TDP and TRS – two sides of the same reorganisation coin

Chandrababu Naidu is an easy target especially when he speaks about bifurcation and expresses his anguish. Media and politicians of both the Telugu states target Naidu and accuse him of trying to create relationship crisis between two states. Even Pawan Kalyan speaks about bifurcation in ridiculous contexts. Is it only TDP leaders who talk about it? Are TRS leaders not using reorganisation sentiment?

Almost three years into the formation Telangana state, never had the TRS leaders left a chance to taunt people of AP and remind the aggravations in united-state of AP. They have to constantly whip the of the people with the T-sentiment even though it is reality. Furthermore, the prominent TRS leaders are also using mocking references not just towards Andhra politicians but also people. For instance, today in Jagtial Pragathi Sabha, the response from audience was lull when the TRS Kalvakuntla Kavitha Rao said “Jai Telangana”. To which the Nizamabad MP scorned “looks like there are a lot of Andhra people here”. It is bizarre that the TRS leaders who gag about people of other region, promise to safeguard the same people in the new state.

Naidu instead of capitalizing on his good will, gets easily provoked by TRS statements. Due to the lack of noble governance in AP, TDP has become an easy target and gets attention for all wrong things. TRS got noticed for its peoples’ initiatives, but it is still raises the reorganization issue and continues to accuse the counterparts. When Naidu does it, it becomes a self-goal, but when it comes to TRS leaders it becomes sentiment.

BJP protests against hike in Muslim quota

A day after the Telangana legislature passed a bill increasing the quota for backward Muslims, the BJP launched protests by laying siege to offices of district collectors across the state.

Terming the “religion-based” reservation as “unconstitutional”, Bharatiya Janata Party leaders and workers participated in the protests in all 31 districts.

Police arrested the protestors as they sat in front of office buildings and raised slogans against the government.

The protest at the office of Hyderabad District Collector led to tension. There was a heated argument between the police officers and BJP leaders.

Police personnel bodily lifted the protestors and detained them. Those detained included BJP’s national General Secretary P. Muralidhar Rao and member of Telangana legislative council Ramachandra Rao.

Muralidhar Rao slammed the Telangana Rashtra Samithi (TRS) government for taking unilateral action on increasing the reservation quota for Muslims from 4 to 12 percent.

He said the bill providing reservation for Muslims was twice struck down by the High Court in the past.

The state assembly and council on Sunday unanimously passed a bill for hiking quota for Muslims and Scheduled Tribes.

All five members of BJP were suspended from the assembly for stalling the proceedings during the debate on the bill. Its lone member in the council staged a walkout.

Meanwhile, BJP’s Telangana unit President K. Laxman said the party would continue its protests.

Congress leaders detained as protest intensifies over ‘Dharna Chowk’

Police detained leaders of Telangana unit of Congress party here on Monday as the opposition intensified its protest over shifting of ‘Dharna Chowk’, a popular venue of protests in Hyderabad.

Tension prevailed at Tank Bund in the heart of the city as several leaders sat on satyagraha at the state of B.R. Ambedkar but police evicted them on the ground that there is no permission for the protest.

Telangana state Congress chief Uttam Kumar Reddy, former ministers Bhatti Vikramarka, Mohammed Ali Shabbir, D. Nagender and former MPs V. Hanumantha Rao and Anjan Kumar Yadav were among those detained and shifted to different police stations.

The Congress party had called for the protest to demand Telangana Rashtra Samithi (TRS) government to revive ‘Dharna Chowk’ at Indira Park in the heart of the city.

Uttam Kumar Reddy alleged that TRS government is suppressing the voice of opposition by shifting ‘Dharna Chowk’ to the city outskirts. “This move is undemocratic. The government is not ready to tolerate the voice of dissent,” he told reporters.

The Congress leaders said TRS chief K. Chandrasekhar Rao, who organised many protests in the city including Million March during Telangana movement, was not snatching the rights of the opposition parties.

The protest by the Congress came a day after leaders of Dharna Chowk Protection Committee launched a month long relay hunger strike at the Communist Party of India (CPI) headquarters, Mukhdoom Bhavan here.

The committee comprising leaders of CPI, CPI-M, other Left parties and mass organisations denounced the attitude of the Chief Minister and said the government was denying the democratic rights of the people to protest.

Noted educationalist and former Member of Legislative Council (MLC) Chukka Ramaiah said that it was unfortunate that Chandrasekhar Rao, who participated in many agitations programmes and meetings at Indira Park during the Telangana movement, now does not want that very Chowk to exist.

‘Dharna Chowk’ had been the venue of thousands of protests by political parties, people’s organisations, students’ groups, employees’ unions and others for over two decades.

Chief Minister Chandrasekhar Rao had last week defended the police move to shift ‘Dharna Chowk’ to the city outskirts saying that that some parties were deliberately creating problems in the name of protests. He also stated that the venue doesn’t make any difference as the opposition will still be able to highlight the issues and bring them to the government’s notice thanks to the coverage by the media.

Last month, leaders of all opposition parties had come together to meet Governor E.S.L. Narasimhan Rao and submit a memorandum protesting the government’s move.

Telangana to hike Muslim quota to 12%

The Telangana government on Saturday decided to hike the reservations for the socially and economically backward among Muslims to 12 per cent from the existing four per cent.

The decision was taken by the state cabinet at a meeting chaired by Chief Minister K. Chandrasekhar Rao.

The cabinet also decided to increase the quota for the Scheduled Tribes (STs) from the current seven per cent to 10 per cent, official sources said.

Both the Houses of the state legislature will be meeting on Sunday for a special session to pass a bill for increasing the quantum of reservation for Muslims and STs in education and jobs.

As this will take the overall reservations in the state beyond the prescribed limit of 50 per cent, the legislature will pass Telangana Reservation Bill and send it to the Centre with a request to include it in the 9th Schedule of the Constitution as was done in the case of Tamil Nadu.

Chandrasekhar Rao said Telangana was following the model of Tamil Nadu, where the overall quota for different groups is 69 per cent.

TS Congress New Slogan for GHMC polls : TRS Master of Defections

Calling the ruling TRS running a ” Government of 40:60″, Congress wants to showcase TRS as a Master of Defections in the ensuing GHMC elections.

Hyderabad: The Telangana Congress party has resolved to attack calling the ruling TRS as a party of ’40:60’. This will be the new slogan on which the Congress wanted to battle with the pink panther that has been making every possible move to poach any leader worth the name in its fold. Explaining the new slogan, a senior party lead said that the TRS which boasts as the only party committed to Telangana has only 40% of ministers in its cabinet from TRS. All the other 60% ministers are from other parties like Congress, TDP and others.

We want to highlight how the ruling party has been adopting undemocratic ways to poach MLAs, MLCs and peoples representatives of other elected bodies in the state. But, at the same time, it fears of losing the seat if they resign and seek re-election after joining in TRS. So, it is allowing those crossed the fences from other parties to continue in their posts without resigning. This is a deliberate attempt to undo the choice of the people who elected their people’s representatives. And, 60% of this kind of lot is being inducted into the TRS cabinet. It is a 40 TRS and 60 Others party’s government, and we want to take this to people to highlight during the ensuing GHMC elections, the leader said.

TRS Govt. woos slum dweller ahead of GHMC polls

TRS Government set its eyes on GHMC polls and goes all out to woo 17 lakh slum dwellers with waiving power and water bills roughly estimated at Rs 1,500 crore

Hyderabad: A month ahead of the the Grater Hyderabad Municipal Corporation (GHMC) elections, the ruling TRS government in Telangana has decided to waive pending electricity bills to the tune of Rs 130 croe to the residents of several slums in the city. Not just the that, it has also decided to waive another Rs 12,00 crore of water bills of the people.

The waive would cover provide relief to about 1000 and odd notified slum dwellers in the twin cities of Hyderabad and Secundrabad. But, the catch is that the government would issue an order only after the end of the poll code that is in force now. This is to avoid any legal hitches in rolling out the scheme, the sources said.

Decision to this effect has been taken by the Chief Minister K Chandrasekhara Rao, during a review meeting with the officials of energy department and Hyderabad Metropolitan Water Supply and Sewearge Board (HMWS&SB). The Chief Minister has reportedly asked the officials to work out on the modalities to implement the scheme. There are 1,468 slums within the GHMC area with 17 lakh population living in these localities. While 1,131 slums are notified ones, and the remaining are not notified as slums buy the civic body.

Can Naidu remain a force in Hyderabad post-Warangal ?

Telugu Desam party is shaken by Warangal earthquake. The poor performance of the TDP-BJP combine has given credence to the TRS chief KCR’s oft repeated assertion that  TDP is an Andhra Party and it has no place in Telangana. The rejection of the party by the Warangal voters was so devastating that party supremo Chandrababu Naidu is planning to redraw the political strategy for the  Telangana keeping in view the ensuing elections for the Greater Hyderabad Municipal Corporation (GHMC). The Telangana state government is moving ahead with the objective of conducting the elections to the GHMC before January 31. Naidu is seriously thinking of preventing the Warangal aftershocks travel to Hyderabad and dismantle the last port of call of the party ie GHMC. Losing GHMC is  certain to close the  Telangana doors for the party in 2019. TDP sources said the leadership is in the grip of the fear of GHMC. Hitherto the notion that the TDP is a forces in GHMC where so called settlers outnumber the original T-voters, has given it an hypothetical strength.

Post-Warangal, the general feeling among the functionaries of government and the party is that Naidu had made a strategic mistake in shifting  base to Vijayawada prematurely.  After Warangal, the question being asked by T-TDP leaders is that can Naidu defend the last bastion of the party ie GHMC with his Amaravati centric politico-economic strategy.

A senior functionary of the TDP from Telangana confided in ‘telugu360.com’ that Naidu’s decision to shift the capital from Hyderabad to Vijayawada has started taking its toll on the party. This development will force shift  the voters towards TRS in the absence of a credible political rival force.  ” Naidu’s Shifting to Vijayawada is not a mature decision and is  bereft of any political vision, the cost of which  is strongly felt  in Warangal. GHMC may not be immune to this political transformation,” he said.According to the leader, who wants to be anonymous, even the Revanth episode has also had its negative impact on the party’s performance in Warangal.

Many Telangana leaders are of the opinion  that TDP has lost its edge in Telangana because of Naidu’s over emphasis on Amaravati and insistence on shifting to Vijayawada. “His overnight flight to Vijayawada and his statements asking the employees to rush to Vijayawada is a moral defeat for the party in Telangana. All these developments have left the entire political field in Telangabna wide open for Telangana Rashtra Samiti to conquer. Once party leader leaves the war zone, war is lost,” he said adding that allocating the seat to BJP is another mistake in the post-Telangana politics.  According to the leader, all TDP’s loyal voters, seem to have shifted to TRS en masse in Warangal. Party sources feel that  Naidu should now slow down the shifting of administration to Vijayawada and stay put in Hyderabad on the pretext that  office space and residential accommodation is not available in Vijayawada.  Similarly Naidu can also  take shelter under the centre stating that the shifting of capital is being hampered by the delay in the release of central assistance to Amaravati.

The shifting of temporary capital has put an enormous burden on the state exchequer but without any political gain. After the miserable failure of the party in Warangal, Naidu seems to have lost both money and image in TS. On Saturday, when he visits Hyderabad, some T-TDP sources believe,  Naidu  may  drop hints at his revised strategy to come back to  Hyderabad for some time and formulate a strategy for GHMC, if he really had no political understanding with Telangana chief minister K Chandrasekhar Rao.

Is Jagan a factor in Warangal at all ?

YS Jaganmohan Reddy was on Monday accorded a rousing reception in Warangal district which had detested his visit when K Rosaiah was the Chief Minister of united Andhra Pradesh. Jagan embarked on a four-day campaign trail for the by-election to Warangal Lok Sabha seat. When Jagan himself hit the road surprising his own party men, political analysts saw more than meeting the eye.

Are Jagan and his YSR Congress party’s contest in Warangal factors to reckon with? Going by the political equations prevalent in the Telangana heartland, they just don’t matter. The Telangana Rashtra Samithi appears way too ahead of its rivals. After all, this election seems to be between the political parties. Individual contestants don’t really matter as they are neither prominent leaders nor are odds heavily at stake.

The Telugu Desam Party has chosen to leave the seat to the BJP. This is a politically clever move, especially when there is truce sprouting between the bosses of TRS and the TDP at the apex level. The BJP, which may not really make much difference to the winning chances of the TRS candidate, would have the satisfaction of contesting the poll. This is a face-saving for both partners of the National Democratic Alliance.

As for the Congress, Digvijaya Singh, Meira Kumar and other senior leaders are campaigning for former Union Minister Sarve Satyanarayana who was imported from Malkajgiri Lok Sabha seat due to a suicide by the daughter-in-law of party nominee Rajaiah who had to opt out of the contest. This naturally irked the Congress. It has actually been jerked by the incident.

However, taking every one by surprise, Jagan fielded Nalla Suryaprakash as his party nominee. Plus, he sent his trusted lieutenants like MLA Roja for campaign in the first leg. With he entering the campaign trail himself, the electioneering attained glamour, given the fact that he is a crowd puller. That whether the crowds translate into votes or not is a different story.

Given the current scenario, what lends credence to the claims of Congress elders like V. Hanumantha Rao that Jagan would split the Congress vote to help KCR is that YSR Congress doesn’t have a vote bank of its own. It has to eat into the Congress support base, even if it is a minuscule percentage. That whether the Congress can garner a large number of votes is also debatable.

As things appear, the outcome is a given – the TRS is already through. However, Indian voter sometimes holds surprises with himself only to give shocks to the over confident politicos.

Jagan’s party at best can eliminate even this small doubt in the minds of the TRS. The on-record criticism is of course fine with the TRS bosses.

Battleground Warangal

Battle cries are there to be heard everywhere in the Warangal Lok Sabha constituency. The charges of poll code violations, attacks and counter attacks, accusations and counter accusations, promises of government, alleged backing out on promises- the war of words has intensified in the constituency. Choicest abuses are being bandied around freely.

The political atmosphere has got warmed up with the arrival of senior AICC stalwarts such as Digvijay Singh, Meira Kumar, Sachin Pilot etc have descended on the constituency. Rare spectacle is in the campaign was the presence of former union minister S Jaipal Reddy. Jaipal’s presence show the importance the Congress attached to the win in Warangal. TRS has already deployed half of the cabinet including chief minister son K T Ramarao and nephew T. Harish Rao. Every trick of the trade is being employed by the ruling party to retain the seat at any cost as the loss has the potential to upset the chief minister KCR’s apple cart. On behalf of BJP, union labor minister Bandaru Dattatreya has been touring the constituency along with BJP state president G Kishan Reddy. The only party which is going around silently, talking about the government failures and the need to have decent representation from Warangal in Lok Sabha is the Left which has fielded renowned law professor Gali Vinodkumar. From YSR Congress, the star campaigner , YS Jaganmohan Reddy is going to add to the sound and fury of the campaign, His principal enemy is not TRS in the election, but the TDP. He is likely to criticize TDP first and then Congress later TRS.

Free flow of abuses

TRS, which is encircled by all political parties, sees its principal rival in Congress. The party raised the bogey of non-local status of Sarve Satyarayana, the Congress candidate, to rake up local versus non-local sentiment in the elections. TRS strategy to hit the Congress below the belt has set off a fierce war of words. The opposition party pounced on TRS from all sides to counter the remark and revealed to public how KCR and his family members chose non-local constituencies in every election. Sarve Satyanarayana took the attack to peak using all sorts of epithets for chief minister K. Chandrasekhar Rao such as “Chavata”, “Daddamma”, “Sanyasi”, “Bewakoof” , “Bakkodu”, ” Pittala Dora”. Congress dig his KCR’s past and accused him of indulging in all corrupt practices when he was labor minister at the centre. Sarve said KCR fell on the feet of Prime Minister Modi last week to get himself bailed out of these charges as centre ordered CBI inquiry into the scam.

What so many ministers doing in Warangal?

BJP state president G. Kishanreddy wondered as to what the TRS ministers posted in all assembly segments were doing. ” People are so angry about the TRS government that the more than half a dozen ministers, the chief minister deployed for elections, are not able to go around without security. Ministers are also scared of public unrest.” he said. He is leading the BJP poll campaign in the constituency. He blamed TRS for the plight of the cotton farmers in the district. Dattatreya was a bit harsh while attacking the TRS. Addressing an election meeting in Hanamkonda, Dattatreya said people had started questioning the TRS ministers in every meeting as the party failed in all aspects. ” It clearly show how unhappy the people of Warangal are with TRS government. Having seen the family rule and corrupt governance of KCR, people will teach the party a lesson in the byelection,” he said.

TRS spews fire on Dattatreya

Irrigation minister and one of the poll managers of the TRS T Harish Rao accused opposition leaders, especially of BJP, of trying to mislead farmers with regard to the TRS government’s commitment towards cotton farmers. Apart from participating in the public meeting, he even release a press note to repudiate charges of opposition parties. Harish Rao asserted that the State government was doing better than the Central government as far as cotton purchases were concerned despite lack of support from the Centre. He said central minister Bandaru Dattatreya should get his figures cross checked before criticizing the government.
Harish demanded that the Centre clarify as to why it had failed to honor its promise of increasing minimum support price for cotton. “As per the BJP election assurance, the minimum support price for cotton should have been now at Rs 6,000, but it was only Rs 4,050. Whose fault is this ?,” he asked. He dared Dattatreya to influence the CCI to purchase the cotton from farmer. He dubbed the union labor ministers as cheat.
Blaming the Cotton Corporation of India(CCI) for failing to purchase cotton from farmers, Harish said CCI Chairman D Mishra had ignored the State government’s invitation to attend a meeting to discuss the plight of the cotton farmers. Cotton is a sensitive subject as many of the farmers in the district eke out their livelihood by cotton cultivation. But, due to present glut in the cotton market farmers are committing suicides in big number.

Mission Five Lakh Votes

The Congress candidate Sarve Satyanarayana has set an ambitious target to win the election with a five lakh vote margin. And he is confident of achieving it. He said he was contesting the poll with a pledge to serve the people of Warangal till he breathes his last. When in Parliament, he said, he spoke on behalf of ten districts of Telangana. The voters of the constituency know it pretty well. With this confidence he set the target of getting five lakh vote majority in the bypoll. He set the same target for the 2014 elections when we was the Congress nominee in Malkajgiri Lok Sabha constituency. Unfortunately, he missed the target.

YS Jagan to campaign in Warangal

YSR Congress president YS Jaganmohan Reddy is set off on whirlwind tour in Warangal constituency to campaign for its candidate Nalla Suryaprakash Rao from November 16-19. He will begin his campaign from Torruru from Monday. He will address in public meetings, car rallies and road shows in the four-day hectic tour. On November 17, he will address a public meeting in Parakala and later visit villages around Parakala. He is scheduled to address public meeting in Hanmakonda and Station Ghanapur as well. On the first day i.e. on November 16, he will travel about 101 km addressing meetings in Palakurthi, Jafargad, Vardhannapet , Rayaparti and Hanmakonda. On the second day, Nov 17, he travels through Atmakur, Saympet, Regonda, Bhupalpalli, Parakala covering 140 km. On the third he is scheduled to visit Tiigaraju palli, Sangem, Geesukonda, Warangal and Hanamkonda, where a public meeting is planned, covering 76 km. On the final day he will travel 62 km covering Dharmasagar, Station Ghanpur and Raghuntha palli.

No sentiment around to save TRS

TRS MP from Chevella Konda Visweswar Reddy said the spirit of the T-movement was amiss among the party cadre and the people now. A big win in Warangal appears to be an uphill task, he felt. ” As the T-sentiment is on the wane, unless the party works to mobilize more voters to polling centres winning with huge majority is difficult for the party,” he said in Jangoan. Party should concentrate on huge polling in the byelection, he opined

Hopes of berth in union cabinet

BJP, which has fielded its candidate with support of Telugu Desam party, is campaigning that its candidate Dr Devaiah was sure to become a union minister if he won the election. BJP is not visible in the constituency on its own. TDP is its strength. First the party hoped that TDP president Chandrababu Naidu would address a couple of meetings in constituency. Now, as Naidu reluctant to campaign in a ‘byelection’ as the national leader, BJP started telling the people that Warangal would have a central minister if Devaiah was given mandate.

TRS Woos Sudharani with RS renomination

The TRS’ poaching of TDP leaders is going on despite the celebrated handshaking of Chandrababu Naidu and and K Chandrasekhar  in Amaravati on Vijaya Dasami day . According to the reports, Rajya Sabha MP and noted BC woman leader from Telanana,  Gundu Sudharani is all set to switch sides to TRS.  She is expected to join the  pink brigade on October 29.  Sources said  KCR had offered her Rajya Sabha nomination in 2016.  Her Rajya Sabha term is coming to an end on 21 June 2016.  TDP has only two rajya Sabha members namely  Sudharani and  Devender Goud.  The possibility is that she may be either renominated to Rajya Sabha or  Legislative Council of the state. TRS MP Vinod Kumar is said to have mediated the deal.

That Sudharani’s  defection  happening in the run up to the  elections for Warangal Lok Sabha constituency is a setback to  the Telugu Desam party which trying to keep the flag fly high. Though the TDP has nothing to lose  even if it lost the election, as the party is extending the support to the BJP in election, losing a senior leader like Gundu Sudharani will have its own consequences in the Warangal town. No doubt, the news that Sudharani is quitting party is shocking because Sudharani is the product  Telugu Desam party. A post graduate, Sudharani began her career as coroporator in Warangal muncipal corporation.Between 2005-2010 TDP floor leader in WMC. She got Rajya Sabha nomination in June 2010.

Thanks to KCR, Cong & TDP no longer enemies

Amid the opposition preparations for Telangana bandh, chief minister KCR reportedly acknowledged that some bad blood had indeed generated between the government and people of the state. He also felt the need to bridge this immediately.

Late realization is always better than the refusing to realize. After Vijayadasami, KCR will hit the roads. First, he wants to tour the district headquarters. Later, in his new Rs 5 crore-luxury bus, which has not yet been put to use, the chief minister will crisis cross the state explaining the people the causes for the misgivings among the people about the government and the role of opposition parties. KCR is hoist with his own petard. He boasted on the first day of Assembly that he was ready to conduct the Assembly session even for fifteen days to allow debate on every topic the opposition raises. He thought by extending the house for few more days, he could give statements on all hot topics like farmers suicides, irrigation projects, loan waiver, state finances etc. But, the government took a wrong decision to suspend the entire opposition for the whole session, which normally never happens. Suspending members are common these days. But after suspension, speaker would work towards striking a compromise between treasury and opposition benches. Here, this did not happen. Even though government could get rid of trouble makers by suspending them ( 28 members) from the house, but, it also lost a great opportunity to explain away things that have put the government in poor light. As the entire opposition consisting of Congress, TDP, BJP, CPI and CPM have upped the ante, the chief minister has now no option but to dust off his new bus for a Yatra. According to reports, the suspension of entire opposition and adjourning the House sine die has not gone down well with his own MLAs.KCR is said to have agreed with them in yesterday’s TRSLP. “We could not put across our point on the floor of the Assembly,” was the KCR’s opinion. KCR has never expected the sort of opposition unity that happened in the state now. Barring MIM, all parties joined hands. What makes tomorrows bandh unique is the bandh call is given by jointly by two arch rivals Congress-TDP. This rare unity among the opposition has compelled KCR to admit that there has been something wrong on the part of the government that was responsible for the unity between two rivals Congress and TDP. So, the chief minister now has taken upon himself to launch counter offensive by touring every mandal in the state. Congress demands financial emergency in TS

Telangana Congress on Thursday demanded declaration of financial emergency in the state and sought immediate release of a white paper on state finances. Following chief minister K.Chandrasekhar Rao clarification that the state had no money for the one-time waiver of the farmers’ loans, Congress chief spokesperson Dr Shravan Dasoju said the state was on the verge of bankruptcy because of severe financial indiscipline in the TRS government.

In a press release, Dr Dasoju said the separate Telangana state had fallen victim of TRS government’s efforts to create an illusion in the eyes of public and investors that Telangana was surplus state and rich state. ” The government has inflated all budgetary figures to show that the small state of Telangana has larger than life size budget because of so called efficiency of TRS. The CM had misled the Assembly and the people. The Chief minister silently attempted to cover up this illusion by levying all taxes and resorting revenue generation methods, including introduction of cheap liquor. But, vigilant Telangana people have successfully thwarted these attempts. Now when Congress demanded one-time settlement of loans, the chief minister on one side and his son KTR on the other demand equal treatment for Telangana on a par with Bihar and special packages,” Dr Dasoju said asking why did the government send reports to the centre mentioning Telangana as a surplus state.

According to Dr Dasoju, the mask of the TRS government was torn apart. “To prevent the unrest errupt from the people, in the past 15 months chief ministers used every trick in the book. The CM wanted to divert the people‘s attention from the reality to the so called Telangana glory to survive. The government had spent Rs 600 crore on the Godavari Pushkaralu to create a wave of hype so that people could be bogged down by the glory . Later, the government allotted about Rs 182 crore on Sammakka Sarakka festival to invoke glory mantra again. Now KCR government is planning to spend huge amount to make people forget the real situation in the glory of T-culture in the name of Bathukamma festival. The farmers’ continued suicides are the result of government’s refusal to make one time settlement of the loan permanently,” he said.

Whenever Congress questioned the failure of the government, KCR would try to pass the buck to united Andhra Pradesh government, he accused. Stating that today’s adjournment of Assembly till Monday was a ploy to avoiding facing Congress party’s inconvenient questions, the Congress leader alleged.
” Normally, Assembly is adjourned for ten minutes to one hour only to strike rapprochement between the treasury and opposition benches. This type of declaring holiday, when the life of thousands of farmers is hanging in balance, is unheard of,” he said.

The Congress, he said , accorded statehood to Telangana at an enormous cost , not to see the state in tatters. ” Telangana is a mess now. Farmers suicides are all around. Government is not able to extend any help. Daily a dozen farmers are killing themselves cheated by their own government. Financial in discipline ruling roost. On one side there are no funds to help people , on the other, CM spends huge money on luxurious foreign trips, splurging in the name Telangana culture and invites tenders worth Rs 40,000 crore for water grid project,” he said demanding a white paper on the status state finances.

Government, instead of demanding special packages, should first place the facts and figures before the public and gain their confidence. He also said government should take all the parties into confidence to evolve a consensual approach to face the suicides, crisis in agriculture and paucity of funds.

“TRS govt is sleeping like Kumbhakarna”

Leader of Opposition in Legislative Council Mohammed Ali Shabbir advised the TRS government to wake up from it Kumbhakarna slumber and see how farmers were dying in crisis. Accompanied by Congress cell Kisan Cell president M Kodanda Reddy, Shabbir came down heavily on the government stating that it had plenty of money to purchase vehicles for various departments and luxury buses to CM, but had no funds to provide relief to farmers who were dying in terrible distress.

“While the government gave preference to purchase of new vehicles worth over Rs. 500 Crore for various departments, including Rs. 28 crore to upgrade Chief Minsiter K Chandrashekar Rao’s convoy, it did not provide any relief to the farmers.,” they said.

He reminded how TRS government repeatedly denied the national Crime Records Bureau (NCRB) figure of 1127 suicides cases of farmers. Finally, after continuous denials, the Agriculture Minister Pocharam Srinivas Reddy admitted that 409 suicides took place in Telangana and extended assistance to only 166 farmers, they said. Shabbir Ali compared the TRS Government to “Kumbhakarna” which woke up from its slumber of 15-months only after 1500 farmers committed suicide.

Citing his visit to the family of Limbaiah in Ramareddy village of Nizamabad he said he visited his family as he was a farmer and committed suicide. ” We did not give any importance to the fact that Lingaiah’s sister was a MPTC member of TRS,” he said.

Discontent brewing in TRS

Outsiders are more favored in the TRS government than the loyalists, who are born as politicians in Telangana movement and brought up in TRS. This is the grumble one hears among the TRS circles, who hoped that formation Telangana state would be ” Bangaru Telangana” from them.

Many TRS veterans are not able to decipher chief minister K Chadrasekhar Rao’s mind in promoting only defectors or retired officers instead of rewarding the party veterans, who braved police lathis, lock-ups and cases. The latest irritant for them is the appointment of D Srinivas as the special advisor to the government of Telangana.

D Srinivas, they said, till the other day enjoyed the office in Congress and worked in all possible means to defeat the TRS in Nizambad district. It has not been even two weeks since he joined the party, he is appointed as the advisor, a seventh one in the government with a cabinet rank. Majority of the advisors are retired IAS officers, who never worked for the party nor participated in the T-movement.

Second crop of leaders who got benefited were defectors such as Talasani Krishan Yadava, Tummla Nageswar Rao, Kadiyam Srihari, Mahender Reddy, Chandulal, Jupalli Krishna Rao, Pocharam Srinivas and A. Indrasena Reddy. Of the 18 ministers, eight are not original TRS leaders like Etela Rajender or Nayani Narasimha Reddy.

“If he(KCR) doesn’t ‘t want to give us plum posts in the government. Then at least he should fill the nominated posts in the public sector units. It is already 14 months into the term of the government, chief minister has not appointed chairmen to the Public sector corporations.
He has not appointed any party leader to government bodies, temple committees etc. Resentment is brewing inside the party,” said a party veteran , who has been waiting for a post in the government told T-360 on condition of anonymity.

In every district, an army of dissidents is becoming visible, he said. If the CM doesn’t take care of the loyalist and keep on promoting the defectors, people suspect KCRs motive and distance themselves from it, he added in disgust.

Q. Do you have enough strength to take on mighty TRS, which is a ruling party, in Warangal LS by-election.
Bhatti : Congress has strongest base in Telangana. Losing election in2014 doesn’t mean end of the road. People believe that it was Congress which was responsible for Telangana state. While Congress was busy with impressing upon the high command, KCR used the mass movement for Telangana to produce a false impression that he was the leader of the movement. If you remember well, after 2012, he gave up the movement and asked people,” give 100 MLAs and 15 MPs, I will get Telangana.” Around this time, we were busy in convincing Party president Sonia and finally succeeded. He was in election campaign, while we worked behind the screens for the statehood. So, people saw KCR and his manipulative politics. Congress lagged behind.We are a force in Telangana. Warangal by-election will prove this.

Q. What do you want to tell people in Warangal, in the face KCR’s massive governmental programs?
Bhatti: We want to expose KCR establishment as an anti-people, corrupt and family rule in Telangana. The election was thurst on people because of his corruption and dictatorial attitude as well as his arrogance. What is the reason for the election? Earlier deputy chief minister T Rajaiah was removed on the pretext that he was corrupt. If Rajaiah was corrupt, where was the action against him? Why didn’t you book a case against him under prevention of corruption act? If CM was so serious about eradicating corruption, why didn’t you institute an inquiry into the charges of corruption against your daughter -MP Kavita, Son-minister K T Ramarao, another minister Jagadish Reddy. It’s all convenience. Something unpalatable happened between vocal Rajaiah and KR. He was removed and the election is thrust. You brought Kadiyam from Lok Sabha and made him MLC necessitating the election. Whose money you are spending on elections? We will place this before the people.

Q.what is your main plank for Warangal by-election?
Bhatti: Rampant corruption in the state government.

Q. Can you elaborate on the subject?
Bhatti: Telangana government has become a haven of corruption. He (KCR) is using irrigation sector as a conduit for his corruption. His modus operandi is to abandon the pending and on-going projects and plan new ones to award them to new contractors. New project is a lucrative decision. Look at the Pranahita-Chevella project. Centre assured it would take up the project as national project if there was no change in design . National project means centre bears 90 pc expenditure and state only 10 pc. The project was designed to give water to seven districts in the state as well as Greater Hyderabad. He doesn’t want this and changes the design, which would deny water to Rangareddy. In the name of getting water to Ranga Reddy he plans a new project, Rangareddy-palamuru with Rs 35,250 crore, which has no clearance from the centre. Also, it would benefit only three districts. Why take up a project which has no permission and abandon the one approved by the centre? There might have been some ulterior motive. We tell people about the corrupt motives of TRS government and its chief minister.

Q. What is the Congress stand on water-grid being taken up by TRS government?
Bhatti: It is not a water-grid but commision-grid. Telangana state government has taken up Telangana Water Grid on the pretext to resolve drinking water problem at a whopping cost Rs.25, 000 crore. It proposes to use 80 TMC water each from Godavari and Krishna rivers. It’s all fraud. The project was being taken up for his son and panchayati Raj minister KT Ramarao’s benefit. It’s another project meant to squander public money away.

KCR shelves pending projects: Congress cries foul

Telangana PCC president N Uttamkumr Reddy today along with his comrades staged a sit-in on Gagillapur highway in Karimanagar district opposing the KCR government decision to shelve Thotapalli project.
The party is gearing up to organize a mass movement to save the all irrigation projects started during Congress regime from being dumped by chief minister KCR. Already Mahabubnagar district is on warpath. In this backdrop, party chief spokesman Shravan Dasoju charged that the government was trying stop the Thotapalli reservoir only to save the lands of friendly rich landlord on the pretext that the project cost had gone up. Dasoju, a former professor and management executive of top IT company, spoke to T360 today on controversial irrigation policies of TRS government.

Q. Suddenly Congress has become active in Telangana and activities are moving around irrigation project. Reason?
Dasoju: TRS government is following demolition and destruction policy. And there has been no good intention behind these activities. Every project is scam ridden.Congress will reveal all these in due course. As of now, what is worrisome is TRS is abandoning all irrigation projects started during Congress regime with one pretext or the other. Examples abound. For instance Pranahita-Chevella and Thotapalli.

Q. What is the problem with Thotapalli reservoir?
Dasoju: The project is in Karimnagar. The government has decided to abandon it for the reason that the delay in the execution of project resulted in cost escalation. The real issue is about 140 acres of a landlord friend of the government fall in submerged area. The project is so crucial for the farmers of backward region of district that it would bring 49,000 acres into cultivation.This reservoir was intended to provide water to Husnabad region.It is proposed near Obulapur village and foundation stone was laid for the project in 2007 by the then Chief Minister YS Rajashekhara Reddy. About 1400 acres have been acquired and farmer were paid a compensation at the rate of Rs 2.10 lakh. Also, an amount of Rs 375 crore have already been spent on digging of a tunnel. Now you want to abandon and do not want to give the lands back to farmers.

Q. What are the other projects being shelved by the TRS government? What could be the reason?
Dasoju: Projects like Yellampalli, Flood Flow Canal, SRSP, Kaleswaram (Karimnagar distrit), Devadula(Warngal),Kalwakurthy, Bhima, Nettempadu (Mahabubnagar),SLBC in Nalgond are in hit list. All these projects could be completed with fraction of budget. Instead of completing these projects, he chief minister is planning new projects. There are two reason-one, these projects are initiated by Congress, and two, huge commissions are involved.

Q. What is your plan to save these projects?
Dasoju: Congress is planning a mass movement. PCC president Uttamkumar Reddy is himself leading the movement against the shelving of Thotapalli while MLA DK Aruna organizing resistance against the abandonment of Mahabubnagar district projects. Today PCC president Uttam, MLA T Jeevan Reddy, former minister D Sridhar Babu and former MP Ponnam Prabhakar staged a dharna on Gagillapur Highway. People participated in dharna in great number. Even CPI is also opposing the move against Thotapalli. CPI district secretary Ramgopal Reddy has also launched an agitation.

Q: Can you force the government to take back its decisions?
Dasoju: We are in democracy. Our only tool is mobilizing people against anti-farmer moves of TRS government. If government doesn’t come around then people would punish the ruling party at an appropriate time.

TRS wooing former UPA minister Sarve

If TRS doesn’t want to promote anybody from its own ranks, it poaches on other parties. This is how Kadiyam Srihari,Talasani Srinivasa Yadav et al joined the TRS. Now the party is said to be wooing former UPA minister and Congress leader Sarve Satyanarayana to join the TRS. He represented Siddipet  and Malkajgiri  constituencies. Sarve Satyanarayana, a Madiga by caste wants to contest the Warangal byelection. As he is not assured of the ticket so far, TRS is finding it right moment to strike at Congress. Congress is toying with idea of fielding former Lok Sabha speaker Meira Kumar from Warangal LS byelection which is necessitated by the resignation of Kadayam Srihari.

The two-fold idea behind luring Savey is to liquidate Madiga Dandora leader Krishan Madiga once for all and remove established leaders from Congress. Krishna, a vocal leader with uncanny organizational skill, has been a baiter of chief minister KCR. By attracting Madiga leaders TRS can wean away madigas from Krishna. KCR succeeded to some extent by admitting Kadiyam Srihari and Manda Jagannatham. Telangana is a Madiga land and the caste a potential political force. It should not be allowed to gravitate towards Congress or TDP, is TRS idea.

Sarve is said to be waiting for the response from Congress leadership. Apart from Sarve, another Madiga leader and former deputy chief minister Damodara Rajanarasimha is also lobbying for the Warangal LS nomination. So, Sarve is tempted by the prospects of TRS nominating him for Warangal LS constiency byelection in case Congress favored Meira or Damodara.

Will Sarve, who used to praise  Sonia Gandhi, he never calls her Amma, a bit irritatingly for having made him union minister, bite the TRS bait and ditch the party which gave him new lease of life?

TRS Stages Dharna in Lok Sabha of High Court

Telangana Rashtra Samithi PMs staged a protest in Lok Sabha on Monday demanding immediate bifurcation of Hyderabad High Court. The MPs stormed into the well the moment house assembled for the day in morning and rushed towards Speaker’s podium with placards and chanting slogans.
Earlier, TRS Mahabubnagar MP Jitender Reddy tried to move a resolution seeking division of the High Court. Speaker Sumitra Mahajan, however, disallowed the resolution, which forced TRS MPs to stage the protest in the well of the House.
TRS MPs have been agitating on same demand from the day one of the monsoon session They even staged demonstration near the Gandhi statue in the Paraliamentary premises.
Speaking to media later Nizambad MP Kavaita said Telangana was getting raw deal in High Court as the court was dominated Andhra people. ” When other states got the High Court established without delay after their creation, there is no reason in delaying the bifurcation of Hyderabad High Court,” she said and added that the agitation would continue till their demand was conceded.

Reason for KCR’s Uneasy Relationship with Hyderabad

Even though Hyderabad is the capital of Telangana and seat of power of TRS, chief minister K Chandrasekhar Rao appears to have harbored some discontent for the city. His strange plans to redesign the city to give entirely a new look bears testimony to this argument. If implemented, the Hyderabad of his dreams would cut city’s umbellical card with old history and recent history.

He is planning to transform Telangaa into a bangaru Telangana. It is natural that it should have its own capital, at least a old capital with new look.

His plans to rejig Hyderabad ( If possible replace the ‘old’ Charminar, in the words of his hilarious deputy CM Mahmood Ali) is not without reason. Even though he conquered Telangana, his Juggernaut was stalled at the outskirts of city. He is scared of he city’s demography. An emperor that brought many a warlord of Telangana to their knees had to be careful enough not to invite the wrath a small party called MIM, ensconced in the dingy Old City of Hyderabad. For his stature and his organizational skills, he should have embraced the GHMC elections with open hands by this time. But he could not. This is where lies his strong dislike for the cultural profile of present Hyderabad city.

The Hyderabad of 2015 has two dominant and embarrassing parts- MIM dominated old city and the Andhra dominated rim of assembly constituencies. MIM’s pincer like grip over old city compels any other party to work out a tie up with it to form the governing council in Hyderabad. Similarly and  irritatingly also, Andhra CM Chandrababu Naidu claims that it was he who built the Hitech City, equivalent of Charminar in modern terms.

Naidu is encouraged by the fact that his party has swept the 2014 Assembly elections in modern Hyderabad leaving only 2 to the champion of Telangana. What is it their for KCR to claim as his own except singing paeans to Nizam’s past with a Muslim-voter appeasing tone. This uncomfortable relationship with Hyderabad is forcing KCR to attempt to affix his signature on some portions of glorious city so that he could lay claim that he too contributed to the grory of the city. His uneasy position in Hyderabad, which is also a common capital for Andhra and Telangana, is the source of strange plans of grand demolitions which includes the Osmania General Hospital.

CM KCR is correct in way. This is what exactly conquerors,colonial or desi, do after subjugating kingdoms. In democracy, after winning elections, leaders behave like conquerors and attempt to erect a symbolism that represent the values, ideologies and politics they believe in. This demolition drive is two kinds. one, it may be a positive drive that reflects creativity and may serve an expression of common interests and goals of solidarity the people achieved during their fight for liberation. This happened in African continent. After the end of colonial regimes, Africans changed all names the white rulers had given to their towns, streets, hills, rivers, seas etc and revived their connection to the past. This is how Rhodesia became Zimbabwe and capital Salisbury-Harare. Two, it may also become a political tool of manipulation, even destruction, of social assets and cultural heritage that may never be regained. I wonder if Hyderabad is falling in the second category.

See the public outcry the idea to demolish Osmania General Hospital generated. Except the Telangana intellectuals who are cautious to oppose the TS decisions, everybody associated with City is coming out to save the culturally significant Hospital. Meetings are held by lovers of the city to oppose the government move.

Telugu university auditorium, LaMakaan, Sundarayya Vignana Kendram have seen the depth, breadth and width of the disapproval for the government’s decision to demolish and to have a new concrete jungle. All political parties have raised their voice against the move that is set to erase the history. Delegations have visited the hospital, that came into existence in 1921, to see if such a demolition was really warranted.

The general impression among the people is that there is no need to demolish the OGH. Compared to the oldest and functioning hospitals across the world, OGH is relatively younger and not weighed down by the age. A quick google search would give the list of the oldest hospitals that are still serving the patients. Partisan Politics should not be allowed to run amuck if one wants Hyderabad to remain melting pot of cultures.

D Srinivas path of enlightenment

The path to power  seems to be also the path to enlightenment in D Srinivas case. He is shining with new found wisdom.

Srinivas quit Congress, the party which made him PCC present and Minister and his son mayor, on july 8, to join TRS.

Two days ago, TRS president and chief minister K Chandrasekhar Rao came to his residence to meet him and surprise the Telangana.

DS emerged as an embodiment of wisdom from the  30-minute meeting.  He said he was surprised that KCR had so many great and grand plans to develop Telangana state  and he was thoroughly convinced by the CM’s argument to abandon the approved design of Pranahita-Chevella project.

He went to the extent of chiding his former colleagues in Congress. He advised them to see whether the new design would be useful or not, nothing more.

The 30-minute meeting he had with  KCR had transformed him so much that he was now  fully confident of creation of bangaru Telangana.

“ He (KCR) has wonderful ideas. Telangana state  will become number one if they are implemented,” he told media with eyes wide open with astonishment.

He also praised KCR’s clarity of thought and purity of mind.

” The CM was marching forward with commitment.  I was amazed by the  depth and breadth  the KCR thoughts reach. the meeting  threw so much light on me that I am ready to work in any capacity the CM offers,” he wondered.
