Key departments in AP to be shifted to Visakha from 20th

While farmers and leaders of opposition parties are protesting against 3-capital decision in Andhra Pradesh, the government is gearing up the shifting process of administration to Visakhapatnam from Amaravathi.

Sources in the government told that a cabinet meeting would be held on 18th of this month and the cabinet would approve the proposal of shifting of key departments to Visakhapatnam in phased-manner. “The government has already searched building (Millennium Towers) for new secretariat in Visakhapatnam. The government is planning to shift key departments from 20th of this month,” the sources said.

The sources also said that in initial stage, two sections from General Administration Department (GAD), Finance and Mining departments would be shifted on 20th of this month and four sections from Home, R&B and Panchayat Raj in second phase. The government is also planning to shift two sections from Education and Health departments, the sources added.

As per the key leaders from the ruling party, the Jagan’s government was planning to hold Republic Day’s parade in Visakha this year.

Will Rahu-Ketu help Botsa in Capital shifting?

There is no doubt that Municipal Minister Botsa Satyanarayana is more targetted than even CM Jagan Reddy on the Capital shifting issue. The Amaravati farmers and their families are criticising Botsa on a daily basis for their present saddest situation. It is well known how Jagan Reddy cleverly put innocent-looking Botsa in charge of executing the most controversial task of crippling the Amaravati Capital City project. Since then, the people in the Capital City districts are cursing Botsa family just as they are wishing as much bad luck to the Jagan Reddy family. Amid this rising bad blood, Botsa and his family did Rahu-Ketu puja at Srikalahasti Temple in Chittoor district.

Botsa’s sudden puja at a Hindu temple surprisingly came amid growing hurdles for Capital shifting. This triggered speculation whether the Minister is upset about any likelihood of the Centre stopping Vizag Capital at the last hour. If all goes well, the location of Executive Capital at Bheemili beach would be very nearer to Vizianagaram. This is why Botsa is excited about this right from the beginning. If Modi-Shah stopped Capital shifting, all the efforts of Botsa till now would go waste. Moreover, the Minister would not be able to show his face in Krishna and Guntur districts which are growing impatient and unhappy with YCP Government.

Jana Sena MLA supports 3 Capitals: Capital tragedy

It seems now that CM Jaganmohan Reddy has successfully provoked feelings along regional, religious and political lines. The lone Jana Sena MLA Rapaka Vara Prasad has extended his support to 3 Capital Cities proposal. Rapaka is an SC MLA whom YCP is trying to win over for a long time. His statement on Capitals goes against the stand taken by Pawan Kalyan. Only a few days ago, Senani made a whirlwind visit of Capital villages and extended his party’s full support to farmers’ agitation there. Pawan has not directly responded on Capital shifting just because he wants clarity from the government. But Jagan Reddy is not announcing his hidden agenda as yet.

MLA Rapaka is repeatedly speaking in support of CM Jagan’s policies. Most of the time Rapaka is praising CM a lot for his so many Cash Transfer welfare programmes. Political circles say that Rapaka is no longer loyal to Jana Sena because he has come under the impact of YCP Operation Aakarsh to some extent.

Rapaka’s support is crucial for YCP in the Capital crisis. Jagan Reddy wants a debate on Capital shifting in the Assembly soon. Also, there may be an all-party meeting. In both these aspects, YCP will take support Rapaka. This is important as the entire Opposition parties are right now attacking Jagan Reddy’s 3 Capitals.

Jagan indicates Capital shifting: Reverse justice

Once again, AP Chief Minister YS Jaganmohan Reddy gave clear indications of his government’s decision to shift AP Capital City to Visakhapatnam. Speaking at an official meeting in West Godavari district, Jagan Reddy said that the wrong decisions of the previous TDP Regime would be corrected. Jagan clarified that the injustice done to the remote areas in the state would be reversed. He thanked the AP voters for giving all their blessings to do justice and improve the living conditions of all regions uniformly.

Jagan’s vague but clear signals in favour of Vizagites triggered massive protests from rival parties and Amaravati farmers. Right from the morning, YCP MLAs began talking about Naidu’s biased development in Krishna and Guntur districts. YCP MLAs said that in Amaravati, the land rates went up from Rs 25 lakh to Rs. 3 Cr per acre. Now, this should be reversed. Development should be brought in other regions as well.

Opposition leaders again accused Jagan Reddy of leaking report of Boston Consultants Group even before the report is submitted to the government.

Has Jagan given verbal orders for Capital shifting?

Official circles in Andhra Pradesh are in a state of confusion and shock over the growing indications of Capital shifting in the past few days. Already, the heads of departments are getting unwritten orders from higher-ups to start preparations for shifting their offices to Visakhapatnam. The rumour is that CM Jaganmohan Reddy has given verbal orders to the top bureaucrats to get ready for shifting important administrative offices. The most important departments like revenue, municipal administration, panchayat raj, etc should be shifted as early as possible. CMO Special Secretary and other officials are visiting various locations in Vizag to identify space for government offices there.

There are reports that Jagan Reddy has selected Millennium Tower in Vizag for the Secretariat location initially. Interestingly, this tower was also built during the Chandrababu Naidu regime. It was constructed at a cost of Rs. 150 cr with an office space of over 2 lakh sft. Some other buildings readily available are being identified for different offices. Official circles say that Jagan Reddy wants to make sure that the entire seat of administration start functioning from Vizag by the next Dasara festial this year. This has given indications that YSR son is going to ignore even the intervention of Modi-Shah. BJP leaders say that their party would react when Jagan Circar takes a final decision on Capital shifting. Amaravati crisis is getting deeper with each passing day.

BCG to submit report on AP capital issue to Jagan tomorrow!

The much-awaited report on Andhra Pradesh capital issue by the Boston Consultancy Group (BCG) will be submitted to Chief Minister YS Jaganmohan Reddy on Friday.

Based on the BCG report, Jagan is expected to take a decision on shifting of capital city from Amaravathi to Vizag and setting up of three capitals for AP.

Jagan is expected to convene cabinet meeting on January 8 to discuss on BCG report and take a decision on how to go forward on AP capital issue.

The CM is also expected to convene an all party meeting to discuss on BCG report before taking a final decision on AP capital issue.

After Chief Minister YS Jaganmohan Reddy hinted at the formation of three Capitals in the State by making a statement in Legislative Assembly last month, the GN Rao Committee submitted its report on Comprehensive Development Strategy for the entire State including the Capital of AP.

Following this, the government held various deliberations and decided to constitute a High-Power Committee to examine the recommendations of the GN Rao Committee on the concept of decentralised development and work out a strategy on the way forward keeping in view the various provisions of the AP Reorganisation Act.

Apart from the GN Rao Committee and BCG reports, the High-Power Committee may seek the advice of the advocate-general in regard to further course of action for compliance.

It will finalise the strategy and give its recommendations within three weeks.

The cabinet is expected to refer the BCG report to the High Power Committee on AP capital headed by finance minister Buggana Rajendranath Reddy.

Jagan will take final decision on shifting of Amaravathi capital based on the recommendations of Buggana committee.

TDP Vizag president resigns: Capital blow

The TDP North Coastal Andhra leaders are slipping out of the party one by one. Now, TDP Visakhapatnam Urban President Rahaman has resigned from the party post and membership in protest against Chandrababu Naidu’s decision. Rahaman, who is a senior leader, expressed support to the CM Jaganmohan Reddy’s Three Capitals proposal. He is stated to be unhappy with the TDP leadership for a long time. The prospects of making Vizag Administrative Capital of AP have made Rahaman take the final decision to quit the party.

This is the first time an important TDP leader has resigned since Jagan announced Capital shifting. TDP Vizag North MLA Ganta Srinivasa Rao has also welcomed the making of Vizag as Executive Capital but he asked for justice to be done to the Amaravati farmers. Most leaders of all opposition parties in North Coastal Andhra are giving mixed reactions. At the same time, some leaders are expressing concern that the peaceful atmosphere in Vizag would be disturbed if it becomes Capital. Already, there are rumours that YCP leaders have grabbed huge tracts of lands in Kapuluppada and Bheemili areas where Secretariat and CM Camp Office are coming up. It is amid this that YCP is attracting leaders from the Opposition parties in a bid to get total domination in North Coastal Andhra by using the Capital sentiment.

Time for unquestioned loyalty: YCP Capital districts MLAs

The Amaravati farmers’ agitation has got national level attention. All Opposition parties and intellectuals are demanding withdrawal of Three Capitals proposal. Public mood is rising against CM Jagan Reddy decision ahead of the crucial Cabinet meeting tomorrow. What more, critics and farmers are accusing YCP MLAs in Capital districts of hiding from the public criticism. Against this backdrop, Jagan Circar came out with a new plan to counter the rivals. Special instructions are being given to the Capital districts MLAs to openly defend Capital shifting from their region. They should do it aggressively. They should speak of how development imbalances would provoke regional agitations and how Jagan proposal would solve this problem.

Already, Chilakaluripeta MLA Vidadala Rajani has strongly supported Capital shifting. Her constituency is located 40 kms away from Amaravati. But it is not the same with Tadikonda and Mangalagiri MLAs who have not spoken till now. These segments are located in the core capital region. Any small statement will condemn their political careers forever. Especially, Mangalagiri MLA Alla Ramakrishna Reddy is not coming before the public for fear of facing angry protests from his own party cadres. Excepting these two MLAs, others in the two Capital districts are under pressure to raise their voice. Time has come to display loyalty to YSR family. But, at what political cost. People will decide.

Bheemili next Capital: Beach front house for CM?

Exactly, the YCP government is developing future core capital of AP near Bheemili municipal town. It is nearly 25 kms north of Visakhapatnam. The town is one of the oldest municipalities in the country. Bheemili beach is a favourite destination for picnickers. YCP Number 2 Vijayasai Reddy has confirmed Bheemili as the seat of next administrative capital. It is going to have Secretariat, Assembly, High Court bench, MLA quarters and, most importantly, Chief Minister’s Office. What more, YCP leaders have already identified a huge chunk of sea-front land for building another house for Jagan Reddy family. This will not be a small one like his house in Tadepalli. This will be an iconic one just like CM’s residences at Lotus Pond and Bangalore.

Vijayasai has been camping in Vizag for the last few weeks to make arrangements for Capital functioning as early as possible. Jagan Reddy is indeed in a hurry to shift Capital the sooner the better. Already, YCP North Coastal Andhra leaders began attacking Chandrababu Naidu saying that the Opposition leader is blocking the setting up of Capital there. Vijayasai is saying that Bheemili Capital will usher in all-round development in North Coastal districts which are till now backward. Jagan Reddy is confident of winning majority seats in North Coastal Andhra by provoking local people against TDP, BJP and Jana Sena.

First phase of AP capital to be readied by 2018: Babu

The construction of Andhra Pradesh capital is taken on a prestigious note by the state government and they are leaving no stone unturned to make it a world class capital. It is a known fact that the laying of foundation stone ceremony will be held on October 22 and in this regard, the CM on Monday met Prime Minister Narendra Modi to invite him to the ceremony. Later speaking to the media persons, Chandrababu announced that the PM has agreed to attend the event. He also stated that the first phase of the capital is likely to be wrapped by 2018.

Modi will also be inaugurating the new terminal constructed by Airport Authority of India on the same day in Tirupati. This terminal was constructed at the cost of Rs 170 crore.

According to the CM, Amaravathi would be a ‘blue and green capital’ comprising water front for 20 to 25 kilometres and it would be one of the best capital cities in India with. The authorities are also planning to implement water taxis for the transportation purpose.

The October 22 ceremony will be a massive event with many national and international guests to attend the event. The cabinet and CRDA officials are working day and night to make it a historic event with all the traditional rituals.

Would Jagan attend capital foundation ceremony?

Opposition leader and YSR Congress President YS Jaganmohan Reddy will face Hamletian dilemma- to attend or not to attend the spectacular foundation laying ceremony of new capital Amaravati, once he receives the invitation from capital region development authority (CRDA) in a day or two.

Jagan is expected to face two tough questions with regard to the emerging capital Amaravati. They are:

1. Would he attend the foundation stone laying ceremony of the capital city Amaravati on October 22.

2. Would he relocate himself to new capital region as the government is in the process of shifting the temporary capital from Hyderabad to Vijayawada. There are plans to conduct the next Budget Session of Andhra Pradesh Assembly from the Capital Region. Then he has to live in capital region, which he is opposing tooth and nail.

Jagan has to keep ready fitting answers to these questions as the date of foundation stone laying ceremony is fast approaching. If the opposition leader abstains from October 22 ceremony, in which Prime Minister Narendra Modi will be the chief guest, TDP would unleash campaign against him stating that he is anti-Amaravati and scuttling word-class capital emerge in Andhra Pradesh. If he attends the program, it would be tantamount to endorsing the capital city project, which, in his own words, is coming up destroying the flourishing agriculture economy. In August he staged a dharna with thousands of farmers oppositing the acquisition of fertile land forcibly from small and marginal farmers.

Not only had he supported the agitation of the farmers, who are set to lose fertile lands, but also assured them he would return all the lands to the farmers once his party comes to power in 2019. It clearly states his stand vis-à-vis capital region. Though he did not tell it in so many words, Jagan is opposed to the capital coming up in an area, which is already advanced. He articulated this in a different way stating that he would have raised no objection if the capital construction had been taken up in any area where government waste lands were available.

His party dubbed the capital project as ‘ commercial project’, ‘real estate project’ etc. And definitely Jagan is not blind to the resentment being expressed in Rayalaseema and North Coastal Andhra to the way the capital is being developed on the lines of Hyderabad with everything being concentrated in the capital region. It is clear from the very establishment of “capital region development authority (CRDA)that Amaravati is going to become a black hole of Andhra Pradesh sucking everything into it. So, it is difficult for Jagan to endorse the project by attending the foundation stone laying ceremony on Vijayadasami day.

The second question is related to shifting of his base from Lotus Pond, Hyderabad, to Vijayawada. The first salvo has already been fired by TDP emergent leader Lokesh. He asked Jagan to first shift his base to capital region in Andhra Pradesh and then talk. Speaking in a party workers training program in Nellijerla in West Godavari district on Tuesday, Lokesh ridiculed Jagan for demanding special status to Andhra Pradesh by sitting in Lotus Pond of Telangana’s Hyderabad.

By all means the opposition leader would abstain from the October 22 Amaravati foundation stone laying ceremony. And he is unlikely to relocate himself to Vijayawada, TDP government’s temporary capital, from Hyderabad, which is designated as temporary capital by AP Reorganization Act-2014. What is important is how he would construct his argument without hurting the sentiment of the people, who are supporting the Amaravati capital and at the same time he should not been as the one who betrayed the farmers, whom he sat with on a dharna.
