koti and assured that Congress would take care of his treatment expenditure

CPI reaction

“Self-immolation is not the solution. Youth should not resort to suicides. It is they who backed out of their own assurances should commit suicide. As the centre and BJP leaders ditched the state, AP youth feel insulted and attempting to suicide out of frustration. This is only a beginning. The CPI is observing banth on August 11. Both TDP and BJP are responsible this tragic event,” CPI leader Narayana reacted.

Narayana appealed to the youth against taking any extreme step instead of fighting our justice.

“Koti incident should serve as eye-opener to all political parties to come together to achieve the special status for Andhra Pradesh,” Narayana said.

Movie actor Sivaji, who has been fighting for special status, warned center of serious consequences if something happens to Koti.

“All political parties, including TDP and BJP, should  think of importance of special status. Even Pavan Kalyana also should come out and fight for the special status,”Sivaji said and appealed to the youth not to take recourse to unwarranted sacrifices.

AP Assembly to meet from Aug 31: Storm expected

Andhra Pradesh Assembly is expected to meet for a brief monsoon session tentatively from August 31. The House will be in session for five working days.  The session is going to be a stormy one as the Assembly is meeting after the government received many setbacks in the recent past. The session commences when all the opposition parties are agitating against centre’s apathy towards  according special category status to Andhra Pradesh. The TDP government’s soft corner for NDA government is likely create trouble for the ruling party. Similarly, the cash for vote scam, telephone tapping and stampede deaths in Pushkaralu, attempts to dilute the case of Rishiteswari, continued suicides of farmers are all expected to set the House ablaze. Another important issue the opposition likely to raise is the development of capital. So far the government has not released any plan on the development of the new capital. The opposition will use the occasion do demand the government to make public the deals envisaged for the participation of Singapore and Japan companies and the terms of reference.   So far the season also is not kind to the Telugu Desam party.  Failure of monsoon in several parts of the Andhra Pradesh especially the region of Rayalaseema, which received scanty rainfall, is also expected to come up for debate in the House. Sources in the Assembly said the government will notify the date after chief minster Naidu’s return from Turkey holiday.

Special Status : Naidu’s apple of discord

The special status has become the proverbial apple of discord for Telugu Desam party. That the special category status will not be forthcoming is well known to the  ruling party and chief minister Chandrababu Naidu. The centre is also not responsive on charter of demands Naidu submitted to Modi government for huge financial assistance. First the state demanded nearly Rs 13.2 lakh crore for foregoing capital Hyderabad. Then  it came down to bare compensation to meet revenue loss to the tune of Rs 15,000 crore and Hudhud cyclone assistance as per state’s calculation, one lakh crore for capital construction and reimbursement of Rs 5000 cr spent on Polavaram.

No request made by CM Chandrababu Naidu evoked positive response Modi’s government.  The issue of special status is now snowballing into a major controversy because Naidu can’t talk like J C Diwakar Reddy that Special Status was a closed chapter. Nor can he compel the centre to make some categorical statement on the demand to shield himself from Opposition attack. Tactically Naidu is avoiding a conflict with NDA regime for it would lead to realignment of political forces in Andhra and Telangana. If he distances from NDA, both YSRC and TRS are ready lap up the opportunity and fill the gap.

But, how long can Naidu control himself and hide his anger against Modi’s attitude towards Andhra Pradesh?

In fact, social media is already has become a fierce battle ground for TDP and BJP supporters. Supporters of TDP accuse centre of deliberate apathy toward AP and assail the BJP for not putting enough pressure on Modi. BJP camp is daring TDP to come out of NDA and wage battle for more funds it you really feel cheated.

To prevent his displeasure from being spilled on to the streets, Naidu has entrusted BJP-grilling to soft-spoken ministers like Yanamala Ramakrishnudu and Palle Raghunatha Reddy. A section in the BJP , however, wants the chasm to grow bigger and take a belligerent stand against TDP,  as they think BJP could strike roots under the shade of TDP. Leaders like D Purandeswari, Knnana Lakshminarayana, Somu Virraju  etc fall in this category. Apparently they don’t like BJP playing second fiddle to TDP. These leaders have started attacking TDP government for its failures. First Kanna made a scathing attack on Pushkara arrangement and scented huge racket in the spending of Rs 1500 crore for arrangements. Purandeswari backed Rao Inderjit Singh remark on speical status. Now,  Somu Virraju, national executive committee member, opposed TDP and other parties for blaming BJP on the special status. ” Consume the Biriyani served,” he said in Hyderabad in Party office indicating to TDP to make do with what is given.

Virraju said Price rise in the state was causing hardships to people in the state and government was not able to contain the prices. ” Government should force awake  the vigilance department from slumber to take action against the hoarders. A farmer is offered Rs 1350 as support price for paddy, while the rice is sold at whopping Rs 40 per kg in Market. What is the vigilance department doing,” he asked. He wondered as to how state pays Rs  350 per bag of cement while centre gets it for just Rs 150 for central programs. He was indicating that the  government was responsible for high cement prices in the state. People see Virraju’s attack on corruption in TDP government is the beginning of the end of TDP-BJP alliance.

Zero Hour+ Poor Response= Zero to AP

Andhra Pradesh  members today got opportunity to raise their issues in Zero hour in Parliament got nothing in return. Zero hour is free for all time between 12 noon to 1 pm. Members can raise any issue, but government is not obliged to respond. Generally, inconsequential statements are given as response. This happened on Tuesday in Lok Sabha when AP members raised special status issue.

YSRCP Parliamentary Party leader & Nellore MP Mekapati Rajamohan Reddy demanded a clear and categorical statement on people’s demand for special status to Andhra Pradesh.
Raising issue in teh zeor hour under rulee 377 , Reddy sought to drawn the NDA government’ attention to the on-going agitation across state for the speical category status to AP.

He stressed that Special Status to AP must be immediately announced. He reminded the House how the then Prime Minister Manmohan Singh’s assured the parliament at the time of bifurcation of the states that Andhra Pradesh would be given ‘Special Status’ for five year. He also recalled how leaders of the then Opposition Party such as Venkaiah Naidu and Arun Jaitley BJP, while supporting the bifurcation, said 5 years was not be enough and special status should be accorded for at least 10 years.

“BJP leaders, who were so insistent on the special status then, said  if he demand was not fulfilled then, the coming NDA government would declare 10 years ‘special status to AP, ” he said.

“Now that NDA had come to power as they anticipated, NDA Government must fulfill its promise,” he added.
He said that due to bifurcation of the state, AP lost capital and the deprived of secretariat, and revenue loss.
” people are expecting a categorical reply on the issue. We are not able to show our faces to the people as the NDA has backed out on the demand,” he added.
He expressed displeasure that conflicting statements from many ministers was creating confusion.
” A minister says special status is under consideration. Planning minister says no state would be given spacial status,” he said.
TDP Anakapalli MP Muttamsetti (Avanti) Srinivas also raised the issue.Listing out the problems being faced by the Andhra Pradesh and TDP government ambitious plan to develop residuary Andhra Pradeh, he said  according special status was only way out for a state which had no capital, no secretariat and in major institution.

Earlier, in the question-hour Home Minister Rajnath Singh responded and said NDA government would do whatever due for the states of Andhra Pradesh and Telangana. Responding to the members demand, urban development minister Venkaiah Naidu said center was trying to resolve all the issues.” The issues raised by members such as special status and bifurcation of separate High Court are genuine but are complicated. The centre is debating how to go about,” Naidu said. Nothing concrete resulted from the Zero Hour mention.

Nirmala Sitharaman in rescue of TDP

Union commerce minister Nirmala Sitharaman made a weak attempt to come to the rescue of ruling TDP from the loss of face it suffered with regard to getting special category state status bestowed on AP.

TDP has been at the receiving end because of its failure to derive some special treatment if not the special status from Prime Minister Modi’s NDA government in which TDP  is  also a partner.

Now that special category status is not at all on the centre’s agenda as told by Rao Inderjit Singh, planning minister, in Lok Sabha, chief minister Naidu has become a punching bag for the past three days. All opposition parties have cornered the ruling TDP over Singh’ statement. There is no political party in AP that has not spared the TDP. If talk is to be believed, a grand all-party coalition is being planned to wage battle against TDP at state and NDA at centre for the special category status. CPM senior leader BV Raghavulu asked Naidu to convene an all party meeting on the subject which is unlikely now.

The impression among the political parties is that Naidu is not able to fight for special status because he doesn’t want pull out of NDA for political reasons.

Amid this clamor for Naidu’s scalp Nirmal Sitharaman swung into action in the aid TDP against the Opposition’s attack.

She said the Centre had never denied special status to AP and added Rao Inderjit Singh’s comments on special category status were made with special reference to Bihar  only.

Nirmala,who represents AP in Rajya Sabha, said, ”  Planning minister Inderjit Singh made that statement in Parliament during question hour while answering a question on Bihar State. The remark was not applicable to AP. He only tried to explain about the recommendations of the 14th Finance Commission which was of the opinion that there was no need to accord special category stage status to any state. His remark should not be misinterpreted.”
She said the Centre would fulfill all promises made to the two Telugu-speaking States at the time of bifurcation.
“All assurances given to both AP and Telangana, during bifurcation, will be implemented one after another,” she said.
What is needed is a clarification from the centre on whether the process to accord special status is set in motion.

Because  a statement made on floor of the house by the concerned minister carries more authentic than any clarification given by any minister over a cup tea in New Delhi.

Special Status : War Clouds Gather in Andhra Pradesh

The “special status’  is  generating too much heat in Andhra Pradesh. The remark of union planning minister Rao Inderjit Singh that no state was special, stirred up harnet’s nest in the state. political parties are sharpening their knives to attakc TDP and BJP. The BJP, however, is trying to distance itself from TDP on the issue stating Centre was ready to assist the state in every possible way in lieu of special status. For BJP the special status is a settled matter. 14 th finance commission addressed it  and matter is fait accompli.

Rahul Gandhi, who visited the state last week and assured to the people that was ready to visit any place to fight for Special Status, on Saturday telephoned APCC president N Raghuvira Reddy to inform him that he would go to any extent to fight for special status to AP. He said all Congress MPs are meeting on Monday in New Delhi to prepare an action plan. Raghuvira Reddy said APCC would formulate its own action plan.

Even CPM also pitched in. Senior leader Prakash Karat said CPM would fight for AP’s cause.
“Just because special status was UPA government’ commitment NDA is not supposed to deny the much wanted special status to AP. We will fight for it,” Karat said in Hyderabad.

Chief Minister N Chandrababu Naidu, who address party workers in Vijayawada today is said have opined that Andhra Pradesh which faced painful division should not be equated with other states for the application of general fund devolution formula.

“Andhra Pradesh has been divided against our wishes. It was centre who thrust division on us. We were denied capital, revenue, water, power etc. To recover from the division A P needs special status. We want special treatment  from the centre. We will continue to put pressure on centre,” he told TDP extended meeting.

BJP however defended the union minister statement. Purandeswri, the rising star of BJP in Andhra firmament, said state’s requirements had already been taken care of by 14 th Fiance Commission. The 14 th Finance Commission had increased to devolution of funds to states up to 60 per cent to meet the growing requirements. And the centre was ready to extend all support to the AP, she told media in Vizag.

In menatime, Anantapur MP J C Diwakar Reddy, who is known for bizarre statements, today said in Vijayawada that chief minister knows it pretty well that the special status was not a realizable demand. “So, we are fighting to get more funds to state of Andhra pradesh,” he said rediculing Pawan Kalyan’s statement that TDP MPs were not doing enough on the demand.

YSRC to mobilize two trainloads of people to Delhi Dharna

TDP Chandrababu Naidu’s weakness is YSRC Jaganmohan Reddy ‘s strength. Sensing that the TDP is not able to wage a battle for special category status, YSR Congress wants to exploit it to become  the champion of the cause and mobilize people around the issue. As the TDP cabinet could not take a stand on the union planning minister Inderjit Singh’s assertion that they had no plan to accord special category status to any state, Jagan has given a call to his party workers to make the August 10 New Delhi Dhrana a grand success.in. It accused the TDP of setting aside the demand for special status for considerations. As the field is left open for opposition party, YSRCP is mobilizing two trainloads of party workers to Delhi for its Dharna.

“Two special trains will leave on August 7 from Anakapalle and Tirupati covering all the districts to ferry Party leaders and cadre to participate in the dharna and the March to Parliament on August 10 ,” party leader Botsa Satyanarayana said Saturday.

He said it was very evident from the tone and conduct of TDP Government that it was trading the Special Status issue for other considerations and was mortgaging the interests of people in Delhi for personal and political gains.

Party MPs, MLAs, MLCs and district level leaders will join the dharna, he added.

Taking objection to the tall claims of Chandrababu Naidu on his influence in conferring highest civilian award to Abdul Kalam, Botsa asked why the same influence did not work in the case of  TDP founder leader NTR.

AP Cabinet fails to react on Centre’s NO to spl. status

Andhra Pradesh cabinet which met for the first time in Vijayawada fell short of meeting expectations of opposition demand vis-à-vis the centre’s categorical statement that they had no plan accord special status to any state. The cabinet met for eight ours and discussed many things such as unveiling a bronze statue of Dr Kalam, exgratia and house to the parents of Rishiteswari, constructing houses for poor, completion of Polavaram by 2018 and inauguration of Pattiseema on August 15 etc, but failed to react on the planning minister’s clarification on the demand for special status.

Out side, YSR Congress has called for a dharna in New Delhi, CPI is observing state-wide bandh on August 11, and some intellectuals are planning to agitate for special status. The cabinet, though reportedly not happy at the statement, failed to make this apparent.
Opposition parties have demanded an ultimatum to NDA government on the issue by Naidu. YSRC wants Naidu to pull out of NDA government. TDP has two ministers, one cabinet (P Ashok Gajapati Raju ) and MoS (YS Chowdary). The refusal to express displeasure by the state cabinet is indicative of the fact that Naidu doesn’t want to antagonize NDA government at a time when PM Narendra Modi is maintaining equi-distance with TRS and YSRC.

Chief minister Chandrababu Naid is said to have asked the cabinet to take light of the union minister Inderjit Singh’s statement on special status.” The statement doen’t make any difference. We will continue our efforts to get the special status tag to Andhra Pradesh,” is all what he reportedly told his cabinet colleagues.

Briefing to media finance minister Yanamala Ramakrishnudu admitted that the state was subjected to all -round injustice. ” We have been promised special category status at the time of AP Reorgnization bill passage. We have been assured of special package, special assistance to cover up the revenue loss, financial assistance to capital. Many a time we raised these issues, lates being with 14 finance commission. Our requests have fallen deaf ear. Neither centre, nor 14 th finance commission fulfilled our demands. The 14 finance commission, instead of recommending special grant, simply applied all India scale. What is the assistance you (centre) extended to a state which was subjected division, revenue loss, capital loss, resources loss etc.” Yanamala lamented. Still, he said, the government would continue raise these issues till justice was done to Andhra Pradesh he said.

The cabinet , which paid rich tributes to Kalam, decided to unveil a bronze statue in Acharya Nagarjuna University. Similarly Ongole IIIT would be named after Dr Kalam. The government would give Rs 10 lakh as exgratia and 500 yard hose site in Rajamundry for parents of Rishiteswari, who committed suicide following ragging in Nagarjuna University.

Speical status not possible: Centre tells Lok Sabha

The NDA government has finally let the cat out of the bag.

Much to the chagrin of its regional partner Telugu Desam, the planning minister Rao Jitender Singh made it clear that  there was no plan with the center to accord special status to any state.  The minister said it on the floor of Lok Sabha to the  members agitating for the special status to Andhra Pradesh during question hour.

The unambiguous statement from the minister came at a time when  union minister of state for science and technology YS Chowdary has been day in and day out claiming that the decision on special status is in the final stages of announcement.

However, there are no takers for Sujana Chowdary’s statement. The TDP MPs  last week staged dharna in the parliament premises demanding the special status to Andhra Pradesh, though this was in response to the jabs taken at them by movie star Pawan Kalyan who said the businessmen-MPs were doing more business than fighting for rights of the state like special category status.

Similarly, another movie star Sivaji also entered the fray to fight for the special category status. Sivaji appointed convener of a joint action committee set up to take forward the movement.

Even though the demand is gaining momentum, the TDP government, being a partner of the NDA, not able to raise the matter beyond a point. Because, Prime Minister Mody has been maintaining an honorable distance from Naidu ever since he entered the 7 RCR. Besides, the TDP is only an important ally of BJP,  its support is not critical to NDA. Hamstrung by these factors Naidu has long back stopped demanding special status. Rao Inderjig  Singh’s statement is more embarrassing for the TDP  than the pressure being built by YSRC, Congress and CPI.

Inderjin Singh was categorical in that  no proposal for according special status on any state was pending with the centre. “There are no criteria for bestowing the special status. But, we can’t give special status to any state. There has been, however, a proposal to give special financial packages to some state. Government is yet to take a decision on financial packages,” the union minister told the House.

Let us watch how TDP supremo reacts to the Centre’s statement.

“Naidu should revoke support to NDA”

Political tremors have been felt in Andhra Pradesh within hours after centre’s clarification that there was no possibility bestowing special status on Andhra Pradesh.

YSR Congress and CPI raised their voice against chief minister Naidu’s failure to persuade the centre to get the special category status which Andhra Pradesh needs badly to take the path industrialization.

“Chandrababu Niadu government should withdraw its support to the BJP-led NDA government as it has failed to live up to the promise the leaders made to the people of Andhra Pradesh in parliament on  Special Status,” party senior leader K Parthasarathi said.

“While the Centre has been apathetic on the issue, the State has failed to put up stir the Centre into action from biding time. The TDP should come out from the NDA coalition instead of mortgaging Telugu pride in Delhi,”  he said.

“It is high time for Chandrababu Naidu to give an ultimatum to the Centre on the special status issue as  the BJP leaders have changed their stance after coming to power,” he said.

He also said  YS Jagan Mohan Reddy had  been reminding the Centre on the issue at every available opportunity but it was  the TDP which was maintaining intriguing silence.

Stating that his party had also planned a dharna at Delhi on the issue, Parthasarathi demanded that Chandrababu Naidu should give an ultimatum to BJP.

 

Meanwhile the CPI has also intensified its attack on Naidu and gave a call for a state bandh on August 11. On Friday the Communist party has announced its plan of action to exert pressure on the centre. Party Andhra Pradesh secretary said they would organize Bus Yatra in all  13 districts from August 1 to 9 and wait for the response from the centre and the state. ” It we don’t get any positive signal about the special status we will organize the bandh on August 11,” Ramakrishna said.

He wondered as to how the BJP leaders assured special status for 10 years on the floor of the Rajya Sabha and go back once formed the government. He extended support to Jagan’s fight against NDA government.

Jagan to stage dharna before parliament on Aug 10

YSR Congress will stage a dharna on August 10 at Jantar Mantar in Delhi to protest against the delay in according the Special category state status to Andhra Pradesh and to highlight the TDP Government’s indifference on the issue.

Party president and Opposition leader YS Jagan Mohan Reddy will lead the dharna  and a  march of party MPs, MLCs, MLAs, and other leaders, to the Parliament.

“Though our Party President YS Jagan Mohan Reddy has time and again brought the issue to the notice of the concerned authorities in Delhi there was no response and the State Government has been silent on the issue for reasons not known. Hence we have decided to hold a dharna in Delhi on August 10,” party leaders Pilli Subashchandra Bose and Jyothula Nehru announced  on Thursday.

The special status issue was raised by BJP leader Venkaiah Naidu, who wanted it to be extended to ten years and not five years, while the then Prime Minister Dr Man Mohan Singh has assured of special status. Our state can develop industrially and on other fronts only if the special status is accorded.

As the TDP government is not taking any initiative, we will pursue the matter by holding a dharna,” they said adding that perhaps Andhra Pradesh is the only State in the country which has no capital in its territory.

Earlier in the day, Jagan held a meeting with the party leaders and discussed the political developments in which the special status and the strategy for the ensuing assembly session were discussed, they said.

Pawan is Ignoramus: Raghuvira Hits Back

In a quick reaction AP Congress  expressed dismay at the ignorance Pawan was displaying day in and day out about the politics of the state. APCC president N Raguvira Reddy said Powan’s reactions suffer from paucity of information.

“Congress Party has been  continuously fighting for Special Status for One year. Right from Madam Sonia ji, and entire state Congress cadre is involved in the fight. It will continue till the special status achieved. Whey was Pawan whey we were collecting one crore signatures to exert pressure on center fof special status. Pavan Kalyan  is making comments against  Congress, may be, due to of lack information.  ,” Dr. N.Raghuveera Reddy said and added that he was ignorant of Congress activities.
