AP inks MoU with AMUL for dairy development

In a move aimed at giving fillip to the dairy industry in Andhra Pradesh, the state government on Tuesday signed a Memorandum of Understanding (MoU) with cooperative giant Anand Milk Union Limited (AMUL).

The MoU signed in the presence of Chief Minister Y.S. Jagan Mohan Reddy at his official residence is expected to give a boost to the empowerment of women self-help groups by encouraging the milk cooperatives in the government sector.

Terming Andhra Pradesh as the gateway to the South, the Chief Minister said that joining hands with AMUL will help the women groups and dairy farming in the cooperative sector with an opportunity and exposure to world class infrastructure, technology and marketing opportunities which would improve their standard of living and self reliance of women.

The MoU was signed by Special Chief Secretary Agriculture, Animal Husbandry and Dairy Development, Poonam Malkondaiah and AMUL Chennai Zonal Head Rajan.

Jagan spoke to Gujarat Cooperative Milk Marketing Federation, Managing Director RS Sodi, and Chairman of Sabarkant District Cooperative Milk Producers Union Limited, Sambalbhai Patel through video conference.

It was during his 3,648 km padayatra that the dairy farmers had told him about the exploitation of dairy units to benefit the private company Heritage Food (owned by the family of former Chief Minister and TDP president Chandrababu Naidu).

The price of one liter water bottle was Rs 22 and one liter bottle of milk was sold at the same price as the government of the day exploited the dairy sector in the cooperative sector to the hilt to benefit Heritage Foods. All dairies under the State Diary Cooperative Federation have been put in the red, said a statement from the Chief Minister’s Office.

Though the State stands fourth in milk production, only 24 per cent was going to the organised sector. The partnership with AMUL will help farmers to get good price and women groups, it added.

AP govt moves SC on HC’s directive to reinstate A B Venkateswar Rao

The YSRCP government seems to have not learnt lessons from its past mistakes.

In a sheer display of defiance, the Andhra Pradesh government on Thursday filed a Special Leave Petition in the Supreme Court challenging the High Court orders revoking the suspension orders against senior police officer A B Venkateswara Rao.

In the petition, the Andhra Pradesh government sought a stay on the HC verdict which had directed the state government to reinstate him to the regular service and pay him full salary.

It may be noted that the state government had in February had suspended Venkateshwara Rao on charges of violating the All India Services (AIS) Rules.

Chief Secretary Nilam Sawhney had issued orders suspending Rao, and directed him not to leave Vijayawada without obtaining permission from the government, during the suspension period. Following this A B Venkateswara Rao challenged the government’s decision in the High Court.

The High Court had set aside the Central Administrative Tribunal (CAT) order which had upheld the state government’s decision to suspend the senior IPS officer.

Rao served as Additional DG (CID) and also as Director-General (Intelligence). He was not given any posting after the YSRCP came into power. Setting aside the CAT order, the High Court had directed the state government to reinstate Rao and pay him salary during the suspension period.

The state government had alleged that Rao colluded with a foreign defence manufacturing company, R.T. Inflatables Private Limited, and reportedly leaked critical police and intelligence information to the Israel-based company.

On his part, Rao moved CAT challenging the suspension order. In his petition before the CAT, Rao alleged that the state government did not give him any posting and placed him under suspension on vague charges which was in violation of Articles 14 and 16 of the Constitution of India and principles of natural justice.

In one year of YSRCP ruling, the Jagan government had to swallow a bitter pill in several court battles by losing most of them. The Andhra Pradesh government had recently already received a major blow in the YSRCP colours case with the apex court directing the government to remove the party colours on government buildings and panchayat offices. In Nimmagadda Ramesh Kumar case who was removed as SEC by the Andhra Pradesh government, the SC had observed that the government cannot play with constitutional functionaries.

Fearing SC contempt notice, Jagan govt removes party colours on govt buildings

Fearing contempt of court, the Jagan government has finally decided to remove party colours on panchayat offices and government buildings as the Supreme Court’s four-week deadline nears.

The Supreme Court on June 3 had ordered the Andhra Pradesh government to remove the YSRCP’s colours painted on the gram panchayat and government buildings across the state within four weeks. The Supreme Court had warned that if the Jagan government did not comply with its order, it would be treated as contempt of court.

At a high-level meeting on Saturday, Chief Minister Y S Jagan Mohan Reddy gave instructions to the officials concerned to immediately remove the party colours as the four-week deadline nears. Further, the Chief Minister has instructed the officials to use only white colour on the government buildings and panchayat office. However, they were directed to carry the image of Jagan Mohan Reddy on all the government buildings and panchayat offices.

Earlier, the HC had directed the Andhra Pradesh government to remove the YSRCP colours from the gram panchayat buildings while responding to a public interest litigation petition. However, the state government circumvented the HC order by tweaking the color scheme by adding another colour, terracotta, thereby trying to hoodwink the judiciary.

The State government had issued a GO (623) to add one more colour (terracotta). Hearing a petition filed by advocate Somayajulu challenging the GO 623, the High Court had observed that the state government was trying to undermine the court’s directive by trying to circumvent its order by adding one more colour to the existing three colours. In the GO, the YSRCP ruling gave a new meaning to the colours.

The government argued that Green symbolizes green revolution (agriculture), Blue colour for blue revolution (water resources and aqua wealth), White for white revolution (milk and milk products). However, the High Court struck down the revised order and issued contempt notices on chief secretary Nilam Sawhney and Gopalakrishna Dwivedi. However, the Jagan government filed a Special Leave Petition in the Supreme Court that upheld the earlier HC order that the YSRCP colours be removed from the government and gram panchayat offices.

AP govt signs Bhogapuram airport deal with GMR

The Andhra Pradesh government and GMR group have signed an agreement to build an international airport at Bhogapuram in the state.

The greenfield airport project to come up at Bhogapuram near Visakhapatnam, is being developed as a crucial gateway to the northern part of Andhra Pradesh.

The agreement was inked on Friday in the presence of Chief Minister Y.S. Jagan Mohan Reddy at his camp office by representatives of both sides.

While Special Chief Secretary, Industries, Kari Kalavan signed the pact on behalf of the state government, GMR Chairman, G.B.S. Raju signed on behalf of GMR Airports Ltd (GAL).

The Bhogapuram airport project was cleared by the state government on Thursday. As against the original plan of providing 2,700 acres, the developer will now get 2,200 acres. The state government would be developing the remaining 500 acres.

The connectivity between Vizag and the airport will be developed and all steps will be taken for laying a Metro train line from the airport to city, the Chief Minister said.

The GMR group has developed several high profile projects, including Hyderabad and Delhi airports.

GMR representatives said that the airport will be developed as a landmark project in accordance with the Chief Minister’s expectations. “We will take the services of international firms in the venture and the work will be completed at the earliest”, they said.

Industries Minister Mekapati Goutham Reddy, and Chairperson of APIIC RK Roja were present on the occasion.

AP promises free power supply to farmers, Assembly session from June 16

The Andhra Pradesh government will supply free power for nine hours to the farmers which will cost an additional burden of around Rs 8,000 crore to Rs 9,000 crore on the state exchequer. A decision to this effect was taken by Chief Minister Y S Jagan Mohan Reddy at a Cabinet meeting held at his Tadepalli camp office on Thursday.

To supply free power to the farmers, the Jagan government has decided to set up solar power plants with a capacity of 10,000 megawatt. The government has already issued an order for setting up the Andhra Pradesh Green Energy Corporation Limited, as a subsidiary of Power Generation Corporation of AP, to erect the 10,000 MW solar power plants. Further, the Cabinet ministers also drew a roadmap to increase the storage capacity in Gandikota reservoir to 26.85 tmcft at a cost of Rs 500 crore.

The Cabinet also decided to provide Rs 18,750 financial aid to people above 45 years and up to 60 years as promised under the party’s ‘Navarathnalu’ programme. Around 25 lakh women are going to benefit under the scheme. We have also decided to spend Rs 18,000 crore for the benefit of pregnant women and children under YSR Sampoorna Poshana and YSR Sampoorna Poshana Plus schemes. Another Rs 153 crore will be spent for setting up the tribal engineering college in Vizinagaram’s Kurupam,” YSRCP minister Perni Nani said after the Cabinet meeting.

The Cabinet meeting also approved a proposal for complete fee reimbursement for eligible students under the Jagananna Vidya Deevena scheme. Earlier, only SC and ST students were eligible for full fee reimbursement. After the changes, all students belonging to any community whose annual family income is less than Rs 2.5 lakhs is eligible for complete fee reimbursement. “We have already disbursed Rs 5,000 crore towards reimbursement. The Cabinet also approved the proposal to set up Telugu Cultural Academy in Tirupati,” Nani said.

The Budget session of the Andhra Pradesh Legislature will begin on June 16. Governor Biswabhusan Harichandan will address a joint sitting of the Legislative Council and the Legislative Assembly at 10 am on June 16.

Further, the Cabinet meeting has also decided to hold the Assembly monsoon session from June 16. The Business Advisory Committee will meet soon after that and decide on the duration of the session. Finance Minister Buggana Rajendranath is expected to present the full Budget for 2020-21 financial year on June 18. The Budget session of the Legislature is normally held in February-March every year but, because of the spread of coronavirus pandemic, the government brought in the Andhra Pradesh Appropriation (Vote-on-Account) Ordinance, 2020 on March 28 authorising an expenditure of Rs 70,994 crore for the first three months of the fiscal.

Private medical colleges declare ‘Education Holiday’

The private medical colleges managements have taken an extreme decision to declare this year as an ‘Educational Holiday’. Accordingly, they have asked the Government not to fill the MBBS seats in convenor quota. The private dental colleges have also taken this decision. This is seen as a bold confrontation and revolt against the Jagan Reddy Government.

The private managements say that they are forced to take this decision because of the Government’s unilateral decision to cut 70 per cent fee in all categories of seats. The government has announced a new fee policy. The private managements have seen this as a serious blow to their revenue and their continuation.

The private colleges are saying that they have already suffered heavy losses due to standstill of services at link hospitals and colleges due to Coronavirus lockdown. Moreover, the medical colleges were also allotted for Covid treatments. The financial condition of the colleges has deteriorated and the cuts in fee came as a final blow.

AP Government grants permissions for film shoots

With the ongoing coronavirus pandemic, all the film shoots are put on hold and the theatres are shut. The Telangana government made it clear that the film shoots will not resume in the next three months. But the government of Andhra Pradesh stepped out with a surprise allowing to resume all the shoots of feature films and television serials. A caution deposit has to be paid for the government and all the concerned departments are informed by the government of Andhra Pradesh. AP is the first state to grant permission for film shoots.

AP govt buckles under pressure, cuts down number of liquor stores

After coming under sharp criticism for allowing sale of liquor during the complete lockdown and massive queues outside liquor stores with tipplers flouting social distancing norms, the ruling YSRCP government in Andhra Pradesh on Saturday decided to reduce the number of liquor shops.

The government has decided to reduce the number of shops by 13 per cent. Now, there will be around 2,934 as against 3,500 liquor stores. After a gap of 45 days, the Andhra Pradesh had re-opened liquor shops with 75 cent liquor price hike which was expected to fetch the government an additional revenue of anywhere between Rs 10,000 crore-Rs 12,000 crore . Further the government has also restricted the sale of the alcohol. Each individual can buy only three bottles, while liquor stores were allowed to sell alcohol between 11 am to 8 pm.

The government claimed that the move to hike liquor prices was aimed at discouraging liquor consumption.

However, there were protests by women against the government for allowing liquor sale. There was massive over-crowding with queues stretching up to four to six kilometers.

A surge of tipplers raided the shelves at liquor stores and wine shops across the green and orange zones with the government allowing standalone shops to sell liquor. Such was the mad rush for alcohol that the Andhra Pradesh government had to employ teachers to regulate the queues, a move fiercely opposed by Opposition leaders like Chandrababu Naidu. Many of the tipplers were seen without masks, a norm for purchase of alcohol. The liquor sales triggered acts of violence, spate of suicides and alcohol driven mishaps across the state.

AP Cabinet rank post to Telangana’s Ravdjee

Not many know that Hyderabad-based Zulfi Ravdjee was appointed AP Government’s Special Representative for Middle East and Far East countries. Surprisingly, this GO was released in November, 2019, itself but the government kept it a closely-guarded secret. It became known only after Ravdjee led a delegation of senior AP IAS officers to hold industry talks with Saudi Arabia government recently. Eventually, details came out that Ravdjee is getting payments, benefits and allowances on a par with a Minister. It may be known how Telangana persons are given top advisors posts in AP government media affairs and also in Sakshi media.

No other Indian state has such a post in Middle East. Even Kerala doesn’t have a Special Representative. Kerala does have a Minister post for Gulf affairs but that is to take care of only welfare of lots of Keralites living in emirates. By comparison, AP people are working in Gulf in such large numbers. There is also no big industry linkages between AP and emirates. Even Ras Al Khaimah, one of the seven emirate countries, is unhappy with AP. Ras Al Khaimah made hundreds of crores investments in Vanpic project. It filed cases to recover this money. It is there in one of Jagan CBI illegal assets cases. Nimmagadda Prasad, closely associated with this, was arrested in Serbia. Against this issue, suspicions are growing on true job of AP Special Representative post.

Andhra ink MoUs with 11 institutes for developing agriculture

The Andhra Pradesh government on Monday signed 11 MoUs with leading organisations from across the country to develop agriculture sector in the state.

The state’s Agriculture Department signed the MoUs with the officials of various institutes in the presence of Chief Minister Y.S. Jagan Mohan Reddy and his cabinet collages Kurasala Kannababu, Mopidevi Venkataramana and Kodali Venkateswara Rao.

The Chief Minister said that it is very important to partner with such eminent organisations for the development and improvement in the agriculture standards.

As part of these MoUs, farmers will be trained in organic and natural farming techniques. They will also be offered training in various agriculture domains, he said.

The institutes with which the state signed the agreements include the Indian Council of Agricultural Research (ICAR), New Delhi, the M.S. Swaminathan Research Foundation (MSSRF), Chennai, the National Institute of Plant Health Management (NIPHM), Hyderabad, the Indian Agricultural Research Institute (IARI), New Delhi, the Central Fertiliser Quality and Training Institute (CFQTI), Faridabad, the National Seed Research and Training Institute (NSRTI), Varanasi, the Central Institute of Dryland Agriculture (CRIDA), Hyderabad, the National Dairy Research Institute (NDRI), Karnal, the Indian Veterinary Research Institute (IVRI), Bareilly, the Institute of Animal Health and Veterinary Biologicals (IAHVB), Bengaluru, and the ICAR-Central Institute of Freshwater Aquaculture (ICAR-CIFA), Bhubaneswar.

H. Arun Kumar, Special Commissioner, Agriculture, signed the MoUs with the officials of the institutes.

Jagan Mohan Reddy said after coming to power, his government took initiatives to provide good governance right at the village level itself. Through village and ward volunteers, all the government services are being provided in the village level right at the doorstep of the beneficiary.

The government has also established 11,158 ‘rythu bharosa’ centres across the state for the benefit of the farmers and by June, all these centres will be made available with agriculture assistants, horticulture assistant, veterinary and aqua assistants. Farmers will be given quality seeds, fertilisers and farmer equipment through these centres. Also, they can sell their produce through these centres at not less than the support price given by the government.

“Through rythu bharosa, every year Rs 13,500 is being provided to the farmer families and we are providing free electricity for nine hours. We are also providing crop insurance to the farmers without putting any burden on them.”

The Chief Minister said that that 50 percent of the farmers in the state are having less than 1.25 acres of agriculture land and 70 percent of the farmers are with less than one hectare of land.

Press Council notices to AP on GO 2430

The Press Council of India took a very serious view of the GO 2430 issued by the Andhra Pradesh government to prevent the media from writing reports against its policies. The Council said that the Jagan GO will create an atmosphere of fear in which the journalists will not be able to freely exercise their right to freedom of expression.

The Present Council issued notices to AP Chief Secretary LV Subrahmanyam and I&PR Principal Secretary to give their clarifications on the media gag order within a week’s time. Interestingly, the Council took a suo motu notice of the issue based on the alarming reports appearing in the national media in the past four days.

The Council Chairman and members were stunned at the way CM Jagan Reddy is trying to oppress the media in the name of rejoinders and police cases. No other CM elsewhere in the country dared to bring in such a media gag order. Obviously, YCP Circar is frustrated at media reports against its policies on PPAs, Amaravati, sand, liquor, IAS transfers, etc.

High Court stay on Jagan sand order against L&T

The corporate companies like L&T have begun confronting the Jaganmohan Reddy government’s arbitrary decisions head-on. As part of this, the L&T filed a petition in the High Court against the AP government taking away sand from its private stock yard. The court heard the two sides and issued a stay on the government’s anti-stocking orders for four weeks. The L&T strongly argued that the 82,000 metric tonnes at its private yard is meant for its ongoing projects and this cannot be diverted under any circumstances.

Interestingly, the Jagan Circar went ahead with forcible diversion of sand from L&T yard at Amaravati in the name of its earlier anti-stocking orders. The government argues that sand is required to meet the local needs to solve the ongoing crisis arising out of sand shortage.

Pressure is building heavily on Jagan Regime following critical statements by TDP leaders and Jana Senani Pawan Kalyan. The suicides of construction workers due to lack of work have also shaken up the YCP government. Analysts say that Jagan’s thoughtless sand policy has already done huge damage. For the first time in history, construction workers are committing suicides just like debt-ridden farmers and weavers. CM also seems to have no transparent plan to overcome this huge crisis.

Nandi Awards to be presented shortly?

Thanks to megastar Chiranjeevi’s efforts, Nandi Awards will finally be given. They will be presented by the Andhra Pradesh government. From the past two years, the presentation ceremony of the awards getting postponed.

During yesterday’s talk with Chief Minister YS Jagan Mohan Reddy, Chiranjeevi urged him to present Nandi Awards. Chandrababu Naidu led Andhra Pradesh Government in 2017 had announced the Nandi Awards for three years – 2014, 2015 and 2016. But due to controversies over the selection of awards, the Naidu government didn’t present them. Actors like Posani and others slammed Naidu’s government for showing favoritism in announcing awards.

With Chiranjeevi requesting the government now, CM Jagan is thinking of presenting the awards in December. Jagan is also planning to hold a meeting with leading cinema personalities in Vijayawada.

AP asks Centre to bear Rs 5000 cr losses: PPAs

AP Minister Balineni Srinivas Reddy dashed off a strongly worded letter to Union Power Minister RK Singh. He asked the Centre to get ready to bear the huge losses being suffered by Andhra because of the PPAs with the solar companies. According to him, AP has been buying power from solar companies at a higher price. Because of this, the state is suffering losses to the tune of Rs 5000 Cr.

Jagan Regime has apparently begun to go for a showdown with the Centre by not honouring the PPAs. Srinivas Reddy letter came just a day after Union Power Minister RK Singh spoke strongly against dishonouring the PPAs.

Now, it’s clear that the Jagan Reddy government is determined to collide head-on with the Modi government which is having ambitious plans to increase solar power generation multiple times to meet rising future demand.

AP Government wantedly delaying permissions for Syeraa

Though the Telangana government rejected special premieres for any big Telugu film in recent times, AP Government has been granting permissions for extra shows and special premieres along with ticket hikes for big-budget films. Now, the makers of Megastar Chiranjeevi’s big-budget outing Syeraa requested permissions for special shows in the state and the government of Andhra Pradesh seems to have been wantedly delaying to issue the permissions.

The film’s producer Ram Charan already recorded an exclusive interview for Sakshi TV recently. The AP Government is busy with political games and delayed all the formalities. Earlier, Prabhas starrer Saaho received all the needed permissions and TTD Chairman YV Subba Reddy was the man behind these permissions approved. The makers of Syeraa are yet to receive an update and the buyers, exhibitors are puzzled about the midnight shows and ticket hikes. Mega fans are worried if AP Government grants permissions or if the special shows would get canceled.

Syeraa directed by Surendar Reddy is releasing tomorrow in a record number of screens in Telugu, Tamil, Kannada, Hindi and Malayalam languages.

Panel to suggest development strategy for Andhra, capital

The Andhra Pradesh government on Friday constituted an expert committee to suggest comprehensive development strategy for all-round development of the entire state, including its capital.

The panel comprising experts in urban planning will take a quick review of the developmental plans initiated so far and suggest comprehensive development strategy for all-round development of the state, said an official statement.

Dr. Mahaveer, Professor of Planning, Dean (Academic), School of Planning and Architecture, New Delhi, Dr. Anjali Mohan, Urban and Regional Planner, Prof. Shivananda Swamy, CEPT, Ahmadabad, Prof K.T. Ravindran, SPA (Retd), Delhi School of Architecture, Delhi and Dr. K.V. Arunachalam, former Chief Urban Planner, Chennai were named as the members of the panel.

According to an order issued by the Municipal Administration and Urban Development Department, the committee shall co-opt one member who is an expert in environmental issues and flood management.

Retired IAS officer G.N. Rao will act as convenor of the expert committee, which will submit its report to the government within six weeks.

The setting up of panel is significant in view of the uncertainty over the ongoing development works in state capital Amaravati. All works came in the capital came to a halt in May after the YSR Congress Party (YSRCP) stormed to power and decided to review the works in view of the allegations of corruption and irregularities in awarding them by the previous Telugu Desam Party (TDP) government.

Urban Development Minister Botsa Satyanarayana also triggered a row with the statement that previous government headed by Chandrababu Naidu went ahead with the decision to locate the capital in Amaravati despite the region being flood-prone. His statement led to speculations that the government may shift the capital out of Amaravati.

However, YSRCP leaders denied that the government is planning to dump Amaravati as the state capital.

Andhra HC judge to preview major infrastructure projects

Andhra Pradesh High Court judge, Justice B. Siva Sankara Rao will head the Judiciary Preview Committee, which will preview all infrastructure projects valued Rs 100 crore and above before inviting tenders.

The state government on Wednesday appointed Justice Rao on the recommendation of the Chief Justice of the high court.

According to a government order, Justice Rao’s term will be for three years from the date of assuming office.

The appointment has been made in accordance with the State Infrastructure (Transparency through Judicial Preview) Act, 2019.

Under the Act passed in July, all contracts worth Rs 100 crore or above will be brought under judicial preview to ensure transparency in big-ticket deals.

The committee will review all projects including Public Private Partnership (PPP) projects to ensure conformity in procedure rules and guidelines.

The government will place all documents related to the project before the panel. The committee will put the tender related documents in public domain for a week and invite suggestions.

After preview and discussions, the judge may suggest modifications which will be binding on the government.

Chief Minister Y.S. Jagan Mohan Reddy had said during debate on the Bill in Assembly that the move will erase the image of corruption the state had acquired by the misdeeds of the previous government.

Controversial G.O: AP ministers’ team gets salaries of 32 lakh per month

Andhra Pradesh government recently released G.O that allows ministers to appoint PROs, videographers, photographers and information officers etc and spend Rs. 32.35 lakhs from public exchequer for their monthly salaries. The G.O. created enough controversy given the weak financial condition of the state of Andhra Pradesh.

As per this Government Order, ministers of Andhra Pradesh can hire as many as 142 candidates under different categories like PROs, videographers, photographers and information officers. G.O also fixed salaries for each of these categories. Putting all these salaries together, it would debit Rs. 32.35 lakhs each month from the public money kept with government. There are no qualifications or guidelines to hire and ministers have the opportunity to hire at their will. Moreover, the expenses to set up the office and all would be additional.

The Andhra Pradesh government’s decision comes as surprise to people as the state is already facing scarcity of financial resources after bifurcation. Moreover, Finance department has already issued clear directives on finance management- not to pay for any other bills, except salaries and pensions. Despite all this, government going ahead with this controversial G.O is drawing criticism from common people as well as finance experts.

Amit Shah Lies Exposed – AP Government releases UCs

On March 16, the TDP walked out of the NDA over the BJP-led Centre’s failure to accord a special-category status to Andhra Pradesh. Since then war of words and letters has been happening between BJP and TDP leaders.

On March 23rd , BJP President Amit Shah had written an open letter to the Andhra chief minister Chandrababu Naidu, accusing Andhra Pradesh government did not submit utilization certificates for the central government funds to capital Amaravati, Backward districts.On this context, Telugu360 did some fact finding on utilization certificates released by AP government.

There are mainly two accusations in Amit Shah letter. He stated Utilisation Certificates (UCs) have been received only for 12% of the grant released for backward districts in 2016 -17 and UCs were received only for 8% for the 1000 crore released for the Capital regionSince, it is mandatory for the Central Government to have these details to release further installments: it cannot be blamed for fund lapses

But the UC documents released by Andhra Pradesh government have utilization certificates completed, submitted to union government to maximum extent.Amit Shah will be held responsible for his baseless accusations on a state government

AP Govt requests 3 highways and 5 rail routes in agency areas

At the day-long security review meeting in the national capital with the Chief Ministers of Maoist-affected states, Union Home Minister Rajnath Singh on Monday called for the choking of financial resources of left-wing extremist groups. The Home Minister also asked for realisation of the new doctrine “SAMADHAN” for use in security operations: S – Smart Leadership, A – Aggressive Strategy, M – Motivation and Training, A – Actionable Intelligence, D – Dashboard-based KPIs (Key Performance Indicators) and KRAs (Key Result Areas), H – Harnessing Technology, A – Action Plan for each threat and N – No access to financing.

Andhra Pradesh Chief Secretary, DGP along with Deputy CM Nimakayala Chinnarajappa attended the meeting and made several suggestions on behalf of the state Government. They have elaborated on the development activities take up by the government in agency areas of Vizianagaram, Vishakhapatnam and East Godavari districts. The state government is going ahead with two-pronged strategy of development and security in these dwellings. It mentioned that under NREGA, 200days of employment is being provided in these Maoist hit regions. It requested assistance from the central government to support eco-friendly tourism in tribal areas and setup three highways and Five new rail routes passing through agency areas.

The state government held that by augmenting transportation capabilities, it not only facilitates development activities, but also through tourism will give employment opportunities to the people.

The state government requested a CRPF battalion and setting up of Grey Hounds training centre as post bifurcation, there is no such centre in Andhra Pradesh. It also requested rupees 25 crores assistance of the 50crore rupees required to setup special Intelligence Branch in Amaravati. AP government requires around 1200 crore rupees to provide amenities and road facilities in the agency areas.
